ONTO THE PUBLIC HEARING. ON AGENDA ITEM 6.1 A TRUSTEE, ELECTION DRAFT MAPS. WE HAVE A PRESENTATION THIS EVENING RELATED TO THE ITEM FROM DR. JUSTIN LEVITT FROM NBC. ALL

YOURS. >> WITH NATIONAL DEMOGRAPHICS, THERE WE GO. IT IS A PLEASURE TO BE BACK HERE TO DISCUSS THE DRAFT MAPS FOR THE FIRST TIME. JUST TO GIVE YOU A SENSE OF WHERE WE ARE IN OUR SCHEDULE, THERE WE GO. WE HAVE HELD OUR TWO INITIAL HEARINGS ON THE DRAFT MAPS ON APRIL 18, WE RELEASED THE FIRST ROUND OF DRAFT MAPS AND WE HAD 10 OF THE DRAFTS INCLUDING SEVEN COMMUNITY MAPS AS PART OF THE 10. FOLLOWING TONIGHT'S HEARING, THERE WILL BE AN OPPORTUNITY FOR MEMBERS OF THE COMMUNITY TO SUBMIT MAPS AND TO HAVE REVISIONS MADE TO THE MAPS THAT WE DISCUSSED TONIGHT.

THAT HAS TO BE DONE A WEEK BEFORE THE NEXT PUBLIC HEARING.

IT IS MAY 2 WHEN THE NEXT ROUND OF DRAFT MAPS WILL BE RELEASED. FOLLOWING THE HEARING, THE BOARD WILL HAVE THE FIRST OPPORTUNITY TO SELECT A MAP, PREFERRED MAP. AND, OR, MAKE ADDITIONAL REVISIONS. EITHER CASE, THE FINAL ADOPTION ON THE MAP WILL BE MAY 23. FOLLOWING THAT AS WE SAID PRIOR, THE RECORD OF THE PROCESS WILL GO TO THE COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATIONS. THEY WILL HOLD A PUBLIC HEARING IN THE DISTRICT ON THE DRAFT MAP.

MOST LIKELY IN EARLY JUNE 2024 IN ORDER TO GET IT DONE FOR THE 2024 ELECTION. AS A REMINDER, IT IS A ROLLOUT. THE FIRST TRUSTEE AREAS WILL HAVE THE FIRST ELECTIONS THIS YEAR. THE REMAINING TRUSTEES WILL BE , THREE OF THEM, WILL HOLD THE FIRST ELECTION IN 2026. FOLLOWING THE ELECTION, THE BOARD WILL BE FULLY BY THE TRUSTEE AREA. AS ANOTHER REMINDER, THE AREAS WILL BE USED UNTIL THE 2030 CENSUS RESULTS ARE PUBLISHED IN THE DISTRICTS, ALONG WITH EVERY OTHER DISTRICT CITY IN THE STATE THAT HAS TRUSTEE AREA AND DISTRICT ELECTIONS. WE WILL HAVE TO REDRAW RE-EVALUATE THE ALLIANCE IN 2031. AND, AT LEAST RE-EVALUATE. GETTING INTO RETRYING OR NOT DEPENDING ON THE LINES ARE STILL POPULATION BALANCED AND MAKE SENSE FOR THE COMMUNITY. IN ADDITION, AS ANOTHER REMINDER, THE TRUSTEE AREAS DO NOT IMPACT SCHOOL ATTENDANCE AREAS OR WHERE THE CHILD WILL BE GOING TO SCHOOL. THEY DON'T CHANGE THE BOARD'S FIDUCIARY

RESPONSIBILITY TO ALL PARENTS, STUDENTS, AND RESIDENTS WITHIN THE DISTRICT. THIS IS ONLY ABOUT THE ELECTION PROCESS AND METHOD OF ELECTION. I WANT TO REVISIT THE RULES AND GOALS AS WE LOOK THE DRAFT MAPS TONIGHT. WE CAN THINK OF THESE AS CRITERIA FOR EVALUATING THE DRAFT MAPS AS WELL.

ULTIMATELY, WE WANT TO MAKE SURE WHATEVER MAP YOU ADOPT, WE JUSTIFY WITH REFERENCE TO THE RULES PROVIDED BY THE STATE OF CALIFORNIA AND THE NEW FIRM MAPS ACT OF 2023. SO THAT WE KNOW WE HAVE A LEGAL MAP PRESENTING TO THE COUNTY COMMITTEE. THE FIRST GROUP OF RULES COMES FROM FEDERAL LAW , EQUAL POPULATION, FIRST AND FOREMOST. ALL AREAS MUST HAVE MORE OR LESS THE SAME NUMBER OF RESIDENTS. THIS IS THE TOTAL POPULATION DIVIDED BY FIVE THAT GETS US THE TARGET FOR EACH TRUSTEE AREA. NOW, OF THE 10 MAPS RECEIVED, NINE OF THEM AT THE EQUAL POPULATION REQUIREMENT. WITHIN THE ACCEPTED 10% DIFFERENCE BETWEEN THE LARGEST AND SMALLEST TRUSTEE AREA. THE 10TH MAP WAS AT 11% DEVIATION. OVER THE 10% OVER THE THRESHOLD IF THERE ARE THINGS ABOUT THE MAP THAT THE BOARD LIKES AND WANTS TO MAKE REVISIONS, THEY CAN PROVIDE THE DIRECTION TODAY AS WELL. IN ADDITION, WE HAVE TO COMPLY WITH THE FEDERAL VOTING RIGHTS ACT. RACE CANNOT BE THE ONLY FACTOR IN THE CREATION OF A TRUSTEE AREA. BUT WE HAVE TO TAKE INTO ACCOUNT PROTECTED CLASS COMMUNITIES AND GROUPS THAT HAVE HISTORICALLY FACED DISCRIMINATION AS WE LOOK AT THE DIFFERENT MAP OPTIONS. EVERY SINGLE ONE OF THE MAPS WE HAD BEFORE US HAS BETWEEN TWO AND THREE MAJORITY LATINO TRUSTEE AREAS. THOSE MAPS WITH TWO MAJORITY LATINO TRUSTEE AREAS HAVE A THIRD TRUSTEE AREA APPROXIMATELY 47 TO 49% BELOW THE 50% THRESHOLD. IT IS POSSIBLE THAT WE HAVE SEEN SEVERAL OF THE OPTIONS GET THE THREE LATINO TRUSTEE AREAS.

THERE IS NO MANDATE OR MAGICAL NUMBER . YOU HAVE TO ABSOLUTELY HAVE TO GET. WHEN WE TALK ABOUT NUMBERS THAT CLOSE, WE ARE LOOKING INTO THE COMMUNITIES, NEIGHBORHOODS AND OTHER FACTORS IN ORDER TO DETERMINE WHAT SERVES THE COMMUNITIES THE BEST. AND ALTHOUGH IT IS NOT POSSIBLE TO DRAW MAJORITY DISTRICTS OF ANY OTHER RACIAL AND ETHNIC GROUP, WE DO SEE THAT IN MANY OF THE MAPS, THEY HAVE ONE TRUSTEE AREA WITH A HIGHER THAN AVERAGE ASIAN AMERICAN POPULATION AND ONE OR MORE TRUSTEE AREAS WITH A HIGHER THAN AVERAGE AFRICAN-AMERICAN CITIZEN VOTING AGE POPULATION. THE MIDDLE COLUMN IS REALLY WHAT IS NEW IN THE FAIR MAPS ACT. AND, THESE ARE THE FACTORS THAT WE REALLY NEED TO CONSIDER AS WE COMPARE THE DIFFERENCES BETWEEN THE DRAFT MAPS. ALL 10 OF THE MAPS MEET THE CONTIGUITY REQUIREMENT. THIS MEANS THEY HAVE ONE OUTSIDE BOUNDARY FOR EACH TRUSTEE AREA, NO BITS AND PIECES SCATTERED THROUGHOUT THE DISTRICT. SECOND, AVOIDING DIVISION OF NEIGHBORHOODS AND COMMUNITIES OF INTEREST. THIS IS WHERE WE NEED TO SPEND THE MAJORITY OF OUR TIME LOOKING AND CONSIDERING WHAT WORKS AND WHAT DOESN'T WORK. I WILL PROVIDE THE RATIONALE FOR THE THREE NDC DRAFTS, ONE OF ONE, ONE OF TWO AND ONE OF THREE. WE INVITE MEMBERS OF THE COMMUNITY TO COME UP AND SPEAK ON THE MAPS THEY SUBMITTED. WE DID GET A COUPLE OF PEOPLE WHO SUBMITTED MORE THAN ONE MAP. IN THAT CASE, WE ARE HAPPY TO LET YOU DISCUSS WHICH MAP YOU THINK YOU PREFER OF THE TWO, AND WHY. MORE RATIONALE WE HAVE, THE BETTER FOR US BECAUSE WE WANT TO UNDERSTAND WHY WE DREW THE LINES WHERE WE DO THEM. AND IN PARTICULARLY, THIS IS REALLY IMPORTANT BECAUSE THE THIRD CRITERIA IN THE LIST IS AVOIDING DIVISION OF CITIES AND CENSUS DESIGNATED PLACES.

FOR OUR PURPOSES, WE HAVE THREE CITIES WITHIN THE DISTRICT.

LAKEWOOD, BELLFLOWER AND CERRITOS. LAKEWOOD IT TURNS OUT HAS JUST THE RIGHT POPULATION FOR ONE TRUSTEE AREA BY ITSELF. LITERALLY, IF YOU TAKE THE CITY OF LAKEWOOD BY ITSELF, IT IS LITERALLY A 2% DEVIATION FROM THE IDEAL POPULATION. IN ORDER TO DIVIDE BELLFLOWER, OR LAKEWOOD , BELLFLOWER HAS TO BE DIVIDED. WE NEED TO BE ABLE TO JUSTIFY IT WITH RESPECT TO THE SECOND CRITERION. IF YOU LIKE A MAP THAT HAS THE SPLIT OF BELLFLOWER, WE NEED TO TALK POSITIVELY ABOUT WHAT THE LINK IS BETWEEN THE PORTIONS OF LAKEWOOD AND THE PORTIONS OF BELLFLOWER AND OR CERRITOS THAT THEY ARE LINKED TO. IT IS NOT ENOUGH TO SAY, I THINK LIQUID SHOULD HAVE TWO DISTRICTS BECAUSE THEY HAVE A LOT OF SCHOOLS. UNFORTUNATELY, THAT IS NOT A POSITIVE ENOUGH JUSTIFICATION FOR THE LINK BETWEEN THE AREA OF BELLFLOWER , JOINING TO THE AREA OF LAKEWOOD. I WANT TO MAKE THAT

CLEAR BECAUSE WE CAN ULTIMATELY APPROVE A MAP THAT DOES DIVIDE LAKEWOOD. THAT IS THE KIND OF THING WE'RE LOOKING FOR. HOW DO WE USE THE SECOND CRITERION NEIGHBORHOODS AND COMMUNITIES OF INTEREST TO JUSTIFY THAT? EASILY IDENTIFIABLE BOUNDARIES. IT IS THE PRINCIPLE WE SHOULD USE MAJOR ROADS AND OTHER NATURAL AND MAN-MADE DIVISIONS . HE WILL SEE A LOT OF THE MAPS USE THE REAL WORDS. QUITE EXTENSIVELY. AS A DIVIDING LINE. ALMOST EVERY MAP USES AT THE BELLFLOWER OR CLARK. AS A NORTH-SOUTH DIVIDING LINE TO THE CENTER OF THE CITY. THOSE ARE IDEAL TYPES OF THINGS WE LOOK FOR IN NUMBER FOUR. ONE OF THE MAPS I TALK ABOUT USES A CITY COUNCIL DISTRICT BOUNDARY. THE CITY OF BELLFLOWER. AS THE DIVIDING LINE. AND THEN COMPACTNESS. NOT BYPASSING ONE GROUP OF PEOPLE TO GET TO A MORE DISTINCT GROUP OF PEOPLE.

IT IS AIMED AT HOOKS AT FINGERS AND OUTLINES THE CANNOT BE JUSTIFIED WITH REFERENCE TO THE COMMUNITIES OF INTEREST OR OTHER FACTORS ALREADY MENTIONED. OTHER FACTORS LIKE EQUALIZING THE NUMBER OF SCHOOL SITES , FUTURE POPULATION GROWTH, THESE THINGS CAN BE CONSIDERED AFTER WE CONSIDER EVERYTHING ELSE AS A FINAL TEST BETWEEN TWO MAPS WE THINK DO A VERY GOOD JOB.

MEETING THE CRITERIA. IN ADDITION TO OUR PAPER MAPS HERE TODAY, WE ALSO HAVE AN INTERACTIVE REVIEW MAP. I'M TRYING TO GET TO THE NEXT SLIDE. THERE WE GO. WE TRY TO CREATE THEM IN 101 MORE ON A QUADRANT BASE MAPS USING THE SCHOOL ATTENDANCE AREAS AS BOUNDARIES WHEN WE COULD. IN ORDER TO LINK PEOPLE GOING TO THE SAME SCHOOLS AND SAME TRUSTEE AREAS. MAP 102 REALLY FOCUSES ON THE MAJOR ROADS AND OTHER MAJOR BOUNDARIES.

NATURAL BOUNDARIES BETWEEN THE DIFFERENT COMMUNITIES. BUT THE MAPS HAVE THREE MAJORITY LATINO TRUSTEE AREAS. AND BOTH OF THEM I BELIEVE , THEY MEET ALL THE LEGAL REQUIREMENTS. LET'S GO TO THE NEXT ONE. SORRY, I'M JUST -- TRYING TO -- THERE WE GO. 103 IS ALSO AN NDC DRAFTS. 106 AND 107 OUR COMMUNITY DRAFTS. BOTH OF THESE HAVE TWO MAJORITY LATINO TRUSTEE AREAS WITH THE THIRD BEING AROUND 47%.
