[7. PRESENTATIONS FROM STUDENTS / STAFF / COMMUNITY]

THANK YOU, MS MILOT, THANK YOU FOR BEING HERE TONIGHT. I WOULD NOW LIKE TO CALL PRINCIPAL MS JULIA. SAY IT AGAIN?

>> THAT IS EXACTLY HOW YOU TOLD ME TO SAY IT. THANK YOU. THANK YOU FOR BEING HERE. I -- IS THE MIC ON? THERE'S A LITTLE

BUTTON ON THE RIGHT. >> IT'S ON.

>> GOOD EVENING, BOARD MEMBERS AND SUPERINTENDENT, AND CABINET MEMBERS. MY NAME IS JULIET. I WAS ASKED TO START US OFF WITH AN INSPIRATIONAL MESSAGE, AND I'D LIKE TO DO SO WITH A QUOTE. ONE PIECE OF LOG CREATES A SMALL FIRE. ADEQUATE TO WARM YOU UP. ADJUST A FEW MORE PIECES TO BLAST AN IMMENSE BONFIRE, LARGE ENOUGH TO WARM UP YOUR ENTIRE CIRCLE OF FRIENDS. NEEDLESS TO SAY IN THE MAJORITY COUNTS, BUT TEAMWORK, DYNAMITES. JUST AS THE DISTRICT MODEL, BUSD, UNIFIED AND PURPOSE. REMIND US THAT EVERY ROLE FROM CUSTODIAL STAFF AND NUTRITION WORKERS TO CLASSIFIED UNCERTIFICATED EMPLOYEES PLAYS A VITAL PART IN ACHIEVING A BIGGER STRIDE AND SUCCESSES LIKE THE BONFIRE. WHEN WE WORK TOGETHER AS A TEAM, WE WILL STAY UNITED IN OUR MISSION. LET US CONTINUE TO SUPPORT ONE ANOTHER AND MOVE FORWARD WITH THE SAME SPIRIT OF COLLABORATION. THANK YOU FOR ALL THAT YOU DO.

>> THANK YOU.

>> ALL RIGHT, IT IS NOW TIME FOR STAKE HOLDER COMMUNICATION.

CAN I HAVE THE PRESIDENT, KARI MCDANIEL? COME ON DOWN TO THE PODIUM. THANK YOU FOR BEING HERE. LET'S GO, HURRY UP, COME ON.

>> GOOD EVENING, PRESIDENT CRIHFIELD, MEMBERS OF THE CABINET, MEMBERS OF THE BOARD, AND MEMBERS OF THE AUDIENCE. I USUALLY COME MORE PREPARED, BUT IT'S BEEN A CRAZY WEEK. WE LOOK FORWARD TO MORE PRODUCTIVE PRODUCTION. BTA HELD AN OPEN

[00:05:04]

HOUSE FOR NEW WORK. WE HAD TEN OF OUR NEW TEACHERS COME. IT WAS GOOD TO SEE SOME OF THE NEW FACES WE HAVE HIRED. AND IT WAS CHALLENGING ON BOTH SIDES. WE DID COME TO AN AGREEMENT ON SPECIAL EDUCATION LANGUAGE, AND WE WILL BE SETTING MORE DATES IN THE NEAR FUTURE. TEACHERS ARE LOOKING FORWARD TO ANOTHER P D-DAY TOMORROW AT THE SITES. THE TRAINING FOR SOCIAL SCIENCE TEACHER WAS REALLY GREAT. I ATTENDED YESTERDAY, AND I WAS REALLY IMPRESSED BY THE DBQ PLATFORM AND THE PRESENTER. I JUST WANTED TO SAY HOW IMPORTANT COMMUNICATION IS AND THAT ALL OF US IN THIS ROOM HAVE TECH JOBS. IT'S DEDICATED TO HAVING OPEN COMMUNICATION IN ORDER TO SOLVE CONCERNS, AND I FEEL WHILE SOME OF THESE DISCUSSIONS ARE DIFFICULT, THEY DO MAKE A DIFFERENCE IN THE END, SO THANK YOU AND HAVE A

GREAT EVENING. >> THANK YOU, KAY.

ALL RIGHT, NOW CAN I HAVE COMMUNICATIONS OFFICER, ANTHONY RAMIREZ COME ON DOWN TO THE PODIUM? THANK YOU FOR BEING HERE, ANTHONY.

>> GOOD EVENING. BOARD PRESIDENT CRIHFIELD, MEMBERS OF THE BOARD, SUPERINTENDENT ACEVEDO. MY NAME IS ANTHONY.

I'M HERE TO GIVE YOU A BRIEF UPDATE ON THE HAPPENINGS HERE AT BELLFLOWER UNIFIED SCHOOL DISTRICT. FIRST OF ALL, WE WOULD LIKE TO EXTEND WARM CONGRATULATIONS TO THE CLASS, THE USD CLASS OF THE YEAR, KIM MILOT. HER CONTRIBUTIONS ARE VITAL TO THE COMMUNITY HAD, AND WE'RE HAPPY TO CALL HER OUR COLLEAGUE AND FRIEND. THERE ARE TWO ITEMS WITHIN YOUR CONSENT AGENDA FOR APPROVAL THAT I WOULD LIKE TO RECOGNIZE AT THIS TIME. FIRST ITEM ON YOUR AGENDA, YOUR CONSENT AGENDA THAT I WOULD LIKE TO RECOGNIZE IS 13.3. A MEMORANDUM OF UNDERSTANDING. WE CALL IT AN MOU. IT'S BETWEEN THE DISTRICT AND CSCA. THIS ONE REGARDS TO CLASSIFICATION OF FOOD SERVICE WORKERS. THANK YOU FOR IDENTIFYING THE NEED FOR THESE HARD WORKING PEOPLE TO HAVE MORE SCHEDULED HOURS TO COMPLETE THE INCREASED WORKLOAD. WE THINK THEY DESERVE IT. HOPEFULLY THIS IS ONLY THE BEGINNING OF DISTRICT EFFORTS TO SURVEY THE WORK NEEDS HAD ACROSS ALL CLASSIFIED JOB FAMILIES AND ADDRESS THOSE NEEDS AS WELL. THE SECOND AGENDA ITEM I WANTED TO RECOGNIZE IS ITEM 13.4. IT IS ANOTHER MOU. THIS IS REGARDING HEALTH INSURANCE BENEFITS OF ALL CLASSIFIED EMPLOYEES FOR THE PLAN YEAR. AND AS YOU KNOW, THEY ARE EAGER TO EXPLORE A WIDER RANGE OF HEALTH INSURANCE OPTIONS. WE ARE READY TO PARTNER WITH THE DISTRICT IN SECURING THE TYPE OF INSURANCE BENEFITS THAT WILL ADD TO THEIR ABILITY TO RECRUIT AND RETAIN A QUALITY WORK FORCE. WE APPRECIATE A NEW ENVIRONMENT THAT THE DEPUTY SUPERINTENDENT SMITH HAS BROUGHT TO THE NEGOTIATING TABLE. WE LOOK FORWARD TO RESUMING FULL CONTRACT NEGOTIATIONS VERY SOON. BEFORE I END MY UPDATE ON BEHALF OF CSCA, I ALSO WANT TO EXTEND CONGRATULATIONS TO THE TEACHER OF THE YEAR, EUGINA THOMAS. THANK YOU FOR GIVING ME THE TIME TO UPDATE YOU ON

BUSINESS. >> GREAT, THANK YOU, ANTHONY.

ALL RIGHT, PTA PRESIDENT, LINDA MORGAN, COME ON DOWN. GOOD EVENING, EVERYBODY. I DID BRING SLIDES, SO GIVE IT A MOMENT.

BUT ANY WAY, GOOD EVENING, BOARD PRESIDENT CRIHFIELD, BOARD MEMBERS, INTERIM SUPERINTENDENT, CABINET STAFF, AND COMMUNITY MEMBERS. SO OKAY, THANK YOU. WE DEFINITELY HIT THE GROUND RUNNING THIS YEAR AND A LOT HAS HAPPENED THIS ALREADY. I APPRECIATE THE COMMUNICATION IMPROVEMENTS IN THE COLLABORATION THAT HAS BEEN HAPPENING. KEEPS ME BUSY, BUT I WOULD RATHER BE IN THE KNOW. WHEN THERE IS NOT ENOUGH COMMUNICATION, IT KIND OF OPENS IT UP FOR SPECULATION AND THAT IS WHEN MISINFORMATION COULD GO AROUND VERY QUICKLY. AGAIN, I APPRECIATE THE COMMUNICATION IMPROVEMENTS. OUR PTAS HAVE BEEN VERY BUSY. I'M EXTREMELY GRATEFUL FOR ALL THEIR HARD WORK. THERE IS DEFINITELY A LOT OF EXCITEMENT, AND WE ARE LOOKING FORWARD TO MAKING IT ANOTHER GREAT YEAR FULL OF LEARNING AND FUN. NEXT SLIDE, YEAH, SORRY. BACK-TO-SCHOOL NIGHTS WERE A BIG NIGHT. I APPRECIATE ALL YOUR SUPPORT. WE ARE EXCITED TO SHARE THEIR PLANS AND GOALS THIS YEAR, PROVIDING INFORMATION, OF COURSE, RECRUITED NEW MEMBERS, SPEAKING OF WHICH, OUR NEXT SLIDE. THESE ARE MEMBERSHIP

[00:10:05]

NUMBERS AS YOU CAN SEE, EIGHT OUT OF THE 12 UNITS HAVE PASSED THAT MARK AND BEYOND. THAT WAS AS OF MONDAY. PRETTY SOON I HOPE TO TAKE INTO ACCOUNT THE ENROLLMENT NUMBERS TO MAKE IT FAIR FOR ALL SITES. JUST AFTER A MONTH OF SCHOOL, WE ARE ALREADY AT OVER 1,800 MEMBERS, SO THANK YOU ALL FOR YOUR SUPPORT. NEXT SLIDE. THERE WE GO. THIS IS THE ONE MOST OF YOU HAVE BEEN WAITING FOR. THANK YOU FOR JOINING ALL 12 OF OUR PTAS. IT IS NEVER TOO LATE TO JOIN ONE OR ALL, BUT THANK YOU AGAIN. NEXT SLIDE. SO I ALWAYS ASK FOR PHOTOS FROM OUR SITES.

I'VE ONLY GOTTEN ONE THIS TIME, AND THIS IS THEIR BOOK FAIR WHERE MANY OF OUR PTAS HAVE HELD THEIR BOOK FAIR. AND I BELIEVE THE LAST DAY WILL BE ON MONDAY AT THEIR BOOK FAIR.

WHERE THERE IS A PHOTO AT SOCIAL MEDIA. SO THESE ARE ALWAYS A BIG SUCCESS. OTHER ACTIVITIES THAT ARE HAPPENING AROUND THE DISTRICT HAVE BEEN OR ARE AT THE BACK-TO-SCHOOL DANCE AND CELEBRATION OF THE NATIONAL HERITAGE MONTH, GAME NIGHT, MOVIE NIGHT AND REFLECTIONS FOR KEEPING THEM BUSY. BINGO NIGHT, AND THAT IS ALL I HAVE BEEN ABLE TO CAPTURE AND THAT IS JUST AGAIN IN THIS MONTH. THEY ARE HOLDING A RECYCLING EVENT THIS WEEKEND. YOU CAN DRIVE THROUGH THEIR RECYCLING EVENT THIS WEEKEND. NEXT SLIDE, THANK YOU. SO I MENTIONED REFLECTIONS BEFORE WHERE THEY STARTED THEIR PROGRAM. AND IT LOOKS DIFFERENT AT EACH SITE FOR JUDGING AND THEIR FIRST PLACE WINNER AT COUNCIL WOULD MOVE ON TO THE NEXT LEVEL. AGAIN, THEY COULD GO UP TO NATIONAL PTA FOR RECOGNITIONS. THEY ARE ACTUALLY GOING TO TAKE PLACE ON MARCH 4, WHERE WE WILL RECOGNIZE CREATIVE STUDENTS. NEXT SLIDE, THANK YOU. OTHER THINGS HAPPENING IS THE SCHOOL FORUM COMING UP ON SEPTEMBER 26 AT 6:30 HERE IN THE BOARD ROOM.

COUNCIL IS HOSTING, BUT IT WILL BE RUN BY THE LEAGUE OF VOTERS, ALLOWING CONCERNED VOTERS FOR THEIR CHOICES ON ELECTIVE REPRESENTATIVE. ALLOWING YOU TO EXPRESS YOUR VIEWS, SO YOU CAN MAKE INFORMED VOTING CHOICES. I WANTED TO MAKE A NOTE THAT ALL THREE OF THE THE CANDIDATES THAT ARE RUNNING FOR THE THREE WERE INVITED. WE HAVE ONE CONFIRMED ATTENDING, TWO CONFIRMED ATTENDING, SORRY, OR PARTICIPATING. AND IT IS SOMETHING THAT BOARD MEMBER WILL SERVE ON THE BOARD AND REPRESENT ALL OF OUR STUDENTS, SO WE ENCOURAGE EVERYONE TO ATTEND. ONE MORE, I THINK. OUR RED RIBBON WEEK, I KNOW YOU GUYS HAVE THE RESOLUTION FOR FREE SCHOOLS ON THE AGENDA TONIGHT. THANK YOU FOR ALWAYS SUPPORTING THE MISSION TO HELP KEEP KIDS DRUG FREE. IT IS IMPORTANT WE EDUCATE OUR STUDENTS ON ALL FORMS OF SUBSTANCE ABUSE. WE REALIZE IT'S A YEAR-ROUND EFFORT, BUT RED RIBBON WEEK IS A GREAT OPPORTUNITY TO PROVIDE AWARENESS IN EDUCATION AND RESOURCES TO OUR STUDENTS AND FAMILIES. THIS WILL LOOK DIFFERENT AT EACH SITE. IN SOME CASES, WE ARE FOCUSED ON TEACHING STUDENTS TO BE BRAVE, SAY NO TO DRUGS, PROVIDE WAYS FOR OUR KIDS TO STAY HEALTHY BOTH PHYSICALLY AND MENTALLY, PROVIDING FUN ACTIVITY AND POSITIVE AFFIRMATION. ON THAT FRIDAY, OCTOBER 25, SOME OF US WILL GET A CHANCE TO TOUR ALL OF OUR SITES TO SEE HOW EACH OF THE PTA SUPPORT THE HEALTHY DRUG-FREE KIDS. ON DECEMBER 3, COUNCIL WILL TAKE TIME TO CELEBRATE AND RECOGNIZE OUR PTA'S FOR ALL THEIR EFFORTS DURING THAT WEEK. SO FOR THOSE THAT LIKE TO KNOW MORE, FEEL FREE TO ATTEND OUR MEETING ON DECEMBER 3. AND YEAH, THAT

[00:15:06]

CONCLUDES MY PRESENTATION. I ACTUALLY DO WANT TO THANK MY FELLOW BOARD MEMBERS AS WELL. I'M USUALLY THE ONE UP HERE, BUT THEY ARE A GREAT SUPPORT. NOT ONLY DO THEY SERVE ON COUNCIL, BUT THEY REPRESENT SEVERAL OF OUR PTAS AT OUR LOCAL SITES. THEY'RE WORKING HARD ON BEHALF OF OUR STUDENTS, SUPPORTING STAFF, EDUCATING OUR COMMUNITY AND SUPPORTING OUR PTAS, SO I FEEL BLESSED TO BE WORKING WITH A GREAT GROUP OF PEOPLE. WE ARE ALL VOLUNTEERS, AND WE WORK REALLY HARD. I APPRECIATE THEM ALL. AND YEAH, WE USUALLY TRY ON OUR SOCIAL MEDIA TO SHARE AS MUCH INFORMATION AS YOU COULD GET ABOUT ALL OF OUR SITES, SO PLEASE FOLLOW US. IF YOU ARE NOT ALREADY, I RECOMMEND YOU FOLLOW OUR PTAS AS WELL TO STAY UP TO DATE ON CURRENT EVENTS AND MORE OF THOSE CUTE PICTURES, SINCE I ONLY GOT FROM ONE SITE. THANK YOU SO MUCH, AND I APPRECIATE ALL YOUR SUPPORT.

>> THANK YOU, LINDA.

>> THANK YOU, ANTHONY, KARI, LINDA. I WILL SAY BOOK FAIR WAS GREAT, THANK YOU, AND EVERYBODY ON PTA THAT PUT IN ALL THOSE

[8. SUPERINTENDENT’S REPORT]

HOURS. IT WAS GREAT, AND WE APPRECIATE EVERYTHING YOU DO.

IT IS NOW TIME FOR THE SUPERINTENDENT'S REPORT.

>> THANK YOU, GOOD EVENING. I WANT TO TAKE A MOMENT TO ADDRESS A SERIOUS MATTER THAT'S RECENTLY AFFECTED EVERYONE IN OUR SCHOOL COMMUNITY, THE MAKING OF FAKE THREATS TO SOME OF OUR CAMPUSES. SO STUDENTS MAKING FALSE THREATS WHETHER IN PERSON, ONLINE, OR THROUGH ANY MEANS INCLUDING SOCIAL MEDIA IS NOT A JOKE. IT IS A SERIOUS OFFENSE THAT CAN LEAD TO SIGNIFICANT CONSEQUENCES INCLUDING LEGAL ACTION AND EXPULSION. BEYOND THAT, IT CREATES FEAR, IT DISRUPTS LEARNING, AND WASTES VALUABLE TIME AND RESOURCES. EVERY THREAT NO MATTER HOW FAKE IT MAY SEEM IS TREATED AS REAL BY SCHOOL STAFF, DISTRICT ADMINISTRATION AND LAW ENFORCEMENT, AND THE RESULTING OF INVESTIGATIONS TAKE AWAY TIME FROM OUR CAMPUS TO REMAIN IT IS SAFE. A SAFE ENVIRONMENT FOR EVERYONE. ADDITIONALLY THESE DISRUPTIONS IMPACT STUDENTS BY HALTING LESSONS, INTERRUPTING IMPORTANT ACTIVITIES, AND CREATING UNNECESSARY DISTRACTIONS THAT PULL US AWAY FROM OUR PRIMARY GOAL, WHICH IS LEARNING AND GROWING TOGETHER. WE ASK AT THIS TIME OUR STUDENTS BE MINDFUL OF TEAR ACTIONS, AND THINK CAREFULLY ABOUT THE CONSEQUENCES OF SPREADING FEAR OR MISINFORMATION. WE ASK OUR FAMILIES AND OUR COMMUNITY TO HAVE CONVERSATIONS AT HOME REGARDING THE SERIOUSNESS OF MAKING THREATENING STATEMENTS. WE CONTINUE TO ENCOURAGE OR STUDENTS, FAMILY, STAFF, TO REPORT ANYTHING THEY SEE THAT APPEARS TO BE SUSPICIOUS. WE APPRECIATE EVERYONE'S CORPORATION. WE ARE VERY GRATEFUL FOR THE SUPPORT WE HAVE BEEN PROVIDED. I'M THANKFUL FOR THE DEDICATED STAFF WORKING THROUGH THE RECENT SITUATIONS. CREATING A POSITIVE AND SAFE SCHOOL FOR DISTRICT. I APPRECIATE THE TIME THIS EVENING TO REALLY TALK ABOUT THAT, SO THANK YOU.

[9. RECOGNITION OF STUDENTS / STAFF / COMMUNITY]

>> THANK YOU. I WILL KICK IT RIGHT BACK OVER TO YOU FOR

RECOGNITIONS. >> AND I'M GOING TO ASK LONNIE CARTER TO ASSIST WITH THOSE RECOGNITIONS. I WOULD LIKE TO ASK THE BOARD IF THEY WOULD LIKE TO COME DOWN FOR PICTURES.

WE WOULD ALSO LIKE TO INVITE VICE CHAIR SUE HOWELL, JASON WILEY FROM THE PERSONNEL COMMISSION TO JOIN THE BOARD.

>> THIS EVENING, THE BOARD OF EDUCATION AND THE PERSONNEL COMMISSION ARE PLEASED TO RECOGNIZE THIS YEAR'S CLASSIFIED EMPLOYEE OF THE YEAR, MS KIM MILOT.

AND APPLAUSE ] SHE HAS BEEN A HUGE PART SINCE 1999, STARTING HER JOURNEY AS AN ASSISTANT. OVER THE YEARS, SHE HAS TAKEN ON VARIOUS ROLES INCLUDING SPECIAL ASSISTANT AND CLERK. CURRENTLY SHE SERVES AS THE ADMINISTRATIVE SECRETARY AT MAYFAIR HIGH SCHOOL. HER EXCEPTIONAL DEDICATION, PROFESSIONALISM, AND POSITIVE ATTITUDE HAVE MADE HER AN INDISPENSABLE PART OF HER TEAM.

COLLEAGUES WILL ADMIRE HER HUMAN AND GENERAL CONCERNS FOR OTHERS, AND CREATE ANY TASK WITH GRACE. LET US ALL TAKE A MOMENT TO HONOR, CONGRATULATE, AND THANK MS MILOT FOR THEIR BELLFLOWER LEARNING COMMUNITY. LET'S GIVE

[00:20:02]

HER SOME ROUND OF APPLAUSE.

MS MILOT, DO YOU HAVE ANYONE IN THE AUDIENCE YOU WOULD LIKE TO RECOGNIZE?

>> ON BEHALF OF THE BOARD AND PERSONNEL COMMISSIONS, CONGRATULATIONS, MS MILOT.

CONGRATULATIONS AGAIN, AND THANK YOU FOR YOUR SERVICE.

WE HAVE ONE MORE RECOGNITION TONIGHT. THIS EVENING THE BOARD OF EDUCATION IS PLEASED TO RECOGNIZE THIS YEAR'S TEACHER OF THE YEAR, MS EUGINA THOMAS.

THOMAS BEGAN HER TEACHING CAREER IN 2013 AT ROMONA ELEMENTARY, AND HAS SINCE MADE A SIGNIFICANT IMPACT IN VARIOUS ROLES INCLUDING ELEMENTARY TEACHER, INTERVENTION TEACHER, INSTRUCTIONAL SPECIALIST, GATE INSTRUCTIONAL LEADER, AVID LEADER, AND PROVIDER. HER DEDICATION AND COMMITMENT WOULD SHINE THROUGH AND PROVIDE THE BEST EDUCATIONAL E EXPERIENCE FOR HER STUDENTS. PLEASE JOIN US, FOR 2024, 2025. WE'RE PROUD TO HAVE YOU AS PART OF OUR EDUCATION COMMUNITY.

CONGRATULATIONS.

THOMAS, DO YOU HAVE ANYONE IN THE AUDIENCE YOU'D LIKE TO RECOGNIZE? CONGRATULATIONS AGAIN. AND THAT CONCLUDES RECOGNITIONS FOR THIS EVENING.

[10. PUBLIC HEARING]

>> THANK YOU, MS CARTER. ALL RIGHT, WE DO HAVE A PUBLIC HEARING THIS EVENING. DO I HAVE A MOTION TO CONDUCT THE PUBLIC HEARING ON RESOLUTION SUFFICIENCY OF STANDARDS ALIGNED INSTRUCTIONAL MATERIALS

FOR 2024-2025, GRADES TK-12. >> SO MOVED.

>> I SECOND. >> ANY MEMBERS WHO WISH TO ADDRESS THIS ITEM? MEMBERS OF THE PUBLIC THAT WANT TO ADDRESS THIS ITEM? NO? ANY DISCUSSION FROM THE BOARD. DO I HAVE A MOTION TO CLOSE THE PUBLIC HEARING?

>> YOU HAVE THAT MOTION. >> DO I HAVE A SECOND?

>> SECOND. >> ROLL CALL, PLEASE?

>> STUDENT MEMBER? >> PRESENT. AYE.

>> MS ARMSTRONG?

>> AYE. >> DR. ELHESSEN?

>> AYE. >> MRS. GARZA?

>> AYE. >> PASSENGER STEWART?

[11. DISCUSSION ITEMS]

>> AYE. >> MR. CRIHFIELD?

>> AYE.

>> WE WILL MOVE ON TO SIX DISCUSSION ITEMS. WE HAVE SIX

THIS EVENING. >> YES, LET'S BEGIN WITH YOUR FIRST DISCUSSION ITEM OF THE MEETING, IT'S FIRST READ REVISED BOARD POLICY 0440, DISTRICT TECHNOLOGY PLAN. SO AT THIS TIME, IT IS OPEN FOR DISCUSSION REGARDING ANY CHANGES THAT A BOARD MEMBER WOULD LIKE TO SEE TO THAT POLICY.

>> SO I WILL HOP IN ON THIS ONE I WANTED TO NOAH THERE ARE SOME

[00:25:16]

POSSIBLE FUNDING REQUIREMENTS THAT ONCE EXISTED AREN'T. IS THIS CITY SHY IN PLACE? THAT WAS LIKE FIVE QUESTIONS IN ONE.

>> OKAY, LET ME TRY TO GET ALL FIVE OF THOSE. DO WE HAVE A TECHNOLOGY PLAN? OUR TECHNOLOGY PLAN, THE MOST RECENT ONE WAS WRITTEN IN 2016. IT WAS FOR 2016 THROUGH 2019. SO NO, WE DO HAVE A CURRENT PLAN. ARE WE INTERESTED IF CREATING A TECHNOLOGY PLAN WOULD BE A BEST PRACTICE, AND MAYBE THAT WOULD BE A TASK THAT THE NEWLY APPOINTED, WHEN THAT HAPPENS SOON, ARE SOMETHING THEY MIGHT WANT TO TAKE ON. THAT MIGHT BE

A GOOD THING TO DO. >> I THINK IT WOULD BE GREAT TO HAVE A TECHNOLOGY PLAN. I BELIEVE THE POLICY AS IT STANDS RIGHT NOW WILL APPROVE EVERY THREE YEARS. IS THAT SOMETHING THAT OUR TECHNOLOGY PLANS USUALLY DO THAT EVERY THREE YEARS WHEN YOU DO HAVE ONE OR ARE THEY LONGER AND SHORTER?

>> THE PREVIOUS PLANS WERE WRITTEN AS THREE-YEAR PLANS.

THAT WOULD BE A GOOD IDEA AND A GOOD PRACTICE THAT PARTICULAR

FUNDING. >> SEW THE MOST RECENT TECHNOLOGY PLAN TO SEE WHAT THAT LOOKS LIKE AND WHERE WE LEFT OFF AND HOW WE MOVED TART FORWARD. ANY QUESTIONS ON THE BOARD. EVERYTHING IS JUMBLED TOGETHER. I'M HOPING WHEN WE CORRECT THIS, I APOLOGIZE, SO WE APOLOGIZE.

>> THANK YOU. >> I HAVE ONE COMMENT.

>> BOARD MEMBER ELHESSEN?

>> EXCUSE ME, THANK YOU. I JUST HAVE ONE COMMENT TO ENSURE THAT WE INCLUDE THE POLICY THAT WE HAVE ALL FEATURES THAT WE

ADOPT. >> I'M SORRY, DR. ELHESSEN, CAN YOU SAY IT AGAIN? I COULDN'T QUITE HERE.

>> THAT WE INCORPORATE 508, ACCESSIBILITY FEATURES AND ANY NEW TECHNOLOGY PLAN THANK YOU, C HELL HELL MS GARZA? DOES THIS POLICY COVER ANY OF THE EDUCATION THAT TEACHER STAFF MAY HAVE WITH LIKE FISHING OR ANY THREATS ONLINE?

>> STAFF UPGRADES REGARDING A TECHNOLOGY COMPONENT LIKE PHISHING AND E-MAILS WOULD BE INCORPORATED WITHIN THAT TECHNOLOGY PLAN. WHAT WE'RE DOING CURRENTLY IS SENDING OUT OUR I.T. DEPARTMENT, THAT NOTIFIES OUR ENTIRE STAFF WHEN THERE IS A PHISHING POSSIBLE EPISODE. DISTRICT WIDE, THEY'LL SEND OUT A MESSAGE TO STAFF TO WARN THEM AND GIVE THEM SOME

TIPS TO AVOID. >> BUT THERE ISN'T ANY CURRENT TYPE OF EDUCATION OR VIDEO THAT CAN BE SEEN BY A STAFF MEMBER TO KIND OF LOOK AT THAT AND IN CASE THEY DON'T?

>> AND THAT IS SOMETHING WE COULD FOLLOW UP ON. WHEN WE DO ANNUAL TRAININGS WITH RESPECT TO SOME OF THE THINGS WE HAVE ON IN VARIOUS YEARS WITH THE MANDATED REPORTING. WE CAN EXPLORE THAT TO SEE IF IT WOULD BE APPROPRIATE OR SOMETHING WE

SHOULD SHARE. >> OKAY, THAT WOULD BE GREAT.

THANK YOU SO MUCH. NO MORE QUESTIONS.

>> BOARD MEMBER ARMSTRONG? >> YES, MY QUESTION IS I THINK,

[00:30:02]

OKAY, HOW CLOSE IS THE TECHNOLOGY PLAN GOING TO INTEGRATE WITH ARTIFICIAL INTELLIGENCE WITH A.I.?

>> A.I. WOULD BE A PART OF THAT COMPONENT. I CAN'T REALLY ANSWER HOW CLOSE THAT WOULD BE, BUT IT WOULD BE A PART OF THAT

COMPONENT. >> OKAY, THANKS.

>> VICE PRESIDENT STEWART? >> I MIGHT BE AHEAD OF SCHEDULE ON THIS. I KNOW IT SAYS THE SUPERINTENDENT MIGHT HAVE APPOINTED THE STAFF AND STAKEHOLDERS TO ASSIST WITH THAT DEVELOPMENT OF THE PLAN. IS OUR PLAN TO COME BACK TO LOOK AT WHAT WE HAVE PREVIOUSLY AND THEN MAKE THOSE DECISIONS OR DO YOU HAVE A PLAN TO CREATE AN ADVISORY COMMITTEE AND HOW

WOULD WE FORM THAT COMMITTEE? >> THE FIRST THING I'D LIKE TO DO IS TO HAVE THEM SEATED TO LEAD THAT PLAN.

>> OKAY, THANK YOU. >> WHAT ARE WE LOOKING AT TIMELINE WISE TO HAVE THAT SEAT? I KNOW THEY COULD TAKE

SOME TIME. >> AND THEY ACTUALLY JUST CLOSED THE POSTING OF THAT POSITION. THEY HAVE AN ORAL AND A FINAL TEST THAT THEY WILL HAVE TO DO. I WOULD GUESS MAYBE

A MONTH, APPROXIMATELY AWAY. >> OKAY, COULD YOU HELP ME WHEN IT COMES TO THE TECHNOLOGY PLAN, THE SCOPE OF IT. WHEN I THINK OF THINGS LIKE ENHANCED SECURITY CAMERAS. IS THAT SOMETHING THAT WOULD BE IN THE SCOPE OF THE TECHNOLOGY PLAN?

>> WELL, I WAS GOING TO SAY IT COULD BE IN YOUR TECHNOLOGY PLAN AND YOUR FACILITIES PLAN. IT COULD OVERLAP.

>> OVERLAP A BIT? OKAY, GREAT. THANK YOU, MS ACEVEDO. ANY OTHER COMMENTS FROM THE BOARD? NO? STUDENT BOARD MEMBER? DO YOU WANT TO JUMP IN? NO. YOU HAD A

QUESTION, I COULD TELL. OKAY. >> WE WILL MOVE ON TO YOUR NEXT

ITEM? >> YEAH, WE WILL MOVE ON.

>> ALL RIGHT, SO THE NEXT ITEM FOR DISCUSSION IS ITEM 12.2, ALSO FOR FIRST READ. REVISED BOARD POLICY 0510, OPEN FOR BOARD MEMBERS TO MAKE COMMENTS OR SUGGESTIONS.

>> GREAT. >> VICE PRESIDENT STEWART?

>> I PULLED THIS ITEM BECAUSE I FELT THERE SHOULD BE A CHANGE IN THE LANGUAGE. SO I WOULD ASK MY COLLEAGUES TO LOOK AT THE FOURTH PARAGRAPH. IT SAYS THEY MAY PROVIDE A VISIBLE MEANS OF IDENTIFICATION FOR ALL INDIVIDUALS WHO ARE NOT STUDENTS OR STAFF MEMBERS WHILE ON SCHOOL PREMISES. I WOULD LIKE THAT TO SAY WILL OR SHALL BECAUSE I DO BELIEVE THAT WHEN WE HAVE VISITORS ON CAMPUS THAT THEY SHOULD HAVE SOME TYPE OF

I.D. >> I'M SO SORRY, BUT I THINK WE'RE ON THE BOARD POLICY RIGHT BEFORE THAT ON 0510, WHICH IS SCHOOL ACCOUNTABLE REPORT CARD.

>> I DIDN'T PULL THAT. OVER TO MS

GARZA. SORRY. >> NO PROBLEM. YES, I PULLED THIS ITEM BECAUSE I WANTED TO ASK A COUPLE OF CLARIFYING QUESTIONS PERTAINING TO REPORTING THAT WE -- I GUESS WE DO HAVE THAT INFORMATION. BUT HOW DO WE LOOK AT THOSE SCORES IF ONLY ENGLISH-ONLY TESTING IS TAKEN INTO ACCOUNT?

>> SO THE SARC IS MORE OF A COMPLIANCE DOCUMENT. WE USE THE TOOL, SO EVERYTHING THE CDE REQUIRES TO BE IN THERE IS IN THERE, AND YOU'RE CORRECT. IT DOES ONLY HAVE ENGLISH SCORES IN THERE BECAUSE DUAL IS AN EXTRA PROGRAM, RIGHT? HOWEVER, IN THE DUAL SCHOOLS, THE SCHOOL PLAN, THEY SHOULD HAVE DATA IN THERE ABOUT HOW THEIR STUDENTS ARE DOING IN SPANISH BECAUSE WE DO TAKE THE SPANISH TEST, SO IT SHOULD BE IN THEIR SCHOOL PLAN.

WE ALSO DO LOOK AT THAT AS FAR AS ANALYZING HOW OUR STUDENTS ARE DOING ON THE SPANISH TEST AS WELL.

>> OKAY. I WOULD LOVE TO RECOMMEND RESPECTFULLY THAT WE ALSO MAYBE COME UP WITH A PLAN ON HOW TO REPORT THAT OUT FOR THAT AS WELL WHEN WE DO THE REPORTING FOR EO, STUDENTS AT

THE SAME TIME. >> YOU MEAN IN CONNECTION?

>> YES, SO THAT WAY WHEN WE ARE LOOKING AT THE SCORES, WE ARE LOOKING AT BOTH NOW THAT WE HAVE A LITTLE MORE HELP, YOU KNOW, WITHIN THAT DEPARTMENT. PERHAPS SOMETHING THEY COULD

START LOOKING AT. >> AND IT MAY BE SOMETHING WE WILL INCLUDE ON MAYBE THE WEBSITE FOR AISLE C BECAUSE THE THING ITSELF, WE NEED TO KEEP IT AND DEAL WITH THAT REQUIREMENT, BUT WE COULD LOOK AT WHAT WE WOULD PUT ON THE WEBSITE BECAUSE THE SCHOOL ALSO EVEN WITH THE SCORES, THEY

[00:35:05]

WOULD SHOW THE STUDENTS. SO WE WOULD LOOK AT THAT AS WELL ON HOW THEY'RE DOING WITH ENGLISH AND SPANISH.

>> THAT WOULD BE PERFECT. THANK YOU SO MUCH.

>> YOU'RE WELCOME. >> NO MORE QUESTIONS.

>> ANY OTHER COMMENTS FROM THE BOARD? DID YOU HAVE ANY

COMMENTS, QUESTIONS? >> NO, THANK YOU.

>> ALL RIGHT. OKAY. MOVING ON.

>> OKAY, SO MOVING ON TO THE NEXT ITEM IS BOARD POLICY 12.3, BOARD POLICY 1250, VISITORS, OUTSIDERS, OPEN FOR DISCUSSION, AND I BELIEVE MS STEWART, THIS ONE IS YOURS.

>> I'LL READ IT AGAIN. THE DESIGNEE MAY PROVIDE A VISIBLE MEANS OF IDENTIFICATION FOR ALL INDIVIDUALS WHO ARE NOT STUDENTS OR STAFF MEMBERS WHILE ON SCHOOL PREMISES. INSTEAD OF THE WORD MAY, I WOULD LIKE IT TO SAY WILL OR SHALL BECAUSE I DO BELIEVE THEY SHOULD HAVE SOME TYPE OF IDENTIFICATION, AND I BELIEVE WE ARE DOING THAT ANY WAY. SO I WOULD JUST LIKE TO MAKE THAT MORE EXACT THAT WE WILL GIVE OUT THAT I.D. I DON'T KNOW IF ANYBODY ELSE WOULD LIKE TO COMMENT ON THAT.

>> I WOULD AGREE WITH MS STEWART.

>> I HAVE A QUESTION. HOW DOES THAT FIT IN WITH WHAT WE'RE CURRENTLY DOING WHEN THEY COME IN AND SIGN IN? IS THAT A PART

OF THAT IDENTIFICATION PROCESS? >> YEAH, THAT IS ACTUALLY A PERFECT COMMENT BECAUSE AS THEY SAID, WE ARE ALREADY DOING THIS. WE ARE PROVIDING THEM A BADGE AS SOON AS THEY LOG IF

WITH THAT SYSTEM. >> AND SO THEY ARE GIVEN THE BADGES? I WASN'T SURE. AND SO THEY ARE IDENTIFIED IMMEDIATELY? BEFORE THEY STEP ONTO THE SITE? FROM THE OFFICE? RIGHT?

>> THAT'S CORRECT, YES. >> I'M SORRY, I CAN'T SEE ANYONE. IF YOU'RE NODDING YOUR HEAD, I DON'T KNOW.

>> THANK YOU, DR. ELHESSEN. VICE PRESIDENT STEWART?

>> AND I ALSO WANTED TO SAY I KNOW THE NEXT PAGE IS THE ARS THAT THEY DID SAY WE SHOULD HAVE SIGNAGE AND THAT IT WOULD BE POSTED, TELLING AT EACH SCHOOL HOW THAT REGISTRATION PROCESS WOULD TAKE PLACE. I DON'T KNOW IF WE WOULD HAVE THAT AND I'M HOPING THAT YOU COULD LOOK AT IT AND SEE IF WE DO HAVE THAT EXPLAINING THE REGISTRATION PROCESS TO THE OUTSIDERS OR VISITORS. THANK YOU.

>> THANK YOU, VICE PRESIDENT STEWART. I GUESS IT IS KIND OF RELATED TO THIS. AND I KNOW WE HAD TALKED ABOUT THE BUZZER SYSTEM FOR ALL OF OUR SCHOOLS, WHERE WE WERE BEING IMPLEMENTED ACROSS THE SITES. BUT I BELIEVE SOME DON'T HAVE IT. DO WE HAVE AN UPDATE ON JUST THE VISITOR SYSTEM? I DO NOT, BUT I CAN GET

THAT FOR YOU. >> ANY REASON WHY SITES, THAT WE WOULD GIVE THEM AN OPTION TO OPT OUT?

>> NOT THAT I'M AWARE OF. >> WOULD YOU LIKE MR. TURNER TO GIVE YOU MAYBE AN UPDATE ON THAT REAL QUICK?

>> YEAH, THAT WOULD BE GREAT. >> DO YOU MIND DOING THAT?

>> I DON'T WANT TO PUT YOU ON THE SPOT, I WAS JUST CURIOUS THAT THERE WERE BUZZING SYSTEMS.

>> GOOD AFTERNOON, CURRENTLY WE DO HAVE THE TEAMS GOING THROUGH ALL THE ELEMENTARY SITES AND WE ARE WORKING ON THE BUILDINGS, WE JUST INSTALLED THE ONE ON THE PARKING LOT SITE TO BUILDING A. THEY ARE DOING THE INSTALLATION ON THE SOUTH END.

AND HERE THEY HAVE CABLED THE OPERATION YARD AND THE TECHNOLOGY, WORKING SOUTH, THEY ARE WORKING ON THE NORTHEAST CORNER OF THE DISTRICT AND THEY WILL WORK THEIR WAY TO THE NORTH END AND THE SOUTH END. AND WE ARE STARTING ON THREE

DAYS A WEEK. >> ON THE CABLING TEAM, YES.

>> SO THE CABLING TEAM, THAT'S JUST TO KIND OF SET THAT GROUND WORK FOR IT? WHAT WOULD BE THE TIMELINE?

>> WE ARE HOPING TO BE DONE BY THE END OF THE SCHOOL YEAR.

>> THAT IS CORRECT, YES. >> THANK YOU. THANK YOU. MS

ARMSTRONG? >> YES. I JUST WANTED TO ASK.

CAN WE INCLUDE, OKAY, I KNOW SOMETIMES WE WOULD HAVE AGENCY PEOPLE COME IN AND THAT THEY ARE NOT REGULAR EMPLOYEES WHEN THEY COME IN TO PROVIDE SERVICES, ARE WE GOING TO REQUIRE THEM TO ALSO SIGN IN? ALSO? AND I KNOW THAT IS A

[00:40:05]

SPECIFIC THING, BUT YOU KNOW BECAUSE WE DO WANT TO HAVE A RECORD OF WHO IS ON OUR CAMPUS AND WHEN THAW ARE ON THE CAMPUS AND WHEN THEY LEAVE.

>> AND SO STAFF MEMBERS HAVE A SEPARATE SIGN-IN PROCESS.

>> OKAY. >> DOES THAT ANSWER YOUR

QUESTION? >> YES.

>> MS GARZA?

>> THANK YOU. AS FAR AS AGENCIES AND STAFF MEMBERS THAT WILL COME IN ON CAMPUSES. DO THEY ALSO HAVE TO WEAR A DESIGNATED BADGE THAT WILL IDENTIFY THEM?

>> YES, THEY'RE ALL REQUIRED TO WEAR A DESIGNATED BADGE.

>> OKAY. CURRENTLY RIGHT NOW, DO WE HAVE ALL TEACHERS THAT ARE HAVING TO WEAR BADGES AS WELL ON CAMPUS?

>> NO, THAT'S NOT AN EXPECTATION THAT OUR TEACHERS

WEAR BADGES ON THE CAMPUS. >> OKAY.

>> AND SO JUST TO CONFIRM, YOU ARE SAYING THAT OUR U PROCESS RIGHT NOW, WHEN SOMEONE COMES IN, THEY'RE GIVEN A BADGE UPON

ENTERING? >> IT IS NOT A BADGE. LET ME CLARIFY THAT. IT'S A STICKER LABEL. SO THEY WILL GO THROUGH THE SYSTEM, PUTTING IN THEIR DRIVER'S LICENSES THAT WILL SCAN THROUGH TO ENSURE THEY ARE CLEARING SAFETY BEYOND OUR CAMPUS, AND THEN PROVIDED A BADGE OR A STICKER TO WEAR FOR THE TIME THEY'RE THERE ON CAMPUS.

>> OKAY. >> AND SO THAT IS JUST THE

TEMPORARY, CORRECT? >> CORRECT.

>> AND WHAT ABOUT OUR VOLUNTEERS? DO THEY NEED TO DO THAT TOO OR GO THROUGH A DIFFERENT PROCESS?

>> I WOULD NEED TO FIND OUT AND GET BACK TO YOU ON THAT AND MY GUESS IS THAT THEY ARE SIGNING IN EVERY SINGLE TIME AND THEY HAVE A STICKER ON, BUT LET ME GET BACK TO YOU ON THAT.

>> OKAY. JUST BECAUSE I KNOW THAT AS A TEACHER, YOU KNOW, I HAVE PEOPLE WHO WILL COME IN TO MY CLASSROOM ALL THE TIME. BUT I THINK THAT EVEN THOUGH THEY ARE THERE ALWAYS ON THE SAME DAY, MAYBE THE SAME TIME, IT STILL WOULD BE BENEFICIAL FOR STAFF MEMBERS TO UNDERSTAND WHO THEY ARE BECAUSE I KNOW THAT I HAVE BEEN TOLD IF YOU SEE SOMEONE WITHOUT A BADGE AND YOU HAVE NEVER SEEN THEM BEFORE, ASK WHO, YOU KNOW, WHO THEY

ARE, IF YOU CAN HELP THEM. >> MY BEST GUESS, THEY'RE SIGNING IN THAT EVERY SINGLE TIME, SO THEY WILL HAVE THAT BADGE, AND I DO WANT TO GET BACK TO YOU AND THAT IS

CORRECT. >> OKAY, PERFECT, THANK YOU. MS ARMSTRONG?

>> HOW ARE WE VERIFYING THE INDIVIDUALS THAT WILL COME ON CAMPUS? ARE WE USING THEIR I.D. AND THEIR DRIVER'S LICENSE?

>> SORRY. THEY DO USE YOUR CALIFORNIA I.D.

>> AND YOU HAVE A SYSTEM IN PLACE IF SOMETHING NEGATIVE

SHOULD COME UP? >> YES, YES, WE GET ALERTS.

>> OKAY, THANK YOU.

>> THANK YOU, MS ARMSTRONG. AND I HAVE JUST A GENERAL QUESTION. AND I KNOW A FEW OF OUR CAMPUSES, WHERE WE WOULD HAVE CLOSED CAMPUSES. AND NOW THIS POLICY, THEY WERE LAST UPDATED IN 2014. WOULD THAT HAVE AFFECTED NOTHING IN THIS POLICY WOULD CHANGE AS WE WOULD KIND OF SWITCH THEM WITH MORE CLOSED CAMPUSES, LESS PARENTS ON CAMPUS?

>> AND SO WHAT YOU'RE LOOKING AT IS THE RECOMMENDED UPDATED LANGUAGE IN A LINE UP WITH THEIR CURRENT RECOMMENDATIONS.

THE DATE ON THE TOP IS THE LAST DATE THAT THE BOARD ACTUALLY

LOOKED AT THIS PARTICULAR ITEM. >> RIGHT.

>> SO IT DOES LOOK CONFUSING, BUT IT'S THE MOST CURRENT LANGUAGE THAT THEY ARE RECOMMENDING AND SUGGESTING.

>> OKAY.

>> AND SO WHETHER WE WOULD HAVE OPEN CAMPUSES OR CLOSED CAMPUSES, THIS POLICY WOULD LOOK THE EXACT SAME?

>> WHAT WE ARE SAYING THE WAY THIS POLICY IS WRITTEN RIGHT NOW, IT DOES ADDRESS OUR CURRENT CAMPUS SITUATION.

>> OKAY. THANK YOU. AND MOVING ON TO NUMBER -- THE NEXT ONE.

>> ALL RIGHT, WE ARE MOVING ON TO 12.4, BOARD POLICY 1330, USE OF FACILITIES, OPEN FOR DISCUSSION.

[00:45:10]

>> OKAY, BEFORE WE LOOK AT ANY CHANGES ON THIS POLICY AND TO HAVE THAT PROVIDED TO THE BOARD TO SEE WHERE WE ARE AT?

>> YES. >> OKAY, MY CONCERN IS THAT I KNOW THERE HAS BEEN A LOT OF -- WHEN IT COMES TO THE USE OF THE FACILITIES, IT'S A LITTLE BIT LOOSE. WE WOULD HAVE SOME ORGANIZATIONS THAT WILL DO A LOT FOR OUR KIDS, YOU KNOW, WE ARE CHARGING, AND THERE ARE SOME ORGANIZATIONS THAT WILL COME IN AND I JUST FEEL LIKE IF WE WILL HAVE A POLICY, WE NEED TO BE VERY CLEAR ON IT AND MAKE SURE WE'RE BEING CONSISTENT WITH IT THROUGHOUT. IF WE COULD LOOK AT THAT, THAT WOULD BE GREAT. AND THEY WILL TALK ABOUT ENCOURAGING THE USE OF OUR FACILITIES AS THEY ARE THE PUBLIC FACILITIES, AND THAT IS WHAT I FOUND IN MY EXPERIENCE THAT THEY ARE VERY DIFFICULT, YOU KNOW, OBVIOUSLY YOU DON'T WANT ANYTHING THAT WILL CAUSE A DISRUPTION TO OUR PRIMARY OBJECTIVE. AND I DON'T KNOW IF WE WOULD ENCOURAGE THE USE OF THAT IN THE COMMUNITY TO ENGAGE AND PARTNER WITH DIFFERENT ORGANIZATIONS THAT WILL ENRICH THE KIDS. ANY OTHER COMMENTS FROM THE BOARD? ALL RIGHT, MOVING ON TO THE NEXT ONE.

>> NEXT ITEM IS 12.6, BOARD POLICY 6144, CONTROVERSIAL

ISSUES. OPEN AGAIN. >> I'LL KICK THAT ONE OVER.

>> LET ME MAKE A CORRECTION, I SKIPPED ONE THIS TIME, WE ARE GOING TO 12.5, BOARD POLICY 3260, FEES AND CHARGES.

>> THANK YOU, I'LL KICK IT OVER TO VICE PRESIDENT STEWART.

>> I BROUGHT THIS FORWARD, I DON'T HAVE ANY CHANGES ON THIS UNLESS YOU HAVE SOMETHING TO DISCUSS.

>> ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? NO?

>> NO, I'M GOOD, THANK YOU. >> ALL RIGHT. MOVING ON TO

POLICY 6144. >> LAST ONE FOR TONIGHT. SO ITEM 12.6, BOARD POLICY 6144, CONTROVERSIAL ISSUES.

>> ALL RIGHT, VICE PRESIDENT STEWART, KICK IT OFF.

>> OKAY, I BROUGHT THIS ONE FORWARD. I'D LIKE TO FOCUS ON THE FIRST PHOTOGRAPH. THE BOARD OF EDUCATION BELIEVES STUDENTS SHOULD HAVE OPPORTUNITIES TO DISCUSS CONTROVERSIAL ISSUES, IN WHICH THE STUDENTS ARE MATURE ENOUGH TO INVESTIGATE AND ADDRESS. I'D LIKE TO CHANGE MATURE ENOUGH TO AGE APPROPRIATE. I FEEL LIKE MATURE ENOUGH COULD BE VERY SUBJECTIVE, WHERE IF IT IS SOMETHING THAT WILL FALL IN LINE OF OUR STANDARDS AND FALLS IN LINE WITH THOSE GRADE LEVELS THAT IT MIGHT BE THE BEST WORD FOR THAT UNSTEAD OF MATURE ENOUGH. AND THE ONLY OTHER THING I WOULD LIKE TO ASK MY COLLEAGUES FOR THEIR UNPUT ON. I WAS LISTENING TO THE RADIO AND THERE IS A BIG CONTROVERSY WITH L.A. UNIFIED, AND I'M WONDERING IF IT WOULD BE ADVANTAGEOUS TO PUT SOMETHING INTO THIS POLICY THAT STATES THAT OUR STAFF WOULD BE POLITICALLY NEUTRAL. SO I WOULD LIKE TO AGAIN ASK TO CHANGE IT TO AGE APPROPRIATE AND THEN GET FEEDBACK FROM MY COLLEAGUES IF THEY WOULD LIKE TO SEE SOMETHING ABOUT POLITICAL

NEUTRAL IN THE LANGUAGE. >> THANK YOU, VICE PRESIDENT STEWART. I WILL KICK IT OVER TO MS GARZA.

>> I'M IN AGREEMENT WITH THE CHANGES THAT BOARD MEMBER STEWART WAS RECOMMENDING. I ALSO WANT TO RECOMMEND THAT WE ADD TO THE STANDARDS ALIGNED, SO THE AGE APPROPRIATE AND THE STANDARDS ALIGNED TO THAT AND JUST TO MAKE SURE THAT, YOU KNOW, AS WE TEACH, THERE MAY BE A LOT OF GRAY AREAS. WE ALWAYS GO BACK TO OUR STANDARDS TO MAKE SURE WE ARE KEEPING, YOU KNOW, OURSELVES WITHIN THOSE CONFINES. BUT AS FAR AS POLITICALLY, ADDING MAYBE POLITICALLY NEUTRAL ON HERE.

MAYBE WE CAN WORD IT AS PERSONAL POLITICAL VIEWS SHOULD NOT IMPACT. SO I'M NOT SURE IF THAT WILL BE APPROPRIATE IN HERE OR IF ANYONE ELSE HAS THE BETTER WORDING FOR THAT.

[00:50:02]

>> YOU KNOW RIGHT NOW, THEY ARE USING THE TERM UNBIAS. AND SO THAT IS WHAT THEY ARE USING, UNBIASED. I ALSO AGREE WITH THE AGE APPROPRIATENESS BECAUSE I KNOW SOME ISSUES RIGHT NOW THAT ARE GOING ON. YOU KNOW, IF IT'S 11TH AND 12TH GRADE STUDENTS, THEY COULD PROBABLY, MOST HANDEDLY HANDLE THOSE SUBJECTS BETTER THAN THE YOUNGER AGES. BUT AT THE SAME TIME, IF WE ARE HAVING CONTROVERSIAL ISSUES, I WOULD LIKE FOR OUR STAFF TO HAVE SOME WAY OF VETTING IT.

>> I THINK IT WOULD BE COVERED WITH THE STANDARDS ALIGNED

>> THANK YOU, MS GARZA, THANK YOU MS ARMSTRONG.

>> PARAGRAPH NUMBER THREE HAS AN IMPARTIALITY. DO YOU WANT US TO MODIFY THAT PARAGRAPH OR ADD A COMPLETELY NEW ONE? VICE PRESIDENT STEWART? OR WORD IT DIFFERENTLY?

>> I DO LIKE THE WORD UNBIAS MAYBE BETTER THAN IMPARTIALITY.

THAT'S JUST MY OWN OPINION. I DON'T KNOW HOW YOU GUYS FEEL?

>> I LIKE IT AS WELL. I'LL BE HONEST, THAT CONFUSES ME A BIT.

AND IT WILL TALK ABOUT THE BOARD OF EDUCATION AND THEY BELIEVE STUDENTS SHOULD HAVE OPPORTUNITIES TO DISCUSS CONTROVERSIAL ISSUES. THEN THEY TALK ABOUT EXPECTATIONS FOR TEACHERS, SPONSORING IMPARTIAL SPEAKERS. AND MORE HIKE TEACHER CONDUCT. ARE WE SAYING POLITICALLY NON-BIAS STABBING OF THE DISTRICT OR ARE WE SAYING LIKE FOR THE TEACHERS? I FEEL LIKE EVERY ISSUE COULD BECOME POLITICAL.

>> THERE IS AN AR THAT YOU DON'T HAVE A COPY IN FRONT OF YOU, BUT LET ME READ A LITTLE BIT OF WHAT THAT SAYS SPECIFIC TO WHAT YOU'RE ASKING ABOUT RIGHT NOW. SO THE A.R.

BASICALLY SAYS THE TEACHER DOES NOT USE HIS OR HER POSITION TO FORWARD THEIR RELIGIOUS POLITICAL ECONOMIC OR SOCIAL BIAS. TO HIS OR HER POINT OF VIEW. THEN IT GOES ON TO SAY THE DISCUSSION OR THE STUDY OF THE ISSUE IS INSTIGATED BY THE STUDENTS OR BY THE ESTABLISHED CURRICULUM, BUT NOT BY THE SOURCE OUTSIDE THE SCHOOLS. SO IT WILL GO ON THE STANDARD OF ALLIANCE.

>> GREAT. >> AND CAN I SAY SOMETHING?

>> YEAH, GO FOR IT. WHY ISN'T THAT INCLUDED AS PART OF IT,

LISA? >> THAT IS THE ADMINISTRATIVE REGULATION THAT WILL FALL IN ALIGNMENT WITH THE BOARD

POLICY. >> I THINK IT GIVES GOOD CLARITY. I DON'T KNOW HOW MY OTHER COLLEAGUES WILL FEEL ABOUT IT, BUT I THINK THAT WILL BE SOMETHING TO INCORPORATE INTO THE POLICY. AND THAT IS JUST MY OPINION.

>> I'M SORRY. WHEN WE HAVE THE POLICIES, SOMETIMES WE HAVE THE ADMINISTRATIVE REGULATION TO PAIR WITH IT. SOMETIMES THEY CAN GET LENGTHY, BUT WE ALWAYS HAVE A BOOK FULL OF ADMINISTRATIVE REGULATIONS, SO BOARD POLICIES, AND REGULATIONS WITH THE INSTRUCTIONS IN MORE DETAILS.

>> THANK YOU, MS ARMSTRONG. AND I DO KNOW THERE IS SOME LANGUAGE IN THE POLICY ITSELF THAT WILL KIND OF ECHO WHAT THE A.R. IS AS WELL. YEAH. VICE PRESIDENT

STEWART? >> AND SO I GUESS I WOULD JUST LIKE TO SEE THE AGE APPROPRIATE CHANGE FOR THE MATURE ENOUGH.

BUT I WOULD LIKE TO SAY MAYBE THIS IS SOMETHING THAT WE HAND OUT TO OUR TEACHERS UNLIKE THEIR FIRST DAY BACK? I SERIOUSLY DOUBT MOST TEACHERS WILL GO ON THE ADMINISTRATION, THAT IS JUST MY GUESS. SO MAYBE THAT WILL BE SOMETHING THAT WE WILL HAND TO THE TEACHERS, SO THEY KNOW THE POLICIES, AND THEY JUST DON'T. I DON'T KNOW, THAT'S MY FEELING.

>> THANK YOU, VICE PRESIDENT STEWART. AT WHAT POINT DO ALL

[00:55:08]

OF OUR TEACHERS READ THE POLICIES? IS THAT A THING? LET'S GET A FEEL FROM THAT, NO? AND SO THIS ONE, IT SAYS LIKE THE TEACHERS TO ENSURE THE CONTROVERSIAL ISSUES ARE IMPARTIALLY PRESENTED WITH THE INFORMATION AND WITHOUT PROMOTING ANY PARTISAN POINT OF VIEW AND THAT THEY DO HELP STUDENTS SEPARATE FACT FROM OPINION, AND WARN THEM AGAINST DRAWING CONCLUSION FROM INSUFFICIENT DATA. TEACHERS SHALL NOT SUPPRESS ON THE ISSUE AS LONG AS THEIR EXPRESSION IS NOT ABUSIVE TOWARDS OTHERS. I FEEL THAT'S A GOOD THING FOR ALL OF US TO BE ON THE SAME PAGE. BUT AT NO POINT IS THERE LIKE A CHECK IN? LIKE HEY, GOT TO READ THESE POLICIES. NO?

>> NO. DOESN'T SOUND FAVORABLE?

>> WE CAN INCLUDE THAT IN THEIR STAFF HANDBOOK. WE COULD PUT SOME OF THESE ARS THAT WE THINK WOULD BE APPROPRIATE.

>> BUT WE CAN ALSO HAVE THEM MAYBE SIGN OFF ON IT TOO, CORRECT? AND JUST CONFIRM THAT THEY READ IT? WE COULD LOOK AT

THAT. >> AND EVEN PROBABLY INCLUDE IT WITH SOME OF THE ON BOARDING OR THE PROFESSIONAL DEVELOPMENT. I MEAN, YOU KNOW, JUST FIGURE IT OUT.

>> I KNEW THROUGH LONG BEACH, WE ARE SEEING SEVERAL BOARD POLICIES, ALONG WITH OUR, YOU KNOW, REGULAR WORKSHOPS THAT WE WOULD HAVE TO ATTEND FOR THE MANDATED REPORT OR. AND SO FOR THE POLICIES THAT ARE DIRECTLY GIVEN TO US BY DISTRICT OFFICE TO GO AHEAD AND READ AND KIND OF SIGN OFF ONLINE. SO MAYBE THAT IS SOMETHING THAT WE WOULD LIKE TO EXPLORE IF WE WANT TO ALL BE ON THE SAME PAGE.

>> AND I THINK I WOULD AGREE WITH MAYBE HIGHLIGHTING THE MOST IMPORTANT ONES OR MAYBE EVEN WE COULD TALK TO OUR TEACHERS UNION EVERY TIME THEY SEND OUT THE COMMUNICATION AND THROW A POLICY IN THERE THAT MIGHT GET YOUR TEACHERS IF TROUBLE OR NOT IN TROUBLE TO HELP THEM OUT. I DON'T KNOW, MAYBE WE COULD WORK TOGETHER TO JUST LET PEOPLE KNOW WHAT OUR POLICIES ARE. I WOULD BE OKAY WITH YOU GUYS DEEMING WHAT YOU THINK IS APPROPRIATE TO GIVE THEM. BUT SOME OF IT MAY BE APPROPRIATE TO GIVE THEM IN THE BEGINNING OF THE YEAR. THANK

YOU. >> I THINK IT'S A GREAT EXERCISE AND JUST HAVING THAT OPEN POSITIVE COMMUNICATION ESPECIALLY AS YOU START TO LOOK AT THESE POLICIES. I KNOW MY COLLEAGUES AND I ARE PAYING EXTRA CLOSE ATTENTION TO THE POLICIES. WE WANT TO MAKE SURE THE POLICIES ARE RIGHT AND THEY FIT OUR DISTRICT, AND EVERYONE IS ON THE SAME PAGE. THERE IS AN ISSUE TO TALK ABOUT IT FROM THE GOOD STANDING. OKAY. ANY OTHER DISCUSSION ON THAT ONE? DR. ELHESSEN, DO YOU HAVE ANYTHING ELSE? STUDENT BOARD MEMBERS, MS ARMSTRONG?

[12. MAJOR ACTION]

>> THANK YOU, I'M GOOD. >> ALL RIGHT. MOVING ON TO MAJOR ACTION, I BELIEVE. YEP. MOVING ON TO OUR FIRST MAJOR ACTION ITEM 12.1, SECOND READ REVISED BOARD POLICY 3350, TRAVEL EXPENSES. DO I HAVE ANY QUESTIONS OR COMMENTS FROM THE BOARD?

>> I HAVE SOME COMMENTS.

>> I THOUGHT I HAD SOME COMMENTS. GO AHEAD, I WILL COME

BACK. >> VICE PRESIDENT STEWART?

>> I WOULD ONLY LIKE TO DISCUSS, AGAIN, THE LAST LINE THAT STATES, WITHIN 30 DAYS OF TRAVEL, BOARD MEMBERS WILL WRITE A REPORT ON WHAT INFORMATION WAS PROVIDED IN THE CONFERENCE, AND I STILL BELIEVE THAT THIS SHOULD BE IN OUR HANDBOOK AND NOT IN POLICY, BUT I WOULD LOVE TO HEAR WHAT YOU

GUYS THINK. >> THANK YOU, VICE PRESIDENT STEWART. SO, YEAH, YOU ARE PROBABLY RIGHT. I THINK IT'S IMPORTANT THAT WE SPEND DISTRICT MONEY THAT WE ARE BRINGING THAT INFORMATION BACK, SOMETHING TO BENEFIT FROM, AND MAYBE HAVING THE POLICY IS A LITTLE MUCH. MAYBE IT WOULD BE GOOD IN THE HANDBOOK. I AM OPEN TO THAT IF THAT IS THE WILL OF THE BOARD, BUT I WOULD LOVE TO HEAR EVERYBODY ELSE'S OPINION.

>> I BELIEVE WE CAN HAVE IT IN BOTH.

>> SO, YOU WOULD LIKE TO SEE IT IN POLICY AND IN THE HANDBOOK?

>> YES. IF IT IS -- THAT WAY, IT IS IN THERE TWICE , SO, YOU

KNOW, WE COVER BOTH ENDS. >> YEAH. I CAN IMAGINE -- I AM NOT GOING TO SPEAK FOR VICE PRESIDENT STEWART -- BUT I CAN IMAGINE THE ISSUE WOULD BE , OKAY, SO, IT IS WITHIN 30 DAYS

[01:00:03]

OF TRAVEL, BUT WHAT IF WE HAVE A MEETING IN 3 WEEKS, BUT YOU ACTUALLY HAVE TO MISS THAT MEETING, THEN YOU DON'T REPORT BACK ON THAT TRAVEL, 45 DAYS ? OKAY? OBVIOUSLY, NO ONE IS GOING TO JUMP ON YOU FOR IT, BUT ANYTHING IN POLICY SHOULD BE SOMETHING THAT WE ARE GOING TO ENFORCE , AND MAKE SURE IT IS RIGHT -- SORRY -- IT MIGHT BE A LITTLE WISHY-WASHY, OR, IF THERE'S NOT THAT MUCH INFORMATION PROVIDED, THEN, LIKE, WHEN WE SAY, PROVIDE A REPORT, WHAT DOES THAT LOOK LIKE? I MENTIONED IT IN MY BOARD COMMENTS OR, HEY, CHECK OUT THIS SLIDESHOW, THESE COOL ANIMATIONS AND EVERYTHING I LEARNED? THE SPECTRUM OF, LIKE, WHAT A REPORT OUT WOULD LOOK LIKE WOULD BE MORE SUBJECTIVE . I DON'T KNOW. AM I CLOSE? ARE THERE OTHER CONSIDERATIONS THERE?

>> I THINK, IF YOU GO TO THE -- TO A WORKSHOP OR CONFERENCE -- USUALLY, AS LONG AS IT IS PROBABLY NOT THE DAY BEFORE -- BUT IF WE ARE COMING BACK, I KNOW I JUST REPORT OUT WHAT I HAVE DONE, BUT IF YOU WANT MORE DETAIL, IT DEPENDS, LIKE YOU SAY, HOW DO WE WANT IT, BECAUSE, YOU KNOW, THEY CAN JUST SHARE SOME STUFF, YOU KNOW, JUST BECAUSE , AND IT WASN'T EVEN BECAUSE THE DISTRICT PAID HER TO DO IT.

>> RIGHT. >> THEN, WE ALSO HAVE TO REMEMBER THAT SOME TRAININGS, YOU KNOW, IT IS KIND OF LIKE REQUIRED FOR ALL OF US, AND EVEN IF WE SHARE IT, IT IS NOT GOOD ENOUGH, YOU KNOW, ESPECIALLY, LIKE, THAT ONE A.B.-21-58, ETHICS TRAINING. EVERY YEAR, WE NEED TO TAKE THAT, AND AS A MATTER OF FACT, I HAVE SOMETHING TO SHARE WITH YOU GUYS, BECAUSE WE'RE GOING TO BE HOSTING OF THIS WE ARE NOT GOING TO HOSTED -- BUT IT WILL BE HOSTED, A WORKSHOP , AND IT IS NOT GOING TO COST AS MUCH AS IT WOULD IF WE TOOK IT DURING THE ANNUAL MEETING, BECAUSE IF THE COURSE IS, LIKE, $600 -- WHEN I TOOK THE COURSE 600 DOLLARS TO DID YEARS AGO BECAUSE IT WAS THERE. NOW, WE WORKED SOMETHING OUT TO WHERE WE ARE IN, YOU KNOW, THEY ARE OFFERING IT TO US NOW, BECAUSE, IT IS LIKE TWO YEARS, AND ONLY FOR LIKE $125, SO, SOME THINGS,

WE HAVE TO DO ON OUR OWN. >> WE CAN TAKE IT TOGETHER

THOUGH. >> YEAH.

>> BUT YEAH, WE NEED TO FIGURE OUT HOW. WE CAN DEFTLY SIT HERE AND SPEAK ABOUT IT, BUT IF YOU WANT MORE THAN THAT, THEN WHAT

IS IT GOING TO BE? >> RIGHT? THANK YOU, MS. ARMSTRONG. I THINK THAT IS THE QUESTION OF HOW MUCH WE REALLY ARE GOING TO REPORT BACK. I THINK SOMETHING IN BETWEEN JUST MENTIONING YOU DID SOMETHING AND, LIKE, PROVIDING A WHOLE PRESENTATION, JUST I THINK IT IS MORE JUST JUSTIFYING THE TIME AND THE MONEY THAT WAS SPENT, WHY IT WAS IMPORTANT, AND RELEVANT TO THE BOARD -- BUSINESS -- BUT I AM FINE REMOVING IT FROM THE POLICY AND HAVING IT IN THE HANDBOOK. MY MAIN THING IS, YOU KNOW, JUST THE BOARD APPROVAL FOR EXPENSES OVER OUR BUDGETED AMOUNT, AND THEN, MAKING SURE WE ARE ALIGNING OUR REVIEW TO THE STATE NUMBER . THOSE ARE MY TWO BIG THINGS. ANYTHING OUTSIDE OF THAT, I AM OPEN TO MORE

DISCUSSION. >> I DO WANT TO MENTION ONE THING. I STILL WENT TO A CONFERENCE YEARS AGO, AND, I DON'T KNOW IF YOU REMEMBER, I BROUGHT THIS GAME BACK CALLED IMPACT, AND, WE STILL NEVER GOT A CHANCE TO , LIKE, EXPLORE IT, SO, THE THING IS , WE HAVE TO ALLOW OURSELVES TIME TO -- LIKE -- IF I WANTED TO COME BACK AND SHARE THAT, WE HAVE TO ALLOW TIME FOR IT TO BE SHARED. SO, I HAVE BEEN HAVING THIS GAME, I'M GOING TO HAVE TO GET TRAINING ON IT ALL OVER AGAIN SO THAT WE CAN, YOU KNOW, WORK THROUGH IT, OR, PROBABLY, BRING THE DEVELOPERS OUT, BUT, WE HAVE TO ALLOW THIS TIME ALSO .

SO, AND THAT IS WHAT WE HAVEN'T BEEN DOING. WE HAVEN'T BEEN ALLOWING OURSELVES TIME .SO --

>> THANK YOU, MS. ARMSTRONG. VICE PRESIDENT STEWART?

>> THOSE DOCTORS WHO HAVE ANYTHING TO ADD BEFORE I GO?

>> DR. SUE, ANY COMMENTS, QUESTIONS?

>> I DID HAVE A COMMENT. I AGREE WITH MOST PRESIDENT STEWART ABOUT EMINENT -- THE HANDBOOK -- AND THE FOLLOW-UP QUESTION, THAT IS, WHEN ARE WE GOING TO SEE THE HANDBOOK TO

RENEW IT? >> GREAT QUESTION. LET'S SEE.

BOARD MEMBER ARMSTRONG OR GARZA, AN UPDATE?

[01:05:03]

>> I CAN GIVE AN UPDATE . IS THAT OKAY?

>> THAT IS FINE. >> PERFECT.

>> VICE PRESIDENT STEWART? >> I AGREE WITH WHAT YOU ARE SAYING. I JUST THINK THAT THE HANDBOOK IS KIND OF, LIKE, OUR GENERAL AR END OF HOW THE BOARD SHOULD DO THINGS, AND I FEEL LIKE -- -- I JUST DON'T WANT TO SEE PEOPLE BREAKING POLICIES. TO ME, THE POLICIES ARE REALLY IMPORTANT, AND WE SHOULD BE FOLLOWING THOSE POLICIES. THE HANDBOOKS, WE SHOULD ALSO BE FOLLOWING AS WELL, BUT THERE ARE MORE GUIDELINES, WHEREAS I TAKE THIS A LITTLE MORE SERIOUSLY. SO, THAT IS WHEN I THINK IT MIGHT JUST BE BETTER OFF REALLY DETAILING HOW WE WANT IT IN OUR HANDBOOK, BECAUSE AGAIN, LIKE, I WENT TO THE CONFERENCE WHERE THEY DIDN'T GIVE US SLIDES. I COULDN'T PUT ANYTHING IN THAT FOLDER, BECAUSE, THAT PARTICULAR CONFERENCE, THERE WEREN'T, LIKE, SLIDES., GO TO CSB.A., THEY GIVE US COPIES. I THINK ABOUT DOING IT, BUT I TYPICALLY DO IT MY BOARD REPORT, SO EVERY CONFERENCE IS DIFFERENT , TOO, SO I JUST DON'T WANT US TO GET CAUGHT UP IN THIS POLICY WHERE WE HAVE TO DO THIS WHEN, MAYBE, SOMETIMES WE CANNOT. THAT WAS MY THOUGHT.

>> THANK YOU, VICE PRESIDENT STEWART. TOTALLY FAIR. I THINK I AM THE ONE WHO BROUGHT THAT ITEM UP TO ADD THE THREE. SO, I AM FINE NOT HAVING THE POLICY IF MS. GARZA -- IF YOU ARE FINE

HAVING THE HANDBOOK -- >> YES. I AM NOT MARRIED TO IT.

I WILL SUPPORT ANYTHING THE BOARD WANTS TO DO.

>> BUT I AM, AGAIN, WITH THE HANDBOOK, I FEEL THAT IT IS A VERY VALUABLE THING, AND I WILL GET A REPORT ON HOW THAT IS COMING ALONG, BUT, I DO THINK IT IS REALLY IMPORTANT, YOU KNOW, ON REALLY THE INTENTIONALITY BEHIND REPORTING ON IT IS MORE IMPORTANT, SO, MAYBE IT DOESN'T BELONG IN THE POLICY. IT IS MORE, YOU KNOW, JUST THE WILLINGNESS TO SHARE INFORMATION AND BRING THAT VALUE BACK. SO, I THINK IT IS A GREAT THING TO HAVE IN OUR HANDBOOK. VICE PRESIDENT

STEWART? >> THEN, BESIDES THAT, IF WE JUST SCRATCH THAT, ARE WE ALLOWED, AS A BOARD, TO SAY, WE WOULD LIKE TO SCRATCH THAT AND THEN APPROVE THIS TONIGHT? HOW

WOULD YOU LIKE US -- >> YOU ARE GOING TO NEED TO MAKE A MOTION TO APPROVE IT WITH THE CORRECTION, AND YOU WILL HAVE TO STAY WITH THE CORRECTION IS.

>> I WOULD LIKE TO MAKE A MOTION TO APPROVE THIS WITH THE CORRECTION OF REMOVING THE LAST LINE OF THE POLICY, WHICH IS WITHIN 30 DAYS OF TRAVEL, BOARD MEMBERS WILL PROVIDE A REPORT OUT ON WHAT INFORMATION WAS DIVIDED AT THE CONFERENCE.

>> DO I HAVE A SECOND? >> SECOND.

>> ROLL CALL, PLEASE. >> STUDENT MENTOR -- NUMBER --

STEWART? >> AYE.

>> MRS. GARZA? >> AYE.

>> MS. STEWART? >> AYE.

>> MS. BURCHFIELD? >> AYE. ACTION ITEM 12.2, LAST ITEM ACTION, DECLARATION OF NEED FOR FULLY QUALIFIED TEACHERS. DO I HAVE ANY QUESTIONS OR COMMENTS FROM THE

BOARD? MADAME CLERK GARZA? >> THANK YOU. MY FIRST QUESTION IS HOW WAS THE NEED DETERMINED?

>> OKAY. SO, TYPICALLY, A DECLARATION OF NEED IS A PREDICTION OF WHERE YOU MAY NEED TO HIRE STAFF WHO MAY NOT HAVE FULL QUALIFICATIONS. SO, THAT COULD BE SOMEONE WHO IS IN AN INTERN PROGRAM, IT COULD BE SOMEONE WHO DOESN'T HAVE THE AUTHORIZATION, IT COULD BE SOMEONE WHO MAYBE IS A TEACHER, FOR COUPLE, AND DOESN'T HAVE CLOUD AUTHORIZATION. USUALLY, FOR AN INTERN OR EMERGENCY-TYPE CREDENTIAL. TYPICALLY, FALLS

INTO A SPECIALTY AREA. >> AND WE ARE DETERMINING THAT WE NEED ABOUT 15 TEACHERS FOR THAT?

>> SO, THIS ORIGINAL DECLARATION CAME TO, I BELIEVE, IN THE MONTH OF JUNE. HOWEVER, IT WAS PRESENTED ON CONSENT .

THAT'S NOT THE APPROPRIATE WAY TO BRING IT FORWARD. NOW, IT IS COMING BACK , TOO, AGAIN, A LITTLE BIT LATER. THIS WAS A PREDICTION AT THE TIME. IT HAS BEEN CHANGED A LITTLE BIT, BETWEEN THEN AND NOW. IF YOU NOTICED, NOW, YOU HAVE US A COUPLE OF SPECIALTY AREAS ADDED IN YOUR REPLACEMENT PAGE.

>> YES, YOU ARE RIGHT. I DID SEE THAT. OKAY. THANK YOU. SO, I ALSO WANTED TO ASK ABOUT OUR -- WHAT IS OUR RECRUITMENT PLAN GOING FORWARD? DO WE HAVE ONE AT THIS MOMENT? ARE WE STILL

WORKING ON THAT? >> BOARD CLERK GARZA, YES, WE ARE STILL IN THE PROCESS OF REFINING WHAT OUR PLAN WOULD BE , AND WHAT WE ARE ENVISIONING IS BROADER OUTREACH, NUMBER ONE, AND ALL OF OUR LOCAL COLLEGES AND UNIVERSITIES, FOR ONE, AND WE WOULD ALSO LIKE GREATER PARTICIPATION IN OUR VARIOUS JOB FAIRS, AND WE ARE ALSO THINKING ABOUT HOSTING OUR OWN POTENTIAL JOB FAIR, BOTH ON THE CLASSIFIED SIDE OF THINGS, AS WELL AS THE CERTIFICATE ON THE END, AND WOULD ALSO LIKE TO LOOK AT WHERE WE ADVERTISE OUR POSITIONS , IN PARTICULAR,

[01:10:01]

CLASSIFIED. THIS IS AN ITEM MORE RELATED TO CERTIFICATED , BUT WE ARE LOOKING TO SEE WHAT OTHER PLACES BEYOND THERE WE CAN HAVE OUR JOB POSTINGS. WHEN PEOPLE LOOK AT MULTIPLE SPOTS

AND SITES FOR SUCH THINGS. >> PERFECT.DO WE HAVE A PREDICTION OF WHEN WE'RE GOING TO BE ROLLING OUT THAT PLAN AND START REACHING OUT? WILL IT BE THIS SCHOOL YEAR, NEXT SCHOOL

YEAR? >> IDEALLY, WE WOULD REALLY LIKE TO MAKE SOME HEADWAY ON THIS THIS SCHOOL YEAR. WE KNOW THAT THERE IS A NEED, ESPECIALLY, FOR OUR CLASSIFIED POSITIONS IN TERMS OF GETTING MORE PEOPLE, BECAUSE WE HAVE MORE UNFILLED POSITIONS ON THAT END OF THINGS. ONCE WE GET CLOSER TO THE MORE TRADITIONAL KIND OF TEACHER HIRING PERIOD, WHICH IS USUALLY CLOSER TO MARCH OR APRIL, WE WOULD LIKE TO HAVE SOME THINGS IN PLACE. RIGHT NOW, WE ARE IN THE PROCESS OF BRINGING ON TWO EXECUTIVE DIRECTORS TO ASSIST IN HUMAN RESOURCES, WHICH , THOSE ARE POSITIONS THAT ARE NOT ONLY FROM THE CLASSIFIED SIDE OF THINGS, BUT ALSO THE CERTIFICATED END. WE KNOW THAT EXTRA HELP WILL BE A TREMENDOUS ASSET TO US AS WE GO AHEAD AND START CRAFTING THOSE PLANS, BUT IN THE MEANTIME, YES, TO ANSWER YOUR QUESTION, WE WANT TO MAKE SOME SERIOUS HEADWAY NOT ONLY THIS YEAR, BUT ALSO LOOKING

BEYOND. >> THANK YOU SO MUCH FOR

ANSWERING MY QUESTIONS. >> THANK YOU, MS. GARZA. ANY OTHER QUESTIONS, COMMENTS FROM THE BOARD?

>> I HAVE A QUICK QUESTION. >> GO FOR IT.

>> IS THIS ALSO BASED ON NEED, FOR EXAMPLE , IF WE HAVE A HIGHER POPULATION OF STUDENTS WITH SPECIAL NEEDS , DISABILITIES , AND WE DON'T HAVE ENOUGH TEACHERS , DOES THAT ALSO APPLY, OR -- IT SEEMED LIKE IT WAS MORE GENERIC. OR IS IT ALSO BASED ON NEED?

>> IT IS BASED ON NEED, DR. SUE , BUT YOU ALSO HAVE TO MAKE A LITTLE BIT OF A PREDICTION OF WHAT YOU MAY NEED FOR THE

ENTIRE YEAR. >> SO, IT WOULD INCLUDE, LIKE, DIFFERENT AREAS, FOR EXAMPLE, PROP 28, LOOKING AT ARTS AND PERFORMING ARTS, THEATER, AND SO FORTH?

>> YES. >> OKAY. THANK YOU.

>> ALL RIGHT. ANY FINAL COMMENTS? ALL RIGHT. I WILL

NEED A MOTION ON THIS ITEM. >> SO MOVED.

THEY HAVE TO BE MADE ? >> SO, THANK YOU FOR THAT QUESTION. QUESTION, MS. ARMSTRONG, WE ARE CURRENTLY IN OPEN ENROLLMENT. SO, TEACHERS DO HAVE THE ABILITY TO SWITCH PLANS. SO, THIS ACCOUNTS FOR THE INCREASE IN COSTS TO THE PLAN THAT THEY WOULD HAPPEN TO SHIFT TO.

>> OKAY. >> SO, IT DOES ACCOUNT FOR

THAT. >> IT DOES?

[01:15:01]

>> YES. >> IF THEY SO CHOOSE.

>> IF THEY SO CHOOSE, DEPENDING ON PERSONAL OR LIFE CIRCUMSTANCES. YES. IT WILL ACCOUNT FOR THAT.

>> SO, I DIDN'T KNOW WHETHER WE WERE GOING TO HOLD THEM TO THE PLAN THAT THEY HAD, EVEN THOUGH IT WAS DURING OPEN THEM -- OPEN ENROLLMENT. THAT IS ALL I WANTED TO KNOW. I KNOW WE ALSO MENTIONED THAT IT WOULD BE TREATED AS A STUYVEN, BUT, WHY IS -- TO ME, IT IS CONSIDERED AN INCREASE IN COMPENSATION.

SO, ARE WE STILL TREATING IT LIKE A STUYVEN OR AN INCREASE

IN COMPENSATION? >> IT IS A STUYVEN, ONE-TYPE STIPEND TO OFFSET THE COST INCREASE TO OUR MEMBERS FOR THE INCREASE IN THEIR HEALTH INSURANCE. SO, IT WILL BE A

>> MS. GARZA? >> AYE.

>> MS. STEWART? >> AYE.

>> MR. CRIHFIELD? >> AYE . MOTION PASSES. NOW, POOR COMMUNICATIONS. IS TIME FOR -- BOARD MEMBERS TO COMMUNICATE AND REPORT OUT -- WE'LL BEGIN WITH BOARD MEMBER

ARMSTRONG. >> THANK YOU, PRESIDENT CRIHFIELD. WELL, I ATTENDED -- ON TUESDAY -- I ATTENDED THE BACK-TO-SCHOOL NIGHT AT ERNIE PYLE, AND, YOU KNOW, IN VISITING ERNIE PYLE, IT IS LIKE GOING HOME. YOU KNOW, THERE ARE TEACHERS THAT ARE STILL ENCOURAGING MY CHILDREN -- ALL WITH THE EXCEPTION OF ONE -- HAVE GRADUATED. YOU KNOW, I LOVE TAKING PICTURES WITH THE TEACHERS, SHOWING THE PICTURES TO MY CHILDREN WHEN I GET HOME, AND IF THE TEACHERS ASK FOR A PHOTO, I WILL GO AHEAD AND TAKE A PHOTO WITH THEM. OUR ONE TEACHER EVEN WANTED ME TO MAKE A PHONE CALL. SO, I MADE A PHONE CALL WITH MY KIDS SO THAT THEY COULD HAVE A QUICK CONVERSATION. ALSO, VISITED WASHINGTON. AND, AGAIN, SOME OF MY CHILDREN PARTICIPATED IN THE CHORUS. SO, IT WAS REALLY NICE TO VISIT THAT CAMPUS AGAIN. AND, I VISITED A FEW CLASSROOMS, AND IT WAS REALLY A LOT OF FUN. I HAD A LOT OF FUN AT WASHINGTON. I MENTIONED TO SOME OF THE PEOPLE THAT MAYBE WE SHOULD CREATE A COMPETITION, BECAUSE SOME OF THE ROOMS HAD DECORATIVE THEMES, AND SOME ROOMS TRULY REFLECTED THE PERSONALITY OF THE TEACHER THEMSELVES. TO ME, THE TEACHERS REALLY CREATE ROOMS THAT FOSTER A VERY RICH LEARNING ENVIRONMENT, AND IT WAS VERY INVITING. I REALLY HAD FUN IN WASHINGTON. I REALLY SHOULDN'T BRAG TOO MUCH, BECAUSE I KNOW THE MINORITY POWER PEOPLE MIGHT BE LISTENING. SO, BUT, I ALSO WANT -- I MENTIONED THIS EARLIER -- WHEN WE WERE TALKING ABOUT OUR TRAINING -- I WANT TO INVITE MY FELLOW BOARD MEMBERS TO TAKE THE ETHICS TRAINING FROM THE LEGAL REQUIREMENTS FOR CSBA. THE 21-50 TRAINING, IN PARTNERSHIP WITH LOS ANGELES COUNTY TRUSTEES ASSOCIATION IS BEING OFFERED AT ONLY $125 FOR MEMBERS, WHICH IS USUALLY ABOUT $600 PER PERSON IF TAKEN DURING THE ANNUAL MEETING. NONMEMBERS CAN ALSO TAKE THE COURSE, BUT THEY HAVE TO GO THROUGH A DIFFERENT TYPE OF REGISTRATION.

AND, THE BILL REQUIRES ELECTED BOARD MEMBERS TO COMPLETE TWO HOURS OF ETHICS TRAINING EVERY TWO YEARS. SO, NOVEMBER 18TH, I HAVE A FLYER -- THEY'RE GOING TO BE OFFERING TWO SESSIONS -- SO, WE CAN GET THAT OUT OF THE WAY AND SAVE SOME MONEY. ON MONDAY, OCTOBER 24TH, -- I DON'T HAVE A FLYER FOR THIS ONE YET, BUT WE WILL BE OFFERING A PROFESSIONAL LEARNING FOR ALL MEMBERS, AND THE TOPIC IS GOING TO BE ARTIFICIAL INTELLIGENCE. AND SO, CSBA WILL SHARE OUT OUR SUPPORT AND COLLABORATION WITH THIS, AND WE'RE GOING TO HAVE OUR PACER THERE, THE PUBLIC AFFAIRS IMMUNITY ENGAGEMENT REPRESENTATIVE . HE IS GOING TO BE THERE, AND WE ARE SUPPOSED

[01:20:01]

TO BE HAVING A SPECIAL GUEST THAT IS GOING TO JOIN US WITH THE A.I. PRESENTATION. I AM REALLY EXCITED ABOUT IT, BECAUSE I REALLY DON'T KNOW MUCH ABOUT IT. YOU KNOW, I AM JUST LEARNING, LEARNING. AGAIN, THE FLYER WILL COME OUT SOON, AND I JUST WANTED TO LET THE PUBLIC KNOW THAT EVERYONE KNOWS THE DISTRICT PAYS A MEMBERSHIP FEE EVERY YEAR FOR OUR BOARD MEMBERS TO PARTICIPATE AND TAKE ADVANTAGE OF THE TRAININGS AND WORKSHOPS OFFERED THROUGH L.A. COUNTY SCHOOL TRUSTEES ASSOCIATION . HOWEVER, EACH DISTRICT HAS ONE BOARD MEMBER THAT SERVES AS THE VOTING MEMBER FOR THE BOARD. SO, THIS MEANS THAT ALL OF US CAN ATTEND THESE MEETINGS. THIS IS THE LOCKSTEP MEETING, INCLUDING OUR SUPERINTENDENT, AND I ENCOURAGE MY FELLOW BOARD MEMBERS AND THE SUPERINTENDENT TO GET INVOLVED.

YOU KNOW, MAYBE WE CAN ALL LEARN SOMETHING NEW, OR EVEN CONTRIBUTE WHAT WE'RE DOING HERE, AT BELLFLOWER, WITH SOME OF THE OTHER DISTRICTS. I AM JUST GOING TO PUT IT OUT THERE, LAWNDALE, THEY COME FULL FORCE. YOU KNOW? WE HAVE LYNWOOD.

LYNWOOD COMES, NOT AS FULL AS LAWNDALE, BUT THEY ARE THERE.

SO, -- AND I THINK -- THAT'S ABOUT IT. THAT'S ABOUT IT.

>> THANK YOU, MS. ARMSTRONG. >> ALL RIGHT. THANK YOU.

>> AND DR. ELHESSEN? >> EXCUSE ME WHILE I TRY TO UNMUTE MYSELF. THANK YOU. I ALSO ATTENDED BACK-TO-SCHOOL NIGHT AT ERNIE PLATT , AND HAD A REALLY GOOD TURNOUT, AND I WAS HAPPY TO MEET -- SOME OF THE TEACHERS THERE FOR YEARS. I ATTENDED THE AD HOC COMMITTEE MEETING ON SPECIAL EDUCATION , HAD A REALLY GREAT PRESENTATION . OUR ASSOCIATE SUPERINTENDENT FOR SPECIAL ED , SHE UPDATED US IN REGARDS TO WHERE WE ARE AND DREW THE THICK MAP ON IT, WHERE WE HAVE MET, WE STILL NEED TO DO, AND SOME MEMBERS, IN REGARDS TO HOW WE ARE MOVING FORWARD. I ALSO MET WITH OUR INTERIM SUPERINTENDENT , MS. AZEVEDO, AND ALSO, IN REGARDS TO LOOKING AT WHAT WE CAN DO FOR OCTOBER, WHICH IS DISABILITY EMPLOYMENT AWARENESS MONTH . JUST TO CREATE GREATER INCENTIVES AND MOTIVATIONS FOR OUR STUDENTS WITH DISABILITIES . I HAD RECOMMENDED WE HAVE A PERFORMER THAT I GOT A CHANCE TO MEET ON "YOU THINK YOU CAN DANCE ," WHO USES HER WHEELCHAIR AS PART OF HER ROUTINE. SHE IS A CHOREOGRAPHER. I THOUGHT SHE WOULD BE A GREAT INSPIRATION FOR MANY OF OUR STUDENTS TO SEE AND LOOK BEYOND THEIR DISABILITY, IN REGARDS TO WHAT THEY CAN DO, THEIR ABILITIES. I ALSO HAD A CHANCE TO MEET MS. WHEELCHAIR CALIFORNIA, AND PART OF HER BECAUSE I DON'T WANT TO SAY -- DUTIES, BUT MORE, OBLIGATIONS, SOMETHING TO THAT NATURE, IS TO ACTUALLY GO OUT AND MAKE PRESENTATIONS AT SCHOOL DISTRICTS. SO, SHE IS MORE THAN HAPPY TO COME OUT AND SPEAK TO OUR STUDENTS. SO, I AM HOPING THAT WE CAN LOOK AT THAT AND REALLY HAVE A MORE INCLUSIVE TYPE OF PARTICIPATION FOR ALL OF OUR STUDENTS. I ALSO WANT TO MENTION, IN REGARDS TO RECENT EVENTS THAT MS. AZEVEDO BROUGHT UP IN REGARDS TO STUDENT SAFETY, AND PART OF OUR INITIAL SAFETY MODEL, WHICH LOOKS AT STUDENT AMBASSADOR PROGRAMS , HABITUALLY SUPPORTS THE FOUNDATION IN LOOKING AT ANTI-BULLYING , AND LOOKING AT SUPPORTING SOCIAL INFLUENCE, THE POWER TO CHANGE THE WAY STUDENTS TREAT EACH OTHER. IT IS A SKILL-BASED , NONVIOLENT COMMUNICATION PROCESS WHERE THEY LEARN CONFLICT RESOLUTION, LEARN TO DIFFUSE POTENTIAL INCIDENTS IN THE MOMENT, AND ALSO, IT IS A BIT SPACED WITH RESEARCH SHOWING IT HAS IMMEDIATE IMPACT, AND IT SUPPORTS STUDENTS WHO ARE FEELING ISOLATED AND EXCLUDED .

I THINK THAT IS AN IMPORTANT PART FOR A LOT OF THESE ISSUES.

NATIONWIDE, NOT ONLY IN OUR PARTICULAR AREA, BUT THROUGHOUT THE STATE, THAT THESE ARE COMING UP MORE AND MORE, THE STUDENTS ARE THE CENTER OF OUR SITE , BEING ABLE TO HAVE A STUDENT AMBASSADOR PROGRAM TO INITIATE SAFETY AND SUPPORT OF OUR STUDENTS , I THINK, IS CRITICAL. WE'RE LOOKING AT OUR STUDENTS ARE THE FUTURE. IT IS PART OF OUR JOBS AS PUBLIC

[01:25:06]

OFFICIALS, EDUCATORS, AND PARENTS, TO HELP ENSURE THAT OUR CHILDREN GROW UP TO RESPECT THE RIGHTS OF OTHERS. THE SAFE SCHOOL AMBASSADOR PROGRAM WILL HELP TO CHANGE THE ENVIRONMENT IN OUR SCHOOLS SO THAT INCIDENTS OF BULLYING AND OTHER INAPPROPRIATE BEHAVIOR ARE REDUCED THROUGH THE PROGRAM .

WE CAN BEGIN TO CREATE A GENERATION OF YOUNG PEOPLE WHO TREAT OTHERS WITH KINDNESS, DIGNITY, AND RESPECT, AND I THINK THAT IS REALLY THE CORNERSTONE OF, REALLY, WHAT I WANTED TO EMPHASIZE, THE IMPORTANCE OF THIS, AND IT IS PART OF OUR SAFETY MODEL THAT WE'LL HAVE TO SUPPORT OUR STUDENTS. I AM HOPING THAT OUR STUDENT -- BOARD MEMBERS -- WOULD BE INTERESTED IN TAKING THIS INITIATIVE AND SUPPORTING STUDENTS AND LOOKING AT HOW WE CAN REALLY START THIS PROGRAM TO ENSURE SAFETY ACROSS ALL OF OUR SITES. I ALSO WANTED TO MENTION THAT, IN REVIEWING OUR LEGAL REPORT ON ON FRIDAY MEMOS, I AM SEEING IT IS TOTALLY BLANK, AND I WANTED TO FIND OUT IF WE ARE REALLY LOOKING AT LOGGING IN HOURS OF OUR LIVES IS NOT ONLY OUR GENERAL -- EXCUSE ME -- ATTORNEY -- BUT ALSO, THE ONES WHO ARE WORKING ON OUR SPECIAL ED PROJECTS, BECAUSE I WOULD JUST LIKE TO SEE ACCOUNTABILITY AND TRANSPARENCY IN REGARDS TO REPORTING OF HOURS OF OUR ATTORNEYS WHO ARE WORKING FOR THE DISTRICT , SINCE IT IS USE OF OUR PUBLIC FUNDS. THANK YOU.

>> THANK YOU, DR. PATTESON. MANOR CREEK GARZA?

>> THANK YOU, PRESIDENT CRIHFIELD. UNFORTUNATELY, I CAME DOWN WITH COVID DURING BACK-TO-SCHOOL NIGHT, SO, I WAS NOT ABLE TO ATTEND -- I THINK I JINXED MYSELF, BECAUSE, I SAID I WAS GOING TO GO TO ALL OF THEM, AND I WENT TO NONE OF THEM. SORRY. GOING TO HAVE TO DO THE OPEN HOUSE. HOPEFULLY, YOU KNOW, I AM OKAY, HEALTHY. KNOCK ON WOOD. I KNOW. DID IT AGAIN. SO, I ALSO DID ATTEND OUR PERSONNEL COMMISSION MEETING THIS WEEK. VERY INTERESTING.THANK YOU FOR LETTING US TALK. YOU KNOW, LISTENING TO OUR COMMENTS -- TO MY COMMENTS -- I THINK THAT WE ARE DEFINITELY GOING IN THE RIGHT DIRECTION. YOU KNOW, ESPECIALLY NOW THAT WE HAVE OPENED THAT PROCESS UP FOR EVERYONE. SO, I REALLY APPRECIATE THAT. THANK YOU. AND, AS FAR AS AN UPDATE ON THE BOARD GOVERNANCE HANDBOOK, MS. ARMSTRONG AND I DID MEET , WE DID LOOK AT THAT GOVERNANCE HANDBOOK, AND WE MADE ADJUSTMENTS TO IT, AND I DID SEND THEM OVER TO OUR STAFF.

THEY DID MAKE SOME CHANGES ON THEM, BUT I DID HAVE A DISCUSSION WITH OUR PRESIDENT, AND ALSO WITH OUR CURRENT INTERIM SUPERINTENDENT, AND IT SEEMS THAT WE MAY NEED TO REVISIT IT JUST A LITTLE BIT MORE. SO, I'M GOING TO ASK IF BOARD MEMBER ARMSTRONG IS ABLE TO, YOU KNOW, GET TOGETHER WITH ME TO LOOK AT IT AGAIN.WE HAVE A NEW DOCUMENT, PERHAPS, THAT CAN HELP GUIDE US AND MAKE THIS HANDBOOK A LITTLE BIT BETTER, BECAUSE, THE WAY IT STANDS RIGHT NOW, IT SEEMS LIKE A LOT OF WHAT WE HAVE IN IT KIND OF OVERLAPS SOME OF OUR POLICIES THAT WE ALREADY HAVE, CURRENTLY, AND, PERHAPS, IT IS A BETTER WAY TO KIND OF JUST SIT DOWN A LITTLE BIT WITH OUR NEW STAFF MEMBERS, WHO CAN GIVE US A LITTLE BIT MORE INFORMATION AND GUIDANCE ON THAT. SO, IF IT IS POSSIBLE, I WOULD LOVE TO EXPLORE SOME DATES WITH YOU , BUT IT IS THERE. IT IS DONE. IT WAS COMPLETED, BUT IT SEEMS LIKE IT JUST NEEDS TO BE, YOU KNOW, LOOKED AT A LITTLE BIT MORE, ESPECIALLY GIVEN THAT WE'RE NOW GOING TO ADD ONE MORE, YOU KNOW, SUGGESTION AS TO HOW WE, AS BOARD MEMBERS, REPORT OUT TO THE PUBLIC. SO, I THINK IT WOULD BE BEST THAT WE GO BACK AND REVISE IT AGAIN. THANK YOU.

>> THANK YOU, MS. GARZA. VICE PRESIDENT STEWART?

>> GOOD EVENING. I HAVE ALSO BEEN SICK. I A LITTLE SLOWER THAN USUAL, OR I AM GOING TO BE OUT OF BREATH.

PLEASE, BE PATIENT. LAST WEEK, I ATTENDED BACK-TO-SCHOOL NIGHT AT RAMON AND BAXTER. TAKE YOU SO MUCH TO RAMONA PRINCIPAL AND ASSISTANT PRINCIPAL AND BAXTER ZABAL CRUZ FOR WELCOMING ME TO THEIR CAMPUSES. I RECEIVED SO MUCH GREAT FEEDBACK FROM STAFF AND PARENTS, SO MANY SMILES AND NICE COMMENTS FROM PARENTS WALKING BY, AND I AM REALLY EXCITED ABOUT THE FUTURE OF THOSE TWO SITES, BECAUSE AS NEW ADMINISTRATORS, I THINK THEY ARE ALREADY MAKING A HUGE DIFFERENCE. SO, THANK YOU TO OUR MINISTRIES AND THEIR STAFF, WHO HAD A REALLY AWESOME VISIT.

[01:30:02]

LAST THURSDAY, I DID MISS MY AD HOC MEETING, WOULD HUNDRED PERCENT MY FAULT, SO, I DO APOLOGIZE FOR THAT, BUT I WAS ABLE TO SIT DOWN ONE-ON-ONE WITH MRS. AJ AND GO OVER OUR RECOMMENDATIONS. I'M REALLY EXCITED ABOUT HER BEING IN THIS POSITION. OR ORGANIZATION AND USE OF THE DATA HAS JUST BEEN REFRESHING, AND I FEEL LIKE WE ARE IN SUCH A BETTER PLACE WITH HER IN OUR DISTRICT. I AM LOOKING FORWARD TO SEEING WHAT IMPROVEMENTS WE MAKE IN OUR DEPARTMENT , AND I BELIEVE IT IS GOING TO BE VERY SIGNIFICANT. SO, THANK YOU FOR JOINING OUR TEAM. ALSO, THURSDAY, I ATTENDED BACK-TO-SCHOOL NIGHT AT STEPHEN FOSTER. THANK YOU TO THEIR PRINCIPAL, AND THEIR AP, KRISTA JACKSON. I LOVE THE PRESENTATION THAT SHE GAVE. IT WAS JUST GENUINE. IT WAS KIND, IT WAS COLLABORATIVE. IT REALLY ADDRESSED SOME OF THE IMPORTANT THINGS WITH OUR PARENTS, LIKE THE NEED TO IMPROVE OUR WRITING AND OUR ABSENTEEISM, AND , AND I ALSO VISITED ALL OF OUR ROOMS, I THINK, 7 IN TOTAL, AND ONE THING I HADN'T SEEN THAT I SAW WAS THEIR SENSORY ROOM, AND I JUST ABSOLUTELY LOVED THEIR SENSORY ROOM. I WISH WE HAD THIS IN EVERY SINGLE SITE. IT WAS SO COOL. YOU HAVE TO SEE IT. YOU ARE GOING TO LOVE IT.THEY JUST HAS SO MANY DIFFERENT THINGS IN THAT ROOM, THINGS YOU COULD TOUCH, THINGS YOU COULD PLAY WITH, THAT YOU COULD SIT ON. JUST SO MANY DIFFERENT THINGS IN THERE. THEY WERE GOING TO SET UP SOME SWINGS, LIKE, HAMMOCKS, AND IT WAS JUST REALLY COOL THING. SO, I JUST WANTED TO SAY THAT, AND I ALSO SAW OUR NEW PLAYGROUNDS THERE, AND THEY EVEN HAD AN ADAPTIVE SWING. SO, THAT MADE ME SMILE SO MUCH. I REALLY HOPE THAT WE CAN GET MORE OF THESE AT OUR OTHER SITES IN THE FUTURE. IN GENERAL, I HAVE JUST BEEN HEARING PHENOMENAL THINGS ABOUT OUR ELEMENTARY SCHOOLS. I HAVE JUST GOTTEN REALLY GOOD FEEDBACK. I DO BELIEVE THAT WE NEED TO CLEAN UP SOME THINGS AT OUR HIGH SCHOOL, BUT WE ARE MOVING IN THE RIGHT DIRECTION, BUT IT FEELS BETTER THAN WHEN I FIRST CAME ON BOARD. AGAIN, THANK YOU, MRS. AZEVEDO AND HER STAFF FOR CHOOSING GREAT NEW LEADERS AND ADDING EP'S TO OUR SITES. THE PRINCIPLES ARE REALLY EXCITED TO HAVE THEM AND THE STAFF. THANK YOU SO MUCH FOR THAT THIS PAST SATURDAY, AGAIN, I PLAYED IN THE SECOND ANNUAL LAS VEGAS STARS CELEBRITY SOFTBALL GAME AGAINST THE WOUNDED WARRIORS. I TALKED ABOUT IT LAST YEAR. AGAIN, IT WAS JUST A SPECIAL EVENT. THESE MEN ARE SO GOOD, I CANNOT EXPECT TO YOU HOW GOOD THEY ARE . IT WAS AMAZING TO WATCH THEM PLAY. THEY WERE SO GOOD, IT WENT EXTRA INNINGS, MY TEAM DIDN'T WIN, BUT IT WAS 30-27. YOU CAN IMAGINE HOW LONG THAT GAME TOOK WITH 57 RUNS. I WAS LITERALLY STANDING AT FIRST BASE, LIKE, PLEASE DON'T HIT IT TO ME, BECAUSE THEY ARE SO AMAZING. I GOT TO BE TENNIS WITH JOSE CANSECO AND HIS BROTHER, OZZIE CANSECO AND SEAN FARM FROM ESPN AND OTHER UNLV ALUMNI. AGAIN, I WANT TO THANK THE WOUNDED WARRIORS AND ALL OF OUR VETERANS FOR EVERYTHING THAT THEY DO FOR US. I WILL ALWAYS BE GRATEFUL FOR WHAT YOU DO. I JUST WANTED TO TAKE A MINUTE, ALSO, TO ADDRESS THE NUMEROUS THREATS WE HAVE BEEN HAVING THROUGHOUT OUR COUNTRY RIGHT NOW RELATED TO THESE SCHOOL SHOOTINGS . I HAD A SIXTH GRADE STUDENT COME UP TO ME TUESDAY AND ASK IF THESE WERE REAL, BECAUSE THEY'RE SEEING THINGS ON TIKTOK, SEEING THESE RIFLES, AND THEY WERE TRULY AFRAID. I ALSO HAVE READ POSTS ON OUR COMMUNITY PAGES REGARDING OUR SCHOOLS, OUR DISTRICT, AND EVEN OUR SCHOOL BOARD MEMBERS ON WHAT WE ARE NOT DOING TO PROTECT OUR CHILDREN. I WOULD JUST LIKE TO SAY TO THE COMMUNITY, IF SOMEONE HAS SOME AMAZING IDEAS, PLEASE EMAIL ME, BECAUSE I AM NOT TOTALLY SURE WHAT WE CAN DO DIFFERENTLY.WE TAKE THESE THREATS SERIOUSLY. WE WORK WITH LAW ENFORCEMENT AND FBI TO MAKE SURE THAT THEY AREN'T CREDIBLE, BUT WE CANNOT CONTROL ALL OF TIKTOK AND WHAT THESE CHILDREN SAY AND DO. WE TRY, BUT IT BECOMES A VERY DIFFICULT SITUATION SOMETIMES. EVEN YESTERDAY, WE HAD A THREAT AT MY OLD SCHOOL. WHEN I SHOWED UP TO CAMPUS, THERE WERE ALREADY FOUR POLICE OFFICERS ON CAMPUS.

SO, WE DO TRY. I HAD A SIXTH GRADER TODAY THAT I HAD TO SEND TO THE COUNSELOR BECAUSE HE WAS CRYING AND SCARED BUT WE DO TAKE THIS SERIOUSLY. WE WANT TO MAKE SURE THAT OUR SAFETY IS A PRIORITY, AND THAT OUR STUDENTS AND OUR STAFF ARE GOING HOME.

WE HAVE KIDS TOO. I AM A TEACHER. MY DAUGHTER WANTS TO MAKE SURE I GET HOME SAFE AS WELL. SO, I WANTED TO SAY THAT WE DO TAKE THESE AS A PRIORITY, IT IS VERY SERIOUS, AND WE'LL GET THROUGH IT TOGETHER. THEN, I WOULD LIKE TO SAY, CONGRATULATIONS TO THE BUFFALO GIRLS FLAG FOOTBALL TEAM, UNDEFEATED. COACH MILLER IS DOING AN AMAZING JOB WITH OUR GIRLS. I ALSO WOULD LIKE TO SAY THAT I REALLY ENJOYED THIS MEETING, AND NOT HAVING TO PUSH THE BUTTONS. I JUST ADDED THIS.

SORRY. I JUST FEEL LIKE, WHEN WE RESPECT EACH OTHER AND WORK TOGETHER, WE CAN JUST HIT THE MICS, C, YOU KNOW, SOMEONE WANTS TO TALK, IT FEELS LIKE A MORE GENUINE CONVERSATION. SO, I REALLY APPRECIATED THE WAY PRESIDENT CRIHFIELD RAN THE MEETING TONIGHT. THAT WAS IT. THANK YOU SO MUCH.

>> A COMPLEMENT FOR ME? WHAT? STUDENT BOARD MEMBER SUPAN?

>> GOOD EVENING. THIS IS MY FIRST MEETING. PLEASE, I'M

[01:35:01]

REALLY SORRY , I MIGHT BE NERVOUS. SO, THIS MONDAY, I ATTENDED A STUDENT ADVISORY COUNCIL MEETING, AND ONE OF THE MAIN CONCERNS AND TOPICS WE DISCUSSED WAS REGARDING AROUND THE SAME TOPICS OF SCHOOL SHOOTING, AND THE INCIDENT AT THE HIGH SCHOOL FRIDAY . AS A STUDENT, IT IS VERY SCARY WHEN WE SEE A LOT OF THREATS LIKE THIS ONLINE. HONESTLY, IT KIND OF, LIKE, I TRIED AVOIDING COMING TO SCHOOL BECAUSE OF HOW SCARED I WAS. HONESTLY, GETTING THE FEEDBACK AND TALKING WITH MAYFAIR AND SOMERSET AS WELL AS MY SCHOOL, BELLFLOWER, IT WAS REALLY COMFORTING TO HEAR , YOU KNOW, THAT WE ALL TAKE THIS VERY SERIOUSLY, KNOWING THAT THE DISTRICT DOES CONTACT LAW ENFORCEMENT AND MAKES SURE THIS IS CREDIBLE HONESTLY, IT IS REALLY COMFORTING. IT IS SO SCARY, BUT I HONESTLY JUST REALLY APPRECIATE THAT WE ALL DO EVERYTHING THAT WE CAN TO ENSURE SAFETY . ALSO, DISCUSSING THINGS THAT WE CAN DO FOR THE DISTRICT TO , YOU KNOW, MAKE EVERYTHING BETTER FOR EVERYONE, AND, I ALSO WANTED TO TALK ABOUT -- A COUPLE WEEKS AGO -- WE HAD OUR BACK-TO-SCHOOL NIGHT AT BELLFLOWER. EVEN THOUGH I WAS WORKING, MOST OF THE TIME, I GOT TO GO AROUND THE CLASSROOMS AND SEE EVEN SOME CLASSES, LIKE, TALK TO TEACHERS I DIDN'T EVEN HAVE, BUT IT WAS REALLY NICE TO SEE ALL THESE PARENTS , AND SEEING ALL THESE ORGANIZATIONS COME TO OUR SCHOOL, AND COME TO MY SCHOOL, AND TALK ABOUT WHAT THEY HAVE TO OFFER, AND IT WAS JUST, HONESTLY, REALLY FUN TO BE THERE. AND, EVEN TODAY, I DID A MEETING RIGHT BEFORE THIS TO DISCUSS OUR HOMECOMING.

HOMECOMING IS COMING UP SOON, AND ALL OF OUR, LIKE, OUR HOMECOMING GAME, OUR PEP RALLIES, ARE COMING UP, AND HONESTLY, IT IS IS REALLY EXCITING. AS A SENIOR, IT IS MY LAST HOMECOMING, AND, HONESTLY, I AM JUST REALLY EXCITED FOR ALL OF THE SENIOR EVENTS AND THINGS TO COME. THANK YOU.

>> FIRST ONE DONE. APPLAUSE. GREAT JOB, AND WELCOME TO THE TEAM. FOR ME, WE HAD OUR ALLIANCE MEETING. RECENTLY, THE MEETING WITH OUR BTA AND CSA REPRESENTATIVES. I APPRECIATE THOSE MEETINGS, FIRST OF THE SCHOOL YEAR, AND LOOKING FORWARD TO THOSE THROUGHOUT THE YEAR. BACK-TO-SCHOOL NIGHTS, BELLFLOWER HIGH SCHOOL, ALL GREAT BACK-TO-SCHOOL NIGHTS. I LOVE THIS TIME OF YEAR. WENT TO THE MAYFAIR VS. LIQUID MILK BUCKET GAME. THAT WAS FUN. RIGHT? GO, MAYFAIR. REMINISCING THE ENTIRE NIGHT -- I AM ACTUALLY A LANCER ALUMNI, BUT, LIKE, THAT WAS A REALLY GOOD GAME TOO. THAT WAS OVERTIME, IT WAS GREAT.OUR BOYS ARE DOING REALLY AWESOME, AND I KNOW WE ARE GOING TO HAVE A GREAT SEASON. THAT WAS A LOT OF FUN.

WENT TO A COUPLE OF BOOK FAIRS IN LINDSTROM. AGAIN, SHOUT OUT TO OUR PTA'S PUTTING IN THE WORK. WENT TO THE PERSONNEL COMMISSION MEETING. THAT WAS FUN. JASON WILLS IS IN THE AUDIENCE, THE NEWEST PERSONNEL COMMISSION. GIVE HIM A ROUND OF APPLAUSE, PUTTING IN THE WORK .I APPRECIATE THE RELATIONSHIP , AND I APPRECIATE THE COLLABORATION . YOU KNOW, WHETHER IT IS PERSONNEL COMMISSION, COLLABORATING, OR NEGOTIATIONS, I KNOW, YOU KNOW, AS THEY ARE SAYING, NO PROFIT, NO PROFIT, IF IT IS TOUGH, WE SHOULD PROBABLY SAY, WE ARE NOT TRYING HARD, AND I FEEL VERY OPTIMISTIC THAT ALL THE PARTIES INVOLVED, WE ARE GOING TO CONTINUE A POSITIVE, COLLABORATIVE RELATIONSHIP-BUILDING, EVEN WHEN IT GETS DIFFICULT. I AM VERY OPTIMISTIC OF THE DIRECTION THAT WE ARE GOING. WITH THE PTA PRESIDENT TERRY MCDANIEL, I TEXT YOU, BUT DID WE MEET THIS MONTH , MICHELLE? WAS THAT THIS MONTH? WAS THAT THE END OF THE LAST ONE? THEN, I GOT TO GET YOU ON MY SCHEDULE. SO, I REALLY APPRECIATE BOTH CSA AND BT TAKING THE TIME TO MEET REGULARLY. I APPRECIATE THOSE CONVERSATIONS, AND SITTING IN LOCKSTEP .I ALSO MET WITH THE LAKEWOOD POLICE CAPTAIN, DANIEL JUAQUIN TO TALK ABOUT SAFETY AND THE THINGS THAT WE HAVE BEEN DOING. I KNOW WE TALKED A LOT ABOUT IT, LIKE , WHAT WAS IT, LIKE, A YEAR AND A HALF AGO, ABOUT A LOT OF THINGS. IT DID FEEL A LITTLE REACTIVE, TO BE VERY HONEST , AND WE LAID

[01:40:07]

OUT A LOT OF OPTIONS. WE DID FOLLOW THROUGH ON A COUPLE OF THE OPTIONS, AND I THINK THEY WORKED OUT REALLY WELL, BUT I WOULD REALLY LIKE TO DIG IN AND REVISIT, BECAUSE I THINK THERE'S SOME THINGS WE CAN DO. WE HAVE HAD DISCUSSIONS, SO, THAT IS SOMETHING I WOULD LIKE FOR THE BOARD MAYBE AT OUR NEXT MEETING, SOME OF THE OPTIONS, AND MOVING THAT DIRECTION.

BECAUSE, ALTHOUGH WE CAN CONTROL TIKTOK AND SOCIAL MEDIA, THERE ARE THINGS THAT WE CAN DO TO IMPROVE OUR SECURITY ACROSS OUR DISTRICT. LET'S SEE, WHAT ELSE? I THINK THAT IS IT. THANK YOU ALL FOR BEING HERE TONIGHT. AND, NOW, WE WILL

[15. INFORMATION ITEMS ]

MOVE ON TO -- DON'T LOOK AT ME LIKE THAT, JASON. DO THE BOARD -- DOES THE BOARD HAVE ANY QUESTIONS REGARDING ANY INFORMATIONAL ITEMS THIS EVENING? SAY NOBODY -- JUST KIDDING. VICE PRESIDENT STEWART?

>> I WOULD JUST LIKE TO ASK THAT ONE CORRECTION BE MADE, FOR THE RENEWED REPRESENTED, THAT WOULD BE NELDA MACCALLUM, AND HER LAST NAME IS PRATER , P, R, A, Y, T, O, R. I WANTED TO CORRECT HER NAME FOR YOU GUYS. THANK YOU.

>> WE WILL GET UP AND CORRECT THAT. THANK YOU.

>> GREAT. THANK YOU, VICE PRESIDENT STEWART. AGAIN, THANK YOU, ALL MY COLLEAGUES, FOR THE DISCUSSIONS TODAY. AMY IS RIGHT, WENT VERY WELL -- SITTING HERE -- PUSHBUTTONS ALL NIGHT -- AND THANK YOU ALL FOR BEING HERE.
