I JUST, TAMMY, IF YOU PUSH THE LITTLE BUTTON I THINK ON THE RIGHT SIDE, THE MIDDLE. GREAT. >> GOOD EVENING, I AM HERE TODAY AS A MOTHER WHO NEARLY LOST HER DAUGHTER. >> I AM HERE TODAY IS A MOTHER WHO NEARLY LOST HER DAUGHTER. I AM MRS. GARCIA, DUE TO BULLYING AND NEGLIGENCE AT MAYFAIR JUNIOR MIDDLE SCHOOL. ON OCTOBER 6TH SAID THEY WANT TO FIGHT HER INJURED UP ON THE BLOCK FORCING ME TO INTERVENE AND SINCE THEN NATALIE HAS CONTINUED TO TARGET AMETHYST, EVEN BRINGING NOW SISTER AND GROUP OF GROWERS TO INTIMIDATE HER FURTHER. ON OCTOBER 7TH I RECEIVED A CALL FROM KRISTIN MITCHELL, THE DEAN AT MAYFAIR, ACCUSING AMETHYST OF PUSHING SOMEONE IN A FIGHT. WHEN I ARRIVED THERE WAS NO DOCUMENTATION EXPANDING THE INCIDENT. CHRISTINE'S ACCOUNT KEPT CHANGING WINDS I FINALLY MET WITH THE PRINCIPAL, VIDEO -- EVENTS. DESPITE BEING BULLIED AND CORNERED, AMETHYST WAS PUNISHED AND NATALIE FACED NO CONSEQUENCES. AND ON OCTOBER 16TH AMETHYST WAS PULLED OUT OF CLASS AND GIVEN ADDITIONAL SUSPENSION FOR SUPPOSEDLY ONLINE BULLYING, A DECISION THAT SEEMED BASED ON FAVORITISM AND NOT FAX. THE ONGOING MISTREATMENT HAS DEVASTATED MY DAUGHTER'S MENTAL HEALTH. THAT DAY FEELING UTTERLY DEFEATED, SHE ATTEMPTED TO END HER LIFE. SHE SENT HER FRIENDS GOODBYE MESSAGES AND FELT LIKE NO ONE CARED AND NO ONE LISTENED. SHE HAS BEEN IN AND OUT OF PARTIAL HOSPITALIZATION PROGRAMS SINCE THEN AND THE SCHOOL IS FULLY AWARE OF HER STRUGGLES. THEY CHOSE PUNITIVE MEASURES WITHOUT EVEN NOTIFYING ME AS HER PARENT. LEAVING ME TO SEARCH FOR HER FRANTICALLY WITH THE POLICE. THE TOXIC AND BY HAS AFFECTED MY SON RANDY AS WELL. HE WAS SUSPENDED AFTER BEING PROVOKED BY NILES, ANTAGONIZING BOTH HIM AND AMETHYST. RANDY TRIED TO HELP FROM A SCHOOL COUNSELOR BUT THE BULLYING CONTINUED AND THE SITUATION CONTINUED WHEN RANDY HAD TO [00:05:09] ALERT STAFF BEFORE THE CONFRONTATION COULD WORSEN. ADDING TO THE TURMOIL NOW HIS MOTHER COMPARED TO ME AT THE SCHOOL AND THREATENED MY SAFETY. THIS IS THE EXTENT OF CHAOS THAT WE FACE ALL DUE TO LACK OF ACCOUNTABILITY ON THE SCHOOL'S PART. I AM HERE TO ASK FOR IMMEDIATE ACTION AND TO PROTECT MY CHILDREN, COMMUNICATE WITH PARENTS AND FAIRLY ADDRESS BULLYING THAT HAS NEARLY COST MY DAUGHTER'S LIFE. >> WAS THAT THE WHOLE, IS THERE MORE? >> ROUGHLY A PARAGRAPH. >> THE BOARD HAS NO OBJECTION. >> I URGE YOU TO TAKE THIS SERIOUSLY SO NO OTHER FAMILY SUFFERS LIKE OURS HAS. THIS ZILLAH WILL NOW SHARE AN INSPIRATIONAL MESSAGE. WELCOME BACK TO THE PODIUM. >> THANK YOU. GOOD EVENING BOARD PRESIDENT AND MEMBERS OF THE BOARD, INTERIM SUPERINTENDENT, AND CABINET. I AM PLEASED TO BE HERE TONIGHT TO SHARE AN INSPIRATIONAL MESSAGE THAT SHINES A SPOTLIGHT ON A SPECIAL STUDENT. OFTEN REFERRED TO AS THE BEST-KEPT SECRET OF THE BELLFLOWER UNIFIED SCHOOL DISTRICT AND WHILE I RESPECTIVELY DISAGREE THAT SUCH A REMARKABLE INSTITUTION SHOULD REMAIN A SECRET, I AM HERE TONIGHT TO HONOR SOMEONE WHO NOT ONLY DISCOVERED THIS HIDDEN GEM BUT THRIVED UNDER ITS GUIDANCE. I FIRST MET ANGELINA SANCHEZ AND HER FATHER WHEN THEY TRAVELED FROM SAN BERNARDINO COUNTY TO MEET WITH ME AND MRS. EWING. ANGELA WAS FIVE YEARS OLD AT THE TIME AND IMPRESSED US WHEN HER FATHER PROUDLY DEMONSTRATE HER ABILITY TO DIVIDE FRACTIONS. WHILE WE GENTLY EXPLAINED TO HIM THAT SHE MIGHT NOT FULLY UNDERSTAND THE CONCEPT YET, HER CAPACITY TO SOLVE THE PROBLEMS HAD FORESHADOWED THE EXCEPTIONAL STUDENT SHE WOULD BECOME. MRS. EWING AND I IMMEDIATELY RECOGNIZED WE WERE MEETING SOMEONE TRULY SPECIAL, AND DESTINED TO FLOURISH IN OUR UNIQUE LEARNING ENVIRONMENT. HOWEVER, TO OUR SURPRISE, ANGELINA AND HER FAMILY DID NOT RETURN THAT YEAR. AND I HAD TO FAST-FORWARD TO 2016-17 SCHOOL YEAR WHEN I HAD THE PLEASURE OF WELCOMING HER AS A FOURTH-GRADE STUDENT ALONGSIDE HER FIRST GRADE SISTER, AND VIVIDLY REMEMBER THEIR FAMILY. IT WAS A JOY TO FINALLY WELCOME THEM TO THE COMMUNITY. HER JOURNEY HAS NOT BEEN WITHOUT CHALLENGES BUT THROUGH THE ALTERNATIVE LEARNING ENVIRONMENT SHE BLOSSOMED INTO AN OUTSTANDING SCHOLAR WITH POTENTIAL TO MAKE EXTRAORDINARY CONTRIBUTIONS TO SOCIETY. FAST FORWARD AGAIN TO 2024-25 SCHOOL YEAR AND I RETURNED AND IT WAS AT THIS TIME I ONCE AGAIN MET ANGELINA, NOW A YOUNG WOMAN WHO TRULY HAD BECOME HER OWN. HER LEADERSHIP AND DETERMINATION, PERSONAL GROWTH WERE NOTHING SHORT OF INSPIRING. HER ACCOMPLISHMENTS REFLECT HER RELENTLESS DRIVE OF SUCCESS AND SHE HAS TAKEN COLLEGE COURSES, NOT FOR HIGH SCHOOL CREDIT BUT SOLELY TO ADVANCE HER COLLEGE ASPIRATIONS. SHE ALSO IS ACTIVELY PURSUING AFTERSCHOOL CLASSES AND HAS COMPETED IN SKILLS USA TO BROADEN HER EXPERIENCES. HER ACADEMIC AND EXTRACURRICULAR ACHIEVEMENTS ARE ONLY PART OF THE STORY. ANGELI HAS TRANSFORMED OUR SCHOOL AND RECRUITED STUDENTS TO THE SUPERINTENDENT STUDENT ADVISORY BOARD MULTIPLE TIMES. SHE HAS SECURED STUDENT REPRESENTATION ON THE SCHOOL SITE COUNCIL FOR THE FIRST TIME. AND SHE SPEARHEADED THE ESTABLISHMENT OF THE FIRST ASP. HER ATTRIBUTIONS TO EXTEND BEYOND LEADERSHIP BECAUSE SHE PLAYED A PIVOTAL ROLE IN THE SCHOOL LIBRARY AND FURTHER HER COMMITMENT TO OTHERS. DESPITE COMMUTING FROM A DISTANT CITY, ANGELINA'S NEVER WAVERED. NOT ONLY IS SHE AN EXCEPTIONAL LEADER, A CARING SISTER, A ROLE MODEL AND DEEPLY ADMIRED BY HER PEERS. TEACHERS. AND PARENTS ALIKE. WE HAVE LOTS HERE TONIGHT. TO BE HERE IN SUPPORT OF HER. HER LEGACY WILL UNDOUBTEDLY INSPIRE FUTURE [00:15:04] GENERATIONS AND I AM CONFIDENT THAT HER FUTURE WILL SHINE AS BRIGHTLY AS A CONTRIBUTIONS SHE HAS STARTED. I WOULD LIKE TO CONCLUDE THIS MESSAGE WITH A BRIEF PRESENTATION, HIGHLIGHTING BOTH PIVOTAL MOMENTS OF HER TIME AS WELL AS QUOTESHER OVER THESE YEARS. >> OH, IT IS ME? WHICH ONE? THIS ONE. THAT ONE. OKAY. >> OH, I THOUGHT IT WAS GOING TO PLAY WITH THE MUSIC. YES, THERE IS MUSIC. YES, THERE IS MUSIC. >> WHAT KIND OF MUSIC WAS IT, JUST SO I COULD IMAGINE IT? >> IT WAS REALLY GREAT MUSIC AND IT LOOPED. I CAN HUM IT. JUST KIDDING. >> GO FOR IT. THE MICROPHONE IS STILL ON. YOU CAN DO IT! >> >> I DON'T KNOW. >> >> ARE THEY BEING ARRESTED RIGHT THERE? WHAT IS THAT? >> THAT IS A CLASS. I ASKED THE SAME QUESTION. GAVE ME THAT PICTURE TO PUT UP. >> JUST MAKING SURE! >> >> REALLY APPRECIATE HAVING OUR STUDENTS HIGHLIGHTED AND CELEBRATED. I AM GLAD WE ARE DOING THAT HERE AT THESE BOARD MEETINGS, TO CENTER OUR FOCUS AS THE BOARD AND THE DISTRICT. ANGELINA, DO YOU HAVE ANYTHING YOU WANT TO SAY? HOP ON THE MICROPHONE? SO FIRST OF ALL I DON'T EVEN KNOW IF I CAN CONFIDENTLY DIVIDE FRACTIONS. HOW MANY OF YOU, IF I GAVE YOU A PROBLEM, COULD DIVIDE FRACTIONS RIGHT NOW. PROBABLY NOT MANY. ANGELINA, PLEASE SHARE. >> WELL, WELL, YOU TO EVERYBODY. PARENTS HAVE BEEN MY MAIN SUPPORT, MY DAD MOSTLY. AND MY TEACHERS. I REMEMBER COMING TO SCHOOL AND WRITING IN REALLY BIG LETTERS AND USING TWO LINES AND COMING AND HAVING TO CHANGE THAT TO 19 ONLY. AND THEN MISS -- WHEN I WAS DOING BAD IN ENGLISH, SHE TAUGHT ME HOW TO WRITE THE BEST ESSAYS AND I AM SO CONFIDENT IN THAT RIGHT NOW. THANK YOU TO THE STAFF FOR COMING IN AND GIVING ME SO MUCH CONFIDENCE IN HELPING ME THRIVE. THANK YOU TO MY PARENTS FOR TAKING THAT ONE HOUR DRIVE EVERY DAY. >> WHERE ARE YOUR PARENTS AT? RIGHT HERE? IT IS MY PLEASURE THIS EVENING TO PRESENT SOME RESULTS FROM A COMPREHENSIVE SURVEY WE DID OF THE DISTRICT STAKEHOLDERS, SPECIFICALLY STUDENTS, TEACHERS, STAFF, AS WELL AS PARENTS AND FAMILIES. >> IS A LITTLE BIT OF BACKGROUND INTO HOW WE ARRIVED HERE TODAY, ASSEMBLY BILL 272 WAS SIGNED INTO LAW BACK IN JULY OF 2019. THIS WAS A BILL THAT ALLOWED SCHOOLS TO LIMIT OR PROHIBIT SMARTPHONE USE DURING SCHOOL HOURS TO ENHANCE LEARNING AND WELL-BEING. IT ALSO CARVED OUT SPECIFIC EXCEPTIONS IN THAT. LAW. MORE RECENTLY WE PASSED A RESOLUTION PROVIDING ACADEMIC FOCUS THROUGH A CELL PHONE FREE ENVIRONMENT IN JULY. THE RESOLUTION CALLED SPECIFICALLY FOR THE DEVELOPMENT OF A DISTRICTWIDE POLICY THAT LIMITED STUDENT USE OF CELL PHONES AND PERSONAL DEVICES DURING THE SCHOOL DAY TO SUPPORT ACADEMIC FOCUS AND WELL-BEING. THE BOARD'S RESOLUTION CAME IN ADVANCE OF ANOTHER ASSEMBLY BILL THAT WAS RECENTLY SIGNED INTO LAW IN SEPTEMBER BY GOVERNOR NEWSOM, THAT REQUIRES SCHOOL DISTRICTS TO DEVELOP AND ADOPT POLICIES THAT LIMIT OR PROHIBIT CELL PHONE USAGE ON CAMPUS. THE DIFFERENCE BETWEEN 2019 AND THE BILL IN 2024 IS THAT IT CHANGES IT FROM DISTRICTS MAY TO DISTRICTS SHALL. I WANT TO EMPHASIZE THROUGH THE LEADERSHIP THAT THE BOARD WAS AHEAD OF THINGS WITH PASSING ITS RESOLUTION AND BRINGING US TO THIS POINT. IT IS GOOD TO BE ON THE CUTTING EDGE AND MOVING FORWARD. WE CONDUCTED A COMPREHENSIVE SURVEY OF OUR SCHOOL DISTRICT COMMUNITY. WE HAD OVER 2000 RESPONSES TO OUR SURVEY, 916 OF THE RESPONSES CAME FROM STUDENTS. 400 RESPONSES CAME FROM TEACHERS AND STAFF. 702 RESPONSES CAME FROM PARENTS AND FAMILY MEMBERS. WE HAD QUITE A NUMBER OF RESPONSES IN A PRETTY DIVERSE GROUP. OF THE STUDENTS, ABOUT 85% WERE SECONDARY STUDENTS. OF THE TEACHERS WE HAD A FAIRLY GOOD BALANCE OF SECONDARY AND ELEMENTARY. 55% BEING SECONDARY AND 41% ELEMENTARY. OF PARENTS AND FAMILY MEMBERS WHO RESPONDED, WE HAD 65% OF THOSE PARENTS RESPONDING WITH AT LEAST ONE STUDENT IN SECONDARY SCHOOLS AND OVER 20% OF OUR PARENT FAMILY RESPONDENTS HAD MULTIPLE STUDENTS IN MULTIPLE SCHOOLS. SO, LET'S START WITH PARENTS. WHAT DID OUR PARENTS HAVE TO SAY ABOUT THEIR STUDENT CELL PHONE USE IN SCHOOL ? ONE OF THE FIRST QUESTIONS WE ASKED IS HOW OFTEN DO YOU BELIEVE YOUR CHILD USES THEIR PHONE DURING SCHOOL HOURS? 27% OF PARENT AND FAMILY MEMBER RESPONDENTS THAT ALWAYS OR OFTEN. 30% SAID SOMETIMES. 44% SAID RARELY OR NEVER. ONE INTERESTING PIECE THAT GOES ALONG WITH THIS IS THAT ABOUT 23% OF OUR PARENTS SAID THEY COMMUNICATE WITH THEIR CHILD DURING SCHOOL HOURS MULTIPLE TIMES WERE ONCE OR TWICE A DAY. AGAIN, WHAT OUR [00:45:04] PARENTS HAD TO TELL US. WE ALSO ASKED HOW CONCERNED ARE YOU ABOUT THE AMOUNT OF TIME YOUR CHILD SPENDS ON THEIR PHONE DURING THE SCHOOL DAY ? 27% RESPONDED VERY OR SOMEWHAT CONCERNED, 60% EMPHASIZED NOT VERY OR NOT AT ALL CONCERNED. WE ALSO ASKED PARENTS A NUMBER OF STATEMENTS, WHETHER OR NOT THEY STRONGLY AGREE OR AGREE. >> THE FIRST ONE WAS THAT MY CHILD'S USE OF PHONE DURING THE SCHOOL DAY NEGATIVELY IMPACTS FOCUS. MY CHILD STRESSES WHEN THEY DON'T HAVE ACCESS TO THEIR PHONE DURING THE SCHOOL DAY. MY CHILD NEEDS TO HAVE THEIR PHONE DURING SCHOOL HOURS TO STAY IN TOUCH WITH ME. OR EXPECT MY CHILD TO RESPOND TO MY MESSAGES DURING SCHOOL HOURS. OF NOTE HERE IS 63% OF OUR PARENTS AND FAMILY SPECIFICALLY SAYING THEY NEED THEIR STUDENT TO HAVE THEIR PHONE TO STAY IN TOUCH WITH THEM DURING SCHOOL HOURS. HOWEVER, ONLY 20% SAID THEY ACTUALLY EXPECT SOMEBODY TO GET BACK TO THEM. WE ALSO ASKED PARENT PERCEPTION, WHETHER OR NOT THEIR CHILD HAS EVER FELT UNSAFE OR UNCOMFORTABLE AT SCHOOL BECAUSE OF SOMETHING SHARED OR DONE ON A CELL PHONE. 85%, JUST A LITTLE OVER, INDICATING THAT THEY DID NOT. THE NUMBER UP THERE SHOULD NOT BE AND IT SHOULD BE 80.5. I APOLOGIZE. WE ALSO RECEIVED A NUMBER OF COMMENTS, WE ASKED OPEN BEEN ENDED QUESTIONS AND RECEIVED TOO MANY COMMENTS TO BE ABLE TO SHARE. SOME THEMES THAT I PUT UP, IN TERMS OF REPRESENTATIVE QUOTES, WE RECEIVED A LOT OF COMMENTS ABOUT SAFETY, MAINTAINING ACCESS IN EMERGENCIES, THOSE KINDS OF THINGS. THE QUOTES WERE REPRESENTATIVE OF FEEDBACK THAT WE RECEIVED IN RESPONSE TO THE OPEN-ENDED QUESTIONS. AS I MENTIONED WE HAD A NUMBER OF STUDENT RESPONSES, MOSTLY FROM SECONDARY STUDENTS, A SUBSTANTIAL NUMBER. WE ASKED THEIR PERCEPTION OF THEIR USE OF THEIR PHONES DURING SCHOOL HOURS. INTERESTINGLY, 65% SAY THEY USE THEIR PHONES LESS THAN 30 MINUTES DURING SCHOOL , DURING THE SCHOOL DAY. AGAIN THIS IS OUR STUDENT'S OWN PERCEPTION OF CELL PHONE USE. YOU CAN READ INTO THAT WHAT YOU WILL. I HEAR GIGGLES IN THE AUDIENCE. YOU USE YOUR PHONE FOR FOLLOWING ACTIVITIES DURING SCHOOL HOURS? HERE IS WHAT OUR STUDENTS TOLD US. THE PRIMARY USE OF THEIR PHONES DURING SCHOOL HOURS , ACCORDING TO STUDENTS, FOR CHECKING GRADES OR SCHOOL -RELATED NOTIFICATIONS. 73%. OUR STUDENTS ALSO TOLD US THAT THERE SECOND MOST COMMON USE OF THEIR PHONE DURING THE SCHOOL DAY ARE RESEARCH OR COMPLETING SCHOOL ASSIGNMENTS. WE HAVE GREAT STUDENTS, I AM NOT SHOCKED! NONE SHOULD BE SHOCKED. SORRY. EDITORIAL. BUT YOU CAN SEE TOWARDS THE BOTTOM, SOCIAL MEDIA, TEXTING, CALLING FRIENDS, WATCHING VIDEOS, PLAYING GAMES, IT RANKS NEAR THE BOTTOM AS FAR AS WHAT OUR STUDENTS SAY THEY USE THEIR CELL PHONES FOR. WE ASKED OUR STUDENTS SIMILAR QUESTIONS AS TO WHAT WE ASKED PARENTS AND NAMELY, HAVING MY PHONE ACCESSIBLE DURING SCHOOL MAKES IT HARDER FOR ME TO FOCUS ON SCHOOLWORK, I FEEL ANXIOUS OR STRESSED IF I CAN'T CHECK MY PHONE, I NEED TO USE MY PHONE DURING THE SCHOOL DAY TO STAY IN TOUCH WITH MY PARENTS OR GUARDIAN AND MY PARENTS EXPECT ME TO RESPOND DURING SCHOOL HOURS. INCHING WRESTLING, SAFETY IS A THEME THAT IS SIMILAR IN TERMS OF CONCERNS TO THE STUDENTS. ALSO OUR PARENTS DID NOT EXPECT A RESPONSE FROM THE STUDENTS WHEN THEY REACH OUT ON THEIR PHONE DURING THE DAY. THE STUDENTS MORE THAN HALF SAID THAT THEY DO. WE ASKED A SIMILAR QUESTION ABOUT WHETHER OR NOT , HAS YOUR CHILD FELT UNSAFE AT OUR SCHOOL? THIS WAS AIMED BECAUSE OF SOMETHING DONE ON A CELL PHONE. ALMOST IDENTICAL TO THE PARENT RESPONDED, STUDENTS WILL IS 85% HAVE NOT FELT UNSAFE OR UNCOMFORTABLE DUE TO AN ISSUE WITH THEIR CELL PHONE. WE ALSO OBTAINED A NUMBER, I MEAN A NUMBER OF QUOTES FROM OUR STUDENTS. ONCE AGAIN THERE WERE PLENTY OF COMMENTS ABOUT SAFETY AND ACCESS THAT KIND OF MIRRORED THE FEEDBACK WE RECEIVED FROM PARENTS AND FAMILIES. WE ALSO RECEIVED A NUMBER OF COMMENTS ABOUT ENSURING THAT WHATEVER POLICY , THERE IS NO DOUBLE STANDARD BETWEEN TEACHER AND STAFF USE ON CAMPUS AND STUDENT PHONE USE ON CAMPUS. WE ALSO ANALYZED WHAT OUR TEACHERS AND STAFF HAVE TO SAY ABOUT CELL PHONE USE AT SCHOOL. THE DATA SLIDES [00:50:01] I AM GOING TO SHARE WITH YOU NEXT, I HAVE WOKEN DOWN IN A COUPLE DIFFERENT WAYS. I BREAK IT DOWN BY ALL TEACHERS AND STAFF, THEN BY ELEMENTARY AND BY SECONDARY. PHONE USAGE ON ELEMENTARY CAMPUSES, VERSUS SECONDARY CAMPUSES LOOKS AND FEELS VERY DIFFERENT. I THOUGHT IT WOULD BE IMPORTANT FOR THE BOARD TO SEE THE DATA THAT WAY. ONE QUESTION WE ASKED IS HOW OFTEN DO YOU OBSERVE STUDENTS USING THEIR PHONES? ALL TEACHERS SAID ABOUT 39% SAID THAT THEY OBSERVE STUDENTS ALWAYS OR OFTEN DURING INSTRUCTIONAL TIME. ALMOST 60% DURING NONINSTRUCTIONAL TIME. 47% SAID ALWAYS OR OFTEN WHEN IT COMES TO NEGATIVE WAYS THAT IMPACT THEIR SOCIAL INTERACTION. HERE IS HOW IT BREAKS DOWN AS REPORTED BY ELEMENTARY TEACHERS AND STAFF AND SECONDARY TEACHERS AND STAFF. THE DATA HIGHLIGHTS THE DIFFERENCES IN TERM OF TEACHER AND STAFF CELL PHONE USE, DEPENDENT ON GRADE LEVEL OR GRADE SPAN. WE ALSO ASKED TEACHERS AND STAFF TO STRONGLY AGREE OR AGREE WITH THE FOLLOWING STATEMENTS. VERY SIMILAR TO THE OTHER IN THE STAKEHOLDER GROUPS. WHEN IT CAME TO STUDENT PHONE USE DURING CLASS TIME OR STUDENTS EXPERIENCING STRESS OR ANXIETY, STUDENT PHONE USE DURING SCHOOL INCREASES NEGATIVE BEHAVIORS AND REDUCING CELL PHONE USAGE DURING THE SCHOOL DAY WOULD IMPROVE WELL-BEING. THOSE ALL RATED HIGHLY AS FAR AS IF STAFF AND TEACHERS STRONGLY AGREE OR AGREE. WHEN YOU BREAK IT DOWN BY ELEMENTARY AND BY SECONDARY, YOU SEE ONE STARK DIFFERENCE IN THE RESPONSES. LAMELY WHETHER OR NOT STUDENTS EXPRESSED STRESS OR ANXIETY WHEN THEY DON'T HAVE ACCESS TO PHONES DURING THE SCHOOL DAY. THE LIKELY REASON FOR THAT IS STUDENT PHONE USE IN THE ELEMENTARY SCHOOLS IS PRETTY LOW OR LIMITED. WHICH IS PROBABLY WHY TEACHERS AND STAFF PRESUMABLY RESPOND IN THAT WAY. WE ALSO ASKED TEACHERS WHETHER OR NOT THEY FELT UNSAFE OR UNCOMFORTABLE AT SCHOOL BECAUSE OF SOMETHING SHARED OR DONE ON A CELL PHONE. AT THE TOP IS ALL TEACHERS AND STAFF. WITH 43% SAYING YES. WHEN YOU BREAK IT DOWN TOWARDS THE LEFT WITH ELEMENTARY TEACHERS AND STAFF, ONLY A QUARTER SAY YES. WITH SECONDARY TEACHERS AND STAFF IT JUMPED SIGNIFICANTLY TO NEARLY 60% THAT OF SAID THEY FELT UNSAFE OR UNCOMFORTABLE IN SCHOOL BECAUSE OF SOMETHING SHARED OR DONE ON A CELL PHONE. WE ALSO OBTAINED A NUMBER OF QUOTES, COMMENTS AROUND A FEW DIFFERENT QUESTIONS FROM TEACHERS AND STAFF THAT QUITE FRANKLY WERE HELPFUL. THEY WERE REALLY GOOD IDEAS. ESPECIALLY WHEN IT CAME TO SOME COMMENTS AND THEMES THAT WERE RELATED, JUST LIKE EVERYBODY ELSE AROUND SAFETY AND ACCESS. AND THE PERSPECTIVES OF TEACHERS AND STAFF ARE DIFFERENT WHEN IT COMES FROM STUDENTS AND PARENTS. WE RECEIVED PLENTY OF COMMENTS AND FEEDBACK ABOUT CONSISTENT ENFORCEMENT OF WHATEVER POLICY IS ULTIMATELY FORMED. CONSISTENCY CONSISTENTLY. AND THE COMMENTS RANGED FROM CONSISTENCY BETWEEN TEACHERS AND STAFF AS COLLEAGUES, WITH ADMIN, AND BEYOND IN TERMS OF ENSURING THAT WHATEVER POLICY HAS THE PROPER LEVEL OF CONSISTENCY IN SUPPORT. SO, WHAT SUPPORT IS THERE FOR RESTRICTIONS TO STUDENT CELL PHONE USE? WE ASKED A FEW DIFFERENT QUESTIONS RELATED TO THIS. FIRST OFF, DO YOU SUPPORT THE BAN ON CELL PHONE USE DURING THE ENTIRE SCHOOL DAY OR ONLY DURING INSTRUCTIONAL TIME? THIS WAS THE RESPONDENT RESPONSE IN TERMS OF SUPPORT FOR BANNING CELL PHONES DURING THE ENTIRE SCHOOL DAY. 25% OF PARENTS AND FAMILY MEMBERS , A VERY SMALL 3% OF STUDENTS, LIKE THAT, FAVORABLE TO THAT. 63% OF ALL TEACHERS AND STAFF WERE SUPPORTIVE OF LIMITING CELL PHONE USE DURING THE ENTIRE DAY. WHEN WE ASKED THE SIMILAR QUESTION ABOUT WHETHER OR NOT CELL PHONE YOU SHOULD BE BANNED ONLY DURING OR LIMITED DURING INSTRUCTIONAL TIME, THERE WAS CONSIDERABLY BROAD SUPPORT FOR THIS AMONGST BOTH PARENTS AND FAMILY MEMBERS AND TEACHERS AND STAFF. I WOULD DESCRIBE IT AS TEPID SUPPORT FROM OUR STUDENTS FOR NOT BEING ABLE TO USE CELL PHONES DURING INSTRUCTIONAL TIME. WE ALSO ASKED TO RAKE THIS DOWN FURTHER, JUST LOOKING AT TEACHERS IN PARTICULAR. ALL TEACHERS AS I MENTIONED ON THE LAST SLIDE, 63%. ELEMENTARY TEACHERS AT A RATE OF 77% IN [00:55:04] TERMS OF SUPPORT FOR BANNING OR RESTRICTING CELL PHONE USE ALL DAY, VERSUS 54% OF SECONDARY SCHOOL TEACHERS AND STAFF. I BELIEVE IT THE REASON AGAIN HAS TO DO WITH THE NATURE OF ELEMENTARY PHONE USE AND ACCESS VERSUS SECONDARY. RIGHT NOW IN OUR ELEMENTARY SCHOOLS THEY HAVE A PRETTY SOLID POLICY ABOUT STUDENTS NOT USING PHONES DURING THE DAY. AGAIN THE STUDENTS ARE YOUNGER. WHEN IT COMES TO BANNING CELL PHONE USE ONLY DURING INSTRUCTIONAL TIME, BROAD SUPPORT AMONG ELEMENTARY TEACHERS AND STAFF AND SECONDARY TEACHERS AND STAFF. WE ALSO ASKED, FINALLY, WHETHER OR NOT -- WHAT EVERYONE THOUGHT WOULD BE THE MOST EFFECTIVE WAY TO ENFORCE A CELL PHONE POLICY AT SCHOOL. FIRST WE STARTED WITH TEACHERS COMPENSATING PHONES WHEN THEY ARE USED -- CONFISCATING PHONES WHEN THEY ARE USED INAPPROPRIATELY. WE ASKED ABOUT POUCHES TO STORE PHONES DURING THE SCHOOL DAY. WE DID NOT SPECIFY WHAT KIND OF POUCHES AND CURRENTLY THERE ARE ALL KINDS OF APPROACHES TO THAT. SOME ARE PLACED IN CERTAIN CLASSROOMS IN CERTAIN SCHOOLS. WITH THIS RESULT, SEVEN OUT OF 10 TEACHERS AND STAFF THAT RESPONDED ARE FAVORABLE FOR THAT, THE SUPPORT AMONG PARENTS AND FAMILY MEMBERS AND STUDENTS IS SIGNIFICANTLY LOWER. WE ASKED ABOUT DESIGNATING SPECIFIC TIMES AND PLACES WHERE CELL PHONE USE WAS ALLOWED. INCREASING THE CONSEQUENCE FOR VIOLATING THE CELL PHONE POLICY. WE ALSO THREW OUT THERE WHAT ABOUT RELYING ON STUDENTS TO SELF REGULATE? AND THE STUDENT SUPPORT FOR SELF REGULATION WAS THEIR HIGHEST RESPONSE. NOT SURPRISINGLY, PROBABLY. POLICY INDICATIONS THAT WE WOULD RECOMMEND THE BOARD CONSIDER AS WE MOVE FORWARD AND DEVELOP A DRAFT POLICY FOR CONSIDERATION, FIRST, BALANCING SAFETY AND LEARNING, RECOGNIZING THE IMPORTANCE OF SAFETY FOR STUDENTS IN PARTICULAR, WHILE FOCUSING ON DISTRACTION FREE LEARNING ENVIRONMENT. CLEAR BOUNDARIES AND CONSISTENT ENFORCEMENT WAS ANOTHER IMPLICATION THAT WAS ALSO QUITE INFORMED. THE USE OF A UNIFIED APPROACH WAS CONSISTENT ACROSS ALL CLASSROOMS AND SUPPORTED BY ALL STAFF MEMBERS. EDUCATIONAL PURPOSE VERSUS PERSONAL USE, ALSO AN IMPLICATION THAT YOU CAN CONSIDER, DISTINGUISHING BETWEEN THE ACADEMIC USE OF TECHNOLOGY, AIMING TO LIMIT PHONES TO ESSENTIAL EDUCATION OR EMERGENCY NEEDS. THE ROLE OF FAMILY ENGAGEMENT, EMPHASIZING THE IMPORTANCE OF FAMILY UNDERSTANDING AND ALIGNMENT WITH OUR POLICY. INCLUDING SETTING EXPECTATIONS FOR MINIMAL PHONE USE DURING SCHOOL HOURS TO SUPPORT STUDENT FOCUS AND WELL-BEING. FINALLY, STRUCTURED ACCESS TIMES. IDENTIFYING SPECIFIC NON-INSTRUCTIONAL TIMES, SUCH AS LUNCH OR BREAKS, WHERE LIMITED PHONE USE COULD BE ALLOWED TO GIVE STUDENTS DESIGNATED OPPORTUNITIES TO CHECK IN WITH FAMILY AND REDUCE THE NEED OF COVERT PHONE USE. SO THOSE ARE THE RESULTS OR A SUMMARY OF THE RESULTS OF THE SURVEY. PRESIDENT CRIHFIELD AND BOARD MEMBERS, THANK YOU FOR THE OPPORTUNITY TO SHARE. >> THANK YOU. ANY QUESTIONS FROM THE BOARD REGARDING THE RESULTS OF THE SURVEY? MISS GARZA? >> THANK YOU PRESIDENT CRIHFIELD. I AGREE WITH THE FINDINGS THAT IF -- AS WE GO FORWARD WE HAVE TO MAKE SURE WE ARE CONSISTENT THROUGHOUT OUR WHOLE SCHOOL DISTRICT. THAT EVERYONE IS IMPLEMENTING THAT POLICY. I CAN RECALL BEING PROBABLY ONE OF THE VERY FEW TEACHERS AS A SUBSTITUTE GOING ON TO A HIGH SCHOOL CAMPUS. WHEN I WAS ENFORCING THE POLICY MYSELF AND THEN BEING THREATENED BY A STUDENT TO RETURN THE PHONE. I THINK IT IS IMPORTANT AS WE GO FORWARD TO MAKE SURE THAT THAT IS HAPPENING ON ALL CAMPUSES, THAT WAY ONE PERSON DOES NOT FEEL LIKE THE BAD GUY. AND THAT THIS IS IMPORTANT. YOU KNOW? FOR STUDENTS AND FOR THEIR SAFETY AS WELL AND FOR BEING ABLE TO FOCUS ON LEARNING. BUT I ALSO WANTED TO ASK THAT AS WE GO FORWARD WRITING THIS POLICY, TO KIND OF THINK ABOUT A POLICY THAT ACCOMMODATES SPECIAL NEEDS WITH MEDICAL CONDITIONS THAT REQUIRE ACCESS TO PHONES, PERHAPS. AND PERHAPS MAYBE STEPS ON HOW TEACHERS WILL IMPLEMENT THIS. WILL BE A TIERED KIND OF STEP SITUATION? FIRST YOU DO THIS AND IF THE STUDENT DOES NOT COMPLY THEN WHAT HAPPENS NEXT? WHAT TYPE OF SUPPORTS WILL WE BE GETTING, TEACHERS WHO ARE PLACED IN [01:00:05] THESE SITUATIONS? DO THEY CALL IN THEIR ADMINISTRATOR RIGHT AWAY? IS THERE PERHAPS OUR SECURITY PERSONNEL ON CAMPUS CALLED? ARE THEY GOING TO BE FILLING OUT A PAPER FORMAT TO REPORT THAT? HOW ARE WE GOING TO BE LOOKING AT THAT? PERHAPS A TIERED SYSTEM WOULD BE BENEFICIAL FOR TEACHERS AS WE MOVE FORWARD WITH THAT. OKAY, THANK YOU. >> THANK YOU MISS GARZA. AND DO YOU WANT TO SPEAK ON THE IEP PORTION OF THE POLICY WE PUT IN? >> YES, THANK YOU. AND THANK YOU MRS. GARZA FOR THOSE COMMENTS, THEY ARE WELL TAKEN. WITH RESPECT TO THE EXCEPTION OF STUDENTS WITH IEP'S OR DISABILITIES OR SOME TYPE OF HEALTH SITUATION, THE LAW ITSELF SPECIFICALLY CALLS FOR A FEW DIFFERENT CARVEOUTS FOR THAT. AND THAT IS ONE OF THEM, SO THAT WOULD BE OBVIOUSLY PART OF OUR POLICY TO BE IN FULL COMPLIANCE WITH LAW. AND ULTIMATE THE WITH WHATEVER POLICY WE BRING FORWARD TO THE BOARD WOULD HAVE VERY CLEAR AND SPECIFIC PARAMETERS FOR OUR SCHOOL SITES TO MAKE SURE THAT THEIR POLICIES AND PROCEDURES AND PRACTICES ON THEIR CAMPUSES ALIGN WITH THE BOARD'S EXPECTATIONS. >> THANK YOU. VP STEWART. >> BEFORE I ASKED, FOR ANY MEMBERS WATCHING, CAN YOU REMIND US OF THE FOUR EXCEPTIONS WHERE THEY CAN USE THEIR PHONE? PLEASE? >> I CAN IF YOU GIVE ME ONE SECOND, PLEASE. PLEASE FORGIVE ME. I SHOULD HAVE HAD THAT UP. >> AND WHILE YOU LOOK THAT UP, I THINK THAT IS EVEN IN PLACE WITH OUR CURRENT POLICY BECAUSE IT IS STRAIGHT FROM ED CODE. RIGHT? SO THAT WILL BE THERE NO MATTER WHAT. >> YES. THE EXCEPTIONS ARE THE FOLLOWING. SCHOOL DISTRICTS ARE NOT ALLOWED TO IMPOSE RESTRICTIONS ON CELL PHONE USE IN EMERGENCIES OR PERSONAL THREATS, MEDICAL NEEDS DETERMINED BY A PHYSICIAN, SITUATIONS WHERE DEVICE USE IS REQUIRED BY A STUDENT'S IEP OR GRANTED PERMISSION BY TEACHER OR ADMINISTRATOR, SUBJECT TO REASONABLE IMITATIONS. THOSE ARE THE SPECIFIC CARVEOUTS TO THE LAW. >> SO UNDERSTANDING THOSE FOUR THINGS, THOSE ARE IMPORTANT. YOU CAN USE THEM DURING EMERGENCY, I HAVE A STUDENT THAT HAS LOW SUGAR AND SHE MONITORS ON HER PHONE. YOU CAN USE IT DURING THOSE TIMES AND IT CARVES OUT IMPORTANT TIME FOR US TO USE IT. I AM TORN ON THIS. I WILL BE HONEST. I DON'T THINK THAT IT HELPS ME ONE BIT. THERE IS SUCH A DIFFERENCE IN HOW OUR STUDENTS THINK AN HOUR TEACHERS THINK AND OUR PARENTS THINK. I HAVE BEEN A PARENT AND I AM A TEACHER AND I THINK WE SHOULD NOT BE USING PHONES DURING INSTRUCTIONAL TIME. THEY HAVE FAIR CHROME BOOK SO WHY DO THEY NEED BOTH ? THIS IS MY PERSONAL OPINION, I DON'T THINK THEY SHOULD HAVE THEM OUT AT LUNCH OR BREAK. THE REASON IS, I HAVE SEEN AT MY SCHOOL AND OTHER SCHOOLS WAY TOO MANY INSTANCES WHERE THERE IS BULLYING HAPPENING, TAKING PICTURES OF TEACHERS WALKING THROUGH THE QUAD. THEY ARE TEXTING INAPPROPRIATE THINGS, WATCHING THINGS ON THEIR PHONE THAT IS INAPPROPRIATE. THAT DOES NOT SIT WELL WITH MY CONSTITUENTS AND VOTERS AND PEOPLE IN THE AUDIENCE OR THE PARENTS. SO THAT IS HARD FOR ME. WHY AM I SO FAR OFF FROM WHAT THESE PARENTS ARE THINKING? I THINK THERE NEEDS TO BE A DEEPER DIVE OR CONVERSATION. MAYBE SOME TYPE OF TOWN HALL OR COMMITTEE TO REALLY UNDERSTAND. I DON'T TOTALLY UNDERSTAND WHAT THEY ARE THINKING. IN MY MIND THEIR KIDS ARE PROBABLY JUST SAYING TO SAY THIS AND THIS. THAT IS MY MIND. BUT I WOULD NEED TO TAKE A DEEPER DIVE ON THIS. I DISAGREE WITH SOME THINGS THAT I AM SEEING ON THESE FINDINGS. >> SO THIS BEING A DISCUSSION ITEM, WE HAVE TALKED THAT THE NEXT BOARD MEETING WILL HAVE A PUBLIC HEARING. SO EVEN THOUGH WE ARE DISCUSSING THIS NOW, EVERYONE WILL HAVE THEIR OPPORTUNITY LAYERED EFFECT OF THAT WE DID THIS SURVEY. BUT THE PUBLIC HEARING, WE WANT TO HEAR WHAT EVERYBODY WANTS TO SAY TOO. IF THEY DIDN'T GET A CHANCE TO PARTICIPATE IN THE SURVEY OR SEE THE SURVEY AND HAVE ADDITIONAL THOUGHTS. >> IF WE HAVE A PUBLIC HEARING WHAT I WOULD LIKE TO SEE AS A BOARD MEMBER IS AN EMAIL SENT TO ALL TEACHER AND STAFF AND PARENTS, PROMOTED ON OUR WEBSITE SO IT IS NOT WE GET ONE PERSON UP HERE. THAT WILL NOT HELP MAKE THE DECISION. IF WE HELP MAKE THE DECISION AND IT IS BAD THEN WE HAVE 50 BILLION PEOPLE APPEAR. I WOULD LIKE TO SEE IT PROMOTED AS MUCH AS POSSIBLE SO WE GET PEOPLE TO TRULY HEAR WHAT THEY THINK. WE NEED PEOPLE TO TELL US WHAT THEY THINK BUT I WOULD LIKE IT PROMOTED AS MUCH AS POSSIBLE. [01:05:02] >> I TOTALLY AGREE. WE NEED TO PROMOTE IT AND HAVE A PUBLIC HEARING THAT PEOPLE KNOW ABOUT. I ALSO THINK, EVEN THOUGH I DO APPRECIATE ALL THE WORK THAT WENT INTO THE SURVEY, RYAN YOU PUT A LOT OF WORK INTO THIS AND HAVE BEEN FOR A COUPLE MONTHS NOW. A FEW MONTHS, MAYBE. I DO THINK EVEN READING THROUGH THE SURVEY AND VICE PRESIDENT STEWART AND I WERE TALKING, WHEN WE TALK ABOUT A CELL PHONE BAN, WHAT SOME PEOPLE MIGHT BE THINKING ABOUT AND WHAT MIGHT BE REALLY DIFFERENT THAN WHAT WE ARE TALKING ABOUT, I KNOW A LOT OF THE CONCERNS THAT PARENTS HAVE ARE WHEN THEIR CHILD IS GOING TO SCHOOL, IF THEY WALKED TO SCHOOL, OR AFTER SCHOOL IF THEY NEED TO GET PICKED UP. YOU KNOW, THE GPS ON THE PHONE, YOU KNOW, SO THEY THINK YOU CAN'T HAVE IT AT SCHOOL AT ALL AND THEY CANNOT BRING IT. I FEEL LIKE REALLY HELPING ILLUSTRATE WHAT IT IS WE ARE TALKING ABOUT AND WHAT OPTIONS ARE ON THE TABLE. I THINK VICE PRESIDENT STEWART IS RIGHT, WE GET SUCH A DIFFERENT PICTURE WHEN WE SEE THE RESULTS FROM OUR TEACHERS AND PARENTS. AND OBVIOUSLY OUR STUDENTS, THEY WILL HAVE A DIFFERENT ASPECT OF. BUT I THINK WHAT I HAVE HEARD FROM OUR TEACHERS IS THEY NEED THE BACKUP SUPPORT OF THE DISTRICT TO REALLY ENFORCE A POLICY. RIGHT NOW CURRENTLY OUR POLICY IS WHAT A LOT OF PEOPLE SAID THEY WERE FOR IN THE SURVEY. WHICH IS ABSOLUTELY NO PHONES DURING INSTRUCTIONAL TIME. BUT YOU KNOW, FROM THE TEACHERS I HAVE SPOKEN TO, THAT IS NOT EXACTLY SOMETHING THAT HAPPENS IN EVERY CLASSROOM AND IT MAKES IT DIFFICULT FOR THE NEXT TEACHER. SO WE EITHER NEED TO ENFORCE THE POLICY THAT WE HAVE ON THE BOOKS OR WE NEED TO DO MORE WHEN IT COMES TO RESTRICTING PHONE USE. A LOT OF DISTRICTS ARE DOING IT RIGHT NOW. THAT I AM NOT AN ANTI-TECH PERSON. I LOVE THE IDEA OF USING TECHNOLOGY AND REALLY EMBRACING IT. BUT WE HAVE TO BE SMART. A LOT OF THE RESULTS DON'T ADDRESS THE MENTAL HEALTH ASPECT OF WHAT THE NEW BILL IS TRYING TO ADDRESS. IT IS NOT JUST IS IT A DISTRACTION , IT IS AT LUNCH, DURING SCHOOL, WHAT IS IT DUE TO CAMPUS CULTURE, RELATIONSHIPS WITH KIDS? WHAT IS IT DUE TO THEIR LEVEL OF ANXIETY AND STRESS? THAT IS OUR JOB TO EDUCATE, KEEP THEIR ATTENTION AND LOOK OUT FOR THE WELL-BEING OF OUR STUDENTS. IT MAY NOT BE A POPULAR DECISION AND I WANT TO HEAR FROM AS MANY PEOPLE AS POSSIBLE AND HOPEFULLY PEOPLE COME TO THAT PUBLIC HEARING. VICE PRESIDENT STEWART. >> I THINK MISS GARZA WAS FIRST. >> THANK YOU. I WILL ASK YOU BOARD MEMBERS AND THE STUDENT BOARD MEMBER, WHEN I LOOKED AT THIS CELL PHONE BAN POLICY, IT SEEMS SO NEGATIVE TO ME. IS THERE A POSSIBILITY WE COULD MAYBE TWEAK THE WORDING ON THE POLICY AND MAKE IT MORE OF A POSITIVE POLICY. IT -- MAYBE JUST ENHANCE INSTRUCTIONAL TIME. SOMETHING . >> CELL PHONE USAGE POLICY. >> YES. AND PERHAPS WILL NEED TWO PARTS. ONE THAT WILL ADDRESS ELEMENTARY AND ONE THAT -- OR THREE PARTS, MAYBE SOMETHING ADDRESSES MIDDLE SCHOOL AND THEN ONE ADDRESSING HIGH SCHOOL. I AM WONDERING IF MAYBE THAT IS WHAT WE WILL FIND AS WELL. >> YOU, AND I AM SPEAKING TO THE COMMUNITY. JUST MY OWN PERSONAL FEEL AGAIN IS I WAS LISTENING TO L.A. UNIFIED TALKING ABOUT THE POUCHES AND THEY WERE TALKING ABOUT IF THEY HAD A LOCKDOWN THEY WOULD GIVE ALL OF THE KIDS BACK THERE POUCHES. AND I THOUGHT HOW WOULD YOU GO DURING A LOCKDOWN AND GET POUCHETO HAVE THEIR PHONES TURNED OFF AND PUT AWAY IN THEIR BACKPACK. I HAVE A DAUGHTER AND WANT HER TO HAVE A CELL PHONE WHEN SHE WALKS TO AND FROM SCHOOL OR DURING AN EMERGENCY. BUT I EVEN THINK IF THERE IS A REAL LOCKDOWN OR EMERGENCY, ARE THE PHONES, IF YOU ARE ON YOUR PHONE YOU ARE NOT PAYING ATTENTION TO YOUR SURROUNDINGS OF THE EMERGENCY. MAYBE IT WOULD BE GOOD TO NOT HAVE THEIR PHONE. THERE ARE DIFFERENT WAYS TO LOOK AT IT AND I WOULD LOVE TO HEAR YOUR OPINION. DO YOU SEE THE DIFFERENT SIDES OF IT? WHAT YOU THINK OR HEAR FROM YOUR FRIENDS OR THE STUDENTS YOU WORK WITH YOU ARE AROUND? >> SO A LOT OF THE STUDENTS AT MAYFAIR, AT LEAST I FEEL LIKE THEY ADVOCATE TO HAVE THEIR PHONES. ME PERSONALLY, I UNDERSTAND THE NEED FOR THE [01:10:03] PHONES TO BE PUT AWAY. AND DURING THE INSTRUCTIONAL TIME. BUT WHEN IT COMES TO LIKE THE ENTIRE DAY, I DO KIND OF SEE THAT AS LIKE A LITTLE BIT OF LIKE NOT REALLY, BECAUSE I USE MY CELL PHONE WHEN IT COMES TO GOOGLE CLASSROOM AND GMAIL AND ALL THAT TYPE OF STUFF. SO I FEEL LIKE WHAT YOU HAD SAID, LIKE THE BAN IS A BIG WORD AND I FEEL LIKE SOME STUDENTS MIGHT FIND A WAY TO WORK THEIR WAY AROUND THE BAN. AND YOU KNOW, TRYING TO JUST I DON'T KNOW, JUST REALLY WORK THEIR WAY AROUND IT. I FEEL LIKE WHEN IT COMES TO THAT PHONE BAN, I UNDERSTAND, BUT I JUST DO THINK THAT A LOT OF STUDENTS WILL TRY AND DIMINISH IT. AND START USING THEIR PHONE. I AGREE WHEN IT COMES TO INSTRUCTIONAL TIME THAT PHONE SHOULD BE PUT AWAY AND TURNED OFF. >> THANK YOU FOR THAT. I THINK YOU ARE SPOT ON. I THINK THAT IS SOMETHING I'VE HEARD FROM TEACHERS AND STAFF ALIKE. WHATEVER THE POLICY IS, IT HAS TO BE ENFORCEABLE. WE CAN SAY NO PHONES BUT IF WE DON'T HAVE THE STAFFING TO REALLY MAKE SURE THAT HAPPENS, WHATEVER POLICY WE MAKE YOU EITHER HAVE TO HAVE THE RESOURCES BEHIND IT TO ENFORCE THAT POLICY, BECAUSE IF YOU DON'T THEN YOU JUST DIMINISH THE VALUE OF ALL YOUR POLICIES. WHATEVER WE DECIDE. IT SHOULD BE SOMETHING WE STAND BEHIND, SUPPORT TEACHERS AND STAFF AND EVERYBODY KNOWS WHAT EXPECTATIONS ARE ON SITE. YOU ARE RIGHT, IF IT CANNOT -- I THINK IT WAS A QUESTION OF THE SURVEY. RIGHT? CAN WE SHOW THAT ONE? LIKE WHAT PERCENTAGE -- FIND A WAY AROUND IT ANYWAY. >> WE DID NOT INCLUDED IN THE PRESENTATION BUT WE DID ASPI QUESTION AND ALL OF OUR STAKEHOLDER GROUPS SAID THE SAME THING. THEY PREDICTED THAT MOST STUDENTS WOULD TRY TO FIND A WAY OR BE SUCCESSFUL IN FINDING A WAY AROUND IT. >> I BELIEVE THE CONVERSATION OPENS UP EVEN MORE. THAT QUESTION ABOUT THE SMART WATCHES, YOU COULD MAKE THE SAME ARGUMENT. AND THEN APPLE IS COMING OUT WITH THE NEW APPLE GLASSES NEXT YEAR. EXCITING. YOU HAVE ALL THIS TECHNOLOGY, IF WE ARE GOING TO PUSH AGAINST ONE TECHNOLOGY, THE GOALPOST IS GOING TO KEEP MOVING. IT IS ABOUT WHAT IS OUR THEORY OF ACTION. AND WHAT ARE WE TRYING TO ACCOMPLISH. MAKING SURE THAT WHATEVER WE SAY WE COMMUNICATE IT WELL AND WE ENFORCE IT AS WELL AS WE CAN. VICE PRESIDENT STEWART? >> I DEFINITELY AGREE WITH CLERK GARZA ON THE TIERED PROGRAM. I AM A PE TEACHER AND WE HAVE A NO TOLERANCE IN THE LOCKER ROOM, THAT CAN BE HARASSMENT. WE TAKE THEM RIGHT AWAY. MOST PEOPLE ON THE PLAYGROUND GET WARNINGS AND IF IT IS CONTINUING THEN WE TAKE THEM. BUT WE WANT A PLAN WHEN WE DO FIGURE OUT SOMETHING FOR EACH SCHOOL SITE HAVE A PLAN OF ATTACK. THANK YOU. >> THANK YOU. >> ONE LESS THING, AS WE GO FORWARD AND THINK ABOUT THESE TEARS, AND WHO WILL BE SUPPORTING EACH TIER, VIOLATIONS, HOW ARE WE GOING TO TRACK VIOLATIONS WITH STUDENTS? MAYBE WE COULD COME UP WITH SOMETHING LIKE THAT SO THAT WAY IT IS NOT BURDENING THE TEACHER OR STAFF WITH SO MANY VIOLATIONS AND THEN THEY CAN CONTINUE THE TEACHING THEY ARE THERE TO DO. >> THANK YOU MISS GARZA. ALSO I HAD ONE MORE THING I WAS GOING TO SAY. WHAT WAS IT? WHAT WAS IT? WHAT WAS I GOING TO SAY? I WILL THINK OF IT LATER. ALL RIGHT. I WANT TO REMEMBER NOW. I DON'T HEAR FROM ON THE SPOT. NOPE. LOST IT. ALL RIGHT. THANK YOU RYAN. I APPRECIATE IT. OKAY, MOVING ON TO THE NEXT DISCUSSION ITEM, MISS AZEVEDO. >> THE SECOND ITEM IS 10.2, THE SAFETY PLAN UPDATE. WE ARE GOING TO RUN THROUGH A PRESENTATION WITH THE BOARD. >> GOOD EVENING PRESIDENT CRIHFIELD, VICE PRESIDENT STEWART, BOARD CLERK GARZA, AND STUDENT BOARD MEMBER. FELLOW CABINET MEMBERS, AND THOSE WATCHING AT HOME. TONIGHT I WILL GO OVER A PRESENTATION OUTLINING WHERE WE ARE AT WITH THE COMPREHENSIVE SCHOOL SAFETY PLAN AS WELL AS OTHER IMPORTANT [01:15:02] UPDATES. >> HOLD HIM. I REMEMBERED. IT IS A GOOD SEGUE INTO WHAT YOU ARE GOING TO TALK ABOUT. I WAS GOING TO TALK ABOUT WHEN GARZA TALKED ABOUT THE DISCIPLINE ASPECT. PEOPLE THINK IT IS JUST ABOUT USING THE PHONE BUT IT IS FILMING THE FIGHTS IN THE DISCIPLINE THAT COMES WITH THAT. IT SEEMS PARENTS HAVE TO DO SECURITY MORE THAN IT DOES AFFECT THE PHONE. I THINK PART OF THIS IS TO LOOK AT WHAT OUR PARENTS AND TEACHERS ARE CONCERNED ABOUT AND ADDRESSING THAT, EVEN THOUGH IT IS NOT CELL PHONE SPECIFICALLY. STILL, THE COMMUNITY IS TELLING US THAT IS A CONCERN, A GREAT SEGUE, THANK YOU. >> ALL RIGHT. I WILL START WITH A LITTLE BIT OF BACK GROUND. CALIFORNIA EDUCATION CODE SECTION 322 .8 EIGHT IDENTIFYING THE IMPORTANT SAFETY STRATEGIES AND PROCEDURES. STAFF PROVIDES A CHECKLIST FOR MINISTERS TO FOLLOW IN ORDER TO ENSURE THEY ARE MEETING REQUIREMENTS. AS THEY ARE DEVELOPING AND UPDATING PLANS EVERY YEAR. THE SCHOOL SAFETY PLANS INCLUDE STRATEGIES AIMED AT PREVENTION OF AND EDUCATION ABOUT POTENTIAL INCIDENTS INVOLVING CRIME AND VIOLENCE ON SCHOOL CAMPUSES. IT ALSO ADDRESSES ASPECTS OF PHYSICAL, EMOTIONAL SAFETY OF THE STUDENTS AND ADULTS. THE PLANS ARE DUE TO THE DISTRICT IN DECEMBER. THAT GIVES US ANOTHER OPPORTUNITY TO REVIEW THE PLANS THOROUGHLY, INCLUDING ALL OF OUR STAKEHOLDERS, AND THEY HAVE TO BE APPROVED BY THE BOARD BY MARCH 1ST. >> THERE WE GO. THE CALIFORNIA ED CODE DEVELOPS WHO HAS TO CREATE THE SCHOOL SAFETY PLAN. EVERY SCHOOL HAS TO DEVELOP ONE AND MAKE SURE THAT THEY ARE PREPARED FOR EMERGENCIES AND CREATE A SAFE AND SECURE LEARNING ENVIRONMENT FOR STUDENTS AND PERSONNEL. WE HAVE MORE THAN 2500 STUDENTS, SO EVERY SCHOOL HAS TO CREATE A PLAN. PRIOR TO BOARD APPROVAL THE COMPREHENSIVE SCHOOL SAFETY PLANS, THERE ARE SEVERAL . THE FIRST IS DISTRICT PERSONNEL WHO WORKS WITH SCHOOL SITES. ADMINISTRATORS THROUGHOUT THE DEVELOPING OF THE PLAN. WE ALSO WORK WITH LOCAL LAW ENFORCEMENT AND FIRE DEPARTMENT ONCE THE PLANS ARE DONE SO THEY CAN REVIEW AND SIGN OFF. FINALLY, I REVIEWED THE PLANS AND PROVIDE THEM TO THE BOARD FOR REVIEW. AND THEN THE SCHOOL, THE COPIES, EACH SCHOOL HAS A COPY OF THE SCHOOL SAFETY PLAN AND THEN WE KEEP ONE AT THE DISTRICT AS WELL. AND SCHOOL ADMINISTRATORS MAY ALSO REVIEW AND UPDATE AS NEEDED THROUGHOUT THE SCHOOL YEAR. ALL RIGHT, THE LAW REQUIRES THAT DESIGNATED STAKEHOLDERS TO ANNUALLY ENGAGE IN THE PLANNING PROCESS TO DEVELOP STRATEGIES AND POLICIES. INPUT IS GIVEN BY STAFF AND PARENTS THROUGH SAFETY COMMITTEE MEETINGS. PUBLIC SAFETY MEETINGS COMPRISE OF VARIOUS STAKEHOLDERS, COMMUNITY MEMBERS, ANYONE ELSE THAT DEMONSTRATES AN INTEREST TO PARTICIPATE. NOW WE DID PROVIDE WORKTIME FOR OUR SCHOOL ADMINISTRATION AND WE WILL CONTINUE TO SAID THEY WILL CANEDY TO WORK WITH DISTRICT SUPPORT IN COMPLETING THEIR PLAN. THEY WERE PROVIDED WITH A COPY OF THEIR CURRENT PLAN AS WELL AS MARKING AND DOCUMENTING ALL THEIR CHANGES NEEDED. AND THEN THEY CAN UPDATE THE PLANS AS REQUIRED IN THE DOCUMENT TRACKING SYSTEM. THOSE ARE THE DATES WE PROVIDED SO FAR AND THEY WILL CONTINUE TO HAVE TIME TOGETHER WITH DISTRICT TO HELP DEVELOP LANDS. PLANS. IN ORDER TO MAKE SURE THE PLANS ARE COMPLIANT WE USE A DETAILED CHECKLIST THAT IS PROVIDED AND WE USE THAT CHECKLIST TO MAKE SURE THAT ALL OF THE REQUIREMENTS ARE INCLUDED IN THE SAFETY PLAN. THIS YEAR SOME PLANS INCLUDED ADDITIONS REGARDING OPIOID AND STUDENTS WITH DISABILITIES. THE CHECKLIST FROM THE CALIFORNIA DEPARTMENT OF EDUCATION INCLUDES ALL OF THE REQUIRED DOCUMENTS THAT THEY HAD TO UPLOAD. IN ADDITION, IT DOES GIVE THE OPPORTUNITY TO ATTACH ANY ADDITIONAL SUPPORTING DOCUMENTS THAT THEY WANT TO THE PLAN THAT ARE NOT REQUIRED. ALL RIGHT. SO AS FAR AS ADDITIONAL [01:20:06] SAFETY UPDATES, WE HAVE BEEN USING THE RICOTTA THE VERKADA SYSTEM MANAGEMENT SYSTEM. IT IS USED DURING OFFICE HOURS. OUR STAFF HAVE NOW BECOME ACCUSTOMED TO THE SYSTEM AND HAVE DEVELOPED A SYSTEM FOR MONITORING LARGE EVENTS AS WELL. IF THE SITES HAVE PROBLEMS WITH THE VERKADA SYSTEM, THEY CONTACT OUR DEPARTMENT AND GIVE ADDITIONAL SUPPORT AND IF THEY NEED MORE SUPPORT WE CONTACT OUR 1042 TEAM AND THEY ARE VERY RESPONSIVE. IN TERMS OF THE PA SYSTEMS, WE HAVE BEEN WORKING WITH -- THEY ARE INSTALLED WITHIN THE DISTRICT AND WE RECENTLY MET WITH THE COMPANY SO WE CAN START WORKING ON SOME COMMON LANGUAGE AND USE THEM EFFECTIVELY. WE WANTED TO MAKE SURE THAT WE HAD COMMON LANGUAGE THAT WAS CONSISTENT WITH THE DOCUMENTS THAT WERE ESTABLISHED IN THE EMERGENCY POSTERS THAT WE WORKED ON IN COLLABORATIONS WITH LAW ENFORCEMENT. THE NEXT PHASE OF THE ROLLOUT IS GOING TO BE TO DEPLOY THE RESOLUTION DESKTOP NOTIFICATION CLIENT ON ALL COMPUTERS. IN ADDITION WE HAVE UPGRADED PHONES THAT WILL BE INSTALLED IN CLASSROOMS. THE PHONES WILL HAVE PREPROGRAMMED KEYS WILL ALSO BE USED TO INITIATE EMERGENCY RESPONSES AS WELL. THE ESTIMATED TIME FOR COMPLETION IS DECEMBER OF 2024. THE BUZZER SYSTEMS, THE VIDEO INTERCOMS HAVE BEEN SUCCESSFULLY INSTALLED AND ARE IN USE AT THE DISTRICT OFFICE. THE MODULES HAVE BEEN INSTALLED AT EARLY CHILDHOOD EDUCATION OFFICE, RAMONA, SOMERSET, -- AND WASHINGTON. THEY ARE PENDING THE FINAL HARDWARE FOR THEM TO BE ACTIVE. AND THE CABLING HAS BEEN COMPLETED AT ALL SITES EXCEPT FOR MAYFAIR AND BELLFLOWER. AGAIN, FULL COMPLETION FOR THE PROJECT IS ALSO EXPECTED BY THE END OF DECEMBER. WE ALSO HAVE TWO SAFETY VEHICLES THAT WE USE TO PATROL FOR SAFETY THROUGHOUT THE DISTRICT COMMUNITY. AND I WILL TALK A LITTLE BIT MORE ABOUT THE EMERGENCY POSTERS. THESE ARE THE EMERGENCY POSTERS THAT WE WORKED WITH LAW ENFORCEMENT TO ESTABLISH COMMON LANGUAGE. SO EVERYONE KNOWS WHAT TO DO IN CASE OF AN EMERGENCY. THE GOAL IS TO MAKE SURE EVERYONE UNDERSTANDS COMMON LANGUAGE AND KNOWS WHAT THE PROCEDURES ARE IN EVENT OF AN EMERGENCY. WE ALSO MAKE SURE, SO THAT SUBSTITUTES ARE AWARE, WE HAVE SUBSTITUTE IN THE CLASSROOMS AND THE POSTERS ARE IN EVERY CLASSROOM. WE ALSO PROVIDE THE SCHOOL SITES WITH A PDF OF THE DOCUMENTS THAT THEY CAN PROVIDE IN THE SUBSTITUTE TEACHER FOLDERS. THE GREAT CALIFORNIA SHAKEOUT, THE WHOLE DISTRICT PARTICIPATED. THAT WAS OCTOBER 17, AT 10:17 A.M. WE HAVE AN ESTABLISHED SAFETY TEAM HERE AT THE DISTRICT AND WORK WITH ALL OF THE SITES TO GET THE SITES CLEARED IN A TIMELY MANNER. WE ALSO FOR THE FIRST TIME USED THE NEW PA SYSTEM HERE AT THE DISTRICT OFFICE. WHEN WE ANNOUNCED THE DRILL. CRISIS TEAM. SO, WE FORMED A DISTRICT CRISIS TEAM AFTER THE TRAGEDY WE HAD AT THE BEGINNING OF THE SCHOOL YEAR. DURING THE RESPONSE TO THE EVENT, WE REALIZED THAT THERE WAS A NEED FOR MORE STANDARDIZE PRACTICES. WE FORMED THE TEAM AND THEY MEET MONTHLY, AND IN THE PROCESS OF CREATING CLEAR GUIDELINES IN THE EVENT OF A CRISIS. THERE ARE SPECIFIC STEPS TO TAKE IN VARIOUS TYPES OF EMERGENCY SITUATIONS. SOME ITEMS THAT WE ARE INCLUDING OUR THE GUIDE, A QUICK REFERENCE. INSTEAD OF SITE ADMIN HAVING TO GO THROUGH THE ENTIRE 100 PAGE SAFETY PLAN, THIS IS INTENDED AS A SHORT AND QUICK REFERENCE GUIDE TO RESPOND. IT ALSO ALLOWS US TO WEIGH OUR PRACTICES DURING A CRISIS. WE WILL ALSO PROVIDE TRAINING AS WE ROLL IT OUT. SOME INFO THAT WE WANT IN THE GUIDE IS A LIST OF DIFFERENT CRISIS TEAMS. SCRIPTS FOR SPEAKING WITH STUDENTS IN EVENT OF A CRISIS. COMMUNITY CRISIS FOR STAFF AND THE COMMUNITY. AND IDENTIFIED ROOMS FOR COUNSELING. THAT IS SOMETHING WE WILL NEED AS WELL IN DIFFERENT SITUATIONS. SCHOOL MAPS AND BELL SCHEDULES FOR EACH INDIVIDUAL SCHOOL. WE ALSO TRANSITIONED RECENTLY TO USING [01:25:04] PARENT SQUARES AS MEANS OF COMMUNICATION. IT IS TO COMMUNICATE IN A TIMELY MANNER. OH, SORRY. THANK YOU. THANK YOU. WE USE IT. IT IS VERY ACCESSIBLE TO PARENTS IN ADDITION TO OUR TYPICAL COMMUNICATIONS. WE HAVE ALSO USED IT FOR IMPORTANT UPDATES ON THINGS HAPPENING WITHIN THE SCHOOL DISTRICT. THE DISTRICT IS PARTICIPATING IN THE SANDY HOOK ANONYMOUS REPORTING SYSTEM. THE SANDY HOOK PROMISE PROVIDES A PLATFORM FOR ANONYMOUSLY REPORTING TIPS OF POTENTIALLY DANGEROUS SITUATIONS OR INDIVIDUALS. THE EMPHASIS OF THE PROGRAM IS TO ALLOW STAFF AND STUDENTS THE SIGNS TO WATCH OUT FOR. THE GOAL IS ENSURING THAT STUDENTS AND STAFF ARE SAFE. THE TEAMS THAT ARE PARTICIPATING AND MANAGING THE SYSTEM HAVE COMPLETED THEIR ACCOUNT VERIFICATION AND TRAINING. THE NEXT STEPS WILL BE TO PUBLISH THE STUDENT TRAINING MATERIALS FOR STAFF TO SHARE WITH TEACHERS SO THEY CAN BEGIN THE TRAINING WITH STUDENTS. INAUDIBLE ] SO THEY CAN BE POSTED AND SHARED WITH STUDENTS. ADMINISTRATIVE TRANSFER PROTOCOL, WE HAVE AN ADMINISTRATIVE TRANSFER PROTOCOL BUT WANT TO REFINE OUR PROCESS. CURRENTLY SERVING STUDENTS WHO HAVE BEEN EXPELLED, OUR GOAL IS TO EXPAND THE SERVICE TO INCLUDE OPPORTUNITIES FOR ADMINISTRATIVE TRANSFERS THROUGH THE COMMUNITY. THE COMMITTEE WILL THEN RECORD AND REQUEST A TRANSFER. THEY WILL REVIEW THE APPROPRIATENESS OF THE REFERRALS, FOR THE TEAM TO REVIEW THE PREVIOUS INTERVENTIONS THAT HAVE BEEN USED. TO BE ABLE TO DETERMINE IF IT WOULD BE ABLE TO MEET THE STUDENTS BEEN. THIS WOULD ALLOW THE STUDENTS TO RECEIVE SPECIALIZED SUPPORT TO BE USED AS DIFFERENT MEANS OF CORRECTIONS IF OTHER INTERVENTIONS HAVE FAILED. OR A STUDENT MAY BE INVOLUNTARILY TRANSFERRED IF A STUDENT CREATES AN ACT THAT CAUSES DANGER TO THE STUDENTS PROPERTY OR DISRUPTS THE INSTRUCTIONAL PROCESS. SO THE NEXT STEPS FOR US THAT WE ARE CURRENTLY WORKING ON, WE WANT TO FINISH ROLLING OUT THE SANDY HOOK PROMISE. THANK YOU STACY. WE WANT TO FINISH ROLLING OUT THE SANDY HOOK PROCESS PROMISE. WE WANT EVERYONE TO BE TRAINED AS WELL. WE WANT TO COMPLETE THE PA SYSTEM. AGAIN WE WANT TO MAKE SURE EVERYONE USING IT HAS TRAINING SO WE HAVE WORKED WITH THE COMPANY TO SET THAT UP AS WELL. WE WANT TO FINISH THE INSTALLATION OF THE INTERCOM SYSTEM. AND ALL REMAINING SITES. WE WANT TO MAKE SURE THAT WE COMPLETE OUR CRISIS RESPONSE TEAM AND HAVE THE GUIDELINES ESTABLISHED. AND ALSO WE WANT TO MAKE SURE WE FINALIZE THE PROCEDURES FOR ADMIN TRANSFER DISCUSSED ON THE PREVIOUS SLIDE. WITH THAT, THANK YOU FOR THE OPPORTUNITY TO GIVE YOU THIS UPDATE. I DON'T KNOW IF YOU HAVE ANY QUESTIONS FOR ME. >> THANK YOU FOR THE PRESENTATION AND I APOLOGIZE FOR BEING EXCUSED FOR A MOMENT. I DID GET THE PRESENTATION EARLIER AND READ IT ALL. I WILL START WITH VICE PRESIDENT STEWART. >> I DON'T THINK I WAS FIRST AGAIN BUT OKAY. ONE, I REALLY HAVE TALKED A LITTLE BIT ABOUT MRS. AZEVEDO, BUT I REALLY THINK WE NEED A SAFETY COMMITTEE. SOME TYPE OF AD HOC COMMITTEE WITH TWO BOARD MEMBERS AND OTHER PEOPLE FROM THE DISTRICT. I WOULD LOVE TO SEE US INVESTIGATE THAT AND TALK ABOUT THAT IN THE FUTURE. WITH, YOU KNOW, OUR PARTNERS WORKING, JUST TO GET UPDATES. I KNOW OTHER DISTRICTS AND I PICK IT IS A GOOD IDEA. SECONDLY -- >> VICE PRESIDENT STEWART, IF I MAY. WHO WOULD YOU, THE COMMITTEES ON SAFETY, HOW IS IT COMPROMISED? -- >> THEY USUALLY HAVE TWO BOARD MEMBERS. THEY HAVE EXECUTIVE CABINET. I'VE NOT SEEN A SUPERINTENDENT BUT USUALLY SOMEONE ON THE CABINET. THERE IS USUALLY TWO MEMBERS FROM THE UNIONS. THAT WOULD BE CSA, BTA WOULD HAVE TWO NUMBERS. SOMETIMES THERE IS PTA. IT WAS A GROUP OF ABOUT 10. IT WAS KIND OF INTIMATE AND THEY DID THAT ON ZOOM AND NOT IN PERSON. IT WAS JUST A REALLY GREAT WAY TO NOTIFY OF THINGS THAT WERE JUST LIKE THIS EVERY MONTH. IT WAS REALLY QUICK, LIKE AN HOUR. WE HAD A CUT OFF THAT IT COULD NOT GO LONGER THAN THAT AND IF NOT WE WOULD TAKE IT TO THE NEXT ONE. OUR SECURITY RAN IT AND I WAS ABLE TO GO BECAUSE I WAS ONE OF THE UNION VP. IT WAS REALLY GOOD. I THOUGHT IT WAS A GOOD IDEA TO KEEP EVERYONE [01:30:02] NOTIFIED. >> I THINK THAT IS A GREAT IDEA AND I WOULD VOLUNTEER TO BE ON THAT COMMITTEE. COULD WE FORM THAT COMMITTEE AND GET THAT GOING? >> YES, YES WE CAN. >> WOULD EITHER OF MY COLLEAGUES LIKE TO BE ON THAT COMMITTEE AS WELL IF WE NEED TWO WARD MEMBERS? >> I KNOW YOU WANT TO BE ON IT BUT I THINK IT WOULD BE AMAZING IF WE JUST WAITED ONE MORE MONTH TO SEE IF OUR NEW BOARD MEMBER MIGHT BE ON IT OR MAYBE MS. ARMSTRONG. WE KNOW YOU DO BUT I WOULD WAIT AND SEE IF MAYBE THEY WANT TO. >> NEITHER OF YOU WANT TO BE ON IT? THAT IS FINE. >> I'M NOT SAYING THAT BUT THERE IS A LOT OF DIFFERENT COMMITTEES AND THEY MIGHT WANT TO BE ON THAT ONE TO LEARN. >> WE CAN LAY THE GROUNDWORK FOR THAT AND MAKE SURE THAT HAPPENS. >> YES. >> MS. GARZA. >> THANK YOU. I HAVE A LOT OF QUESTIONS. IF YOU WOULD LIKE TO GO FIRST. >> AND ASK ONE MORE QUESTION THEN? >> PLEASE. >> I DON'T KNOW IF EVERY SITE IS DIFFERENT, OUR TEACHERS BEING ASKED TO KEEP DOORS LOCKED OR UNLOCKED? DOES IT VARY SITE TO SITE? IS THAT ACROSS THE DISTRICT? WHAT IS THE EXPECTATION FOR TEACHERS AND THEIR DOORS? >> OKAY. SO I DON'T THINK THAT WE HAVE A RECOMMENDATION OR EXPECTATION BUT I KNOW THAT LAW ENFORCEMENT IS TO KEEP THEM LOCKED. >> AND WE CHECK WITH THE PRINCIPLES IN THE ADMIN. I HAVE HEARD THAT SOME WANT THEM OPEN ALL THE TIME AND THEY HAVE A MASTER KEY. MY PREFERENCE IS TO SEE THEM LOCKED. I WANT TO SEE WHAT IS HAPPENING IN OUR DISTRICT NOW THAT IS IMPLEMENTED. >> WILL FOLLOW UP. THANK YOU. >> I HAVE A COUPLE. OKAY, THE COMPLETION OF THE BUZZER SYSTEM, YOU MENTIONED THAT DECEMBER WOULD BE THE COMPLETION. THAT IS FOR ALL SCHOOLS? >> THAT IS WHAT I WAS TOLD. YES. >> HOW CONFIDENT ARE YOU ON THAT? YOU SEEM 50-50? PRETTY CONFIDENT? OKAY, COOL. SO, FOR ALL SCHOOLS. AND YOU MENTIONED THE SANDY HOOK PROMISE. WHAT IS INVOLVED IN THE ROLLOUT. IT IS UP AND RUNNING NOW? SO WHAT IS THE PHASE THAT IS PENDING? >> RIGHT NOW WE ARE SENDING MATERIALS TO THE SCHOOL SITES. THAT WILL THEN LINK THEM TO A VIDEO THAT WILL BE USED AS PART OF THE TRAINING. JUST TRAINING AND SENDING OUT THE INFO. I BELIEVE THERE IS ALSO A PARENT COMMUNICATION THAT GOES OUT. >> OKAY. GREAT. I HAVE A COUPLE MORE BUT I WILL PING-PONG WITH YOU. >> I HAVE ABOUT 10. >> GO FOR IT. WHERE NOT IN A RUSH. >>. OKAY. THANK YOU. MY FIRST QUESTION IS, WE HAVE DATES ON THE SLIDES WHERE IT SAYS NOVEMBER 6, 20TH, DECEMBER 5, 18, WHEREIN THE PROGRESSION OF DEVELOPING OR CONFIRMING EACH OF THE SCHOOLS ARE WE ARE CURRENTLY RIGHT NOW ? ARE WE HAVING STAFF MEETINGS OR SAFETY MEETINGS? WHERE ARE WE? >> RIGHT NOW THEY ARE IN THE PROCESS OF GATHERING INPUT AND THAT CAN INCLUDE PUBLIC SAFETY. I KNOW WE SURVEYED THE SCHOOL SITES GET DATES THAT THEY ARE ALL HAVING THIS PUBLIC SAFETY MEETINGS. RIGHT NOW THEY ARE IN THAT STAGE OF GATHERING INPUT AND THEN DURING THOSE DATES THE WORK WITH OUR TEAM HERE TO DEVELOP AND UPDATE THEIR PLAN. THEY ARE IN THE DEVELOPMENT AND GATHERING INPUT. >> WOULD YOU SAY WE ARE ON TRACK TO MEETING THE DEADLINE? >> ABSOLUTELY. YES. >> AND THAT IS WITH ALL SCHOOLS? >> YES. >> THANK YOU. AND WHAT ASPECTS OF THE PA SYSTEM ARE SCHOOL SITES TESTING? >> I DID NOT PRINT THAT WITH ME BUT I KNOW CHRISTIAN CAN STEP UP AND SHARE THAT INFO WITH ME. HE IS THE TECH PERSON. >> THANK YOU FOR COMING FORWARD. >> REDEEMING. AT EVERY SITE WITH THE PA NOTIFICATION SYSTEM IS THAT WE TEST THE SYSTEM AND THE INTERCHANGE AND YOU SEE THE LETTERING AND IT WILL CYCLE THE MESSAGES THAT WAS EXPLAINED. THE AGREED-UPON VERBIAGE. AND THEN WE ARE ALSO TESTING THE SPEAKERS EXTERNALLY, THAT THEY ARE ALSO PROVIDING THE ACCURATE COVENTRY ONE. EIGHT COVERAGE WE WANT. >> LOOKING AT THE OUTSIDE PORTION, HOW ARE WE GOING TO CONFIRM THAT ALL PARTS OF OUR SCHOOLS GET THE MESSAGE? EVEN THE ONES WAY IN THE CORNER. DO [01:35:04] WE HAVE THE COVERAGE IS WHAT I'M ASKING? >> YES, WE HAVE TEAMS PHYSICALLY AT ALL THE CORNERS IN EVERY NOOK AND CRANNY AT EVERY SITE, EVERY CONCERN HAS BEEN EVALUATED. >> PERFECT. THANK YOU. >> YES. >> ONE MORE AND THEN I WILL HAND IT OVER. HOW OFTEN DO OUR SCHOOLS PRACTICE THE FIVE EMERGENCY SCENARIOS? >> IT DEPENDS. HOLD ON. AGAIN, NOT WHAT I PRINTED OUT. ELEMENTARY FIRE DRILLS ARE DONE MONTHLY. SECONDARY IS TWICE A YEAR. SO EVERY SCHOOL DOES LOCKOUT DWELLS -- DRILLS TWICE, AND DROP BACK DRILLS TWICE. >> IF WE CONDUCTED ANY SHOOTING SCENARIOS? >> WE DON'T DO THE ACTIVE SHOOTER DRILLS BUT WE DID HAVE TRAINING. I BELIEVE LAST SCHOOL YEAR. FOR STAFF. >> SO WITH STAFF WE HAVE DONE THAT BEFORE? >> YES. >> GREAT. THIS YEAR DO WE HAVE ANY PLANS? >> NOT YET. NO. >> HOW TO GET THE STAFF TO DO THAT? TO GET THE DRILLS IN AS WELL? >> LAST YEAR I BELIEVE WE CONTRACTED WITH AN AGENCY THAT DID THE DRILL TRAINING. IF THERE IS A NEED TO DO THAT AGAIN WE COULD DO THE SAME THING. IS THERE A REQUIREMENT ? >> NO, JUST AS LONG AS WE FEEL IT IS NECESSARY. >> DO WE NEED TO DO THOSE, BOARD MEMBERS? I AM HEARING THAT OUR STAFF CHOOSES, OUR THOUGHTS? >> I WOULD SAY WHAT HAS BEEN THE POLICY IN THE PAST? >> AS SHE JUST SHARED WITH YOU, IN THE PAST WE HAVE TAKEN STAFF THROUGH THE TRAINING AND HAVE NOT DONE A COMPLETE ACTIVE SHOOTER EVACUATION. IS THAT CORRECT? >> IS THAT COMMON IN K THROUGH ? I IMAGINE IT COULD BE TRAUMATIZING. >> IT COULD BE. >> I WOULD LEAVE THAT TO THE EXPERTS. I THINK THE MORE SAFETY THE BETTER. >> WANTED TO LET US LOOK INTO THAT AND GET MORE INFO AND GET BACK TO YOU. >> AND THEY DO IT AT THE COLLEGE LEVEL AND THERE IS OBVIOUSLY A BENEFIT, A COMMONSENSE BENEFIT. BUT I WANT TO BE VERY CAREFUL IN HOW WE MOVE FORWARD AND MAKE THAT. BUT WHATEVER WE DO IT SHOULD BE TO THE WHOLE DISTRICT. >> AND MOSTLY MY QUESTION WAS PERTAINING OUR STAFF, NOT NECESSARILY SMALL STUDENTS. WE DON'T WANT THEM TO BE AFRAID TO COME TO SCHOOL THE NEXT DAY, BUT DEFINITELY FOR OUR STAFF TO GO THROUGH THEM AT LEAST ONCE A YEAR. I THINK THAT WOULD BE COMMON PRACTICE SO IT IS FRESH IN THEIR MIND AND BY MEMORY YOU ARE NOT FREEZING UP AT THE LAST MINUTE. IF EVER THIS HAPPENED. >> I WOULD BEFORE THAT. SO WE CAN GET BACK TO THIS. >> YES, WE WILL DO THAT. >> WILL. 04. >> WHEN WE DO ACTIVE SHOOTER, WE TELL THE PARENTS AT A TIME. RIGHT? >> WE DID WITH STAFF AND NOT STUDENTS. ONLY STAFF WERE INVOLVED. >> BUT WE DON'T HAVE LOCKDOWN DRILLS? AND THEN WE NOTIFY PARENTS AHEAD OF TIME THAT WE ARE HAVING THOSE DRILLS SO THEY DON'T GET IS REAL. >> IT MIGHT BE SOMETHING THAT YOU LOOK INTO. A LOT OF DISTRICTS DO SEND OUT A PARENT SQUARE AND SAY JUST SO YOU KNOW WE ARE HAVING A LOCKDOWN DRILL TODAY SO THEY ARE NOT TEXTING THEIR PARENT OH MY GOSH, IT IS A LOCKDOWN. MAYBE LOOK AT HOW OTHER DISTRICTS DO THAT. THANK YOU. >> I HAVE ONE QUESTION, I THINK WE SPOKE ABOUT IT LAST MONTH. MAYBE THE ONE BEFORE. WE SPOKE ABOUT KIND OF THE PERIMETER OF OUR CAMPUS AND VISIBILITY AND CERTAIN CAMPUSES THAT WERE PROBLEMATIC. WE JUST HAD ANOTHER ISSUE NOT TOO LONG AGO. FENCE HOPPING. RIGHT? HAVE WE LOOKED INTO THE DIFFERENT OPTIONS? I KNOW IT WAS JUST LAST MONTH OR LAST MEETING. BUT IS PART OF WHAT WE ARE WORKING TOWARDS, ESPECIALLY WITH THE DISABILITY, IS IT ALBERT BAXTER? THERE IS A FEW DIFFERENT CAMPUSES. AND WE LOOKED INTO THAT? >> WE HAVE LOOKED INTO IT FOR A COUPLE DIFFERENT SCHOOLS AND THEY ARE LOOKING AT A COUPLE DIFFERENT OPTIONS. >> GREAT. AND SECURITY IN GENERAL, WE SPOKE A LOT ABOUT SECURITY. IS IT EARLIER THIS YEAR OR LATE LAST YEAR, GOING [01:40:03] IN TO PRIVATE SECURITY. THAT CONVERSATION KIND OF FELL OFF. BUT WE HAD A SURVEY THAT WENT OUT TO THE COMMUNITY AND WE HAD A WORKSHOP AND WE WERE GOING TO ALL THE OPTIONS. I THINK MS. GARZA AND I WENT UP TO, I DON'T REMEMBER WHAT CITY THAT WAS. BUT IT WAS PRETTY FAR AWAY. THE BEVERLY HILLS ONE. AND WE LOOK , TOOK A LOT OF TIME AT WHAT OTHER CAMPUSES HAD AND WE HAD THE CONVERSATION ON THE DAIS, I JUST WATCHED THE BOARD MEETING. WE TALKED A LOT ABOUT THE BENEFIT OF HAVING PRESENCE ON OUR CAMPUS, ESPECIALLY SECONDARY, AT LEAST ONE AT EACH HIGH SCHOOL. I WOULD BE INTERESTED OF MY COLLEAGUES AGREED TO GETTING PRICING. AND THAT PRICING INCLUDING ARMED AND UNARMED GUARDS, GOING OUT FOR RFP AND BRINGING IT BACK TO THE BOARD. IT HAS BEEN DISCUSSED A FEW TIMES AND I THINK IT IS SOMETHING THAT WOULD REALLY BENEFIT THIS ENTIRE CONVERSATION OF SECURITY. >> CAN I CLARIFY REALLY QUICK AND MAKE SURE I GOT THAT? SO WHAT YOU ARE REQUESTING IS TO GO OUT FOR RFP FOR A SECONDARY PRESENCE ON OUR COMPREHENSIVE CAMPUSES FOR ARMED VERSUS UNARMED. >> BOTH INCLUDED AN RFP FOR THE DISCUSSION. I BELIEVE THE SURVEY THAT WENT OUT IS VERY FAVORABLE TOWARDS HAVING AN ARMED PERSON IN SECONDARY. IT WAS NOT FAVORABLE FOR ELEMENTARY SITES. I THINK WE WERE ACTUALLY SURVEYING FOR SOMEBODY, LIKE A PERSON THAT EVERY SINGLE SITE. I THINK WHERE A LOT OF THE ISSUES ARE IS AT THE SECONDARY HAVING THAT PRESENCE AND THE RELATIONSHIPS IS REALLY IMPORTANT. BUT BECAUSE THERE WILL BE MORE CONVERSATION, AT LEAST GOING OUT TO RFP AND GETTING THAT GOING, AND THEN HAVING BOTH PRICING OPTIONS AS PART OF THAT RFP, THAT WOULD BE GREAT. >> I AM IN FAVOR OF THAT, GETTING THE INFO ON BOTH SO WE CAN LOOK AT IT. >> COOL. MS. GARZA. >> I AGREE. JUST KIND OF GETTING THE INFO, LIKE YOU SAID, THAT WOULD BE GREAT IN OUR HANDS, SO WE CAN THE ONE WE OR ANOTHER. >> OKAY. WE CAN WORK ON THAT. >> THANK YOU MISS AZEVEDO. MS. GARZA, YOU SAID YOU HAD A COUPLE MORE, A FEW MORE , A LOT MORE? >> A FEW. QUESTION IS, YOU MENTIONED SOME SCRIPTS UNDER THE SAFETY UPDATES FOR THE CRISIS TEAM. SO DOES THE CRISIS, IS THE CRISIS TEAM DEVELOPING THE SCRIPTS FOR OUR TEACHERS, FOR WHOM EXACTLY? >> WHOMEVER WOULD NEED TO HAVE THIS CONVERSATIONS WITH STUDENTS, FOR EXAMPLE. WE ARE COMING UP WITH DIFFERENT SCENARIOS THAT THEY CAN USE. DEPENDING ON THE SITUATION. >> SO WOULD THESE BE PART OF THE FOLDER FOR THAT ONE PARTICULAR PERSON? [11. MAJOR ACTION] [01:52:01] >> YOU CAN APPLY AT THE WEBSITE. DEDICATED INDIVIDUALS [01:52:14] ON THAT. THAT IS THE PLUG. >> MAKE A MOTION TO APPROVE. >> SECOND. ROLL CALL, PLEASE. >> MISSES STEWART? HERE WE GO. MOVING ON TO NEXT MAJOR ACTION THIS EVENING. THE GOVERNANCE HANDBOOK. DO WE HAVE ANY QUESTIONS OR COMMENTS FROM THE BOARD? ANY? >> I HAVE ABOUT 25. VICE PRESIDENT STORAGE? >> THANK YOU SO MUCH. THIS IS THE COMMITTEE THAT I KNOW THAT OUR INTERIM SUPERINTENDENT, REALLY IMPORTANT TO US. SHE DID AN AMAZING JOB. I AM REALLY EXCITED ABOUT THAT. ONE THING THAT WE TALKED ABOUT THAT I WANTED TO SEE HIM THIS WAS A PROFILE OF A GRADUATE AND A PROFILE OF A LEARNER AND WE ARE GOING TO HAVE A LITTLE BIT LATER ON. SO WE ARE GOING TO LOOK AT THAT. THE THINGS I DID WANT TO SEE, IS THE DISTRICT CALENDAR THERE? THE DISTRICT BOARD MEETING CALENDAR WILL NOT BE THERE. >> THE DISTRICT, THE AREA, THAT HAS BEEN ADDED, YES. >> IN THE FUTURE ADDED, A GOVERNMENT CALENDAR, MAYBE NOT THE SAME STYLES, BUT MAYBE HE CAN DO GIVEN IT TO THEM, BUT I WOULD LIKE TO SEE THAT I DID, AS WELL. >> DO YOU HAVE SPECIFIC QUESTIONS? >> I HAVE NOT BEEN ABLE TO EITHER, BUT IT IS OKAY. I WILL GO TO MY QUESTIONS AND FEEDBACK ON THEM, YOU ARE MORE THAN WELCOME TO JUMP IN. YOU CAN TELL ME YES OR NO. ADDING THE CURRENT DISTRICT ORGANIZATIONAL CHART. >> YES, THE LINK HAS BEEN ALLOTTED -- ADDED. >> DIRECTIONS ON HOW TO ACCESS AS A BOARD MEMBER? >> WE PROVIDED TUTORING ONCE THEY ARE BROUGHT ON BOARD AND STAFF WILL TRAIN THEM NOT TO DO THAT. >> HOW DO WE SIGN UP? WE NEVER GOT THAT TRAINING. >> WE WILL INVITE YOU TO THE MEETING. >> THANKS. ALSO, MAYBE ADDING THE SEXUAL HARASSMENT TRAINING TO BE DONE AND COMPLETED WITHIN THE APPROPRIATE TIMELINE GIVEN [01:55:07] BY THESE WILL DISTRICT. AND THEN, I ALSO WANTED TO ADD, -- >> WE ARE GOING TO APPROVE THIS TONIGHT, WHAT WERE YOUR FIRST TWO CORRECTIONS? >> I DON'T THINK SHE HAS A SPECIFIC CORRECTION SO FAR. I THINK SHE IS IS MAKING COMMENTS IF I UNDERSTAND CORRECTLY. >> SO FAR, YES. THIS ONE WILL BE ADDING A BULLET POINT FOR THE STATEMENT. PAGE 13. SO, WHAT I AM RECOMMENDING IS THAT WE PLACE SOMETHING ALONG THE LINES OF BOARD MEMBERS ARE STILL ABLE TO ASK QUESTIONS ON THE DAIS TO ASK QUESTIONS PREVIOUSLY ANSWERED BY STAFF FOR THE BENEFIT AND WELLNESS OF THE PUBLIC. >> THAT HAS BEEN ADDED. >> PERFECT. THANK YOU. MAYBE JUST ADDING THE BYLAWS THAT ACCOMPANIED THE THREE EXECUTIVE ROLES WITHIN THE BOARD. >> HAS BEEN INCLUDED IN THE VERY BEGINNING. >> THANK YOU. AND THEN BOARD MEMBERS , IF EMPLOYED BY AN EDUCATIONAL AGENCY. I BELIEVE WE HAVE THE BOARD POLICY, RIGHT? >> IS THIS THE FORM 700 THAT YOU ARE TALKING ABOUT? >> YES, THAT IS INCLUDED HERE >> WHICH PAGE WAS THAT ONE? >> PAGE 14. >> LET ME SEE IF I CAN FIND THAT FOR YOU VERY QUICK. I KNOW WE CALLED OUT THE FORM. PAGE 21. >> OKAY, THANK YOU. 10 WHAT CAN I PIGGYBACK OFF YOU? >> YES, PLEASE. PLEASE. >> PAGE 21, WANTED TO REMIND BOARD MEMBERS THAT THEY HAVE TO DO WITH FORM 700. IS IT DECEMBER 31ST? AND WHAT IT WILL COVER JANUARY 31ST TO DECEMBER 31ST. I WILL PULL IT UP FOR THE END OF APRIL. ON PAGE SIX, I WOULD LIKE TO ASK THE BOARD HOW YOU FEEL ABOUT REMOVING THE WORD WISDOM. IT IS A GREAT VALUE AND A GREAT SHARED BELIEF BUT I FEEL LIKE IT IS EGOTISTICAL TO SAY THAT WISDOM IS ONE OF OUR MAIN PRIORITIES HERE AS A BOARD. THAT IS MY OPINION I WOULD LIKE TO HEAR HOW YOU FEEL ABOUT IT. >> LIKE YOU LIKE THAT IS A WISE DECISION. >> THANK YOU. >> APRIL 1ST. >> IF THAT IS ON PAGE SIX, THEY WILL HAVE TO READ THAT IN . >> CORRECT. >> I AM GOING TO APOLOGIZE, I DIDN'T ASK THIS QUESTION BEFORE AND I SHOULD HAVE. BUT DISTRICT HE'S -- KEEP IT IF YOU LOSE YOUR KEYS . >> WE TYPICALLY EXPLAIN THAT TO THE INDIVIDUAL ONE-ON-ONE. IT IS NOT PART OF YOUR HANDBOOK . IF THE KEYS ARE MISPLACED OR ANYTHING, I FEEL LIKE THAT IS A VALUABLE THING TO PUT IN THIS. WE CAN ADD A SECTION, WE DO NOT HAVE THAT CURRENTLY. DO YOU WANT TO DO THAT IN THE FUTURE OR ADD THAT RIGHT NOW? WE CAN ADD IT RIGHT NOW. >> LET ME FIND WHERE IT WOULD BE A GOOD PLACE. >> IT JUST POPPED IN , I'M SORRY. >> THAT IS OKAY. I AM THINKING THAT MAYBE WE ADDED TO PAGE FOUR. WE ARE GOING TO ALL OF THE STEPS OF THE DISTRICT MAYBE WHAT WE CAN DO IS ADD A DESCRIPTION REGARDING Q CHECKOUT TO MAKE NOTE ON KEY REQUIREMENTS, SOMETHING TO THAT [02:00:04] EFFECT. >> THAT WAY THEY CAN LOG THAT THEY HAVE GOTTEN THE KEY AND UPON RETURNING THEM, I THINK THAT IS BETTER IF IT IS MORE SPECIFIC TO THAT. >> OKAY, HOW ABOUT THE BOTTOM OF PAGE FOUR WE WRITE A STATEMENT TO THE REVIEW KEY FOR HIM REQUIREMENTS AND CHECKOUT PROCEDURES. >> WE ALSO GET THAT CUTE BADGE THAT LOOKS LIKE A POLICE OFFICER BADGE THAT SAYS SCHOOL BOARD AND I BELIEVE WE HAVE TO TURN THOSE IN AT THE END OF OUR TERMS, TOO. DON'T LOSE THAT WERE ADD BACK TO IT. I KNOW PEOPLE ARE SAYING WHAT IS THIS? IT IS REALLY COOL. WE NEVER EVEN TAKE IT OUT BECAUSE WE DON'T USE IT. >> ON PAGE FOUR WITH THE FORMS. >> I HAVE IT WRITTEN THAT IT STATES REQUIREMENTS AND CHECKOUT PROCEDURES. INCLUDING NAME BADGE? >> YOU KNOW WHAT WE ARE TALKING ABOUT? >> I DON'T KNOW WHAT TO CALL IT. PEOPLE DON'T WANT TO LOSE IT , APPARENTLY, RIGHT? >> THE KEY FORMS WITH THE I.D. BADGE. WAS THERE ANYTHING ELSE? >> NOTHING ELSE SO FAR. >> WITH THE FILING PERIOD, 30 DAYS AFTER ASSUMING OFFICE WITHIN 30 DAYS, FORM 700 MUST BE FOLLOWED. WITHIN 30 DAYS OF LEAVING OFFICE. >> DO YOU THINK THAT WOULD BE WISE TO ADD? >> WE TOOK WISDOM OUT. >> PAGE 21 . >> SAY IT AGAIN IT WITHIN 30 DAYS OF ASSUMING OFFICE, THAT WOULD BE THE DAY THAT YOU TAKE THE OATH OF OFFICE. THEN, 30 DAYS WITHIN LEAVING OFFICE . >> YOU HAVE THAT ONE? OKAY. AND THE OTHER? >> I HAVE MORE. YOU WANT TO GO? OR WHAT I WANT TO GO PAGE BY PAGE TO MAKE IT EASIER. THE ONLY OTHER ONE IS ON PAGE EIGHT. I DON'T KNOW HOW YOU FEEL, BUT TALKING ABOUT NEWLY ELECTED BOARD MEMBERS AFTER EACH ELECTION, THEY WILL RECEIVE AN ORIENTATION AS FAR AS THIS. I KNOW IT WAS ADDED IN THE MASTERS IN GOVERNANCE TRAINING. I WILL BE HONEST, I REALLY THINK THAT WE NEED TO DO THAT. SO, I WOULD LIKE TO SEE IT ADDED THAT IT IS RECOMMENDED THAT BOARD MEMBERS COMPLETE THE MASTERS AND GOVERNANCE IS THE SBA COURSES WITHIN ONE TO TWO YEARS OF BEING ELECTED. I DON'T KNOW WHY YOU FEEL ABOUT THAT I BELIEVE THESE COURSES HELPED ME QUITE A BIT. I GOT GREAT BOOKS WITH RESOURCES AND SOME PEOPLE DON'T DO IT AND I THINK THEY SHOULD. >> YES, I AGREE APPEARED WHEN I WENT THERE MYSELF IT WAS MORE RESTRICTED -- MR. -- MORE INFORMATION TO HELP ME ACHIEVE MY GOAL. >> IF WE WANT OUR BOARD MEMBERS TO DO THAT. IF YOU ARE OKAY WITH THAT. >> WORDING OF RECOMMENDING IT. >> CORRECT. IF YOU DON'T DO IT, WE CAN'T DO ANYTHING TO YOU FOR NOT DOING IT. BUT I THINK THAT PEOPLE SHOULD DO IT. >> I AGREE. >> YEAH, I AM FINE WITH THAT. >> OKAY. SO TO ADD TO PAGE EIGHT FOR THE CORRECTION, IT IS RECOMMENDED THAT BOARD MEMBERS COMPLETE -- TELL ME WHEN YOU ARE GOOD. >> THE MASTERS IN GOVERNANCE SEE SBA COURSES WITHIN ONE TO TWO YEARS OF BEING ELECTED. IS IT BETTER TO STAY SEATED? [02:05:06] >> IT IS RECOMMENDED THAT THE BOARD TO COMPLETE THE MASTER GOVERNANCE TRAINING WITHIN TWO YEARS OF BEING SEATED, UNLESS YOUR NAME IS BRAD CRITCHFIELD, YOU CAN DO BOTH SECTIONS AND NOT FINISH THE THIRD. >> I DID NOT THINK YOU WOULD ADMIT THAT. I WAS NOT TRYING TO PUT HIM ON THE SPOT. >> I LOVE IT. LOVE IT. AND WHEN I AM IN IN PERSON LATER , I HAVE DIFFERENT LEARNING STANDARDS. >> THAT IS WHY YOU WANTED TO SEE IF IT WAS RECOMMENDED OR REQUIRED. >> I KNEW IT WAS ABOUT ME. IS THAT IT? ANY OTHER? LET'S SEE! >> DO WE HAVE ANY MORE COUGH DROPS? >> OVER ON -- IT IS WHERE IT STATES BOARD MEMBERS WILL CONDUCT THEMSELVES IN A DIGNIFIED AND PROFESSIONAL MANNER. I AM A LITTLE CONFLICTED ON THE WORD DIGNIFIED. I THINK THAT PROFESSIONAL -- >> PAGE 13 , LAST BULLET. >> ARE YOU SUGGESTING TO STRIKE? JUST A PROFESSIONAL MANNER? >> MAYBE JUST A PROFESSIONAL MANNER. I WOULD JUST ASSUME THAT WE DON'T DO THAT. THAT IS THE WAY THAT I DON'T. >> DOES ANYONE ELSE AGREE? >> IS THERE A WORD THAT YOU THINK IS MORE ? THE SPIRIT OF IT IS FINE. IT IMPLIES THAT WE ARE NOT DOING IT. I FEEL FINE WITH THAT, WHICH BULLET POINT WAS IT? >> THE LAST BULLET POINT. >> PAGE 15. >> A PROFESSIONAL MANNER COVERS IT. DOES DIGNIFIED ADD ANYTHING TO PROFESSIONAL? I DON'T KNOW. >> THAT IS MY POINT. I FEEL LIKE WE COVERED ALL. >> ARE YOU REQUESTING TO STRIKE? ALL BOARD MEMBERS ARE EXPECTED TO PRESENT THEMSELVES IN A PROFESSIONAL MANNER. SO STRIKE DIGNIFIED? >> I AM KIND OF SILLY. >> THEN, THANK YOU . THAT IS ALL I HAVE. HAD TO DO 100 OF THEM YESTERDAY, SO THANK YOU FOR THAT, TOO. >> MY NEXT ONE WOULD BE AT THE END OF THE FOURTH BULLET POINT PAGE 21 ON MY COPY BEFORE REPORTING OUT AND THINKING STRIKETHROUGH. >> THAT HAS BEEN UPDATED. WITH EACH OTHER IN THESE RECEIVED FROM TRAINEE SESSIONS AND CONFERENCES THERE ARE AN EASILY ACCESSIBLE MANNER. >> OKAY, PERFECT. >> THE NEXT ONE I HAVE IS ON PAGE 23. WILL BASE MY DECISIONS ON THE FACT AND PUBLIC FAVOR. >> THAT AGAIN HAS BEEN UPDATED. PAGE 23. BASE MY DECISIONS ON THE FACTS GATHERED REGARDING ANY SITUATION BROUGHT TO MY ATTENTION. >> THE NEPTUNE WOULD BE ON PAGE 24 . AS I WENT UPDATED, AS WELL? >> IT WAS. >> PERFECT. I THINK THERE ARE NO MORE CONFIRMATIONS I NEED TO MAKE. I CANNOT EXPRESS HOW MUCH [02:10:08] YOU HAVE HELPED US WITH THIS. WE JUST ARE REALLY GRATEFUL THAT YOU ARE HELPING US AND YOU'RE ON THE BOARD WITH US. >> I'M HOPING TO USE IT IN THE NEXT WEEK OR SO. >> YES. >> I WILL JUST ASK, DID IT GET UPDATED THAT BOARD MEMBERS ARE EXPECTED TO ATTEND EVENTS THEY SIGN UP FOR. >> THERE IS NO LANGUAGE IN HERE REGARDING THAT. HOLD ON ONE SECOND. I AM SO SORRY. I NEED MY OWN COPY AT THIS POINT. NO. I WROTE IT IN MY OWN NOTES. IF YOU CAN LET ME KNOW WHAT THE AGENT IS ON. I AM LOOKING. I WILL GET TO IT. >> I DON'T THINK THAT IT WAS ANYWHERE. I THINK IT WAS SOMETHING THAT PERHAPS WE WANTED TO ADD ON. >> I DON'T RECALL THAT BEING IN HERE. >> ETIQUETTE IS WORTH THE DISCUSSION. IF THAT IS WHAT YOU WANT TO DO. >> I AM FINE WITH ADDING THAT . I AM NOT SURE WHICH PAGE. >> I HAVE IT ON PAGE 24 . I AM WONDERING IF WE CAN ADD THE BOARD WILL ATTEND UNLESS IT IS AN EMERGENCY OR SICKNESS FOR ALL OF IT THEY SIGN UP FOR. >> I AGREE. >> IT IS NOT ON THERE, IT WAS SOMETHING I WAS THINKING ABOUT ADDING. >> CAN MAKE A CORRECTION? I AM SO SORRY ABOUT THAT. THE BOARD WILL ATTEND UNLESS AN EMERGENCY OR ILLNESS ARISES , ALL MEETINGS AND WORKSHOPS AND BE WELL PREPARED. >> I AM WONDERING IF WE CAN ADD EVENTS . IT IS AWFUL THAT PEOPLE SIGN UP FOR EVENTS AND THEY NEVER GO AND WE PAPERS OF THE I FEEL LIKE IT SHOULD BE MENTIONED THAT OR IT RECOMMENDED THAT IF YOU ARE SIGNING UP FOR EVENTS THAT YOU SHOW UP. >> THE MONEY TO MAKE AN ADJUSTMENT. THE BOARD WILL ATTEND UNLESS AN EMERGENCY OR ILLNESS ARISES , ALL MEETINGS, EVENTS, AND WORKSHOPS AND BE WELL PREPARED. WE ARE ADDING EVENTS INTO BULLET NUMBER FOUR ON PAGE 25. >> YES PLEASE. >> THAT IS REALLY ALL I HAVE. THANK YOU. >> DO I HAVE A MOTION TO APPROVE ITEM 11.3 FOLLOWING DIRECTIONS PAGE SIX, STRIKE WISDOM, PAGE FOUR, REVIEW. KEYBOARDS AND CHECKOUT PROCEDURES FOR EVENT BADGE. WITHIN 30 DAYS OF ASSUMING OFFICE IN 30 DAYS OF LEAVING OFFICE. PAGE EIGHT, IT IS RECOMMENDED THAT BOARD MEMBERS COMPLETE THE MASTERS IN GOVERNANCE TRAINING WITHIN TWO YEARS OF BEING SEATED. PAGE 13, STRIKE DIGNIFIED. BULLET NUMBER FOUR EVENTS. >> YOU GOT IT. >> DO I HAVE A MOTION? >> SO MOVED, SECOND. >> AYE. >> AYE. >> AYE. >> AYE. MOTION PASSES. OUR LAST MAJOR ACTION ITEM THIS EVENING IS NUMBER 11.4 APPEARED. ENGAGEMENT ACADEMY. I BELIEVE WE HAVE A PRESENTATION. >> YES. I'M GOING TO TURN OVER THE INTRODUCTIONS OF OUR PRESENTER TO.. >> THANK YOU . BOARD MEMBERS, IT IS WITH GREAT LEISURE THAT WE HAVE PREPARED THIS ITEM FOR YOUR CONSIDERATION THIS EVENING. AN ITEM TO ENTER INTO A PARTNERSHIP WITH A NEW ORGANIZATION THE PARENT ENGAGEMENT ACADEMY SPECIFICALLY TO PROVIDE PARENT EDUCATION COURSES CALLED FACTOR, FAMILIES ACTING TOWARDS RESULTS TO OUR PARENTS THROUGHOUT OUR ENTIRE [02:15:02] DISTRICT. WITH US TONIGHT IS PARENT ENGAGEMENT ACADEMY'S FOUNDER AND CEO, MARIA ELENA PEREZ. ASKED HER TO PREPARE A FEW SLIDES THIS EVENING TO SHARE MORE WITH YOU AND THE COMMUNITY ABOUT WHAT THESE FACTOR COURSES ARE ALL ABOUT AND HOW THEY WILL BE A BENEFIT TO OUR PARENTS AND OUR COMMUNITY. WITH THAT I WOULD LIKE TO INTRODUCE YOU TO MARIA. >> THANK YOU SO MUCH FOR GETTING THINK OF EVERYONE. THAT EVENING, PRESIDENT OF THE BOARD, BOARD MEMBERS, SUPERINTENDENT, ASSISTANT SUPERINTENDENT. THE CABINET AND COMMITTEE MEMBERS. I AM THE CEO AND FOUNDER OF -- A COMMUNITY-BASED NONPROFIT ORGANIZATION PARTNERING WITH 16 DIFFERENT SCHOOL DISTRICTS. A LITTLE BIT MORE THAN 25,000 PARENTS. OUR GOAL IS TO HELP PARENTS TO UNDERSTAND HOW TO NAVIGATE THE SCHOOL SYSTEM PUT IT ON THE KIDS MIND. IN ORDER TO DO THAT, WE LEARN, ESPECIALLY AFTER THE PANDEMIC, IT IS NOT ONLY SCHOOLKIDS, THEY NEED MUCH MORE. THROUGHOUT THESE YEARS, SINCE 2007, IT WILL DEVELOP DIFFERENT PROGRAMS. WE HAVE FACTOR, WHICH IS FAMILIES ACTING TOWARDS RESULTS, WHICH IS THE SIGNATURE PROGRAM. AS I MENTIONED, WE HAVE SIX PROGRAMS. WHAT WE DO IS OFFER A PROGRAM FOR FIVE CONSECUTIVE WEEKS ONLINE AND FOR AN HOUR AND A HALF ONCE A WEEK. 90 MINUTES ONCE A WEEK. WHAT WE DO IS WE TALK TO THE DIFFERENT TOPICS THAT THE FAMILY IS ASKING TO ADD TO THE PROGRAM. WE START WITH OUR SIGNATURE PROGRAM, SOCIAL AND EMOTIONAL LEARNING, UNDERSTANDING HOW DOES THE SCHOOL SYSTEM FUNCTION, EXPLAINING EVERYTHING IN DETAIL ABOUT HOW TO MAKE AN APPOINTMENT WITH THE TEACHERS, WITH THE COUNSELOR, PARENT-TEACHER CONFERENCES. WHAT ELSE IS IMPORTANT IF IT IS CLASSIFICATION UNDERSTANDING THE STANDARDS, UNDERSTANDING THE TESTING, UNDERSTANDING HOW IMPORTANT IS IT THAT THE STUDENT ATTENDS EVERY DAY TO SCHOOL AND PARTICIPATE. MOVED WITH THE FAMILIES WHEN WE GOT ALL OF THAT INFORMATION TO COLLEGE READINESS. HOW TO PREPARE STUDENTS WITH READING AT GRADE LEVEL, BEING AT MATH LEVEL. ALL THAT INFORMATION THAT THE FAMILY SOMETIMES HAS THAT THE TEACHER IN SCHOOLS WILL TAKE CARE OF THAT PARENTS DON'T HAVE TO DO ANYTHING BUT WE TRIED TO EXPLAIN TO PARENTS THAT IT IS SO IMPORTANT THAT THEY NEED TO BE TALKING WITH THEIR KIDS AND ALSO TALKING WITH THE SCHOOL AND BECOME PARTNERS WITH THE SCHOOL. PARTICIPATING IN ALL OF THE DIFFERENT ACTIVITIES AT THE SCHOOL. IT IS STARTING WITH WIFE. WHY IS IT SO IMPORTANT THAT THEY DO THAT? THEY WANT A BETTER LIFE FOR THEIR KIDS. THE PROGRAM IS FOR FIVE WEEKS AND WHAT WE OFFERED TO THE SCHOOL AS A WHOLE PACKAGE. I HAVE BEEN WORKING WITH PRINCIPALS FOR OVER 29 YEARS. ONE OF MY POINTS TO CONVINCE THE PRINCIPLES TO PROVIDE THE PROGRAM IS NOT EVEN HAVE TO WORRY ABOUT ANYTHING. WE ARE GOING TO DO IMPROVEMENT, PREPARE PLIERS, WE WILL CALL THE FAMILIES AND THEIR FAMILIES LANGUAGE AND EXPLAIN WHAT IS THE PROGRAM ALL ABOUT? AFTER PANDEMIC AND MOVED TO ZOOM. NOW, AN ADDITIONAL LAYER TO WORK IS TO EXPLAIN TO FAMILIES HOW TO CONNECT ON ZOOM. THE RECRUITER TALKS TO THE FAMILIES THAT THEY DON'T HAVE A COMPUTER OR ANY OTHER DEVICE, MOST FAMILIES HAVE A PHONE. SO, HOW TO DOWNLOAD THE APPLICATION ON THEIR PHONE AND HOW TO CONNECT. WE ARE LEARNING THROUGH THESE FOUR YEARS THAT THE FAMILIES NOW NOT ONLY LEARNING ABOUT OUR PROGRAM AND INFORMATION THAT WE HAVE. BUT ALSO LEARNING ABOUT TECHNOLOGY. I BELIEVE THIS IS VERY IMPORTANT AT THIS POINT. DOCTORS APPOINTMENT, JOB INTERVIEWS, MEETING THE TEACHERS. ALL FOR THAT, THE PARENTS NEED TO BE FAMILIAR WITH THE TECHNOLOGY. WE HAVE BEEN WORKING WITH LOW INCOME FAMILIES AND FAMILIES THAT THEY NEEDED THE MOST AND MANY REASONS THAT THEY DON'T HAVE ACCESS OR TRAINING TO BE MORE [02:20:03] TECHNOLOGY SAVVY. WITH THIS PROGRAM , THIS IS DR. ONE, OUR SIGNATURE PROJECT AND WE TALK ABOUT STEM WHICH IS THE CAREER OF THE FUTURE. 21ST-CENTURY SKILLS. WE HAVE FACTOR2, WHICH IS SOCIAL AND EMOTIONAL LEARNING . MINDFULNESS, TRAUMA, ALL OF THAT INFORMATION THAT AT THIS POINT IS VERY IMPORTANT FOR FAMILIES TO GET ENGAGED WITH WHEN WE ARE TALKING ABOUT THESE THINGS. THEN WE MOVE IN THE SAME FIVE WEEKS WITH FACTOR2 TO STALMAN TECHNOLOGY ERA. THE IMPORTANCE OF MATHEMATICS AND SCIENCE, GOING BACK TO THE KIDS READING AT GRADE LEVEL, MATH LEVEL IN COLLEGE READINESS. THEN WE DEVELOP FACTOR3 WHICH IS THE MIND-SET FOR PARENTS. INAUDIBLE ] PARENTS LOVE THIS. IT MAKES A DIFFERENCE WHEN YOU TALK TO YOUR KIDS IN A DIFFERENT WAY AND WE USE THE RIGHT WORDS TO ENCOURAGE THEM TO UNDERSTAND HOW IMPORTANT THEY ARE FOR YOU AND HOW IMPORTANT IS EDUCATION. THE PARENTS CAN LEARN ABOUT RESILIENCE AND THEN TALK TO THEIR KIDS ABOUT IT. LEARNING FROM MISTAKES. WE CLOSE THIS DR. WITH COLLEGE READINESS IN DETAIL. WE PUT TWO LESSONS, TWO WEEKS IS FOR THAT BECAUSE THE PARENTS KEEP ASKING IN THE PREVIOUS TWO PROGRAMS. WE WANT MORE DETAIL ABOUT HIGH SCHOOL GRADUATION AND COLLEGE ENTRANCE. HOW TO KEEP OUR KIDS IN COLLEGE, WHICH IS ANOTHER BIG TOPIC. IN ADDITION, WE HAVE FACTOR-D WHICH IS A DUAL LANGUAGE LEARNING PROGRAM FOR SCHOOLS THAT OFFER THIS PROGRAM. WE DID A COLLABORATION WITH 10 YEARS -- SCHOOLS IN EAST L.A. THAT OFFERED THIS PROGRAM. THE PARENTS THAT SPEAK SPANISH I WANT TO GO TO THE PROGRAM. THEY DON'T HAVE A CLUE HOW IMPORTANT IT IS THAT THEY ARE ALREADY BILINGUAL IN THESE PROGRAMS AND THEY CAN BE CERTIFIED AS A BILINGUAL PERSON AND HAVE A BILITERACY SKILL. SO, WE WERE VERY HAPPY TO BE ABLE TO PILOT THE PROGRAM AND NOW WE WILL CONTINUE WORKING. IN ADDITION TO THAT WE HAVE A PROGRAM FOR EARLY CHILDHOOD EDUCATION I CAN TALK PRE-K AND KINDERGARTEN STUDENTS. THIS IS A PROGRAM THAT TALKS ABOUT THE IMPORTANCE OF TALKING TO YOUR KIDS. READING TO YOUR KIDS, PRE-READING, PRENUP. THEN THE TRANSITION TO KINDERGARTEN AND WHAT THE TEACHERS ARE EXPECTING AND WHAT THE PARENT SHOULD EXPECT FROM THE SCHOOL AND THE DIFFERENT ROLES. IN ADDITION, WE HAVE TRAINING FOR TEACHERS. WHEN THE PARENTS ARE READY TO MOVE, SOME TEACHERS ARE AMAZING, READY TO MOVE FORWARD BUT SOME OTHERS NEED EXTRA HELP. SO THIS TRAINING IS THE ONLY TRAINING THAT WE OFFER IN PERSON. NORMALLY IT IS A SATURDAY. THE TRAINING IS DONE BY AND PROVIDED BY PRINCIPALS. TEACHERS DID NOT WANT TO HEAR FROM OTHER TEACHERS ABOUT HOW TO DO THINGS. SO IT IS A GOOD FORMULA AND THE SCHOOL CAN WORK ON A PLAN FOR HOW TO KEEP THE PARENT ENGAGED AND SET UP LONG-TERM AND SHORT-TERM TO CONTINUE THE PARENT ENGAGEMENT AT THEIR SCHOOL. HERE IS SOME OF GRADUATION, WHAT IT LOOKS LIKE. THEY KEEP TELLING US, THANK YOU SO MUCH FOR PROVIDING THE PROGRAM. WE ARE REACHING OUT TO PARENTS THAT WE HAVE NEVER REACHED FOR. WE ARE REACHING OUT TO PEOPLE. THEY TURNED THE MEETING WHEN THEY ARE DRIVING. THEN THEY TELL US I'M GOING TO DRIVE BUT I'M GOING TO BE LISTENING. SO THEY REGISTER WHEN THEY ARE DRIVING. THEN WE SEE PEOPLE IN FACT TREES, DOING THINGS WITH THEIR HANDS, BUT THEY ARE GOING TO PEOPLE'S BEDROOMS. WE SEE PARENTS SITTING ON THEIR BEDS LISTENING TO THE CLASSES. I BELIEVE THAT THE OPPORTUNITY TO PROVIDE THE PROGRAM FOR OUR ORGANIZATIONS, THOSE ARE THE NUMBERS THAT WE ARE SERVING AROUND THOUSAND PARENTS PER YEAR AT THIS MOMENT OF RESUME. HERE IS HOW THE PROGRAM LOOKS LIKE AND I THINK THAT IS MY TIME. SO, THANK YOU SO MUCH. ANY QUESTIONS >> THANK YOU VERY MUCH FOR THE PRESENTATION. I WILL OPEN UP QUESTIONS FROM THE BOARD. >> I DON'T HAVE A QUESTION, BUT I WANT TO SAY THAT I TEACH A ZAMBONI MIDDLE WILL AND WE USE DR. AT OUR SCHOOL AND THE PARENTS ABSOLUTELY LOVE IT AND YOU ARE SO RIGHT. THEY GET ALL EXCITED AND PROUD WHEN THEY GRADUATE AND THEY HAVE THEIR [02:25:04] CERTIFICATES. IT HAS BEEN REALLY GREAT AT MY SCHOOL SO I AM EXCITED TO SEE THIS. I DID NOT KNOW IT WAS COMING ACROSS OUR BOARD MEETING, BUT WHEN I THOUGHT I WAS EXCITED. IT IS A REALLY EXCITING THING. THANK YOU FOR WHAT YOU DO FOR OUR FAMILIES. FACTOR-T ONE >> THANK YOU. I BROUGHT PINS FOR ALL OF YOU. >> THANK YOU. >> THANK YOU . >> I AM LOOKING AT THE CONTRACT AND I DO HAVE SOME QUESTIONS FOR YOU. ACCORDING TO THE CONTRACT DATE, IT SAYS IT IS STARTING THE 21ST OF OCTOBER. >> I SENT THE CONTRACT BACK THEN. WE SHOULD START BY NEXT YEAR IN JANUARY. >> I SEE. DO WE DECIDE THAT DATE WITH THIS DR. DECIDE WHEN THEY BEGIN? >> THE SCHEDULE ON THE CALENDAR , THEY ARE RIGHT. THE DATE AND CALENDARS FOR ALL OF OUR SCHOOL SITES. IT STATES IT IS A TOTAL OF 14 SCHOOLS. I AM LOOKING AT THAT RIGHT NOW. THE PROPOSAL IS FOR -- IF I ADD UP THE COST UNDER THE TOTAL COST:. WHEN YOU GIVE US THE PROPOSAL, I BELIEVE I READ 100,000. 95 500. IS ON THE THIRD PAGE. SO, THERE IS A DIFFERENCE WHAT WILL YOU BE USING THAT DIFFERENCE FOR? >> I PUT DIFFERENT COLUMNS. ONE COLUMN IS THE PRICE FOR THE FIVE-WEEK PROGRAMS FOR ALL OF THE SCHOOLS. IF YOU ARE GOING TO ADD EARLY CHILDHOOD EDUCATION PROGRAM, IT IS GOING TO RUN SIMULTANEOUSLY BUT WE ARE GOING TO HAVE TWO ADDITIONAL FACILITATORS THAT ARE GOING TO WORK WITH THAT CURRICULUM FOR PRE-K AND KINDERGARTEN PARENTS AND MAYBE A FEW PARENTS FROM ELEMENTARY BUT WANT TO DO THE EARLY CHILDHOOD EDUCATION. AND THEN TWO FACILITATORS IN ENGLISH AND FINISH -- SPANISH FOR THE PROGRAM. IF YOU WANT TO ADD THE DUAL LANGUAGE LEARNING WE CHARGE ADDITIONAL BECAUSE IT IS TWO MORE FACILITATORS TO DO THE TRAINING ON THE PROGRAM. >> IF YOU TAKE THE TOTAL COLUMN AND GO STRAIGHT DOWN, THAT DOES ADD UP TO 95.5. THE REASON FOR THE $100,000 NOT TO EXCEED AMOUNT IS BECAUSE IF THERE WAS A SCHOOL THAT WANTED TO OFFER THE DLL IN ECE THAT WE DID NOT FACTOR, NO PUN INTENDED, DR. INTO OUR PROPOSAL FOR THE BOARD THIS EVENING. >> OKAY. THEN MY NEXT QUESTION , IF WE DON'T GET ALL OF THESE STUDENTS WERE PARENTS TO SIGN UP, THE 95,500 WILL BE STILL CHARGED? IS THAT A FLAT RATE? OR WILL THE DISTRICT BE GETTING BACK THE MONEY IF WE DON'T HAVE THAT FULL ENROLLMENT? >> I AM AT THE NUMBER BECAUSE I WAS TRYING TO WHAT IT LOOKS LIKE. I THOUGHT THAT WOULD BE A GOOD IDEA WITH THE SERVICES FOR THE SCHOOL. THE TOTAL NUMBER OF PARENTS BETWEEN 15 TO 25%, IT DEPENDS ON DIFFERENT FACTORS. MOST OF THE TIME IT IS NOT ALWAYS, BUT CONTRIBUTE A LOT, THE PRINCIPAL ENGAGEMENT, SUPPORT, ENCOURAGEMENT IT IS NOT ONLY US BUT IT IS ALSO THE SCHOOL REACHING OUT. IT IS 70 TO 80% OF THE PARENTS YOU REGISTER. I HOPE THAT WE CAN GET EVERYONE. IT DOESN'T MEAN THAT THEY DO NOT CARE ABOUT [02:30:02] THEIR KIDS, BUT IT IS HARD. WE GOT 20% BUT IT IS GOOD. I HAVE BEEN DOING THIS 29 YEARS, AND I KNOW EXACTLY WHAT HAPPENED. MOST OF THE TIME I CAN GUESTS WHEN THE RECRUITERS START CALLING WE KNOW THAT HAVE ARE GOING TO SHOW UP. SO, THE WHOLE COMMUNITY OF EACH SCHOOL. OUT OF THOSE NUMBERS WE HAVE HALF A NUMBER THAT NEVER ANSWER. WE CALL FOR FIVE DAYS BEFORE THE MEETING AND THEN WE KEEP CALLING EVERY WEEK AS PART OF THE SERVICE AS A FOLLOW-UP. IT IS NOT LIKE WE SEND THE FLYER IN THE PARENTS SHOW UP. IT IS A LOT OF WORK IN PREPARATION BEFORE, DURING, AND AFTER. >> JUST YOU ALSO ADD TO THAT WE DID NOT OFFER THE NUMBER OF CLASSES WE DOLLYWOOD, WE WOULD NOT BE CHARGED FOR THAT. WE WOULD NOT EVERY CLASS THAT WE DID NOT ACTUALLY OFFER. THE MORE REALISTIC SCENARIO WITH THEIR PROGRAM IS THEIR PROGRAM, WE WILL MORE THAN LIKELY HAVE TO ADD CLASSES. WE WOULD NOT PAY FOR A COURSE WE DID NOT ACTUALLY RECEIVE. DRAINAGE ESTIMATES A LITTLE BIT, REACHING OUT TO PARENTS, TRYING TO GET THEM TO COME. IT COULD BE 100 TO 200. THOSE SITES TO BUDGETED -- PARTICIPATE. >> IF 100% PARTICIPATED YOU WOULD BE 100% OF THE PEOPLE. >> I WOULD BE MORE THAN HAPPY BECAUSE WE WORK WITH FOUNDATIONS THAT SUPPORT OUR ORGANIZATION. THAT IS A GOOD PROGRAM, GOOD PROBLEM, BUT WE CAN FIGURE IT OUT. IF THE SCHOOL DECIDED NOT TO WORK WITH US, WE DON'T CHARGE YOU. IF THE SCHOOL DECIDED TO WORK WITH US. OPEN SOMETHING ELSE, A RAFFLE, BUT WE DON'T DO THAT. WE DO NOT GIVE THEM ANYTHING. THE PARENTS ATTENDING UNDERSTAND WHY IT IS IMPORTANT. IT IS WHY WE HAVE THOSE RECRUITERS THAT ARE ALL EMPLOYEES. WE DO NOT HAVE ANY VOLUNTEERS IN THE POSITION BECAUSE WE VALUE THE WORK OF THE PEOPLE SO WE KNOW WHO IS CALLING WHO. ONE THINGS I WANTED TO LET YOU KNOW BEFORE MY QUESTION STARTED I DID ATTEND THE PRESENTATION THAT YOU HAD WITH MISS ARMSTRONG AND DR. SMITH. I LOVE THE PROGRAM, I JUST HAD QUESTIONS ON THE CONTRACT ITSELF. SO, IT DOES SEEM LIKE WE ARE GOING TO HAVE TO HAVE A LOT OF RECRUITMENT GOING ON PRIOR TO US EVEN STARTING NEXT YEAR. CORRECT? >> ACTUALLY, NO. THE WAY THAT WE WORK AND WE HAVE BEEN WORKING IS WE MEET WITH THE PRINCIPAL IN PERSON OR OVER ZOOM. WE MEET WITH THE PRINCIPAL AND WE EXCLAIM -- EXPLAIN IF THEY WANT TO HAVE MORE PEOPLE IN THE MEETING, HOW THEY ARE GOING TO BE WORKING VERY SPECIFIC INFORMATION AND THE RECRUITER STARTS CALLING TWO WEEKS BEFORE EACH RECRUITER GOT NO MORE THAN 50 NUMBERS AND THEY HAVE FIVE DAYS TO REACH THE PARENTS. WHEN THEY TALK TO THEM, AFTER THAT, IF THEY DO NOT REACH, WE WILL START WITH TEXT AND CONSTANT CONTACT TO EMAIL EVERYONE THERE AND PETITION. THAT WAY THE PRINCIPAL CAN PUT US ON THE MARQUEE, SEND A FLYER, USE THE RESOURCES THEY ALREADY HAVE, THEY DON'T HAVE TO SPEND ANY ADDITIONAL RESOURCES FOR THE OUTREACH AND THEN WE TAKE OVER, TWO WEEKS BEFORE, WE'LL START MAKING THE PHONE CALLS. THE DAY BEFORE THE MEETING WE CALL THEM AGAIN FOR A REMINDER AND THE DAY OF THE MEETING WE SEND A LINK. IN BETWEEN 530 -- 5:30 AND SIX:00 TO 6:00. IF WE DO TOO MANY EVENTS, PEOPLE FORGET ABOUT IT. AND WHEN I WAS JUST WONDERING HOW MUCH OF OUR TIME [02:35:03] WILL BE -- >> THEY DON'T HAVE TO WORRY. BESIDES PROVIDE US WITH THE ROSTERS AND SEND THE FLYERS AND PUT IT ON THE MARQUEE AND TALK ABOUT US IN THEIR MEETINGS, WE TAKE OVER THE RECRUITMENT AND THE FOLLOW-UP. WE PROVIDE THE DIPLOMA FOR THE PARENTS, WEEK BY WEEK INFORMATION, THE PRINCIPAL RECEIVED TWO EMAILS EVERY WEEK. ONE REMINDING THEM ABOUT PROMOTIONS PROMOTING THE PROGRAM AND ANOTHER EMAIL AFTER THE MEETING WITH ATTENDANCE IN EXCEL. ALSO, THE PICTURES. WE TAKE PICTURES FOR ATTENDANCE SO THE PRINCIPALS CAN SEE WEEK BY WEEK, HOW MANY PEOPLE ATTEND. THE LAST ONE, I SWEAR. ONE OF THE THINGS I DID HOW DO WE TRACK IT SUCCESS. IF WE ARE STARTING TO SEE THAT PARENTS ARE USING THOSE SCHOOLS IN THE PROGRAM. MY QUESTION TO YOU WAS COULD WE RUN A LONGITUDINAL STUDY ON OUR KIDS AND TRACK THEM TO SEE ARE THEY HAVING MORE SUCCESS IS THAT A POSSIBILITY? >> THAT IS SOMETHING THAT WE COULD CERTAINLY WORK TOGETHER WITH PARENT ACADEMY WITH THE COURSES IN THE LONG RUN. THE NICE PART IS WE WILL KNOW WHICH PARTICIPANTS THERE WERE WITH ELEMENTARY LEVEL, WE CAN SEE OVER THE COURSE OF THREE, FOUR, FIVE YEARS, WHAT TYPES OF PROGRESS THEIR STUDENTS ARE MAKING. WE CAN SEE THE KIND OF ATTENDANCE IMPROVEMENTS THERE ARE. WE CAN ALSO ACCESS THE DATA FROM OUR COUNSELING TEAMS, OUR PRINCIPAL TEAM A LOT OF DIFFERENT METRICS WE COULD USE. WE COULD CONNECT OUR RESULTS FROM THAT, THAT WOULD BE A GOOD ONE TO USE, AS WELL. THERE IS A PLACE TO DO THAT. >> WE PURCHASE A SOFTWARE SPECIFICALLY FOR PARENT REGISTRATION AND ALSO TO APPLY A SURVEY ON ZOOM LINK. THE PARENTS WILL CLICK ON THE LINK AND THEY GET A COMPUTER SURVEY SCHOOL BY SCHOOL ONE OF THE KNOWLEDGE OF THE PARENTS CAME FROM THE PROGRAM. IN THE YEARS THAT I MENTIONED THAT I HAVE BEEN WORKING WITH PARENTS, I NOTICED THAT WHEN THE SCHOOLS OFFER PARENT TRAININGS LIKE MY ORGANIZATION I SEE THAT AFTER THREE YEARS OF CONTINUED WORKING WITH THE SCHOOLS IS WHEN YOU START SEEING THE CULTURE OF THE SCHOOL WILL CHANGE BECAUSE THE PARENT SHOULD FEEL MORE COMFORTABLE INAUDIBLE ] ALSO IN THE MIDDLE SCHOOLS AND HIGH SCHOOLS, GETTING A LOT OF PHONE CALLS FROM COUNSELORS ASKING WHEN YOU ARE GOING TO START? IT IS MUCH EASIER TO GO THROUGH TRAINING AND UNDERSTAND NAVIGATING THE SCHOOL SYSTEM AND COLLEGE READINESS EVERYONE TO SEE. I NEED TO TALK TO YOUR KIDS AND YOU AND ALL OF THIS KIND OF THINGS. >> THINK YOU FOR THE PRESENTATION. THE QUOTE IS BASED OFF OF THAT ENROLLMENT NUMBER. WHAT DID WE HAVE DOWN HERE? 9915. IS THAT OUR CURRENT ENROLLMENT? >> IT IS PRETTY CLOSE. THE ENROLLMENT FIGURES ARE MORE AS A REFERENCE THAN ANYTHING, IN TERMS OF WHAT YOU LOOK AT WHAT IS OFFERED IN EACH COURSE. YOU LOOK AT ALBERT BAXTER COMEDY DR. COURSE ITSELF, THE COST OF THE COURSES ARE FIXED. THE APPROACH THE PARENT ACADEMY TAKES IS TO OFFER A COURSE IN ENGLISH AND SPANISH ESSENTIALLY WHAT YOU HAVE LAID OUT ARE THOSE FOR EACH OF THESE SCHOOL SITES FACTORY -- FACTOR-ECE IS [02:40:06] A DIFFERENT COURSE. HIGH SCHOOL, HIGH SCHOOLS ARE JUST BIGGER, THERE ARE MORE DOCTOR CLASSES OFFERED. AT METER HIGH SCHOOL, TWO OF WHICH WOULD BE IN SPANISH, TWO WOULD BE IN ENGLISH. JUST A REFERENCE TO THE ENROLLMENT. >> 40 PARTICIPANTS? >> RENEWED THE SCHOOL TO COMMIT FOR 40 PARENTS. WE CHARGE A FLAT FEE FOR 40. EVEN IF WE DON'T GET THE 40 PARENTS, WE HAVE TO PAY RECRUITERS, FACILITATORS, COORDINATORS, ALL OF THE EXPENSES A COSTS TO RUN A PROGRAM. THE OUT REACH WITH THIS RELATION AND WE BELIEVE THAT WE CAN HAVE MORE THAN A 40. LET'S SAY THAT THE SCHOOL SAID I APPRECIATE ONE IN ENGLISH, ONE IN SPANISH, REFLECT ON THAT. IN THE SCHOOL, WE HAVE A LOT OF CHILDREN IN SCHOOL AND WE NEED TO OPEN THREE SESSIONS, TWO SPANISH AND ONE IN ENGLISH. THERE ARE TWO DIFFERENT LINKS. PARENTS IN SPANISH WILL GO THROUGH ONE. ENGLISH SPEAKERS IN ANOTHER LINK OR WE WILL DO THAT IN ORDER TO BALANCE IS SCHOOL THAT DOES NOT HAVE A LOT OF PARENTS. WE WILL DO THAT WHEN WE HAVE A CONTRACT WITH THE DISTRICTS. >> A MINIMUM OF 40 PARENTS. >> HAVE TO PUT A NUMBER IN ORDER FOR THE SCHOOLS. IF WE HAVE LESS, WE CHARGE THAT. >> SO WHAT IS THE CHARGE THAT IS HERE? IS THIS THE 40? >> $6000 FLAT. IF WE HAVE 100 WE WILL CHARGE 6000. IF WE HAVE 40 WE HAVE TO CHARGE 6000. PRINT WHAT IT IS 6000 REGARDLESS OF HOW MANY? WHAT IS THE MAXIMUM? >> NO MORE THAN 35 . WE WANT THE PARENTS TO HAVE OPPORTUNITY TO PARTICIPATE. PARENTS ON ZOOM PARTICIPATE A LOT. PROBABLY BECAUSE THEY HAVE THE CAMERA OFF THEY LIKE TO READ IT SLIDES AND BE PART OF THE CONVERSATION. WE DO A LOT OF BRAINSTORMING FOR THE PARENTS ATTEND AND PARTICIPATE. >> I REALLY DO APOLOGIZE. SO, IT IS A MINIMUM OF 40, BUT YOU WILL OPEN A SECOND CLASS AROUND 35? >> LET'S SAY THAT WE HAVE 35 PARENTS LET'S SAY WE DO THE OUTREACH AND WE HAVE REPORTED 200 THAT'S A GUESTS. SO, WE ARE GOING TO HAVE THREE FACILITATORS READY. WE ARE NOT GOING TO HAVE 200, WE WILL PROBABLY HAVE 100. 35 PARENTS, ONE FACILITATOR ANOTHER 35 . THE COORDINATORS ASSIGN A LINK TO ALL OF THE RECRUITERS AND THEY WILL -- >> I AM JUST CURIOUS. IN A CONTRACT LIKE THE MINIMUM AND MAXIMUM PER CLASS. IT SOUNDS LIKE IT IS PRETTY FLUID. >> WE DON'T HAVE MAXIMUM BECAUSE WE CHARGE A FLAT FEE . IT IS A NUMBER THAT CAME OUT A LONG LONG TIME AGO. >> THE ADDITIONAL CLASSES. SCHOOLS HOPING TO OPEN ADDITIONAL CLASSES CAN DO SO FOR AN ADDITIONAL $2000. >> IF THE SCHOOL WANTS TO HAVE , BUT SAY WE HAVE THE DUAL LANGUAGE PROGRAM IN ADDITION TO ALL OF THAT. >> LET'S SEE, I THINK IT IS KIND OF ODD. I LOVE EVERYTHING THAT YOU ARE SAYING, I LOVE IT. I THINK WE NEED MORE OF IT. I AM SUPPORTIVE IN A VERY GENERAL SENSE. THE TIMELINE, THIS WOULD NOT START UNTIL NEXT YEAR? >> I THINK SHE SAID JANUARY . >> YEAH, CONSIDERING THE TIME OF YEAR , WE ARE ON THE VERGE OF THANKSGIVING AND WE REALLY WOULD NOT BE ABLE TO RAMP UP AND GET CLASSES OFFERED BEFORE [02:45:03] THE HOLIDAYS. THE GOAL WOULD BE JANUARY SO WE COULD GET THINGS RAMPED UP AND COURSES PROBABLY AT JANUARY OR FEBRUARY AND THEN RUN THROUGHOUT THE SEMESTER. >> I AM SURPRISED THAT WE ARE GETTING A PRESENTATION ON AN ACTION ITEM RATHER THAN HAVING AN ACTION ITEM TO DISCUSS BEFORE IT COMES BACK TO CONTRACT. IS THIS SOMETHING THAT IS URGENT? >> INTENDS ON HOW YOU WILL DEFINE URGENCY? I THINK THAT IS UP TO THE BOARD. OUR INTENTION OF BRINGING THIS TO YOU TONIGHT WAS TO BRING INFORMATION ABOUT A PROGRAM THAT WE THOUGHT WOULD BE A BENEFIT TO PARENTS IN OUR COMMUNITY WITH THE INTENTION OF BRINGING A CONTRACT FOR THE BOARD TO CONSIDER APPROVING. >> RIGHT, YOU UNDERSTAND. I WOULD LOVE TO HEAR FROM DISTRICTS THAT HAVE EXPLORED THE PROGRAM AND DONE IT. IF YOU LIKE HEARING FROM THE PARENTS WHO HAVE BEEN IN IT IS PROBABLY THE MOST BENEFICIAL THING THAT WE COULD HEAR. >> WHAT WOULD YOU LIKE TO KNOW? I USE IT ON MY SITE RIGHT NOW. >> I WANT TO HEAR FROM PARENTS WITH HOW MUCH ENGAGEMENT THEY HAD . >> I CANNOT DO THAT, BUT I WANT TO SAY THAT I THINK THIS IS AN AMAZING PROGRAM. I UNDERSTAND WHY YOU ARE BRINGING IT TO US YOU'RE THE EXPERTS. YOU DID THE RESEARCH, YOU THOUGHT THIS WOULD HELP OUR DISTRICT AND NOT IS WHY IT IS ON OUR AGENDA AND I THINK IT IS GREAT I HOPE THAT WE APPROVE IT BECAUSE THE PARENTS THAT I KNOW AND TALK TO AT MY SITE, THEY LOVE IT. THEY ARE SO EXCITED ABOUT IT. WE DO IT IN OUR MULTIPURPOSE ROOM AND WE HAVE SO MANY PARENTS COME. I DON'T KNOW. I AM NOT UNDERSTANDING BUT I THINK THIS IS AN AMAZING PROGRAM. SO EXCITED ABOUT IT AND THE KIDS ARE EXCITED. THERE IS A SENSE OF PRIDE AND A SENSE OF THEM BEING ROLE MODELS FOR THEIR CHILDREN AND OUR STUDENTS ARE EXCITED AND OUR PARENTS ARE EXCITED AND I THINK IT IS A REALLY COOL PROGRAM. >> IF IT IS OKAY WITH THE BOARD, I CAN OFFER A PERSONAL TESTIMONIAL MYSELF. I DON'T LOVE TO DO THAT, I INTRODUCED FACTOR AT PARAMOUNT UNIFIED SCHOOL DISTRICT I WAS THE SUPERINTENDENT. I ENCOUNTERED DR. WHEN I WAS A YOUNG PRINCIPAL WITH MORE HAIR AND I HAVE ALSO WORKED WITH THEM IN OTHER DISTRICTS AND HOW. ACADEMY HAS GROWN WITH DISTRICTS, HOW MANY DISTRICTS ARE YOU WITH NOW? SO, SEEING THE GROWTH HAS BEEN PRETTY REWARDING. BUT AT EVERY DISTRICT WHERE I HAVE BEEN WHERE WE OFFERED THE PROGRAM, IT IS INCREDIBLY FAVORABLE WITH PARENTS. IF ANYTHING, WE ARE KIND OF PUT IN A SPOT WHERE THEY WANT MORE AND FACTOR DOES NOT CUT IT. THAT IS PROBABLY WHAT LED TO THE DEVELOPMENT OF A FACTOR2 WHICH WAS NOT ORIGINALLY A THING. THE PARENTS ARE REALLY, REALLY ENGAGED WITH IT. THEY ATTEND WITH A PRINCIPAL PERSPECTIVE. MARIA SAYS IT IS TURNKEY, SHE IS NOT GETTING BEEN ONE OF THE HARDEST THING FOR A PRINCIPAL OR STAFF TO DO IS TO GET PARENTS TO ATTEND, FOLLOW-UP. THAT IS WHY A LOT OF OUR APPROACHES WHEN IT COMES TO PARENT ENGAGEMENT ARE MORE WORKSHOP ENGAGEMENT. THEN YOU HAVE FIVE PARENTS. MAYBE MORE DEPENDING ON THE SUBJECT. THAT IS WHAT YOU GET CONSISTENTLY. ALL OF THE CHANGES WHEN YOU HAVE PARENTS THAT ARE HIGHLY ENGAGED. THE MOST REWARDING PART THAT I HAVE PERSONALLY BEEN AFFILIATED WITH IS INDEED THAT GRADUATION CEREMONY. I REMEMBER THE LAST ONE I HAD PARTICIPATED IN AS A DISTRICT ADMINISTRATOR AND PRINCIPAL, THERE WAS A PARENT WHO WAS WORKING A SHIFT AS A NURSE AND SHE IS WALKING THROUGH THE HALLS, GIVING HER TESTIMONIAL ON HER CELL PHONE ABOUT HOW THE EXPERIENCE REALLY CHANGED EVERYTHING FOR HER WITH HER UNDERSTANDING OF EDUCATION AND OUR SCHOOL SYSTEM AND THOSE KIND OF THINGS. THOSE KIND OF MOMENTS ARE INCREDIBLY VALIDATING. PART OF THE MOTIVATION TO BRING THIS TO THE BOARD THIS EVENING INTO TRY TO GET SOMETHING MOVING SOONER THAN LATER IS IN MY SHORT TIME GETTING TO KNOW THE BOARD. I HAVE GOT TO KNOW THAT PARENT ENGAGEMENT FINDING WAYS TO MAKE SURE OUR PARENTS STAY CONNECTED TO OUR SCHOOLS. WE ARE ON A [02:50:05] MORE CONSISTENT UNIFIED APPROACH TO EVERYTHING AND I SEE FACTOR RESETTING OUR APPROACH IN BUILDING CONSISTENCY ACROSS THE DISTRICT WHICH IN THE LONG RUN WILL HELP US WITH OUR DISTRICT. AND WHAT I THINK THAT IS WHY IT IS SURPRISING. I KNOW THAT SITES INDIVIDUALLY HAVE THINGS THAT COME UP THAT LIKE TO DO THIS DISTRICTWIDE, RIGHT OFF THE BAT, IT IS KIND OF SURPRISING. WHAT TYPE OF RELATIONSHIP DO YOU BUILD THE LOCAL PTA? DO THEY HELP OUT WITH SUPPORT? >> YOUR MICROPHONE IS NOT ON. >> THANK YOU. NO, WE DO NOT WORK WITH THE DDA, WE WORK DIRECTLY WITH THE PRINCIPAL AND THE PARENT LIAISONS. ANY OTHER ADMINISTRATORS AT THE SCHOOLS FOR PARENT ENGAGEMENT. WE PUT ALL OUR EFFORTS AND RESOURCES TO REACHING OUT TO PARENTS AND PROVIDE INFORMATION THAT THEY NEED AND FOLLOW-UP. THAT IS THE KEY THAT WE KEEP CALLING PARENTS. AND IF A PARENT MISSES A CLASS, WE CALL THEM AND FIND OUT IF THERE IS A REASON. WOW, WHATEVER HAPPENS, WE CAN SEND THEM TO ANOTHER SCHOOL ANOTHER DAY. THE PROGRAMS ARE OFFERED 6:00 TO 7:30 IF I MAY ADD TO YOUR PREVIOUS QUESTIONS, I AM THINKING DR. SMITH WAS PROBABLY THINKING ABOUT TIMING AND IF WE HAVE -- WE BELIEVE THAT THIS IS GOOD OPTION FOR YOUR SCHOOL DISTRICT. IF YOU BELIEVE IT -- APPROVE IT, WE CAN START WORKING ON PLANNING. WE NEED TO MEET WITH THE PRINCIPAL, ASKED LANE IN DETAILS AND THEN THE POWERPOINT TALKING TO THEM ABOUT THAT INFORMATION. THAT TAKES TIME. FOR ALL OF THE SCHOOLS IN ONE SEMESTER, WE NEED TO START RIGHT AWAY. OTHER THAN THAT WE ARE NOT GOING TO BE ABLE TO BECAUSE WE MEET WITH OTHER DISTRICTS. >> A LOT OF THE SUCCESS DEPENDS ON HOW WELL YOU WORK WITH THE INDIVIDUAL SITE PRINCIPAL? >> IT IS PART OF IT. YOU KNOW, THE PROGRAM, THE PARENTS, THEY NEED TO KNOW HOW TO HELP THEIR KIDS. THEY NEED TO KNOW HOW TO TALK TO THEM. THEY NEED TO HAVE ENOUGH TOOLS TO TALK TO THEM ABOUT SECONDARY EDUCATION. WE SERVE A LOT OF PARENTS THAT HAVE TO GRADE THE EDUCATION. ALL OF THEM, BUT SOME OF THEM. THINKING ABOUT COLLEGE, IT IS LIKE AN IMPOSSIBLE THING. BUT, WHEN WE START TALKING TO THEM ABOUT IF YOU WORK WITH YOUR KIDS NOW AND WITH THE SCHOOL AS A PARTNER, WE MEET WITH THE TEACHERS AND DO NOT THINK ABOUT BECAUSE YOU NEVER FINISHED SCHOOL OR YOU DON'T KNOW THE LANGUAGE, OR IN THIS CASE, IT IS BEEN A BARRIER FOR SO MANY PEOPLE AND NOW IT IS A CONCERN FOR SO MANY FAMILIES. SO, WHEN YOU EXPLAIN TO PARENTS WHY THEY NEED TO PUT EVERYTHING AWAY AND WE GIVE THEM THE TOOLS TO HELP AND START DREAMING TO GET THAT OPPORTUNITY. THAT MAKES A TOTAL CHANGE. PRINT WHAT I AM GUESSING HAVING SUPPORT -- MY QUESTION IS MORE FOR THE PRINCIPAL TO SUPPORT IN ANY CAPACITY. >> WE WILL BE TAKING A UNIFORM APPROACH TO THIS . SO, FACTOR WOULD BE ONE OF OUR PARENT ENGAGEMENT PROGRAMS. IT WOULD BE A COMBINATION OF SCHOOL SITE LEADERSHIP. THEY ARE ON THE FRONT LINES WITH CONNECTING WITH MARIA AND GETTING IN CONTACT WITH THE PARENTS. WE ALSO HAVE A DESIGNATOR IN THE DISTRICT THAT WOULD BE RESPONSIBLE FOR HELPING TO DRIVE THAT PROCESS. >> THANK YOU FOR ANSWERING THOSE QUESTIONS. >> MY PLEASURE. >> IF IT HELPS ANY, WE DID GO THROUGH THE MEETING WITH HER AND WE DID SEE THAT THERE WOULD BE A LOT OF BENEFITS TO ADOPTING THIS PROGRAM INTO THE DISTRICT. THERE ARE A LOT OF PARENTS WHO, AS STATED, NEED THAT FLEXIBILITY TO BE ABLE TO ATTEND THESE TYPES OF CLASSES. IT IS ALMOST LIKE GIVING THAT PARENT THE KEY TO UNLOCK OUR SYSTEM. IT REALLY HELPS THEM NAVIGATE IT. AS A PARENT, WHO MAY BE ENGLISH AS THEIR SECOND LANGUAGE, TO GATHER OUR [02:55:06] EDUCATIONAL SYSTEM, IT IS REALLY IMPORTANT THAT THEY HAVE THOSE TOOLS TO BE ABLE TO SUPPORT THEIR STUDENT. >> THANK YOU. >> THANK YOU. ANY OTHER QUESTIONS FROM THE BOARD? >> I AM JUST CURIOUS WHAT YOUR CONCERNS ARE. >> I LITERALLY JUST ASKED THEM. >> YOU ASKED A LOT OF QUESTIONS AND I DID NOT HEAR ANY CONCERNS YOU BOARD MEMBERS -- >> WORRY ABOUT YOUR OWN QUESTIONS . >> IF WE WANT TO DO SOMETHING IN A PRESENTATION, IF YOU WANT THEM TO BRING PARENTS OR THINGS LIKE THAT, WE HAVE HAD THESE FOR OVER A WEEK. IT WOULD'VE BEEN NICE TO ASK THE STAFF TO DIRECT WHAT YOU WANT INSTEAD OF SAYING IT AT THE TIME. THANK YOU. >> THANK YOU FOR YOUR TIME AND THANK YOU FOR YOUR THOUGHTS . >> YOU'RE WELCOME. >> WHERE IS THAT HANDBOOK AT? JESUS. >> WE MIGHT WANT TO SAY NO INTERRUPTING . >> THANK YOU VERY MUCH. DO I HAVE A MOTION ON >> A MOTION TO APPROVE. >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> AYE . >> AYE. >> AYE. >> AYE. THANK YOU. MOTION PASSES. MOVING TO THE CONSENT [12.CONSENT AGENDA] AGENDA DO WE HAVE ANY ITEMS TO WITHHOLD FROM THE CONSENT AGENDA THIS EVENING? >> NO. >> SORRY. I DO. I'M SORRY. 12 .6 -- ACTUALLY, NO. THAT IS THE NEXT ONE. SORRY, 12.11. CLASSIFIED STAFFING CHANGES. ANYTHING ELSE? >> SORRY, CAN I AMEND THAT? IT IS 12.9, THE DISCONTINUANCE OF CLASSIFIED PERSONNEL. >> FINAL ANSWER? >> THAT IS MY FINAL INTERVIEW >> A MOTION TO WITHHOLD ITEM 12.9. >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> AYE. >> AYE. >> AYE. [12.9 DISCONTINUANCE OF SERVICE OF CLASSIFIED PERSONNEL] >> AYE. MOVING ON TO THE FIRST ITEM WITHHELD, ITEM 12.9. DISCONTINUANCE OF SERVICE TO CLASSIFY PERSONNEL. >> I JUST HAVE ONE QUESTION. I SEE THAT WE HAVE A LOT OF RESIGNATIONS. I AM WONDERING IS THIS A RESULT OF SOME CHANGES? WITHIN THAT AREA? THE RESIGNATIONS OF, I THINK IT IS ABOUT 11 OR 13 PEOPLE. >> IF I CAN JUMP IN, DR. SMITH, OF COURSE JUMP IN, AS WELL. EACH ONE OF THOSE RESIGNATIONS ARE FROM DIFFERENT POSITIONS IN DIFFERENT DEPARTMENTS I DO SEE TWO BETTER INSTRUCTIONAL ASSISTANTS ON THAT LIST BUT THEY ARE FROM DIFFERENT LOCATIONS. I AM NOT QUITE SURE IF YOU MEAN THEY ARE COMING FROM ONE DEPARTMENT. >> I AM JUST WONDERING DO WE KNOW WHY THEY ARE LEAVING? IS THERE SOMETHING ON OUR SIDE THAT WE CAN DO BETTER? OR DO WE KNOW THE REASONS WHY? >> AT THE MOMENT, NO. I'M GLAD THAT YOU ASKED THE QUESTION BECAUSE I DO THINK ONE OF THE THINGS THAT WILL BE IMPORTANT FOR US IS TO PROVIDE SOME SORT OF EXIT SURVEY. YOU KNOW, A RETIREMENT IS A RETIREMENT. BUT BEYOND THAT, WHEN WE HAVE EMPLOYEES THAT LEAVE, WHETHER IT IS SEVEN MONTHS INCOME IN TWO YEARS AND, THREE YEARS IN, I THINK IT WOULD BE HELPFUL TO THE EXTENT THEY ARE WILLING TO SHARE, IT MAY BE WHAT SOME OF THE REASONS ARE. TYPICALLY I THINK WE WILL FIND THAT THEY ARE REAR -- RELOCATIONS WERE DECIDING TO GO INTO A DIFFERENT LINE OF WORK, BUT IT IS NOT ALWAYS THAT. I WOULD BE HELPFUL FEEDBACK FOR US. THAT IS [03:00:02] SOMETHING I WOULD LIKE TO WORK WITH -- ON. IN THE EXECUTIVE DIRECTOR ON THE CLASSIFIED END TO HAVE SOMETHING IN PLACE THAT WOULD ALLOW US TO COLLECT SOME OF THAT DATA SO IT CAN HELP US INFORM OUR PROCESS. ONE OF OUR VICE PRESIDENTS SAID WELL, WE ARE INTERESTED IN OBTAINING ALL OF OUR EMPLOYEES AND THERE ARE VARIOUS WAYS THAT WE DO THAT. SOME OF THAT FEEDBACK THAT WE WOULD GET ON THE WAY OUT WOULD BE REALLY HELPFUL TO US AND THAT IS SOMETHING THAT WE WILL WORK ON. >> ANY THOUGHTS ABOUT -- I AM NOT HOLDING YOU TO IT, BUT HOW LONG WOULD THAT TAKE TO DEVELOP A SURVEY? >> I DON'T THINK IT WOULD TAKE PARTICULARLY LONG, ESPECIALLY SINCE IT SOUNDS LIKE THIS IS AN INTEREST TO THE BOARD WHICH IS HELPFUL FEEDBACK FOR US THAT WOULD HELP US PRIORITIZE THAT. THAT IS SOMETHING THAT WE CAN WORK ON, REALLY RIGHT AWAY, AND WHATEVER WE DEVELOP IS PROBABLY GOING TO END UP BEING SOMEWHAT SIMILAR TO CLASSIFIED. THERE WILL BE SOME DIFFERENCES AS WE DO THAT TO GET SOME FEEDBACK FROM OUR ASSOCIATION LEADERS IN TERMS OF WHAT THEY THINK. BUT WE CAN PROBABLY HAVE A RELATIVELY QUICK TURNAROUND ON SOMETHING LIKE THAT. WE WILL OBVIOUSLY HAVE TO FIGURE OUT SOME OF THE LOGISTICS AROUND HOW DO WE GET IT TO PEOPLE AND WHAT IS OUR PROCESS IN TERMS OF RESIGNATION AND ANSWERING SOME OF YOUR QUESTIONS WITH THE TIMING OF WHY ARE LATE RESERVATIONS COMING IN NOVEMBER? THOSE ARE QUESTIONS ABOUT HOW DO PEOPLE SUBMIT RESIGNATIONS, JUST IN HEARING SOME OF THAT FEEDBACK THERE ARE THINGS THAT WE NEED TO CLEAN UP ON OUR PROCESS ON OUR END SO IT IS A LITTLE BIT MORE EFFICIENT AND CENTRALIZED WITH THE OPPORTUNITY TO SAY CAN YOU PLEASE MAKE SURE YOU COMPLETE THE SURVEY OR THIS FORM ON THE WAY OUT THERE IS ALSO A POSSIBILITY OF INCLUDING EXIT INTERVIEWS. MAYBE NOT FOR EVERYBODY, BUT FOR SOME WE CAN POTENTIALLY ARRANGE THAT, AS WELL. THAT IS SOMETHING THAT WE WILL HAPPILY WORK ON AND LET IT GET MOMENTUM FROM THEIR. >> YES BUT I WOULD BE VERY INTERESTED TO LOOK AT THE FINAL PRODUCT SO WE CAN START FINDING OUT, IS IT SYSTEMIC WITH THIS ISSUE THAT WE NEED TO LOOK AT? AT THIS POINT, WE DON'T KNOW. I WOULD LOVE TO SEE THAT. >> THAT WOULD BE VALUABLE DATA FOR ALL OF US, I BELIEVE. >> YES. >> THANK YOU. I WOULD BE IN AGREEMENT WITH THAT, AS WELL. EXIT INTERVIEW SURVEYS, THEY ARE GOING TO BE HONEST. THAT IS THE MOST HONEST FEEDBACK, ON THE WAY OUT. SO, THANK YOU FOR THAT. I DRIVE A MOTION TO APPROVE ITEM 12.9, DISCONTINUANCE. >> SO MOVED. DO WE HAVE A SECOND? ROLL CALL, PLEASE. >> AYE. >> AYE. [13. BOARD COMMUNICATIONS] >> AYE. >> AYE. >> MOVING ONTO BOARD INDICATIONS. THIS IS WHERE THE BOARD WILL COMMUNICATE OUR BOARD REPORTS AND WE WILL BEGIN WITH, NOT HERE, NOT HERE, BOARD CLERK GARZA. >> LET ME FIND IT BUT I KNOW IT IS SOMEWHERE UNDERNEATH THESE PAPERS. SORRY. >> WOULD YOU LIKE TO KICK IT OFF ? >> SURE. GOOD EVENING THANK YOU. THE ONLY THING THAT I WOULD LIKE TO HIGHLIGHT IS A FEW TOPICS THAT CAME UP DURING MY RECENT STUDENT ADVISORY MEETING. WE TALKED ABOUT A NEW TEXTBOOK ADOPTION PROCESS OF BOARD LANGUAGES A LANGUAGE ADOPTION PROCESS THAT WILL HAPPEN AND BE FULLY ENFORCED BY 2030. TALKING TO MY PEERS AT SCHOOL I NOTICED THAT STUDENTS INTERACT IN LESSONS WHEN THEY ARE INTERACTIVE AND DIGITAL. WE ALSO TALKED ABOUT SCHOOL MEALS AND STUDENT REQUESTS ON STUDENT ITEMS. WE DISCUSSED CERTAIN THINGS WE COULD IMPLEMENT, SUCH AS GRAB AND GROW -- GO, BREAKFAST, AND NEW FOOD ITEMS. BUT, THAT IS ALL FOR ME. THANK YOU. >> THANK YOU VERY MUCH. BOARD MEMBER GARZA? >> I AM READY NOW. >> I HAVE BEEN A LITTLE SCATTERBRAINED TODAY AND I AM NOT SURE WHY. IT IS A LITTLE LENGTHY. I WOULD LIKE TO START [03:05:05] BY SAYING THANK YOU TO ALL VETERANS IN OUR COMMUNITY FOR YOUR SERVICE TO RUN INTO DANGER TO PROTECT OUR FREEDOMS ABROAD AND DOMESTICALLY. FOR THAT, MIGHT -- ME AND MY FAMILY ARE GENERALLY GRATEFUL. MARINA CITROEN WILL BE JOINING US SOON ON DECEMBER 13. COME BY THAT DAY TO CELEBRATE OUR OUTGOING PRESIDENT AND OUR NEWEST BOARD MEMBER. I ALSO WAS ABLE TO BE PART OF THE RED RIBBON CHARGING -- JUDGING ON OCTOBER 21ST. IT WAS A LOT OF FUN AND I AM VERY PROUD OF OUR SCHOOLS AND STUDENTS BUT I DON'T THINK I WAS A VERY GOOD JUDGE BECAUSE -- WHEN I LOOKED AT ALL OF MY SCORES, I PROBABLY WAS NOT HELPFUL AT THAT POINT. I JUST WANTED TO GIVE EVERYONE A TROPHY. AND THEN I ALSO ATTENDED THE OUTGOING CEREMONY FOR DR. PEREZ. THERE WAS A DODGER GAME THAT EVENING, BUT IT WAS CLEAR THAT THE HONORABLE TRUSTEE -- LONG-LASTING RELATIONSHIPS WITH THE PEOPLE OF OUR COMMUNITY FOR 20+ YEARS. THANK YOU ACADEMIC JOURNEY WITH THE COLLEGE. FORTUNATELY FOR US THERE IS A POSSIBILITY THAT MISS PEREZ WILL CONTINUE TO SUPPORT OUR FAMILY AS PART OF OUR NEWEST COMMISSION MEMBER WHEN THE BOARD RATIFIES HER SELECTION ON NOVEMBER 5. I WOULD LIKE YOU TO PARTICIPATE IF YOU ARE INTERESTED AND AVAILABLE THAT NIGHT. ON NOVEMBER 5TH, I ATTENDED THE COLLEGE PARTNERS IN EDUCATION. IT WAS THE FIRST TIME THAT I HAD EVER ATTENDED AND IT WAS VERY EDUCATIONAL TO ME TO SEE IT AT THE COLLEGE LEVEL AS OUR DISTRICT WORKS IN PARTNERSHIP WITH THE COLLEGE FOR THE DUAL ENROLLMENT AND OPPORTUNITIES TO OUR STUDENTS. IT WAS A GREAT OPPORTUNITY AND THE TRANSACTION FOR THE ACTUAL COLLEGE ENVIRONMENT. I WOULD LOVE TO JOIN YOU AGAIN NEXT TIME. THE AWARD OF VALOR WITH RESIDENT CRITCHFIELD, DR. SMITH, IT WAS A GREAT EVENT. BE CAREFUL WITH THE VEGETARIAN MEAL. I WOULD LIKE TO MAKE TWO REQUESTS OF OUR STAFF, IF THE MAJORITY OF MY COLLEAGUES AGREE WITH ME. AS MUCH AS IT PAINS ME TO START THIS PROCESS, I WOULD LIKE TO REQUEST THE ADDITION OF THE SUPERINTENDENT SEARCH TO BE PLACED ON OUR MEETING AS A DISCUSSION ITEM TO TALK ABOUT WHAT WE WOULD LIKE TO SEE AS WE GO THROUGH THIS PROCESS AND ON THAT SAME MEETING, IF STAFF CAN PLEASE BRING FORWARD A ROUGH DRAFT OUTLINE OF THE STEPS THAT NEED TO BE TAKEN FOR THE PURPOSE OF GIVING STAFF DIRECTION AND ATTACHING DUE DATES TOGETHER AS A GOVERNANCE TEAM AS WE EMBARK ON THIS JOURNEY, ONCE AGAIN, AND KEEP OUR PROMISE TO OUR COMMUNITY. AND I WILL HAND OVER MY NOTES SO YOU GET ALL OF THAT. BUT IF YOU HAVE ANY QUESTIONS. >> WHAT WAS THE DATE OF THAT? >> OUR NEXT MEETING. IT WOULD BE THE REGULAR BOARD MEETING. >> THE VERY FIRST THING WE WILL DO ON THE 13TH. WE WILL PUT IT ON THE -- WHEN WE GET OUR NEW BOARD, THAT IS THE FIRST WE WILL HAVE. >> IS A SOMETHING THAT WE CAN DO ON A SPECIAL MEETING? >> DECEMBER 13TH AS A REGULAR MEETING DEAR >> TONIGHT IT WAS APPROVED THAT YOU HAVE TWO REGULAR MEETINGS IN DECEMBER. THE 12TH AND THE 13TH. >> IT WILL BE ON THE 13TH MEETING. OKAY. I AM A LITTLE CONFUSED. >> I'M CONFUSED, TOO. >> DECEMBER 12 IS YOUR TRADITIONAL STANDARD, REGULAR MEETING WHERE A MAJORITY OF YOUR ITEMS WILL BE COVERED. WE HAVE NOW CALLED ANOTHER REGULAR MEETING TO BE ABLE TO DO THE REORGANIZATION AND THE SWEARING IN OF THE NEW BOARD MEMBER. IF I UNDERSTAND CORRECTLY, WE ARE ALSO ADDING ONE OTHER AGENDA ITEM TO THAT MEETING AND THAT IS THE SUPERINTENDENT SEARCH. AT THAT MEETING, YOU WANT A ROUGH DRAFT OF POSSIBLE STEPS THAT THE BOARD WOULD LOOK AT HIM IF I UNDERSTAND YOU CORRECTLY. >> YES. I'M SORRY. I WAS CONFUSED. I THOUGHT IT WAS A SPECIAL MEETING AND WOULD ONLY ENCOMPASS THE -- >> WE CHANGED THAT TO MAKE SURE IT WAS DONE DURING THE REGULAR MEETING. >> OKAY. PERFECT. THANK YOU FOR THE CLARIFICATION. SO, REQUESTED THAT WE ALSO ADD ON AN ITEM FOR DISCUSSION TO GIVE STAFF DIRECTION ON HOW WE CAN [03:10:07] BETTER STREAMLINE AND CLEAN OUR CONTRACT AND VENDORS MATRIX. EVERY MEETING WE ARE GIVEN NEW CONTRACTS OR CONTRACTS TO BE RENEWED ON OUR MATRIX, BUT WE DON'T ALWAYS HAVE THE CONTRACT THAT WE ARE APPROVING OR RENEWING IN FRONT OF US. SO, I HAVE NEVER REALLY BEEN COMFORTABLE WITH THAT PROCESS. I'M WONDERING IF WE CAN STREAMLINE THAT WE CAN GO THROUGH THIS PROCESS AND MAKE IT A LITTLE BIT EASIER FOR US TO SEE WHAT WE ARE RENEWING SINCE IT IS COMING UP IN OUR BOARD AGENDAS. I BELIEVE THAT -- I ALSO WAS THINKING THAT PERHAPS AT THAT POINT, WE CAN DISCUSS A REPOSITORY OF CONTRACTS THAT BOARD MEMBERS CAN ACCESS WHENEVER THEY HAVE QUESTIONS AND THEN MAKE THAT AVAILABLE TO US SO WE ARE NOT CONSTANTLY ASKING YOU, CAN I HAVE A COPY OF THIS? THAT WAY WE CAN GO AHEAD AND MAKE YOUR TIME A LITTLE BIT MORE EFFICIENT AND EXPEDIENT. IF THAT IS OKAY WITH YOU, BOARD MEMBERS. >> I WAS GOING TO MENTION THAT TOO . HAVING COPIES OF OUR CONTRACTS AS WE APPROVE THEM. I KNOW RIGHT NOW, GET THE CONTRACT MATRIX, BUT WHAT IS IN THE CONTRACT AS FAR AS PER REVIEW OF OVERSIGHT OF THE BOARD. I AM TOTALLY IN FAVOR OF THAT. I GUESTS IT WILL DEPEND ON WHAT WILL BE THE MOST EFFICIENT AND EFFECTIVE SUPPLIES FOR THE CONTRACT, IF THAT IS A MEMO BEFORE A MEETING. >> WERE WHAT I WAS THINKING WAS WE WOULD HAVE ACCESS AS BOARD MEMBERS TO THESE CONTRACTS WHENEVER WE HAD QUESTIONS SO WE CAN LOOK AT THEM AND SEE THEM. YOU KNOW, IF I AM THINKING ABOUT SOMETHING, DEALING WITH FACTOR AND I CANNOT RECALL WHAT THE CONTRACT SAID BECAUSE I DON'T HAVE IT IN FRONT OF ME. I CAN JUST GO AND ACCESS IT AND IF WE NEEDED TO MAYBE HAVE SOME OVERSIGHT OF IT, IF THAT IS THE CONCERN, THEN WE CAN ADD ON A LAYER OF WHO ACCESSES IT. >> CAN I JUMP IN FOR A MOMENT AND SAY I AM LISTENING TO WHAT YOU ARE DISCUSSING, BUT WHAT YOU ARE INTERESTED IN IS MORE INFORMATION ABOUT HOW YOU CAN MOVE FORWARD LOOKING AND APPROVING A DIFFERENT TYPE OF PROCESS. IS THAT SOMETHING WE CAN LOOK AT AND PROVIDE YOU SOME INFORMATION VERSUS PUTTING IT ON A BOARD ITEM AT THIS PARTICULAR MOMENT? THAT WILL TAKE US SOME TIME TO LOOK INTO WHAT THAT WILL LOOK LIKE. >> YES BUT I'M SORRY. I DON'T THINK I INCLUDED THAT IN HERE, BUT I WOULD ABSOLUTELY AGREE THAT THERE WILL BE TIME THAT IS NEEDED TO DO THIS. BUT MY EXPECTATION WAS NOT IN THE NEXT MEETING. IT IS OBVIOUSLY GOING TO TAKE SOME TIME. I WOULD LIKE TO SEE IT COME BACK AS A DISCUSSION ITEM SO THAT WAY WE CAN IRON OUT -- >> YOU ARE ASKING US TO INVESTIGATE DIFFERENT CONTRACT APPROVAL PROCESSES. DOES THAT SOUND CORRECT? >> YES. >> WE CAN DO THAT. >> FINALLY, I WANT TO REPORT THAT I WILL BE GOING BACK TO WORK AS A SCHOOLTEACHER AS OF DECEMBER 2ND. MY SON IS DOING WELL WITH HIS RECOVERY AND I AM NOW ABLE TO RETURN. >> TO THE GENTLEMAN IN THE AUDIENCE, IF YOU CAN BRING YOUR TALKING ELSEWHERE AND SIT DOWN. IF YOU ARE GOING TO BE DISRUPTIVE YOU WILL BE ESCORTED OUT. THANK YOU. SORRY ABOUT THAT, GO AHEAD. >> NO PROBLEM. WHERE WAS I? YES, SO I WILL BE GOING BACK. I HAD REPORTED EARLIER THAT I WAS ACTUALLY GOING TO HAVE THE SCHOOL YEAR OFF, BUT MY SON COMMITTING, IS DOING WELL. SO, I WILL BE RETURNING TO MY POSITION WITH LONG BEACH UNIFIED. I WOULD ALSO LOVE TO EXTEND AN INVITATION TOMORROW FOR YOU TO COME AND JOIN ME FOR THE GAME VERSUS PALOS VERDES. DECEMBER 1ST TO COME OVER AND LINED THE STREET FOR THE PARADE [03:15:03] AS WE CHEER ON THE PARADE. THANK YOU SO MUCH AND I WISH YOU ALL A SAFE HOLIDAY. >> GOOD EVENING. LAST MEETING I FORGOT TO MENTION THAT WE TOOK A VISIT TO BAY CENTER. I WANTED TO TALK ABOUT THAT AND ATC. IT WAS A VERY GOOD VISIT WITH A LOT OF POSITIVES. EVERYONE DOES A REALLY GOOD JOB. SO, THANK YOU FOR THAT AND I DO BELIEVE THAT WE NEED TO LOOK AT THESE FACILITIES A LITTLE BIT CLOSER. THERE ARE SOME LARGE, UNUSED AREAS NEXT TO THE CLASSROOMS THAT COULD BE USED FOR THE STUDENTS, I BELIEVE. I HOPE THAT WE LOOK INTO THAT AND LOOK AT MORE SHADE FOR OUR STUDENTS AND MORE ACTIVITIES OUTSIDE. IT IS A BEAUTIFUL LITTLE BACK AREA, THERE IS A NOT A LOT FOR OUR KIDS AND ADULTS TO DO. I LIKE THAT WE ARE CREATING A BONUS AND SENSORY ROOM AND I LIKE THE MOCK APARTMENT. I THINK IT IS COOL THAT THEY CAN LEARN HOW TO MANEUVER IN THE KITCHEN AND THE HOME AND I THINK THAT IS A GOOD ADDITION THAT I ATTENDED THE OUTGOING -- THANK YOU FOR BEING A MENTOR TO ME. SHE IS BRILLIANT AND SO SMART. I AM LUCKY THAT I HAD TWO YEARS TO BE ABLE TO COLLABORATE WITH HER. I AM FORTUNATE ENOUGH TO BE ABLE TO HAVE AND GET HER ADVICE ON SO MANY THINGS. I JUST WANTED TO SAY THAT I REALLY APPRECIATE HER SO MUCH. ON TUESDAY, I WATCHED THE ELECTION RESULTS AND I WAS REALLY DISAPPOINTED AND REALLY SAD THAT OUR STUDENTS AND COMMUNITY DID NOT HAVE A CHANCE TO OBTAIN A BOND MEASURE FOR OUR KIDS I WANT TO SPEAK ON IT ONE MORE TIME. THE FACT THAT THERE WERE 26 SCHOOL DISTRICT THAT HAD A BOND ON THE BALLOT IN 22 OF THOSE 26 BALLOT MEASURES PASSED IN THE FOUR THAT DIDN'T, THREE OF THE FOUR OF THOSE DID NOT GET THE 55% MAJORITY BUT THEY HAD A MAJORITY. THEY WERE LIKE 52, 53%. AND WE SAW THAT THE STATE MATCHING BOND PASSED, AS WELL. WE WERE TOLD ABOUT THIS, WE WERE EDUCATED ABOUT THIS. THE LAST TIME I LOOKED IT WAS 61% TO 38%. IT IS JUST DISAPPOINTING TO ME. WE WERE TAUGHT HOW CRUCIAL IT WOULD BE. WE WERE PRESENTED FROM OUR STAFF, HOW IMPORTANT THIS WOULD BE FOR OUR FACILITIES AND OUR CHILDREN AND SOME OF US DID NOT WAS TO THE EXPERT. WE DID NOT LET OUR COMMUNITY VOICE THEIR OPINION AND THAT WAS SUPER DISAPPOINTING. JUST TO PUT IT IN CONTEXT, ANTELOPE VALLEY, ARCADIA, BURBANK, COMPTON, EAST WHITTIER, EL MONTE, HERMOSA BEACH, LANCASTER, L.A. UNIFIED, GLENWOOD, MANHATTAN BEACH, PARAMOUNT, PASADENA, POMONA, SAN GABRIEL UNIFIED THEM IS IN RENO, SANTA MONICA, MALIBU PAST TWO BONDS. COMPTON JUNIOR COLLEGE, GLENDALE, LONG BEACH CITY, RIO HONDO ALL PAST BONDS THAT NIGHT. IT IS REALLY DISAPPOINTING THAT WE DID NOT AND WE DID NOT EVEN GET OUR VOTERS A CHANCE TO ACTUALLY VOICE THEIR OPINIONS. LOOKING AT THOSE RESULTS, YOU CANNOT TELL ME THAT OUR COMMUNITY MEMBERS ARE NOT MILLER WERE IN A BETTER POSITION THAN SOME OF THOSE AREAS TO HELP WITH EDUCATION. SO, TO MY COLLEAGUES, BOARD MEMBERS ARMSTRONG , YOU JUSTIFIED YOUR REASON FOR VOTING NO, BUT I HOPE THAT IF YOU EVER GET TO GO BACK AND REDO THAT DECISION THE CHILDREN FIRST. I ATTENDED THE CALIFORNIA SCHOOL BLACK EDUCATORS CONFERENCE IN SAN DIEGO. I ALWAYS ENJOY THIS CONFERENCE. THE KEYNOTE SPEAKER WAS ELIJAH DEMOND HE WAS ONE OF THE BEST SPEAKERS I'VE EVER SEEN IN A CONFERENCE. HIS STORY AND EDUCATIONAL JOURNEY HE HAS TAKEN IN HARVARD, OXFORD AND THE SCHOOL OF LAW. HE INSPIRED US WITH STORIES OF HOPE, STORIES OF STRUGGLE, GROWTH, HOW HE OVERCAME A LOT OF OBSTACLES WITH EDUCATION AND THE SUPPORT OF HIS FAMILY TO FIND SUCCESS CONTINUOUSLY. THE -- CONTINUES TO DO AMAZING THINGS. I WAS SO BLESSED TO BE ABLE TO HEAR HIM SPEAK. I ATTENDED A WORKSHOP ON EFFECTIVE SCHOOLBOARD FRAMEWORKS FOR STUDENT OUTCOMES, WHICH WAS OUTSTANDING AND HE GAVE ME SOME NEW IDEAS FOR OUR DISTRICT AND HOW WE MONITOR OUR STUDENT OUTCOMES AND I ATTENDED THE WORKSHOP ON AI AND FOCUSED ON JACKIE PT. I ALSO MADE SOME GREAT CORRECTIONS WITH BOARD MEMBERS AND OTHER TEACHERS FOR THE CALIFORNIA ASSOCIATED -- ASSOCIATION OF BLACK SCHOOL EDUCATORS IS A REALLY GOOD THING. I -- WE RECEIVED PRESENTATION FOR TWO OF THE LAW ENFORCEMENT STUDENTS. THEY DEMONSTRATE HOW TO GET A SUSPECT PATTED DOWN AND HAD TO HANDCUFF THEM. WE RECEIVED AN UPDATE FROM OUR DIRECTOR ON OUR REGISTRATION NUMBERS. CURRENTLY, CULINARY ARTS TED HART -- HEALTH RELATED OCCUPATION IN LAW ENFORCEMENT WHERE THE THREE CLASSES THAT ARE MOST DESIRED BY OUR STUDENTS HERE. LASTLY, [03:20:02] CONGRATULATIONS, WE HAVE A NEW BOYS VARSITY FOOTBALL COACH, KEITH MILLER. IT WAS A ROUGH YEAR THIS YEAR AS AN ALUMNI WATCHING OUR TEAM GO 0-2 AFTER BACK TO BACK CHAMPIONSHIPS. I'M THANKFUL FOR THE NEW LEADERSHIP AND I WILL SPEAK FOR MYSELF AND MANY ALUMNI THAT I TALKED TO THAT OF REACH OUT TO ME THAT WE ARE SUPER EXCITED FOR THIS TRANSITION TO BEGIN AND FOR COACH MILLER TO COME BACK AND LEAD OUR PROGRAM. ALSO, I WANTED TO ASK, I JUST WROTE THIS IN AND I WANTED TO ASK OUR STUDENT BOARD MEMBER IF YOU COULD REACH OUT TO STUDENTS, IF YOU CAN SOMEHOW GET THIS OUT ON YOUR CAMPUS AND ASK OTHER STUDENT BOARD MEMBERS TO GET THIS OUT ON CAMPUS. MAYBE IN THE ANNOUNCEMENTS OR SOMETHING THAT WE ARE GOING TO HAVE A PUBLIC HEARING ON CELL PHONES. THIS IS THE TIME FOR STUDENTS TO BE ABLE, I KNOW PEOPLE MIGHT BE CRINGING, THOUGH SHE DID NOT INVITE 5000 KIDS, BUT I AM GOOD I WOULD LIKE TO HEAR PEOPLE COME OUT AND GET THEIR OPINIONS SO THAT I CAN MAKE A MORE EDUCATED DECISION ABOUT WHAT WE SHOULD DO. THIS IS A TOUGH ONE AND PEOPLE ARE GOING TO BE EXCITED, BUT FRUSTRATED. THERE IS GOING TO BE A LOT OF EMOTIONS. SO IF YOU COULD REACH OUT TO STUDENTS, PLEASE ASK THEM TO COME TO OUR PUBLIC HEARING AND TO TALK ABOUT THIS ISSUE. I HOPE EVERYONE HAD A BOUT HAPPY VETERANS DAY, I WANT YOU THANK OUR MILITARY AND EVERYONE WHO CHOSE TO SERVE OUR COUNTRY. I APPRECIATE YOU TREMENDOUSLY. THANK YOU SO MUCH. >> THANK YOU . I WENT TO THE CONFERENCE, AS WELL. AI IMPLICATED LEARNING. A LOT OF DANCING, IT WAS A GOOD TIME. GREAT CONFERENCE. GLAD I WENT. A LOT OF NETWORKING, A LOT OF TALKING TO OTHER DISTRICTS. I THINK THAT IS SOMETHING THAT ALL BOARD MEMBERS REALLY ENGAGE WITH TALKING TO OTHER DISTRICTS, GETTING IDEAS, BRINGING THEM BACK TO OUR DISTRICT. I TALKED TO A FEW DIFFERENT PEOPLE THAT WERE PART OF DIFFERENT FOUNDATIONS AND REALLY PICKING THEIR BRAINS AND GETTING THE EXPERTISE AND BRINGING THAT KNOWLEDGE BACK TO MAKE BETTER DECISIONS IS REALLY IMPORTANT. IT IS A GREAT CONFERENCE, IT IS ABOUT TWO WEEKS, ANYTHING. MISS STEWART PUSHED ME TO GO. IT WAS A GOOD TIME. THE APPLICATION IS UP BUT IT IS ON THE WEBSITE. I HOPE WE GET A NICE GROUP OF PEOPLE TO APPLY AND BE A PART OF THAT. I WENT TO THE DOWNEY FOOTBALL GAME AND WHAT WAS COOL ABOUT THAT IS NOT ONLY DID WE WIN, BUT I WAS ABLE TO TOUR THE DOWNEY STADIUM FACILITY WITH PRINCIPAL DIAZ. IT WAS NICE, I FEEL THE EXCITEMENT COMING FROM HIM AND THE TEAM AND VISUALIZING WHAT I COULD LOOK LIKE. I WENT TO THE AWARD OF VALOR EVENT. THAT IS ALWAYS GREAT. I KNOW THEY APPRECIATE THE LAW ENFORCEMENT AND THEY DO NOT SHY AWAY FROM THAT. THEY DO A LOT OF COMMUNITY SAFETY AND I LOVE GOING TO THOSE EVENTS, THE ONES THAT THE CITY THROWS EVERY YEAR. I WAS GOING TO SAY SIMILAR TO MY COLLEAGUES, I WANT TO LOOK IN THE REARVIEW MIRROR TOO LONG. BUT BECAUSE IT HAPPENED, IT IS STILL ASHAMED THAT WE DID NOT GO OUT BUT I'M GOING TO BE A BIG ADVOCATE IN 26. I WILL SAY THAT RIGHT NOW. WE NEED IT. MISSED AN OPPORTUNITY. IT IS GOING TO BE EVEN HARDER IN THE MIDTERM. THEY TOLD US THAT WHEN THEY PRESENTED ON IT BEFORE AND WE MISSED THAT OPPORTUNITY BUT WE WILL NOT MISS IT AGAIN. STAFF, BOARD, COLLEAGUES, REALLY NOT ONLY GET THAT BOND ON THE 26, BUT ALSO EARN THE VOTE BECAUSE THEY WILL KNOW THAT NOT ONLY DO WE NEED IT, BUT OUR KIDS DESERVE IT. ALSO, LAST THING, CONGRATULATIONS TO MARIA CITROEN AND THANK YOU VERY MUCH TO OUR PTA FOR ALL OF THE WORK YOU DID. YOU WERE OUT ON THE FRONT LINES WALKING AND YOU REALLY PUT A LOT INTO THIS. I AM GRATEFUL FOR ALL THE EFFORT AND THAT WE ARE GOING TO MAKE THIS DISTRICT THE BEST IT COULD POSSIBLY BE WITH YOUR HELP. SO, THANK YOU. WITH THAT, WE WILL [03:25:08] BE HAVING A SHORT -- AND WHEN WE HAVE ONE INFORMATION ITEM AND THAT I BELIEVE YOU'RE GOING BACK IN THE CLOSED SESSION. >> DOES THE BOARD HAVE ANY [3. CLOSED SESSION (Part 2 of 2)] QUESTION REGARDING THE INFORMATIONAL ITEM? NO? AT THIS TIME, THE BOARD WILL * This transcript was compiled from uncorrected Closed Captioning.
