TONIGHT WE DO HAVE SOME REQUESTS TO ADDRESS THE BOARD.
I WILL GIVE YOU THE SPIEL. WHILE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS THEY ARE OPEN TO THE PUBLIC.
INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADJUST THE BOARD ON EACH AGENDA ITEM OR NON-AGENDA ITEM AND THE BOARD WILL LIMIT THE TIME FOR PUBLIC INPUT TO 20 MINUTES OR BOARD BYLAW 9322.2. I DO APOLOGIZE IF I GET THE NAME WRONG -- WELCOME. PLEASE COME RIGHT UP TO THE PODIUM. PUSH THE BUTTON ON THE BOTTOM RIGHT TO TURN ON THE MICROPHONE.
>> HELLO. MY NAME IS --. IME -- I AM A PARENT OF A STUDENT AT -- ELEMENTARY SCHOOL. HE TURNED SIX TODAY. HE ATTENDED PRESCHOOL FOR YOUR THEN WENT ON TO ATTEND KINDERGARTEN AT -- IN INGLEWOOD. WHEN I MOVED TO BELLFLOWER HE WAS AUTOMATICALLY PLACED IN KINDERGARTEN. I'M CONCERNED BECAUSE WHILE AT -- HE WAS AN EXCEPTIONAL STUDENT AND IT WAS PLANNED BEFORE WE WOULD MOVE HIM TO FIRST GRADE. BUT WE MOVE TO BELLFLOWER FROM INGLEWOOD AND I ADDRESS THIS WITH THE TEACHER AND SHE TOLD ME SHE NEEDED TO DO SOME TESTING. I SAID, OKAY, FINE. I MET WITH THE TEACHER AGAIN DURING THE PARENT-TEACHER CONFERENCE AND SHE SHOWED ME HIS PROGRESS REPORT AND TOLD ME THAT, YES, SHE AGREED WITH ME THAT HE IS WAY ABOVE KINDERGARTEN LEVEL AND IT IS OKAY FOR HIM TO BE MOVED TO RAID ONE AND I SHOULD SPEAK TO THE PRINCIPAL AND SHE WOULD ALSO FOLLOW UP. I SPOKE WITH THE PRINCIPAL -- I SCHEDULED A MEETING WITH THE PRINCIPAL. SHE TOLD ME, NO, BECAUSE ACCORDING TO HER THAT RESEARCH HAS SHOWN STUDENTS WHO GET PROMOTED LIKE THAT ARE AFFECTED IN THE FUTURE. HE HAS A SOCIAL SUPPORT SYSTEM HE NEEDS. HE IS SURROUNDED BY EDUCATORS TO SUPPORT THEM IN WHATEVER WAY HE NEEDS. AND IF IT DOESN'T WORK OUT IT IS FINE, YOU COULD JUST PULL THEM BACK TO KINDERGARTEN.
BUT I WANT HIM TO BE MORE CHALLENGED. THE REPORT FROM HIS SCHOOLTEACHER SHOWED HE ALREADY KNOWS ALL OF HIS ALPHABET. HE CAN WRITE FROM ONE TO 100. HIS NAME. HE CAN EVEN READ THREE LETTER WORDS. HE CAN DO ADDITION AND SUBTRACTION IN 10 DIGITS. HE DOESN'T EVEN GET HOMEWORK BECAUSE HE KNOWS ALMOST EVERYTHING HE IS SUPPOSED TO KNOW AND I FEEL LIKE THE BOY IS LOSING HIS ENTHUSIASM FOR SCHOOL. BEFORE NOW HE CAME BACK LIKE I NEED TO GET THIS RIGHT. IF HE MISSES SOMETHING WANTS TO GET IT. BUT NOW IT'S LIKE, I ALREADY KNOW IT. I ALREADY KNOW IT. AND I AM CONCERNED. THE PRINCIPAL SAY NO BECAUSE OF EMOTIONAL -- WE MET AGAIN AND SHE STATED, YES, ACADEMICALLY HE IS OKAY TO GO, BUT EMOTIONALLY HE IS NOT YET I FEEL LIKE IF HE IS EXPOSED TO FIRST GRADE STUDENTS HE WOULD
[00:10:02]
START ACTING LIKE A FIRST GRADE KID. HE HAS AN ANNUAL SISTER AT HOME AND WHEN YOU LOOK AT AND YOU CAN EVEN TELL THAT HE IS JUST SIX. I FEEL LIKE BECAUSE HE IS IN KINDERGARTEN THAT IS WHY HE BEHAVES LIKE THAT. IF HE MOVES TO FIRST GRADE I FEEL LIKE HE WOULD BE ABLE TO TAKE UP THIS CHALLENGE. I JUST WANTYOU GUYS TO LOOK INTO IT. >> THANK YOU FOR SHARING WITH US. STAFF, IF YOU COULD PLEASE FOLLOW UP AND MAKE SURE WE HAVE YOUR INFORMATION SO WE CAN FOLLOW UP WITH YOU. THANK YOU
VERY MUCH. I APPRECIATE IT. >> THANK YOU.
>> WE WILL FOLLOW UP. >> THANK YOU VERY MUCH. MAY I HAVE JAMES HOWELL TO THE PODIUM. WELCOME, JAMES.

SHARE INSPIRATIONAL MESSAGE. >> THANK YOU. GOOD EVENING, BOARD PRESIDENT, BOARD MEMBERS, INTERIM SUPERINTENDENT, CABINET, AND ESTEEMED GAS. I AM THE PRINCIPAL OF THOMAS
[00:15:05]
JEFFERSON. IT IS AN ABSOLUTE PLEASURE TO STAND BEFORE YOU TODAY TO SHARE AN INSPIRATIONAL MESSAGE AND CELEBRATE ONE OF OUR REMARKABLE STUDENTS. AS WE GATHER THIS EVENING I AM INSPIRED BY THE CITY'S MISSION OF GROWING TOGETHER AND DISTRICT CORE VALUE OF COMMUNITY. THESE GUIDING PRINCIPLES MOTIVATE US TO CULTIVATE ENVIRONMENTS WHERE RESPECT DRIVES AND LEARNING FLOURISHES THROUGH POSITIVE RELATIONSHIPS WITHIN OUR COMMUNITY. AT THOMAS JEFFERSON WE HAVE THE HONOR OF SERVING FAMILIES WHO HAVE BEEN THE FOUNDATION OF OUR COMMUNITY FOR GENERATIONS. IN FACT, NEXT YEAR I MAY WELCOME MY VERY FIRST KINDERGARTEN STUDENT WHO IS A CHILD OF A FORMER STUDENT. IT IS INCREDIBLE HOW TIME PASSES.WHAT TRULY DISTINGUISHES US IS THE EXCEPTIONAL BLEND OF SMALL-TOWN WARMTH WITHIN A VIBRANT URBAN LANDSCAPE. THIS UNIQUE CHARACTERISTIC FOSTERS A PROFOUND SENSE OF BELONGING IN OUR SCHOOLS. WE ALSO HAVE THE JOY OF WELCOMING NEW FAMILIES WHOSE EXPERIENCE ENRICH OUR COMMUNITY. TOGETHER THE LONG-STANDING FAMILIES AND THE NEWCOMERS ARE SHAPING BELLFLOWER INTO A PLACE OF FAMILY TOGETHERNESS AND PRIDE.
THE SENSE OF BELONGING BRINGS ME TO OUR STUDENTS HIGHLIGHT TODAY. IF WE COULD SHOW THE PRESENTATION PLEASE. I AM EXCITED TO SHARE THE INSPIRING STORY OF A STUDENT WHO EMBODIES THE SPIRIT OF PERSEVERANCE AND COMMUNITY. KAYLEE NICHOLAS.
THIS MONTH WE ARE THRILLED TO SHINE THE SPOTLIGHT ON KAYLEE SAN NICOLAS, AN EXCEPTIONAL STUDENT HIS DEDICATION AND PASSION ARE TRULY INSPIRING. A FOURTH GRADER AT THOMAS JEFFERSON ELEMENTARY, KAYLEE SIGNIFICANTLY -- THE MISSION IS A COMMITMENT OF EXCELLENCE BOTH INSIDE AND OUTSIDE THE CLASSROOM. HER FAMILY EMBODIES A REMARKABLE BLEND OF COMMUNITY SPIRIT AND PERSONAL GROWTH. HER FATHER WITH HIS WORK AT KINGDOM CAUSES OF BELLFLOWER IS DEEPLY INVESTED IN MAKING A POSITIVE IMPACT WHILE HER MOTHER'S NEIGHBORHOOD POTLUCK FOSTERS A SENSE OF UNITY AND CONNECTION AMONG LOCAL FAMILIES. TOGETHER WITH HER MOM KAYLEE ALSO HOST A HOMEWORK CLUB PROVIDING VALUABLE SUPPORT TO CHILDREN IN NEED OF ACADEMIC HELP. THIS COMMITMENT TO BUILDING CHARACTER, RESPECTING OTHERS, AND SHOWING COMPASSION REFLECTS THE CORE VALUES THAT DEFINE THEIR FAMILY LIFE. CREATING A NURTURING ENVIRONMENT THAT EXTENDS BEYOND THEIR OWN HOME AND INTO THE WIDER COMMUNITY.
HER ACADEMIC ACHIEVEMENTS ARE IMPRESSIVE. BUT WHAT TRULY SETS HER APART IS UNIQUE LIFE EXPERIENCE. HAVING LIVED IN SEVERAL DIFFERENT LOCATIONS MOST RECENTLY MOVING BACK FROM CHINA SHE BRINGS A RICH PERSPECTIVE TO HER STUDIES AND A GENUINE CURIOSITY ABOUT THE WORLD. HER MULTILINGUAL ABILITIES ARE A TESTAMENT TO HER ADAPTABILITY AND DEDICATION TO UNDERSTANDING CULTURE. KAYLEE HAS SHOWN REMARKABLE ADVOCACY SKILLS. ONE OF HER STANDOUT ACCOMPLISHMENTS THIS YEAR HAS BEEN LEADING THE CHARGE TO MOVE OUR BELOVED PIZZA FROM WEDNESDAYS TO FRIDAYS . THIS CHANGE, DRIVEN BY HER KEEN INSIGHT INTO STUDENTS PREFERENCES, HAS BEEN WARMLY WELCOMED BY HER PEERS AND DEMONSTRATES HER ABILITY TO MAKE A MEANINGFUL DIFFERENCE THROUGH HER ACTIONS. MOST RECENTLY SHE ADDED BEING A PLAY WORKS JUNIOR COACH TO HER LIST OF ACTIVITIES. THE LEADERSHIP PROGRAM ENCOURAGES TEAMS OF STUDENTS TO WORK TOGETHER TO LEARN GAMES, PLAY FAIR, AND POSITIVE CONFLICT RESOLUTION STRATEGIES. JUNIOR COACHES ARE THEN EQUIPPED TO TEACH THESE SKILLS AND LESSONS APPROPRIATELY TO CLASSMATES. CONGRATULATIONS, KAYLEE. YOUR HARDWARE, GLOBAL PERSPECTIVE, AND ADVOCACY MAKES YOU AN INVALUABLE MEMBER OF OUR COMMUNITY SCHOOL. WE LOOK FORWARD TO SEEING ALL THE WAYS YOU WILL CONTINUE TO SHINE IN THE FUTURE. LET US CELEBRATE THIS EXTRAORDINARY JUNE THE BEST JOURNEY TOGETHER AS IT EXEMPLIFIES THE POTENTIAL OF EACH OF OUR STUDENTS. THANK YOU, KAYLEE.
>> QUESTION FOR YOU. DO YOU WANT TO TALK ON THE MICROPHONE? THANK YOU FOR BEING HERE. I HAVE THE SAME PROBLEM. IT'S FINE. I HAVE A QUESTION FOR YOU. WHAT MAKES PIZZA BETTER ON

>> THAT GREAT. BY ALL MEANS YOU ARE WELCOME TO STAY FOR THE ENTIRE MEETING. GIVEN YOUR STUDENTS ANY HAVE OBLIGATIONS IF YOU NEED TO LEAVE AT THIS TIME. I THINK YOU BOTH FOR YOUR REPORTS. IT IS NOW TIME FOR STAKEHOLDER COMMUNICATIONS. CAN I CALL CARRIE MCDANIEL TO THE PODIUM? YOU ARE LOSING THE
CROWD, CARRY. WELCOME. >> GOOD EVENING, BOARD PRESIDENT, MEMBERS OF THE BOARD, INTERIM SUPER INTENDANT, MEMBERS OF THE AUDIENCE, VIEWERS AT HOME. THE STANDING COMMITTEE MET LAST WEEK AND HAD A POSITIVE SESSION WITH ALMA.
THERE WERE CHANGES TO HOW WE USED TO DO STANDING COMMITTEE AND FROM WHAT I'M TOLD IT WASN'T ALWAYS VERY PRODUCTIVE SO SHE CAME UP WITH A NEW FORMAT AND SHOWED IT WAS REALLY EFFECTIVE. MET EARLIER TODAY AND NO SPECIAL EDUCATION HAS BEEN MESSY FOR A WHILE, BUT I FEEL WE ARE MAKING PROGRESS AND I APPRECIATE HER TIMELY COMMUNICATION AND THE FACT SHE IS MAKING PROGRESS. THE BARGAINING TEAM ALSO MET LAST WEEK AND AGAIN THIS WEEK. MANY OF YOU MIGHT KNOW THE FIRST COUPLE OF DAYS WERE TOUGH. I REACHED OUT TO RYAN AND WE MET AND DISCUSSED THE NEXT STEPS. MET WITH MY BARGAINING CHAIR AND CREATED A PLAN FOR THE NEXT BARGAINING DATE. BOTH TEAMS ATE
[00:35:01]
BREAKFAST TOGETHER, ICEBREAKER ACTIVITY, AND WHILE THOSE THINGS SEEM VERY SIMPLE I THINK IT MADE A BIG DIFFERENCE FOR THE TEAMS MOVING FORWARD. MY BT EXECUTIVE BOARD VISITED ALL THE SITES LAST WEEKEND TO GET MORE TIMELY FEEDBACK. MY ME TO GO ME DURING THEIR LUNCH TIMES. TEACHERS WERE FREE TO SHARE THEIR CONCERNS OR PRAISES. SOME OF THE THINGS THAT CAME UP WITH A NUMBER OF TEMPO TEACHERS WE HAVE. SOME OF THEM HAD BEEN IN OUR DISTRICT FOR SEVERAL YEARS. I CALLED RYAN AND HE SAID HE WOULD LOOK INTO IT AND I THINK WITHIN A DAY OR TWO HE SAT DOWN WITH ANNA AND CONVERTED 18 TEACHERS FROM TEMP TO PRO TWO.-- HAD MANY HAPPY TEACHERS. TWO TEACHERS HIRED WITH A -- FUNDS.
SOME OF THE THINGS THEY'RE SO WORRIED ABOUT WERE CONCERNED WITH OUR LOWER GRADE TEACHERS ASKING ABOUT --. UP UNTIL THE DISTRICT IS HIRING AS FAST AS THEY CAN. OUR SECONDARY SCHOOLS ARE STILL WAITING FOR MUCH NEEDED MIDDLE SCHOOL PRINCIPAL.
I ATTENDED THE PRESTEL CAT MEETING LAST WEEK. REVIEWED WHAT THE DISTRICT AND STAKEHOLDERS WANTED TO SEE AT OUR NEXT MEETING IN JANUARY. GIVE US UPDATES ON WHAT WE'VE BEEN ABLE TO ACCOMPLISH SO FAR. -- MICHELLE AND I MET THIS MORNING TO DISCUSS THE ATTENDANCE CALENDARS FOR THE NEXT COUPLE YEARS. I APPRECIATE HER WILLINGNESS TO LISTEN TO OUR CONCERNS AND MAKE THE CHANGES NECESSARY. I ATTENDED THE SOUTHEASTERN SERVICE CENTER LISTING LAST WEEK OF THE NEWLY REMODELED OFFICE IN SANTA FE SPRINGS. THE TWO THINGS WE DISCUSSED ON THE IMPORTANCE OF CREATING AN EQUITY TEAM -- I LEARNED A LOT ABOUT BOTH. I HAVE SOME WORK IT OUT FOR ME WHEN IT COMES TO DESIGNING AN EQUITY TEAM AND LEARNING A LOT.
WE GET A LOT OF WHAT WE CAN DO AND NOT ENOUGH OF WHAT WE CAN DO SO TRYING TO GET THAT INFORMATION OUT AND LETTING THE TEACHERS KNOW WILL BE MY GOAL. I APPRECIATE BRAD, AMY, MYRA KEEP THE LINES OF MEDICATION OPEN. I KNOW WE ARE ALL BUSY, BUT THEY ARE REALLY GOOD SEND ANY ATTACKS WITH LET'S TALK OR REACH OUT WHENEVER YOU HAVE A CONCERN. LASTLY I WOULD LIKE TO THROW OUT THAT IN YOUR WORKBOOK THERE IS A LISTING FOR -- GUARDIAN. APPARENTLY PARENT COMPANY FOR BOTH --. BUT THERE HAS BEEN SUCH A HASSLE WITH THE CONTRACT APPROVAL PROCESS AT THE SECONDARY SITES. I HOPE THE DISTRICT WILL LOOK INTO OFFERING TO ALL THE SITES NOW THAT THEY ARE UNDER THE SAME PARENT COMPANY BECAUSE TEACHERS NEED A PROGRAM THAT LIMITS WEBSITE ACCESS AND MONITORS THE STUDENTS ARE DOING ONLINE, ESPECIALLY WITH THE INCREASE OF WEB-BASED PROGRAM PLATFORMS AND SOFTWARE IN OUR PROGRAM. THANK YOU FOR YOUR TIME.
>> PRESIDENT MORGAN TO THE PODIUM. WELCOME, LINDA.
>> THANK YOU. I HAVE PICTURES TO SHARE. GOOD EVENING, EVERYONE. IT IS MY PLEASURE TO ONCE AGAIN GIVE YOU A LITTLE UPDATE ON ALL THINGS PTA. OUR PTA VOLUNTEERS HAVE BEEN BUSY WORKING TOGETHER TO CREATE A SENSE OF COMMUNITY AMONG PARENTS, TEACHERS, AND STUDENTS AND MAKE SCHOOLS OF THOUGHT AND SAFE PLACE FOR OUR STUDENTS. OUR MEMBERSHIP UPDATE YOU WILL NOTICE MOST OF OUR PTA'S I'VE GOT WELL BEYOND THE 100 MEMBERS. AND ALTOGETHER WE HAVE A TOTAL OF JUST OVER 2000.
TONIGHT I ACTUALLY WANTED TO HIGHLIGHT THE -- OUR TEACHERS BECAUSE THE FOUR SCHOOLS LISTED WOODRUFF, FOSTER, THOMAS JEFFERSON, WASHINGTON, THOSE FOUR PTAS HAVE ACHIEVED 100% TEACHERS MEMBERSHIP WHICH MEANS 100% OF THE FULL-TIME TEACHERS AND ADMINISTRATORS HAVE JOINED US PTA MEMBERS. I WANTED TO HIGHLIGHT THAT. PARENTS AND TEACHERS WORKING TOGETHER TO SUPPORT EACH OTHER BENEFITS ALL OF OUR STUDENTS. SO CONGRATULATIONS. A RECAP ON OUR CABINETS FOR THEM. OUR FIRST TRUSTEE AREA CANDIDATES FORM WE HELD. I THINK ALL OF THOSE THAT ATTENDED. ALSO WANTED TO GIVE A THANK YOU TO THE DISTRICT FOR USE OF THE BOARD ROOM. ANTHONY FOR HIS TECH SUPPORT THAT EVENING. THE LEAGUE OF WOMEN VOTERS FOR MODERATING THE EVENT. AND ASH AND HER COMMITTEE FOR PUTTING THE EVENT TOGETHER. THOSE THAT WEREN'T ABLE TO ATTEND OR WATCH THE LIVE STREAM AND IS POSTED ON OUR FACEBOOK PAGE. SO CHECK IT OUT. DO NOT FORGET TO VOTE ON NOVEMBER 5TH. HERE IS THE FUN
[00:40:10]
PART. THIS IS WOODRUFF ELEMENTARIES CHUCK E. CHEESE FUNDRAISER WHERE THEY LITERALLY TOOK OVER CHUCK E. CHEESE. THAT WAS A LOT OF FUN FOR BOTH STUDENTS AND PARENTS ALIKE.THIS IS LINDSTROM'S FUNDRAISER. THEY DID A DOUBLE RUN. MESSY, BUT FUN. THOSE WERE JUST A COUPLE OF THE FUNDRAISERS. PTA, YES WE DO FUNDRAISING. IT IS SO WE CAN PUT ON ALL OF THESE AMAZING PROGRAMS. I HAVE TWO PAGES FULL OF SOME OF THE THINGS I WAS ABLE TO COME WITH OUR PTAS DO THROUGHOUT THE YEAR FOR OUR STUDENTS. AND TEACHERS AND FAMILIES. SOME OF THE PICTURES ARE LINDSTROM'S AND WASHINGTON'S -- TO WORK ON THEIR REFLECTIONS. THEIR ARTWORK. I'M NOT DOING IT? ARE DOING IT? OKAY. THANK YOU. THIS CONTINUES ALL OF THE AMAZING PROGRAMS AND EVENTS. THESE PICTURES -- THAT IS ANY PILES PAJAMA DAY. MOVIE NIGHT AT WASHINGTON. ONE OF LINDSTROM'S ASSEMBLIES. I LOST TRACK. THE BUCKET ASSEMBLY, I BELIEVE. AND THEN, MEMBERSHIP FOR THOSE HAVEN'T JOINED YET, I KNOW MANY HAVE. NEVER TOO LATE TO JOIN. BECOMING A PTA MEMBER DOES NOT MEAN YOU HAVE TO BE ON THE BOARD AND VOLUNTEER EVERY DAY. THERE ARE A FEW OF US CRAZY ENOUGH TO DO SO, BUT IT IS NOT REQUIRED. IT JUST SUPPORTS OUR MISSION ALTHOUGH WE WILL NEVER TURN DOWN ANYONE WHO WANTS TO HELP. OUR PTAS ARE CURRENTLY GEARING UP FOR A LOT OF FOLLOW EVENTS. NEED DONATIONS FOR CANDY AND OTHER WAYS YOU CAN HELP. AND THEN SOME MORE PICTURES. SOME OF OUR BOARD MEMBERS AND STEPHEN FOSTER'S, I THINK THAT WAS THEIR FIRST DAY BACK. TRYING TO SQUEEZE IN AS MANY PICTURES OF THE KIDS AS I CAN. NEXT SLIDE, PLEASE. MENTIONED SOME OF THE STUDENT REPORTS, AS WELL. READ RIBBON WEEK OCTOBER 21ST THE 25TH. I WANT TO ENCOURAGE THE COMMUNITY TO PARTICIPATE BY PUTTING OUT SOME RED RIBBONS.
ALWAYS GOOD TO SEE WHEN HE GO DOWN THE STREET AND ALL OF THE TREES HAVE THOSE RIBBONS ON THERE. THAT FRIDAY ON THE 25TH SOME OF US WILL GET A CHANCE TO TOUR SITES. SEE HOW THE PTAS ARE PROMOTING AWARENESS AND EDUCATION ON THE DANGERS OF DRUGS AND ENCOURAGING STUDENTS TO LIVE HEALTHY, HAPPY LIVES. I THINK I HAVE ONE OR TWO MORE. A LIST OF ALL OF THE FOLLOW EVENTS COMING UP AT OUR SITES. WOULD LIKE TO SEE MANY OF YOU THERE ALTHOUGH SOME ARE ON THE SAME EVENING. BESIDES ALL THE FUN STUFF PLEASE KNOW WE ARE ALSO TAKING CARE OF OUR BUSINESS, HOLDING MEETINGS, TAKING CARE OF OUR FIDUCIARY RESPONSIBILITIES, ATTENDING TRAININGS AND WORKSHOPS, MEETING WITH INTERIM SUPERINTENDENT AND FOLLOWING UP WITH QUESTIONS AND CONCERNS. I THINK THAT IS IT. THANK YOU, AGAIN, FOR ALL OF YOUR SUPPORT AND YOUR TIME.
>> I WENT TO THE BUBBLE RUN AND IT WAS A LOT OF FUN. I THINK THEY RAISED 35,000, MORE THAN THAT JUST THAT ONE EVENT AND IT WAS
[8. SUPERINTENDENT’S REPORT]
ALL DONE BY THE PTA. THANK YOU ALL FOR WHAT YOU DO. IT IS NOW TIME FOR THE SUPERINTENDENT'S REPORT.>> THANK YOU. THIS EVENING I HAVE A REQUIRED REPORT TO GET.
THE DISTRICT RECENTLY COMPLETED THE QUARTERLY UNIFORM COMPLAINT SUMMARY FOR JULY THROUGH SEPTEMBER OF 2024. AS REQUIRED BY THE COUNTY AND AS A RESULT OF THE WILLIAMS SETTLEMENT LEGISLATION. THERE WERE NO COMPLAINTS RECEIVED DURING THIS QUARTER IN THE AREAS OF INSTRUCTIONAL MATERIALS,
[9. DISCUSSION ITEMS]
FACILITIES, OR TEACHER ASSIGNMENTS. THAT IS MY REPORTTHIS EVENING. >> THANK YOU. WE WILL NOW MOVE
ON TO DISCUSSION ITEMS. >> THANK YOU. THIS EVENING WE
[00:45:09]
HAVE THREE DISCUSSION ITEMS. LET'S BEGIN WITH OUR FIRST ITEM WHICH IS ITEM 9.1, FIRST READ OF A REVISED BOARD POLICY 9230, ORIENTATION. AT THIS TIME I WILL TURN IT BACK OVER TO BOARD PRESIDENT TO OPEN IT UP FOR DISCUSSION.>> THANK YOU. THIS IS A POLICY -- OF THIS IS OUR FIRST READ. I BELIEVE I WAS THE ONE WHO PULLED THIS ONE AND I THINK IT WAS -- MY COMMENT WAS VERY SHORT. IT WAS JUST A WORD CHANGE. ONE OF THOSE. OKAY. IT IS THE FIFTH PARAGRAPH.
SUPERINTENDENT DESIGNEE MAY OFFER INCOMING BOARD MEMBERS A TOUR OF DISTRICT SCHOOLS AND FACILITIES AND INTRODUCE THEM TO DISTRICT AND SCHOOL SITE ADMINISTRATORS AND OTHER STAFF.
ALL OF THE OTHER PARAGRAPHS ARE SHALLOW. I WOULD LIKE TO CHANGE THAT FROM MAY TO SHOWER. I THINK IT IS REALLY IMPORTANT THAT BOARD MEMBERS CURRENTLY AND INCOMING UNDERSTAND OUR SITES AND VISIT OUR SITES. I WOULD LIKE TO MAKE THAT SOMETHING YOU SHALL OFFER RATHER THAN MAY OFFER. ANY OTHER COMMENTS FROM THE BOARD ON THIS POLICY? NO? OKAY. THE BOARD IS OKAY WITH THAT DIRECTION TO STAFF? YES? OKAY.
>>'S WE WILL MOVE ON TO OUR NEXT DISCUSSION ITEM WHICH IS 9.2, FIRST READ OF REVISED BOARD POLICY BY LAW 9310, BOARD POLICIES. AGAIN, I WILL TURN THAT BACK OVER TO PRESIDENT FOR
DISCUSSION. >> THANK YOU. ANY COMMENTS FROM
THE BOARD? >> I HAVE ONE. I WAS JUST LOOKING AT THE SECOND PARAGRAPH. I DON'T KNOW THAT I HAVE ANY CHANGES WERE, BUT IT SAYS THE BOARD SHALL ENSURE DISTRICT POLICIES ALIGN WITH THE DISTRICT VISION AND GOALS.
AGAIN, I DON'T EVER BELIEVE WE HAVE TALKED ABOUT THE VISION OR GOALS AS FAR AS CHANGING THOSE AS A BOARD. I STILL THINK WE SHOULD LOOK AT THAT. THANK YOU.
>> THANK YOU, VICE PRESIDENT STEWART. I PULLED THIS ONE . IT WAS MORE OF ONE OF THE THINGS I NOTICED WHEN WE DID THE GLOBAL ADOPTION POLICY WAS IT WAS VERY DIFFICULT TO GO BACK AND FIND OUR PREVIOUS POLICIES TO SEE WHAT THEY WERE BEFORE THEY WERE REVISED. ONCE THERE REVISED IN OUR CURRENT SYSTEM THAT IS IN.
WE ONLY SEE WHAT WE HAVE AFTER THE APPROVAL. BUT TO LOOK BACK IN TIME TO SEE WHAT IT WAS IS VERY DIFFICULT. WHAT I WOULD LIKE TO SEE IN THE POLICY IS THIS IS ALL ABOUT HOW WE DEVELOP THE POLICIES AND HOW WE UPDATE THEM. I WOULD LIKE TO SEE A STANDARDIZED PROCESS OF ARCHIVING OUR POLICIES TO MAKE SURE THAT WE HAVE FORMER POLICIES ARCHIVED LOCALLY IN DISTRICT. THAT IS SOMETHING I SAW THIS POLICY AND SAW DURING THIS PROCESS WAS REALLY HARD TO GET -- I SEE THAT AS PROBLEMATIC IN A LOT OF DIFFERENT WAYS, A LOT OF SCENARIOS. THAT IS SOMETHING I WOULD LIKE TO SEE. IF MY COLLEAGUES HAVE COMMENTS ON THAT.
>> I AGREE WITH YOU ON THAT. BECAUSE THE HISTORY BEHIND HOW THE POLICY CHANGES WOULD BE VERY IMPORTANT, ESPECIALLY IF WE CHANGED IT FROM SOMETHING AND ALL OF A SUDDEN REVERT BACK TO IT. THE HISTORY BEHIND IT. I AGREE WITH ARCHIVING IT.
>> THANK YOU, MISS ARMSTRONG. >> THE ONLY OTHER THING I HAVE WAS DOWNWARD AS NUMBERED ONE, TWO, THREE, FOUR, FIVE. I'M LOOKING AT NUMBER THREE. IT SAYS THE BOARD MAY HOLD DISCUSSION DURING PUBLIC BOARD MEETING TO GAIN AN UNDERSTANDING OF THE ISSUES AND PROVIDE INITIAL DIRECTION TO THE SUPERINTENDENT OR DESIGNEE. I JUST WANT TO VERIFY THAT WOULD MEAN THAT THE ENTIRE BOARD WOULD HAVE TO COME TO CONSENSUS TO GO TO CONSENSUS. NOT -- WOULD HAVE TO HAVE
[00:50:07]
CONSENSUS, CORRECT? WHAT IF HE TRIES -- WOULD IT BE WISE TOADDED IN THE OR JUST DASHES >> WE CAN ADD THAT.
>> THANK YOU. A GREAT POINT. ANY OTHER COMMENTS FROM THE BOARD? DASH CAM ANY COMMENTS ON THIS POLICY?
>> I AGREE WITH EVERYTHING THAT'S BEEN SAID. THANK YOU.
>> THANK YOU, DOCTOR. ARE WE PRETTY CLEAR ON THE CHANGES THERE? FOR ME IT IS THE ARCHIVING PRACTICES. FOR VICE PRESIDENT STEWART IT WAS THE CONSENSUS. WAS THERE ONE MORE
THING? >> WHAT WE ALL HAVE TO AGREE TO THOSE CHANGES IF GIVEN DIRECTION? ISN'T THAT WHAT I
JUST STATED? >> IT WOULDN'T REQUIRE UNANIMOUS CONSENT. IT WOULD JUST BE CONSENSUS SO MAJORITY.
THAT IS GENERALLY HOW IT OPERATES UNDER THE LAW ANYWAY, BUT WE CAN ADD THAT IN THERE JUST TO CLARIFY IT WOULD REQUIRE MAJORITY TO PROVIDE DIRECTION.
>> COLLEAGUES, WHAT A VOICE -- WOULD A VOICE VOTE -- OR YOU
GOT CONSENSUS? >> VOICE VOTE OR ASK FOR ANY OBJECTIONS OR OPPOSITION. THAT WOULD SUFFICE.
>> ANY OBJECTIONS TO THOSE CHANGES? OKAY. GREAT.
>> PLEASE REMEMBER THOSE SUGGESTIONS WILL COME BACK FOR SECOND READS UP THERE IS AN ISSUE AT THAT TIME WHEN WE TAKE THE BOAT WE CAN LOOK AT CORRECTIONS, AS WELL.
>> GREAT. THANK YOU. I THINK WE MOVE ONTO THE NEXT ONE.
>> THE THIRD ITEM TONIGHT IS THE FIRST READ OF ITEM 9.3, REVISED BOARD POLICIES 6185 WHICH IS COMMUNITY DAY SCHOOL.
AGAIN, OPEN FOR DISCUSSION. >> THANK YOU. I PULLED THIS ONE, AS WELL. THE REASON I PULLED IT IS THE POLICY IS ALL ABOUT COMMUNITY DAY SCHOOL AND LAYING OUT WHAT OUR VISION IS FOR THE SCHOOL AND WHAT WE WILL DO IN ORDER TO ESTABLISH THE PROCEDURES AND RUN THAT DAY SCHOOL. I THINK, AND THIS IS SOMETHING THAT WILL COME UP I THINK SINCE WE FORMED THE COMMITTEE ON FUTURE ENROLLMENT AND FACILITIES. I HAVE A LOT OF QUESTIONS ON HOW WE DO OUR COMMUNITY DAY SCHOOL AND WHAT THE FINANCIAL IMPACT IS OF RUNNING SUCH A SMALL COMMUNITY DAY SCHOOL AND THERE ARE ALTERNATIVES. IT IS A TOPIC THAT I WANT THE BOARD TO BE ENGAGED IN AND HEARD ON. I THINK GOING TO THAT COMMUNITY IT WILL BE SOMETHING THAT COMES UP A LOT. MY QUESTION TO STAFF ON THIS POLICY IS THERE A NEGATIVE FISCAL IMPACT IN RUNNING OUR CURRENT COMMUNITY
DAY SCHOOL? >> RENEE, WOULD YOU LIKE ME TO GRAB THAT? OKAY. RIGHT NOW YOU CURRENTLY HAVE A SMALLER POPULATION AT THAT PARTICULAR SITE. I BELIEVE THE CURRENT NUMBERS AROUND NINE. AND YOU HAVE TWO TEACHERS WORKING WITH NINE STUDENTS OF THE FISCAL IMPACT WOULD BE THAT YOU HAVE A VERY LOW STUDENT INVOLVEMENT ASSIGNED TO TWO FULL-TIME
TEACHERS. >> IS THERE ANY OTHER FINANCIAL IMPLICATIONS IN RUNNING THE SCHOOLS OR JUST THE TEACHERS?
>> YOU WANT TO JUMP IN ON THAT ONE?
>> SURE. WE DO HAVE ADMINISTRATION OVER THERE.
SHARED ADMINISTRATION WITH ANOTHER PROGRAM AT THE SITE.
THAT IS AN IMPACT TO IT. AS WITH RUNNING ANY CAMPUS YOU WILL HAVE OTHER PERSONNEL THAT MIGHT BE THERE TO SUPPORT THE CAMPUS, AS WELL. THE TWO IDENTIFIED PERSONNEL RIGHT NOW ARE THE TEACHERS, BUT DEFINITELY THERE ARE OTHER PHYSICAL FACTORS THAT COULD IMPACT HAVING NINE STUDENTS ON
ONE SITE. >> OKAY. IT IS GREAT WE HAVE A SHARED PRINCIPLE -- BUT THERE IS ALSO A POSITION FOR FULL-TIME SECURITY WITH A NINE STUDENTS AT BAY, RIGHT?
>> THAT SECURITY IS AT THE SITE SO THEY COULD BE ASSISTING WITH
BANK AS WELL AS ATC. >> OKAY. BUT IT IS LABELED AS
BAY . >> FOR MOST INSTANCES YOU ARE
DEALING WITH BAY. >> OKAY. AND THE ALTERNATIVE TO US HAVING OUR OWN COMMUNITY DAY SCHOOL -- PROVIDES ONE AS WELL,
CORRECT? >> PROVIDES OTHER OPTIONS STUDENTS WILL BE ABLE TO BE INVOLVED IN. YES.
>> OKAY. I DO WANT TO HEAR MY COLLEAGUES ON THIS ISSUE. BUT I THINK MY RECOMMENDATION WOULD BE TO LOOK INTO WHAT THAT FINANCIAL IMPACT IS AS WE MOVE FORWARD INTO THAT COMMITTEE AND REALLY RE-EVALUATE -- IT IS A GOOD THING WHEN THE POPULATION IS LOW WHICH IS DIFFERENT THAN WHAT WE ARE USUALLY TALKING
[00:55:01]
ABOUT. I THINK LAST MONTH WE WERE AT SIX -- TO MY COLLEAGUES HAVE ANY COMMENTS ON COMMUNITY DAY SCHOOL OR THOUGHTS ON THEFUTURE? >> I DO HAVE A COMMENT. BECAUSE THE BASE CENTER HAS BEEN SOMETHING THE DISTRICT HAS BEEN PROUD OF FOR MANY YEARS, THAT WE OFFER STUDENTS WHO HAVE BEEN EXPELLED OR EXPENDED THAT SUSPENDED THE OPTION TO GO TO BAY -- BECAUSE OF THE GREAT SERVICES AND EDUCATION. THAT IS
MY COMMENT. >> THANK YOU. THAT IS A GREAT POINT. AND YOU BEEN ON THE BOARD FOR A WHILE SO I'M CURIOUS ON YOUR INSIGHT AND PERSPECTIVE. DO WE KNOW THAT SERVICES WERE ABLE TO PROVIDE IN THAT SMALL CAPACITY BETTER THAN WHAT -- PROVIDES HER STUDENTS? DO WE KNOW THAT IT IS
BETTER? >> IF YOU ARE REFERRING TO INDIVIDUALIZED SUPPORT FOR EDUCATION IT MAY BE. I PERSONALLY HAVE NOT VISITED THE FACILITY SO I AM NOT A PERSON I CAN OBJECTIVELY SAY ONE IS BETTER THAN THE OTHER. BUT I HAVE HEARD DIFFERENT STORIES AND MANY PARENTS, ONCE THEY KNOW THE DIFFERENCES IN REGARDS TO SUPPORTING THEIR STUDENT TRANSITION BACK TO THEIR HOME SCHOOL. WEATHER IS NOT SO MUCH DISTANCE. AND ALSO THE FACT THAT TEACHERS AT -- REALLY TAKE SPECIAL INTEREST IN THE STUDENTS AND I THINK THAT IS SOMETHING IMPORTANT TO REALIZE. AND OUR STUDENTS MOVING FORWARD AND EXCELLING IN THEIR ACADEMIC CAREER AS WELL AS EXTRA COUNSELING PROVIDED. AGAIN, I DON'T KNOW WHAT -- OFFERS, BUT I KNOW THAT THAT HAS BEEN SOMETHING OUR DISTRICT HAS BEEN PROUD OF OFFERING TO OUR STUDENTS.
>> THANK YOU. I APPRECIATE THOSE COMMENTS. MY OPINION IS GOING TO BE ONE OF AS WE LOOK TO THE FUTURE REALLY NEEDING TO FIND PLACES TO SAVE MONEY AND BE MORE EFFICIENT WITH OUR MONEY SO WE CAN HAVE THE BIGGEST IMPACT ON THE MOST STUDENTS IN THE AREA I'VE SEEN IS DEFINITELY IDENTIFIABLE.
THAT IS SOMETHING I WOULD REQUEST WE TAKE A LOOK AT GOING FORWARD. OBVIOUSLY WE WANT TO MAKE SURE WE ARE USING HER MONEY IN A WAY THAT WILL MAKE THE BIGGEST IMPACT AND I THINK THAT IS AN AREA WE CAN LOOK AT.
>> I DO HAVE A QUESTION AS TO HOW WE CAME TO HAVE BAY IN OUR SCHOOL DISTRICT IF -- IS ALREADY PROVIDING THOSE SERVICES. I THINK THAT WOULD PROBABLY BE HELPFUL AS WE GO FORWARD. HOW WE CAN HELP THE DISTRICT, BUT ALSO MAYBE KEY PROGRAMS THAT ARE PROBABLY REALLY GOOD FOR KIDS.
>> WHAT I WOULD BE LOOKING FOR IS JUST SOME LEVEL OF CONSENSUS FROM THE BOARD TO AT LEAST LOOK AT THAT AND BRING SOMETHING BACK TO THE BOARD TO CONSIDER. BUT, YES, MS. ARMSTRONG?
>> I JUST WANTED TO JUST SAY I DO KNOW CHILDREN THAT HAVE GONE THROUGH THE BAY PROGRAM AND A LOT OF TIMES THEY ARE CHILDREN WHO GET INTO A LITTLE BIT OF TROUBLE AND THEY RECEIVE THE INTERVENTIONS AND USUALLY THEY GO BACK ON THE RIGHT TRACK. I KNOW WE'VE HAD KIDS ON THE FENCE AND STUFF LIKE THAT, BUT AT THAT POINT THEN THEY GO TO LEGAL. THE BAY PROGRAM I THINK IS MORE REHABILITATIVE AND TRYING TO GET THE KIDS BACK ON THE RIGHT TRACK BEFORE THEY HAVE TO GO TO A COURT SCHOOL.
BECAUSE USUALLY -- SOME OF THE KIDS IN THE PROGRAM, THEY CANNOT BE ON OUR SCHOOL CAMPUSES BECAUSE OF SOME OF THE THINGS THAT THEY'VE DONE. IN WHICH THE KIDS THAT ENTER INTO OUR BAY PROGRAM AT THAT TIME, THEY DO NOT HAVE THOSE TYPES OF OFFENSES AGAINST HIM. BUT, AGAIN, WE NEED TO LEARN MORE ABOUT IT. THAT WAY WE KNOW THE DIFFERENCES. SO YES, PLEASE
[01:00:04]
LET'S REALLY KNOW WHAT THE BASE CENTER IS ABOUT.>> IF WE CAN ASK FOR A REPORT TO BE BROUGHT BACK TO THE BOARD TO LOOK AT THAT BECAUSE, AGAIN, I SEE IT -- I DON'T KNOW THE DIFFERENCE IN THE QUALITY DIVIDED. I'M VERY IGNORANT OF WHAT THEY PROVIDE. I WOULD HOPE THEY WOULD BE REHABILITATED, AS WELL. I JUST DON'T WANT JUST BECAUSE WE'VE DONE IN THE PAST, THAT TO BE A REASON WHEN THAT MONEY COULD BE MORE IMPACTFUL FOR MORE STUDENTS WE LOOK AT A FOUR TO ONE RATIO WITH OUR TEACHING STAFF TO STUDENTS. WHEN WE TALK ABOUT OTHER POPULATIONS, OUR STUDENT POPULATION. WHEN MONEY IS A CONCERN NOW AND A CONCERN IN THE FUTURE I WANT TO MAKE SURE WE ARE BEING VERY SMART AND INTENTIONAL WITH OUR DOLLARS.
>> I HAD A QUESTION, THEY STUDENTS ARE NOT ALLOWED TO GO TO OTHER SCHOOLS FOR EVENTS, ARE THEY?
>> NO. THEY'VE BEEN EXPELLED WHICH MEANS THEY CAN'T BE ON A COMPREHENSIVE SITE. THE MAJORITY OF THEM. YES.
>> YES BUT I'M IN FAVOR WITH MY COLLEAGUES OF LOOKING INTO
>> JUST TO CLARIFY SO I UNDERSTAND THIS, THIS PARTICULAR POLICY TO COME BACK FOR A SECOND READING. WE ARE NOT CHANGING THE POLICY BUT WHAT YOU WOULD LIKE US ADDITIONAL INFORMATION ON BASE CENTER, CRACK?
>> I THINK THAT CORRECT AND IF ANYTHING WERE TO CHANGE WE WOULD HAVE TO CHANGE OUR POLICY BECAUSE THE POLICY RIGHT NOW IS
TO HAVE BAY -- >> WHAT YOU CAN DO IT ANYTIME.
>> WE COULD BRING IT BACK FOR ANOTHER MEETING.
>> YOU'RE RIGHT. THANK YOU, COLLEAGUES. WE WILL NOW MOVE ON
[10. MAJOR ACTION]
TO MAJOR ACTION. WE HAVE SIX MAJOR ACTIONS THIS EVENING.LET'S BEGIN WITH ITEM 10.1 SECOND READ OF REVISED BOARD POLICY. 440 DISTRICT TECHNOLOGY PLAN. ANY COMMENTS OR QUESTIONS
FROM THE BOARD? >> I HAVE A COMMENT. WHAT WAS CHANGED? I DON'T SEE ANYTHING HIGHLIGHTED.
>> NOTHINGS CHANGED. ACTUALLY PULLED UP POLICY DASHES MORE TO SUNSHINE THE FACT THAT WE HAVE ONE. WE GIVEN DIRECTION TO STAFF TO THAT IS SOMETHING WE DO WANT TO MAINTAIN OUR POLICY AND TO DEVELOP ONE, I BELIEVE.
>> I BELIEVE THE QUESTION LAST TIME WAS ABOUT TO ME ACTUALLY HAVE A THREE-YEAR TECHNOLOGY PLAN. WE TALKED ABOUT ONCE THE TECHNOLOGY DIRECTORS SEEDED IT IS A PROJECT THEY WOULD WANT TO
WORK ON. >> I'M FINE WITH THE POLICY AS IT STANDS. SO IF THERE IS NO OTHER COMMENTS I WILL GO AHEAD
>> MOTION BY GARZA AND SECOND BY ARMSTRONG. ROLL CALL, PLEASE
. >> NEXT MAJOR ACTION THIS EVENING IS 10.2 SECOND READ OF REVISED BOARD POLICY SCHOOL ACCOUNTABILITY REPORT CARD. ANY QUESTIONS OR COMMENTS FROM THE
BOARD? >> THANK YOU. I PULLED THIS ONE JUST TO MAKE SURE THAT WE HAVE SOMETHING THAT WAS IN LINE WITH THE REPORTING FOR -- STUDENTS, AS WELL. PLEASE CORRECT ME IF I AM WRONG. WE CHANGE THE THIRD PARAGRAPH WORDS IS TO USE OR ADOPT THE MODEL TEMPLATE PROVIDED BY THE CALIFORNIA
DEPARTMENT OF EDUCATION? >> I DON'T BELIEVE THERE WERE ANY CHANGES TO THIS OTHERWISE IT WOULD BE UNDER STRICKEN.
WHEN WE TALKED IN OUR LAST BOARD MEETING IT WAS TO ENSURE WE HAVE SOMETHING ON HER WEBSITE THAT WOULD BE IN TANDEM WITH OUR DASHES WE CAN HIGHLIGHT OUR DUAL IMMERSION PROGRAM AND THEIR SUCCESS BECAUSE IT COULD NOT BE PART OF
THIS TEMPLATE. >> OKAY. SO MY QUESTION IS IT DOES SAY THERE COULD BE VARIATIONS OF THE TEMPLATE ITSELF. IS THAT -- WOULD NOT BE CONFUSING TO PARENTS? OR DO YOU
FEEL THAT WOULD BE OKAY? >> THE REASON THEY PUT THAT IN
[01:05:06]
IS THE STATE GIVES US A TEMPLATE AND WE ACTUALLY USE THE STATE TEMPLATE SO THAT WE CAN USE THEIR PORTAL AND ANY CHANGES THEY MAKE WE MAKE SURE WE'VE GOT THEM. FOR EXAMPLE, THERE ARE OTHER COMPANIES THAT CAN CREATE THAT. THERE IS A PLACE CALLED DOCUMENT TRACKING SYSTEM WE USE FOR OTHER THINGS.SO THEY GIVE THAT FLEXIBILITY TO SCHOOLS AND DISTRICTS TO MODIFY THE TEMPLATE FOR WHAT THEY WOULD WANT. OUR GOAL WAS TO STAY WITHIN THE STATE, USE A TEMPLATE, AND THEN TO MAKE SURE THAT WE ARE HIGHLIGHTING THE ACADEMIC PIECES OF FOR OUR
IMMERSION PROGRAM. >> BUT ALL OF OUR SCHOOLS USE THE SAME TEMPLATE
YOU SO MUCH. >> THANK YOU. ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? I WILL ENTERTAIN A
MOTION . >> I MAKE EMOTIONALLY APPROVED
>> MOTION BY MS. ARMSTRONG, SECOND BY STEWART. ROLL CALL,
>> MOTION PASSES. NEXT MAJOR ACTION THIS EVENING IS 10.3 SECOND READ OF REVISED BOARD POLICY. VISITORS AND OUTSIDERS.
ANY QUESTIONS, COMMENTS FROM THE BOARD? MS. ARMSTRONG? OKAY.
ANY OTHERS? I KNOW WE MADE CHANGES LAST TIME. OKAY. IF THERE ARE NO COMMENTS OR QUESTIONS I WILL ENTERTAIN A
MOTION. WEIGHT. >> WOULD BE PRUDENT TO ANNOUNCE THE CHANGE MADE TO THE POLICY.
>> THE CHANGE OF THE POLICY UNDER PARAGRAPH FOUR, PRINCIPAL OR DESIGNEE SHALL PROVIDE A VISIBLE MEANS OF IDENTIFICATION FOR ALL INDIVIDUALS WHO ARE NOT STUDENTS OR STAFF MEMBERS WHILE ON THE SCHOOL PREMISES. CHANGES MADE TO SHALL PROVIDE A VISIBLE NEEDED MEANS OF IDENTIFICATION. I WILL ENTERTAIN A MOTION.
>> DID I? >> MOTION TO APPROVE.
>> SECOND. >> MOTION BY VICE PRESIDENT STUDENT -- TO HER AND SECOND BY GARZA. ROLL CALL, PLEASE.
>> READ OF REVISED WORK POLICY 1250 VISITOR OUTSIDER PASSES.
WE WILL NOW MOVE ON TO 10.4, SECOND READ OF REVISED BOARD POLICY 1330 USE OF SCHOOL FACILITIES. DO I HAVE ANY QUESTIONS OR COMMENTS FROM THE BOARD? I HAVE A QUESTION. AT THE FIRST READ WE TALKED ABOUT OUR POLICY AND HOW WE APPLY IT EQUALLY FOR THOSE WHO ARE LOOKING TO USE OUR FACILITIES.
YOU HAVE ANY UPDATE FROM STAFF REGARDING THE POLICY?
>> WE DO HAVE A CURRENT POLICY IN PLACE, HOWEVER WE ARE GOING TO TAKE SOME TIME TO REVIEW THAT. WE COLLECTED INFORMATION FROM SURROUNDING DISTRICTS TO TAKE A LOOK AT HOW WE MAY WANT TO REVISE THAT. AS SOON AS WE HAVE THAT PREPARED WE WILL BRING IT BACK TO THE BOARD AT A LATER DAY ON AN UPCOMING
MEETING TO REVIEW. >> GREAT. THANK YOU FOR THAT.
IN THE MEANTIME WE WILL KEEP THIS POLICY ON THE BOOKS. I DIDN'T HAVE SO MUCH A PROBLEM WITH THE POLICY WHEN IT WAS MORE ABOUT THE APPLICATION AND THE SCHEDULE ATTACHED TO IT. -- WILL PRESENT THE BOARD ANY CHANGES YOU FIND AS WE DIG INTO
>> ALL RIGHT. I WILL ENTERTAIN A MOTION TO APPROVE POLICY
1330. >> MR. PRESIDENT, DUE TO THE FACT THERE ARE SOME THINGS COMING BACK IT WOULD PROBABLY BE MORE APPROPRIATE TO JUST TABLE THE ITEM UNTIL HE COMES BACK WITH ANY CORRECTIONS. THE CURRENT POLICY WILL STAY IN PLACE. IT JUST TABLES IT SO THAT IF ANY CORRECTIONS ARE MADE IN THE FUTURE THIS ITEM GETS RESERVED.
>> IF WE TABLE IT WE HAVE TO -- IT HAS TO BE DONE BY THE NEXT MEETING OR ELSE THAT DIES IN -- WHAT I DON'T WANT TO DO IS I
[01:10:04]
DON'T WANT TO PUT A TIME CRUNCH ON STAFF TO GET THAT INFORMATION FOR JUST TWO WEEKS SO WHAT IS THE BEST WAY TONAVIGATE THAT? >> YOU CAN MAKE MOTION TO CONTINUE USING THE POLICY AS IT CURRENTLY STANDS.
>> OKAY. I WILL GO AHEAD AND MAKE A MOTION TO CONTINUE TO USE THE POLICY AS IT CURRENTLY STANDS.
>> SECOND. >> WILL CALL, PLEASE.
>> READ REVISED POLICY 1330. NEXT 10.5, SECOND READ OF REVISED POLICY 3260 FEES AND CHARGES. ANY COMMENTS OR QUESTIONS FOR THE BOARD THAT'S FROM THE BOARD? BEING ON I WILL GO AHEAD
AND ASK FOR A NOTION. >> I MOVED TO PASS POLICY 3260.
>> MOTION FROM ARMSTRONG. AND A SECOND FROM DR. ELHESSEN. ROLL
>> SECOND READ OF REVISED BOARD POLICY 3260 FEES AND CHARGES PASSES. MOVING TO OUR LAST MAJOR ACTION ITEM OF THE EVENING 10.6 SECOND READ OF REVISED WORK POLICY 6144 CONTROVERSIAL ISSUES. ANY QUESTIONS OR COMMENTS FROM THE
BOARD? >> I WOULD LIKE -- LIKE THE CHANGES. I THINK WITHOUT BIAS THE STANDARDS ALIGN AND ARE AGE APPROPRIATE. I THINK WE ARE GOOD. THANK YOU.
>> THANK YOU, VICE PRESIDENT STEWART. ANY OTHER COMMENTS FROM THE BOARD? JUST TO GO OVER THE CHANGES, IN PARAGRAPH ONE WE CHANGED OUR STANDARDS ALIGNED AND CROSSED OUT THE STUDENTS AND MATURE ENOUGH AND PUT IN AGE APPROPRIATE FOR STUDENTS INSTEAD OF MATURE ENOUGH. IN PARAGRAPH THREE WE TOOK OUT IMPARTIALLY AND PUT IN PRESENTED WITHOUT BIAS. THOSE WERE THE CHANGES IN THE POLICY. I WILL GO AHEAD AND ENTERTAIN A MOTION TO APPROVE POLICY 6144, CONTROVERSIAL ISSUES.
>> MOTION TO APPROVE. >> SECOND.
>> MOTION BY VICE PRESIDENT STEWART AND SECOND BY MADAME CLERK GARZA. ROLL CALL, PLEASE.
[11. CONSENT AGENDA]
REVISED BOARD POLICY PASSES. AND WE WILL NOW MOVE ON TO THE CONSENT AGENDA. DO I HAVE ANY ITEMS TO WITHHOLD FROM THE BOARD FOR THE CONSENT AGENDA THIS EVENING?>> YES BUT I LIKE TO PULL ITEM 11.13. ITEM 11.14. ITEM 11.15.
11.16, 11.17. AND THAT WILL BE IT.
>> NO MORE? OKAY. VICE PRESIDENT STEWART?
>> I WOULD LIKE TO HOLD 11.12. >> VICE PRESIDENT STEWART WITHHOLD 11.12. MS. ARMSTRONG? ALL RIGHT. DO I HAVE A MOTION TO APPROVE THE CONSENT AGENDA WITHHOLD ITEMS 11.13, 11.14, 11.15, 11.16, 11.17, AND 11.12. WE HAVE A MOTION BY MS. ARMSTRONG. AND A SECOND BY MS. GARZA. ROLL CALL, PLEASE.
>> CONSENT AGENDA AND WITHHOLD THOSE ITEMS PASSES. WE ARE GOING TO GO ON TO WITHHOLD ITEMS THAT I'LL BE HONEST, I
[01:15:04]
THOUGHT WE WERE CLOSER TO THE END AND WE ARE SO WE WILL TAKE A 10 MINUTE WELLNESS BREAK AND BE BACK AFTER THIS>>> BACK FROM OUR BRIEF RECESS IN OPEN SESSION AT 7:19 P.M. WE WILL MOVE ALONG WITH OUR AGENDA. TO OUR FIRST WITHHELD ITEM WHICH IS 11.14, -- NEVERMIND. NOT THE RIGHT ONE. I SHOULD'VE BROUGHT MY GLASSES 11.14, AMENDMENT TO THE ANNUAL
CONTRACT LISTINGS -- >> THE FIRST ONE THAT WAS
PULLED WAS 11.12. >> IF YOU WANT TO GO IN ORDER.
[11.12 PURCHASE ORDERS APPROVAL: It is proposed that the Board of Education approve and ratify the issued purchase orders, as presented on the attachment. ]
11.12. PURCHASE ORDERS FOR APPROVAL. COMMENTS, QUESTIONSFROM THE BOARD? >> I PULLED THIS BECAUSE I HAD A LOT OF QUESTIONS THIS WEEK AND EVEN MYSELF IN MY OWN DIGGING ON THE THINK TOGETHER PROGRAM AND HOW MUCH MONEY WE ARE ALLOCATING. I AM JUST WONDERING IF WE COULD GET A SUMMARY OF THAT AND WHY THE EXPENSES ARE SO HIGH AND THE TYPE OF RESTRICTED FUNDS WE ARE USING. FOR THE PUBLIC SO THEY
HAVE THAT INFORMATION. >> I WILL ASK RENEE TO SHARE LITTLE BIT WITH YOU ABOUT THE FISCAL IMPACT OF THING
TOGETHER. >> THANK YOU VERY MUCH. THERE WERE I THINK FOUR P.O.'S ON THIS APPROVAL REPORT FOR THING TOGETHER. THREE OF THE P.O.'S DO COME OUT OF THE FUNDING THAT IS WHAT WE REFER TO AS AFTERSCHOOL ACES PROGRAM AS WELL AS THE EXTENDED LEARNING OPPORTUNITY PROGRAM THAT OF COME FROM THE STATE OF CALIFORNIA. THOSE ARE BOTH RESTRICTED RESOURCES THAT FUND BEFORE AND AFTER SCHOOL ACTIVITIES. SO THE THINK TOGETHER, AS PART OF OUR PROGRAM AND TO SPEAK MORE TO THE PROGRAM SINOVAC, THOSE FUNDS COME FROM RESOURCES THAT ARE RESTRICTED FOR ONLY BEFORE AND AFTER SCHOOL ACTIVITIES AND HAVE A FINITE END DATE ON THEM SO THEY HAVE TO BE SPENT IN A CERTAIN PERIOD OF TIME. THAT IS WHAT THE MAJORITY OF THOSE RESOURCES ARE. THERE IS ANOTHER P.O. ON HERE THAT IS FOR SERVICES DURING THE DAY THAT DOES NOT COME FROM STATE OR FEDERAL FUNDING AND IT IS TO SUPPORT OUR PLAYGROUNDS DURING THE DAY.
>> THANK YOU FOR THAT. ANY OTHER QUESTIONS? COMMENTS?
NOTHING? >> I HAVE ONE. YOU SAID THAT THEY DO HAVE A FINITE DATE. WHEN WOULD THAT BE?
>> THE EXTENDED LEARNING OPPORTUNITY GRANT IS PROVIDED ON A ONE YEAR BASIS, HOWEVER THEY GIVE US AN ADDITIONAL YEAR TO SPEND THAT. THAT CAME DOWN THE LEGISLATION JUST THIS YEAR.
THE FUNDING THAT WE RECEIVED IN 24-25 THIS YEAR WILL BE GIVEN THROUGH 6:30 -- 6/30 TO SPEND. THE ACES PROGRAM HASN'T ENDED OF 6/30 2025 FOR THIS YEAR HOWEVER, I THINK THE STATE HAS ALLOWED EXPENDITURES THROUGH SEPTEMBER 30TH OF 2025 FOR THAT
PROGRAM. >> SO WE ARE LOOKING AT BY 2026 -- AFTER 630 2026 WE WON'T HAVE THREE OF THOSE ?
>> THAT IS JUST THE CURRENT YEAR FUNDING. THEY'RE BOTH IN LEGISLATION AND THEY WILL CONTINUE TO OPERATE. I AM JUST EXPRESSING THOSE ARE ALL ON THE RESTRICTED SIDE. FUNDING FOR BEFORE AND AFTER SCHOOL AND UTILIZING THEM TOGETHER IS ONE OF OUR PARTNERS. IT IS A PARTNERSHIP PROGRAM ACTUALLY.
WHEN YOU READ THE LEGISLATION THEY TALK A LOT ABOUT PARTNERSHIPS WITH OUTSIDE AGENCIES TO SUPPORT BEFORE-AND-AFTER LEARNING IN OUR SCHOOL DISTRICTS. WE ARE USING THING TOGETHER AS ONE OF OUR PARTNERS.
>> SO THIS IS CONTINUED FUNDING? IT JUST HAS TO BE
>> OKAY. THANK YOU. >> THANK YOU, AND THIS IS A.
>> I KNOW WE TALKED ABOUT HOW THIS FUNDING IS ACES AND -- I GUESS MY ORIGINAL QUESTION I LOVE YOU TO EXPLAIN I KNOW OUR CONTRACT SAYS WE SPEND LESS THAN THIS. WHY IS IT MORE THAN WHAT IT SAYS IN OUR CONTRACT RELATIONSHIPS?
>> IN OUR CONTRACT MATRIX IT IS IN THERE IN TWO PLACES. THERE IS A $4 MILLION SECTION THAT INCLUDES THE NONTITLE SCHOOLS.
WE ALSO HAVE A BUMP IN ENROLLMENT. OUR THING TOGETHER PROGRAM HAS BEEN GROWING SO IT INCLUDES THAT, AS WELL. THERE
[01:20:01]
IS ANOTHER P.O. THAT -- THAT WAS FOR JULY SUMMER PROGRAM AT ALL OF OUR SCHOOL SITES. THEN THERE WAS 1 MILLION P.O. THAT WAS FOR OUR LUNCH SUPERVISION. THEN WE ALSO GET AN ACES GRANT.THE ACES GRANT COMES OUT -- AND WHAT AM -- IS ON OUR CONTRACTS MATRIX IS A LITTLE CONFUSING. THIS IS 95% OF OUR ACES GRANTS GOES TO THING TOGETHER AND THAT HAS A, AND 750,000. THAT IS ALSO FOR OTHER THINGS IN THAT LISTING. SO OUR ACES GRANT IS ABOUT 1.1 MILLION AND 95 WAS A LITTLE OVER 1 MILLION. SO THAT PLUS THE OTHER THREE P.O.'S I TALKED ABOUT, IT IS ALL IN THE CONTRACT MATRIX IS THE BOTTOM LINE. IT IS JUST I BELIEVE THE SECTION THAT SAYS 95% OF ACES NEEDS TO BE CLARIFIED BETTER.
>> SODAS IN THE MATRIX, BUT THERE ARE DIFFERENT DEPARTMENTS BECAUSE THEY ARE DOING DIFFERENT THINGS SO IT COMES OUT OF DIFFERENT LOCATIONS BASICALLY?
>> NOT OUT OF DIFFERENT LOCATIONS, BUT DIFFERENT THINGS HAPPENING THAT THING TOGETHER IS PROVIDING. WHAT WE WERE TRYING TO DO IS WE WERE BUILDING AT THIS YEAR AND ADDING ON THOSE PIECES. WE ARE TRYING TO CONSOLIDATE IT NOW.
THAT IS WHY YOU SEE 4 MILLION IN THERE INSTEAD OF MULTIPLE DIFFERENT THING TOGETHER PIECES ON THE CONTRACT MATRIX SO THAT YOU GET A BETTER UNDERSTANDING OF HOW MUCH WE ARE ACTUALLY
SPENDING. >> OUR SUPPLY IS ALWAYS TAKEN OUT? WE SEE THEM ON HERE. TAKEN OUT OF THEIR ACCOUNT? HOW DOES IT WORK WITH OUR SUPPLIES IF YOU COULD SUMMARIZE THAT?
>> ABSOLUTELY. WE HAVE THE FUNDING AT DISTRICT OFFICE AND OUR DISTRICT OFFICE DEPARTMENT PURCHASES SUPPLIES FOR EACH ONE OF THE SCHOOLS. THAT IS WHY YOU WILL SEE IT MULTIPLE TIMES BECAUSE IT IS GOING TO DIFFERENT PLACES.
>> THANK YOU SO MUCH FOR EXPLAINING.
>> ABSOLUTELY. >> THANK YOU, VICE PRESIDENT STEWART . THANK YOU. I HAVE SOME QUESTIONS ON THAT TOO. I REMEMBER WHEN WE HAD THE INITIAL DISCUSSION TALKING ABOUT INCORPORATING TOGETHER MORE -- EARLY SUPPORT OF BRINGING THEM IN. I LOVE WHAT THEY DO ON THE SITES. I WILL PUT OUT ALL THE P.O.'S ON A MASTER LIST AND I WILL GO AND I JUST KNOW THAT IN YEARS PAST SOME ADDITIONAL P.O.'S WILL COME UP LATER IN THE YEAR. THEN WE WILL HAVE CONTRACT AMENDMENT. US BEING SO EARLY IN THE FISCAL CYCLE I WANT TO MAKE SURE WE KEEP AN EYE ON THAT, BUT I'M CONFIDENT WE ARE. I APPRECIATE YOU DOING ALL OF THAT WORK AND LOOKING AT THE PRACTICES AND CLEANING ALL OF THAT UP. HAVE A BIG JOB TO DO.
THERE IS SOME CLEANING UP TO DO, BUT I APPRECIATE YOU DOING ALL OF THE WORK. I HAVE A MOTION -- GO FOR IT.
>> I'M SORRY. I NOTICED ONE MORE. I APOLOGIZE I DID AND ASKED THIS QUESTION EARLIER. IF YOU NEED TO GET BACK TO ME YOU CAN. BUT ON PAGE 11 I HIGHLIGHTED ALL OF THESE WELLNESS ROOM REFRESH AND AMAZON.COM. I AM WONDERING WHAT
IS THE WELLNESS ROOM REFRESH? >> I WILL HAVE ALMA HELP YOU
WITH THAT. ON PAGE 11. >> THOSE ARE SENSORY ITEMS.
>> SO ALL OF THESE -- BASICALLY FITS IS WELLNESS ROOM REFRESH ALL OF THOSE SITES HAVE SENSORY ROOMS?
>> THEY MIGHT NOT NECESSARILY BE A SENSORY ROOM, BUT SENSORY ITEMS FOR SPECIFIC STUDENT NEEDS IN SPECIFIC CLASSROOMS.
>> OKAY. SO THEY ARE NOT NECESSARILY IN THE WELLNESS ROOMS WE CREATED. THESE ARE JUST ITEMS FOR DIFFERENT WELLNESS ACTIVITIES OR PLACES IN MY SAYING THAT RIGHT? OKAY.
THANK YOU SO MUCH. >> THANK YOU, VICE PRESIDENT STEWART. ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? I WILL ENTERTAIN A MOTION TO APPROVE ITEM 11.12. , PURCHASE
ORDERS APPROVAL. >> MOTION TO APPROVE THE
PURCHASE ORDERS. >> MOTION BY STUART. SECOND BY
[11.13 ACCEPTANCE AND APPROVAL OF ANNUAL DEVELOPER FEE REPORT FOR FISCAL YEAR 2023-2024: It is proposed that the Board of Education approve the Annual Developer Fee Report for fiscal year 2023-2024 as presented on the attachment. ]
>> ITEM 11.12 PASSES. MOVING ON TO OUR SECOND WITHHELD ITEM, 11.13, ACCEPTANCE OF APPROVAL OF ANNUAL DEVELOPER FEE REPORT FOR FISCAL YEAR 2023. 2024. COMMENTS, QUESTIONS FROM THE
BOARD? >> THANK YOU. I PULLED THIS ITEM BECAUSE HAVE A COUPLE QUESTIONS ABOUT IT. THE FIRST
[01:25:01]
ONE IS CAN YOU REMIND US WHAT IS A DEVELOPER FEE?>> I MAY HAVE MISSED AUGUST HELP WITH THAT, PLEASE.
>> DEVELOPER FEE IS HAPPEN TO ANY IMPROVEMENTS THAT HAPPEN WITHIN THE BELLFLOWER BOUNDARIES OR SCHOOL DISTRICT BOUNDARIES THAT RESIDENTS OR COMMERCIAL BUILDINGS THAT ARE MADE TO COMMERCIAL BUILDINGS. SO WHEN YOU GO TO MAKE AN IMPROVEMENT ON YOUR HOME AND YOU GO TO THE CITY TO GET YOUR PERMIT TO DO THAT THERE IS A PORTION OF THOSE FEES THAT GO BACK TO SCHOOL DISTRICTS TO SUPPORT THE FACT THAT THAT MEANING MEAN GROWTH FOR THE SCHOOL DISTRICT. THERE MAY BE ADDITIONAL STUDENTS OR N'T HAVE GROSS. IT COULD ALSO BE ADJUST SUPPORTS FACILITIES AT THE DISTRICT WITH THOSE FUNDS.
>> THANK YOU. MY SECOND QUESTION IS WHERE DOES THIS MONEY GET DEPOSITED? ONCE YOU ACCOUNT FOR?
>> THE MONEY IS IN OUR DISTRICT SITE FUNDS. ACTUALLY DEPOSITED INTO FUND 25. WE TALK A LOT ABOUT THE GENERAL FUND HERE IN BOARD MEETINGS. OUR BASE OPERATIONAL FUND. WE HAVE FUNDS 25 THAT IS FOR DEVELOPER FEES AND THAT IS WHERE WE TRACK
THESE. >> THESE FUNDS, ARE THEY
RESTRICTED, UNRESTRICTED? >> THEY ARE RESTRICTED FOR PROJECTS IN SUPPORT OF SCHOOLS OR IMPROVEMENTS BEING MADE TO
SCHOOLS. >> SO OUR DISTRICT AS SHE MAY NOT KNOW THIS JUST BECAUSE YOU ARE BRAND-NEW WITH US. WHAT ARE SOME OF THE USES? WHERE HAVE WE USED TO THESE IN OUR DISTRICT?
>> HISTORICALLY I HAVEN'T SEEN WE USE THEM FOR A WHILE SO THEY'VE BEEN BUILDING UP IN FUND 25. SO I DO NOT HAVE THE ANSWER ABOUT PREVIOUSLY. BUT I LOOK BACK OVER HISTORY AND THEY HAVEN'T BEEN USED FOR QUITE SOME TIME.
>> SO THIS AMOUNT THAT WE HAVE ON HERE IN OUR AGENDAS IS THE FULL AMOUNT THAT IS IN THERE NOW?
>> THAT IS CORRECT AS OF JUNE 30TH, ANY BALANCE, THAT WAS THE AMOUNT YOU HAVE ON HAND FOR DEVELOPER FEES AND INTEREST
LEADING UP TO THIS COMING YEAR. >> HOW MUCH IS OUR CURRENT
DEVELOPER FEE? >> THE FEES WE COLLECT IN THE
ACCOUNT? >> THE FEES WE COLLECT.
>> 4.79 PER SQUARE FOOT FOR RESIDENTIAL AND $.70 PER SQUARE FOOT FOR COMMERCIAL OR INDUSTRIAL.
>> THE LAST TIME WE INCREASED THE FEE WAS WHEN?
>> THE BOARD INCREASE THE FEE IN JANUARY OF 2023.
>> ALSO, ARE WE ABLE TO DECREASE FEES? OR IS IT SOMETHING THAT JUST GOES UP AND UP AND WE CAN BRING DOWN?
>> I WOULDN'T RECOMMEND WE GO BELOW THE STATE ALLOCATION BOARD ESTABLISHED FEES. THAT IS EXACTLY WHAT THEY ARE FOR, TO SUPPORT OUR DEVELOPMENT AND KEEP UP WITH WHAT WE NEED TO KEEP THE KIDS IN THE DISTRICT. THE DISTRICTS AREN'T ALWAYS RIGHT ON TOP OF INCREASING THE FEES IMMEDIATELY, BUT I WOULD NEVER RECOMMEND THAT WE DECREASE THE FEES.
>> THANK YOU. THOSE WERE ALL OF MY QUESTIONS. THANK YOU, COLLEAGUES, FOR LETTING ME ASK SO MANY.
>> THANK YOU, GARZA. JUST TO BE CLEAR, LOOKING BACK ON THAT FUND, WE HAVEN'T USED THAT FUND FOR A WHILE. IS THAT WHAT
>> ABOUT HOW FAR BACK DID YOU LOOK FOR THAT?
>> I THINK I WENT BACK ABOUT 10 YEARS, BUT I CAN CONFIRM THAT.
>> SO WHEN THEY -- THE INCREASE, DESIGN COME AS AN AGENDA ITEM? ON CONSENT MAYBE?
>> I BELIEVE IT WAS A BOARD RESOLUTION, BUT I CAN VERIFY
THAT, AS WELL. >> OKAY. OKAY. TO BE CLEAR THAT IS EARMARKED FOR FACILITIES AND PROJECTS, IT BUT IT HAS TO BE
USED FOR FACILITIES? >> THAT IS CORRECT.
>> THANK YOU. >> I HAVE A QUESTION.
>> GO FOR IT. >> WHAT IS THE TOTAL AMOUNT
EXISTING RIGHT NOW? >> AS OF JUNE 30TH AND
IMBALANCE WAS $3,994,319.47. >> AND HOW OFTEN ARE THOSE FUNDS DEPOSITED IN THE ACCOUNT?
>> PEOPLE ARE SENT BY THE CITY TO OUR DISTRICT OFFICE TO PAY THEIR DEVELOPER FEES. SO WE COLLECT THOSE AND DEPOSIT THOSE INTO A BANK AS THEY COME IN DURING THE WEEK. THEY GET
DEPOSITED QUITE OFTEN. >> BECAUSE THERE IS A LOT OF DEVELOPMENT IN THE CITY OF BELLFLOWER AND WE ARE CONTINUING TO GROW SO I WAS WONDERING HOW OFTEN.
>> THEY CAN COME AND PAY THEIR DEVELOPER FEES WHEN THEY WOULD LIKE. WE AS A SYSTEM THAT WHEN WE RECEIVE THEM -- YOU CAN GET
[01:30:02]
A PERMIT AND YOU CAN'T MOVE FORWARD WITHOUT PAYING YOUR DEVELOPER FEES. THE RESIDENT CAN PAY THEM WHEN THEY LIKE, HOWEVER THEY CANNOT PROCEED WITH A PERMIT WITHOUT PAYINGFOR THEM. >> THIS ALSO INCLUDES BIG DEVELOPERS FOR PUTTING UP APARTMENT BUILDINGS?
>> THAT IS CORRECT. >> THANK YOU.
>> THANK YOU, DR. ELHESSEN. >> FUND 25 IS JUST THE NAME IT IS CALLED? OR WHAT IS FUND 25?
>> I BELIEVE IT IS CALLED DEVELOPER FEES. I AM PRETTY SURE IT IS FUND 25 DEVELOPER FEES.
>> THANK YOU. >> WEATHER IN LAKEWOOD OR
BELLFLOWER, THE SAME FEE? >> CORRECT.
>> NO OPTING OUT? I HAVE GOTTEN A COUPLE EMAILS FROM CONSTITUENTS ASKING TO WAIVE THEIR DEVELOPER FEE. HAVE WE EXPERIENCE THAT? IS THERE THAT CONVERSATION AT ALL?
>> WE ACTUALLY HAVE RECEIVED A REQUEST. I AM SURE COUNSEL CAN UPDATE YOU ON THAT. WE DO NOT HAVE A PROCESS WHERE WE WAIVE OR DISALLOW IT. THEY BASICALLY NEED TO PAY THAT FEE.
>> OKAY. >> IT IS CALLED CAPITALS FACILITIES FUND, PARENTHESES, DEVELOPER FEES.
>> THANK YOU VERY MUCH. >> YOU'RE WELCOME.
>> THANK YOU. I WILL ENTERTAIN A MOTION TO APPROVE. DID YOU
HAVE ANOTHER QUESTION? >> NO. I THINK THAT IS A VALUABLE FUND TO HAVE TO SUPPORT OUR DISTRICT. THANK
YOU. >> THANK YOU. I WILL NOW ENTERTAIN A MOTION TO APPROVE ITEM 11.13.
>> MOTION BY GARZA. SECOND BY STEWART . ACCEPTANCE AND APPROVAL OF ANNUAL DEVELOPER FEE REPORT FOR FISCAL YEAR
[11.14 AMENDMENT TO THE ANNUAL CONTRACT LISTINGS AND AGREEMENTS – 2024-2025 FISCAL YEAR: It is proposed that the Board of Education approve and ratify the amendments to the Annual Contract Listings and Agreements 2024-2025 Fiscal Year as presented on the attachment.]
>> WE WILL NOW MOVE ON TO THE NEXT WITHHELD ITEM, 11.14, AMENDMENT TO PANEL CONTRACT LISTINGS AND AGREEMENTS FOR FISCAL YEAR 2024-2025. ANY COMMENTS OR QUESTIONS FROM THE
BOARD? I SEE GARZA. >> THANK YOU. I PULLED THIS ITEM JUST BECAUSE I HAVE SEVERAL QUESTIONS FOR STAFF.
THE FIRST ONE IS UNDER INSTRUCTIONAL PROGRAMS. WHY DID WE HAVE AN INCREASE OF $35,000 TO THIS CONTRACT?
>> THE INCREASE WAS TO ALLOW FOR SCHOOL SITES TO OFFER THAT VENDOR DURING NON-THING TOGETHER TIME TO THEIR STUDENTS
AFTER SCHOOL. >> DO WE HAVE AN INCREASE OF
STUDENTS GOING TO THAT? >> ONCE APPROVED IT WOULD BE THE STUDENTS NOT IN THINK THAT WOULD BE ABLE TO GO THERE. SO WE ARE ANTICIPATING -- ANTICIPATED WHAT IT WOULD COST AND THEN ANTICIPATED WHAT IT WOULD COST FOR OUR SCHOOL SITES TO OFFER THAT TO STUDENTS, AS WELL.
>> SO IT WILL BE OFFERED TO THE WHOLE SCHOOL POPULATION?
>> ABSOLUTELY. >> IN QUEUE. I BELIEVE THERE IS ALSO UNDER SPECIAL EDUCATION, THE NEXT PAGE, A STRIKEOUT OF HEALTHCARE SERVICES HOLDINGS. IS THIS A CHANGE OF COMPANY, NAME, JUST MAYBE THE NAME AND DANCE I WILL LET YOU ANSWER
THAT QUESTION FIRST. >> IT IS ONLY A NAME CHANGE.
>> THANK YOU. SO THE SERVICES THEMSELVES, NOTHING IS
CHANGING? >> NOTHING IS CHANGING.
>> THANK YOU FOR THAT. I THINK THAT IS IT. THAT IS ALL MY
QUESTIONS ON THIS ITEM. >> THANK YOU. ANY OTHER QUESTIONS FROM THE BOARD? HEARING NINE I WILL ENTERTAIN A MOTION TO APPROVE ITEM 11.14 , AMENDMENTS TO THE ANNUAL CONTRACT LISTING AND AGREEMENTS 24-25.
>> SO MOVED. >> MOTION BY ELHESSEN. SECOND
BY STUART. ROLL CALL, PLEASE. >> WILL, INC.
[11.15 AMENDMENT TO THE ANNUAL LISTING - MULTI-YEAR CONTRACT AND AGREEMENTS - 2024-2025 FISCAL YEAR: It is proposed that the Board of Education approve and ratify the amendments to the Annual Listing - Multi Year Contracts and Agreements - 2024-2025 Fiscal Year as presented on the attachment. ]
>> MOVING ON TO OUR NEXT WITHHELD ITEM, 11.15. WHICH IS
[01:35:03]
AMENDMENTS TO THE ANNUAL LISTING THE MULTIYEAR CONTRACT AND AGREEMENTS FOR 2024-2025. QUESTIONS FROM THE BOARD?>> ME AGAIN. THANK YOU. I AM LOOKING UNDER LICENSING TECHNOLOGY. MY FIRST QUESTION IS FOR -- DESIGNS LLC. WHAT WILL THEIR SERVICES PROVIDE TO OUR DISTRICT?
>> PLEASE REMEMBER THAT ONE WAS CORRECTED. THE TOTAL AMOUNT SHOULD READ 5000. NOT 10,000. AND THIS IS A SERVICE TO WRITE A GRANT IN ORDER TO ENSURE THAT WE HAVE UPGRADED CAMERAS ON CAMPUS. IF I RECALL CORRECTLY. PLEASE CORRECT ME IF THAT IS
NOT ACCURATE. >> THAT IS CORRECT. THE VENDOR HAS BEEN VERY SUCCESSFUL IN SUPPORT FOR ASSESSMENT, APPLICATION ASSISTANCE, AND GRANT MANAGEMENT AND ADMINISTRATION. IN PARTICULAR FOR SECURITY SUCH AS SECURITY CAMERAS WE WERE LOOKING FOR SUPPORT IN.
>> SO LOOKING FOR GRANT WRITERS TO ENABLE US TO GET MONEY FOR THE CAMERAS? OKAY. THANK YOU FOR ANSWERING THAT QUESTION.
AND THEN UNDER THE SAME HEADING, -- I KNOW THE DISTRICT ALREADY HAS THE PAIR DECK. SO WHAT DOES THAT DO FOR US?
>> PAIR DECK THINK OF AS A SLIDE DECK THAT CAN BE INTERACTIVE WITH STUDENTS SO THEY ARE ABLE TO PUT THEIR ANSWERS IN. THEY'RE ALL DIFFERENT KINDS OF WAYS FOR THEM TO ENGAGE IN FOR TEACHERS TO SHOW WHAT THE ENGAGEMENT IS.
IT IS LIKE GOOGLE SLIDES AMPED UP.
>> OKAY. >> ENDED ALLOWS FOR COLLABORATION CONVERSATION WHICH IS WHY WE LIKE IT SO MUCH BECAUSE IT DOES HELP OUR ENGLISH LEARNING POPULATION.
>> ABSOLUTELY. WILL TEACHERS BEGINNING SUPPORT THROUGHOUT THIS CONTRACT? OR WHAT DOES IT LOOK LIKE?
>> PARA DAC IS PUSHED OUT TO THE SCHOOL SITES AND WE HAD TRAINING A VERY LONG TIME AGO IN PAIR DECK. WE'VE HAD IT FOR A WHILE. SO THIS IS JUST A RENEWAL OF THAT.
>> ANY NEW TEACHERS COMING TO US, WILL THEY ALSO BE TRAINED
ON THIS NEW SYSTEM? >> WE DON'T HAVE THAT IN PLACE RIGHT NOW. IT IS NOT ONE OF THE ONES WE EARMARKED FOR NEW TEACHERS TO GET SUPPORT IN, BUT NEW TEACHERS THAT ARE PART OF INDUCTION COULD ASK YOUR MENTORS FOR THAT SUPPORT. AND ANY REQUESTS WE LOOK FOR WE COULD POSSIBLY HELP THE SCHOOL SITE OUT WITH HOW WE COULD GET ADDITIONAL TRAINING FOR THEM.
>> OKAY. SO THEN WE WOULD HAVE TO MAKE SURE WE COORDINATE WITH OUR NEW TEACHER INDUCTION PROGRAM SO THAT THEY KNOW TO GO
TO THE APPROPRIATE PEOPLE. >> YES. INDUCTION TEACHERS HAVE MENTORS SO THEY WOULD TALK WITH THEIR MENTORS AND SEASONED TEACHERS ON THE CAMPUS KNOW HOW TO USE THE PROGRAM. AND SO WITH THE ADMINISTRATION. THEY WOULD BE ABLE TO HELP SUPPORT THEM.
>> THANK YOU SO MUCH. >> THANK YOU, GARZA.
>> IT IS A REALLY COOL PROGRAM. WE USED IT A LOT DURING DISTANCE LEARNING. I JUST HAD ONE QUESTION. ON THE GRANT WRITING JUST FOR MY OWN KNOWLEDGE, OTHERS IN COMPANIES ONTO GRANT FOR TECHNOLOGY OR OTHER THINGS? COULD ONE GRANT WRITER BE HIRED FOR LOTS OF DIFFERENT THINGS OR ARE THEY
VERY SPECIFIC? >> I THINK THAT REALLY DEPENDS ON WHAT THE GRANT IS BEING WRITTEN FOR. IN THIS PARTICULAR CASE THIS ORGANIZATION IS WELL KNOWN TO WRITE FOR THAT
PARTICULAR GRANT. >> OKAY. THANK YOU.
>> THANK YOU, MS. STEWART. HIS -- THE ONE THAT DOES THE WEBSITE BLOCKING AND SECURITY FOR WEB SURFING?
>> THEY HAVE MULTIPLE PRODUCTS UNDERNEATH HER NAME.
>> SO WE HAVE A CONTRACT WITH THEM DISTRICTWIDE OR BY SITE?
>> WE CURRENTLY HAVE AT MAYFAIR AND BELLFLOWER.
>> AND DO WE HAVE CONTRACTS -- ARE ALL OF OUR CONTRACTS FROM THE SITE DIRECTLY OR ARE SOME OF THEM FROM THE DISTRICT TO
KIND OF STREAMLINE? >> IT IS A MIX. THERE ARE SOME THAT ARE SITE-BASED AND OTHERS DISTRICTWIDE.
>> OKAY. THANK YOU. ANY OTHER QUESTIONS FROM THE BOARD? ALL
RIGHT. >> I MOTION TO APPROVE.
[01:40:01]
>> TO HAVE A SECOND. >> SECOND.
>> MOTION AND A SECOND. TO APPROVE ITEM 11.15. ROLL CALL,
>> ITEM 11.16 PASSES. 11.15. AMENDMENT TO THE ANNUAL LISTING
[11.16 AWARD RECOMMENDATION FOR RFQ #2425-01 CALSHAPE GRANT PLUMBING SERVICES: It is proposed that the Board of Education award the following RFQ #2425 01 to Centrica Business Solutions of Orange, CA in the amount of $2,969,968 as presented on the attachment. ]
MULTIYEAR CONTRACT . MOVING ON TO OUR NEXT WITHHELD ITEM, 11.16, AWARD RECOMMENDATION FOR RFQ 2425-01 CAL SHAPED GRANT PLUMBING SERVICES. QUESTIONS OR COMMENTS FROM THE BOARD? GO FORIT. >> I KNOW I'VE HAD MY QUESTIONS ANSWERED IN A PREVIOUS BOARD MEMO, BUT I JUST WANT TO ASK SO THE PUBLIC IS AWARE OF WHAT I DID ASK. THE FIRST ONE BEING WHEN IS THIS GRANT DEADLINE FOR US TO CHOOSE
A COMPANY FOR THE PROJECT? >> I WILL ASK TO HELP WITH
THESE QUESTIONS. >> THANK YOU. THERE IS NOT A DEADLINE FOR APPROVAL OF THE ENTITY THAT WILL IMPLEMENT THE PROJECT, BUT THE GRANT DEADLINE TO UTILIZE THESE FUNDS IS JUNE
1ST, 2026. >> OKAY. MY NEXT QUESTION IS DID -- COME IN AT EXACTLY 2.9 MILLION IN THEIR OFFER?
>> IT DID. THE AMOUNT ON THE BOARD AWARD IS EXACTLY WHAT
THEY CAME IN FOR. >> SO EXACTLY FOR THE AMOUNT OF
THE AWARD? >> NO. SLIGHTLY OFF. I THINK
THE AWARD IS ABOUT -- >> I DON'T HAVE THAT IN FRONT OF ME. IT WASN'T THE EXACT AMOUNT OF THE AWARD. IT IS PUBLIC INFORMATION THOUGH. EVERY VENDOR KNOWS WHAT WE HAVE
FOR THAT GRANT. >> HOW DID WE SOURCE THIS VENDOR? THROUGH WHAT SERVICE OR PLATFORMS?
>> WE USE A LEGAL BIDDING PROCESS. RERUN IN THE NEWSPAPER FOR TWO WEEKS, ALLOW VENDORS TO COME LOOK AT THE PROJECT SCOPE AND THEN ALLOW TIME FOR QUESTIONS. JUST A NORMAL BIDDING PROCESS. THEY RESPOND TO QUESTIONS, WE RESPOND WITH ANSWERS, AND THEN WE WERE GIVEN THE TWO OPTIONS YOU SEE BEFORE
YOU. >> OKAY. -- AND COME BACK WITH
CHANGE ORDERS? >> OUR PLAN IS TO DO A PHASE IN CONTRACT. ANYONE WHO DOES OF IT CAN COME BACK. THEY CAN RUN INTO PROBLEMS WITH -- THEY HAVE A PRECURSOR AREA LOOK ON HOW THEY ARE BIDDING, BUT OUR PROCESS TO MAINTAIN THE GRANT TORTOISE TO A PHASE IN PROCESS WHERE WE MONITOR EACH OF THE SITES AND ENSURE WE ARE STAYING WITHIN THE CONFINES OF THE GRANT. THE PROJECT PROPOSAL WAS TOLD TO US TO ALREADY HAVE SOME CONTINGENCIES IN THE PROJECT PROPOSAL SO THAT AS YOU PROBABLY KNOW IF YOU'VE DONE ANY WORK AT HOME, PLUMBING ALWAYS COMES WITH SOME UNKNOWNS SO CONTINGENCIES WERE INCLUDED
IN THE PROJECT PROPOSAL. >> THESE CONTINGENCIES, DO WE HAVE ENOUGH IN THE GRANT TO BE ABLE TO COVER THEM?
>> MEANING THEY WERE INCLUDED IN THE PROPOSAL THEY DID. SO, YES, THOSE ARE CONTINGENCIES THAT ARE INCLUDED.
>> OKAY. AND WHO WILL BE MANAGING THIS CONSTRUCTION
PROJECT? >> THIS WILL RUN THROUGHOUT DIRECTOR OF FACILITIES MAINTENANCE OPERATION AND TRANSPORTATION AND WE WILL MONITOR THE PROJECT THAT WAY.
>> OKAY. IT IS NOTHING AGAINST YOUR WORK, THE PRODUCT. I AM ALL FOR IT. I'VE SEEN IT. BUT I AM A LITTLE CONCERNED THAT IT MIGHT MAY BE SPREAD US A LITTLE THIN. IS THAT SOMETHING WE WANT TO GO FORWARD WITH? ARE WE OKAY WITH HAVING OUR FACILITIES MANAGER ALSO OVERSEE THIS? THE ONLY REASON I BRING IT UP IS BECAUSE WE DID RUN INTO SOME ISSUES WHERE THERE WERE AT
[01:45:01]
LEAST THAT I CAN REMEMBER THREE CHANGE ORDERS AND IT WAS A LITTLE BIT HARD FOR US TO MOVE FORWARD WITH IT. AND STAY ONOUR TIMELINE. >> RIGHT. HOW LONG IS THIS
PROJECT EXPECTED TO LAST? >> PER THE GRANT DEADLINE IT HAS TO BE COMPLETE BY JUNE 1ST OF 2026. I IMAGINE THAT THE VENDOR IS SEEKING THAT OUT AS THE ENDPOINT AND GIVING SOME TIME AT THE END TO FINISH PRIOR TO THAT.
>> OKAY. WE'VE DISCUSSED DOING THE BIGGER FACILITIES PROJECTS LIKE HAVING A PROJECT MANAGER COME IN TO MAKE SURE THEY STAY ON TRACK AND EVERYTHING. WITH THIS I AM NOT SURE HOW MUCH IT WOULD PULL. I THINK YOUR CONCERN IS RIGHT. ESPECIALLY WHEN YOU HAVE GREAT STAFF ALWAYS DOING WORK AND PULLING THEM AWAY FROM THAT WORK TO DO SOMETHING ADDITIONAL SOMETIMES GIVING THEM THE SUPPORT THEY NEED IS GOOD, BUT I WOULD LEAVE THAT TO STAFF TO DECIDE IF YOU FEEL EXTRA SUPPORT IS NEEDED, BUT I DON'T HAVE A STRONG OPINION ON IT BECAUSE I DON'T KNOW HOW MUCH IT WOULD TAKE OF THAT TIME.
>> DMI NEED JUST REMINDING EVERYONE TOO THAT THIS IS A PHASING PROCESS. THE ENTIRE PROJECT IS NOT GOING TO BE DONE ALL AT ONCE. THEY WILL GO ONE PORTION OF AN ADDED TIME TO MAKE IT A BIT MORE MANAGEABLE. ALSO TO WATCH THOSE OVERAGES IN THE BEGINNING. I WOULD HOPE THAT WOULD MAKE IT A LITTLE BIT MORE MANAGEABLE FOR OUR CURRENT MANAGER SO WE CAN WATCH JUST A PORTION OF IT HAPPEN AT ONE TIME, NOT ALL OF IT ALL AT
ONCE. >> THAT MAKE SENSE. I KNOW WE HAVE DOS GOING ON TOO AND WE ARE EXCITED ABOUT THAT. THAT MAKES PERFECT SENSE. DR. ELHESSEN, YOU HAVE YOUR HAND
UP? >> YES. THANK YOU. I JUST WANTED TO REMIND THE PUBLIC AND STAFF THAT DURING THE BUILDING OF THIS TEAM DURING COVID SHIPMENTS WERE DELAYED AND IT DID CAUSE A LOT OF CHANGE ORDERS, BUT IT WAS SOMETHING THAT WAS NOT UNDER ANYONE'S CONTROL. THE SECOND POINT I WANT TO BRING UP IS THAT ANY TIME WE WILL DO ANY PROJECTS ON OUR FACILITIES IT IS IMPORTANT TO KNOW IF YOU BRING ANY OUTSIDE PERSON TO MANAGE A PROJECT TO HAS NO KNOWLEDGE OF OUR FACILITIES, WHAT IS NEEDED, HOW THINGS ARE IN PLACE, WHERE THERE ARE WIRES, CONSTRUCTION. I THINK THAT IS MODELED IN ANY CONSTRUCTION THAT CONSTRUCTION PROJECT, KNOWLEDGE ABOUT OUR
FACILITIES. THAT IS ALL. >> THANK YOU FOR THAT. OKAY.
ANY OTHER COMMENTS, QUESTIONS? DO I HAVE A MOTION TO APPROVE
ITEM 11.16? >> MOTION TO APPROVE.
>> MOTION BY MS. ARMSTRONG. I HAVE A SECOND?
>> SECOND. >> SECOND BY DR. ELHESSEN. ROLL
>> ITEM 11.16 WORD RECOMMENDATION FOR RFQ 2425 -01
[11.17 MID-CITIES AMENDMENTS TO ANNUAL CONTRACT LISTINGS AND AGREEMENTS - 2024-2025 FISCAL YEAR: It is proposed that the Board of Education approve the Mid-Cities SELPA Annual Contract Listings and Agreements - 2024-2025 Fiscal Year as presented on the attachment.]
PASSES. MOVING TO OUR LAST ITEM WITH HILTON INCOME 11.17, MIDCITY'S AMENDMENT TO END ALL CONTRACT LISTINGS AND AGREEMENTS 2024-2025 FISCAL YEAR.>> THANK YOU. THIS ONE I JUST HAVE SOME QUESTIONS ABOUT THE CONTRACT. IS THIS A REQUEST FOR SERVICES ONLY BY --?
>> IT IS GOING TO BE, BECAUSE WE ARE THE ADMINISTRATIVE UNIT, BUT IT WILL BE OFFERED TO THE DISTRICT.
>> OKAY. SO IF WE -- AS WE MOVE FORWARD WITH THIS WHO WILL BE
PROVIDING THE TRAINING? >> THE CONTRACT IS TO USE KATIE
NOVAK TO COME DO TRAINING. >> AND AFTER THE TRAINING, WHAT IS THE PLAN? HOW WILL IT BE DISSEMINATED?
[01:50:02]
>> THE INITIAL TRAINING IS INTRODUCTORY SERIES. WE WILL HAVE OPTIONS OF DIFFERENT TOPICS WE WILL HAVE HER PRESENT ON. FROM THERE WE WILL SELECT WHAT WE WANT TO DO MOVING FORWARD WITH A SERIES OF TRAININGS.
>> AND THE TIMELINE FOR THE TRAINING -- ME BACK UP. ARE WE THINKING ABOUT TRAINING THE WHOLE DISTRICT OR JUST SOME
SITES IN PARTICULAR? >> IT WILL BE OFFERED TO --. WE WILL BE OFFERING TO THE DISTRICT. WE WILL WORK WITH A TRAINER TO SELECT DATES AND THEN OFFER TO DISTRICT STAFF.
>> THAT MEANS AT SOME POINT IS IT TO ASSUME OUR TEACHERS WILL
BE TRAINED ON THIS, AS WELL? >> WE WILL HAVE TO DISCUSS A PLAN MOVING FORWARD WITH THAT ON A LARGER SCALE.
>> I'M ASKING BECAUSE I'M ALL FOR IT. I THINK IT IS GREAT.
BUT I WOULD LOVE TO SEE IT AS SOON AS POSSIBLE. WITH OUR
TEACHERS. >> PART OF THE REASON WE INCREASED THAT IS IT BECAUSE IT IS AN AREA OF INTEREST SO HE WANTED TO HAVE THOSE INITIAL TRAININGS AND SEE WHAT THE PLAN
WOULD BE MOVING FORWARD. >> THANK YOU SO MUCH.
>> THANK YOU, GARZA. ARMSTRONG? YOU DID IT AGAIN. ALL RIGHT. DO I HAVE A MOTION TO APPROVE ITEM 11.17? DO I HAVE A SECOND? MOTION BY STEWART. SECOND BY ARMSTRONG TO APPROVE MIDCITY'S AMENDMENTS TO ANNUAL CONTRACT LISTING AND AGREEMENTS 2024-2025 FISCAL YEAR. WILL CALL, PLEASE.
[12. BOARD COMMUNICATIONS]
FOLKS. WE WILL NOW MOVE INTO OUR BOARD COMMUNICATIONS. WE WILL GO AHEAD AND KICK IT OFF WITH A BOARD MEMBER ARMSTRONG.>> THANK YOU, PRESIDENT. WELCOME, EVERYONE. THANK YOU FOR SPENDING THIS EVENING WITH US. WITHIN THE LAST TWO WEEKS I ATTENDED THE TEACHER OF THE YEAR CELEBRATION WITH OUR EXCEPTIONAL TEACHER OF THE YEAR. I THINK YOU GUYS MET HER AT THE LAST BOARD MEETING. MS. EUGENIA THOMAS. IT WAS A NICE EVENT WHERE WE CELEBRATE ALL OF THE EXCEPTIONAL TEACHERS FROM ALL OVER THE COUNTY. IT IS REFRESHING TO KNOW WE HAVE TEACHERS THAT TRULY GIVE THEIR ALL WHEN IT COMES TO MEETING THE CHILD WHERE THEY NEED TO. MANY OF OUR TEACHERS REALLY DO UNCONVENTIONAL THINGS TO MAKE SURE THE STUDENT NEEDS ARE MET.
IT IS ELECTION TIME SO MAKE SURE YOU GO AND ENCOURAGE YOUR FRIENDS AND FAMILIES TO ALSO VOTE. I ATTENDED A FEW FOOTBALL GAMES, BOTH AT MAYOR FAIR HIGH SCHOOL AND BELLFLOWER HIGH SCHOOL. BELLFLOWER HIGH SCHOOL'S HOMECOMING GAME, I HAD THE HONOR OF ESCORTING MY DAUGHTER DOWN THE LANE. I GUESS YOU GUYS SAW SHE WON HOMECOMING CLEAN. OH MY GOODNESS. YOU DON'T UNDERSTAND CYNTHIA. SHE IS A BEAUTIFUL CHILD. I LOVE CHILDREN. ANYWAY I ATTENDED A BOOK FINDING . THE BOOK WAS PEOPLE POWER AND CHANGE AND IT WAS OFFERED BY MARSHALL GANZ.
HE HAS A LOT OF HISTORY WITH ORGANIZING AND FINDING POWER WITHIN PEOPLE. AND SO I HAVE ANOTHER BOOK TO READ. I DO LOVE READING. SO I HAVE A LOT OF READING TO DO. THIS PARTICULAR GUY WORKED SIDE-BY-SIDE WITH CESAR CHAVEZ DURING THE TIME BACK IN THE DAY WHEN THEY WERE ORGANIZING THEIR UNION. SO I WAS REALLY, REALLY EXCITED TO MEET HIM. WHEN I SAW THEM I WAS LIKE I KNEW I KNOW THIS GUY FROM SOMEWHERE, BUT I'D NEVER MET HIM BEFORE. NOW I KNOW HIS ROOTS AND WHERE HE COMES FROM.
VERY EXCITED . I HAVEN'T STARTED THE BOOK YET, BUT I AM GOING TO READ IT. I ALSO ATTENDED ROBERT GARCIA'S LEGISLATIVE UPDATE. AND I AM EXCITED IN HIS TENACITY AND APPROACH TO THE LEGISLATION THAT HE FOCUSES ON. I LOVE THE FACT THAT HE MAKES THE TIME TO MAKE SURE HE GIVES US THE UPDATE AND GIVE HIM THAT EXTRA ENCOURAGEMENT TO INTRODUCE AND
[01:55:01]
REINTRODUCE BILLS AS HE HAS TO. SOMETIMES BILLS JUST ROLLOVER.I AM JUST GLAD HE IS IN FOR THE FIGHT. OCTOBER IS MENTAL HEALTH MONTH. MY COLLEAGUES KNOW I HAVE MENTAL ISSUES. NO. NO.
HONESTLY. REALLY. MENTAL HEALTH IS REALLY -- NOT TO TAKE IT LIGHTLY. LET'S JUST BE REMINDED TO BE KIND TO ONE ANOTHER BECAUSE YOU DON'T KNOW THE STRUGGLES ONE MIGHT BE EXPERIENCING. SO LET'S JUST BE MINDFUL OF THAT. AND THAT IS
IT. THANK YOU. >> THANK YOU, MS. ARMSTRONG. I WILL GO TO BOARD MEMBER ELHESSEN.
>> THANK YOU. I ALSO ATTENDED ROBERT GARCIA'S LEGISLATIVE UPDATE. I JUST WANTED TO ADD ONE OF THE BILLS HE IS SPONSORING I AM REALLY EXCITED ABOUT WHEN IT DOES FINALLY BECOME LAW IS SUPPORTING OUR FOSTER YOUTH. MANY OF YOU KNOW I SUPPORT OUR FOSTER YOUTH AS WELL AS OUR STUDENTS WITH DISABILITIES. THEY ARE CONSIDERED AT RISK BECAUSE WHEN THEY AGE OUT OF THE SYSTEM THEY ARE BASICALLY THROWN ON THE STREETS OR THEY JOIN THE MILITARY AND THEY WILL NOW BE OFFERED THE OPTION OF AT LEAST $1000 A MONTH TO BE ABLE TO SUSTAIN THEMSELVES. I THOUGHT THAT WAS A GREAT STEP FORWARD IN SUPPORTING FOSTER YOUTH. I ALSO ATTENDED TODAY OUR SERVICE ORGANIZATION -- WITH THE CITY OF BELLFLOWER AND I AM VERY PROUD TO SAM PART OF THE WOMEN'S CLUB. THE WOMEN'S CLUB IS REALLY GREAT TO OUR DISTRICT THROUGH THE YEARS AND OFFERING SCHOLARSHIPS, SPECIFICALLY TO OUR HIGH SCHOOL STUDENTS GRADUATING AT MAYFAIR AND ALSO AT BELLFLOWER HIGH SCHOOL. I ATTENDED THE STATE OF THE CITY ADDRESS. GOT UPDATED ABOUT OUR CITY IS IN REGARDS TO FUNDING AS WELL AS LOWERING CRIME WHICH IS ALWAYS SOMETHING POSITIVE TO SUPPORT HERE IN BELLFLOWER. -- OCTOBER HAS MANY RECOGNITIONS. IT IS ALSO NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH. I'M REALLY HAPPY OUR DISTRICT WILL BE SUPPORTING PRESENTATION OF MISS CALIFORNIA. I JUST WANT TO PUT A SHOUT OUT TO OUR SPECIAL ED TEACHERS AS WELL AS PARENTS AND COUNSELORS TO SUPPORT AND PROMOTE STUDENTS COMING OUT TO HEAR HER. SHE IS A WHEELCHAIR USER. OCTOBER 23RD AND 24TH AT 11:45 AT BELLFLOWER HIGH SCHOOL IN THE GYM. AND AT 1130 AT MAYFAIR HIGH SCHOOL. THE MOTTO FOR THIS YEAR IN REGARDS TO NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH IS ACCESS TO GOOD JOBS FOR ALL. I THINK SHE WILL OFFER GREAT INSPIRATION AND UNDERSTANDING OF THE MANY DIFFERENT AVENUES AND OPPORTUNITIES AVAILABLE TO STUDENTS WITH DISABILITIES AND MOVING FORWARD IN THEIR CAREERS, GRADUATING, CONTINUING ON TO COLLEGE OR TRADE PROGRAMS. AND I WILL END IT WITH THAT. THANK YOU.
>> THANK YOU, DR. ELHESSEN. WE WILL NOW MOVE ON TO MADAM CLERK
. >> THANK YOU. I ALSO ATTENDED THE TEACHER OF THE YEAR MENTIONED. IT WAS GREAT TO SEE HOW WE ARE REPRESENTED BY AMAZING TEACHERS. AND HER INSPIRING SPEECH TO US. AND ALSO GETTING TO KNOW HER A LITTLE BIT BETTER WHILE WE WERE THERE. IT IS GREAT TO SEE THAT.
THANK YOU SO MUCH FOR EVERYTHING YOU DO EVERY DAY WITH OUR STUDENTS. I WAS ALSO ABLE TO ATTEND THE ESTATE OF THE CITY. VERY INFORMATIVE. A LOT OF DEVELOPMENT GOING TO BE COMING UP. WE ARE LOOKING FORWARD TO THAT. HOPEFULLY IT WILL INCREASE THE NUMBERS FOR US HERE IN OUR SCHOOL DISTRICT AND FOR OUR FAMILIES. ALSO WENT TO THE BHS AND NHS FOOTBALL
[02:00:08]
GAME. IT IS ALWAYS TOUGH TO ROOT FOR ONE OR THE OTHER SO I JUST WORE NEUTRAL COLORS. A DISTRICT T-SHIRT. BUT I AM LOOKING FORWARD TO THE NEXT YEAR WHERE WE WILL DO IT AGAIN.GOOD JOB TO BOTH FOOTBALL TEAMS. ALSO I WANTED TO SAY BELATED HAPPY NATIONAL CUSTODIAN DAY. I THINK IT WAS OCTOBER 2ND. WE DIDN'T HAVE A MEETING AT THAT TIME SO I JUST WANT TO SAY THANK YOU SO MUCH FOR EVERYTHING THAT YOU DO, AS WELL, ON OUR CAMPUSES. SOMETIMES THERE ARE STUDENTS THAT NEED TO REACH OUT AND TEACHERS ARE UNAVAILABLE OR MAYBE THEY ARE JUST NOT READY TO SPEAK TO THEM. BUT THOSE FACES THEY SEE ON OUR CAMPUSES AFTER SCHOOL, DURING SCHOOL, THEY ARE INVITING AND WARM AND THEY SOMETIMES CAN REACH THE STUDENTS THAT US AS TEACHERS CANNOT. SO THANK YOU FOR EVERYTHING THAT YOU DO. AND THAT IS IT. THANK YOU SO MUCH .
>> THANK YOU, MADAM CLERK GARZA. VICE PRESIDENT STEWART?
>> GOOD EVENING. ON SEPTEMBER 25TH AND OCTOBER 7TH I ATTENDED THE -- MEETINGS. WE HAD A PRESENTATION FROM ONE OF OUR MAYFAIR STUDENTS FROM OUR FIREFIGHTING CLASS.
DEMONSTRATED SOME OF THE SKILLS THEY DO, SOME OF THE TACTICS LIKE GETTING HIS GEAR ON AS FAST AS POSSIBLE AND ONE OF THE EIGHT DIFFERENT TYPES OF KNOCKS THEY LEARN. IT WAS COOL TO HAVE THEM COME OUT AND TALK TO THE BOARD THERE. ON SEPTEMBER 30TH I ATTENDED THE MAYFAIR VERSUS BELLFLOWER FLAG FOOTBALL GAME.
IT WAS CLOSE, BUT MAYFAIR WON. I WANT TO SAY CONGRATS TO BOTH COACHES FOR CREATING GREAT PROGRAMS AT OUR SCHOOLS. ON OCTOBER 7TH I MET WITH PRESIDENT MCDANIELS. SOME OF THE THINGS THAT ARE STILL CONCERNS WITHIN OUR COMMUNITY AND THINGS I'VE TALKED WITH HER ABOUT HIS BEHAVIOR AND DISCIPLINE. I THINK MAYBE JUST A RESET OF OUR EXPECTATIONS WAS STUDENTS, PARENTS, AND STAFF. ANYTIME WE COULD DO THAT WOULD BE GREAT. IT CAN BE JUST A FIVE-MINUTE REMINDER AT THE BEGINNING OF CLASSES ONCE A MONTH, SOMETHING JUST TO GET THE KIDS FOCUS. ONE THING I WAS TALKING WITH HER ABOUT WAS AND WHAT MY SCHOOL ONE THING I REALLY LOVE AS A TEACHER WAS THAT WE HAVE A THREE CONTACT RULE. THE FIRST TIME A STUDENT MISBEHAVES OR IS OFF TASK THEY GET A WARNING, ONE-ON-ONE DISCUSSION, A TIME-OUT, AND WE DOCUMENT THIS IN A LOG. THE SECOND CONTACT WOULD BE A PARENT CONTACT VIA EMAIL, PHONE CALL, NO TOME. AND THIRD, PARENT CONFERENCE. ONCE WE MAKE EXPECTATIONS KNOWN AND WE MAKE THOSE THREE CONTACTS IF THE BEHAVIOR CONTINUES WE SEND THEM TO THE OFFICE. IT WORKS WELL BECAUSE IT PUTS IT BACK ON THE PARENTS TO MAKE SURE THEIR CHILD IS FOLLOWING EXPECTATIONS. IT ALSO NOTIFIES THE ADMINISTRATION ON HOW CONCERNING THESE BEHAVIORS ARE.
WE KNOW WE HEAR A LOT WITH TEACHERS ABOUT BEHAVIOR AND DISCIPLINE. I FEEL LIKE IF WE HAD SOMETHING SET IN STONE AND MIGHT BE ADVANTAGEOUS. I KNOW THERE IS FRUSTRATION WITH ELEMENTARY STUDENTS ARE NOT HAVING THEIR BEHAVIORS DOCUMENTED AND PLACED IN AREAS. HOPE WE CAN CONTINUE TO DOCUMENT THIS -- TALK ABOUT THIS. I DON'T KNOW WHY WE DON'T ALLOW THEM TO BE PUT IN AREAS DIRECTLY, BUT WE NEED TO MAKE SURE WE ARE DOCUMENTING THESE INCIDENCES. I KNOW THERE ARE OTHER CONCERNS WE TALKED ABOUT. I WILL JUST LEAVE THOSE OFF BECAUSE HE KIND OF ALREADY TALKED ABOUT THEM AND YOU ALREADY KNOW WHAT I AM TALKING ABOUT. I ALSO SPOKE WITH -- OCTOBER 7TH AS WELL. I HOPE WE CAN GET SOME BARGAINING DATES ON THE CALENDAR FOR THEM SOON. LAST I WANT TO GIVE PRAISE TO OUR YOUTH FOOTBALL TEAMS WE HAVE IN BELLFLOWER. I SEE THEM OUT THERE WORKING. I DRIVE BY SO OFTEN. THERE ARE SO MANY KIDS OUT THERE AND IT MAKES ME SO HAPPY BECAUSE I FEEL LIKE SPORTS DO SO MUCH FOR OUR KIDS. THEY HAVE EIGHT TEAMS. TEAMS ARE RANGING FROM THREE TO 13-YEAR-OLDS. THE COACHES ARE PARENTS, EX-ATHLETES, SOME ARE EVEN NFL PLAYERS AND PROSE. I APPRECIATE THE TIME AND EFFORT THEY ARE PUTTING INTO OUR COMMUNITY. I HAVE A LOT OF PLAYERS LIVE IN -- SO I JUST WANT TO SAY THANK YOU. PLEASE SPREAD THE WORD IF THERE ANY OTHER FAMILIES INTERESTED IN PLAYING FOOTBALL. THEY HAVE A GREAT PROGRAM. AND THAT IS ABOUT IT. LASTLY I WILL SAY GO DODGERS. WE NEED TO WIN TOMORROW. HAVE A GOOD NIGHT.
>> YOU AND YOUR FOOTBALL. THANK YOU. IT IS A DAD JOKE. SORRY.
[02:05:05]
IT IS GETTING LATE. THE DAD JOKES COME OUT. THANK YOU, VICEPRESIDENT STEWART. >> HELLO, EVERYONE. I AM EXCITED TO BE HERE IS A NEW STUDENT REPRESENTATIVE FOR MAYFAIR. GREAT TO MEET YOU ALL. -- DID A AMAZING RECAP OF WHAT IS TO COME BUT I WOULD LIKE TO HIGHLIGHT A FEW. HOMECOMING IS AROUND THE CORNER.
DAYS. THERE IS ALSO ORGANIZING A BLOOD DRIVE OCTOBER 29TH. AND AS THE PRESENT AND THE FOUNDER OF RED CROSS -- IT IS IMPORTANT TO GIVE BACK TO THE COMMUNITY AND SAVE LIVES. SPEAKING OF THAT , I HELD MY SECOND MEETING TODAY ABOUT EARTHQUAKE SAFETY.
IT IS IMPORTANT TO WHICH BRINGS STUDENTS TOGETHER FOR ACTIVITIES. AND THERE WILL BE TUESDAY. OPPORTUNITY FOR STUDENTS TO GET TUTORED ON ENGLISH ASSIGNMENTS. WITH THAT I AM A STUDENT TUTOR. I WANT TO TAKE A MOMENT TO HIGHLIGHT POSITIVE FEEDBACK I'VE HEARD FROM STUDENTS. THE COLLEGE AND CAREER CENTER IS DOING AN EXCELLENT JOB GUIDING STUDENTS WITH THE COLLEGE APPLICATION PROCESS. ME PERSONALLY, THEY TOLD ME SO MUCH. I WOULD LIKE TO GIVE A BIG SHOUT OUT TO ALL OF THE COUNSELORS AT MAYFAIR DOING A GREAT JOB. AT THIS POINT I HAVE NO CONCERNS ON
CAMPUS. THAT IS ALL. THANK YOU. >> THANK YOU VERY MUCH. YOU DID IT. GREAT JOB. FOR MY REPORT, HONESTLY, ALL OF THE EVENTS -- MOST OF MY COLLEAGUES COVERED THEM. GREAT OFFENSE. KIND OF THE TIME OF THE YEAR WERE THERE IS AN EVENT ALMOST EVERY SINGLE NIGHT. IT TAKES SOME TIME. I JUST WANT TO GIVE A SHOUT OUT TO MY FAMILY WHO LETS ME DO THIS STUFF BECAUSE IT IS A LOT.
ALL OF OUR FAMILIES, THEY ARE THE ONES WHO REALLY ALLOW US TO DO THIS WORK. A COUPLE OTHER THINGS I DON'T KNOW IF THEY WERE BROUGHT UP, BUT I WENT TO THE PERSONNEL COMMISSION MEETING RECENTLY. AND THE LAKEWOOD PUBLIC SAFETY EXPO.
ALSO THE BUBBLE RUN, AGAIN. THEY RAISED OVER $35,000 WITH THIS FUNDRAISER. THE KIDS LOOKED LIKE THEY HAD A BLAST.
MY DAUGHTER HAD A GREAT TIME. I LOVE SEEING THOSE EVENTS. I ALSO WENT TO THE -- LUNCHEON. THAT WAS VERY INFORMATIVE. EVEN THOUGH I DIDN'T MAKE THE PICTURE. NEXT TIME I WILL JUMP IN. A LOT OF EVENTS. IT IS ELECTION TIME. I ENCOURAGE EVERYONE TO GO -- THE CANDIDATE FORM, AS WELL. SHOUT OUT TO THE LEAGUE OF WOMEN VOTERS AND THE PTA FOR PUTTING THAT ON. I ENCOURAGE EVERYONE TO GO OUT AND VOTE. I HAVE A FRIEND WHO IS THAT SHE CALLS IT THE SILLY SEASON. THINGS GET REALLY SILLY. I THINK IT IS REALLY IMPORTANT WE MAKE THE ELECTION PROCESS A POSITIVE ONE. SO I ENCOURAGE EVERYBODY TO STAY POSITIVE AND STAY ENGAGED IN MAKING SURE YOU GET PEOPLE TO VOTE. COUPLE THINGS COMING UP, I AM EXCITED ABOUT THE COMMITTEE ON -- FACILITIES COMING UP. THAT IS A BIG DEAL WHAT THEY ARE DOING. I WANT TO SAY THANK YOU TO OUR CITY PARTNERS BECAUSE THEY ARE SHUTTING DOWN ROADS AND DONATING. BOTH CITIES ARE DOING A LOT. THAT REALLY HASN'T BEEN DONE IN THE CITY OF LAKEWOOD. IT IS A BIG DEAL. WE WILL HAVE FLOATS, THERE IS A FIRE TRUCK. IT IS A BIG DEAL FOR THE STUDENTS. A BIG DEAL FOR THE COMMUNITY, AS WELL. WE WANT TO MAKE IT BIG. IT WILL BE A REAL STATEMENT FOR THE BAND, FOR THE KIDS FOR OUR DISTRICT. REALLY EXCITED ABOUT THAT. I WANT TO SAY A HEARTFELT THANK YOU TO STAFF. YOU HAVE A LOT OF WORK AND YOU DO AMAZING WORK. WE SEE IT EVERY DAY. I KNOW THERE IS
[13. INFORMATION ITEMS]
MORE TO BE DONE. THANK YOU FOR EVERYTHING YOU DO. ALL OF YOU.THAT IS IT FROM ME. WE WILL NOW MOVE ON TO INFORMATIONAL ITEMS. DOES THE BOARD HAVE ANY QUESTIONS REGARDING INFORMATION
[02:10:07]
ITEMS? NO? ALL RIGHT. IF THERE IS NO OBJECTION THIS MEETING IS ADJOURNED AT 8:14 P.M.. UNTIL THE REGULAR BOARD MEETING TO BE HELD ON
