STAFF FOR THE FEASIBILITY STUDY RELATED TO THE PETITION TO TRANSITION THE TRUSTEE AREAS AND TRUSTEE VOTING FOR THE BELLFLOWER UNIFIED SCHOOL DISTRICT. COUNTY COMMITTEE MAY REVIEW THE MEETING FROM THE DISTRICTS PRESENTATION , AND THEY MAY VOTE ON THE MATTER. DR. DEEGAN.>> YES, THANK YOU. WHEN YOU THUMB THROUGH THE FEASIBILITY STUDY, WE DO HAVE A NUMBER OF ATTACHMENTS THE COMMITTEE REQUESTED ON ITS LAST REGULAR MEETING. THE POWERPOINT , THE BOARD VOTING RESOLUTION, AND THE COMPLETE MAP SET WITH IDENTIFICATION OF WHERE THE TRUSTEES LIVE ON THAT MAP SETS.
THAT WAS A LOT OF INFORMATION WE TYPICALLY DON'T HAVE. I THINK THE DISTRICT AND THE SPEAKERS HAVE GONE THROUGH IT AND PRESENTED THAT FOR YOU , IF YOU WANT TO CENTER YOUR QUESTIONS AROUND THEM -- AROUND THOSE ISSUES, YOU CAN PROBABLY GET BETTER ANSWERS FROM THEM THAN FOR ME. IN TERMS OF HOW THIS MAY COMPARE OR DIVERT FROM PETITIONS WE'VE HAD IN THE PAST. THIS COMMITTEE HAS HEARD AS MANY AS 50 OF THESE PETITIONS OVER THE YEARS . THE ONLY THING THAT STICKS OUT AS DIFFERENT TO ME, TWO THINGS , ONE IS BECAUSE OF THE SPEED IN WHICH THEY MOVED, THERE IS CONCERN. IS THE COMMUNITY GOING TO HAVE TIME TO WEIGH IN. WE WERE ADAMANT IN OUR DIALOGUE WITH THE DISTRICT AS THEY HAD -- AT THE HEARINGS, MEETINGS AND DEVELOP THE MAPS, THAT THEY DO EVERYTHING THEY CAN DO TO ENGAGE THE PUBLIC. I'VE NEVER SEEN THIS MANY MAPS COME FORWARD. I THINK THE COMMITTEE WILL AGREE WITH ME. I DON'T KNOW THAT THERE WERE HUNDREDS OF PEOPLE AT EVERY HEARING, BUT THERE WAS ENGAGEMENT OF EVERY EVENT THEY HAD. AND THEY ADJUSTED THE MAPS ACCORDINGLY. AND ENTERTAINED MAPS SUBMITTED BY THE PUBLIC . THAT GIVES ME A COMFORT THAT THE PROCESS WAS

REPRESENTATIVE OF THE COMMUNITY. THE OUTREACH WAS MADE. THEY DID PARTICIPATE TO THE DEGREE POSSIBLE. AS WE KNOW , SCHOOL RELATED EVENTS, MUST GIVING OUT AN AWARD. WE OFTEN HAVE LOW ATTENDANCE AT THESE EVENTS. I THINK THE DISTRICT, IN AN ABBREVIATED TIMELINE, DID EXACTLY WHAT IT WOULD HAVE DONE HAD IT TWICE THE TIME. I AM IMPRESSED WITH THAT. THE OTHER ISSUE THAT COMES UP IS THE NEW REQUIREMENTS UNDER THE FAIR MAPS ACT. THESE ARE REQUIREMENTS FOR THE DISTRICT.THEY'VE ALREADY BEEN DISCUSSED BY DR. JOHNSON . JUST IN BRIEF, THESE ARE CRITERIA THAT THE DISTRICT HAS TO LOOK AT.
THINGS, YOU KNOW, IS A COMPACT, CAN YOU DRAW MINORITY MAJORITY DISTRICTS. INCUMBENTS. ALL THE THINGS THEY'VE GONE THROUGH BEFORE. WHAT I SAW IN BOTH THE BREADTH OF THE MAPS CONSIDERED, AND THE NUMBER OF EVENTS THEY HAD IN A RELATIVELY -- THAT THEY DID ADDRESS ALL OF THEM. WHEN YOU HAVE A MAP , JUST BECAUSE OF THE GEOGRAPHY OF OR YOUR TRUSTEES LIVE, WHEN THEY FIRST RAN FOR OFFICE, THEY DID NOT KNOW THEY WOULD BE IN TRUSTEE AREAS. YOU INHERIT THE GEOGRAPHY YOU ARE ELECTED FOR AND MANIFESTS WHEN THIS PROCESS STARTS. VIRTUALLY EVERY MAP HAD ONE OR MORE TRUSTEES. IN AT LEAST ONE TRUSTEE AREA. SOME MORE THAN ONE. I THINK THAT SIGNIFICANT IN THE SENSE THAT THE DISTRICT WAS TRYING TO DO THE RIGHT THING. I WAS VERY IMPRESSED TO HEAR DR. JOHNSON SAY HE DIDN'T KNOW THE LOCATION OF THE TRUSTEES WHEN HE STARTED THE PROCESS AND ROLLED OUT THE MAPS. THAT'S AN EXTRA LEVEL OF ATTENTION TO THAT REQUIREMENT UNDER THE FAIR MAPS ACT THAT WE HAVEN'T SEEN BEFORE. I THINK THAT'S VERY IMPRESSIVE. LONG STORY SHORT, IT LEADS ME TO RECOMMENDING WHAT WE KNEW AT THE TIME, AND I THINK WHAT I'VE HEARD PRESENTED TODAY, ONLY ENHANCES THAT RECOMMENDATION. I WOULD RECOMMEND THE COMMITTEE APPROVED THE MOVE TO TRUSTEE AREAS, THAT IT APPROVE MAP 113, THE DISTRICT SELECTED MAP, FOR ALL THE REASONS THE LOCAL DISTRICT IS ABLE TO EXPLAIN WITH HIS PROFESSIONALS WHY IT DID WHAT IT DID.
