THE THEME THIS YEAR WAS TEEN BEACH. SO IT CAME UP A LOT IN OUR IN OUR RALLY AND IN OUR SPIRIT DAYS.
THE DAY OF THE RALLY, OUR GYM WAS SEPARATED FROM UPPERCLASSMEN AND UNDERCLASSMEN.
OUR UNDERCLASSMEN WERE OUR BIKERS AND OUR UPPERCLASSMEN WERE OUR SURFERS.
THIS HELPED IN CREATING A LITTLE BIT OF A RIVALRY, A SPIRITED RIVALRY THAT GOT.
THE PURPOSE OF OUR RALLY IS TO CELEBRATE OUR HIGHEST ACHIEVING STUDENTS.
OUR WINTER AND FALL ARE NOT WINTER AND FALL OR WINTER AND SPRING SPORTS WERE ABLE TO COMPETE AND JUST PLAY A BUNCH OF GAMES JUST TO BUILD UP THAT POSITIVE CAMPUS CULTURE, LIKE I SAID. AND OUR SALUTATORIAN, MAYA ESPARZA, SHE'S SO LIKE, SHE'S SO BRILLIANT.

IT'S DEFINITELY GOING TO BE AN ENTERTAINING NIGHT.

WHAT STARTED AS AN ENTREPRENEURSHIP PROJECT GREW INTO A DAY OF CONFIDENCE, INCLUSION, AND COMMUNITY.
SOMERSET STUDENTS ARE WINNING. TWO SOMERSET STUDENTS AT CERVANTES AND ANTHONY SANTOS HAVE WON THE SKILLSUSA REGIONAL COMPETITION IN THE AREA OF TELECOMMUNICATIONS CABLING. THEY WILL BE GOING TO THE STATE COMPETITION IN APRIL.
HE WILL BE OFFICIALLY AWARDED A CASH PRIZE BY THE CITY OF BELLFLOWER IN APRIL.

RECENTLY, NEW EDUCATORS ATTENDED THE CTA NEW EDUCATOR WEEKEND CONFERENCE AND THE FEEDBACK WAS EXTREMELY POSITIVE.PARTICIPANTS SHARED THAT THERE WERE SO MANY AMAZING THINGS ABOUT THE CONFERENCE AND SPECIFICALLY HIGHLIGHTED THE SESSION BEHAVIOR MANAGEMENT THAT WORKS PRESENTED BY JESSI GOSS, SAYING IT PROVIDED PRACTICAL, LOW LIFT STRATEGIES THAT COULD BE USED RIGHT AWAY IN THE CLASSROOM.
MISS WANG SPECIFICALLY REFLECTED ON THE VALUE OF CONNECTING WITH OTHER PASSIONATE EDUCATORS FROM ACROSS SOUTHERN CALIFORNIA, AND EVEN MEETING THE AUTHOR OF OUR CLASS AS A FAMILY.
MOST IMPORTANTLY, SHE EXPRESSED SINCERE APPRECIATION TO TAE FOR MAKING ATTENDANCE POSSIBLE, NOTING THAT IT WAS ONLY THROUGH THE ASSOCIATION'S SUPPORT THAT SHE WAS ABLE TO PARTICIPATE.

OVERALL, THE SURVEY SUGGESTS THAT STAFF GENERALLY FEEL MODERATELY SAFE PERSONALLY, BUT THEY EXPRESS SUBSTANTIAL CONCERNS ABOUT THE SYSTEM SURROUNDING THEM, PARTICULARLY SUPERVISION, COMMUNICATION AND PREPAREDNESS.
THE AVERAGE RATINGS SHOWED STRONGER CONCERNS IN AREAS SUCH AS ADEQUATE SUPERVISION DURING HIGH TRAFFIC TIMES, LOW CONFIDENCE IN COMMUNICATION SYSTEMS AND ESPECIALLY PREPAREDNESS AND TRAINING FOR MAJOR INCIDENTS.
IN WRITTEN COMMENTS, SEVERAL THEMES EMERGED CONSISTENTLY.
STAFF IDENTIFIED LUNCH, RESTROOMS AND PASSING PERIODS AS THE AREAS OF GREATEST CONCERN.

FOR RECENT YEARS, IT SEEMS AS THOUGH THE MAYFAIR CORE, WHICH IS AN EXTREMELY POPULAR PROGRAM, IS NOT GETTING THE FUNDING THAT IT PROVIDES IN THESE PROP 28 DOCUMENTS.
OUR COLOR GUARD STAFF SHOULD BE FULLY FUNDED, OUR EQUIPMENT SHOULD BE FULLY FUNDED, AND THERE'S SO MUCH MORE THAT WE COULD DO WITH THIS MONEY IN ORDER TO BE SUCCESSFUL FOR YEARS TO COME.

SO AS A REMINDER, THE SECOND INTERIM REPORT IS A FORMAL REPORT OF OUR YEAR TO DATE REVENUES, EXPENDITURES AND FUND BALANCES COMPARED TO THE ADOPTED BUDGET.
IN JUNE, WE BROUGHT THE BUDGET DEVELOPMENT IN DECEMBER, THE FIRST INTERIM, AND THIS IS OUR SECOND ATTEMPT TO LOOK AT HOW EXPENDITURES ARE GOING AND ASSESS THE DISTRICT'S ABILITY TO MEET OUR FINANCIAL OBLIGATIONS ABOUT MIDWAY THROUGH.
THE DISTRICT'S 2024 2025 AUDIT REPORT WAS ISSUED.
WE ACTUALLY HAD A PRESENTATION AT OUR LAST BOARD MEETING.
I HAVE ALREADY INFORMED THE BOARD AND ACTUALLY COMMUNITY THAT ENROLLMENT DID DECLINE MORE THAN ANTICIPATED, WITH A DECREASE OF OVER 3%. WE FINALIZED OUR UNDUPLICATED PUPIL PERCENTAGE.
SO THIS IS THE PERCENTAGE PERCENTAGE OF STUDENTS THAT ARE REPRESENT STUDENTS IN NEED.
MAYBE FREE AND REDUCED LUNCH STUDENTS, FOSTER YOUTH.
THIS IS KIND OF FOLLOWS A PATTERN OF LOSING THE STUDENTS.
WE'RE ALSO LOSING THE, YOU KNOW, TYPE OF STUDENTS THAT, THAT GET US THAT EXTRA FUNDING.
WE CONTINUE TO HAVE RISING COST PRESSURES AND SUPPLY SERVICES, INSURANCE AND UTILITIES.
AND THAT'S WHAT WE'LL SUBMIT TO OUR LA COUNTY OFFICE OF EDUCATION.
SO THIS SLIDE IS JUST A LITTLE REMINDER OF THE ENROLLMENT TREND THAT WE'VE BEEN EXPERIENCING.
AND OUR PROJECTIONS IN 2829, APPROXIMATELY 860 STUDENTS, WHICH IS SOMEWHERE NEAR THE SIZE OF, YOU KNOW, SOME SOME NORMAL SIZED MIDDLE SCHOOLS.
AND YOU'VE SEEN SOME OF THE EFFORTS THAT WE'RE MAKING TO LOOK OUTSIDE AND SEE IF WE CAN FIND ADDITIONAL STUDENTS OR SHOWCASE OUR PROGRAMS. WE HAVE REALLY GOOD PROGRAMS HERE. THE UNDUPLICATED PUPIL PERCENTAGE THAT I TALKED ABOUT EARLIER, WE ARE LOSING HIGH NEED STUDENTS ARE ALSO DECLINING, WHICH REDUCES PART OF OUR FUNDING AND OUR SUPPLEMENTAL CONCENTRATION GRANT FUNDING.
THESE ARE LOWER THAN WE HAD AT FIRST INTERIM, BECAUSE THE STATE DID CHANGE THOSE NUMBERS.

SO OUR 2627 WAS 3.02% AT FIRST INTERIM, WHICH IMPACTED OUR REVENUES IS NOW 2.41. OUR 2728 WAS 3.42 AND IS NOW 3.06. AND THERE WAS A SLIGHT INCREASE IN THAT 2829 YEARS.SO THOSE COLAS ARE ALL REPRESENTATIVE OF INCREASE TO REVENUE.
HOWEVER, OUR REVENUE IS CALCULATED BASED ON COLA.
OUR AVERAGE DAILY ATTENDANCE OUR UNDUPLICATED STUDENT POPULATION.
AND THEREFORE, EVEN THOUGH WE MIGHT BE RECEIVING A COLA, WHAT WE'RE SEEING AS A TREND IS FLAT REVENUES, WHICH MEANS AS EXPENSES INCREASE, WE'RE NOT GETTING ANY ADDITIONAL REVENUES TO ACCOUNT FOR THAT.
SO HERE IS A GENERAL FUND, SECOND INTERIM SUMMARY.
IT HAS BOTH OUR UNRESTRICTED AND OUR RESTRICTED DOLLARS.
THERE'S TWO COLUMNS. I'VE SPOKEN ABOUT THIS BEFORE.
GENERAL FUND IS OUR IS OUR, OUR BIGGEST OPERATING FUND.
IT TAKES CARE OF MOST OF OUR OPERATING EXPENSES.
THE UNRESTRICTED COLUMN REPRESENTS THE AMOUNT OF DOLLARS THAT ARE GIVEN BY THOSE LOCAL CONTROL FUNDING FORMULA AND THINGS THAT WE CAN SPEND IN KIND OF ANY EDUCATIONAL WAY THAT WE'RE INTERESTED IN. THE RESTRICTED COLUMN REPRESENTS RESOURCES THAT ARE RESTRICTED FOR SPECIFIC EXPENDITURE PURPOSES.
SO THIS KIND OF SUMMARY BRINGS FORTH OUR SECOND INTERIM AND OUR TOTAL BALANCE IS 79.2 MILLION, MADE UP OF BOTH UNRESTRICTED AND RESTRICTED FUNDING.
THIS IS OUR MULTI YEAR PROJECTION. SO AT OUR ONE OF TWO MEETINGS AGO I PRESENTED ON THE MULTI-YEAR PROJECTION AND HOW IT PLAYS INTO LOOKING AHEAD, TRYING, LOOKING AT HOW WE'RE DOING IN THE 2728.
WHAT THIS REPRESENTS IS OUR CURRENT INTERIM 2526 AS WELL AS 2627 2728 PROJECTED.
THE NYP SHOWS THE GENERAL FUND ENDING BALANCE STAYS POSITIVE, BUT IT DROPS FROM ABOUT 125.9 MILLION, WHICH IS WHAT WE HAD IN 2425 TO ABOUT 36.2 MILLION, MAINLY DUE TO INCREASED CONTRIBUTION.
WE HAVE SPECIAL ED AND RESTRICTED MAINTENANCE AS WELL AS WE HAVE SOME ONE TIME EXPENDITURES FOR OUR FIELD IMPROVEMENT AT MAYFAIR COMPARED WITH THE FIRST INTERIM AND THE SECOND INTERIM. I DID CHANGE THE BALANCES.
I DIDN'T CHANGE THEM ON MY OWN. WHEN WE REFLECTED ON SOME OF THE EXPENDITURES, THE BALANCES CHANGED.
IN THE OUT YEAR REPRESENTS ABOUT A $10.7 MILLION DIFFERENCE.
3.5 MILLION OF THAT IS IN THE UNRESTRICTED GENERAL FUND.
AND THAT REPRESENTS THE CHANGE IN THE COLA AND THE DUPLICATE AND THE UNDUPLICATED PUPIL COUNT DROP, AS WELL AS THE ENROLLMENT DROP THAT WE EXPERIENCED THIS YEAR THAT MAYBE THAT WE WEREN'T ANTICIPATING.
SO THOSE CHANGES ALL CAME INTO EFFECT. AND THERE WAS ABOUT 6.5 MILLION ON THE RESTRICTED SIDE, WHICH WAS PROGRAMS THAT ARE JUST UTILIZING THEIR THEIR MONEY, SOME OF THEIR CARRYOVER, THE L O P PROGRAM, SOME OF THE CONTRACTS AND SOME PROFESSIONAL DEVELOPMENT CONTRACTS AS WELL.
SO THIS LITTLE SLIDE IS JUST TO TALK ABOUT THOSE SMALL CHANGES I TALKED ABOUT BETWEEN MY FIRST INTERIM AND MY SECOND INTERIM, THE DECREASE IN ABOUT A HALF A MILLION WAS LCFF REVENUES WAS DUE TO THE DECLINE IN OUR UNDUPLICATED PUPIL PERCENTAGE.
WE HAD AN INCREASE OF ABOUT 2.5 MILLION IN BOOKS AND SUPPLIES.
AND THAT WAS A SLIGHT CHANGE. AND THEN WE HAD ABOUT 3.5 MILLION IN SERVICES AND OTHER OPERATING EXPENSES FOR SOME OF OUR CATEGORICAL PROGRAMS. AGAIN, THAT ALL TOOK PLACE ON THE RESTRICTED SIDE.
SO WHAT WE ARE OPERATING WITH IS A STRUCTURAL DEFICIT.
AND THAT WAS OF THE 12 MILLION, 9 MILLION OF THAT WAS A CHANGE IN STATE REVENUE.
SO WHEN WE GOT A 1% COLA AND WE HAD A DROP IN, IN, IN ATTENDANCE AND ENROLLMENT FOR OUR DISTRICT THE REVENUE IN 24, 25 DROPPED FROM THE YEAR BEFORE BY ABOUT $9 MILLION.

THE NEXT TWO YEARS REPRESENT THE ONE TIME SPEND SPIKE FOR OUR CONSTRUCTION PROJECT.BUT AS YOU CAN SEE IN 2728, WE STILL HAVE AN ONGOING OPERATIONAL GAP.
THAT STAFF IS LOOKING AT AND WE'RE LOOKING INTO DIFFERENT THINGS TO KIND OF RIGHTSIZE THE SHIP, SO TO SPEAK, AND FIGURE OUT WHAT THINGS THAT WE CAN DO.
SO WE HAD A $40 MILLION COMMITMENT. WE ARE USING THOSE RESERVES, WHICH MEANS IT'S JUST GIVING US A LITTLE MORE TIME AGAIN, TO RIGHTSIZE THE SHIP. BUT WHEN WE COME INTO 28, 29, WE WON'T HAVE THOSE RESERVES ANYMORE.
AND WE HAVE MET THAT, WHICH IS ONE OF THE REASONS THAT WE SELF-CERTIFY AS A POSITIVE CERTIFICATION.
HERE'S THE LAST THREE YEARS OR LAST YEAR AND THE CURRENT AND NEXT FUTURE YEARS.
WE ARE MEETING OUR 3% RESERVE REQUIREMENT. BUT AS I HAVE STATED BEFORE, THAT IS THE REQUIREMENT BY THE STATE OF CALIFORNIA SIX, ABOUT 6 OR 7% OR 6 OR 7 MILLION, DEPENDING ON HOW MUCH WE'RE SPENDING.
HOWEVER JUST TO GIVE AN IDEA, OUR PAYROLL IS ABOUT 9 TO 10 MILLION FOR ONE PAYROLL FOR ONE MONTH.
SO A 6.7 RESERVE OR SEVEN 6 TO 7, I KEEP SAYING SIX SEVEN AND RESERVE IS IS DOESN'T COVER A PAYROLL, BUT WE ARE TRYING TO MAKE SURE THAT WE HAVE THE RIGHT AMOUNT TO MEET THE CALIFORNIA STATE STANDARDS.
SO WE, WE ALWAYS HAVE NEXT STEPS. I WILL BE BACK.
SO WE'VE INCORPORATED SOME OF THOSE. BUT COME ABOUT MAY, THE STATE WILL COME OUT WITH SOME DIFFERENT NUMBERS, WHICH WE'LL USE IN OUR BUDGET. AND THEN USUALLY AFTER WE DO OUR BUDGET, THEY COME OUT WITH SOME FINAL NUMBERS THAT WE WILL INCORPORATE IF THEY MAKE MAJOR CHANGES.

BUT IN THINKING ALONG THE LINES OF HAVING TO PAY TEACHERS IF SOMETHING HAPPENED, WE COULD LOSE OUR HOUSES IF WE DIDN'T GET A PAYCHECK. SO I NOW START TO UNDERSTAND WHY IT MIGHT BE IMPORTANT TO HAVE 1 OR 2 MONTHS IN THAT SAVINGS.
SO I'M JUST WONDERING IF YOU AND IF YOU CAN'T TELL ME, IF YOU COULD TELL ME LATER, JUST HOW MUCH IS IT FOR LIKE ONE MONTH OF BEING ABLE TO GET THROUGH EVERYTHING WE NEED TO GET THROUGH. HERE'S WHAT I'LL TELL YOU ABOUT THAT. IT VARIES.

AND WHAT YOU CAN SEE IS HOW MUCH WE'VE SPENT BY EACH MONTH.
SO YOU'LL SEE THE VARIATION, BUT AT LEAST SHOW YOU FOR GENERAL FUND HOW MUCH WE SPENT.
SO THE CASH FLOW IS ALWAYS INCLUDED IN OUR INTERIMS AND OUR BUDGET.
I KNOW, LIKE WHEN YOU THINK OF OUR HOME BUDGET, LIKE THERE'S MUST HAVES AND THERE'S EXTRA LIKE, IS THERE LIKE SOMETHING FOR US, LIKE WITH SCHOOL DISTRICT THAT LIKE THESE ARE THE MUST HAVES, BUT IF WE DON'T HAVE MONEY TO ADOPT TEXTBOOKS, WE CAN'T DO THAT.
BUT YOU KNOW WHAT I MEAN? JUST LIKE THE PLAIN AND SIMPLE THINGS THAT WE WOULD HAVE TO HAVE.
I MEAN, I WOULD AGREE THAT WE HAVE MUST HAVES, WHICH IS TO YOUR POINT, PAYING OUR, YOU KNOW, PAYING OUR EMPLOYEES AND KEEPING THAT GOING. THERE ARE DIFFERENT DECISIONS WE'LL HAVE TO MAKE ON PROGRAMING AND DEPENDING ON.

I KNOW THAT DOCTOR SIMON HAS STARTED GREAT WORK IN THE AREA OF LOOKING AT THE THINGS THAT WE HAVE NOW, AND WE'RE GOING TO HAVE TO START ATTACKING THAT $12 MILLION DEFICIT.
AND DOCTOR SIMON, I WAS GOING TO ASK WE ARE LOOKING AT SCALING AND RIGHTSIZING, RIGHT.
AND THERE'S SOME HARD DECISIONS. AND THE GOAL FOR US ALWAYS IS, AS YOU LOOK AT CURRENTLY, WHAT MANY NEIGHBORING DISTRICTS AND MANY OTHER DISTRICTS ARE EXPERIENCING RIGHT NOW THAT IS SOMETHING THAT WE DO NOT WANT TO GO THROUGH.
SO WE ARE BEGINNING TO EVEN MORE SO HAVE CONVERSATIONS OR WE'LL BEGIN TO HAVE CONVERSATIONS OR PRINCIPLES WITH OUR STAFF AROUND PROGRAMS AND VENDORS WHO ARE THERE, AND BEGIN TO ELIMINATE EVEN MORE OF THOSE PROGRAMS THAT WE ARE CURRENTLY NOT USING AND REALLY FOCUSING ON OUR BOARD SUPERINTENDENT PRIORITIES. AND I HOPE THAT OUR STAFF REALLY FEELS HEARD WITH SITUATIONS THAT ARE HAPPENING ON THEIR CAMPUSES AND KNOWING THAT NOTHING IS GOING TO BE BRUSHED UNDER THE RUG ANYMORE. I WANT TO JUST EMPHASIZE YOU CAN TRUST EVERYONE ON THIS BOARD. I KNOW, AND I EVEN HAVE HISTORICAL TRAUMA WITH THE BOARD PREVIOUS TO PREVIOUS TO ME REALLY. AND THINGS ARE GOING TO HAPPEN.
WE HAVE GREAT PEOPLE SITTING IN OUR CABINET THAT WILL MAKE SURE THAT THOSE THINGS ARE HAPPENING.
SO I JUST WANT TO LET YOU KNOW THAT WHENEVER ANY ANYBODY, COMMUNITY MEMBERS, TEACHERS, WHOMEVER STUDENTS COME TO ANY ONE OF US AND SAYS SOMETHING WE, WE DO ASK AND WE DO ACT ON THINGS EITHER IN CLOSED SESSION OR HEAR OUT LOUD.
SO NEVER FEEL THAT WHATEVER YOU TELL US IS GOING TO BE IGNORED.
IT IS NOT. AND I JUST WANT TO EMPHASIZE THAT.
AND IF YOU STILL FEEL LIKE THINGS ARE NOT MOVING IN A FASHION THAT YOU FEEL SAFE ON CAMPUS, CONTINUE TO TALK TO US BECAUSE WE'RE HERE FOR THAT.

I ALSO GOT TO GO TO THE PTA REFLECTIONS, WHICH WAS AWESOME.
DEFINITELY FILLED THE ROOM TO CAPACITY. IT WAS A GREAT EVENT.
ALSO READ ACROSS AMERICA. I WAS ABLE TO GO TO LINDSTROM FOR THAT.
AND THAT WAS COOL BECAUSE I TOLD MY DAUGHTER I WAS GOING TO EMBARRASS HER.
AS I READ THE BOOK TO HER CLASS AND. BUT I TOLD HER SHE COULD PICK THE BOOK THAT I WOULD READ, AND SHE PICKED A TAYLOR SWIFT BOOK. AND THEN I GOT THERE, AND SHE'S THE ONLY GIRL IN THE CLASS.
SO SHE ACTUALLY KIND OF SHE KIND OF GOT ME ON THAT ONE.
AND THEN TODAY I GOT I GOT TO GO TO THE ICE CREAM SOCIAL.

AND SAW A LOT OF THE THINGS THAT OUR STUDENTS ARE WORKING ON AND YOU KNOW, THEY'RE THEY'RE VERY ENGAGED AND ACTIVE AND DOING THAT IN THEIR CLASSROOMS. AND IT'S ALWAYS HAPPY TO. I'M ALWAYS HAPPY TO SEE THAT AS WELL.
THE ALLIANCE MEETING WAS ALSO PART OF WHAT I DID YESTERDAY.
