>> SURE. >> YOU MAY BEGIN.

>> OKAY, BEGINNING. MY NAME IS LISA. I CURRENTLY SERVE AS THE INTERIM SUPERVISOR FOR THE BELLFLOWER UNIFIED SCHOOL DISTRICT. I WOULD LIKE TO THANK THE COUNTY COMMISSION ON DISTRICT ORGANIZATION FOR JOINING US THIS EVENING. WE REALIZE YOUR TIME IS PRECIOUS, AND WE APPRECIATE YOUR TIME AND DEDICATION TO THIS OPPORTUNITY. WE UNDERSTAND, OBVIOUSLY, THIS IS A VERY EXTREMELY BUSY TIME OF YEAR, AND WE ARE GOING TO PRESENT TO YOU THE PROCESS WE HAVE TAKEN WITH OUR DISTRICT.

WE BEGAN THIS PROCESS IN FEBRUARY WITH A BOARD DISCUSSION ITEM . IN MARCH OUR BOARD PER WAS PROVIDED A PRESENTATION REGARDING COMPLIANCE, AND IN APRIL THEY APPROVED A RESOLUTION OF INTENT TO TRANSITION TO BY TRUSTEE AREA. WHAT I'M GOING TO SHARE WITH YOU TONIGHT IS INFORMATION AND PROCESS WE TOOK TO SUPPORT WITHIN OUR COMMUNITY. VERY BRIEF BACKGROUND ABOUT BELLFLOWER UNIFIED SCHOOL DISTRICT. 10 ELEMENTARY SCHOOLS THAT SERVE STUDENTS AND K-6, SEVEN THROUGH 12, CONTINUATION, -- INDEPENDENT STUDY ACADEMY. I GIVE YOU A TOTAL A GRAND TOTAL OF 15 SCHOOLS. WE HAVE OVER 1000 CERTIFICATED AND CLASSIFIED STAFF. OUR TOTAL ENROLLMENT CURRENTLY A LITTLE OVER 9800 STUDENTS. A LITTLE OVER 79% OF THE STUDENTS ARE A CD OR SOCIOECONOMICALLY DISADVANTAGED. 17% ENGLISH LEARNER. CLOSE TO A PERCENT OF FOSTER YOUTH, 2.3 HOMELESS. A LITTLE MORE THAN 16% STUDENTS WITH DISABILITIES. YOU CAN SEE OUR ETHNIC NOUN IN THE RIGHT-HAND CORNER GRAPH. WITHIN OUR DISTRICT, WE HAVE SPECIAL PROGRAMS AND SERVICES, AS WELL AS DISTINGUISHED AWARDS IN A INUNDATIONS. I'M NOT GOING TO READ ALL OF THOSE TO YOU, BUT I WILL HIGHLIGHT A FEW OF THEM . SPECIALTY PROGRAMS AND SERVICES WE PROVIDE, WE OBVIOUSLY PROVIDE TITLE I FUNDING FOR OUR SCHOOLS, WE HAVE LOTS OF PROFESSIONAL DEVELOPMENT. WE FOCUS ON MTS AS , MULTITIERED SYSTEM OF SUPPORT FOR OUR STUDENTS. WE HAVE ELEMENTARY MUSIC PROGRAMS, DUAL IMMERSION SPANISH , WE HAVE ONE OF OUR SCHOOLS THAT IS TRANSITIONING TO A DI SCHOOL. WE HAVE COUNSELING AND MENTAL HEALTH SERVICES FOR ALL OF OUR STUDENTS. SPECIAL EDUCATION INDEPENDENT STUDY ACADEMY. SOME OF OUR -- DISTINGUISH AWARDS AND ACCREDITATIONS. FIVE TITLE I ACHIEVEMENT SCHOOLS. ALL OF OUR HIGH SCHOOLS, RIGHT NOW, HAVE THEIR SIX YEAR ACCREDITATION, WHICH IS A HUGE FEET. AGAIN, OUR INDEPENDENT STUDY ACADEMY HAS ALSO GONE THROUGH THAT ACCREDITATION. OUR DISTRICT DEMOGRAPHICS, I'M GOING TO TURN THAT OVER TO DOUG FROM N D.C. DOUG JOHNSON IS GOING TO PRESENT WITH ME. I'M GOING TO ASK DOUG TO COME UP AND --

>> BRIEFLY, YOU'VE SEEN SLIDES LIKE THIS BEFORE. IT'S A VERY DIVERSE THIS -- DISTRICT. JUST OVER HALF OF THE TOTAL POPULATION IS HISPANIC AND LATINO. YOU CAN SEE THEN THE TOP LEFT, TOTAL POPULATION. PLURALITY OF THE VOTING AGES, ELIGIBLE VOTERS , 46%. WE DO HAVE A LOT OF LANGUAGE SPOKEN AT HOME , A LITTLE OVER A THIRD IS SPANISH SPOKEN AT HOME.

IT'S A VERY DIVERSE COMMUNITY WE ARE DEALING WITH HERE. I

WON'T TAKE THE TIME. >> MOST IMPORTANTLY, I'M GOING TO SHARE THE COMMUNITY OUTREACH FOR THIS PROCESS. WHAT WE WENT THERE IS A SERIES OF HEARING NOTICES . WE HAVE SOCIAL MEDIA ANNOUNCEMENT THAT WE SENT OUT TO OUR COMMUNITY. WE BASICALLY HAD OUR PUBLIC HEARINGS INVOLVED IN THAT SOCIAL MEDIA ANNOUNCEMENT WAS A WEBSITE, OR A TAB TO OUR WEBSITE WITH ALL OF THE DEMOGRAPHIC INFORMATION, THE ENTIRE PROCESS OF THIS

[00:10:01]

ORGANIZATION. ALONG WITH STEPS THEY CAN TAKE TO GET INVOLVED.

IF THEY WERE INTERESTED IN RESPONDING, WE PROVIDED THEM A LINK. WE ARE GOING TO SHARE THAT WITH YOU IN THE NEXT SLIDE HERE. ALL THE INFORMATION WE SHARE WITH OUR COMMUNITY WAS SPOKEN ENGLISH AND IN SPANISH. WHAT YOU ARE LOOKING AT RIGHT NOW IS A SCREENSHOT OF OUR SOCIAL MEDIA. THIS IS ONE OF OUR ANNOUNCEMENTS. EVERY FRIDAY WE SEND HOME A COMMUNICATION TO OUR FAMILIES. THAT IS DONE, AGAIN, IN ENGLISH AND IN SPANISH. SENT HOME EVERY FRIDAY SO THEY HAVE A LINK. IT SHOWS THOSE PUBLIC HEARING DATES COMING UP. WE ALSO DID A PAPER FLYER . THE TRADITIONAL OLD-SCHOOL PAPER METHOD, WHERE WE SEND HOME INFORMATION TO ALL OUR ELEMENTARY SCHOOLS -- STUDENTS AND THEIR FAMILIES. AGAIN, THAT WAS DONE IN BOTH ENGLISH AND SPANISH. THIS IS WHAT IT LOOK LIKE IF YOU WANT TO OUR DISTRICT WEBSITE AND CLICKED ON THAT DISTRICT ORGANIZATION TAB. YOU CAN SEE ALL THE INDIVIDUAL COMPONENTS OF THAT. WE HAPPEN TO CLICK ON ONE OF THEM. THAT'S THE REDISTRICTING. IF THEY WERE TO CLICK ON THAT REDISTRICTING, HE GAVE THEM ALL THE BACKGROUND INFORMATION ON THAT PARTICULAR PIECE. IF HE WERE TO CLICK ON THE PUBLIC MAPPING TOOL, AGAIN, HE GAVE THEM ALL THE SPECIFIC INFORMATION AND LINKS . IF THEY WANTED TO GO TO THAT PUBLIC MAPPING TOOL AND BEGIN THE PROCESS OF DEVELOPING A MAP, AND GIVE THEM DIRECTIONS ON HOW TO DO SO AND GIVE THEM -- TOOK THEM RIGHT THERE TO THE INFORMATION. YOU WILL SEE IN YOUR PACKET THIS EVENING THAT OUR COMMUNITY PROVIDED 10 ADDITIONAL MAP PROPOSALS. YOU WILL FIND THOSE TONIGHT. AGAIN, PUBLIC AND PER WAS ENCOURAGED.

THEY HAD A WEBSITE TO GO TO. HAD A PHONE NUMBER TO CALL, AND THEY HAD A PUBLIC COMMENT EMAIL ADDRESS. FOR EACH ONE OF THOSE HEARINGS, OUR COMMUNITY HAD THE OPPORTUNITY TO SUBMIT PUBLIC, QUESTIONS, AND WE WOULD ADDRESS IT AT OUR BOARD MEETING. I AM NOW GOING TO TURN THIS OVER TO DOUG WHO IS GOING TO PROVIDE

INFORMATION TO YOU. >> THANK YOU. GOOD TO SEE YOU AGAIN. WE ARE EARLY IN THIS NEW ERA. NOW APPLYING TO SCHOOL DISTRICTS AS OF JANUARY 1ST. THE PROCESS IS REALLY LARGELY UNCHANGED. WE HAVE TWO PRE-MAP HEARINGS. TWO PREDRAFT, TWO POST DRAFT HEARINGS, AND WE SHALL HAVE THE SAME POSTING REQUIREMENT WE DID BEFORE. ALL THAT REALLY CHANGES IN THE PROCESS FOR DISTRICT PROJECT IS WE HAVE TO DO ANALYSIS OF MAJORITY OR MINORITY CAN BE DRAWN. THAT WAS DONE HERE. IF THERE WAS A POLARIZED VOTING ANALYSIS THE LOSSES ASKED TO BE RELEASED. AND THERE WAS NO SUCH ANALYSIS DONE ON THIS PROJECT.

THE BIG CHANGES THE CRITERIA OF THE FAIR MAPS APPLIED TO THE MAPS DRAWN BY THE SCHOOL BOARD. NOT SO MUCH PROCESS AS A CRITERIA CHANGE. IN TERMS OF THAT PROCESS, THE DISTRICT MOVE FAIRLY QUICKLY . THIS IS BECAUSE OF A DEMAND LETTER THAT WENT TO A NEIGHBORING DISTRICT. THE DISTRICT BROUGHT TO OF REACTED TO THAT, ANTICIPATING IT WAS COMING HERE. BOTH OF THE CITIES OF BELLFLOWER AND LAKEWOOD HAVE HAD TO SWITCH.

THEY DISCUSS THE ISSUE. IN MARCH THEY CAME BACK AND GIVE DIRECTION -- THE BOARD GAVE DIRECTION SAYING, YES, LET'S KICK OFF THIS PROCESS. WE THEN CAME IN IN APRIL WITH TWO HEARINGS. THESE WERE THE INFORMATIONAL EDUCATIONAL HEARINGS BEFORE THEY WERE DRAFT MAPS. RELEASE MAPS , APRIL 18TH. A WEEK LATER WE HAD THE FIRST HEARING , AND MAY 9TH AT THE SECOND HEARING ON THOSE DRAFT MAPS. AS MENTIONED, DESPITE THE FAST TIMELINE, I THINK, IN PART THANKS TO THE OUTREACH, WE DID GET 10 MAPS SUBMITTED BY RESIDENTS AND CONSIDERED IN THIS PROCESS. THAT LED TO MAY 23RD WITH THE OPT OUT -- ADOPTION OF THE MAP. TONIGHT'S MEETING. WE ARE ON THE CLOCK WITH THE COUNTY TO GET THIS IN PLACE IN TIME TO IMPLEMENT FOR THIS YEAR'S ELECTION, WHICH IS THE GOAL. AS I MENTIONED, THE DISTRICT DID COMPLY WITH THE REQUIREMENTS OF RELEASING REPORTS UNDER ELECTION CODE 2130, THAT WE WILL ALL BE HEARING A LOT ABOUT OVER THE COMING YEARS AND SAID, YES, IT IS POSSIBLE TO DRAW A TRUSTEE AREA WHERE LATINOS ARE THE MAJORITY OF THE ELIGIBLE VOTTO -- BROADER POPULATION.

THE RECOMMENDED MAP DOES INCLUDE THAT. THE DISTRICT DID NOT PERFORM A POLARIZED VOTING ANALYSIS. THERE IS NOTHING TO RELEASE THERE. IN TERMS OF REQUIREMENTS FOR THE WAIVER, YOU HAVE SEEN THIS MANY TIMES. ESSENTIALLY IF THE TRANSITION TO THE TRUSTEE AREA ELECTIONS FURTHERS THE PURPOSES OF THE CALIFORNIA ACT, AT THE END OF THE TOP PARAGRAPH, THEN WE CAN REQUEST , AND THE COUNTY COMMITTEE CAN GRANT A WAIVER

[00:15:02]

RELIEVING THE NEED TO HOLD AN ELECTION WHERE THE VOTERS SAY YES OR NO. THROUGH THE TRUSTEE AREA ELECTIONS. SURE ENOUGH, AS MENTIONED, WE CAN DRAW MAJORITY . THE DISTRICT PREFERRED MAP DOES INCREASE THE PERCENTAGE AT-LARGE TO THREE OF THE FIVE.

PERCENTAGES OVER 40%, INCLUDING ONE THAT THE MAJORITY. IN THAT WAY WE ARE FURTHERING THE PURPOSES OF THE CALIFORNIA VOTING RIGHTS ASKED -- RIGHT S ACT. AS MANY HAVE DONE BEFORE US. AS MENTIONED, THE RULES AND GOALS. THESE ARE THE BIG CHANGES, RIGHT. BEFORE, WE ONLY HAD THE FEDERAL LAWS. FEDERAL VOTING RIGHTS ACTS AND NO GERRYMANDERING. SCHOOL DISTRICTS HAD A LOT OF FLEXIBILITY. NOW WE HAVE THE CALIFORNIA CRITERIA AND PRIORITIZED AUREA. AVOID DIVISIONS OF NEIGHBORHOODS AND COMMUNITIES OF INTEREST. THE REALLY ODD NEW ONE IS AVOID DIVISION CITIES AND CENSUS DESIGNATED PLACES. WHICH IS AN ISSUE THAT I WILL TALK ABOUT THE MAPS HERE. FOLLOW EASILY IDENTIFIED BOUNDARIES, AND BE COMPACT. AT THE SAME TIME, WE HAVE THE NEW PROHIBITION , SHALL NOT ADOPT ELECTION DISTRICT BOUNDARIES FOR THE PURPOSE OF FAVORING WERE DISCRIMINATING AGAINST AN INCUMBENT, POLITICAL CANDIDATE OR POLITICAL PARTY. FUTURE POPULATION GROWTH IS NOT FOR YOUR REQUIREMENT AND WASN'T A CONSIDERATION FOR ANY OF THE MAPS HERE. INCLUDED THIS IN CASE WE WANTED TO COME BACK TO IT AS PART OF THE DISCUSSION.

THE STATUTE NOW SPELLS OUT, IN VERY EXTENSIVE LANGUAGE, WHAT IS A COMMUNITY OF INTEREST. IT'S A COMMUNITY THAT WOULD BENEFIT FROM BEING KEPT TOGETHER IN A SINGLE TRUSTEE AREA. HISTORICALLY WE USED TO TALK ABOUT SOME AREAS THAT MIGHT BENEFIT FROM BEING KEPT IN TWO AREAS. THOSE ARE NOT OF INTEREST. THE LAND AREA THAT SHOULD BE INCLUDED IN ONE TRUSTEE AREA. IN TERMS OF HOW DO WE COMPLY WITH THE NO FAVORING OR DISCRIMINATING CLAUSE, WHILE WE ARE DRAFTING THE MAPS, WE DID NOT KNOW WHERE THE INCUMBENTS WERE. THE INITIAL MAPS I STARTED THIS PROCESS WERE DRAWN WITH NO KNOWLEDGE OF WHERE ANY CANDIDATE OR TRUSTEE LIVED. THE WAY WE DID THAT IS WE WOULD DRAFT THE MAPS, GIVE THEM LEGAL COUNCIL. LEGAL COUNCIL , ON THEIR OWN, WITHOUT SHOWING US, LOOKED UP WHERE THE TRUSTEES LIVED, AND HOW THAT WOULD DICTATE THE ELECTION SEQUENCE. WE ARE CAUGHT IN THIS CATCH-22 WHERE WE ARE NOT SUPPOSED TO FAVOR AGAINST INCUMBENTS, BUT WERE INCUMBENTS ARE DOES DICTATE THIS WEEK AND SAID, AS YOU KNOW WHAT. THAT'S HOW WE HANDLE THE PROCESS TO KEEP IT CLEAR OF ANY CONCERNS ABOUT FAVORING OR DISCRIMINATING AGAINST AN INCUMBENT CANDIDATE OR POLITICAL PARTY. THE MAPS IN THE POWERPOINT, INNER POCKETS, THAT SHOW THE INCUMBENT LOCATIONS, WERE PREPARED AFTER THE BOARD VOTED. THESE ARE THE ONES THAT YOU ALL REQUEST. THERE ARE NOT ALWAYS SHOWN TO THE BOARD AT THE TIME. I WILL START WITH OUR THREE. WEIRD.

OKAY. THE FIRST THREE MAPS WERE DRAWN BY NDC. THE INITIAL DRAFT MAP TO KICK THIS OFF. TOOK VERY DIFFERENT IDEAS IN EACH MAP.

MAP 101 ON THE LEFT EAR, IS TRYING TO FOLLOW SCHOOL ATTENDANCE AREAS. WE CANNOT DO IT PERFECTLY, BECAUSE POPULATION REQUIREMENTS. OBVIOUSLY SCHOOL ATTENDANCE IS NOT DRAWN ON TOTAL POPULATION. EACH OF THESE IS TRYING TO FOLLOW THE SCHOOL ATTENDANCE AREAS IS MUCH AS WE CAN, AND THE MAJOR FEATURES OF THE DISTRICT. THE BIGGEST FEATURE YOU SEE, THE DIAGONAL LINE AT THE BOTTOM OF TWO AND ABOVE THREE AND FOUR, THAT'S THE RAILROAD CUTTING THROUGH THE CITY. THAT FOOT COMING OFF OF TWO, TO THE SOUTHEAST, THAT ACTUALLY IS THE SHAPE OF THE ATTENDANCE AREA THERE. THAT'S WHY THAT IS -- THAT FOOT EXTENDS THAT WAY. THE FOUR UP NORTH ARE THE ONE FOLLOWING THE ATTENDANCE AREAS. WE HAVE AN UNUSUAL SITUATION HERE WHERE THE CITY OF LAKEWOOD PORTION OF THE SCHOOL DISTRICT IS ALMOST EXACTLY ONE TRUSTEE AREA POPULATION. IN COMPLIANCE WITH THAT STREET -- TAKE CRITERION OF KEEPING CITIES TOGETHER, IT'S TOGETHER AND ALL THE DRAWN MAPS. WHAT A ONE WE HAVE SCHOOL ATTENDANCE AREAS. 102 IS MORE FOCUSED ON FOLLOWING MAJOR ROADS. THEY ARE NOT PERFECTLY STRAIGHT ALL THE WAY THROUGH THE DISTRICT, IN PART BECAUSE OF THE RAILROAD AND POPULATION REQUIREMENTS. BUT YOU CAN SEE EACH OF THE STAIR STEPS BETWEEN ONE AND TWO AND BETWEEN TWO AND FOUR, AND THREE AND FOUR ARE FOLLOWING MAJOR ROADS. THOSE WOULD EASY FOR RESIDENTS TO UNDERSTAND BECAUSE THEY ARE

[00:20:01]

BOUNDED BY MAJOR ROADS. ON THE LEFT WE HAVE THE FIRST -- THE LAST OF THE NDC DRAWN MAPS. THIS ONE IS INSPIRED BY THE CITY COUNCIL MAPS. VOTERS ARE USED TO ORGANIZING BASED ON CITY COUNCIL DISTRICTS. THE ODD SHAPE OF TWO WHERE COMES ACROSS THE NORTH, THAT'S FOLLOWING THE CITY COUNCIL DISTRICT BOUNDARY THAT IS IN PLACE. THE CITY COUNCIL DISTRICT AND CITY EXTENDED NORTH OUT OF THE SCHOOL DISTRICT. THAT'S WHY THE ODD SHAPED THROUGH THE NEIGHBORHOOD, BECAUSE WE ARE FOLLOWING THE COMMUNITY OF THE CITY COUNCIL DISTRICT. THEN IT COMES OVER AND PICK SOME MORE POPULATION FURTHER SOUTH THAN THE COUNCIL DISTRICT DOES. THE MAJOR ROADS KICKING IN. WE ALMOST HAVE FOUR CAUGHT -- QUADRANTS. THEN WE'VE GOT TWO OF THE EARLY RESIDENT DRAWN MAPS. 106 AND 107. BOTH BASED CLOSELY ON 103. STARTING FROM 103 AND INSTEAD OF FOLLOWING THROUGH THE NEIGHBORHOOD, LIKE THE COUNCIL DISTRICT DOES, THE KEEP IN THAT AREA TOGETHER, BUT MOVING THE BOUNDARY OVER TO FOLLOW THE ROADS. 106 AND 107, THE BOUNDARY BETWEEN ONE AND TWO UP IN THE NORTH IS FOLLOWING MAJOR ROADS INSTEAD OF CARVING THROUGH THE NEIGHBORHOOD. THAT'S THE BIGGEST DIFFERENCE THERE. THEN YOU GET THREE AND FOUR, THE GREEN AND BLUE , TWO DIFFERENT APPROACHES. 106 GO STRAIGHT DOWN. 107 ZIGS A LITTLE BIT BUT FOLLOWS BIGGER ROADS. THEN WE HAVE A SET OF FOUR RESIDENT DRAWN MAPS, ALL THAT CAME IN WITH LIQUID DIVIDED. THIS WAS AN INTEREST IN COMMUNITY , HAVING LARGE PORTIONS OF THEIR VOTERS COMING FROM LAKEWOOD.

THIS WAS DISCUSSED IN THE MEETINGS . THE RESIDENTS AT THE OPPORTUNITY TO PRESENT THEIR MAPS. BECAUSE OF THE STATE STATUTE SAYING CITIES THAT CAN BE KEPT TOGETHER HAVE TO BE KEPT TOGETHER, THESE ARE NOT MAPS THE BOARD WENT WITH.

>> YOU HAVE FOUR MINUTES. >> THANK YOU.

>> THOSE FOUR ARE ALL DIFFERENT APPROACHES TO THAT IDEA. AND THEN WE'VE GOT ONE MAP. THE OTHER YOU MAY HAVE NOTICED WASN'T IN THE NUMBER , MAP 108 CAME IN. RESIDENT DRAWN BUT IT WASN'T POPULATION BALANCE. IT'S CLOSE. DEVIATION OVER 11%. IT WAS SHOWN TO THE BOARD BUT NOT CONSIDERED BECAUSE IT WAS NOT POPULATION VALID. THEN WE CAME BACK IN THE SECOND HEARING WITH A HANDFUL OF REVISED MAPS. MAP 113 CAME IN FROM RESIDENTS. VERY SMALL CHANGES TO 106 , BUT VERY SIMILAR TO IT. THEN WE HAVE THREE NEW VERSIONS, ALL WHICH HAVE THE DIVIDED LIQUID APPROACH. YOU CAN SEE , GENERALLY MORE COMPACT THAN THE FIRST ROUND OF DIVIDED LIQUID MAPS, BUT STILL WITH THE CITY DIVIDED DOWN THERE. WHICH WAS A CONCERN. THE BOARD DID SELECT MAP 113. THE UNIT MAN -- A UNANIMOUS 5-0 VOTE. ACTUALLY, EVERY BOUNDARY FOLLOWS A MAJOR ROAD . AS CLOSELY AS POSSIBLE. BETWEEN TWO AND THREE THEIRS AS THEY GET IN THERE, BECAUSE THE CENSUS BLOCK DOESN'T FOLLOW THE RAILROAD FOR SOME REASON. THAT'S FOLLOWING THE RAILROAD AS CLOSELY AS WE CAN USING THE CENSUS GEOGRAPHY WE ARE REQUIRED TO USE. HIGHLY COMPACT. AREAS TWO AND THREE ARE MAJORITY LATINO, VOTING POPULATION. AREA ONE IS SHORT MAJORITY, BUT THESE ARE FOR FIVE-YEAR-OLD DATA. I THINK IT'S 40%. IT IS PROBABLY MAJORITY BY NOW. THE RESULTING SEQUENCE, YOU CAN SEE AT THE BOTTOM, THREE AND FOUR WOULD BE IN 2024. ONE, TWO, FIVE WOULD BE 2026. ONE THAT HAS APPEARING, THERE'S ONE VACANCY, AND NO NEED TO HAVE DRAWN BY LOTS WHEN THERE'S VACANCIES. WE INCLUDE THE DEMOGRAPHICS. THIS IS WHERE YOU CAN SEE THE NUMBERS FOR TWO AND THREE, VOTING AGE PERCENTAGE, AND ALL THE OTHER DATA WE ARE

HAPPY TO TALK ABOUT. >> YOU HAVE TWO MINUTES.

>> OH YEAH, THIS IS MY FINAL SLIDE. WE ARE PERFECT. IN THE END, THE REQUEST FROM THE DISTRICT AS YOU APPROVE THE TRANSITION, THAT YOU APPROVE THE BOARD SELECTED MAP 113, AND YOU APPROVE THE WAIVER OF ELECTION REQUIREMENTS.

OBVIOUSLY THERE ARE LAWYERS RUNNING AROUND AND WE WANT TO AVOID ANY LEGAL LIABILITY THAT COULD COME IN. THE LAWYER THAT HAS BEEN ACTIVE IN THE AREA HAS A HISTORY OF TRYING TO CANCEL ELECTIONS OR REQUIRE SPECIAL ELECTIONS HELD, WHICH, OF COURSE, IS AMENDED -- IS AN ENORMOUS REQUEST -- EXPENSE. WE ARE HAPPY TO ASK -- INTERNET QUESTIONS.

[00:25:03]

>> NOW I WILL CALL THE PROPONENTS. GIVEN THE NUMBER TO SPEAK I WILL INCREASE THE NUMBERS -- NUMBER SPEAKING TO THREE MINUTES. WE WILL BEGIN WITH THE PROPONENTS THAT ARE IN THE ROOM. WE WILL START WITH AMIE STEWART.

>> GOOD EVENING. GOOD EVENING, COUNTY AND GUESTS. MY NAME IS AMIE STEWART AND I AM CURRENT VICE PRESIDENT, I'M HERE TO DISCUSS MY SUPPORT FOR MAP 113. I WAS BORN AND RAISED IN BELLFLOWER, I HAVE LIVED HERE MY ENTIRE LIFE. I SUPPORT 113 FOR MANY REASONS . MAP 113 WAS VOTED ON UNANIMOUSLY, AND SUPPORTED BY COMMUNITY DURING THE HEARINGS. I ASK YOU CONTINUE TO SUPPORT OUR LOCAL DECISIONS. WE SPENT A FULL MONTH RESEARCHING AND TALKING TO COMMUNITY MEMBERS. THIS IS THE MAP WE FELT WAS BEST. GOING THROUGH THE DISTRICT RULES AND GOALS, THIS MAP FOLLOWS ALL FEDERAL LAWS, WHICH IS NUMBER ONE. FOLLOWING NUMBER TO THE CALIFORNIA CRITERIA, GEOGRAPHICALLY CONTIGUOUS. 6.53 WITHIN THE GUIDELINES. THE SOCIOECONOMIC GEOGRAPHIC AREAS ARE KEPT TOGETHER. I BELIEVE THIS MAP BEST DIVIDES THE COMMUNITIES OF INTEREST FOR THE PURPOSE OF EFFECTIVE AND FAIR REPRESENTATION , AND SHARED SOCIOECONOMIC CHARACTERISTICS. THREE AREAS HAVE A TOTAL POPULATION OF HISPANICS ABOVE THE DISTRICT TOTAL. THREE AREAS HAVE A TOTAL POPULATIONS OF LAX ABOVE THE TOTAL. TWO AREAS HAVE A TOTAL POPULATION OF ERIN -- ASIAN AMERICAN PACIFIC ISLANDER ABOUT THE TOTAL. ONE, THREE, FOUR ARE PRIMARILY RENTERS. TWO AND FIVE ARE PRIMARILY OWNERS. I THINK THOSE ARE SPLIT VERY WELL. THE MAP AVOIDS THE DIVISION DESIGNATED PLACES. IT HAS EASY IDENTIFIABLE BOUNDARIES GOING NORTH AND SOUTH. ONE THING ABOUT OUR DISTRICT HISTORICALLY WE'VE ALWAYS BEEN IN NORTH AND SOUTH DISTRICT. EVERY YEAR WE HAVE BACK-TO-SCHOOL NIGHT NORTH AND SOUTH. AN OPEN HOUSE NORTH AND SOUTH. THE STICKS WITH WHAT WE HAVE DONE IN OUR DISTRICT.

THIS MAP ALSO SEPARATES FLORA VISTA . THE RAILROAD TRACKS GO THROUGH THE MIDDLE OF OUR CITY. I THINK IT REALLY DOES A GOOD JOB , AND IT'S AN IMPORTANT PHYSICAL BOUNDARY. A NITRILE DIVIDING LINE. I LIKE THAT ABOUT THIS MAP. IT DOESN'T BYPASS ONE GROUP TO GET TO ANOTHER GROUP THAT IS MORE DISTANT GROUP OF PEOPLE. FOLLOWING NUMBER TWO, THE CALIFORNIA PROHIBITION. WE'VE NOT ADOPTED DISTRICT BOUNDARIES FOR FAVORING OR DISCRIMINATING AGAINST THE INCUMBENT, POLITICAL CANDIDATE OR PARTY. EVERY MAP HAD AT LEAST TWO CANDIDATES AND ONE OF THE DISTRICTS. SOMETHING WE CANNOT AVOID OR BE CONSIDERED. WE DID NOT DO THAT. ALSO, I UNDERSTAND THE SCHOOLS CANNOT BE A PROVIDE MOMENT -- BE A PREDOMINATE -- DISTRICT ONE HAS TO SCHOOLS. DISTRICT THREE HAS TWO SCHOOLS.

DISTRICT THREE HAS TO SCHOOLS. DISTRICT 4 HAS TO SCHOOLS.

DISTRICT FIVE HAS FIVE SCHOOLS. THAT'S THE LAKEWOOD AREA WE WANTED TO GET TOGETHER. THAT HAPPENS IN THIS MAP AS WELL.

BECAUSE OF ALL THE REASONS I'VE LAID OUT, I HOPE YOU WILL SUPPORT OUR BOARD'S DECISION, AND I THANK YOU SO MUCH FOR COMING AND HEARING US OUT, THANK YOU SO MUCH.

>> THANK YOU. >> APRIL O'CONNOR.

>> HI, MY NAME IS APRIL. WE WENT THROUGH THIS PROCESS LAST YEAR THIS WAS A RUSH PROCESS. WE DID VERY RUSHED. I WANTED TO SHARE A COUPLE THINGS WITH YOU. I DO BELIEVE, WHEN WE WENT THROUGH THIS PROCESS, ACTUALLY IS BETTER FOR OUR REPRESENTATION OF OUR SCHOOL DISTRICT AND STUDENTS. A COUPLE OF THINGS, TOO, IT REINFORCES LOCAL CONTROL. WHETHER YOU WANT THIS OR NOT, IT'S GOING TO HAPPEN. THE LAWYERS ARE OUT THERE, PEOPLE ARE GOING TO SUE. GOING TO TRUSTEE AREAS IS GOING TO HAPPEN EVENTUALLY. I APPRECIATE THE FACT THAT WE WENT THROUGH THIS QUICKLY, AND I HAVE TO SAY, THIS PROCESS, I'VE BEEN WATCHING FROM AFAR, BASICALLY. IT'S ORGANIC, BUT ALSO IT SEEMS NATURAL, THE WAY YOU -- THE MAP 113, SEEMS TO DIVIDE UP. I THINK IT'S SOMETHING THE RESIDENTS WILL APPRECIATE HOW THEY ARE KEPT THE COMMUNITIES TOGETHER. A COUPLE OF THINGS I WANTED TO SAY, TOO, THOUGH, ONE OF THE REASONS WHY THINK THIS IS VERY IMPORTANT, THOUGH, AND I SEE THAT IN OUR DISTRICT, IS THAT THIS IS REALLY GOING TO BE KEY IN MAKING SURE THE REPRESENTATION OF OUR STUDENTS AND FAMILIES IS SHOWING UP AT OUR SCHOOL BOARD MEETINGS. I

[00:30:01]

THINK IT'S VERY IMPORTANT FOR US TO MAKE SURE WE HAVE THOSE VOICES. THIS ADHERES TO THAT. SO I APPRECIATE THE FACT THAT YOU ARE GOING THROUGH THIS PROCESS. I KNOW IT'S NOT FUN TO DO THIS. I ALSO THINK IT'S NICE TO AVOID LAWSUITS, WHICH IS ALSO NICE. I HOPE YOU SUPPORT MAP 113. I DO APPRECIATE THE FACT WE ARE REPRESENTING -- THE DISTRICT.

THANK YOU. >> THANK YOU. DAVID ARIANNA.

>> GOOD EVENING, DAVID WITH LIQUID CITY COUNCIL. THANK YOU FOR TAKING A TIME-OUT. I WANT TO TAKE A MOMENT TO LET YOU KNOW OUR SUPPORT FOR THE CITY OF LAKEWOOD. AND COMMEND BELLFLOWER UNIFIED SCHOOL DISTRICT ON THE PROCESS. WE JUST CAME OFF OF FORCED -- DISTRICTS. PRETTY LENGTHY PROCESS, AND IT SPLIT UP THE COMMUNITY AND MESSED WITH SOME OF THE PEOPLE THAT WERE RUNNING. TO SEE THE IN A TIMELY MATTER WHAT'S GOING ON, TO LOOK FROM AFAR WE ARE SERVED FROM THE BELLFLOWER COMMUNITY. I APPRECIATE THE HARD WORK THEY PUT IN, THE AMOUNT OF TIME, AND HOW THEY LET THE COMMUNITY KNOW WHAT'S GOING ON. I AM IN SUPPORT OF 113. FOR A LOT OF REASONS THAT WERE SHARED, I LIKE THE FAIR REPRESENTATION.

SOCIOECONOMIC CHARACTERISTICS. THE BOUNDARIES , IN MY OPINION, THEY ARE FAIRER ALSO. IT SHOWS WHEN THEY PUT EVERYTHING OUT THERE, ACCOUNTABILITY AND TRANSPARENCY. I LIKE THE FACT THAT THEY ARE PART OF EVERYTHING GOING ON, AND THEY CAN WEIGH AND HOW THEY FEEL ABOUT THE MAP. AND IT SHOWED THE COMMUNITY ALONG WITH THE SCHOOL DISTRICT WAS IN FAVOR OF MAP 113. I JUST WANT TO SAY THANK YOU FOR YOUR TIME.

>> THANK YOU. ANTHONY RAMIREZ.

>> GOOD EVENING STAFF . MY NAME IS ANTHONY RAMIREZ. I AM A LONGTIME BELLFLOWER UNIFIED SCHOOL DISTRICT CLASSIFIED EMPLOYEE. I'M ALSO HERE REPRESENTING THE CLASSIFIED EMPLOYEES OF THE DISTRICT. I WOULD CONCUR WITH THE BOARDS PROCESS AND RESOLUTION OF THE COMPONENTS OF THE MAP. WE DO THINK THEY HAVE PAID THE PROPER ATTENTION , AND THEY'VE DONE THE DUE DILIGENCE TO ACCOMMODATE ALL THE DIFFERENT REQUIREMENTS THAT ARE INVOLVED IN REACHING THEIR DECISION . I WOULD LIKE TO ADD THAT QUITE A FEW OF THE CLASSIFIED EMPLOYEE WORKERS FOR THE BELLFLOWER UNIFIED SCHOOL DISTRICT ARE ALSO RESIDENTS OF THE DISTRICT , SO THEY CROSS OVER THE STAKEHOLDER GROUPS. THEY DUCK TAIL RATHER NEATLY WITHIN THIS COMMUNITY. A LOT OF THEM HAVE EXPRESSED THEIR INTEREST AND SUPPORT FOR THIS PROCESS, AND THEY HAVE BEEN FOLLOWING VERY CLOSELY. WEAVED IN INTERNAL ANALYSIS. WE ARE IN AGREEMENT WITH MAP 113. THANK YOU FOR THE TIME.

>> THANK YOU. MICHELLE >> GOOD EVENING. CLASSIFIED UNION PRESIDENT. ALSO A RESIDENT OF BELLFLOWER FOR THE PAST 34 YEARS. MY CHILDREN HAVE GONE THROUGH THE SCHOOL DISTRICTS. AND I'VE BEEN AN EMPLOYEE OF BUSD FOR 17 YEARS.

I'VE COME TO SPEAK IN FAVOR OF 113. THE BOARD -- CAN YOU HEAR ME? THE BOARD HAS DONE THEIR DUE DILIGENCE GETTING ALL THE INFORMATION AND SETTING UP -- HAVING THE COMMUNITY BE INVOLVED. WHAT'S GREATLY IS APPRECIATED . A BIG REASON TO COME AND SPEAK FOR IT IS BECAUSE THE BOARD DID VOTE UNANIMOUSLY 5-0. IT SEEMS TO ME THEY ARE ALL IN AGREEMENT WITH THIS MAP. ALONG WITH ALL THE OTHER ISSUES EVERYBODY HAS BROUGHT UP, THE IDENTIFIABLE BOUNDARIES, THE MAIN STREETS, KEEPING LAKEWOOD AS ITS OWN CITY , WE ARE TOTALLY IN AGREEMENT WITH IT. SO, THANK YOU.

>> THANK YOU. >> AM I READING THIS CORRECTLY?

BRAD . >> IT'S AS CLOSE AS ANYBODY GETS. THERE ARE SOME MIXED -- MISSING LETTERS, SO IT'S OKAY.

THANK YOU. I AM BRAD. I AM THE PRESIDENT OF THE BELLFLOWER UNIFIED SCHOOL DISTRICT SCHOOL BOARD. I WANT TO SAY THANK YOU , MADAM CHAIR ONE, VICE CHAIR, AND MEMBERS OF THE COMMITTEE FOR BEING HERE TONIGHT. I ALSO WANT TO TAKE A MOMENT TO SAY

[00:35:01]

THANK YOU TO OUR STAFF. THIS PROCESS HAS BEEN PRETTY LENGTHY. THEY PUT IN A LOT OF WORK FOR THIS PROCESS. I WANT TO SAY THANK YOU FOR ALL THE WORK YOU HAVE DONE. THROUGHOUT THIS PROCESS. I AM A FATHER OF TWO YOUNG GIRLS THAT GO IN THE DISTRICT. I'M ALSO A SAFETY COMMISSIONER FOR THE CITY OF LAKEWOOD . VERY INVOLVED IN THE CITY. I KNOW OUR CITY VERY WELL. I'VE HAD A LOT OF CONVERSATIONS WITH RESIDENTS ABOUT THIS DISTRICTING PROCESS AND THE MAPS. I AM IN SUPPORT OF MAP 113. A LITTLE WALKOUT MUSIC . I LIKE IT. MAP 113 WAS VOTED ON UNANIMOUSLY BY OUR BOARD, 5-0. THERE WERE A LOT OF POINTS MY COLLEAGUE, MS. GEORGE, BROUGHT UP THAT I WON'T REPEAT, BUT IT DOES SEEM TO CHECK ALL THE BOXES WHEN GOING THROUGH THIS PROCESS AND MAKES THE MOST SENSE FOR OUR BOARD, OBVIOUSLY, AND ALSO THE COMMUNITY. I DO THINK MAP 113 IS THE RIGHT CHOICE FOR OUR COMMUNITY, AND AGAIN I WANT TO SAY THANK YOU FOR YOUR TIME AND EFFORT IN THIS. THANK YOU.

>> THANK YOU. ROBIN. >> I'VE BEEN A TEACHER IN THIS DISTRICT FOR 16 YEARS. I AM THE SECONDARY DIRECTOR OF THE TEACHERS UNION , BTA. A COUPLE OF THINGS, FOR OUR BOARD AND YOU, WE JUST WANT TO SAY THANK YOU SO MUCH FOR BEING PROACTIVE WITH THIS PROCESS TO ENSURE EQUITY SO ALL OF OUR STAKEHOLDERS ARE REPRESENTED WELL. AFTER LOOKING AT THE RELEASE MAPS, 113 OVERWHELMINGLY MEETS THE CRITERIA. THE STATE RECORD REQUIRED CRITERIA. ALL MAPS MEET CRITERIA ONE. CRITERIA TWO WAS TO AVOID THE DIVISION OF NEIGHBORHOODS AND COMMUNITIES OF INTEREST. AFTER DOING SO, INDEPENDENT RESEARCH, THE EGYPTIAN COMMUNITY IS GROWING IN THE CITY OF BELLFLOWER. SIX HIGHEST IN THE STATE AND IS CONTINUING TO GROW . DISTRICT NUMBER ONE DOES A GOOD JOB OF KEEPING ST. GEORGE CHURCH COMMUNITY TOGETHER. CRITERIA NUMBER THREE AVOIDS THE DIVISION OF CITIES, KEEPING LAKEWOOD TOGETHER IN DISTRICT 5 AND INCLUDES ALL OF CERRITOS AND DISTRICT NUMBER FOUR. CRITERIA FOR IS EASILY IDENTIFIABLE BOUNDARY LINES. THIS MAPS THE -- BOUNDARY LINES OR ALONG MAIN STREET AND EASY TO IDENTIFY. CRITERIA FIVE, THIS IS AS COMPACT AS IT CAN BE WHILE MEETING THE REQUIREMENTS MENTIONED EARLIER. SOME DATA POINTS. THE POPULATION NUMBERS ARE WELL SPREAD OUT, AS ARE THE VOTER REGISTRATION NUMBERS WHEN LOOKING AT ITS. THE NUMBERS SHOW THAT THE PERCENT DEVIATION OF ALL THE DISTRICTS IS ONLY AT 6.53%. ADDITIONALLY, OUR ASIAN PACIFIC ISLANDERS ARE VERY CLOSELY REPRESENTED IN ALL DISTRICTS. THE TOTAL NUMBER OF STUDENTS IN BELLFLOWER UNIFIED SCHOOL DISTRICT IDENTIFIED AS HAS BEEN TO -- I IDENTIFIED AS HISPANIC . TOTAL NUMBER OF OUR BLACK STUDENTS IS 13%. WITH THIS MAP , THREE DISTRICTS HAVE A BLACK POPULATION OF 14% OR MORE. MAP 113 SEEMS TO REFLECT OUR SCHOOL POPULATION VERY CLOSELY , AND INJURES ALL STAKEHOLDERS ARE WELL REPRESENTED WHILE MEETING ALL STATE AND FEDERAL CRITERIA.

THANK YOU SO MUCH FOR YOUR TIME.

>> THANK YOU. THAT CONCLUDES THE SPEAKERS FOR PROPONENTS IN THE ROOM. ARE THERE ANY PROPONENTS ONLINE?

>> NO. >> NO. I HAVE NOT RECEIVED A LIST OF OPPONENTS TO SPEAK. DR.

>> YES. AS FAR AS WE KNOW THERE ARE NONE IN THE ROOM, BUT WE DID RECEIVE ONE OPPONENT EMAIL. IT IS IN YOUR FOLDERS. WE WERE GATHERING THEM UP LATE LAST WEEK TO SEE IF ANY MORE CAME IN. THAT'S THE ONLY ONE RECEIVED , PRO OR CON, IF THE COMMITTEE WANTS TO TAKE A MOMENT TO REVIEW THE EMAIL,

THEY CAN DO IT. >> OKAY, THANK YOU. WE HAVE NO OPPONENTS TO SPEAK IN THE ROOM. ARE THERE ANY ONLINE?

>> NO. >> NO, THAT CONCLUDES THE ALLOTTED TIME FOR GENERAL PUBLIC TO SPEAK ON THIS MATTER.

OPPONENTS AND PROPONENTS. WITH THE BELLFLOWER UNIFIED SCHOOL DISTRICT LIKE TO DO A FIVE-MINUTE SUMMATION?
