[4. RECONVENE INTO OPEN SESSION/CALL TO ORDER]
[00:02:20]
>> GOOD EVENING. WE WILL RECONVENE TO OPEN SESSION AT 6:00 P.M. THROUGH ZOOM, OUR REGULARLY SCHEDULED BUSINESS.
WARD CLERK GARZA, NOW THE UPDATE ON CLOSED SESSION
TOPICS. >> GOOD EVENING, EVERYONE.
WELCOME. THE TOPICS DISCUSSED IN CLOSED SESSION WERE PENDING LITIGATION, LABOR NEGOTIATIONS. THE BOARD TOOK ACTION IN CLOSED SESSION TO APPROVE THE SETTLEMENT AGREEMENT RELATED TO
STUDENTS' 0080. >> THANK YOU, MADAME CLERK.
TONIGHT, WE DO NOT HAVE ANY REPLACEMENT PAGES , AND WE HAVE ONE REQUEST ADDRESSING AGENDA OR NON-AGENDA ITEMS . ALL THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC BUT INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADDRESS THE BOARD ON EACH AGENDA ITEM OR NON-AGENDA ITEM, AND THE BOARD WILL LIMIT TOTAL TIME FOR PUBLIC INPUT ON EACH ITEM TO 21 MINUTES, AS PER LAW 93222. MADAME TERRY MCDANIELS, TO THE PODIUM, PLEASE. WELCOME, CARRIE.
>> THANK YOU. SO, GOOD EVENING. INTERIM SUPERINTENDENT AZEVEDO, BOARD MEMBERS, CABINETS AND GUESTS. I'M HERE TONIGHT TO TALK ABOUT THE BOND MEASURE ON TONIGHT AGENDA. I LISTENED TO THE PREVIOUS MEETINGS, AND WOULD LIKE TO SAY A FEW THINGS AS A TEACHER IN THE DISTRICT FOR OVER 20 YEARS. OUR SCHOOLS NEED LOVE, AND IT IS MORE LOVE THAN THE DISTRICT BUDGET CAN ALWAYS GIVE OUR CLASSROOMS NEED UPDATING. WE NEED COLLABORATIVE SPACES. OUR SCHOOLS NEED NEW BATHROOMS, PAINT, LANDSCAPING, AND I KNOW ALL OF THAT COSTS MONEY TO PASS A BOND, BUT I DON'T REALLY THINK OUR SCHOOLS CAN AFFORD TO WAIT ANOTHER TWO OR FOUR YEARS. WE ARE COMPETING WITH SCHOOL DISTRICTS WHOSE SCHOOLS LOOK NICER, AND CLASSROOMS ARE UPDATED, AND TO BE HONEST, THE COMMUNITY SHOULD BE ALLOWED TO DECIDE IF THEY WANT TO INVEST IN OUR SCHOOLS.IF THE COMMUNITY DOESN'T WANT TO INVEST THE $222 A YEAR, THEN THEY WILL VOTE NO, BUT IF YOU DON'T GIVE THIS BOND MEASURE A CHANCE, THERE'S NO ALTERNATIVE EXCEPT THE DISTRICT TO PAY FOR THESE THINGS OUT OF ITS OWN BUDGET. I URGE ALL OF YOU TONIGHT TO VOTE YES TO MOVE THIS PROCESS TO THE NEXT STEP. THANK YOU.
>> THANK YOU, CARRIE. DO WE HAVE ANY CORRECTIONS TO THE
[6. PLEDGE OF ALLEGIANCE]
AGENDA TONIGHT? >> NO CORRECTIONS.
>> THANK YOU. I WOULD LIKE TO CALL PRINCIPAL , DR. JAMIE JONG. IS THAT CLOSE TO THE BALLPARK?
>> IT IS CLOSED. HOW DO YOU SAID?
>> JONG. >> PLEASE JOIN ME IN THE PLEDGE OF ALLEGIANCE. PLEASE YOUR RIGHT HAND OVER YOUR HEART.
[00:05:05]
READY, BEGIN. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, WHEN NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. YOU MAY BE SEATED.[7. PRESENTATIONS FROM STUDENTS / STAFF / COMMUNITY]
>> THANK YOU FOR THAT. I ALSO BELIEVE YOU HAVE AN
INSPIRATIONAL MESSAGE FOR US. >> I DO. THANK YOU. GOOD EVENING. MY NAME IS DR. JAMIE JONG, AND I AM INCREDIBLY PROUD TO BE HERE TONIGHT REPRESENTING SOMERSET HIGH SCHOOL AS ITS PRINCIPAL. AUGUST BRINGS WITH IT THE START OF A NEW SCHOOL YEAR , AND EVERY SCHOOL YEAR PROVIDES THE OPPORTUNITY FOR US TO MAKE A FRESH START AS LEADERS, WE EVALUATE WHAT WORKED WELL , AND AREAS THAT COULD BE IMPROVED UPON. WE SET THE INTENTION TO BE BETTER VERSIONS OF OURSELVES FOR THE STUDENTS WE SERVE. OUR STUDENTS, TOO, DAWN NEW HAIRSTYLES, TRY NEW CLASSES AND ACTIVITIES, AND SAID OUT TO PRESENT THEMSELVES AS THE INDIVIDUALS THEY CHOOSE TO BE THIS YEAR. THERE'S A SORT OF MAGIC IN THE BEGINNING OF SOMETHING. THERE'S A SENSE OF OPTIMISM, THAT GOOD THINGS CAN AND WILL HAPPEN BECAUSE A CHANGE HAS TAKEN PLACE. THIS IS ONE OF THE WONDERFUL THINGS ABOUT SOMERSET HIGH SCHOOL.
SOMERSET OFFERS THAT OPPORTUNITY FOR STUDENTS TO HAVE A FRESH START , A DO-OVER WHEN THEY GET OFF TRACK WITH CREDITS. THIS OPPORTUNITY ALLOWS STUDENTS TO GRADUATE EARLY OR RETURN TO THEIR OWN SCHOOLS. DURING THE '23- '24 SCHOOL YEAR, 41 SOMERSET STUDENTS GRADUATED EARLY, AND 13 WHO WORKED HARD AND MADE OF THE CREDITS THEY NEEDED TO GRADUATE ON TIME TRANSFERRED BACK TO BELLFLOWER AND MAYFIELD HIGH SCHOOLS. 7 MORE STUDENTS WILL BE RETURNING NEXT WEEK AFTER CATCHING UP ON CREDIT AT SOMERSET, AND 4 MORE ARE POISED TO TRANSFER BACK IN THE SPRING SEMESTER. BECAUSE OF BELLFLOWER UNIFIED SCHOOL DISTRICTS ' ALTERNATIVE EDUCATION PROGRAMS AND THE OPPORTUNITIES PROVIDED AT SOMERSET, WE HAVE HAD SEVEN STUDENTS WHO ARE NON-GRADS IN JUNE OF THE '23-'24 SCHOOL YEAR EARN A SOMERSET DIPLOMA THROUGH ADULT REENTRY AND SOMERSET HIGH SCHOOL CLASSES IN THIS PAST MONTH . ALSO, THIS SUMMER, TWO ADULT STUDENTS FROM LOCAL NONPUBLIC SCHOOLS RECEIVED SOMERSET DIPLOMA'S. DR. IVAN BARELA AND MS. MELINDA DAVILA COLLABORATED TO MONITOR PROGRESS AND KEEP THEM MOTIVATED TO FINISH HIGH SCHOOL DIPLOMA REQUIREMENTS. A PARENT OR ONE OF THE STUDENTS COMMENTED THAT THIS OPPORTUNITY ALTERED HER CHILD'S LIFE FOR THE BETTER. TO THE STAFF MEMBERS WHO SUPPORTED HER CHILD, SHE SAID, QUOTE, TAKE YOU FOR BEING A LISTENING EAR . THANK YOU FOR ALL THE IEP MEETINGS. THANK YOU FOR ALL THE ADVOCACY. THANK YOU FOR HELPING OUR FAMILY . THANKS FOR BEING A CHAMPION. THESE STAFF MEMBERS DID MORE THAN JUST THEIR JOBS. THEY WERE CHANGE AGENTS. BUDDHA TELLS US, EACH MORNING, WE ARE BORN AGAIN. WHAT WE DID TODAY IS WHAT MATTERS MOST. MY GOAL THIS YEAR IS TO KEEP THIS SENTIMENT IN MY MIND EACH MORNING THROUGHOUT THE YEAR, BECAUSE EVERYDAY PROVIDES US THE OPPORTUNITY TO START FRESH WITH THE OPTIMISM OF AUGUST. THE CHOICE WE MAKE EACH DAY IS TO BE THE BEST VERSIONS OF OURSELVES , A CHOICE WE MAKE TO BE THE BEST VERSIONS OF OURSELVES -- CAN HELP RING ABOUT POSITIVE CHANGES IN THE LIVES OF OUR STUDENTS AND OUR OWN LIVES. TOGETHER, WE CAN BUILD A BETTER FUTURE FOR BELLFLOWER STUDENTS AND THE LARGER COMMUNITY WE SERVE. I'M EXCITED TO SEE ALL THE POSITIVE THINGS THAT WILL HAPPEN THIS SCHOOL YEAR. THANK YOU FOR HAVING ME TONIGHT.
>> AWESOME. THANK YOU FOR THAT. WELCOME TO THE BUSD FAMILY.
HELLO TO ALL OF THE SMILING FACES IN THE AUDIENCE THAT ARE NEW AND WELCOME. MOVING ON TO OUR COMMUNITY COMMUNICATIONS, CAN I HAVE A LOOK THIS UP AGAIN, THE PTA PRESIDENT KAREN
MCDANIEL? COME ON DOWN. >> TWICE IN ONE BOARD MEETING, BUT OKAY. GOOD EVENING AGAIN. FLOWER TEACHERS HAVE BEEN PARTICIPATING IN THE BUSD CITADEL UP AS I HAVE ATTENDED THE LAST FOUR DAYS, FOR THE MOST PART , ENJOYED THE EXPERIENCE. WE HAVE ROOM TO GROW, BUT OVERALL, TEACHERS FEEL VALUED AND ARE HAPPY TO FINALLY GET MUCH-NEEDED PD THAT WASN'T AFTER SCHOOL. WE HAVE WAITED FOR YEARS TO GET NEW SONIC TRAINING, AND IT WAS REALLY GREAT. I HOPE THE SURVEY REFLECTED THE POSITIVITY I HAVE SEEN AND DISCUSSED WITH -- FROM THE TEACHERS -- WITH THE MEMBERS. OUR PTA BOARD SPENT TWO WEEKS AT OUR UNION OFFICE PLANNING FOR THE SCHOOL YEAR .
WE SET THREE GOALS FOR THE YEAR TO INCLUDE INCREASED MEMBER ENGAGEMENT AND PARTICIPATION, INCREASED CTA STAFF-LED TRAINING, AND CREATING A CONCISE CALENDAR AND BUDGET FOR THE YEAR.MY TEAM IS EXCITED FOR THE NEW SCHOOL YEAR , AND WE
[00:10:02]
ARE LOOKING FORWARD TO BUILDING A CULTURE OF COLLABORATION.NEXT WEEK, WE LOOK FORWARD TO MEETING OUR NEWLY HIRED TEACHERS. ANNA HAS BEEN SENDING UPDATES, AND AS OF TODAY, I HAVE 16 NEW TEACHERS WE WILL MEET MONDAY. WANTED TO SHARE A COUPLE OF THINGS THAT HAVE COME TO MY MIND OVER THE PAST COUPLE OF DAYS I FEEL THAT BUSD IS MOVING THE RIGHT DIRECTION.
LAST FOUR DAYS HAVE BROUGHT TOGETHER EDUCATORS WHO ARE EXCITED TO LEARN NEW THINGS AND REFINE WHAT THEY MIGHT HAVE ALREADY NOT. WE HAVE HAD A CHANCE TO BUILD THE BELLFLOWER FAMILY MANY OF US HAVE BEEN MISSING , AND LIKE I MENTIONED EARLIER, TEACHERS ARE FEELING VALUED AND LISTENED TO, AND I HOPE THAT CONTINUES. THERE'S NO PERFECT DISTRICT, AND WE ALWAYS HAVE ROOM FOR IMPROVEMENT, BUT I FEEL THAT IF WE CONTINUE TO INVEST IN THE PEOPLE AND STRUCTURES, WE ARE MOVING IN THE RIGHT DIRECTION. WE LOOK FORWARD TO THE DISTRICT BREAKFAST ON TUESDAY, AND I'M PERSONALLY EXCITED TO BRING BACK A TRADITION I LOVED WHEN I WAS A NEW TEACHER. IT IS ALWAYS JUST AWESOME TO BE ABLE TO SEE ALL THE BUSD EMPLOYEES IN ONE AREA, CELEBRATING A NEW SCHOOL YEAR. THANK YOU. HAVE A GREAT
NIGHT. >> THANK YOU, KERRY. CAN I HAVE CSA REPRESENTED OF ANTHONY RAMIREZ TO THE PODIUM? WELCOME,
ANTHONY . >> GOOD EVENING. MY NAME IS ANTHONY RAMIREZ, CALIFORNIA SCHOOL EMPLOYEES ASSOCIATION BELLFLOWER CHAPTER NUMBER 32 COMMUNICATIONS OFFICER . I NEED TO TAKE A BREATH AFTER THAT SENTENCE. FOR PRESIDENT CHRISTOPHER NALL, BOARD MEMBERS, SUPERINTENDENT AZEVEDO, TEACHERS, STAFF, MEMBERS OF THE PUBLIC, GOOD EVENING. I'M HERE TO GIVE YOU A BRIEF UPDATE ON WHAT OUR C IS A BOARD AND UNIT HAS BEEN DOING THE LAST COUPLE OF WEEKS. HE RECENTLY SENT DELEGATES TO THE 2024 STATE CONFERENCE WITH DELEGATES FROM NEIGHBORING SCHOOL DISTRICTS TO COLLABORATE ON ISSUES THAT AFFECT ALL OF US IN PUBLIC EDUCATION. WANTING WE ADVOCATED FOR WAS FOR CSEA TO CHANGE THE ENROLLMENT BASED ON ATTENDANCE INSTEAD. ALSO, CLASSES WITH SPECIFIC SUBJECTS, SUCH AS HOW TO UNDERSTAND THE INTERACTION AND HOW HE SCHOOL DISTRICT BUDGET WORKS. CHANGING SUBJECTS, I WANT TO RECOGNIZE, MANY CLASSIFIED SCHOOL EMPLOYEES WORK ALL YEAR LONG, INCLUDING DURING THE SUMMER BREAK, GETTING SCHOOLS AND OFFICES AND CAMPUSES READY FOR THE COMING YEAR. WE LOOK FORWARD TO SEEING ALL CLASSIFIED EMPLOYEES AT THE UPCOMING STAFF BREAKFAST, AND WOULD LIKE TO TAKE THIS OPPORTUNITY TO REMIND YOU THAT SOME CLASSIFIED WORKERS MIGHT NOT GET TO FULLY ENJOY THE BREAKFAST OR MOTIVATIONAL SPEAKER. THEY WILL BE WORKING THE WHOLE TIME. FOOD SERVICE WORKERS, CUSTODIANS, CAMPUS SECURITY WORKERS, EVEN TECHNOLOGY TECHNICIANS LIKE MYSELF, ARE EXAMPLE OF HOW TO LIVE -- DEDICATED BELLFLOWER CLASSIFIED WORKERS ARE PRESENT AT AND PROVIDE VITAL, SOMETIMES INVISIBLE SUPPORT TO EVERY DISTRICT EVENT .FINALLY, WE LOOK FORWARD TO WORKING WITH THE DISTRICT TO FINISH OUR COLLECTIVE BARGAINING AGREEMENT NEGOTIATIONS, WHICH ALSO INCLUDES SECURING OUR HEALTH AND WELFARE BENEFITS FOR THIS YEAR. THANK YOU FOR ALLOWING ME TO SHARE THIS BRIEF UPDATE WITH YOU TONIGHT.
>> THANK YOU. MAY I HAVE PTA PRESIDENT LINDA BOYKIN TO THE
[8. SUPERINTENDENT’S REPORT]
PODIUM? NO? NEVERMIND. SUPERINTENDENT REPORT? LISA,TAKE IT AWAY. >> YES, SIR. GOOD EVENING. I BELIEVE WE HAVE A SLIGHT OFFICE SLIDESHOW -- THAT WILL POP UP FOR EVERYONE TONIGHT. I HAVE A FEW PHOTOGRAPHS TAKEN THIS WEEK DURING THE DISTRICTWIDE STAFF PROFESSIONAL DEPARTMENT DAYS THAT MS. MCDANIEL IS SPEAKING ABOUT. WE WILL SEE A FEW PICTURES POP UP HERE. MRS. CARTER AND HER STAFF DID A GREAT JOB ORGANIZING MULTIPLE TRAININGS AT VARIOUS LOCATIONS THROUGHOUT THE DISTRICT TO SERVE ANY STAFF MEMBER WHO SIGNED UP FOR THE OPTIONAL TRAINING DAYS. PAUSE JUST A SECOND TO SEE SOME OF THE PICTURES.
>> ON THE TWO DAYS THE DISTRICT ARRANGED, WE HAD MULTIPLE LOCATIONS WITH STAFF ATTENDING DIFFERENT TRAININGS ON DIFFERENT TOPICS THAT THEY SIGNED UP FOR, AND IN THE MOST RECENT TWO DAYS, STAFF ATTENDING PD, ORGANIZED AT THE SITES , AND THE NEXT SET OF PICTURES THAT YOU ARE GOING TO SEE WERE TAKEN AT THE BELLFLOWER SUMMER STREET FESTIVAL . SO, MOST RECENTLY, BELLFLOWER UNIFIED HAD A BOOTH AT ONE OF THE MOST RECENT DAYS, ON BELLFLOWER BOULEVARD, AND WE WERE OUT THERE WITH OUR STAFF TAKING PICTURES OF STUDENTS, AND ASKING THEM WHAT THEY LOOK FOR MOST AT SCHOOL STARTING SOON. HERE IS ALL THE ADORABLE PICTURES. SO, WE'RE LOOKING FORWARD TO HAVING ALL OF OUR STUDENTS AND STAFF BACK THIS
[00:15:04]
UPCOMING WEEK. WE ARE ALL VERY BUSY, AS MR. RAMIREZ SHARED .EVERYONE IS BUSY GETTING READY FOR THAT SPECIAL TIME. AGAIN, THANK YOU FOR BEING WITH US HERE , AND WELCOME TO THE BUSD FAMILY. ONE BIG ROUND OF APPLAUSE FOR ALL THE NEW FACES IN THE AUDIENCE. IT IS GOING TO BE A GREAT YEAR. I DO WANT TO MAKE ONE COMMENT. BECAUSE I KNOW WE HAD SOME DIFFICULT CIRCUMSTANCES EARLIER TECHNICALLY, BUT BARBARA
[10.DISCUSSION ITEMS]
STRONG, BOARD MEMBER FROM TEXAS, IS ON. I WANT TO MAKE SURE THAT IS NOTED IN MINUTES, THAT SHE IS HERE, AND NOW, WE WILL BE MOVING ON TO OUR FIRST DISCUSSION ITEM. MISS AZEVEDO?>> YES. THIS EVENING, STAFF WILL BE PROVIDING AN UPDATE ON OUR DISTRICT FACILITIES. DIRECTOR OF MAINTENANCE AND OPERATIONS, PATRICK TURNER, ALONG WITH HIS STAFF, CHRIS BALLARD, VINCE THORTON, KEVIN MAYS , AND RICK SANCHEZ, PROVIDING AN UPDATE. WE ALSO HAVE OUR ARCHITECTS, ROBERT BENDER AND TECHNICAL JOINING TO PROVIDE THE BOARD WITH ADDITIONAL INFORMATION THIS EVENING. THANK YOU, PATRICK.
>> THANK YOU FOR HAVING ME. OKAY. SO, I WOULD LIKE TO SAY , GOOD EVENING, PRESIDENT CRIHFIELD, OR NUMBERS, SUPERINTENDENT AZEVEDO, CABINET. OUR OBJECTIVE TONIGHT IS TO UPDATE THE BOARD ON SOME HIGHLIGHTS OF WHAT WE HAVE BEEN DOING. IN THE DISTRICT, WITH FACILITIES, MAINTENANCE, OPERATIONS, AND TRANSPORTATION, TONIGHT, WE ARE ALSO GOING TO HAVE OUR ARCHITECTS COMING UP, AND THEY'RE GOING TO PRESENT SOME OF THE THINGS THAT THEY ARE CURRENTLY DOING, AND GIVE US SOME UPDATES ON THINGS THAT THEY HAVE BEEN DOING. WE HAVE GREAT NICKEL HERE FROM GRETNA CO-ARCHITECT. HE WILL BE OUR FIRST PRESENTER, AND THEN WE'LL HAVE BOB BENDER, AND JOHN GOMER , AND THEY'RE FROM WEST BURKE AND WHITE ARCHITECTS. THEY WILL COME IN, COME UP, AND THEY WILL PRESENT WHAT THEY HAVE GOING ON. THEN, YOU GET ME AND MY TEAM. WE'RE GOING TO TAGTEAM YOU. WE HAVE A LOT TO TALK ABOUT. I WILL BE HONEST WITH YOU. DAN HUFFINGTON -- OKAY ? HAS A LOT TO DO WITH THINGS THAT'S HAPPENING TONIGHT -- WE'LL DISCUSS THOSE THINGS, BUT HE ASKED ME LAST YEAR , BEFORE I RETIRE, DID I WANT TO
[00:20:01]
RUN IN A TRACK MEET. I SAID, WHAT CAN A TRACK MEET IS THIS? HE SAID, WE'RE GOING TO RUN A RELAY RACE, AND WE RAN THE RACE, AND HE WAS THE THIRD LEG, AND HE HANDED THE BATON UP TO ME, I AM THE FOURTH LEAGUE, BUT I'M STILL RUNNING. HE DIDN'T TELL ME, WASN'T GOING TO END. SO, RIGHT NOW, I BRING UP GREAT NICKEL, AND HE WILL START THE PRESENTATION.>> THANK YOU, BOARD, FOR THE OPPORTUNITY TO SPEAK TO EVERYONE TONIGHT . SPEAK ON WHAT WE HAVE GOING. THE FIRST SLIDE UP THERE IS TALKING ABOUT THE BELLFLOWER SCIENCE. I'M SURE YOU HAVE LOTS OF QUESTIONS ABOUT THAT, BUT I HAVE SEVERAL SMALL PROJECTS THAT ARE CURRENTLY UNDER CONTRACTION, AND I JUST WANTED TO BRING YOU UP TO SPEED ON THOSE, IF YOU HAVE ANY QUESTIONS, FEEL FREE TO STOP ME AT ANY TIME. WE HAVE A SHADE STRUCTURE THAT IS SCHEDULED TO GO IN, CURRENTLY APPROVED AT DSA, AND PURCHASING, DEBORAH SMITH, OPENING A BID ON THAT ONE. BECAUSE SUMMERS ARE SO BUSY WITH MANUFACTURERS AND EVERYTHING -- MANUFACTURER OF THIS SHELTER -- THIS IS THE SAM CHILTON WE HAVE PUT IN ON MULTIPLE SITES, WHEN WE DID ALL ROUND OF SHAPE SHELTERS TWO OR THREE YEARS AGO. THERE SUMMERS ARE JUST FULL . SO, WE'RE CURRENTLY WAITING FOR AN OPPORTUNITY FOR THE MANUFACTURER TO GET IN PRODUCTION. BY NOW, WE'RE ANTICIPATING THE SAME SIZE THAT HAS GONE IN FOR THE ELEMENTARIES AS THE 30-BY-34 STRUCTURE THAT WILL BE ON THE BACK-PLAYGROUND , AND THEN, PROBABLY START OF CONSTRUCTION IN EARLY OCTOBER. THE NEXT PROJECT , SOMERSET HIGH SCHOOL , UNDER CONSTRUCTION RIGHT NOW. AT THE MARQUIS ITSELF, CONSTRUCTED, BUT THEY ARE JUST WAITING FOR CURING CONCRETE IN ORDER TO SET THE SIGN AND THEN BRING THE POWER, AND THEN IT IS WIRELESS. SO, CONTROLLED OF THE DATA -- THAT BEING SAID -- WE'RE PROBABLY LOOKING AT SETTING THE SIGN SOMETIME MID TO LATE-NEXT WEEK, AND PROBABLY WITHIN A MONTH, THREE TO FOUR WEEKS, IT WILL BE OPERATIONAL. THE NEXT PROJECT , DISTRICT-WIDE -- WE HAVE PLAYGROUNDS -- EQUIPMENT REPLACEMENT -- GOING IN ALL OVER THE PLACE. CURRENTLY, STARTED WITH ILC. WE HAVE COMPLETED ILC . WE ARE AT FOSTER . WE HAVE COMPLETED TWO OF THE FOUR PLAYGROUND AREAS THERE. WE'RE ANTICIPATING BEING DONE THERE WITHIN THE NEXT WEEK OR TWO, THEN THEY MOVE ON TO WILLIAMS. AGAIN, THIS IS A MANUFACTURER THAT, YOU KNOW, THEY DO A LOT OF THEIR OWN INSTALLATION . AND SO, WHAT HAPPENS IS, DURING THE SUMMER, YOU KIND OF YOU ONE CONSTRUCTION TEAM. AS SOON AS WE GET THROUGH THE SUMMER, WE'RE GETTING THE SECOND TEAMS, SO WE WILL ACTUALLY HAVE TWO DIFFERENT TEAMS -- PROBABLY TWO SCHOOLS AT ONE TIME -- SO THE PACE OF INSTALLATION WILL PICK UP CURRENTLY, PROBABLY LOOKING AT FIVE WEEKS OF SCHOOL TO COMPLETE WITH ONE TEAM -- TWO TEAMS -- EXCUSE ME -- WITH TWO TEAMS, WE'RE PROBABLY GOING THROUGH A SCHOOL IN THREE WEEKS. EVERY THREE WEEKS, ANTICIPATE BEING ABLE TO MOVE FROM ANOTHER SCHOOL. SO, THE INTENT IS TRY TO BE DONE TOWARDS THE END OF THIS YEAR. THE NEXT PROJECT, FIRE ALARMS. WE HAVE FOUR CAMPUSES WITH NEW FIRE ALARMS. WE CURRENTLY HAVE -- BID AS ONE PACKAGE -- A CONTRACTOR IN THE BALTIMORE SCHOOLS -- BELLFLOWER HIGH SCHOOL IS UNDER CONTRACTION, AND WOODRUFF IS UNDER CONSTRUCTION. TWO TEAMS, ONE AND BELLFLOWER HIGH SCHOOL THAT WILL STAY THERE. I WILL BECOME A MULTI-MONTH -- OF SAY, WHY DOES IT TAKE 12 MONTHS? YOU HAVE TO MAINTAIN THE EXISTING SYSTEM INTACT AND OPERATIONS. WE ARE TECHNICALLY CONTAINING THE LISTING FIRE ALARM SYSTEM, PUTTING IN A PARALLEL SYSTEM. ONCE THAT IS UP AND RUNNING, TESTED AND CERTIFIED, YOU CAN THEN START BACK AND THE BUILDINGS, MOVING THE OLD FIRE ALARM SYSTEM AND PATCHING THE SYSTEMS. BELLFLOWER IS ANTICIPATED TO TAKE A YEAR. THREE, TWO SCHOOLS ARE KIND OF ANTICIPATED TO BE 3 TO 4 MONTHS EACH. WOODRUFF AND BELLFLOWER BOTH STARTED ABOUT A MONTH AND A HALF AGO. THE NEW FIRE ALARM SYSTEM IS INSPECTED TO BE DONE IN A COUPLE OF WEEKS, SO THEY CAN START DOING THE OLD SYSTEM. ONCE SCHOOL STARTS, THEY WILL BE WORKING LIKE 3:30-ON, SO IT IS WITHIN THE BID FOR THEM TO WORK OF A SHIFT SO THEY DON'T DISRUPT IN ANY WAY. SO, WE'RE FINISHING UP AT WOODRUFF , THEN WE MOVE FROM WOODRUFF, ONTO JEFFERSON, THEN FROM JEFFERSON, THE SAME
[00:25:02]
TEAM WILL MOVE ON TO WILLIAMS . SO, WE'RE KIND OF ANTICIPATING WILLIAMS TO START -- ACTUALLY -- WILLIAMS WILL GO NEXT. WE'RE DISSIPATING WILLIAMS TO START IN OCTOBER, THEN JEFFERSON TO START IN FEBRUARY. THEN, COMPLETE THE END OF THE SCHOOL YEAR. BELLFLOWER HIGH SCHOOL, UNDER CONTRACTION, WHAT WE ARE CONCENTRATING ON FOR THE SUMMER IS ON THE UNDERGROUNDS .ANYWHERE FROM PUTTING A TRENCH TOGETHER -- HAD TO GIVE A CONDUIT IN THE GROUND, WE ARE GETTING ALL THAT IN THE GROUND.
I WAS OUT THERE YESTERDAY. IT WILL BE ALL PATCHED BACK IN BEFORE THE KIDS ARE BACK ON THURSDAY. SO, NO BARRICADES, BRIDGES, ANYTHING LIKE THAT, TUNNELS THE KIDS HAVE TO WALK THROUGH, SAFETY MEASURES. AGAIN, BELLFLOWER HIGH SCHOOL WILL START WORKING AFTER SCHOOL, 3:30, INTO THE EVENING.
I BELIEVE THEIR SCHEDULE IS SET FROM 3:30 TO 11:00.SO, THOSE ARE THE FIRE ALARM PROJECTS. BETSY ROSS, THE ILC CLASSROOMS, WITH TWO CLASSROOMS GOING OVER AT THE KINDERGARTEN AREA. THESE ARE ON GRADE LEVEL, CONCRETE FOUNDATION, SO THERE'S NO RAMPS OR ANYTHING. SO, WE'RE USING CONCRETE, LIKE THE PLAZA OUT IN FRONT OF IT, TYING THESE THINGS BACK IN TO THE EXISTING UTILITIES ON THE CAMPUS. THESE ARE MODULAR IN WHICH WE BUILD BATHROOMS INSIDE, SO, IN THE BACK-CORNERS, THEY WILL HAVE STUDENT RESTROOMS IN THOSE, AND IT MAKES FOR A LONG PROCESS OF GETTING THIS DONE, BECAUSE THE AREAS THEMSELVES ARE AN OLDER GENERATION, 2016 CODE, BUT BECAUSE WE ARE MAKING MODIFICATIONS, WE HAVE TO BRING ANYTHING UP TO THE 2022 -- IT WAS IN DSA, CAME BACK WITH CORRECTIONS, BACK IN DSA. WE'RE PICKING UP CORRECTIONS RIGHT NOW AND TRYING TO GET AN APPOINTMENT IN WHICH THE THIRD SESSION WITH THE PLAN REVIEW TEAM IS DONE IN THE DSA . BECAUSE THIS IS A NEW CONSTRUCTION IS NOT NEW CONSTRUCTION -- BUT A NEW PLACEMENT OF SQUARE FOOTAGE ON CAMPUS -- WE HAD TO GO THROUGH WHAT IS CALLED CTS, A MODULE SURVEY. WE HAD TO GO THROUGH A WHOLE SEISMIC REVIEW AND APPROVAL, STATE , WHICH WE HAVE GOTTEN THAT APPROVAL LAST COUPLE OF WEEKS -- A COUPLE OF WEEKS AGO -- SO, THAT MEANS WE CAN NOW GO IN AND FINALIZE THE DRAWINGS. ANTICIPATION OF HAVING AND FINALIZE NEXT MONTH, AND GOING OUT TO BID IMMEDIATELY . SO, HOPEFULLY, WE ARE INSTALLING THOSE BUILDINGS IN SEPTEMBER, MAYBE OCTOBER.
THEN , MY LAST PROJECT WILL BE ALFARO HIGH SCHOOL , THE SCIENCE CENTER REMODEL. SO, THIS HAS BEEN AN INTERESTING PROJECT, AND YOU ARE PROBABLY WELL AWARE THAT WE HAVE BEEN WORKING ON THIS FOR ABOUT A YEAR . DSA HAS LOTS OF REGULATIONS. SO , YOU CAN KIND OF SEE WHERE WE HAVE THE WHOLE BUILDING, BUT WE'RE KIND OF DOING THE BOTTOM-HALF OF THE BUILDING. DSA HAS AN INTERPRETER FOR REGULATION THAT SAYS, IF YOU SPENT MORE THAN 50% OF THE VALUE TO TEAR IT DOWN AND BUILD A BRAND-NEW, THEN YOU HAVE TO BRING THE ENTIRE BUILDING TO CURRENT CODE FROM A SEISMIC STANDPOINT . WE HAD MEETINGS AT THE ESSAY, PATRICK ATTENDED WITH US. WE ACTUALLY HAD DISCUSSIONS WITH MY STRUCTURAL ENGINEER, MYSELF, TALKING ABOUT THE EXISTING BUILDING ON THE CAMPUS AND WHAT IT WOULD TAKE TO BRING IT UP TO SEISMIC DID THE WHOLE BUILDING AT ONCE, WE ARE GOING BEYOND 50% ALLOWABLE. IT WAS BASICALLY DETERMINED THAT YOU ARE GOING TO SPEND AS YOU MIGHT BE SPENDING MORE MONEY TRYING TO BRING IT UP TO SEISMIC CODE THAT WOULD BE TO BUILD A NEW ONE THE PROBLEM WE HAVE IS THIS IS ONE OF EIGHT BUILDINGS JUST LIKE THIS ON THE CAMPUS. SO, YOU DON'T WANT TO OPEN UP THAT CAN OF WORMS. SO, WHAT WE WORKED OUT WITH DSA WAS TO DO HALF THE BUILDING, AND SO, STATE UNDER THE 50% ALLOTMENT, WE HAVE A PHASE TWO IN WHICH WE CAN COME BACK AND DO THE SECOND HALF OF THE BUILDING, AND THAT WOULD HAVE A BREAK IN BETWEEN. WE DO THE FIRST ONE, CLOSE IT, CERTIFIED IT, BEFORE WE START THE SECOND PHASE. WE CAN DO THAT SO, WE HAVE TWO PHASES, STAY UNDER THE 50% ALLOWABLE, AND WE DON'T GET INTO A SEISMIC UPGRADE. THE SEISMIC UPGRADE WAS PROBABLY GOING TO BE IN THE NEIGHBORHOOD OF 5 TO 6 MILLION, AND THAT DOESN'T MODERNIZE IT. THAT JUST BRINGS THE BILLING UP TO CURRENT CODE. THERE IS NOTHING WITH THE BUILDING . IT IS PERFECTLY SAFE. IT IS JUST AN INTERPRETIVE REGULATION THAT DSA HAS IN ORDER -- IN THEIR
[00:30:02]
MIND -- TO MODERNIZE THE CURRENT DISTRICTS. SO, BY BREAKING IT INTO HALVES, WE ARE BASICALLY CONTROLLING THE ALLOWED BUDGET THAT WE HAVE FOR THE PROJECT. THE PHASE TWO, YOU CAN SEE, WE'RE JUST COMING ACROSS THE VERY TOP OF THE BUILDING, LIKE THE NORTH SIDE OF THE BUILDING, DOING FOUR CLASSROOMS UP THERE AT THE TOP. SO, THAT WOULD BE AFTER WE COMPLETE THE BOTTOM FACE. LET'S GO BACK TO THE PREVIOUS SLIDE. THERE YOU GO. OKAY. WHAT DO WE HAVE? YOU KNOW, THIS IS THE THREE COMPREHENSIVE , CHEMISTRY, BIOLOGY LABS, STUDENT WORK STATIONS. STUDENTS WILL HAVE SINKS , AND THEY CAN BE OUTFITTED ANY WAY YOU WANT THEM TO. THEY WILL HAVE THE ABILITY TO GO WITH HOT WATER, GAS, THEY CAN USE POTS AND BURNERS, PLAYED WITH VARIOUS CHEMICALS. YOU KNOW, WHATEVER THE OPTIONS OF THE DISTRICT WANTS TO USE, BASICALLY, AND THIS WAS DESIGNED WITH GUILT CASTANEDA WHEN WE FIRST PROGRAMMED THIS AND STARTED DOING OUR BUDGET BEFORE WE WENT TO DSA. IN THE VERY CENTER, A TEACHER -WORK AREA, A PREP ROOM FOR TEACHERS, AND OPEN ON BOTH ENDS ARE THOSE CAN BE USED AS SMALLER CONSTRUCTION. ALL OF THESE CLASSROOMS HAVE A DOOR TO THE OUTSIDE, BUT THEY HAVE A DOOR THAT GOES INTO THE STORAGE AREAS, AND TO THE CENTRAL WORK AREAS. SO, IT GIVES SOME FUNCTIONALITY FOR THE TEACHERS TO BREAK UP SMALL GROUPS OR, WITHOUT HAVING TO GO OUTSIDE THE BUILDING, THEY CAN ACTUALLY GO THROUGH TO OTHER CLASSROOMS. EVERY CLASSROOM HAS THE ABILITY TO GET INTO EVERY OTHER CLASSROOMS WITHOUT HAVING TO EXIT THE BUILDING. ON THE FAR-RIGHT, THAT HAPPENS TO BE A BOYS BATHROOM. WE ARE BASICALLY REMODELING THAT . GUTTING IT OUT , BUILDING THE ENTIRE NEW ACCESSIBLE BATHROOM THERE. SO, YOU HAVE THE WORK ROOM IN THE MIDDLE , BOTH SIDES OF THE PROGRAM, STORAGE AREAS, THEN ON THE FAR RIGHT AND LEFT, I MAINTAINED THAT ONE CLASSROOM IN THE TOP-LEFT CORNER -- PHASE TWO OF THE PRESENTERS INTO THERE, THE LITTLE LOT AREAS. I HAD TO MAINTAIN THAT. A SMALL LITTLE ROOM BEFORE THAT IS THE FIRE RISER ROOM . THIS HAS TO BE A FIRE SPANGLER. SO, WE ARE BRINGING IN SPEAKERS THROUGHOUT THE BUILDING, TYING INTO THE FIRE LINE OUT IN THE MIDDLE OF THE ROAD, BEHIND THIS BUILDING, AND SO, THAT HAS ALL BEEN WORKED OUT WITH SO, WE HAVE ALR PERMISSIONS CLEARED FOR THAT. THE FIRE LINES ARE ALL CERTIFIED. AND SO, THEN, THE TOP-HALF, IF WE GO UP TO PHASE TWO, PHASE TWO, THESE ARE DIFFERENT STYLES. SO, IT ALLOWS THE TEACHERS TO HAVE MORE FLEXIBILITY. IT CAN BE DONE WITH THE ISLANDS , OR FOR A STUDENT/WORK AREA, IT CAN BE DONE WITH KIND OF A LABORATORY, LONG TABLE IN WHICH ALL OF THE STUDENTS CAN'T WORK IN LARGER GROUPS. THE OTHER CLASSROOMS WITH THE PENINSULA ISLANDS ARE SET UP MORE FOR STUDENTS TO PAIR UP. TWO TO FOUR STUDENTS WOULD WORK TOGETHER THERE, WHEREAS YOU COULD DO A WHOLE TEAM OF EXPERIMENTS AND THINGS TOGETHER, AND THEN, THAT ALSO CAN BE PULLED OUT, AND YOU CAN JUST USE IT AS A LECTURE AREA. SO , ONCE WE GET THROUGH PHASE ONE, WE HAVE THE ABILITY TO ADJUST ALL THE FOUR CLASSROOMS TO BETTER SUIT THE CAMPUS AS TO WHAT THEY SEE WORKS WELL FOR THEM, AND WHAT THEY MIGHT WANT TO INCLUDE IN PHASE TWO FOR THEIR SCIENCE PROGRAM. SO, THE BUILDING ITSELF, ALL THE UTILITIES, EVERYTHING FOR THE BUILDING, WILL BE PULLED IN IN PHASE ONE FOR THOSE CLASSROOMS, AND THE SECOND PHASE WILL GO A LOT FASTER. JUST BECAUSE THE UTILITIES ARE ALREADY IN THE BUILDINGS, SO THERE'S NOTHING LEFT TO DO OUTSIDE THE BUILDING TO DISRUPT THE CAMPUS AS WE BUILD ON THAT. THIS IS -- IN DSA -- WE NOW HAVE SECURED ALL THE APPROVALS WE NEED, SO WE BASICALLY JUST NEED TO COMPLETE THE PLANNING CHECKS THE DSA PLAN CHECKS, ACTUALLY THREE ENTITIES FOR TAXES, FIRE LINES, SAFETY AND STRUCTURAL, AND YOU GO THROUGH SEPARATE PLANNED CHECKS FOR EACH ONE, TRY TO DO THEM SIMULTANEOUSLY, AND THAT IS WHAT WE ARE DOING IN THIS PROCESS RIGHT NOW. WE HAVE GOT THE FIRST COUPLE SESSIONS OF ONLINE PLAN CHECK TAKEN CARE OF, SO NOW, IT IS BACK AND REVIEW . ONCE THEY HAVE A CHANCE, OPPORTUNITY TO GO THROUGH IT, THEY WILL CONTACT ME, WE WILL SET UP THE FINAL DATE TO GO IN AND FINALIZE[00:35:01]
THESE DRAWINGS. SO, THIS IS ANOTHER PROJECT IN WHICH, I BELIEVE, WE'LL PROBABLY HAVE APPROVALS IN THE NEXT MONTH.LOOKING TO PREPARE FOR IT IN OCTOBER, PATRICK AND I DID MEET WITH PRINCIPAL LUMBAR , AND WE HAVE TALKED ABOUT THE SCHEDULES ON THIS. SO, HE IS FULLY AWARE THAT HE HAS MET WITH STAFF. SO, THEY'RE AWARE OF THE SCHEDULE, AND HAVE MADE ALL OF THE APPROPRIATE SCHEDULING FOR THE CAMPUS TO START THIS YEAR.
THOSE ARE THE PROJECTS. >> GREAT. THANK YOU, RANDY. I APPRECIATE IT. I THINK WE HAVE A COUPLE QUESTIONS IF YOU
>> VICE PRESIDENT STEWART? >> YEAH. I THINK YOU ANSWERED MY QUESTION. I WAS GOING TO ASK IF THEY COULD BE UTILIZED FOR DIRECT INSTRUCTION, AND IN PHASE TWO, I THINK YOU SAID THEY CAN. I GUESS MY QUESTION, MS. AZEVEDO, BASICALLY, THE SITE TEACHERS WILL HAVE THEIR OWN CLASSROOM, BUT THIS WILL JUST BE EXTRA FOR THEM TO GO TO -- THEY WILL BE ASSIGNED TO THESE CLASSROOMS? IT IS JUST GOING TO BE THE SCIENCE CENTER , WHERE ALL TEACHERS CAN GO TO? THEY WOULD NEED TO WORK ON A
ROTATION? >> RIGHT. EVERYONE HAS ACCESS
TO THEM. >> THANK YOU SO MUCH.
>> THE CLASSROOMS THEMSELVES ARE DESIGNED FOR 36 MINIMAL STUDENTS? SO, IT IS POSSIBLE TO GET 38 IN THERE, BUT IT IS A SQUEEZE. BUT YEAH, THEY'RE DESIGNED FOR 36 STUDENTS, AND THE TEACHER HAS THEIR OWN DEMO TABLE, SO THEY CAN DO , YOU KNOW, EVERYTHING THAT THEY NEED FOR THE STUDENTS FROM THAT
POINT, START TUTORING. >> THANK YOU, VICE PRESIDENT
STEWART. DR. JOHNSON? >> HI. THANK YOU. I JUST WANT TO GET CLARIFICATION. SO, FOR THE SECOND PHASE, DSA HAS ALREADY APPROVED AT NO ADDITIONAL COST , OR YOU STILL
HAVE TO GO BACK? >> STILL HAVE TO GO BACK WITH A SEPARATE SET OF DRAWINGS. SO, DSA HAS APPROVED PHASING IT.
>> OKAY. >> BUT IT WILL BE A SEPARATE SET OF DRAWINGS AND SUPPORT PLAN. REASON BEING, IN ORDER TO NOT MAKE IT LOOK LIKE, WHICH IS BROKEN INTO TWO PHASES TO GET AROUND THEIR INTERPRETIVE REGULATION FOR THE 50% RULE, WE ACTUALLY HAVE TO COMPLETE THE FIRST ONE AND CERTIFY IT BEFORE WE GOING TO PLANNED CHECK ON SECOND.
>> I SEE. >> THERE HAS TO BE A CLEAN BREAK BETWEEN THE TWO PROJECTS.
>> OKAY. SO, I GUESS I AM TRYING TO FIGURE OUT, WHEN YOU TALK ABOUT THE COST, DO YOU DO THE NEW ADJUSTMENT TO THE COST
>> OKAY . I SEE. OKAY. THANK YOU.
>> THANK YOU, DOCTOR. WARD CLERK, MS. GARZA?
>> THANK YOU, PRESIDENT. I WANTED TO ASK , YOU WERE SAYING, TO CONFIRM, THESE WOULD BE A LOT MORE EXPENSIVE TO BRING UP TO CODE ENTIRELY THROUGH BECAUSE OF THE SEISMIC UPGRADES. CORRECT? SO, AND I THINK YOU MENTIONED THIS -- I JUST WANT TO MAKE SURE THAT I UNDERSTAND THAT THEY ARE STILL
SAFE FOR OUR STUDENTS TO BE IN. >> ABSOLUTELY. THE BUILDINGS ARE APPROVED, GRANDFATHERED IN UNDER ORIGINAL CONSTRUCTION.
WHAT DSA DO, WE WENT THROUGH WITH A STRUCTURAL ENGINEER AND THEIR STRUCTURAL ENGINEERS, WENT THROUGH THE WHOLE BUILDING, FROM FOUNDATION ALL THE WAY UP TO THE TOP, AND THE FIRST DETERMINATION WAS, IS THE BILL SAFE, AND THEY SAID, ABSOLUTELY. THAT IS NOT A PROBLEM. THE ONLY THING WAS THE 50% RULE, WHICH IS AN INTERPRETIVE REGULATION THAT COMES OUT TO -- TRYING TO FORCE DISTRICTS INTO DOING SEISMIC UPGRADES, BUT IT IS ABOUT MAKING SURE THAT ANY NEW DOLLARS SPENT ARE NOT BEING SPENT ON BUILDING THAT MIGHT HAVE TO GO DOWN IN THE FUTURE, BUT THESE BUILDINGS WERE DETERMINED BY DSA TO BE PERFECT THE SAFE. SO, WITH MODERNIZATION, WE CAN'T SPEND MORE THAN 50% IN ANY ONE PUTT PACKAGE. THE COMPANY UP WITH A $1 PER SQUARE FOOT THAT THEY VALUE THE BILLING OUT. PROBLEM IS THEY VALUE VERY LITTLE. SO, IT IS VERY EASY TO HIT THE 50%.
IT IS KIND OF LIKE, YEAH, I HAVE MY OWN COST ESTIMATOR LOOK AT IT, AND HE SAYS, $7 MILLION BUILDING, SO I THINK I HAVE 3.5 MILLION, AND THE ESTIMATE CAME IN AT 60 START TO THIS, LIKE, NO. BARELY WORTH 1, SO, KIND OF GOING BACK AND FORTH AS TO, YOU KNOW, YOU KNOW, HOW WE WOULD KEEP IT UNDER THE 50% , AND THEN THEY THROW AT YOU, TOO, TECHNICALLY, THE ONLY COME IN AT 40% BECAUSE THEY WANT YOU TO SAVE 10% MORE DURING
INSTRUCTION. >> RIGHT. YOU KNOW, IT IS LIKE, WE ARE NEVER GOING TO GET THERE, SO THE RESTART THE DISCUSSIONS OF PHASES, AND THAT IS THE APPROPRIATION WE CAME UP
WITH TO WORK IT OUT. >> I HAVE A FOLLOW-UP WITH THAT. SO, SEND, THEY WOULD BE COMPLETELY SAFE, BUT ARE THEY ACCESSIBLE? IS THERE ANYTHING THAT WOULD BE NOT ACCESSIBLE ,
AS FAR AS A.D.A. COMPLIANCE? >> NO. ALL THE NEW CONSTRUCTION WILL BE UNDER THE CURRENT MOOD. EVERYTHING IS COMPLETELY
[00:40:02]
ACCESSIBLE. WE ARE LOOKING FOR A PATH TO TRAVEL THROUGH THE WHOLE CAMPUS. BASICALLY, WHAT DSA DOES IS THEY START OUT ONE WAY, AND THEY TAKE YOU INTO THE ADMIN, THEN FROM THE PARKING ON-SITE TO THE ADMIN, AND FROM THE ADMIN , YOU HAVE TO GET TO THE BUILDING, AND FROM THE BUILDING, YOU HAVE TO SHOW ACCESSIBLE STUDENT AND STAFF TOILETS. THE EVEN TICKET TO THE APPROACH OF, OKAY, YOU HAVE A STUDENT WALKING WITH FRIENDS IN A WHEELCHAIR . THEY NEED TO GO TO THE BATHROOM. WHAT IS THE NEAREST A.D.A.? YOU CAN'T REALLY MAKE THE COMPANION IN A WHEELCHAIR GO WAY OUT OF HIS WAY TO GET BACK TO HIS FRIENDS.THEY LOOK AT HAVING TO TRAVEL A NUMBER OF DISTANCES.
>> DOORS? DOCTOR, MAYBE YOU CAN HOP IN -- I KNOW WE TALKED ABOUT THE DIFFERENT TYPES OF DOORS IS THERE ANYTHING -- MAYBE -- CAN YOU HELP ME OUT, DR. OSMOND?
>> YEAH. THE REASON BEING IS I ALSO SERVE ON THE GOVERNOR'S COMMITTEE ON STABILITY ACCESS. I WORK VERY CLOSELY WITH DSA, I WORK WITH I DECLARE. SHE IS ONE OF THE STATE ARCHITECTURES THERE. SO, FOR THIS MOTION, I ASKED HER, IN REGARDS TO BUILDING CODES, HAVING DOORS THAT ARE ACCESSIBLE FOR STUDENTS, AND ONE OF THEM WAS OUR BUILDING AND WAFER, WHICH IS NOT ACCESSIBLE. THERE IS NO AUTOMATIC DOOR OPENER FOR A STUDENT WHO IS EITHER IN A WALKER OR CHAIR IN ORDER TO GET IN. CORRECT ME IF I AM WRONG, PRESIDENT CRIHFIELD, YOU ARE ASKING IF ANYTHING IN THE BUILDING OR ANYTHING IN THE DOOR WOULD BE CONSIDERED A.D.A. COMPLIANCE FOR ACCESS TO THE BUILDING, AND ONCE YOU'RE IN THE BUILDING, ALSO ANY FEATURES THAT WOULD BE NEEDED -- FOR AXIS -- WHETHER IT IS THE WATER FOUNTAIN OFFICE THAT IS ONE OF THEM, TOO, AND THE BATHROOMS,
AND SO FORTH. >> CORRECT THE NEW BATHROOM, THE BOYS BATHROOM THAT WE ARE DOING HERE, WILL BE COMPLETED.
OBVIOUSLY , THE WAY A.D.A. WORKS WITH THE DOORS IS YOU DON'T HAVE TO HAVE AN AUTOMATIC BUTTON ON EVERY DOOR, AS LONG AS YOU PROVIDE A FIVE-POUND MAX PAUL, HAVE THE CORRECT HANDLE, HAVE THE ABILITY FOR THEM TO GET OFF THE SIDE OF THE DOOR WITH SPACE TO OPEN THE DOOR . AND SO, THOSE ARE ALL FOLLOWED . IF THE DISTRICT STANDARD BECOMES TO PUT ELECTRIC PANELS ON , THAT IS SOMETHING THAT IS A LOT EASIER TO DO DURING CONSTRUCTION THAN TRYING TO RENDER THAT AFTER-THE-FACT, BUT THAT CAN BE DONE, EVEN WITHIN THE SCIENCE OF -- SHE IS SHAKING HER HEAD -- BUT THE I-WASHES AND EVERYTHING LIKE THAT, THEY'RE SET FOR A RURAL-IN, FOR WHEELCHAIRS, FOR I-WASHES, THE SHOWERS, ALL OF THAT, COMPLETELY ACCESSIBLE WITH CLEARANCES. WE HAVE A.D.A.
WORKSTATIONS AT THESE PENINSULAS WITHIN THE TEACHERS' DEMO DESKS, ALL A.D.A. ACCESSIBLE, SINKS ARE ALL A.D.A. ACCESSIBLE. SO, THAT IS THE PROCESS.
>> I JUST WANT TO MAKE A CORRECTION. I CAN TALK -- I DECLARE ABOUT THIS, SPECIFICALLY -- SHE SAID, THEY GAVE THE BASIC STANDARDS FOR A.D.A. ENTRY , BUT SHE IS SAYING, YOU HAVE TO LOOK AT THE POPULATION. THE DEMOGRAPHICS OF WHAT YOU ARE DESIGNING THE BUILDING FOR.
>> CORRECT. >> OKAY. SO, THERE'S A SECOND PART TO THAT, TOO, THAT IF IT IS THE MAINTENANCE TO DO THE LESS THAN FIVE-POUND FORCE, OR AT LEAST FIVE-POUND FORCE, TO MAINTAIN THAT IS MORE DIFFICULT THAN JUST TO HAVE THE AUTOMATIC DOOR. SO, THE MAINTENANCE OF THAT ON A REGULAR BASIS. THIS IS WHAT SHE RELAYED THE INFORMATION TO ME ABOUT, THAT IT WOULD BE MORE COST-EFFECTIVE FOR THE DISTRICT TO HAVE THE
AUTOMATIC DOOR OPENER. >> THAT IS TRUE. THE FIVE POUND DOORS IS A TRICKY THING TO BALANCE . AS THE CLOSURES THEMSELVES GET OLDER, YOU KNOW, THE PISTONS GET DIRTIER.
SOMETIMES, THE FORCE HAS A TENDENCY TO GO UP , AND THEN, WHEN YOU DO A NEW PROJECT, THEY GO BACK AND TRY TO TEST THEM, THEY LITERALLY HAVE THE DOOR, THEY PULLED ON THE DOOR, IT TELLS THEM, THERE'S THE HANDLE.
>> RIGHT. >> THAT CAN BECOME A PROBLEM , YOU KNOW, WHICH ALL OF A SUDDEN, YOU ARE NOW REPLACING A CLOSER BECAUSE YOU CAN'T DIAL IT BACK DOWN TO FIVE.
>> I THINK THE MAIN THING IS -- I APPRECIATE THAT BEING A FISCALLY RESPONSIBLE ONE -- PLANNING THIS OUT TO WHERE WE CAN GET EVERYTHING ACCOMPLISHED -- WE JUST WANT TO MAKE SURE THAT WE'RE NOTICED WE'RE MAKING IT AS ACCESSIBLE AS POSSIBLE -- AND IF THERE ARE OPTIONS, THAT MIGHT BE MORE COST-EFFECTIVE IN THE LONG RUN , AND MORE ACCESSIBLE. I THINK THAT SHOULD BE PART OF THE CONVERSATION, WE SHOULD ENTERTAIN THOSE OPTIONS. I HAVE ONE MORE QUESTION. SO, YOU HAVE PHASE ONE, TAKE A BREAK BECAUSE YOU WOULDN'T WANT THEM TO THINK THAT WE ARE STILL DOING THAT TOO. RIGHT? THEY WOULD WANT YOU TO KNOW . HOW LONG DOES THE BRAKE HAVE TO BE
[00:45:04]
BEFORE YOU START THE SECOND PHASE?>> THEY'RE SAYING, SIX MONTHS TO A YEAR.
>> OKAY. >> BUT DURING THAT TIME, WE CAN ACTUALLY -- HAVE BEEN DOING ALL THE DRAWINGS AND EVERYTHING -- THE CONSULTANTS DOING THE PROGRAMMING, THE DESIGN WITH THE STAFF, DOING THE DRAWINGS -- BUT WE HAVE TO ACTUALLY GET THE FIRST ONES CERTIFIED, AND THEN, THE DEAL IS, OKAY, THEN WE WILL TALK ABOUT IT, DEPENDING ON THE BUDGET FOR THE
SECOND PHASE . >> HOW LONG DOES THE CERTIFICATION TAKE? IT TAKES A WHILE?
>> YEAH. I WOULD GUESS, AFTER THE COMPLETE THE PROJECT, YOU ARE PROBABLY LOOKING AT THREE MONTHS. SO, WE GET IT CERTIFIED, THEN IT IS PROBABLY GOING TO BE ANOTHER SIX MONTHS BEFORE WE SUBMIT THE DRAWINGS. SO, YOU ARE GOING TO HAVE A YEAR OR YEAR AND A HALF OF DOWN TIME.
>> SO, PHASE ONE COMPLETION ESTIMATE IS WHEN?
>> WE ARE HOPING TO BE UNDER CONSTRUCTION THIS FALL , PROBABLY -- DEPENDING ON GETTING IT APPROVED AND OUT TO BID -- START OF CONSTRUCTION -- END OF OCTOBER, THEN HOPING TO
BE DONE FOR START OF SCHOOL . >> OKAY. THEN, THE BREAK ,
PROBABLY NINE MONTHS, PROBABLY? >> YEAH. FOLLOWING SPRING, WE WOULD PROBABLY BE LOOKING TO GO OUT TO BID FOR A STARTING CONSTRUCTION WHEN SCHOOL IS OUT , SUMMER OF '26.
>> PHASE TWO, PROBABLY THE SAME AMOUNT OF TIME AS PHASE ONE?
>> WE ALREADY HAVE ALL OF THE UTILITIES INTO THE BUILDING.
THEREFORE, SMALLER, MORE CONVENTIONAL CLASSROOMS.
>> OKAY. >> I THINK IT WILL BE A SHORTER
TIMELINE, TWO YEARS? 2 1/2? >> FOR THE CONSTRUCTION?
>> YEAH. FOR THE OBJECT AS A WHOLE. IT IS ALL FUNCTIONAL AND
PUT TOGETHER . >> FOR BOTH PHASES?
>> YEAH. >> OKAY. YEAH. WE'RE PROBABLY
LOOKING AT 2 1/2 YEARS. >> OKAY. AND DURING THAT TIME, HALF OF THE BUILDING WILL STILL BE USABLE?
>> PHASE TWO, WILL HAVE STUDENTS IN IT, WORKING ON THE BOTTOM HALF , AND WE COMPLETE THE BOTTOM HALF, THAT WILL BE OCCUPIED, THEN WE WILL WORK ON THE TOP HALF. THEY WILL ALWAYS HAVE SCIENCE CLASSROOMS AVAILABLE FOR THEM. SO, YEAH, AT NO POINT HAVE WE TAKEN THE WHOLE BUILDING DOWN.
>> GOT IT. GREAT. ANYMORE QUESTIONS FROM THE BOARD, ANITA? ANY QUESTIONS? NO? MR. NICHOLS, THANK YOU VERY MUCH .
>> THAT IS ALL THE QUESTIONS THAT I WAS GOING TO ASK THANK
YOU SO MUCH. >> THANK YOU, MR. ARMSTRONG.
>> THANK YOU. APPRECIATE IT. >> THANKS AGAIN . NOW, WE WANT TO BRING UP BOB BENDER AND JOHN GOMER , AND THEY'RE GOING TO SPEAK ABOUT THE THA PARKING LOT PLAN , AND MAYFAIR HIGH SCHOOL
SPORTS FIELDS. >> THANK YOU, MR. PRESIDENT.
MEMBERS OF THE BOARD, MS. AZEVEDO, ALLOWING US TO BRING YOU UP-TO-DATE ON WHERE WE STAND WITH OUR PROJECTS WE ARE WORKING ON FOR THE BELLFLOWER UNIFIED SCHOOL DISTRICT . OUR FIRST SLIDE WAS JUST AN INTRODUCTORY SLIDE. THE NEXT SLIDE, WE ACTUALLY START DELINEATING WHAT OCCURRED ON THE MAYFAIR HIGH SCHOOL ATHLETICS PROJECT. WE WERE AUTHORIZED TO PROCEED IN THE PROJECT BACK IN THE OCTOBER 23RD BOARD MEETING, AND WE HAVE BEEN CARRYING THE PROJECT THROUGH SINCE THEN, AND COMPARED NOTES WITH LISA AND THE REST OF THE STAFF AS TO MOVING FORWARD WITH THE PROJECT, AND PREPARING IT AS IT WAS DIRECTED BY THE BOARD FOR THE OCTOBER 23RD MEETING . WE MET WITH THE SHAREHOLDERS, MET WITH THEM SEVERAL TIMES , REALLY, THE FIRST TIME WE MET WITH THEM IS NOVEMBER 1ST , AND THEN WE MET WITH THEM AGAIN DECEMBER 6TH , AND THEN REMEMBER FIRST MEETING WAS JUST INTRODUCTORY, GET US INTRODUCED TO WHAT THE PROGRAM REQUIREMENTS WERE GOING TO CHANGE FROM WHAT HAD ALREADY
BEEN APPROVED. >> EXECUTIVE, IT SAYS, THE STAKEHOLDERS? WHO IS THE MEETING WITH?
>> THE -- >> IT WAS WITH THE SITE --
>> WITH PATRICK TURNER , IT WAS WITH ALANA, SEAN DIAZ , THE PRINCIPLE OF THE DISTRICT, WITH THE ATHLETIC DIRECTOR, IT WAS WITH JULIE STANLEY, I THINK HER NAME WAS, AND SOMEBODY. THERE WAS A COUPLE OF OTHER PEOPLE FROM THE CAMPUS THEMSELVES.
>> OKAY. FROM THE SAME? >> RIGHT SO, WE WENT THROUGH ALL OF THAT . FIRST MEETING, AS I WAS SAYING, WHERE WE
[00:50:01]
DISCUSSED THE POSSIBILITIES OF WHAT WE COULD ENTERTAIN, AND THEN WE WERE GIVEN THE DIRECTIVE TO COME BACK AGAIN AND PRESENT THE OPTIONS THAT WE HAD , AND GIVE CLEAR DIRECTION TO MOVE FORWARD FROM THAT POINT ON . WE COMPLETED -- WHERE IS THIS? WE GOT THE DIRECTION, AND WE PRESENTED OUR PROPOSALS TO THE SCHOOL DISTRICT. WE GOT DIRECTION TO MOVE FORWARD AND PROCEED WITH THE PROJECT. THAT WAS MARCH 8TH . FROM THERE, WE WENT TO PREPARING THE DOCUMENTS , AND THE DSA APPLICATIONS AND THE REGISTRATION OF THE PROJECT -- FOR THE PROJECT -- AND THEN, WE SUBMITTED THE INITIAL REGISTRATION FOR THE PROJECT ON MARCH 13TH, AND FOLLOWED UP WITH A REVISION AS REQUESTED BY DSA FOR INPUT FROM AND SOME ADDITIONAL INFORMATION, AS FOR INPUT FROM STAFF, AND WE HAVE COMPLETED THAT AT OUR REGISTRATION ON APRIL 15TH. WE HAVE, SINCE THEN, GOT ACCEPTANCE OF THE TOTAL APPLICATION SUBMITTED TO DSA, AND THE PROJECT WAS COMPLETED, AND THE DOCUMENTS WERE FINALLY SUBMITTED. MAY 28TH, THEY ARE CURRENTLY UNDER REVIEW AT DSA ONE OF THE REQUIREMENTS THAT CAME BACK IN THE MARCH 28TH SUBMITTAL APPLICATION REVIEW WAS WE PROVIDED A FIRE FLOAT TEST, WE CONTACTED PATRICK TURNER AT THE TIME, AND HE WAS VERY HELPFUL IN PUTTING TOGETHER AN IMMEDIATE RESPONSE TO PROVIDE THAT BY REPORT TO DSA, SO WE DID NOT LOSE TIME AND HAVE TO COME BACK AGAIN WITH A RESUBMITTAL. THE OTHER ITEM IN THE PROJECT IS THE DEVELOPMENT OF THE PARKING LOT.PARKING LOT THAT SERVES THE STADIUM IS GOING TO BE BUILT OVER WHAT IS NOW THE EXISTING FLOOD CONTROL CHANNEL BEHIND THE SCHOOL. THE FLOOD CONTROL DISTRICT AND COUNTY DEPARTMENT OF PUBLIC FLOOD CONTROL IS INVOLVED IN THE PROJECT. IT IS A SEPARATE APPLICATION, A SEPARATE PERMIT REVIEW, AND WE HAVE GOT THE CONCEPTUAL PLAN REVIEW FROM THAT ON JUNE 13TH.
WE ARE CURRENTLY MOVING FORWARD WITH THAT, AND WE SHOULD BE GETTING -- WE GOT THE INVOICE -- WE GOT AN APPLICATION -- OR AN INVOICE -- FOR ADDITIONAL FEES FROM THE L.A. COUNTY FLOOD CONTROL DISTRICT AT THE TIME. THAT HAS BEEN PRESENTED TO THE DISTRICT . I AM SURE THE INVOICE HAS BEEN PAID, SO WE ARE MOVING FORWARD WITH THE FLOOD CONTROL ADJUSTMENT FOR
IMPROVEMENTS AT THIS TIME. >> IF YOU DON'T MIND, WHAT IS
THAT? IS THAT ARO AND? >> ROUGH ORDER OF MAGNITUDE .
>> THAT WAS MY FIRST GUESS. THANK YOU.
>> THIS WAS PRESENTED IN THE OCTOBER '23 REPORT. ACTUALLY, WE GIVE IT BACK IN APRIL OF LAST YEAR TO YOU, THE BOYKIN PROJECT, FIRST BEING DISCUSSED AT THE BOARD LEVEL. WE WERE ASKED BY THE STAFF AT THAT TIME TO COME UP WITH THREE DIFFERENT OPTIONS TO MOVE FORWARD WITH THE PROJECTS, AND IT WAS IN THE OCTOBER 26 THE BOARD MEETING WHEN WE DECIDED TO GO WITH THE OPTION ONE, WHICH WAS THE ENTIRE PROJECT WITH THE ADDITIONS, AND IT IS THE ADDITIONS WE TALKED ABOUT WITH THE STAFF, AND WHAT WE ARE NOW REQUIRED -- OR WHAT WE HAVE NOW PUT INTO THE PROJECT -- TO GO BACK TO DSA. THE ADDITIONS TRIGGERED THE REAPPLICATION OF THE ENTIRE PROJECT . THE REVISIONS WERE GOING TO MAKE -- JUST REVERSING THE FIELD -- SOME OTHER MINOR MODIFICATIONS -- COULD HAVE BEEN HANDLED AS A SIMPLE REVISION TO THE DOCUMENTS, WHICH WE WOULD BE UNDER CONSTRUCTION BY NOW, HAVING NOT MADE THE PLUS, THE ADDED REVISIONS. ADDED REVISIONS -- WE ADDED THE VISITORS BLEACHERS, BUT THEN WE SWAPPED THE ENTIRE FIELD AND MOVED TO THE HOME BLEACHERS TO THE WEST SIDE OF THE SITE AND ADDED THE PRESS BOX TO IT. THOSE WERE ADDED SCOPE, AND ACCORDING TO DSA, ANYTHING THAT REQUIRES ADDED SCOPE IS A NEW APPLICATION. SO, THAT MEANT WE WOULD HAVE A REVISIONIST PROJECT TO MODIFY SOME OF THE FIELD ARRANGEMENTS , AND AT A SCOPE APPLICATION , WE WOULD BRING IN THE NEW APPLICATIONS, WHICH WOULD HAVE BEEN TREATED AS TWO SEPARATE PROJECTS. WE NEGOTIATED WITH DSA AT THE TIME, AND IT WAS DECIDED WITH
[00:55:01]
PRINCIPALS AT DSA TO COMBINE THEM ALL TO ONE PROJECT AND BRING IT BACK IN AND AN ENTIRE NEW PROJECT USING THE DOCUMENTS REQUIRED FOR THE INITIAL PHASES OR THE INITIAL PROJECT AT THE TIME. BUT, THIS MEANT WE HAD TO GO THROUGH THE ENTIRE PROCESS ALL OVER AGAIN FROM THE VERY BEGINNING, AND THAT IS ONE WHERE WE HAD -- THE ESTIMATED CONTRACTION COST WE PROPOSED TO DSA WAS THE ESTIMATED CONSUMPTION COST -- PREPARED UNDER THE OLD 2022 PROJECT -- 9.25 MILLION -- $250 MILLION -- THE ROM THAT WE GAVE TO THE STAFF , PRESENTED TO THE BOARD FOR THE APRIL 26TH MEETING, AROUND THE $15 MILLION FIGURE , WHAT WE ARE CURRENTLY WORKING AT UNDER THAT EVALUATION. WE HAVE A COST ESTIMATE WE ARE WORKING ON WITH THE PROJECT, CURRENTLY, AND AS SOON AS WE GET THE DSA COMMENTS BACK, WHICH WE ARE EXPECTING TO GET SOME TIME THIS WEEK , WE WILL THEN BE ABLE TO COMPLETE THE COST ESTIMATE , AND WE WILL BE PREPARED TO GIVE STAFF THE INFORMATION NECESSARY AS TO EXACTLY WHAT THE ANTICIPATED PRICES WILL BE WHEN WE DO GO OUT TO BID . SO, THAT IS SOMETHING CURRENTLY IN PROGRESS AT THE TIME. WE ANTICIPATED THE DSA REVIEW TO BE COMPLETED BY JULY 5 . MY LAST CONVERSATION WITH DSA IS THAT THEY ARE EXTREMELY OVER BUDGETED . THEY ARE OVERWORKED, DON'T HAVE STAFF FACILITIES . THE DOWNSIDE IS THAT THE ACCESS COMPLIANCE REVIEW HAS LINGERED , AND WE WILL NOT BE GETTING AN ACCESS COMPLIANCE BACK UNTIL SOME TIME THIS WEEK, BUT THE PROJECTED, ORIGINALLY, THE JULY 5 DATE, BUT BECAUSE OF ACCESS COMPLIANCE, THE LAST TIME WE CHECKED 1, JULY 22, THEY WERE ONLY 5 % COMPLETE. AS OF THIS MORNING, I WENT AHEAD AND CHECKED WITH THE DSA SITE. THEY WERE 85% COMPLETE, WHICH IS USUALLY THE TRIGGER WHEN WE ARE GIVEN AUTHORIZATION OR GIVEN THE COMMENTS BACK AND WE ARE READY TO MAKE THE ADJUSTMENTS AND COME BACK IN FOR PERMIT. ANTICIPATING WE'LL HAVE FOUR WEEKS OR SO OF CORRECTIONS PRIOR TO GOING BACK TO DSA.LOOKING AT PROBABLY BIDDING THE PROJECT SOMETIME LATE-SEPTEMBER, EARLY-OCTOBER. THE PROJECT , OR DATE OF CONSTRUCTION WOULD START SOMETIME IN NOVEMBER OF THIS YEAR . ACCORDING TO THE L.A. COUNTY FLOOD CONTROL DISTRICT , THERE IS A MORATORIUM ON CONSTRUCTION WITHIN THE FLOOD CONTROL CHANNEL. THAT MORATORIUM WILL ONLY ALLOW CONSTRUCTION TO OCCUR BETWEEN APRIL AND OCTOBER. SO, GOING OUT TO BID, WE WILL PUT INTO THE BID DOCUMENTS THAT THE CONTRACTORS ARE TO BE READY TO MOBILIZE AND START CONSTRUCTION IN THE FLOOD CONTROL CHANNEL IMMEDIATELY UPON THE APRIL DATE DEADLINE, 2025, WHICH WOULD ALLOW THEM TO GET THE OVERALL BUDGET COMPLETED BY THE OCTOBER DATE. SO, THAT WILL BE OUR FIRST PRIORITY, FIRST MILESTONE, BUT THE STAKEHOLDERS THAT WE DEALT WITH OUR LOOKING TO TARGET THE STADIUM THAT IS GOING TO BE ABLE TO BE OCCUPIED , AND THE SPORTS FIELDS ABLE TO ACTUALLY FUNCTION AT THE START OF THE 2025 FOOTBALL SEASON.
SO, WE WILL SCHEDULE BACK INTO THE CONSTRUCTION PROCESS AS WE GO OUT TO BID, STATING THAT THE FIELDS THEMSELVES ARE TO BE COMPLETED BY THE AUGUST OF 2025 TO LET ACTIVITIES START OF SCHOOL YEAR 2025 TO BEGIN WITH THE FOLLOW-UP CONSTRUCTION THEN BEING IN THE FLOOD CONTROL CHANNEL, AND ALL THAT, MAYBE CONTINUING ON UNTIL NOVEMBER OF THAT YEAR. THE NEXT PROJECT WE ARE CURRENTLY DEALING WITH, UNLESS YOU WANT TO GO OVER ANY
QUESTIONS -- >> WANT TO SEE IF THE BOARD HAS ANY QUESTIONS ON THE FIELD BEFORE WE JUMP TO THE NEXT ONE,
MADAM CLERK. >> THANK YOU, PRESIDENT CRIHFIELD . MY QUESTION REVOLVES AROUND THE L.A. COUNTY FLOOD CONTROL CHANNEL COMMENTS. WHAT IS OUR RELATIONSHIP WITH THEM GOING FORWARD , AFTER WE BUILD THE ACTUAL PARKING
[01:00:03]
STRUCTURE? HOW DOES THAT MAINTAIN? DO WE HAVE TO MAINTAIN THAT NOW THAT WE HAVE A PARKING STRUCTURE ON TOP OFIT? >> YOU WILL HAVE TO MAINTAIN
THE PARKING STRUCTURE. >> YES.
>> BUT THE FLOOD CONTROL DISTRICT STILL HAS THE
>> AND THEY WILL MAINTAIN THE IMPROVEMENTS, OR MAINTAIN THE CHANNEL ITSELF, AS FAR AS THE UNDERGROUND STRUCTURES, THE CULVERTS. THEY WILL KEEP THEM CLEAN AND CLEAR THEM OUT, AND ALL THAT, SO THEY WILL BE MAINTAINING THE FLOOD CONTROL CHANNEL ITSELF. YOU ARE RESPONSIBLE FOR ANYTHING OVER IT, WHICH IS THE PARKING LOT, AND THE DRAINAGE INTO THE FLOOD CONTROL CHANNEL, WHICH WOULD BE THE RUNOFF FROM THE CAMPUS .
>> SO, JUST THE RUNOFF FROM THE CAMPUS, NOT ANYTHING THAT COMES
FROM -- >> FROM UPSTREAM? NO. ANYTHING FROM UPSTREAM IS ALL PART OF THE FLOOD CONTROL CHANNEL DISTRICT'S RESPONSIBILITY'S.
>> OKAY. BY ANY CHANCE, HAVE YOU HAD A CONVERSATION AS TO WHAT IF THESE CHANNELS OVERFLOW? WHAT HAPPENS THEN?
>> THAT IS PART OF THE STUDY THAT WE HAVE TO GET INVOLVED IN EARLY ON WITH THE FLOOD CONTROL DISTRICT. WE HAVE ALREADY BEEN THROUGH THIS PROCESS ONCE WITH THE ORIGINAL PROJECT. WE'RE NOT CHANGING ANYTHING. NOTHING THAT WASN'T APPROVED OR PART OF THE ORIGINAL PROJECT. THE ORIGINAL PROJECT WAS ACTUALLY TO READY THE PERMIT. HAD WE MOVED FORWARD WITH THE PROJECT THREE YEARS AGO, IT WOULD BE THERE KNOW, AND WE DID THE STUDIES BACK THEN , AS A REQUIREMENT OF THE PLAN REVIEW PROCESS, AS TO WHETHER OR NOT THERE WAS A POSSIBILITY OF EVEN MORE FLOWS, OR DISCHARGE, FROM THE FLOOD CONTROL CHANNEL DISTRICT BACK ONTO THE SITE , AND THE REQUIREMENTS WERE SATISFIED BACK AT THAT TIME. I'M NOT AWARE THAT ANY ADDITIONAL REQUIREMENTS HAVE BEEN PUT IN PLACE IN THE LAST THREE OR FOUR YEARS. CURRENTLY, WE'RE IN REVIEW WITH THE REAPPLICATION .
THE DISTRICT RECENTLY HAD THE PLANNED CHECK FEE FOR THE PROCESS, SO EVERYTHING IS READY TO GO. WE'RE ANTICIPATING HAVING THE IMPROVEMENT DRAWINGS BACK FROM THE CIVIL ENGINEER, AND WE'LL PUT THEM INTO THE BID , WHEN THE PROJECT GOES OUT TO BID, SO ALL THE PROJECTS WILL BE INCLUSIVE, BUT THE WORK IN THE FLOOD CONTROL CHANNEL HAS TO BE SEPARATELY, AS I POINTED OUT, BETWEEN THE APRIL AND OCTOBER DEADLINE. OFTEN THE SAME CONTRACT , EXCEPT THE DIFFERENT PROGRAMMING PROCESS, DIFFERENT INSPECTION PROCESS, WE WILL HAVE TO GO THROUGH IN
THE CONSTRUCTION PHASES. >> OKAY. THANK YOU SO MUCH.
>> THANK YOU, MS. GARZA. I HAVE A COUPLE OF QUESTIONS. I'M SURE YOU HAVE ALREADY DONE THESE STUDIES, BUT FOR THE NEIGHBORHOODS, THEY'RE BEHIND THE CHANNEL, WHAT KIND OF EMAIL
TO S, GOING TO BE GETTING? >> YOUR QUESTION HAS BEEN
>> THAT IS WHY THE STADIUM IS OVER WHERE IT IS AT. HAD WE TRIED TO PUT THE STADIUM WHERE THE FIELD EXISTS NOW, YOU WOULD HAVE HAD EXTENSIVE PROBLEMS WITH THE NEIGHBORHOOD AND ALL OF THAT. THAT IS WHY THE STADIUM ITSELF, WITH THE SPORTS FIELD SLIDING IN EVERYTHING, IS BACKED UP INTO THE NORTHEAST CORNER , AGAINST ELLINGTON, AGAINST THE FLOOD CONTROL CHANNEL DISTRICT. YOU DON'T HAVE IMMEDIATE NEIGHBORS IN THEIR BACKYARDS. SO, THE LOCATION OF THE LIGHTING AND IN THE STADIUM HAS BEEN LOCATED IN THE NORTHEAST CORNER OF THE SITE TO AVOID ANY CONFLICTS OR ANY PROBLEMS WITH LIGHTS GOING
INTO NEIGHBORS' BACKYARDS. >> NOISE, A GOOD STUDY ON HOW
-- >> HOW TO CONTROL THE CROWD
NOISE? >> YEAH. I MEAN, CERTAIN CITIES WILL PUT THINGS IN PLACE, OR CERTAIN, LIKE, NATURAL BARRIERS
THAT HELP CONTAIN? >> YOU HAVE GOT A BASEBALL FIELD BETWEEN THE STADIUM PROPER AND THE NEIGHBORS TO THE SOUTH, WHICH WOULD BE THE ONES THAT WOULD BE AFFECTED BY ANY NOISE GENERATED , SO, THERE IS A BUFFER ZONE THERE 20 TO PETE THAT . I DON'T KNOW THAT WE CAN DO ANYTHING FURTHER AS PART OF THE BUDGET THAT WE HAVE TO CONTROL THAT WOULD BE ANTICIPATED GROUND NOISE AT THE TIME, BUT --
>> HOW ABOUT THE TREES ALONG THE RIVER ?
>> TREES ALONG THE SOUTH -- >> WERE THOSE GOING TO STAY?
>> YES. >> OKAY. I WAS WONDERING ABOUT THAT. OKAY. THAT MIGHT HELP WITH THE NOISE?
>> YEAH. IT WILL HELP FOR THE NOISE SOMEWHAT, BUT IT IS NOT
GOING TO STOP IT ENTIRELY. >> THERE'S ALREADY A TRAFFIC STUDY FOR THE NEW PARKING LOT, AS FAR AS -- I'M SURE THERE IS A PERMIT -- FROM THE CITY WITH THAT AS WELL?
[01:05:01]
>> NO. WE ARE UTILIZING EXISTING DRIVEWAYS , SO, THERE IS NO REQUIREMENT TO MOVE BACK TO THE CITY FOR ANY OFF-SITE
IMPROVEMENTS . >> BUT ALONG THE RIVER BED THERE, WILL THERE BE A DIFFERENT ENTRANCE WAY? I THOUGHT THERE WAS AN ENTRANCE WAY FROM ELLINGTON.
>> NO. >> WHERE IS THE ENTRANCE WAY?
>> OFF OF ELLINGTON, THERE IS AN ENTRANCE WAY .
>> THE TURN INTO THE PARKING LOT, IMMEDIATELY AFTER THE STREET, GOING DOWN? IS THERE ANY TRAFFIC STUDIES THAT NEED TO HAPPEN BEFORE WE PUT THAT THERE?
>> I'M NOT AWARE THAT WE DID ANY BACK UNDER THE ORIGINAL
>> AND WE ARE NOT ANTICIPATING HAVING TO DO THAT UNDER THIS CURRENT DESIGN SCHEME, BUT IT IS SOMETHING WE PROBABLY HAVE TO LOOK AT WITH THE CITY, AND LIQUID.
>> COULD WE MAKE SURE WE KORNET ? I WOULD HATE TO GET TO A POINT WITH THE PROJECT -- IT IS A VERY TIGHT -- THE RIVERBED GOES, THEN THERE'S THE NEXT STREET -- MAKE SURE WE ARE ON THE SAME PAGE. WANT TO GET ALL THE WAY THERE, AND SOMETHING HAPPENS, WE HAVE TO BACKPEDAL OUT OF IT. I AM SURE WE CAN
WORK WITH THEM ON THAT. >> I CAN FOLLOW UP AND SEE IF WE CAN CHECK OUR RECORDS AND SEE WHAT HAS BEEN DONE TRAFFIC STUDY-WISE, AS FAR AS THE ORIGINAL DESIGN SCHEME, BECAUSE WE HAVEN'T CHANGED ANY OF THAT IN THIS NEW PROPOSAL.
>> OKAY. AND I HAVE ONE MORE -- TO BE CLEAR -- THE GOAL IS
AUGUST 2025 ? >> FOR THE FOOTBALL FIELD.
>> RIGHT. >> THEN, AFTER THE FOOTBALL FIELD IS WHEN THE NEW PARKING LOT SLASH --
>> YES. TO STAY WITHIN AN OCTOBER WINDOW -- APRIL TO OCTOBER WINDOW -- FLOOD CONTROL, PERMITS WILL BE CONTINUING, PROBABLY, WHEN WE WRAP UP OR COMPLETE THE CONSTRUCTION OF THE FIELD. THEN, YOU MAY HAVE -- WE'LL CONCENTRATE ON THE FIELD CONTRACTIONS AND THE BUILDING CONSTRUCTION TO TAKE PLACE. WE MAY CARRY OVER SOME OF THE CONSTRUCTION AND DEVELOP THE BASEBALL FIELD AS A LAST PART
OF THE ENTIRE PROJECT. >> I WAS GOING TO ASK, FOR THE SPORTSCENTER, USING THOSE FIELDS NOW, DO WE HAVE, LIKE, A TIMED APPROACH? THEY COULD STILL USE THE FIELDS FOR DIFFERENT SPORTS AS WE WORK ON PART OF THE FIELD? OR ARE THEY
GOING -- >> THEY WILL ALL BE TAKEN UP, THE ENTIRE PLAYFIELD WILL BE TAKEN UP UNDER CONSTRUCTION.
>> SO, THE WHOLE FIELD -- >> BALL FIELD.
>> THEN, SHOVELING THE DIRT , WHEN WILL THAT TAKE PLACE? WILL THAT BE ATHLETES WILL BE ABLE TO USE THE FIELD?
>> IF WE GO WITH THE SCHEDULE WE HAVE GOT ANTICIPATING RIGHT NOW, PROBABLY LOOKING AT THE JUNCTION STARTING IN DECEMBER.
>> DECEMBER? OKAY. DO WE HAVE PLANS TO WORK WITH THE SITES AND THE TEAMS TO MAKE ARRANGEMENTS?
>> I BELIEVE THE SITE PRINCIPLES HAVE CONVERSATIONS, BUT WE'LL CONTINUE TO FOLLOW UP AS SOON AS WE HAVE A BETTER
IDEA OF THE TIMELINE. >> THANK YOU FOR ANSWERING
THOSE. MR. GARZA? >> MY QUESTION ACTUALLY FALLS ALONG THE LINES OF WHAT YOU JUST ASKED. I HAVE HEARD, IN THE PAST, IF WE HAVE ATHLETES WORKING OUT OVER AT BELLFLOWER HIGH SCHOOL, IT IS DIFFICULT TO GET ACCESS TO THE FIELDS . SO, IF WE COULD JUST MAKE SURE THAT BOTH SCHOOLS ARE ABLE TO USE THE VERY POPULAR AREA NOW GOING FORWARD .
>> ALSO, MADE ARRANGEMENTS FOR THEM TO GO ACROSS THE STREET TO LINDSTROM. THERE'S BEEN CONVERSATIONS ALREADY ABOUT
USING LINDSTROM FIELD . >> WONDERFUL. THANK YOU SO MUCH
. >> YEAH. WE HAVE HAD CONVERSATIONS WITH STAFF ABOUT AN AXIS WAY ALONG THE SOUTH END OF THE PROPERTY, THEN CROSSING OVER THE CHANNEL TO GET TO THE LYNNFIELD FACILITIES. IF THERE WAS SOME WAY WE COULD ACCOMMODATE THAT, IT WOULD BE SOMETHING WE WOULD HAVE TO EXPLORE ABOUT BARRICADING A PATHWAY FOR THE STUDENT USE DURING THE COURSE OF CONSTRUCTION.
>> THANK YOU, MISS GARZA. THANK YOU FOR ANSWERING THOSE QUESTIONS. I KNOW, WITH THIS ENTIRE PROJECT, I KNOW THERE ARE STAKEHOLDERS THAT CAME IN, HAD THEIR INPUT, AND I THINK IT WAS REALLY VALUABLE THAT THEY DID. A LOT OF PEOPLE MAY BE SAID, THEY DIDN'T BEFORE. AND I THINK WHAT WE'RE GOING TO BE CREATING ON THAT CAMPUS IS GOING TO TRULY BE MAGNIFICENT.
I THINK IT WILL BE WELL APPRECIATED AND WELL USED, AND I'M LOOKING FORWARD TO ALL THE WORK THAT WILL BE DONE OVER
THERE. THANK YOU. >> WE THANK THE BOARD, PARTICULARLY THE BOARD THAT WAS IN PLACE -- OCTOBER 26TH, 2023 MEETING. YOU HAVE CREATED A PROJECT THAT IS MUCH BETTER THAN WHAT YOU HAD ANTICIPATED ORIGINALLY. IT IS GOING TO BE A MUCH MORE VITAL AND VIBRANT PROJECT FOR THE ENTIRE DISTRICT .IT IS GOING TO GIVE YOU THE EQUALITY THAT THEY WERE LOOKING
[01:10:02]
FOR FOR THE PROJECT. THERE WASN'T GOING TO BE PART OF THE ORIGINAL PLANT, SO WE HAVE ESTABLISHED THAT NOW AND AREDEVELOPING THAT ACCORDINGLY. >> GREAT .THANK YOU VERY MUCH.
>> OKAY. >> I'M SORRY, STILL MORE
PROJECTS. >> YEAH. WE GOT THE HIGH SCHOOL PARKING LOT, WHICH IS THE ONE WE HAVE BEEN DEALING WITH MOST DIFFICULT -- ORIGINALLY, PROJECT WAS SCHEDULED AGAIN FOR THE OCTOBER '23 BOARD MEETING TO MOVE FORWARD. WE HAD ALREADY PREPARED ALL THE DRAWINGS , AND WE ALREADY SUBMITTED THE DOCUMENTS TO DSA, BUT WHAT WE FOUND OUT WAS THAT, BECAUSE WE SAT OFFICE ALMOST TWO YEARS -- BECAUSE , THIS PROJECT -- AMONG OTHERS -- WERE ALL PLACED ON HOLD DURING THE CONSTRUCTION OF THE STEAM BUILDING -- DO WE FULLY UNDERSTOOD THE FUNDING APPLICATIONS FOR THE FUNDING AMOUNTS , AND ALL THE PROJECTS WE WERE REQUESTING WERE INVOLVED IN WERE PLACED ON HOLD AT THAT TIME . IN THE OCTOBER 23RD BOARD MEETING, GIVING AUTHORIZATION TO PROCEED, WE IMMEDIATELY CONTACTED DSA, WENT BACK AND WERE TOLD , YOU HAVE NOT RESPONDED FOR MORE THAN 12 MONTHS, SO HE WAS AN ENTIRELY NEW APPLICATION. SO, THAT MEANS WE HAD TO BRING IT ALL UP TO THE 2020 CODE. SO, WE EVENTUALLY HAD TO START THE ENTIRE PROJECT ALL OVER AGAIN.
BASED ON THE REVIEW COMMENTS THAT WE HAD FROM THAT ORIGINAL APPLICATION, THE DSA WAS ASKING US TO GO BACK TO NOTIFY THE AUTHORITY, GET THEIR INPUT, AND AT THE TIME, WE WENT BACK, CONTACTED THE LOCAL FIRE AUTHORITY, AND MADE AN APPLICATION TO THEM FOR THE PROCESS. WE COMPLETED THE DRAWINGS TO MEET THE DSA REQUIREMENTS OF 6-25- 20 ONE, AND TAKE IT BACK TO THE LOCAL FIRE AUTHORITY. THIS WAS COMPLETED MAY 13TH . WE GOT BACK INTO THE LOCAL FIRE AUTHORITY , ONLY TO BE TOLD BY THE LOCAL FIRE AUTHORITY THAT WE WEREN'T PROPOSING ANY ALTERNATIVE MEANS OR MEASURES , SO, THE REVIEW WAS NOT UNNECESSARY. SO, WE HAD DSA TELLING US , WE HAD THE FIRE AUTHORITY APPROVED, LOCAL FIRE AUTHORITY APPROVAL, UPON REVIEWING THE DOCUMENTS AND THE DRAWINGS FOR THE DESIGN, TELLING US, THERE IS NO ALTERNATIVE MEANS BEING PROPOSED, WE ARE COMPLYING WITH CODE. SO, LOCAL FIRE AUTHORITY APPROVAL WAS NOT NECESSARY. WE ARE CURRENTLY GOT THE COMMENTS BACK FROM THEM, AND THE COMMENT THAT WE GOT IN RESPONSE WAS , BASED ON DSA REQUIREMENTS FOR THIS REVIEW, IF THEY'RE STILL GOING TO REQUIRE LOCAL FIRE AUTHORITY APPROVAL, LOCAL FIRE AUTHORITY WHEN WANT TO PUT A FIRE HYDRANT ON THE SITE, WHICH IS NOT INCLUDED IN THIS PARTICULAR PROJECT. THIS IS SOMETHING THAT GOES BACK TO WHEN I WAS WORKING WITH MR. BUFFINGTON. WE WERE ADAMANT , THIS WAS ABSOLUTELY NECESSARY FOR BUILDING A PARKING LOT. WHY DO WE NEED TO BRING FIRE FLOW IN AND THE FIRE HYDRANT IN TO FIGHT A FIRE IN A PARKING LOT? ALL THE OTHER FIRE APPLICATIONS , OR FIRE HYDRANTS, ARE ACCESSIBLE AND ARE INDICATED IN OUR DRAWINGS THAT WOULD SATISFY THE CODE REQUIREMENTS, AS THEY HAVE BEEN PREVIOUSLY APPROVED. SO, I HAVE JUST GOT THE DSA INPUT COMMENTS BACK , AND WE HAVE RETURNED THEM AS OF TODAY . WE DID MAKE THE AUGUST 1ST SUBMITTAL DATE, SO, WE HAVE BEEN IN THE DSA SINCE AUGUST 1ST . WE GOT THERE FIRST ROUND OF INTAKE REVIEW COMMENTS BACK, WHICH WE HAVE RESPONDED TO AS OF TODAY , AND ONE OF THEM, AGAIN, WAS THE OPEN FIRE AUTHORITY APPROVAL. WE VERIFIED, AGAIN, WE ARE PROVIDING ALTERNATIVE MEANS OF DESIGN. WE DON'T NEED LOCAL FIRE AUTHORITY APPROVAL, BUT LOCAL FIRE AUTHORITIES, SAYING, IF DSA WILL REQUIRE IT, THEY'RE GOING TO WANT A FIRE ALARM.
THIS IS SOMETHING THAT I HAVE BEEN IN CONVERSATION WITH PATRICK TURNER ABOUT. IF THAT IS HOW WE GET THE RESPONSE , WE COME BACK FROM DSA, PLAN TO MEET WITH DSA DIRECTLY, AND
[01:15:01]
HAVE THEM SAY, CODE SECTION VS. WHY WE ARE HAVING TO PUT IN ANOTHER FIRE HYDRANT FOR IMPROVEMENT ON SITE WHERE THERE IS NO ADDITIONAL SQUARE FOOTAGE. MATTER OF FACT, WE ARE REDUCING THE BUILDING AREAS ON-SITE BY TAKING OUT THE HEALTHCARE FACILITY UP IN THE SOUTHWEST CORNER -- SOUTHEASTCORNER -- >> IN A BREAK THERE FOR A SECOND, BECAUSE WE HAVE QUESTIONS.
>> OKAY. >> VICE PRESIDENT STEWART?
>> MY FIRST QUESTION, WHEN WE HAD THE 12 MONTHS OF INACTIVITY, WE HAD TO RESUBMIT AN APPLICATION, DID WE HAVE TO
PAY ADDITIONAL FEES FOR THAT? >> WELL, THE APPLICATION FEE
HAD TO BE REPAID AGAIN. >> RIGHT. SO, BECAUSE WE LET IT GO BACK FOR 12 MONTHS AND DIDN'T DO ANYTHING, WE HAD TO
REPAY THOSE AGAIN? >> WE HAD TO REISSUE THEM.
>> CAN YOU TELL ME AGAIN HOW MUCH THE FEES ARE?
>> I DON'T KNOW OFF THE TOP. >> CAN WE GET ON THE FRIDAY
MEMO,, AND WE REPAID? >>, 100, OR 90 -- $94 0 1
>> THANK YOU, VICE PRESIDENT STEWART. MADAME CLERK GARZA?
>> THANK YOU, PRESIDENT CRIHFIELD. I'M INTERPRETING YOUR COMMENTS TO SAY THAT WE CURRENTLY HAVE ENOUGH FIRE HYDRANTS ON THAT CAMPUS TO ADDRESS ANY ISSUE HAVING TO DO
WITH THE FIRE? >> CORRECT. CURRENTLY TWO FIRE HYDRANTS ON THE ROADS, ONE ON THE STREET TO THE NORTH , AND ALL THREE OF THEM WERE FLOW-TESTED, WE COORDINATED THAT WITH PATRICK TURNER, SUBMITTED THE INFORMATION TO THE LOCAL FIRE AUTHORITY, WHEN THEY SAID THAT THEY DIDN'T NEED TO DO THE REVIEW, BUT THERE IS ADEQUATE CAPACITY.
MATTER OF FACT, ONE -- CAMERA THE NAME -- JUST NORTH OF IT -- THAT CAME IN HIGHER THAN EXPECTED, BECAUSE IT IS ONLY OPERATING OFF THE BAY, AND ALMOST EQUAL TO THE ONES ON ROSE, COMING OFF AN 8-INCH MAIN. THAT WAS A SURPRISE TO US THAT WE GOT THAT, BUT THE FACT THAT YOU CAN'T GET TO THE MIDDLE OF THE CAMPUS WITHOUT GOING THROUGH TWO POSTS -- 150 FEET FOR EACH POST PAUL, ALLOWED TO GO 150 FEET, YOU NEED TWO TO GET TO THE CENTER OF THE CAMPUS -- YOU HAVE PROVIDED A BUS TURNAROUND IN THAT AREA -- NO -- A FIRE DEPARTMENT TURNAROUND IN THAT AREA -- AS PART OF THE BUS DROP OFF IMPROVEMENTS, SO, WE ARE ABLE TO GET A FIRE TRUCK TO THE SAME PROPERTY . IT IS JUST THAT WE DON'T HAVE WATER AVAILABLE
TO THAT LOCATION . >> THAT IS WHAT IT IS AT THIS
POINT? >> THAT IS WHAT IT IS AT THIS
POINT. >> GOING FORWARD, DO WE HAVE ANY PLANS TO MAKE IT MORE ACCESSIBLE? I'M NOT EVEN SURE IF WE CAN , IF IT IS GOING TO BE --
>> ACCESSIBILITY IS NOT THE PROBLEM. IT IS JUST THAT THEY DON'T HAVE AN IMMEDIATE ACTIVE FIRE HYDRANT WHEN THEY GET TO THAT CENTRAL LOCATION OF THE CAMPUS.
>> THAT SOUNDS LIKE AN ISSUE. DOES ANYBODY ELSE SEE THAT? WOULD WE BE ABLE TO? SAY, I'M NOT SURE -- MS. AZEVEDO?
>> WE WOULD HAVE TO HAVE SOMEONE FOLLOW UP . I THINK THAT IS WHAT HE IS SUGGESTING , THAT WAS PART OF WHAT THEY WERE HOPING TO REQUIRE, IF I UNDERSTAND CORRECT, THEY WERE
WANTING US TO ADD ONE. >> THE FIRE AUTHORITY WOULD WANT US TO ADD ONE IF THEY ARE REQUIRED BY DSA.
>> TO BE REVIEWED. >> TO REVIEW AND SIGN OFF ON THE PROJECT. THE REQUEST TO BRING IN A FIRE HYDRANT. I HAVE GONE OVER THIS WITH PATRICK TURNER ON A COUPLE OF DIFFERENT OCCASIONS. SO, WE'RE AWARE OF THE WHERE WE ARE AT. WE CHECK TO SEE WHAT THE DSA WILL COME BACK WITH.
>> WHEN THAT COMES BACK, WOULD YOU BE ABLE TO PROVIDE A COST
FOR US? >> ABSOLUTELY. YES. A ROUGH ORDER OF MAGNITUDE, HOW WE ARE GOING TO BE AT THE $66,000
INCREASE. >> ALSO, IN THE MATTER OF --
>> SORRY. WE WOULD HAVE TO PAY FOR THE COST OF THE ADDITIONAL
FIRE HYDRANT FOR THE DISTRICT? >> YES. AND WE WOULD HAVE TO EMPLOY THE CIVIL ENGINEER AND BRING THEM INTO THE PROJECT SO WE COULD GET WATER TO THAT LOCATION OF THE SITE, BRING IT IN FROM, I AM ASSUMING, THE 8-INCH MAIN OFF OF ROSE, WHICH WILL MEAN WE'LL HAVE TO WIND IT THROUGH THE CAMPUS BETWEEN THE BUILDINGS, PREFERABLY, OFF THE NORTH, WHICH WOULD BE WHERE THE MAIN IS, COME STRAIGHT ACROSS THE CLAY FIELDS, BUT WE HAVE TO GET TO THAT CENTRAL PART OF THE CAMPUS WITH THE NEW HYDRANT . SO, YOU KNOW, WE ARE LOOKING AT $60,000 FOR THE HYDRANT, PLUS ALL THE ADDITIONAL WORK THAT GOES INTO -- WE ARE OVER $100,000 IN ESTIMATED COSTS .
[01:20:05]
>> COLLEAGUES, IN THE INTEREST OF TIME -- BECAUSE I KNOW PATRICK IS ITCHING TO GET BACK UP TO THE PODIUM -- WE HAVE GOT SOME OF THE THINGS -- ANYTHING ELSE ABOUT THAT PROJECT WE SHOULD KNOW? BEFORE WE MOVE ON --
>> YEAH. THE END OF -- OKAY. RDS REVIEW -- 6 TO 8 WEEKS FOR DS REVIEW, WE SHOULD BE ABLE TO GET THE COMMENTS BACK BY SEPTEMBER WITH THE PROJECT AND ADVERTISE FOR BID IN OCTOBER, AGAIN, A CONSTRUCTION START DATE FOR DECEMBER.
>> BUT THAT IS ALL DEPENDING ON THE FIRE HYDRANT ISSUE.
>> RIGHT.THAT IS DEPENDING UPON THE PROCESSING FOR THE DSA .
>> SO, A BRIEF UPDATE ON HOW THAT TURNS UP FROM DSA? SOUNDS LIKE A LOT OF FUN, DEALING WITH DSA ALL THE TIME.
>> YET. >> PROBABLY LESS FUN THAN IT SOUNDS. THANK YOU VERY MUCH FOR THE PRESENTATION REPORT . TRULY APPRECIATE ALL THE WORK YOU ARE DOING.
>> YEAH. ANY OTHER FURTHER QUESTIONS?
>> COLLEAGUES, ANY QUESTIONS? MS. ARMSTRONG?
>> I'M LISTENING. I'M JUST EXCITED. CAN'T WAIT FOR IT TO
GET STARTED. >> ALL RIGHT. THANK YOU VERY
MUCH. >> THANK YOU VERY MUCH. YOU ARE
UP . BATTER UP . >> OKAY. I AM BACK UP . THANK YOU, BOB, FOR YOUR PRESENTATION. JOHN, THANK YOU.
APPRECIATE IT. OKAY. WE'RE GOING TO START OUT THE PRESENTATION , AND WE ARE VERY EXCITED ABOUT SOME THINGS THAT OCCUR OVER THE LAST YEAR , SINCE DAN HANDED ME THE BATON , AND BASICALLY, A LOT OF THESE THINGS CAME FROM DAN. WE JUST CONTINUED WHAT HE PROVIDED TO US BEFORE HE LEFT . I KNOW WE HAVE A LONG-RANGE FACILITY PLAN , YOU KNOW, AND USUALLY, THAT IS ABOUT 5 TO 10 YEARS, WITH A LONG-RANGE FACILITY PLAN IS , HOW LONG IT TAKES. BUT, SOME OF THESE ITEMS WE HAVE DONE IN THE PAST YEAR , SOME OF THESE ITEMS WERE IN THE LONG-RANGE FACILITY PLAN , BUT MOST OF THE TIME, WHEN WE WOULD DO WORK, IT WAS THROUGH WORK ORDERS, AND WE ARE CONSTANTLY ALWAYS LOOKING AT OUR FACILITIES TO BE SAFE . SO, WHEN WE GO OUT, LOOK FOR THINGS, WE'RE LOOKING FOR SAFETY. THAT IS OUR MAIN PRIORITY, SURE THAT OUR STUDENTS ARE SAFE, MAKE SURE THAT OUR STAFF AND EVERYBODY THAT COMES ONTO OUR CAMPUSES ARE SAFE. SO, WE WROTE OUT A NEW WORK ORDER SYSTEM THIS YEAR. LET ME GET THIS CLICKER. LET ME GO . OKAY. WE CAN ROLL OUT A NEW WORK ORDER SYSTEM THIS YEAR. MATTER OF FACT, WE JUST ROLLED IT OUT IN THE BEGINNING OF AUGUST, BUT WE HAVE BEEN WORKING ON THIS FOR THE LAST FIVE OR SIX MONTHS. WE HAVE TALKED TO MANY DIFFERENT RECORDER COMPANIES , AND THIS ONE, WE FELT LIKE, MET ALL OF OUR NEEDS, SO, A REALLY GOOD WORK ORDER PLAN. I HAVE BEEN GETTING A LOT OF GREAT FEEDBACK ON IT. PRINCIPLES, LEAGUE CUSTODIANS, YOU KNOW, PEOPLE AT THE ELEMENTARY SCHOOL, SECRETARIES, THEY'RE REALLY HAPPY WITH IT, EXCITED, YOU KNOW, AND WE KNOW IT IS GOING TO BE SOME KINKS IN IT, BUT WANT TO TALK ABOUT IT A LITTLE BIT TONIGHT. WHAT IT ALLOWED US TO DO IS PROCESS WORK ORDERS IN REAL TIME. SO, IN ORDER FOR US TO MAKE THE PROCESS FASTER, NOW, WE GET THEM IN REAL TIME. WHAT WE DID WAS, ON THESE WORK ORDERS, PROVIDED ALL OF OUR TECHNICIANS WITH COMPUTERS , SO, THEY HAVE COMPUTERS ON THE GO. THEY CAN LOG ON TO THEIR COMPUTERS, THEY CAN GET TO THEIR WORK ORDERS RIGHT AWAY.
THE PAST WERE QUARTER WE HAD WAS AN ANTIQUATED WORK ORDER SYSTEM. WE HAD IT SINCE I HAVE BEEN HERE. I HAVE BEEN HERE A LONG TIME. SO, I KNOW DAN HAS BEEN WORKING ON IT BEFORE HE LEFT, AND WE JUST WENT AHEAD AND MOVED FORWARD, AND IMPLEMENTED THAT SYSTEM. ALSO GIVE US THE ABILITY TO PRIORITIZE WORK ORDERS , SO, IN A SYSTEM, WE WERE ABLE TO PRIORITIZE WHAT IS URGENT, WHAT'S A LOW PRIORITY AND WHAT'S A HIGH PRIORITY. OF COURSE, AGAIN, SAFETY IS WHAT
[01:25:02]
WE ARE LOOKING FOR. IT GIVES US THE ABILITY TO TAKE PHOTOS AND INCLUDE THOSE PICTURES ON A WORK ORDER. SO, WE HAVE ONE OF OUR LEAD CUSTODIANS WHO LOVES TAKING PICTURES. HE TAKES PICTURES, AND HE SENDS US PICTURES, BUT HE ACTUALLY HELPS US, BECAUSE WE CAN KNOW EXACTLY WHAT WE'RE LOOKING AT, AND WHAT THE PROBLEM IS, AND OUR TECHNICIANS , THEY WANT MORE PEOPLE TO TAKE PICTURES AND SAY, SEND US PICTURES. WE WANT TO SEE PICTURES. SO, THAT REALLY HELPS US. ONE THING THE PRINCIPALS ARE EXCITED ABOUT WHEN I TALK TO THEM ABOUT THIS WORK ORDER SYSTEM, THEY'RE EXCITED ABOUT RECEIVING A WEEKLY REPORT. WE CAN GIVE THEM WEEKLY REPORTS IF THEY WANT THEM, AND THAT WAY, IT SPEEDS UP THE PROCESS AGAIN, BECAUSE IN THE PAST, WHEN WE CREATED WORK ORDERS, THEY HAD TO SIGN OFF ON THEM, AND THEN, IT TOOK A LITTLE WHILE SOMETIMES, BUT NOW, BUT WE DO, IT COMES DIRECTLY TO US, WE SEND OUT THE WORK ORDERS TO THE TECHNICIANS, AND WHEN I SAY WE, IT OCCURS, AND A SECRETARY , SENDS OUT TO THE TECHNICIANS, AND THEN, ONCE THEY COMPLETE THE WORK ORDER, IT IS COMPLETED , AND THE PERSON THAT WORK WILL THIS PUT THE WORK ORDER IN -- THEY GET A NOTICE THAT THE WORK ORDER IS COMPLETED, PRINCIPAL ALSO GETS ONE , WORK ORDER HAS BEEN COMPLETED. SO, THAT SPEEDS UP THE PROCESS. OKAY. THAT ALSO GIVES US THE ABILITY TO CREATE ASSET TAGS, WHICH HELPS US OUT QUITE A BIT IF IT IS AN ITEM THAT NEEDS -- LIKE I SAID -- WE CAN DO THAT ALSO. SO, THAT IS OUR WORK ORDER SYSTEM. ALL RIGHT. AT THIS TIME, I'M GOING TO BRING UP OUR MAINTENANCE MANAGER GETTING READY TO DO A LITTLE TAGTEAM HERE. CURTIS BALLARD WILL COME UP AND SPEAK ABOUT SOME OTHER THINGS DEALING WITH FACILITIES.>> THANK YOU SO MUCH. >> YEAH. ALL RIGHT.
>> HOW YOU DOING? WELCOME. I REALLY APPRECIATE THE OPPORTUNITY TO TALK RIGHT NOW. SAFETY FOR THE BOARD, TO THE ADMINISTRATION, FOR OUR UNIFIED -- WHAT WE ARE GOING TO DO HERE? WE HAVE A FEW SLIDES ON THE SCREEN HERE. WE WILL START WITH MAYFAIR HIGH SCHOOL, EARLIER THIS YEAR, WE HAD SOMEONE DRIVE THROUGH THE MIDDLE SCHOOL OFFICE. SO, WHEN WE CAME IN THAT MORNING, OF COURSE, WE WASN'T VERY APPRECIATIVE THAT THEY DID THAT. SO, AS SOON AS WE DID, WE STARTED THINKING ABOUT, LUCKY THAT IT HAPPENED OVERNIGHT AND DIDN'T HAPPEN DURING A DIFFERENT TIME. ALSO, WE INSTANTLY STARTED THINKING ABOUT HOW WE COULD MAKE IT SAFE. SO, WHAT WE DID, BECAUSE THEY DIDN'T WANT IT A RECURRING EVENT -- AFTER WE HAD THE WINDOW INSTALLED, THE STOREFRONT, WE DID, WE STARTED TAKING ABOUT BILLIARDS, AND BILLIARDS, WE HAVE THEM COURT, DRILLED DOWN TO APPROXIMATELY 36 INCHES, WHICH TAKES A LOT OF DEPTH AND A LOT OF SAFE SECURITY. WE STILL MAINTAIN THE A.D.A. ACCESS THERE, IN THAT INTEREST, BUT JUST DOING THE BALL YOURS LIKE THAT, IT MADE US FEEL A LOT BETTER THAT SOMEONE CAN'T COME UP THERE DAY OR NIGHT AND DRIVE THROUGH. AND THAT SAFETY ASPECT, WHICH PATH WE WERE PUSHING -- MR. LEONARD MILLER, RECENTLY HAD THAT STRIPED, AND WHAT IT DOES IS IT MAKES CLARITY TO THE DIRECTION OF ARROWS, SIGNAGE IS CLEAR IF THE PRINCIPAL AT THE SCHOOL GOT ANY OTHER QUESTIONS, OR ANSWERS ABOUT SAFETY, THEY WOULD GIVE US A CALL, AND WE WOULD DO IS COME ON IN AND ASSESS IT AND TAKE IT FROM THERE, AS FAR AS MAYBE WE NEED TO ASK SOMEONE ABOUT NEW SIGNAGE BECAUSE DIFFERENT THINGS ARE HAPPENING, BUT SAFETY IS ONE OF OUR BIGGEST THINGS THAT WE DO. WASHINGTON ELEMENTARY WAS ONE OF OUR BIGGEST CHALLENGES . THE WEIGHT WASHINGTON'S PARKING LOT IS BUILT, STUDENTS COME FROM THE NORTH AND THE SOUTH, AND THEY HAVE TO WALK ACROSS THE PARKING LOT IN ORDER TO GET INTO SCHOOL. SO, SAFETY START THERE. NOT JUST ON CAMPUS. WE HAVE TO GET THEM IN THE SCHOOL SAFETY. SO, WE WENT OVER THERE, OBSERVED WARNING TRAFFIC, WORKED, WHAT WAS HAPPENING .
PARENTS WERE STOPPING. WASN'T ENOUGH DIRECTIONAL AREA OR SIGNAGE. WASN'T NO WALKING PATH THAT IS WHERE THE COMPANY YOU BOWLERS INSTALLED, WHICH WILL BE CREATED ON EACH SIDE -- NORTH AND SOUTH -- WAS APPROXIMATELY 6-FOOT WALKING AREAS FOR THE STUDENTS , LABELED STRICTLY FOR THE STUDENTS TO WALK, BECAUSE WHAT WE SAW WAS STUDENTS THAT WERE COMING FROM THE SOUTH TURNED INTO THE PARKING LOT, WALKING ACROSS THE FENCE, BUT THEY HAD FOUND OUT, THE FACULTY HAD
[01:30:02]
CONES, BUT THEN, ON THE NORTH SIDE, STUDENTS WOULD COME FROM THE NORTH, AND THEY WOULD COME IN, TRY TO CROSS THE CONES TO GET TO THE SOUTH ONCE AGAIN, WHICH THEN CREATE A PROBLEM, THEM WALKING ACROSS THE TRACK , WHICH IS A DRIVEWAY, BEING THAT THEY WERE WALKING ACROSS THAT, AND WE SAW THAT THERE WAS A BIG SAFETY PROBLEM. SO, THOSE BALL YOURS ALSO HAVE 36-INCH DEPTH, THEY ARE GOOD AND STRONG , AND WALKWAYS, PROXIMALLY 6.-FOOT WIDE, BUT THEN WE DID DIRECTIONAL ARROWS. WE TOOK THE STUDENTS WERE WE COULD GET THEM TO THE BUILDING, THE WALK-IN AREA, THEN ALSO, THE ARROWS, STOPPING TRAFFIC, PUT UP SIGNS TO DIRECT PARENTS TO GO WHICHEVER DIRECTION THEY NEEDED TO GO, AND KEEP THE TRAFFIC MOVING. WE INSTALLED SIGNS THAT SAID, STUDENT DROP OFF ONLY, NO PARKING, AND THE BIGGEST PROBLEM THEN , WHEN IT WAS HUNG UP LIKE THAT, BECAUSE THE EXIT.ON THE EXIT, IT HAD LEFT TURN , AND IT HAD RIGHT TURN. SO, IT WAS GETTING CLUTTERED THERE, SO THE PARKING LOT WAS CONSISTENTLY FOR, TRAFFIC WAS MOVING REAL SLOW . SO, HOW HE CHANGED THAT, WE DID, WE ELIMINATED THE LEFT TURN AND IT RIGHT-TURNED ONLY , WHICH OPENED THAT ALL DRIVEWAY UP, AND A MAJOR TRANSITION FOR THE STUDENTS COMING TO SCHOOL A LOT BETTER, AND MADE IT A LOT SAFER . WE HAVE GOT TO CONTINUE TO DO OUR BEST FOR THE KIDS AND GET THEM THERE -- TO SCHOOL --
SAFELY. >> NICE. THANK YOU, CURTIS.
APPRECIATE YOU. >> THANK YOU, CURTIS. IF YOU NOTICED, THOSE ARE BOLLARDS . I THINK CURTIS.THE MAIN BALLARD -- THAT WAS HIS LAST NAME, BALLARD -- BUT THE THINGS WE'RE TALKING ABOUT ARE BOLLARDS, NOT BALLARDS, CURTIS, WITH A L, NOT
A A. >> HE IS GIVING YOU A HARD
TIME. >> OKAY. AT THIS TIME , VINCE THORTON WAS UNABLE TO MAKE IT TONIGHT. SO, I GUESS I WILL STEP IN HIS PLACE AND TALK A LITTLE BIT ABOUT THE GROUNDS PARK ALTARS GROUNDS APARTMENT -- IT IS FANTASTIC.
>> TAKE A SHORT RECESS? CAN WE TAKE 15 MINUTES TO COVER THE
>> DO YOUR BEST. >> WOW. OKAY. REAL QUICK, GROUNDS APARTMENT, GROUNDS APARTMENT -- REALLY GREAT, DID A LOT OF GOOD THINGS. OVER AT LINDSTROM, THE GARDEN AREA, WE HAD A TREE OUT THERE THE PLAYGR ARE GOING TO BE REPLACING THIS PLAYGROUND, BUT WE DIDN'T WANT IT TO FALL ON ANYTHING, SO WE NEEDED TO REMOVE THE TREE. THE MIDDLE SECTION GIVES -- ILLUSTRATES -- AN EXAMPLE OF OUR TREES, AGAIN, WHERE WE HAVE BEEN TRIMMING , AND IF YOU LOOK AT THAT CLOSELY, YOU CAN SEE THE TREES ARE NICELY TRIMMED. THAT IS AT BEAUFORT HIGH SCHOOL, BUT THAT HAS BEEN HAPPENING ALL OVER THE SCHOOL DISTRICT. SO, WE ARE REALLY DOING WELL IN THAT AREA, YOU KNOW, AND I KNOW I TALKED ABOUT THIS BEFORE, BUT HAPPY TO REPORT THAT WE HAVE MADE SOME ADJUSTMENTS . MRS. GARZA , LIKE YOU SUGGESTED, YOU WERE CORRECT. WHEN WE WENT AND LOOKED BACK AT IT, WE WERE ABLE TO CUT A BUDGET IN THE TREE TRIMMING. WE CUT OFF $30,000 , AND WE'LL STILL BE ABLE TO MAINTAIN THE SAFETY OF OUR TREES. SO, THANK YOU FOR BRINGING THAT UP. RIGHT HERE, THE DISTRICT OFFICE, I WAS PASSING BY. I TOOK THIS PICTURE, AND I HAD TO TAKE THE PICTURE, BECAUSE IT WAS REALLY LOOKING NICE, THE GROUNDS APARTMENT, DOING A REALLY NICE JOB DRIVE AROUND, LOOK FOR RINGS TO BE BEAUTIFIED, SO THE DISTRICT OFFICE BEAUTIFIED THE DISTRICT OFFICE. OKAY. LET'S MOVE ON. GOING TO BRING UP THE CUSTODIAL SECURITY MANAGER. THAT IS GOING TO BE KEVIN MAYS, TALKING A LITTLE BIT ABOUT DISTRICT SAFETY VEHICLES .
>> HI. GOOD EVENING. SO, WE ARE TALKING ABOUT SAFETY TONIGHT , PRETTY MUCH. SAFETY IS VERY IMPORTANT FOR ALL OF OUR STUDENTS, STAFF, SO, WE WERE GOING TO BE IMPLEMENTING -- LET ME GET THERE -- SAFETY PATROL, DISTRICT SAFETY PATROL , WHERE WE ARE GOING TO COVER ALL SCHOOL SITES, ALL DISTRICT OFFICES DURING THE SCHOOL DAY. IT IS GOING TO BE AN A.M. SHIFT AND A P.M. SHIFT WHERE WE WILL COVER IT BEFORE SCHOOL, DURING
[01:35:01]
SCHOOL, AND AFTER SCHOOL TIMES . SO, WE WANT TO MAKE SURE THAT THE STUDENTS ARE SAFE GOING TO SCHOOL AND LEAVING , AND ALSO, ALL OF OUR STAFF, TEACHERS -- ALSO, IN THE MIDDLE PICTURE, IN OUR SAFETY VEHICLES -- AND LET ME GO BACK -- WE ARE GOING TO HAVE A VEHICLE ON THE NORTH END OF DISTRICT AND THE SOUTH END WITH THE 91 FREEWAY BEING THE BOUNDARY , OR THE DIVIDING LINE . THAT WAY , WE HAVE ANY KIND OF RESPONSE TIME THAT WILL BE CUT IN HALF. IT WILL BE VERY QUICK. IF THERE IS ANY ISSUE THAT WE CAN ASSIST WITH , OUR PATROL WILL BE OBSERVED AND REPORT ONLY. OBSERVE AND REPORT, BUT THERE IS GOING TO BE NO KIND OF -- WE'RE NOT GOING TO DO ANYTHING WITH ANY KIND OF AGGRESSIVE ACTION. ONE LASTING, DID REQUIRE SOME KIND OF RESPONSE , BUT WE WILL HAVE ACCESS TO THE SHERIFF'S DEPARTMENT . THAT WILL BE OUR CALL. WE ARE ONLY TO OBSERVE AND REPORT, AND SUPPORT OUR SCHOOLS AND OUR OFFICES. OKAY.WANT TO TALK ABOUT THAT. THE MIDDLE PICTURE TALKS ABOUT, WE HAVE RADIOS INSTALLED IN OUR VEHICLES, OUR SECURITY VEHICLES , THAT HAS THE ABILITY TO COMMUNICATE WITH OUR BUSES, AND OUR OTHER SECURITY VEHICLES, SO IF THERE'S ANY KIND OF ISSUE -- I KNOW WE HAVE BEEN KIND OF TALKING ABOUT THIS FOR THE TRANSPORTATION PRESENTATION -- BUT IF THERE'S ANY KIND OF ISSUE ON A BUS, THE BUS DRIVER HAS ANY KIND OF EMERGENCY, ANY PROBLEMS, THEY CAN CALL MOTOR VEHICLES, THEY CAN CALL US, AND WE CAN PROVIDE ANY KIND OF SUPPORT OR HELP VERY QUICKLY.
SO, BASICALLY, DEALING WITH SPEED AND SAFETY . THE IS WHAT THIS IS GOING TO PROVIDE. ALSO, THEY'RE GOING TO HAVE ACCESS TO HANDHELD RADIOS, SO, THEY WILL HAVE COMMUNICATIONS WITH ALL OF OUR SCHOOL SITES, SECRETARIES , SO IF THERE IS AN ISSUE WITH ONE OF THE SCHOOL, THEY HAVE THE ABILITY TO COMMUNICATE INSTANTLY WITH WHOEVER IS ON THE SITE , AND OUR RESPONSE TIME WILL BE WITHIN A FEW MINUTES. IF WE NEED TO GET TO A SCHOOL SITE QUICKLY, AGAIN, WE CAN EITHER CALL MY MOM ONE, OR IF THERE'S AN EMERGENCY, OR THE SHERIFF DEPARTMENT -- THEY CAN RESPOND TO ANY KIND OF INCIDENT THAT MAY OCCUR. LAST THING I WANT TO TALK ABOUT, EVERY SCHOOL SITE HAS THE AED'S OFFICE AUTOMATED EXTERNAL DEFIBRILLATORS -- THOSE ARE ALL THERE, OBVIOUSLY, FOR SAFETY , IF THERE'S ANY KIND OF MEDICAL EMERGENCY THAT MIGHT OCCUR. SO, BASICALLY,
THAT IS IT. >> THANK YOU VERY MUCH, KEVIN .
>> YEAH. OKAY. AT THIS POINT IN TIME, I'M GOING TO BRING UP OUR ADMIN TRANSPORTATION MANAGER , AND THAT WILL BE RICK
>> WELCOME. >> THANK YOU, PRESIDENT, CRIHFIELD, BOARD MEMBERS, MS. AZEVEDO. I'M REALLY HAPPY TO BE WORKING ON ASPORTATION. I HAVE BEEN WITH THE DISTRICT 20 YEARS NOW. WE HAVE FOR YOU TONIGHT IS, WE ARE TALKING ABOUT -- AGAIN -- THE THEME HAS BEEN SAFETY. OUR BUSES -- WE JUST RECENTLY UPGRADED WITH A STATE-OF-THE-ART CAMERA SYSTEM, HIGH-DEFINITION CAMERAS, WHICH REALLY HAS PROVEN EXTREMELY VALUABLE ANYTIME THERE'S A SITUATION THAT HAPPENS ON A BUS WHERE WE ARE ABLE TO PULL VIDEO, ABLE TO PUT TO REST ANY PROBLEMS. BUS DRIVERS SAY, THIS IS HAPPENED, STUDENTS SAY, THIS HAS HAPPENED, AND WHEN YOU HAVE A VIDEO, IT COMPLETELY TELLS
[01:40:01]
THE WHOLE STORY. LIKE I SAID, ALCHEMIST, JUST UPDATED THEM THIS SUMMER, ALL HD CAMERAS, AND THEY HAVE THE ABILITY -- WE'LL HAVE TO GO PULL HARD DRIVE ANYMORE WITH THIS SYSTEM -- I CAN ACCESS IT FROM MY DESK AND PUT IN A REQUEST AND PUT IT INTO OUR SHARED DRIVE WITH THE DISTRICT . AGAIN, THE QUALITY OF THESE THINGS IS REALLY, REALLY GOOD. I HAVE EVEN HAD A STUDENT SITTING IN HER CHAIR, LOOKING AT A WEBSITE ON HER PHONE, AND I WAS ABLE TO ZOOM IN AND SEE WHAT WEBSITE SHE WAS ON. THAT IS HOW GOOD THESE CAMERAS ARE. IT HAS SOUND. EACH CAMERA, I THINK, NINE CAMERAS, WE ALSO HAVE A CAMERA WITH A VIEW TO THE FRONT, SO YOU CAN CATCH IF THERE'S AN ACCIDENT THAT TAKES PLACE, WHO COULD BE AT FAULT IF THEY GOT CUT OFF, OR IT JUST TELLS THE COMPLETE STORY. AGAIN, CAN'T SAY ENOUGH ABOUT OUR CAMERAS. THEY HAVE BEEN ACTUALLY HELPFUL ALSO, OUR BUSES HAVE REAL-TIME GPS INSTALLED WITH RADIOS, AND THEY COMMUNICATE -- WE JUST HAD THESE INSTALLED TWO MONTHS AGO -- THESE RADIOS -- YOU ARE ABLE TO COMMUNICATE REAL -- VERY QUICKLY -- A SECURITY VEHICLE, SAFETY VEHICLES, THE THREE ONCE WE HAVE GOT -- HAVE RADIOS AS WELL. WHAT HAPPENS WITH SCHOOL BUSES WHEN KIDS ARE BEING TRANSPORTED, ONE OF THE MOST COMMON TELEPHONE CALLS WE GET HIS WHERE IS MY KIT, WHERE IS THE BUS, WHEN IS IT GOING TO GET TO OUR STOP , AND WHAT WE'RE ABLE TO DO, WITH REAL-TIME GPS, NORA CAN PULL THAT UP, TAKES THE CALL, AND SHE CAN SEE WHERE IT IS AT AND HOW FAR -- WE DON'T HAVE TO CONTACT THE BUS DRIVER. WE CAN IF WE HAVE TO, BUT TO BE ABLE TO ANSWER THAT QUESTION QUICKLY, IT JUST MAKES THINGS GO THAT MUCH FASTER, PUTS THE PARENT AT EASE, THEY KNOW THEIR CHILD IS SAFE. THE OTHER THING WITH THE RADIOS, TWO-WAY RADIOS, CALIFORNIA LAW SAYS YOU CAN USE YOUR CELL PHONE, AND IF YOU DO NOT HAVE A TWO-WAY RADIO, THE ONLY WAY A BUS DRIVER CAN USE YOUR CELL PHONE IS THEY HAVE TO PULL OVER, THEN THEY COULD USE THE PHONE, WHICH WOULD EXTEND THE TIME OF THE ROUTE. THAT LAW DOESN'T APPLY FOR TWO-WAY VIDEOS. THEY'RE ABLE TO COMMUNICATE IMMEDIATELY, AND THEY CAN ASK THE DRIVER WHAT THE SITUATION IS, HOW MUCH LONGER UNTIL THEY GET TO THE NEXT STOP. THEY HAVE PROVEN INVALUABLE VIA GPS AND THE RADIOS. THAT JUST MAKES THE JOB A LOT EASIER, A LOT MORE HELPFUL , PUTTING PARENTS' MIND AT EASE. THE LAST PICTURE THERE , SO FAR, TWO NEW WORK TRUCKS REPLACING OUTDATED VEHICLES. SOME OF OUR SERVICE TRUCKS -- I DON'T KNOW IF YOU HAVE SEEN THEM AROUND THE DISTRICT -- THEY'RE KIND OF OLDER, LIKE THE YEAR 2000- 2001, AND THE PROBLEM WITH THAT IS THAT THE OLDER VEHICLES ARE NO LONGER SUPPORTED BY THE MANUFACTURER, SO, SOME OF THESE DODGE VEHICLES, YOU CAN'T GET WITH ENGINE COMPUTERS . BY SWITCHING TO A NEWER VEHICLE, OF COURSE, IT BRINGS DOWN THE MAINTENANCE, BECAUSE IN THE FIRST FEW YEARS, YOU DON'T HAVE TO WORRY ABOUT ANYTHING MAJOR . YOU GET A LOT OF THE SAFETY FEATURES TOO. ALL OF THE NEWER VEHICLES HAVE TO HAVE BACKUP CAMERAS, WHICH IS GREAT IF YOU ARE AROUND STUDENTS. HANDS-FREE FOR THE DRIVERS, AUTOMATICALLY LINKS THEIR CELL PHONE. THAT IS SOMETHING ON THE TRUCKS WE HAVE THAT HAVE EVOLVED THE SAFETY EQUIPMENT ON IT. WE'RE IN THE PROCESS OF ACTUALLY LOOKING AT PLACING THE ADDITIONAL VEHICLES -- THEY'RE REALLY PAST THEIR LIFE EXPECTANCY. I THINK THE PANDEMIC KIND OF PUSHED THINGS BACK A FEW YEARS , AS FAR AS US REPLACING OUR AGING FLEET.>> TAKE A QUICK QUESTION ? >> SURE .
>> I PRESSED THE BUTTON, BUT I HAVE FOUR QUESTIONS AT THIS MOMENT. DO YOU WANT ME TO ASK ALL OF THEM FROM THE PRECEDING
>> LET THEM FINISH THE PRESENTATION? LET THEM JUST
>> I DO, BUT I HAVE OTHERS. >> THEN, SHE WILL ASK A
>> ALL RIGHT. PRESIDENT STEWART?
[01:45:01]
>> SORRY. HE IS THROWING ME OFF NOW. SO, JUST MY ONE QUESTION, AND I DO HAVE OTHERS, BUT IS THERE A NUMBER THEY CAN CALL DIRECTLY, PARENTS, SO THEY CAN FIND OUT ABOUT THE BUSES? IS THAT LISTED ON THE WEBSITE FOR EITHER OF YOU GUYS?
>> RIGHT NOW, BECAUSE THE BUS DRIVERS ARE STILL -- AT THIS TIME, UNFORTUNATELY -- THE 562 NUMBERS THAT WE HAVE REROUTES TO HAMMONDS DISPATCH, WHERE, I DON'T KNOW, THEY HAVE ONLY THREE OR FOUR PEOPLE ANSWERING PHONES AT ONE TIME.
>> IS THIS SOMETHING WE, AS A DISTRICT, CAN WORK ON? ARE WE BOUND BY THEM CALLING HIM? I HAVE THAT PARENTS SAY, THEY CAN'T FIND THEIR KIDS, LIKE YOU SAID, THEY WANT TO KNOW AND TALK TO SOMEBODY. SOMETIMES, SOMEONE DOESN'T ANSWER, THEY DON'T KNOW WHERE THE KIDS ARE.I JUST THINK, FOR SAFETY, I THINK THAT WOULD BE REALLY IMPORTANT FOR OUR COMMUNITY, OUR FAMILY, AND TO HAVE THAT NUMBER LISTED ON THE WEBSITE, SO WE CAN BE EASILY ACCESSIBLE. THAT IS JUST MY RECOMMENDATION.
THANK YOU. >> THANK YOU, VICE PRESIDENT STEWART. THANK YOU VERY MUCH. PATRICK, TAKE IT AWAY. WE'LL
KEEP MOVING FORWARD. >> OKAY. HOW MUCH TIME OF THE 50 MINUTES DO I HAVE LEFT? WE ARE GOING TO MOVE QUICK HERE.
OKAY. A FEW CURRENT PROJECTS, OVER A STUDENT FOSTER, WE ARE PAINTING THE ENTIRE SITE IT IS BEING PAINTED NOW. WE EXPECT IT TO BE COMPLETED -- IF IT IS NOT COMPLETED , SOON AFTER SCHOOL STARTS -- BUT SCHOOL LOOKS BEAUTIFUL. FIRST TIME WE HAD AN OPPORTUNITY TO PAINT AN ENTIRE SITE, WE ARE PLANNING ON CONTINUING THAT . SITES NEED TO BE PAINTED, SO, HOPEFULLY, WE'LL GET SUPPORT IN THE FUTURE FOR THAT. JUST WANTED YOU TO ILLUSTRATE EXAMPLE OF THE PLAYGROUNDS THAT GRANT SPOKE ABOUT EARLIER. THIS IS THE PLAYGROUND -- THIS ONE, RIGHT HERE, AT STEPHEN FOSTER, BEAUTIFUL PLAYGROUND . RIGHT NOW, IT IS ACTUALLY COMPLETED, JUST ABOUT COMPLETED. THEY COMPLETED IT TODAY. SO, JUST WANTED TO ILLUSTRATE THAT. THE HIGH SCHOOL , WE REMODELED AT TWO BUNGALOWS, ROOM 512, 514, IN PREPARATION FOR THE SCIENCE BUILDING -- ONCE THE SCIENCE BUILDING OFFICE ONCE WE GET STARTED WITH THE SCIENCE BUILDING -- WE HAVE TO HAVE IT TO GO, SO WE STARTED WORKING ON THAT WITH TWO BUNGALOWS, REMODELING GOES , AND THAT IS ACTUALLY COMPLETED. LOOKS REALLY NICE. OKAY. ERNIE POWELL , WE EXPANDED, WE DID THIS IN-HOUSE . OUR CARPENTER WENT AHEAD AND INSTALLED A DOORWAY TO EXPAND THE LIBRARY. LIBRARY NEEDED MORE ROOM, SO THAT IS WHAT THAT DOOR IS ALL ABOUT.
SOMERSET HIGH SCHOOL, WE ARE CURRENTLY GOING TO INSTALL A ELECTRONIC MARKEY , BEING INSTALLED AS WE SPEAK . I BELIEVE, TOMORROW, THEY WILL PROBABLY START INSTALLING -- AT LEAST THAT WAS THE TOP -- AND IF IT IS NOT , I'M TOLD, IT WILL BE REALLY EARLY NEXT WEEK, BUT THAT PROJECT IS UNDERWAY , AND WE ARE EXCITED ABOUT THAT. I HAVE SEEN A PICTURE OF IT. IT LOOKS REALLY NICE. THOMAS JEFFERSON, WE WERE ABLE TO PAINT THE ENTIRE SITE , BUT THE FRONT OF THE SITE NEEDED TO BE PAINTED , SO, WE PUT SOME FUNDS TOGETHER TO THE SITE AND PAINTED AN ENTIRE FRONTAGE , BEAUTIFIED THAT UP , AND BY THE WAY, THAT IS ONE OF THE SCHOOLS YOU INTERESTED IN GOING TO PROBABLY NEXT TO FINISH THAT AND PAINT THAT INTERIOR. OKAY.
HERE WE GO, INTENSIVE LEARNING CENTER. WANTED TO ILLUSTRATE THIS PICTURE, BECAUSE THAT IS THE COMPLETED PLAYGROUND. YOU SEE A BUNCH OF BLUE DOTS ON THAT, AND IT WILL HAVE PEOPLE ASKING QUESTIONS, WHAT ARE THE BLUE DOTS ON THE PLAYGROUND FOR , AND IT LOOKS REALLY NICE, BUT ACTUALLY, IT PROJECTS THE BASE OF THE RUBBER . OKAY? IT IS CALLED GRAVEL, THE PLAYGROUND LOOK REALLY NICE. I WAS ALSO ASKING THEM, WHY DID WE PICK
[01:50:05]
THE BLUE COLOR, AND THEY SAID, NOPE, THAT IS WHAT DAN PICKED .I LOOKED AT IT AGAIN. AFTER THEY PUT IT DOWN, I SAID, PRETTY GOOD TASTE. IF YOU LOOK AT THE NEXT TWO PICTURES, 138 , WHAT HAPPENS IS A LOT OF THESE -- APARTMENT FLOORS -- THEY BECOME UNSAFE, WE HAVE TO REPLACE THEM, DAN CAME UP WITH A GREAT IDEA TO PUT PLANK FLOORING IN THERE. THIS LOOKS LIKE WOOD, VINYL, AND WE REPLACED THE FLOORING AND ROOM , 38, AND THEN ABOUT 6 MONTHS LATER, ROOM 36 GOT JEALOUS, SO WE HAD TO REPLACE THAT ALSO. OKAY. HERE WE GO. I JUST WANTED TO SHOW YOU SOME MARQUISE. ALL OF OUR SITES HAVE MARQUISE NOW.
ALL OF THE ELEMENTARY SCHOOLS HAVE MARQUISE WITH THE EXCEPTION OF SOMERSET HIGH SCHOOL, BUT THEY'RE GETTING THERE MARKEY , AND IT IS INTERESTING . IT LOOKS LIKE BASIC, EASY, AND SOMETIMES, THEY HAVE TO GO THROUGH DSA, THOSE TYPES OF THINGS, BUT IF YOU LOOK AT THE MIDDLE PICTURE, YOU WILL SEE CONCRETE. CONCRETE RIGHT THERE, THE STRIP OF CONCRETE. WE HAD TO HAVE THE ELECTRICAL RUN TO THE MARQUEE.
LET'S SEE, THIS WILL BE NEXT. IT WILL TELL YOU ABOUT CRAIG WILLIAMS. CRAIG WILLIAMS A LITTLE BIT, WE ACTUALLY HAD THIS MARKEY WHEN WE INSTALLED IT. WE RAN IT, AND DIDN'T HAVE ENOUGH ELECTRICITY, AND DIDN'T HAVE THE MARQUISE, SO ELECTRICITY WOULD ONLY ALLOW US TO SHOW ONE SIDE OF THE MARQUEE, SO, WE COULDN'T DECIDE, WAS IT GOING TO BE THE NORTH OR THE SOUTH SIDE, SO, WE COULD MAKE THE DECISION. BUT WE DID, WE BROUGHT MORE POWER. WE GOT BOTH OF THEM. OKAY? MORE ROOMS , POMONA ELEMENTARY SCHOOL , CURTIS , HE WAS LOOKING TO PUT SOME MORE BOLLARDS OF HERE, POMONA, INTO A ROOM, FOUND OUT THAT THIS ROOM WAS COMPLETE THERE, AND IT LOOKED LIKE THE ROOM WAS COMING UP, THE SUBFLOOR, A CARPETED FLOOR, AND WHEN WE PUT UP THE CARPET, IT HAD DIRT THAT SEEPED THROUGH THE CARPET, CARPET WAS SO BAD, IT KIND OF LET DIRT SOAK UP, YOU COULDN'T GET THE DIRT OUT. WHAT WE THOUGHT WAS BAD FOR THEM WAS ACTUALLY DIRT. SO, WE WENT WITH DAN'S FLOORING, PUT IN THE ROOM ALSO. WE REMODELED SOMERSET HIGH SCHOOL , REMODELED THE ENTIRE SITE , AND DID MOST OF THAT IN-HOUSE . SO, I'M GETTING CLOSE.
>> WE ARE GOING TO TAKE A SMALL SEVEN-MINUTE RECESS, COME BACK.
I KNOW YOU CAN GO ONLINE. >> I'M GOING FAST.
>> YOU LOVE THIS STUFF. >> IT IS IMPORTANT. BUT WE HAVE TO DO SOME OTHER ITEMS. WE'RE GOING TO TAKE A SMALL RECESS, COME BACK. YOU GIVE ME THE REST , THEN MY COLLEAGUES WILL ASK QUESTIONS FOR YOU AND THE TEAM. SOUND GOOD?
>> WE WILL NOW RECONVENE AN OPEN SESSION AT 8:00 P.M. ALL RIGHT, PATRICK. WE GOT THIS, MAN .
>> ALL RIGHT. WE GETTING THERE. OKAY. BELFORD HIGH SCHOOL , THIS IS THE WEIGHT ROOM . THIS IS ACTUALLY MR. CRIHFIELD'S PLAYGROUND, BECAUSE HE WENT INTO THE WEIGHT ROOM -- BOY, I HAVE NEVER SEEN ANYBODY LIFT SO MANY WEIGHTS. SO, THAT IS OUR WEIGHT ROOM. CAME OUT REALLY NICE.
>> YOU CAN GO AS LONG AS YOU WANT.
>> LINDSTROM CAFETERIA. FOR WAS REALLY IN BAD SHAPE. WE WERE ABLE TO GET THE FLOOR REDONE. WE ARE REALLY HAPPY ABOUT THAT.
MAYFAIR HIGH SCHOOL RESTROOM -- THIS WAS MY FIRST PROJECT I WAS INVOLVED WITH. IF YOU LOOK AT THAT RED LITTLE POSTERIOR -- WHATEVER IT IS -- IT WAS A STUDENT WRESTLER, RIGHT UP UNDER THE SIGN. IF YOU LOOKED UP, WHEN I WALKED IN, THERE WAS A CEILING TILE HANGING, LOOKING LIKE IT WOULD HIT MY HEAD. WE
[01:55:02]
HAD TO SHUT DOWN THE WRESTLING ROOM. WE PUT A NEW CEILING INSIDE THE WRESTLING ROOM . CAME OUT REALLY NICE. WRESTLING TEAM AT MAYFIELD, REALLY, VERY HAPPY. OKAY. FUTURE PROJECTS.OH. LET ME -- NO. I HAVE ONE MORE HERE. BELFORD HIGH SCHOOL , WE INSTALLED A MIRROR COMING OUT OF THE PARKING LOT WHERE WE HAD SOME ACCIDENTS. WE TOOK A LOOK AT IT, AND IF YOU LOOK CLOSE INTO THE MIRROR, YOU CAN SEE ONCOMING TRAFFIC. WE RESTRIKE IT, PUT A NEW SLURRY ON IT, LOOKED REALLY NICE.
BELFORD HIGH SCHOOL , AVIATION ROOM, A MAJOR PROJECT. IT PRETTY MUCH ALL OF IT WITH THE EXCEPTION OF THE FLOOR , BUT THAT CAME OUT REAL NICE. WE PAINTED IT, DID A LOT OF WORK THERE WITH THE DEMOING AND EVERYTHING ELSE THERE. MAYFAIR HIGH SCHOOL, IN THE STEAL -- S.T.E.A.M. -- WE HAD RUSH THERE, BUT THE STUDENTS WERE JUMPING SIDE-TO-SIDE. WE SEALED IT IN TO PREVENT THE TRIP HAZARD, WHERE SOMEBODY WE GET INJURED. DO I HAVE MORE? SOMERSET HIGH SCHOOL, WE REDID THE ASPHALT, DID SOME STRIPING THERE. MAYFAIR HIGH SCHOOL, THE GRAPHICS ROOM.THEY WILL MAKE YOU A T-SHIRT. IT LOOKS REALLY NICE IN THERE. THEY ARE DOING SOME REAL NICE THINGS, GRAPHIC ARTS ROOM. WE PUT A LOT OF WORK INTO THAT . THEN, WE REMODELED, RECENTLY, PUT A NEW FLOOR IN THERE, AND THE ROOM CAME OUT NICE. OKAY. FUTURE PROJECTS , WE HAVE A COMPANY COME OUT , GARLAND, AND IT CAME OUT, BASICALLY , LOOKED AT ALL OF OUR ROOFS, INSPECT THEM , DOING SOME ROOFS UNDER WARRANTY , SAYING, WE WILL HAVE TO DO SOME WORK IN THE FUTURE TO CONTINUE MAKING SURE THE ROOFS ARE TAKING CARE OF WE ARE IN THE PROCESS OF HAVING THE HVAC SYSTEMS ANALYZE FOR REPAIR OR REPLACEMENT. CURRENTLY, WE HAVE A GRANT PROGRAM ENFORCEMENT NOW, BUT WHAT THEY'RE DOING IS ANALYZING IT, PUTTING NEW FEATURES IN, PUTTING NEW THERMOSTATS IN , WHICH IS GREAT . WE ARE COMING TO THE END OF THAT PROGRAM. THEY WILL GIVE US -- THEY WILL GIVE US A LOOK AT THE HVAC SYSTEMS, LET US KNOW WHERE WE ARE AT ON THOSE. FUTURE PROJECT S, OF COURSE, FIXTURES OF THIS WE APPLIED FOR A GRANT PROGRAM , DID RECEIVE IT, BUT WITH THAT, JUST REPLACING PICTURES, TOILETS, SINKS , SHOWERHEADS, THOSE TYPES OF THINGS. SO, WE DID GET THAT. THAT IS REALLY NICE. WE WILL CONTINUE -- WE TALKED ABOUT FUTURE GOAL. CONTINUE TO COMPLETE WORK ORDERS AS NEEDED, MOVE FORWARD WITH PROJECTS, CONTINUE WITH THE ROUTINE MAINTENANCE PLANTS IN AREAS -- MOVING FORWARD WITH PROJECTS -- RUNNING THROUGH COMMITTED FUNDS -- AND WE REALLY APPRECIATE THE SUPPORT -- WITHOUT YOU, WE COULDN'T GET IT DONE. ANY
QUESTIONS? >> THANK YOU TO THE WHOLE TEAM FOR DOING THE AMAZING WORK YOU DO AND PRESENTING TONIGHT. IT IS REALLY HELPFUL. I FEEL LIKE THERE WOULD BE ENOUGH RUSSIANS -- WITH EVERYTHING YOU'RE DOING -- WE WOULD PROBABLY JUST GO ANOTHER HOUR ON QUESTIONS . I NEED TO OPEN IT UP FOR QUESTIONS FOR MY COLLEAGUES, BUT I STRONGLY SUGGEST THAT WE GET BACK TO THE SUPERINTENDENT IN TIME -- FOR THE SAKE OF TIME -- SO WE CAN GET THE NEXT ITEM GOING. IF ANYBODY WOULD LIKE TO ASK QUESTIONS, I AM MORE THAN HAPPY TO ENTERTAIN. DOCTOR
ELHESSEN? >> CRISTOBAL, PATRICK, THANK YOU FOR KEEPING OUR FACILITIES TOP SHAPE . IF YOU ARE GOING TO GIVE IT A GRADE, WHAT WOULD YOU GIVE YOURSELF? JUST FOR ALL THE GREAT WORK -- I WOULD GIVE YOU A GRADE, BUT I WANT TO HEAR
WHAT YOU WOULD THINK. >> I WAS MYSELF A "A" FOR EFFORT BECAUSE I WORK REALLY HARD. I'M LOOKING AT "A PLUS "
[02:00:09]
RIGHT NOW, WORKING REALLY HARD.>> I WAS GOING TO SAY THE SAME THING. I THINK YOU HAVE BEEN DOING A GREAT JOB. I JUST WANTED TO ACKNOWLEDGE THAT AND ACKNOWLEDGE THAT YOUR TEAM, THE GREAT WORK THEY DID TOO.
>> THANK YOU. I COULDN'T DO IT WITHOUT THE TEAM. IT IS NOT ON ME, IT IS THE TEAM, AND THEY SUPPORT ME, AND OUR TECHNICIANS, WORKERS, EMPLOYEES. THEY SUPPORT US.
THEY LOVE THE DISTRICT. YOU CAN TELL.
>> YEAH. THEY DO. I JUST WANT TO SAY, THANK YOU.
>> THANK YOU. >> THANK YOU FOR THAT. VICE
PRESIDENT STEWART? >> I HAVE A FEW QUESTIONS, I WILL JUST SUBMIT THEM TO MRS. AZEVEDO. I WANTED TO SAY, THANK YOU, ESPECIALLY FOR THE TREES, TRIMMING, THINGS LIKE THAT.I HAVE JUST HAD SO MANY DIFFERENT PEOPLE, ESPECIALLY FROM MAYFAIR, ASKING ABOUT THOSE. AGAIN, I WANT TO THANK YOU FOR THE WORK YOU GUYS DO. THANK YOU.
>> THANK YOU. >> THANK YOU, MISTER. MS.
ARMSTRONG? >> MY COLLEAGUES ALREADY --
>> SORRY, YOU ARE CUTTING OUT A LITTLE BIT.
>> HOW ABOUT NOW? I'M SORRY. >> YOU ARE GOOD .
>> MY COLLEAGUES HAVE ALREADY STATED, MY SAME SENTIMENT , I THINK THEY HAVE AN EXTREMELY TALENTED MAINTENANCE TEAM, AND I RESPECT HOW THEY WORK TOGETHER, USING EVERY RESOURCE AVAILABLE , SO THANK YOU, PATRICK AND TEAM.
>> THANK YOU. >> THANK YOU, MS. ARMSTRONG.
MS. GARZA? >> THANK YOU, MR. CRIHFIELD. I ECHO THE SAME SENTIMENTS BACK TO YOU AND YOUR TEAM, THANK YOU FOR GOING BACK AND LOOKING AT THE SITES. ALWAYS LOOKING AT THE SAME TIME, TO MAKE SURE EVERY THING IS GOING ACCORDING TO PLAN, BUT I WANT TO SAY, WITH LOOKING INTO THE FUTURE --
>> YES -- >> EXCUSE ME -- WE WOULD PROBABLY NEVER EVEN BE ABLE TO COMPLETE ALL THESE PROJECTS ON JUST THE FACILITIES -- MONEY THAT WE HAVE AT THIS CURRENT
TIME. CORRECT? >> THAT IS CORRECT. YOU KNOW, IT WILL TAKE A LONG TIME TO COMPLETE THE PROJECTS, BUT WE ARE GOING TO CONTINUE TO WORK HARD FOR WHAT WE HAVE.
>> AND THAT WOULD MAKE IT EASIER AND QUICKER?
>> YEAH. ABSOLUTELY. IT DEPENDS ON WHAT WE PROJECT FOR THE BOND, WE NEED TO DO WITH THE BOND .
>> PERFECT. THANK YOU SO MUCH. MOVING INTO YOUR WHOLE STAFF, IT MEANS A LOT TO THE TEACHERS AND EVERYONE ELSE. I WILL SUBMIT MY QUESTIONS TO MS. AZEVEDO .
>> THANK YOU. >> THANK YOU, MS. GARZA. ONE MORE THANK YOU, MA'AM, CONGRATULATIONS TO THE WORK ORDER SYSTEM. I KNOW HOW IMPACTFUL IT CAN BE. SO, JUST EXCITING. PICTURE IS DUE OUT WITH EFFICIENCY, BECAUSE BY THE TIME YOU GET THERE, YOU KNOW THE SITUATION , SO, CONGRATULATIONS ON THAT. THANK YOU TO THE WHOLE TEAM .
>> THANKS AGAIN. WE REALLY APPRECIATE ALL OF YOUR SUPPORT.
>> WE REALLY APPRECIATE YOU. THANK YOU. ALL RIGHT. IT IS NOW
[11. MAJOR ACTION]
TIME FOR MAJOR ACTION. ONE MAJOR ACTION ON TONIGHT'S AGENDA, 11.1:RESOLUTION FOR BOARD OF EDUCATION. THE BELLFLOWER UNIFIED SCHOOL DISTRICT ORDERING A SCHOOL BOND ELECTION. DO WE HAVE ANY -- QUICK REASON TATIAN?>> NO PRESENTATION THIS EVENING, BUT YOU DO HAVE YOUR CONSULTANTS HERE FOR ANY QUESTIONS THAT THE BOARD MAY
HAVE . >> GOT IT. OKAY. DO WE HAVE ANY QUESTIONS OR COMMENTS FROM THE BOARD? WE DO -- IT IS ON THE SCREEN. OKAY. WE HAVE MARK BARREL FROM ELLE SCOTT COMPANY, AS WELL AS MEREDITH JOHNSON FROM -- ANY SPECIFIC QUESTIONS THE BOARD MIGHT HAVE. I WILL START
WITH YOU, MS. ARMSTRONG. >> OKAY. THANK YOU, PRESIDENT.
I JUST WANT TO SAY, I HAVE BEEN THINKING ABOUT THIS A LOT , AS YOU ALL HAVE, AND YOU KIND OF KNOW MY SENTIMENTS. MY ONLY THING IS THAT , YOU KNOW, FROM OUR FACILITIES , SEEING HOW DELL PATRICK HAS REALLY BEEN USING OUR RESOURCES , AND THE REASON WHY HE WAS ABLE TO DO THESE THINGS IS BECAUSE OF THE RESERVE THAT WE HAVE HAD -- YOU KNOW -- WE WERE VERY CONSERVATIVE. I WOULD LOVE -- I STILL FEEL THE SAME WAY, IN
[02:05:03]
THAT I DON'T THINK WE NEED TO RUSH I THINK WE NEED TO FIGURE OUT WHAT WE WANT FOR THIS BOND , AND IT IS NOT THAT I AM SAYING, NO, IT IS JUST THAT WE HAVE MORE HOMEWORK TO DO . EVEN WITH THE BOND, WE MAY STILL NOT GET TO EVERYTHING THAT WE WANT TO GET TO, AND JUST WITH OUR RESERVE. WE HAD TO USE OUR RESERVE TO PAY FOR THE PROJECTS WE DIDN'T COMPLETE. WE NEED TO DO MORE OF AN ASSESSMENT, WE WANT FOR, LIKE, A MANAGEMENT PLAN SO WE CAN LAY IT ALL OUT. YOU KNOW? IN THIS ELECTION, WE'RE GOING TO HAVE , LIKE, THREE DIFFERENT MEASURES. WE ALREADY HAVE MODERNIZATION, DEDICATE YOUR FACILITIES ON -- IT SHOULD PASS -- WE ARE ALSO GOING TO HAVE -- INCAPACITY -- PRINT A TAX ON MANAGED-CARE, ORGANIZATIONS, AND I DON'T EVEN KNOW -- GOING TO HAVE THAT ONE FOR STATE AND LOCAL PARKS, TOP FOR THE ENERGY, FLOOD, AND IN MY MENTAL PROTECTORS, AND THEN THERE'S ANOTHER MEASURE TO MAKE IT EASIER FOR LOCAL MEASURES TO PASS, SO, THEY'RE LEARNING THE BUILDING OFFICIALS FROM 62%, ABOUT 66% -- TO 85% -- AND THE THING IS , YOU KNOW, HOUSING COSTS AND RENTAL RAISES NEVER BECOME STAGNANT WITH INCREASED TAXES ON OUR CITIZENS. WHEN I AM THINKING ABOUT THE BOND, I'M THINKING ABOUT OUR HOUSEHOLD THAT ARE MOST VULNERABLE , WHICH ON OUR SENIORS, THOSE WITH DISABILITIES, AND THOSE WHO ARE DISABLED, AND STILL, WE HAVE HOMELESSNESS, THEY HAVE ELDERLY , CONSIDERED ELDERLY PEOPLE WITH THEIR INCOME, AND WE CANNOT IGNORE THE POVERTY STATUS . YOU KNOW, AND WE HAVE SINGLE HOUSEHOLDS, FAMILIES, WHOLE SPECIFIC AGE GROUPS WE HAVE TO CONSIDER IN OCCUPATION.I THINK I ALLUDED TO IT LAST YEAR, WE HAVE 40% -- ABOUT 40% -- OWNERS, A 60% RENTERS , AND FROM THE RENTERS, ABOUT 60% -- 49% -- AND ALMOST 33% FOR THE GROSS INCOME FOR RENT, AND THEN 30% , APPROXIMATELY 36% SPEND ABOUT 50% OF THE INCOME THAT IS LOWEST FOR RENT , AND WE CONTINUE TO BUILD OUR RESERVES, MANAGE HER OWN PROJECTS IN PLACE FOR OUR CITIZENS, AND BECAUSE OF THOSE RESERVES, THEY HAVE THE MONIES THAT ARE PAYING FOR THE CURRENT PROJECTS THAT ARE GOING ON RIGHT NOW. SO, LIKE I SAID, I'M NOT SAYING, NO, IT IS JUST YOU KNOW, WITNESS STRUCTURES ARE GETTING READY TO BUILD, AND WE NEED TO KNOW HOW MUCH MONEY WE NEED TO ASK FOR . WE NEED TO ASK FOR THE MAXIMUM AMOUNT? OR THE MINIMUM AMOUNT? WE WON'T KNOW UNTIL WE KNOW --
>> MS. ARMSTRONG, SORRY, ACTUALLY, WE ARE AT THE QUESTIONS PART. IF YOU HAVE QUESTIONS --
>> I DON'T HAVE ANY MORE QUESTIONS. I DON'T KNOW ABOUT
ALL THIS BOND . >> WHAT WAS THAT? I'M SORRY. I
DIDN'T CATCH -- >> SORRY? I DON'T HAVE ANY QUESTIONS. I ALREADY ASKED A LOT OF MY QUESTIONS A LONG TIME
AGO. WHEN WE FIRST STARTED . >> THANK YOU, MS. ARMSTRONG.
NEXT, MS. GARZA. >> THANK YOU, PRESIDENT CRIHFIELD. MY QUESTION IS FOR OUR CONSULTANT . WHEN, IN THIS PROCESS, IS IT THAT OUR BOARD CAN NO LONGER ENGAGE IN EDUCATION FOR A PUBLIC? YOU HAVE SAID IT BEFORE, BUT JUST FOR THE FOREFRONT, FOR ME , WHAT WOULD THAT BE?
>> GOOD EVENING. THANK YOU. I LIKE THE WORD YOU USED, WHEN CAN WE NOT ENGAGE IN EDUCATION. YOU CAN ALWAYS ENGAGE IN INFORMATIONAL EDUCATING. NOBODY HAS THE INFORMATION ABOUT THIS MEASURE EXCEPT YOU. RIGHT? IT IS YOUR MEASURE YOU ARE POTENTIALLY GOING TO MAKE ON THE BALLOT, SO, YOU CAN ALWAYS PROVIDE INFORMATION TO VOTERS TO HELP THEM DECIDE HOW TO
[02:10:01]
VOTE, WHAT YOU CAN'T ENGAGE IN IS ADVOCACY. YOU CAN'T TRY TO CONVINCE A VOTER HOW -- THERE'S A BIG DISTINCTION>> SORRY. >> AS SOON AS YOU VOTE TO PUT
THE MEASURE ON THE BALLOT. >> GOT IT. THANK YOU.
>> PRESIDENT CRIHFIELD, IF I MAY, IT SEEMS LIKE BOARD MEMBER ARMSTRONG HAD SOME QUESTIONS AND HER COMMENTS . IS IT POSSIBLE? IT SEEMS LIKE SHE HAS A QUESTION ABOUT WHAT ARE THE PROJECTS THAT WE ARE GOING TO BE ADDRESSING WITH THIS BOND.
CORRECT? >> CAN YOU HELP ANSWER SOME QUESTIONS , I HAVE A FEW OF THEM IN THERE .
>> I THINK THEY'RE INCLUDED IN HERE, BUT I DON'T KNOW .
>> SO, THEN THE RESOLUTION , A PROJECT LIST , WHICH BEGINS IN EARNEST , ON THAT PAGE, THESE ARE THE LIST OF PROJECTS OR TYPE OF PROJECTS THAT WOULD BE AUTHORIZED , BUT FOR WHICHEVER PROJECT THE BOARD WOULD DECIDE WHATEVER PROJECT WOULD ACTUALLY BE THE BEST TO PAY FOR FOR THE PROCEEDS, BECAUSE THE PROJECT WAS LEGALLY SAYS WHAT YOU CAN SPEND MONEY ON TO COME BACK , AND WHEN IT WILL PASS AND MAKE A DECISION , AND MAKE AN EXAMPLE OF WHEN PROJECTS WILL BE THERE.
>> SO, IT GIVES THE BOARD FLEXIBILITY TO DECIDE TO MAKE IT GENERAL FOR NOW, AND THEN DECIDE WHERE THOSE CAN BE
ALLOCATED FROM. >> YEAH PROJECTS ARE THE ONLY
ONES. >> THEY ARE DIRECTLY ONCE WE HAD ASKED -- MR. TURNER -- ALSO, FROM OUR STAKEHOLDERS
>> SO, THIS IS -- MORE OF A GENERALIST AS OF NOW, WHAT WE HAVE BEEN TOLD, AS A BOARD WAS NECESSARY.
>> CORRECT . >> YOU CAN PRIORITIZE WHICH OF
THE PROJECTS TO ALLOCATE . >> ME AND JUMPED IN FOR A MINUTE? MS. GARZA, IN THE PAST, WE HAVE LOOKED AT THE FACILITY'S PLAN WITH A LITTLE REMINDER FOR EVERYBODY , ESPECIALLY NEW IN THE AUDIENCE LISTENING TO THIS, YOUR FACILITIES PLANS OF ALLOCATED PRIORITIES ONE, TWO, THREE , AREAS OF CRITICAL IMPROVEMENT NEEDED IS ONE OF YOUR STRONGEST , AND WHAT WE ARE DOING WITH THE BOND, THE WAY THE BOND RESOLUTION AND THE SHORT EXHIBIT A SCRIPTION IS WRITTEN, IT IS VERY GENERAL TO COVER MANY OF THE THINGS YOU HAVE BEEN TOLD NEED TO BE WORKED ON WITHIN THE DISTRICT.
>> THANK YOU, MISS AZEVEDO. IF YOU DON'T GO FOR THIS BOND, WE WOULD BE NOWHERE NEAR ABLE TO MEET THE PRIORITIES.
>> WITHOUT THE BOND, AS MR. TURNER SHARED WITH YOU, WORKING ON PROJECTS AT A TIME, AS YOU HAVE THE FUNDING TO DO THEM.
LOOKING AT PRIORITY ONE, TWO, THREE , LOOKING AT THE FACILITIES PLAN, YOU ARE LOOKING AT $116 MILLION WORTH OF PROJECTS JUST TO BRING THIS UP TO REPAIR AND MAINTENANCE.
THAT IS NOT TO CREATE SOMETHING BRAND-NEW . THAT IS JUST TO
BRING THINGS UP . >> OKAY. THANK YOU. NO FURTHER
QUESTIONS AS OF NOW. >> THANK YOU, MISS GARZA. VICE
PRESIDENT STEWART? >> TO PROVIDE BACKGROUND FOR OUR LOOK , IN CASE THIS IS PASSED, I DO A LITTLE RESEARCH MYSELF .THE AVERAGE APPRAISAL OF THE HOUSE IN CALIFORNIA IS $650,000. THE AVERAGE APPRAISAL OF THE HOUSE AND L4, $800,000.
LAKEWOOD, $870,000. AVERAGE APPRAISAL IN CERRITOS, A LITTLE OVER $1 MILLION. I WAS ASKED LAST MEETING WHERE I GOT MY NUMBERS FROM. I WAS ACTUALLY USING MY SELF AS AN EXAMPLE. I MAY HOMEOWNER HERE IN BELLFLOWER, A TOWNHOUSE THAT IS ABOUT $5000. FOR ME, I'LL BE PAYING $220 A YEAR, WHERE I GOT THOSE FIGURES AT. YOU HAVE A $650 HOUSE, YOU WOULD BE PAYING ABOUT $286 A YEAR, OR $23 A MONTH, AND IF YOU HAVE AN $800,000 HOUSE, WHICH IS THE AVERAGE RICE IN BELLFLOWER, YOU WOULD BE PAYING ABOUT $352 A YEAR, OR $29 A MONTH , AND AGAIN, IF YOU HAVE $1 MILLION HOUSE, HE WOULD BE PAYING $440 A YEAR, OR ABOUT $36 A MONTH . SO, SINCE THE LAST MEETING, I THOUGHT A LOT ABOUT THIS. I HAVE TALKED TO A LOT OF PEOPLE, AND EVERY SINGLE PERSON I HAVE TALKED TO IN THE LAST WEEK AT OUR MEETING WANTS THIS ON THE BALLOT. THEY WANT THEIR VOICES
[02:15:03]
HEARD. FOR ME, IT COMES DOWN TO TWO THINGS. ONE, NOT RUSHING THIS. WE APPROVED A FACILITIES PLAN IN AUGUST 2023. THESE ARE ALL OF THE DIFFERENT THINGS WE HAVE DONE ON THIS BOND. ALL OF THESE. THAT'S NOT EVEN COUNTING TONIGHT. TO SAY THAT WE ARE RUSHING THAT, WE PUT A LOT OF THOUGHT INTO THIS. TWO, WE STARTED THE DISCUSSION AGAIN IN AUGUST OF 2023, AND WE HAVE THE DISTRICT SHOWING AND PROVING THAT WE NEED THIS MONEY, AND THEY HAVE PLANNED, AND WE HAVE LOOKED AT THIS, AND HAVE TOLD US, WE JUST HAD OUR OWN MAINTENANCE DIRECTOR , IN HIS WORDS, I HOPE WE CAN GET SOME SUPPORT LATER, BASICALLY, ADVOCATING FOR US TO DO THIS BOND, BECAUSE WE NEED MONEY FOR FACILITIES. SO, IN MY MIND, SOMEONE ON THIS BOARD, I HAVE TO ASK MYSELF , YOU KNOW, I'M HERE, ELECTED BY YOU GUYS TO DO WHAT IS RIGHT FOR THE COMMUNITY, SO, HAVE THEY PROVEN TO ME, AS A BOARD MEMBER , THAT WE NEED THIS BOND FOR OUR FACILITIES? THEY HAVE PROVEN IT TO ME, THEY HAVE SHOWN ME IN OUR FACILITIES REPORTS, WE HAVE PREPARED, THEY HAVE SOME A LIST OF ALL OF THESE THINGS. IN MY MIND, DISTRICT HAS PROVEN TO ME THAT WE NEED THIS BOND. WHY , ANOTHER REASON TO PASS IT? AGAIN, BECAUSE IF THE STATE BOND DOES PASS, WE DON'T HAVE MATCHING FUNDS. WE CAN'T DO IT FOUR YEARS LATER'S AND SAY, NOW A BOND, MATCHING FUNDS WILL BE GONE BY THEN. THAT IS THE REASON TO PUT IT ON THE BALLOT AS WELL. MY MAIN REASON OF THIS IF YOU WATCH THE BOARD MEETING LAST TIME -- MY MAIN REASON IS I DON'T BELIEVE IN DICTATORSHIPS. I DON'T THINK THAT IS GOOD FOR ANY COUNTRY. I BELIEVE IN DEMOCRACY. I BELIEVE IN THE UNITED STATES OF AMERICA AND DEMOCRACY. IF WE, FIVE BOARD MEMBERS, DO NOT ALLOW 87,000 RESIDENTS TO VOICE THEIR OPINIONS AND DECIDE FOR THEMSELVES WHAT THEY WANT TO DO , THAT IS NOT DEMOCRACY. IT IS NOT. I BELIEVE OUR COMMITTEE SHOULD HAVE THE RIGHT TO DECIDE IF THEY WANT TO SUPPORT OUR STUDENTS AND FAMILIES, AND MANY COMMUNITY MEMBERS -- SONY PEOPLE HAVE COME UP TO ME AND SAID, PLEASE, YOU HAVE TO CONVINCE EVERYONE TO GET THIS ON THE BOARD. WE WANT TO VOTE.THEY WANT BETTER EDUCATED, BETTER STRUCTURED, AMAZING EXPERIENCES AND OPPORTUNITIES AT FACILITIES FOR OUR STUDENTS.
SO, ARE WE GOING TO REALLY ELIMINATE THE DEMOCRATIC RIGHT TO VOTE FROM OUR COMMUNITY? , BECAUSE I BELIEVE WE SHOULD BE GIVING THE POWER TO OUR PEOPLE, BECAUSE THAT IS WHAT DEMOCRACY IS . IT IS NOT LIMITING THE POWER TO VOTE BY US FIVE PEOPLE HERE MAKING THE DECISION FOR OUR COMMUNITY. THEY SHOULD HAVE THE RIGHT TO VOTE. JUST A LITTLE BIT FURTHER, WHEN I'M THINKING ABOUT THIS, I AM THINKING ABOUT THE MUSIC TEACHERS THAT ARE BEGGING FOR BETTER AUDITORIUMS, THE COURSE TEACHERS AT MAYFAIR, SENDING ME POWERPOINT PRESENTATIONS, AND WE ARE NOT GETTING THOSE. PLEASE, REPLACE THE SEATS, WITH THE SPECIAL COMMON FOR KIDS. THE STUDENTS IN THE WHEELCHAIR, SO EXCITED, REPLACING ON THE PAGANS, GETTING THE WOODCHIPS, AND HE GETS TO GO PLAY NOW. BUT THEN, FOR THE HIGH SCHOOL CLASSROOMS, LITERALLY LOOK LIKE WHEN I WENT THERE IN 1991 AND GRADUATE MYSELF, BUT SOME OF THE CLASSROOMS LOOKED LIKE WHEN I WENT THERE. IF WE WANT TO RAISE OUR HOME PRICES, THE WAY TO DO IT IS TO CONTRIBUTE TO OUR LOCAL SCHOOLS AND OUR CHILDREN, AND THE BOND CAN DO THAT FOR US, AND I UNDERSTAND THAT IT CAN BE A BURDEN FOR SOME, BUT AGAIN, THE PEOPLE I HAVE SPOKEN TO, THEY BELIEVE IN, CHRISSY, AND THEY WANT TO HAVE A RIGHT TO VOTE, AND WE SHOULD NOT BE DECIDING THE BURDEN, AGAIN, MYSELF, $1 20 A YEAR, I WILL BE THERE FOR OUR EDUCATION AND OUR KIDS. AGAIN, WE WILL GET IT BACK IN OUR HOME VALUE PRICES WHEN THEY GO UP AND WE HAVE BETTER EDUCATION.
WHEN YOU'RE LOOKING ON OUR RATES, THEY ARE HIGHER ON ZILLOW, THAT IS THE BOTTOM LINE. 5 PEOPLE SHOULD NOT MAKE THE DECISION FOR 80,000 PEOPLE, AND THIS SHOULD BE A DEMOCRACY AND ON THE BALLOT FOR PEOPLE TO DECIDE, PERIOD.
>> THANK YOU, VICE PRESIDENT STEWART. DR. ELHESSEN?
>> OKAY. ALL OF THE THINGS YOU MENTIONED WERE THROUGH THE BONDS THAT HAVE BEEN COMPLETED SO, THAT BOND IS STILL IN EXISTENCE, AND WE STILL HAVE TO PAY A BOND THROUGH 200 FOR 1. I THINK IT IS IMPORTANT THAT THE PUBLIC KNOW THAT, NOT ONLY ARE THEY LOOKING AT THE INCREASED TAXES ON THEIR PROPERTY FOR THIS BOND, IF THE PROPOSED BOND, AS WELL AS THE CURRENT BBB BOND -- IT IS IMPORTANT TO NOTE -- BECAUSE WHEN YOU ARE LOOKING AT , OVERALL TAXPAYER DOLLARS, WHERE THE MONEY IS GOING TO, WE JUST HAD AN OUTSTANDING PRESENTATION FROM OUR FACILITIES , HOW THEY ARE UPGRADED. NO CEILING IS FALLING
[02:20:06]
, OUR CLASSROOMS ARE AIR-CONDITIONED, WE HAVE EXCELLENT OPPORTUNITIES , A NEW WRESTLING -- WEIGHT ROOM -- WRESTLING CENTER -- IS NOTHING OUR KIDS ARE BEING DEPRIVED OF IN REGARDS TO OUR FACILITIES , AND WHEN PEOPLE LOOK FOR SCHOOL DISTRICTS, THEY LOOK AT OVERALL SCORES , NOT THE BUILDINGS , OR ACADEMICS, HOW ARE YOU PERFORMING FROM THAT PERSPECTIVE . IN ADDITION, WHEN YOU'RE LOOKING AT DECLINING ENROLLMENT -- WHICH IS PROJECTED IN '25-'26 -- 8750.WHEN YOU LOOK AT DECLINING ENROLLMENT, YOU LOOK AT, ALSO, PEOPLE WHO AREN'T HUMMING INTO THE DISTRICT CORRELATING THE DISTRICT FOR VARIOUS REASONS, AND PART OF IT IS COST, AND TAXES . MY CONSTITUENTS IN MY AREA, TOO , HAVE ALL TOLD ME, THEY DON'T WANT THE PROPERTY TAX INCREASE. THEY DON'T WANT TO HAVE A BURDEN WITH GENERATIONAL DEBT PAST ONTO THEIR KIDS WHEN THEY WANT TO LEAVE THEIR HOME TO THEM, BECAUSE THEY'RE GOING TO END UP PAYING THE PROPERTY TAX ALSO . THE FEEDBACK THAT I GOT. GENERAL FUNDS THAT WE HAVE, RIGHT NOW, OVER 142,000,000. THE FACILITIES FROM THE ARCHITECTS, THEY SAID, WAS ALREADY OUTDATED. WE NEED TO LOOK AT REEVALUATING THAT IN REGARDS TO THE TOP AREAS, ACCESSIBILITY, FEDERAL UPGRADES. THOSE ARE CURRENTLY GOING ON. WE TALKED ABOUT OUR PLAYGROUNDS. THOSE CURRENTLY HAVE BEEN COMPLETED WITH OUR BB FUNDS. YES, THE KIDS ARE ENJOYING IT NOW. WHEN YOU TALK ABOUT RENOVATING , WINDOW COVERINGS, DOORS, LINING , THAT WAS PRESENTED TODAY. I DON'T REALLY UNDERSTAND THE FACT THAT IT IS NOT A DICTATORSHIP WHEN VOTERS AND TAXPAYERS LOADED US INTO THE OFFICE TO MAKE THESE
DECISIONS . >> THANK YOU FOR THAT, DR.
ELHESSEN. I WILL MAKE A COUPLE OF COMMENTS BEFORE KICKING IT OVER TO MAYOR GARZA. ONE, A KEY TAKE AWAY, HE SAID, NO STUDENT IS DEPRIVED OF ANYTHING WITH OUR FACILITIES? THAT IS WHAT YOU SAID? ABSOLUTELY NO PROBLEM -- WANTED TO MAKE SURE.
>> I SAID, OUR BUILDINGS AREN'T DEPRIVING OUR STUDENTS
>> OF ANYTHING IN REGARDS TO ACADEMICS, THEY CAN STILL GO USE CLASSROOMS, GO USE THE FACILITIES. ONE AREA, THAT WAS A BIG PROBLEM, OUR MAYFAIR FIELD , AND I HAD SPOKEN TO PATRICK ABOUT THAT. HE SAID, THAT HAS BEEN TAKEN CARE OF, AND IT IS STILL SAFE FOR OUR STUDENTS TO USE AT THIS POINT .
>> OKAY. I WANTED TO JUST BE CLEAR. THERE IS ABSOLUTELY
[02:28:16]
IS WHAT I WOULD BE IN SUPPORT OF. THAT IS WHEN I AM IN SUPPORT OF. I HOPE THIS BOARD MAKES THE RIGHT DECISION. THANK>> THANK YOU, PRESIDENT CRIHFIELD. I FEEL THE SAME WAY.
WE NEED TO GIVE STAKEHOLDERS IN OUR COMMUNITY A CHOICE.
>> I URGE BOARD MEMBER ARMSTRONG, PASS THIS, BECAUSE YES, WE ARE ELECTED TO MAKE DECISIONS --
>> BECAUSE THE MAJORITY OF OUR COMMUNITY SEE THIS AS AN PROVEMENT, AND AS BOARD MEMBER CRIHFIELD SAYS -- AN INVESTMENT IN OUR KIDS -- EVERY SURROUNDING DISTRICT HAS GONE OUT FOR A BOND. WE HAVE ONE -- THIS WOULD BE OUR SECOND ONE -- AND I SEE IT EVERY DAY AS AN EDUCATOR, WHERE OUR KIDS GO TO OTHER SCHOOLS, AND SURROUNDING DISTRICTS BECAUSE THEY HAVE BETTER FACILITIES. YOU MAY SAY IT DOESN'T HAPPEN, BUT I CAN TELL YOU, BEING IN THE CLASSROOM, IT DOES. I HAVE HAD CONVERSATIONS WITH PARENTS WHO HAVE TOLD ME, I'M GOING TO GO HERE BECAUSE THIS IS A BETTER START, BETTER FACILITIES, THEY PROVIDE A LOT BETTER THINGS FOR MY STUDENTS. THAT IS A CHOICE I'M GOING TO MAKE. IF I WAS A PARENT MAKING THAT CHOICE, I WOULD THINK THAT WAY TOO. I WILL SET UP MY CHILD TO BE AS SUCCESSFUL AS THEY CAN IN WHICHEVER DISTRICT IT IS, EVEN IF IT MEANS FOR ME TO HAVE TO DRIVE SOMEWHERE ELSE. SO, YES, I DID. SO, THIS IS THE TIME TO GIVE CHOICE TO OUR POPULATION, OUR COMMUNITY, NOT FOR US TO MAKE THE DECISION, SO I STRONGLY ENCOURAGE AND URGE YOU TO PLEASE RECONSIDER, BECAUSE THIS IS THE TIME WHERE WE WILL LOOK BACK SOMEDAY AND SAY, DID
[02:30:06]
WE MAKE THE RIGHT DECISION BY ALLOWING THIS AS A CHOICE? WE ARE NOT SAYING THAT THIS IS GOING TO HAPPEN. IT IS ALLOWING IT TO BE ON THE BALLOT. THAT IS IT .>> THANK YOU, MISS GARZA. VICE PRESIDENT STEWART?
>> FIRST OFF, I WOULD LIKE TO ASK THAT THE UNDER THE BREATH COMMENTS EVERYONE CAN'T HEAR, PLEASE DON'T SAY THAT. THE THINGS THAT YOU ARE SAYING TO CLERK GARZA ARE VERY DISRESPECTFUL RIGHT NOW.PLEASE, DON'T DO THAT TO HER. I'M STILL TALKING. I KNOW WHAT YOU ARE SAYING AND I WILL SAY IT IF YOU CAN CONTINUE ON. IT IS MY TURN. I'M TALKING. YOU ARE NOT CALLING HER OUT ON THE MICROPHONE, YOU'RE CALLING HER OUT UNDER YOUR BREATH.SAID SO EVERYONE CAN HEAR IT.
>> I DID. SHE SAYS, SHE SENDS HER KIDS TO ANOTHER DISTRICT.
>> YOU ARE BEING DISRESPECTFUL. THAT HAS NOTHING TO DO WITH
PUTTING THAT ON THE BALLOT. >> YOU SAID THAT AS AN EXAMPLE.
>> CAN I? >> THAT IS NOT WORKING , THE
GAVEL, IT DOESN'T WORK. >> MAY I SUGGEST WE TAKE A
FIVE-MINUTE BREAK, PLEASE? >>, ASK MY COLLEAGUES. CAN WE
>> CAN WE CONTINUE? >> I CAN CONTINUE. I AM TALKING. BUT I'M NOT GOING TO -- KNOW HANDBOOK -- FOR A
REASON, TO >> WELCOME BACK. WE WILL NOW CONTINUE OUR BOARD MEETING HERE. ONE NOTE TO MY COLLEAGUES, THIS IS A VERY IMPORTANT CONVERSATION , AND WE CAN HAVE A VERY ROBUST CONVERSATION , BUT WE MUST REMAIN RESPECTFUL , AND THAT GOES FOR ALL PARTIES. LET'S CONTINUE THE CONVERSATION . I HAVE ON THE SCREEN, HERE, MS.
STEWART. >> THE LAST THING I'M GOING TO SAY -- AGAIN -- I DO THINK IT IS A DICTATORSHIP OF FIVE PEOPLE MAKE A DECISION FOR 87,000 PEOPLE . THAT IS MY OPINION. BUT IF YOU WANT TO FIX THINGS ON THE LARGER SCALE, YOU CANNOT DO IT WITHOUT A BOND .WE CANNOT CONTINUE TO TAKE OUR OWN FACILITY MANAGERS ARE TELLING US THIS -- THEY ARE EXPERTS. WE DON'T WANT TO LISTEN TO HIM. THREE OF THE FIVE UP HERE ARE MAKING A CLAIM TO JUST PUT IT ON THE BALLOT. THAT'S 60% THERE. TO SAY, YOU WILL NOT CONSIDER PUTTING IT ON THE BALLOT FOR THE VOTERS TO VOTE IS WRONG. IT IS 100% LONG. MORE OF THE PUBLIC SHOULD HAVE BEEN HERE TO SAY THAT. I'M DISAPPOINTED IN OUR OWN COMMUNITY FOR NOT SHOWING UP, BECAUSE IT'S ALREADY BEGUN TOLD ME, AND ONE PERSON SPOKE ON THIS.MORE OF YOU SHOULD HAVE COME AND SPOKE ON THIS, AND MAYBE THEY WOULD BE LISTENING TO YOU GUYS, BUT AT THE END OF THE DAY, DO NOT PUT SOMETHING OUT FOR OUR VOTERS. THAT IS WRONG IF YOU DON'T. YOU CAN SPEND IT HOWEVER YOU WANT. I KNOW -- I TALKED TO MY OWN FATHER. HE WAS LIKE, I DON'T HAVE KIDS IN A SCHOOL. BUT I WANT TO PAY FOR A BOND AND DO THAT? WHEN WE HAD THE DISCUSSION ABOUT HOW -- I REMINDED HIM -- IT MAKES OUR COMMUNITY BETTER, AND THE PEOPLE IN THE KIDS THAT GO UP TO BE ADULTS AND LIVE IN OUR COMMUNITY, HE UNDERSTOOD. THAT IS NOT -- WE DON'T HAVE TO ADVOCATE FOR THE ONCE WE DO THAT, THE OTHER PEOPLE CAN ADVOCATE, AND THEY CAN VOTE YES OR NO, BUT TO JUSTIFY NOT ALLOWING OUR COMMUNITY TO SAY, YES OR NO IN OUR DISTRICT REPRESENTATIVES ARE SAYING, WE NEED A BOND, WHEN OUR FACILITIES MANAGER -- WHO WE ALL LOVE -- AND NOW DIRECTOR OF HIS PAST ONCE YOU HAVE BEEN WORKING ON THESE PROJECTS -- ARE SAYING THIS, THERE'S NO ACCEPTABLE ANSWER.NOT PUT THIS ON THE BALLOT FOR OUR VOTERS TO DECIDE, PERIOD. THAT IS ALL I'M GOING TO SAY. YOU CAN SEE WHATEVER YOU WANT. BUT THE FACT THAT WE NEED IT, THE FACT THAT OUR OWN PEOPLE ARE SAYING, WE NEED IT AND YOU WILL NOT LET OUR VOTERS VOTE, IT IS WRONG, AND YOU CAN JUSTIFY IT TONIGHT HOWEVER YOU WANT, BUT YOU ARE
WRONG, PERIOD. >> THANK YOU, VICE PRESIDENT STEWART. MS. ARMSTRONG? MS. ARMSTRONG?
>> THANK YOU. YES. THANK YOU . WELL, WOW. I JUST HAVE TO SAY, WOW. ANYWAY, I STILL SAY THAT WE -- YOU KNOW -- YOU KNOW -- REGARDING RENTERS, DECLINING ENROLLMENT, YOU KNOW, WE ARE A TRANSIENT COMMUNITY. RENTS GO UP , BECAUSE IT IS NOW ON THE OWNER, WE WILL LOSE MORE STUDENTS. IF YOU ARE COMPARING US TO HELP US UNDERSTAND DOWNEY, CERRITOS, THOSE
[02:35:04]
SURROUNDING COMMUNITIES, WHERE THEIR HOUSES ARE . IT IS EXPENSIVE. I CAN'T MOVE TO DOWNEY. I CAN'T AFFORD DOWNEY -- ACROSS, ON MY STREET, THEY HAVE HOUSES FOR SALE, $1 MILLION 25 MILLION, WHERE THEY ARE STARTING . YOU KNOW, SO, I AM JUST SAYING, I DON'T THINK -- NORMALLY -- I AM STILL SAYING, OR MAINTENANCE DEPARTMENT -- STILL -- THEY HAVE TIME. I'M NOT SAYING, NO. I'M JUST SAYING, WE CAN LINK FOR 2628.YOU KNOW? THAT IS MY CONCERNS. YES, I WANTED TO SEE WHAT THE BOND WAS ABOUT. I MEAN, I COULD HAVE BEEN CLOSE MINE DID FROM THE BEGINNING, BUT I'M NOT CLOSE MINE DID, AND AT THE SAME TIME, I AM NOT TRYING TO CONVINCE YOU -- ANYBODY -- AND TELL THEM THAT THEY'RE CRAZY, THAT THEY SHOULD BE ASHAMED, THEY'RE A DICTATORSHIP, THEY'RE WRONG . YOU KNOW? YOU KNOW? I UNDERSTAND .ARE YOU JUDGING ME OR NOT?
>> MS. ARMSTRONG? >> I'M SORRY. I'M ALMOST FINISHED. BUT DURING MY SPECIAL MEETING, I VOICED MY CONCERNS ABOUT THE MEASURE ON THE BALLOT. AS I STATED , IT IS NOT THAT I DON'T BELIEVE THAT THERE IS THE NEED FOR IT. AT TIMES, MY CONCERNS LIE WITHOUT DUE DILIGENCE , WORK OF EXHAUSTING ALL OF OUR RESOURCES, AND LOOKING AT ALL OF OUR ASSETS BEFORE PLACING A BURDEN ON THE COMMUNITY WALL, ULTIMATELY, IT IS VOTERS' CHOICE, AS ELECTED OFFICIALS, IT STILL IS OUR JOB TO DO THE WORK AND ENSURE THAT THIS IS OUR ONLY OPTION TO ACCOMPLISH A TASK WITH DECLINING ENROLLMENT , AND WE ASSESSED OUR SURPLUS PROPERTIES, HAVE WE MADE REDUCTIONS THAT MAY CONTRIBUTE TO THE RESOURCES THAT WE NEED ? I HEARD PATRICK SAY, 30,000. YOU KNOW, WHICH IS GREAT. I KNOW OTHER DISTRICTS CONTRIBUTE PER MAINTENANCE. CAN WE DIRECT IT TO LOOK AT OPTIONS FOR DOING THIS?
>> MS. ARMSTRONG? >> I AM HIGHLY CONCERNED -- I AM ALMOST FINISHED -- I'M HIGHLY CONCERNED WE ARE ADDING POSITIONS IN A TIME OF DECLINING ENROLLMENT INSTEAD OF LOOKING OUT FUNDS TO SUPPORT FUTURE NEEDS , AND THAT IS AN EXAMPLE OF ME NOT FEELING COMFORTABLE AND ASKING THE COMMUNITY TO PROVIDE FUNDING WHEN WE ARE NOT ADJUSTING. WE NEED TO LOOK. A LOT OF CHAINS ARE GOING OFF RIGHT NOW. I'M CONCERNED, WITHOUT OUR DUE DILIGENCE, WE ARE GETTING AHEAD OF OURSELVES, BECAUSE A BOND ITSELF -- WILL IT HAVE THE NEEDS WE HAVE STATED BEFORE? I AM GOING TO ADDRESS EVERYTHING.
YOU KNOW? LET ME KNOW, HOW MANY BUILDINGS ARE WE GOING TO ERECT? YOU KNOW, EVEN ONE BUILDING -- STILL STRUCTURALLY SOUND, AS OLD AS IT WAS. SO, THAT IS THEM, THAT IS ME, MAKE A WISH LIST. I KNOW WE DID THAT BEFORE, STAGE ONE, TWO, THREE, MAKE A WISH LIST THAT MS. ARMSTRONG?
>> NO. THANK YOU SO MUCH. THANK YOU SO MUCH.
>> NO. I'M GOING TO LET YOU CONTINUE, BUT I JUST WANTED TO MAKE SURE WE ARE ON THE SAME PAGE WITH THIS. TONIGHT IS THE LAST NIGHT IN ORDER TO PUT IT ON THE BOND. IT HAS TO BE TURNED IN TOMORROW. I APPRECIATE -- I REALLY DO APPRECIATE THE FACT THAT YOU SAY, YOU KNOW THAT YOU AGREE THAT THERE IS A NEED, AND YOU ARE NOT SAYING, NO. I APPRECIATE THAT, BUT TONIGHT, WE VOTE ON THE RESOLUTION, AND THEY TAKE IT TO THE REGISTRAR TOMORROW. TOMORROW IS THE
DEADLINE. >> AND I APPRECIATE THAT TOO. I APPRECIATE EVERYTHING -- THE CONVERSATIONS -- EVEN AS IT GOT HEATED. I APPRECIATE ALL OF THAT. YOU GOING TO CALL THE VOTE, PRESIDENT? CALL THE VOTE.
>> I'M NOT PREPARED TO CALL THE VOTE JUST YET, BECAUSE I HAVE ONE MORE THING, AND THEN WE TO GET TO THE VOTE. BUT IF YOU ARE FINISHED -- DID YOU WANT TO CONTINUE?
>> PRESIDENT , THANK YOU FOR GIVING ME AN OPPORTUNITY TO FINISH, BUT I'M FINISHED. IT IS JUST THAT, AGAIN, LIKE YOU SAID, THERE'S RESPECT. I JUST DON'T WANT TO BE LABELED AS I SHOULD BE ASHAMED, OR I AM CRAZY, I AM WRONG, ALL THAT KIND OF STUFF. YOU KNOW? I REALLY DO BELIEVE, YES, MAKE A WISH LIST. LET'S REALLY DETERMINE , WHAT ARE WE REALLY GOING TO DO ? WHAT ARE WE REALLY GOING TO DO? I'M
[02:40:03]
TELLING YOU, YOU MENTIONED THE PREVIOUS SUPERINTENDENT, PREVIOUS SUPERINTENDENT -- I SAID I WAS FINISHED, MY GOODNESS -- PREVIOUS SUPERINTENDENT WENT ON A RANT TALKING ABOUT HOW BADLY OUR SCHOOLS ARE. I JUST LOOK AT SOME OF OUR SCHOOLS -- THEY WERE RAGGEDY WHEN HE SAID IT -- AND I TALKED TO HIM ABOUT IT. A REALLY PROUD COMMUNITY, WE ARE PROUD THAT WE DON'T HAVE TO GO OUT FOR A BOND EVERY TIME YOU WANT TO DO SOMETHING. WE CAN MAKE ADJUSTMENTS WITHIN THE DISTRICT, BAIL OUR RESERVES, AND USE OUR RESERVES LIKE WE ARE USING NOW SO, ANYWAY, I'M NOT SAYING, WE DON'T NEED A BOND . I AM JUST SAYING, AT THIS POINT -- AFTER TALKING TO A LOT OF PEOPLE -- EVERYBODY HAS TALKED TO A LOT OF FOLKS -- I HAVE TALKED TO THOUSANDS? NO, I HAVEN'T. HOWEVER, I AM DONE.THANK YOU SO MUCH RESIDENT CRIHFIELD.
>> YOU ARE WELCOME. I THINK IT IS AN IMPORTANT CONVERSATION. I DON'T WANT ANYBODY TO FEEL LIKE THEY DIDN'T SAY SOMETHING THEY WANTED TO SAY. ONE THING I WILL SAY, I THINK WE ALL KNOW THAT THE REAL VALUE OF DISTRICT LIES IN THE PEOPLE. ALL THE TEACHERS, THE STAFF, ESPECIALLY OUR STUDENTS, BUT I THINK THE CONDITIONS THAT WE PROVIDE THEM ON A STATEMENT OF APPRECIATION FOR THE WORK BEING DONE INSIDE THOSE WALLS, AND I THINK -- I KNOW I HEAR LOUD AND CLEAR THAT THERE IS A NEED FOR THIS FUNDING. I THINK THAT IF WE WERE TO LOOK INTO THE FUTURE, AND NOT HAVE THIS FUNDING, AND THEN ALSO MISS OUT ON MATCHING FUNDS WHEN OTHER DISTRICTS ARE ABLE TO BENEFIT FROM THOSE FUNDS, THE TAXPAYERS -- IF THE STATE BOND PASSES, YOU ARE GOING TO BE PAYING THAT, AND IF WE DON'T HAVE MATCHING FUNDS, EVEN THAT IS GOING TO HAVE MINIMAL IMPACT ON YOUR COMMUNITY, AND WHAT I'M HERE TO REPRESENT IS OUR COMMITTEE.
I AM A PARENT IN THIS DISTRICT. I CARE ABOUT THE LEARNING ENVIRONMENT OF MY CHILD, AND ALL OF OUR KIDS, AND I THINK THAT, WHEN WE MAKE THESE DECISIONS -- I AM NOT GOING TO ENGAGE IN ANY PERSONAL ATTACK, BECAUSE I HONESTLY BELIEVE THAT ANYBODY WHO SERVES IN A SCHOOL BOARD -- FOR HOW MUCH FUN IT IS -- YOU HAVE GOT TO BE DOING FOR THE RIGHT REASONS, AND YOU HAVE GOT TO BE A GOOD PERSON. I WILL NOT GET INTO THE NEGATIVE STUFF, BUT I DO THINK THAT WE HAVE HEARD, LOUD AND CLEAR, THE NEED, YOU KNOW, AND IT WASN'T TOO LONG AGO, THE PREVIOUS SUPERINTENDENT , YOU KNOW, WE WERE IN FAVOR OF A BOND, AND NOW, I UNDERSTAND DYNAMICS HAVE CHANGED , BUT I DON'T WANT ADULT CONFLICT TO BE TAKEN OUT ON THE KIDS , AND THAT IS WHAT I SEE HAPPENING NOW, AND IT IS A SHAME. THAT IS ALL I WILL SAY. I AM GOING TO GO RUNNING. IF ANYBODY HAS ANYTHING LEFT TO SAY, I WILL GIVE YOU AN OPPORTUNITY, THEN WILL CALL FOR
THE BOAT. >> I AM ONE MORE THING. ONE, I DO NOT ATTACK ANYBODY PERSONALLY. I DIDN'T CALL ANYBODY CRAZY. I THINK THE DECISION IS CRAZY AND IT IS SHAMEFUL TO NOT ALLOW PEOPLE TO VOTE. IF YOU TAKE THAT AS I'M SPEAKING TO YOU, THEN MAYBE YOU FEEL THAT WAY, BUT YOU'RE TALKING ABOUT DUE DILIGENCE. MY LAST COMMENT IS BECAUSE I SAY THIS ISN'T GOING ANYWHERE. AGAIN, I FEEL LIKE YOU, THIS IS AWFUL. I FEEL SO HORRIBLE FOR OUR COMMUNITY IF THIS DOESN'T PASS. BUT YOU'RE TALKING ABOUT DUE DILIGENCE WITH A WISH LIST.
AGAIN, AUGUST 2023, WE STARTED THE PLAN, FACILITIES PLANS, WE APPROVED THE PLAN AND DISCUSSED THAT PLAN. IT SEEMS TO ME THAT, AT 8:55 ON THE NIGHT WE VOTE FOR IT WHEN IT IS DUE TOMORROW, TO ASK FOR A WISH LIST -- IF YOU ARE TALKING ABOUT DUE DILIGENCE, I THINK SO MIKE COLLEAGUES SHOULD HAVE DONE THEIR DUE DILIGENCE A LONG TIME AGO AND ASKED FOR THIS LIST IF THIS WAS SUCH A DIEHARD THING ON YOUR BOAT. IF YOU ARE NOT GOING TO VOTE WITHOUT THIS WISH LIST, THEN WHY ARE WE TALKING ABOUT IT AT 8:50 ON THURSDAY NIGHT? THAT DOES NOT MAKE SENSE TO ME. AGAIN, IF YOU TAKE MY COMMENTS TOWARDS YOU , ANYBODY, NOT JUST HERE AT BELLA BOND UNIFIED , DOESN'T ALLOW THEIR COMMUNITY TO VOTE, IT IS SHAMEFUL , PERIOD. THANK YOU. I
CALLED FOR THE VOTE. >> THANK YOU, MISS STEWART. IS
THAT AN OLD ON THE NEW ? >> I DID PUT MY HAND UP.
>> MS. ARMSTRONG, THERE IS A CALL TO THE VOTE.
>> I CALLED FOR IT. IT IS OKAY. GET IT OVER WITH.
>> NO. GO FOR IT. >> HOW ARE YOU?
>> I'M PRETTY EVEN-TEMPERED. I APPRECIATE THE PASSION FROM EVERYBODY, BUT WE STILL NEED TO REMEMBER THAT , YOU KNOW, WE
[02:45:04]
ARE AN EXAMPLE FOR OUR CHILDREN , AND I HAVE BEEN SAYING, I STILL DON'T THINK , LIKE, IN TWO YEARS, WE CAN STILL DO THIS. WE CAN STILL DO THIS. OUR SCHOOLS LOOK GOOD. OUR SCHOOLS ARE NOT RAGGEDY. WE DON'T HAVE THOSE KINDS OF BUILDINGS. WE HAVE HARD-WORKING PEOPLE, WE HAVE PROUD PEOPLE, AND WE DON'T HAVE TO RELY ON A BOND TO KEEP OUR FACILITIES .>> YOU ARE RIGHT. A BOND -- ABOUT OUR FACILITIES -- ANYWAY,
YEAH, CALL THAT BOAT. >> I WANT TO END OUT, THE LAST BOND FOR THIS DISTRICT MADE, THERE WAS NO MASTER PLAN.
LESSON DUE DILIGENCE ON THE LAST BOND, WHICH, FOR THE CURRENT BOARD MEMBERS, WAS ON THAT BOND OFFICE ON THE BOARD -- AND WE'RE PREPARED FOR THIS ONE AND HAVE HEARD MORE OF THE NEED ON THIS ONE. SO, YOU KNOW , I AM ONE WHERE I CAN DISAGREE RESPECTFULLY. I REALLY DO -- I DON'T TAKE IT PERSONAL, BUT THERE'S A PART OF ME , JUST BEING A FATHER IN THE DISTRICT -- JUST HEARING THAT OUR FACILITIES ARE GREAT, WE DON'T NEED IT, EVEN THOUGH STAFF IS SAYING WE DO -- IT DOES BOTHER ME, BUT THERE HAS BEEN A CALL FOR THE VOTE. WE WILL MOVE FORWARD WITH THAT -- AND WHAT WAS IT? WHAT WAS IT? OH .
>> I DID HAVE MY HAND UP. >> OKAY.
>> I AM GOOD. THE DISTRICT -- OH, MY GOODNESS. ANYWAY -- DO
WHAT YOU HAVE TO, PRESIDENT. >> THANK YOU, MS. ARMSTRONG.
AND MS. STEWART? >> LAST COMMENT. WE CAN DO THIS IN TWO YEARS. YOU ARE RIGHT. WE CAN DO THIS IN TWO OR FOUR YEARS, BUT IF THAT MATCHING BOND PASSES, AND YOU WILL HAVE OPPORTUNITIES TO GET THAT MATCHING MONEY , THAT IS ON THE PEOPLE, AND THE LIST HASN'T EVEN COME OUT, BECAUSE IT IS NOT EVEN ON THE BALLOT YET, SO --
>> YOU KNOW WHAT? >> I AM NOT FINISHED TALKING .
>> MS. ARMSTRONG, LET'S LET EACH OF THE FINISHED TALKING.
MS. ARMSTRONG, LET'S FINISH TALKING.
>> I'M SORRY. >> I WILL CALL ON YOU. MS.
STEWART, PLEASE CONTINUE. >> YOU TOLD US LAST TIME, OUR CONSULTANTS, YOU CAN'T GET ON THE LIST UNTIL THE BOND PASSES, BECAUSE IT'LL HAVE A LIST, BECAUSE THEY DON'T KNOW IF THE BOND HAS PASSED. I DON'T UNDERSTAND THAT WON. AGAIN, IF THE BOND PASSES AND WE ARE ON THIS BALLOT FOR VOTERS TO DECIDE, WE HAVE ZERO OPPORTUNITIES OF GETTING ANYTHING MATCHING ZERO. JUST REMEMBER THAT. AGAIN, WE HAVE ZERO OPPORTUNITIES IF WE DON'T ALLOW OUR COMMUNITY TO VOTE.
>> THANK YOU, MS. STEWART. MS. AZEVEDO, ANYTHING YOU WANT TO
ADD? >> YES. THANK YOU FOR THE OPPORTUNITY. I HAVE HER DOES BOTH SIDES. I AM LISTENING TO ALL OF YOU SPEAK. AS I AM LISTENING TO YOU SPEAK, AS I'M LISTENING TO THE AUDIENCE ON THE OTHER SIDE, INSIDE, I AM LISTENING TO MY HEART CRYING OUT FOR THESE KIDS WHO , WE HAVE DONE AN OUTSTANDING JOB. YOUR FACILITIES TEAM DOES AN OUTSTANDING JOB KEEPING UP , USING THE FUNDS THAT WE HAVE .
THEY HATE WHEN THEY CAN. THEY FIX YOUR GROUNDS WHEN THEY CAN.
WE PUT IN NEW PLAYGROUNDS WHEN WE CAN, BUT REALIZE, THAT'S ONE-PIECE AT A TIME . I FEEL LIKE I CAN SPEAK TO THIS, BECAUSE YOU KNOW THAT I HAVE WRITTEN GRANTS YEAR-AFTER-YEAR- AFTER-YEAR FOR SEVEN YEARS TO FIX ONE CLASSROOM AT A TIME.
THAT IS ALL I COULD DO. $1 MILLION AT A TIME WILL FIX ONE DIG REALLY COOL CLASSROOM FOR KIDS. YOU ARE RIGHT. YOU ARE RIGHT. THEY DO LEAVE US SOMETIMES BECAUSE THEY CAN'T AFFORD TO LIVE HERE. SOMETIMES, THEY ALSO LEAVE US BECAUSE WE ARE NOT ABLE TO OFFER THE SAME THING THAT SOMEONE ELSE IS DOWN THE STREET. YOU HAVE TO THINK ABOUT BOTH SIDES, PLEASE, FOR YOUR CHILDREN, AND YOU ARE NOT MAKING THE DECISION FOR THE TAXPAYER. THEY ARE. YOU ARE JUST, TONIGHT, ALLOWING THEM TO DO THAT. SO, THAT IS MY TWO CENTS FOR TONIGHT. I CAN HEAR ALL SIDES. I'M LISTENING TO WHAT IS GOING ON , BUT OUR JOB -- ALL OF US, RIGHT HERE -- IS TO BE HERE FOR THE KIDS. I UNDERSTAND THAT WE REPRESENT THE COMMUNITY , BUT OUR JOB IS FOR THE KIDS. THEY ARE SUPPOSED TO COME FIRST. THANK YOU FOR
[02:50:01]
LETTING ME SPEAK. >> THANK YOU MS. AZEVEDO. ALL RIGHT. I WILL NOW ENTERTAIN A MOTION .
>> I MOVED TO APPROVE . >> DO I HAVE A SECOND?
>> SECOND. >> OKAY. I WILL GO AHEAD AND
CALL THE ROLL. MS. STEWART? >> AYE.
>> I VOTE YES, AND MS. ARMSTRONG?
>> NO. >> ALL RIGHT. THE MOTION DOES NOT PASS. HE WILL NOT BE PUTTING A BOND ON THE BALLOT.
[12. CONSENT AGENDA]
YEAH. OKAY. MOVING ON TO CONSENT AGENDA, DO WE HAVE ANY ITEMS TO HOLD FROM THE CONSENT AGENDA THIS EVENING? DO I HAVE A MOTION TO APPROVE THE CONSENT AGENDA WITHOUT HOLDING ITEMS?>> APPROVE. >> DO I HAVE A SECOND?
>> SECOND . >> ROLL CALL, PLEASE.
>> CAN YOU CLARIFY WHO GAVE THE SECOND?
>> MS. STEWART? >> JUST THE WITH HER FIRST.
>> PLEASE NOTE, DR. ELHESSEN IS LEAVING AT 9:03 . ROLL CALL,
[13. BOARD COMMUNICATIONS]
>> AYE . ALL RIGHT. NOW, WE WILL MOVE ON TO BOARD COMMUNICATIONS . BOARD MEMBER ARMSTRONG , TAKE IT AWAY.
>> THANK YOU, PRESIDENT CRIHFIELD. THIS FROM THE PAST TWO WEEKS, I DIDN'T GET A CHANCE TO REPORT LAST TIME -- BUT I PARTICIPATED IN A CONFERENCE FOR THE FILLABLE NUMBER -- BOARD MEMBER STEWART -- WITH THE CALIFORNIA ASSOCIATION -- WE WERE PLAYING WITH THIS YEAR'S THEME OF BACK TO THE BASICS, BASICALLY, TALKING ABOUT THE ROOT CAUSES , AND INTERVENTIONS. WE WERE INVITED, AS SCHOOL LEADERS, TO DELVE DEEPER INTO THE ISSUES IMPACTING BLACK STUDENTS, AS WELL AS EMERGENT EFFECTIVE RESPONSES TO ISSUES. I CHOOSE TO ATTEND WORKSHOPS THAT FOCUS ON WOMEN EMPOWERMENT, AND DR.
LESLIE FENWICK LED A DISCUSSION ABOUT UNTOLD STORIES OF BLACK PRINCIPALS AND TEACHERS ' LEADERSHIP , AND THE TITLE OF THE BOOK IS "JIM CROW'S PIZZA." INTERESTING NAME.
ANOTHER BY THE NAME OF -- THE ORIGIN OF OUR DISCONTENTS , AND THE TITLE OF HER BOOK IS " PAST." SINCE 1950 FOR ABOUT 70 YEARS SINCE THE PROGRESS OF BROWN VS. BOARD OF EDUCATION, AND NOW, AN AGENDA , AS ESTABLISHED FOR RESEARCHERS AND NATIONAL LEADERS -- LEGISLATORS, EDUCATORS, AND IMMUNITY LEADERS AND OTHERS -- TO COME TOGETHER TO ACTUALLY REALIZE THE IMPORTANCE OF HELPING EACH CHILD . MANY OF OUR CHILDREN ARE EXPERIENCING THE HOPELESSNESS THAT THEY MAY NEVER GET OUT OF. SO, UNTIL RECENTLY, FINALLY MET MS. BRIDGES, AND THERE ARE SO MANY INTERESTING FACTS AND THINGS ABOUT HER , AND ONE INTERESTING FACT, SHE ACTUALLY RETURNED TO THE ROOM IN WHICH SHE INTEGRATED AND BECAME A VOLUNTEER PARENT/LIAISON PARTNER. AND SO, GETTING PARENTS INVOLVED IS A PARAMOUNT IMPORTANCE TO HER . NOW, AS A PARENT IN MY TRAVELS -- WITH THAT -- I WILL SAY, EVERYONE, BACK TO SCHOOL , AND I HOPE EVERYONE IS EXCITED ABOUT WHAT YOU CAN BRING, AND WE BROUGHT INTO THE BUSD FAMILY, ANY NEW STAFF MEMBERS, AND I WELCOME YOU, AND I HOPE THAT YOU FIND THAT BELLFLOWER UNIFIED SCHOOL
[02:55:04]
DISTRICT IS WHERE YOU BELONG. OKAY? ALSO, MAKE NOTE , I'M ALSO A TEACHER, IF I HAVE NOT MET YOU, I WILL YOU LATER.OKAY? BECAUSE I HAVE TO WORK. ALL RIGHT. THANK YOU. THAT IS
IT. >> THANK YOU, BOARD MEMBER
ARMSTRONG. BOARD CLERK GARZA? >> THANK YOU, PRESIDENT CRIHFIELD. SORRY. I WILL HAVE TO TALK ABOUT THIS . I HAVE BEEN DISAPPOINTED SEVERAL TIMES . HAVING BEEN PUT ON THIS DAIS BEFORE , NEVER HAVE I EVER FELT THIS BAD OR DISAPPOINTED IN A DECISION THAT OUR BOARD HAS MADE. IT WAS IN HARM . PLACE IT ON THE BALLOT. LET THE PEOPLE DECIDE. I'M SORRY , I AM EMOTIONAL HERE BECAUSE IT MOVES ME TO TEARS THAT WE HAVE BOARD MEMBERS ADVOCATING FOR THE SAME THING , AND BOARD MEMBER ARMSTRONG, YOU JUST TALKED ABOUT GIVING OUR KIDS A CHANCE TO HAVE EQUITY AND HAVE THESE PROGRAMS IN PLACE THAT CAN'T HELP THEM , A BOND WOULD LET THAT, BUT NOW YOU HAVE DECIDED THAT THAT IS NOT EVEN A CHOICE YOU ARE GOING TO BE GIVING
THEM. >> I'M GOING TO RESPOND TO
THAT. >> I'M SORRY. I'M SORRY.
>> DON'T PROJECT YOUR FEELINGS ON TO ME.
>> WE ARE NOT GOING TO -- WE ARE NOT GOING TO START RESPONDING -- IT IS JUST A SLIPPERY -- JUST --
>> IT IS MY COMMENTS. YOU AND I CAN TALK LATER. BUT I'M GIVING A COMMENT TO HOW I FELT THIS HAPPENED, OR WHAT JUST HAPPENED. YOU KNOW, FORTUNATELY -- NOT IN THAT POSITION -- SO, YES, WE WILL HAVE TO MAKE VERY DIFFICULT DECISIONS IN THE YEARS AHEAD. MAYBE SOME THAT WE WOULDN'T HAVE HAD TO MAKE .
YOU KNOW , I'M ABSOLUTELY STILL HERE -- WE WORK WITH EVERYONE -- ESPECIALLY FOR OUR KIDS, BOARD MEMBER AZEVEDO, YOU ARE RIGHT, THAT SHOULD BE OUR STAR. ON ANOTHER NOTE, WELCOME TO ALL OF OUR NEW PRINCIPLES, AP 'S, OUR NEW STAFF, AND WELCOME BACK TO OUR SUCH HARD-WORKING TEACHERS , AND SUPPORT TEAMS . YOU ARE THE BACKBONE OF OUR DISTRICTS , AND THE KIDS THRIVE BECAUSE OF YOU. DON'T FORGET THAT. WE APPRECIATE YOU SO MUCH. HAVE A NICE NIGHT.
>> THANK YOU, BOARD CLERK GARZA. VICE PRESIDENT STEWART?
>> THANK YOU, PRESIDENT CRIHFIELD. GOOD EVENING. SINCE LAST MEETING, I ATTENDED THE CALIFORNIA ASSOCIATION OF BLACK EDUCATORS CONFERENCE. I ATTENDED WORKSHOPS ON CHRONIC ABSENTEEISM AND LITERACY PROGRAMS. ONE THAT THEY STARTED IN RIALTO, REALLY COOL TO SEE. IT WAS REALLY NICE TO LEARN ABOUT SOME OF THE THINGS I THINK ARE IMPORTANT TO KIDS IN EDUCATION. I BELIEVE WE NEED TO LOOK AT AN EQUITY STRATEGIC PLAN, AND I WILL CONTINUE TO RESEARCH ON THAT AND HOPEFULLY BRING THAT FORWARD I'M REALLY EXCITED TO ATTEND SOME OF THEIR NEXT CONFERENCES. I MET WITH SUPERINTENDENT ACEVEDO AND PRESIDENT CRIHFIELD AND SPOKE WITH A LOT OF LOCAL AND STATE LEADERS SATURDAY, BASICALLY JUST ON EDUCATION, WHAT WE NEED FOR OUR KIDS. IRONICALLY, MONEY FOR FACILITIES . BUT I TALKED TO A LOT OF PEOPLE, INCLUDING ADAM SCHIFF, ROBEL GARCIA, STATE SENATOR TOM MALMBERG, AND IT WAS REALLY NICE TO HEAR THEM JUST FEEL IMPORTANT AND TALK ABOUT EDUCATION WITH THEM.
STOPPED BY TRAINING AT THE DISTRICT OFFICE, ONLY THERE FOR ABOUT 45 MINUTES, WHICH WAS GREAT, BUT THEY WERE EXPLAINING ENGAGEMENT STRATEGIES FOR OUR K-3 STUDENTS. WHEN EDDIE I HAD WHICH I THOUGHT WAS AWESOME COMING BACK INTO THE NEW SCHOOL YEAR -- SHE TALKED ABOUT IMPLEMENTING PEER TUTORING AT THE K-6 LEVEL WITH FOURTH AND SIXTH GRADERS TUTORING FIRST AND SECOND GRADERS. I THINK IT IS SOMETHING MAYBE SOME OF THE PRINCIPLES WATCHING ARMENIANS MY THINK ABOUT, BECAUSE I THINK IT IS A GREAT WAY TO GET KIDS TO HELP EACH OTHER.I HAVE ALWAYS BEEN TAUGHT, IF YOU CAN TEACH SOMETHING, THEN YOU UNDERSTAND IT. TO HAVE SOME OF OUR YOUNGER KIDS TEACHING TO
[03:00:02]
EVEN YOUNGER KIDS , I THINK IT WOULD BE A GREAT STRATEGY TO USE. TODAY WAS MY FIRST DAY BACK TO SCHOOL. SO, I HOPE EVERYONE HAS AN AMAZING 2024- '25 SCHOOL YEAR. I KNOW THERE ARE CONCERNS REGARDING MY ORGANIZATION. I HAVE GONE THOSE CALLS AND EMAILS. I REALLY HOPE THAT THAT GOES BETTER THIS YEAR, AND IF ANYTHING, WE JUST CONTINUE TO COMMUNICATE AS EFFECTIVELY AND AS OFTEN AS WE CAN TO MAKE THIS PROCEDURE AS SMOOTH AS WE POSSIBLY CAN THIS YEAR. LASTLY, I WOULD STILL LIKE TO ASK FOR THE INFORMATION REGARDING THE FORENSIC AUDIT .I KNOW WE KIND OF PUT THAT ON HOLD, BUT I THINK THAT IS SOMETHING THAT IS GREAT FOR US TO LOOK AT. THEN, LIKE MY COLLEAGUE, TOO, I WOULD LIKE TO SAY THAT I AM SO DISAPPOINTED AND SAD. I'M VERY SOLUTION-ORIENTED. AGAIN, FOR COMMUNITY MEMBERS LISTENING, FOR ALL OF YOU GUYS THAT WANTED THIS ON THE BALLOT, ANYTIME SOMETHING, EVEN AS FAR AS ALLOWING YOURSELF TO VOTE -- COMES UP TO THIS, YOU BETTER BE THERE TALKING, BECAUSE , IT WILL NOT WORK IF WE ARE JUST THE ONES SAYING IT .YOU CAN SEE THAT. DECISIONS MIGHT NOT BE MADE THAT ARE BEST FOR OUR STUDENTS, AND THE ONLY WAY IS FOR YOU GUYS, AS MANY MEMBERS, TO COME UP AND TALK BECAUSE I DO FEEL , EVERYONE I TALKED TO WOULD HAVE COME UP AND TALK TONIGHT ABOUT WHAT I WANTED TO SEE ON THE BALLOT, MAYBE HE WOULD HAVE MADE A DIFFERENCE. MAYBE. I DON'T KNOW. BUT, IN MY MIND, IT IS A PROBLEM AND HARMFUL. I FEEL THE SAME SENTIMENTS. AT THIS POINT, I WOULD LIKE TO CRY TOO. ALL WE DID WAS WRONG KIDS TONIGHT. ALL WE DID WAS ROB OUR KIDS. YOU RESPOND TO THOSE EMAILS FROM THE COURSE TEACHERS, TELLING THEM, WITH KNOW MONEY FOR THE CHAIRS. THE SAND VOLLEYBALL PIT, THE KIDS BUFFALO WANTED, YOU HAVE TO TELL, THAT IS NOT HAPPENING. FOR ME, THE ONLY SOLUTION IS TO VOTE. YOU ELECT PEOPLE. VOTE . DO NOT VOTE FOR SOMEBODY WHO WAS NOT GOING TO ALLOW YOU TO VOTE YOURSELF. ELECTIONS COME UP IN NOVEMBER .
THEY COME UP IN 2026. VOTE. USE YOUR VOICE THAT WAY. SO PEOPLE YOU DON'T AGREE WITH THE THINGS THEY'RE DOING. THAT IS THE ONLY WAY TO WIN. THANK YOU SO MUCH.
>> THANK YOU, VICE PRESIDENT STEWART. I, TOO, AND REALLY EXCITED ABOUT THE DISTRICT -WIDE BREAKFAST THIS YEAR. I HEARD FROM A LOT OF FACULTY THAT THEY ENJOYED IT IN THE PAST. NOT SURE WHY YOU WENT AWAY. I'M GUESSING, POSITIVE -- COULD BE A FACTOR. THESE EVENTS CAN BE PRIVY, BUT IT IS IMPORTANT TO ASK WHAT IS THE VALUE OF HAVING A POSITIVE CULTURE IN THE DISTRICT, HOW DOES IT MEAN SO MUCH FOR THE TEACHERS AND STAFF, THE PEOPLE WHO, WITH THE KIDS ORIGINAL DAY, FEEL APPRECIATED AND PART OF SOMETHING BIGGER. IT IS EASIER TO TALK ABOUT WANTING A BETTER CAMPUS CULTURE , BUT ACTUALLY CREATING THOSE OPPORTUNITIES FOR CONNECTION AND TEAMBUILDING TAKES A LOT OF EFFORT. IT IS HARD TO PUT A NUMBER ON HOW MUCH IT MATTERS TO HAVE OUR STAFF FEEL LIKE THEY BELONG , BUT WHEN IT COMES TO PAYING FOR SOMETHING LIKE A BREAKFAST, TO ME, IT IS A NO-BRAINER. THE IDEA TO BRING IT BACK CAME FROM LISA AZEVEDO, AND WHEN SHE BROUGHT IT UP TO ME, IT MADE SO MUCH SENSE, AND I JUST WANT TO SAY, THANK YOU TO YOU AND YOUR STAFF. THANK YOU, DR. SMITH, BONNIE, EVERYBODY, FOR ALL THE WORK THAT GOES INTO THAT. TIKTOK ANYBODY THAT PUTS ON EVENTS. I KNOW IT IS A LOT THAT GOES ON TO IT. YOU HAVE DONE AMAZING WORK , AND I'M REALLY LOOKING FORWARD TO AND AM EXCITED FOR ALL OF OUR FACULTY AND STAFF TO ENJOY, AND HOPEFULLY, ANTHONY, HOPEFULLY YOU CAN ENJOY IT A LITTLE BIT I DO THAT AT THE COLLEGE TOO. WHEN I HAD CLASSIFIED APPRECIATION, LIKE, HEY, BRAD, YOU HAVE GOT TO GO, MAN. BUT IT IS NICE BEING IN THOSE SPACES, AND I APPRECIATE THE WORK THAT YOU DO WANT EVERYBODY -- YEAH -- KIND OF GETS TO ENJOY. SO, THANK YOU. I AM REALLY UPSET. I AM SAD. I OWN WHAT HAPPENED TONIGHT THOUGH. THIS IS NOT A FAILURE OF OUR STAFF AND WHAT GOES INTO IT. THERE WAS A LOT OF EFFORT THAT WENT INTO GETTING US INTO THE BEST POSITION POSSIBLE TO MAKE THE BEST DECISION POSSIBLE , AND YOU ALL DID EVERYTHING YOU COULD. THIS IS A FAILURE OF OUR BOARD. WE FAILED OUR KIDS TODAY. THIS IS THE FIRST TIME I HAVE BEEN SAD AT THIS DAIS. I AM DISAPPOINTED, NOT BECAUSE I DISAGREE WITH ANYBODY, NOT BECAUSE THEY DIDN'T HAVE SOME REASONS, BUT WHERE PEOPLE'S HEARTS WERE TONIGHT WERE IN THE PLACE THAT IS GOING TO BEST SERVE OUR KIDS, AND IT IS REALLY SAD . THAT IS ALL I'M GOING TO SAY. WE WILL MOVE ON, WE WILL MOVE FORWARD, WE WILL HAVE A GREAT BREAKFAST. WE WILL CHARGE FORWARD TOGETHER. I'M VERY EXCITED ABOUT THIS SCHOOL YEAR. WE DO HAVE GREAT THINGS HAPPENING, JUST LIKE PATRICK AND TEAM SHOWED TODAY. WE HAVE
[03:05:08]
A LOT TO CELEBRATE, A LOT TO BE EXCITED ABOUT GOING FORWARD.HEY, THIS WAS A LEARNING EXPERIENCE FOR EVERYBODY, AND I KNOW WE WILL BE STRONGER FOR IT IN THE LONG RUN. HAVE A GREAT IS NOT FINISHING THE MEETING -- I WAS GOING TO SAY, BYE --
[14. INFORMATIONAL ITEMS]
FORGOT WE WERE AT A MEETING. ALL RIGHT. INFORMATIONAL ITEMS. DOES THE BOARD HAVE ANY QUESTIONS REGARDING THE INFORMATIONAL ITEMS THIS EVENING? NO? IF THERE IS NO OBJECTIONS, THIS MEETING IS ADJOURNED AT 9:17 P.M. UNTIL THE REGULAR BOARD MEETING TO BE HELD ON THURSDAY, AUGUST 22ND,
