I HEART BROKE FOR MY BABY. EVEN WITH COMPLAINING TO RETURN TO THE SCHOOL, WE WERE DENIED AND IT FEELS LIKE A FISHING TACTIC. DUE TO HER GRADE, IF I HAD BEEN INFORMED, SHE WOULD PROBABLY BE DENIED AND I CAN UNDERSTAND. WE WERE TOLD IF WE APPLIED EARLY ENOUGH, THE CHANCES WERE HIGH. I WOULD LIKE TO ASK BRADLEY , ANYONE OF THE BOARD MEMBERS AND ANYONE IN THE DISTRICT TO INVESTIGATE WHY SHE WAS DENIED AND PLEASE RECONSIDER HER AND HER APPLICATION. CURRENTLY, AT MAYFAIR, WE ARE IN THE MIDDLE OF STATE TESTING. WE WILL BE TALKING THROUGH THE RULES OF THE PROCESS AND TIMELINE OF THE PROCESS. AND WHAT YOU CAN EXPECT WITH TOOLS AND THE COMMUNITY TO USE. WHEN WE HAVE THE DEDICATED PUBLIC HEARING, ONLY TO THE MATTER, WE WILL HAVE MORE TIME TO GO INTO DEPTH ON THE TOOLS AS WELL. THINK OF TONIGHT AS PRETTY MUCH THE OVERVIEW. ESSENTIALLY, WHAT THE BOARD IS DOING IS MOVING THE PROCESS OF HOW THEY ELECT BOARD MEMBERS. FROM THE AT-LARGE SYSTEM WERE ALL MEMBERS OF THE BOARD CAN LIVE ANYWHERE WITHIN THE DISTRICT AND ALL RESIDENTS OF THE DISTRICT A LEAD -- ELECT THE BOARD MEMBERS. TO THE BY DISTRICT AND BY TRUSTEE AREA SYSTEM. THE DISTRICT IS BROKEN UP INTO FIVE EQUALLY POPULATED TRUSTEE AREA. EACH AREA HAS A REPRESENTATIVE THAT MUST PRESIDE WITHIN THAT AREA AND ONLY THE VOTERS LIVING IN THAT AREA VOTE ON THAT MEMBER. FOR THE SAKE OF CLARIFICATION, IT WILL NOT AFFECT ATTENDANCE OR WHERE CHILDREN GO TO SCHOOL. IT WILL NOT AFFECT THE BOARD'S RESPONSIBILITY TO PARENTS, STUDENTS AND RESIDENTS OF THE DISTRICT. THEY WILL CONTINUE TO PARTICIPATE IN DISTRICTWIDE DECISION-MAKING. THE REASON WHY THE DISTRICT IS LOOKING AT DOING THIS IS BECAUSE OF A LAW CALLED THE CALIFORNIA VOTING RIGHTS ACT. THE CALIFORNIA VOTING RIGHTS ACT IS A 2001 LAW PASSED BY LEGISLATURE. THAT MAKES IT EASIER FOR PLAINTIFFS TO CHALLENGE LARGE SYSTEMS OF ELECTIONS. ESSENTIALLY, TAKES THE FEDERAL VOTING RIGHTS STANDARD AND MAKES THEM PRODUCES THEM FROM ALL THE COMPLICATED AND COMPLEX HISTORY AND INTENT THAT THE FEDERAL LAW REQUIRES. SO A SIMPLE MATHEMATICAL EQUATION TO PEOPLE OF DIFFERENT PROTECTED CLASS COMMUNITIES AND GROUPS WITHIN THE DISTRICT TO VOTE DIFFERENTLY. LIABILITIES ONLY AS DETERMINED BY THE MATHEMATICAL EQUATIONS. AND, THEREFORE, IT BECOMES A LOT EASIER TO PROVE DISCRIMINATION WITHIN LOCAL COMMUNITIES. BECAUSE ALL YOU HAVE TO DO AS A PLAINTIFF IS FIND ONE ELECTION AND HE CAN GO BACK AS FAR AS YOU WANT. THERE IS EVIDENCE OF DISCRIMINATION AGAINST PROTECTED CLASS COMMUNITIES. AND BECAUSE OF THE CALIFORNIA VOTING RIGHTS ACT, COMMUNITIES THROUGHOUT THE STATE HAVE MADE THE SAME TRANSITION. AS OF BETWEEN 24 ELECTION, THERE ARE OVER 200 AS OF BETWEEN 24 ELECTION, THERE ARE OVER 280S NOW THAT HAVE MADE THE TRANSITION, INCLUDING ABOUT 40 IN THE LAST ELECTIONS , THE 2022 ELECTIONS. IN ADDITION, THERE ARE OVER 250 SCHOOL DISTRICTS THAT MADE THAT DECISION. AND SPECIAL DISTRICTS. WE KNOW A COUPLE OF POOR DISTRICTS. AND OTHER SORT OF SPECIAL DISTRICTS THAT HAVE [00:45:04] MADE THE TRANSITION AS WELL. ONCE A DISTRICT HAS BY TRUSTEE AREA ELECTION, YOU HAVE A SAFE HARBOR IN THE CALIFORNIA VOTING RIGHTS ACT. IT CANNOT BE TARGETED ANY FUTURE LITIGATION. THE COST OF LITIGATION HAS BEEN EXTENSIVE. BEFORE THE LEGISLATURE CHANGED THE LAW IN 2017 TO ALLOW THE PROCESS THE DISTRICT IS USING, EVERY CHALLENGE BUT A MUCH HAD TO GO THROUGH THE COURTS AND WE SAW PAYOUTS IN THE SEVEN FIGURES. SIX OR SEVEN FIGURES ACROSS THE BOARD. INCLUDING LOCAL CITIES THAT SETTLED SUCH AS ANAHEIM AND WHITTIER FOR OVER ONE FOR OVER $1 MILLION. MANY OTHER LOCAL JURISDICTIONS IN THIS REGION FACED SIX-FIGURE AND SEVEN-FIGURE PALES IN ORDER TO COMPLY. AND IT DID NOT MATTER. SOME OF THE CITIES, THE VOTERS OF THE CITY REJECTED TRANSITION TO DISTRICT ELECTION. IN EVERY CASE, THE COURT IMPOSED IT ANYWAY. AND SO, IF YOU THINK THAT DECKED WAS THAT AGAINST LOCALS FOR MAKING THE CHANGE, IT REALLY WAS AND CONTINUES TO BE. IN THE LATEST LAWSUIT IN THE CITY OF SANTA MONICA, THE PLAINTIFFS ASKED FOR OVER 22 MILLION IN LEGAL FEES SO FAR. IT GOES THROUGH THE SUPREME COURT DECISION THE LAST MONTH AND A COUPLE MONTHS AGO. NOW THEY ACCRUE MORE LEGAL FEES AS IT GOES BACK TO THE LOWER COURTS. TODAY'S, NO LOCAL JURISDICTIONS EVER WANT TO CHALLENGE AGAINST THE CALIFORNIA VOTING RIGHTS ACT LEGISLATURE IN ITS PROCESS OVER THE YEARS HAS ACTUALLY MADE IT EASIER FOR LOCAL JURISDICTIONS TO COMPLY WITH THE CALIFORNIA VOTING RIGHTS ACT. FOR EXAMPLE, ONE THING THEY DID WAS THEY SET UP A PROCESS FOR MAKING THE TRANSITION THAT WAS UNIFORM ACROSS ALL JURISDICTIONS. IT INCLUDES TWO INITIAL PUBLIC HEARINGS AND TONIGHT IS THE FIRST. THAT ARE HELD PRIOR TO THE RELEASE OF A DRAFT MAP. THESE PRESENTATIONS COVER THE BASICS OF CRITERIA AND THE RULES AND TIMELINE, WHY THE DISTRICT MAKES A DECISION. AND OFFER OPPORTUNITY TO WEIGH IN ON NEIGHBORHOODS, COMMUNITIES AND OTHER FACTORS TO BE CONSIDERED IN THE CREATION OF TRUSTEE AREAS. FOLLOWING THE FIRST TWO HEARINGS, THE DRAFT MAP WILL BE RELEASED ON APRIL 18. THIS IS SEVEN DAYS PRIOR TO THE THIRD HEARING. THIS IS REQUIRED AND LAW. YOU NEED THE MAP PUBLISHED ON THE WEBSITE, SEVEN DAYS PRIOR TO THE HEARING. AND THEN, WE FOLLOW THAT WITH TWO PUBLIC HEARINGS ON THE DRAFT MAP. BASICALLY, APRIL 25 AND MAY 9 WILL BE DISCUSSING THE MAPS AND MAKING MODIFICATIONS AND CHANGES. OPPORTUNITY TO WEIGH IN AND COMMENTS. FOLLOWING THAT, THE LAW REQUIRES A FIFTH HEARING AT WHICH THE MAP IS ADOPTED. THAT IS THE HEARING ON MAY 23. AND WE HAVE A SPECIAL STEP REQUIRED AT THE SCHOOL DISTRICT. BECAUSE WHEN THE PEOPLE WHO WROTE THE LAW DID NOT LOOK AT THE EDUCATION CODE, AND ESSENTIALLY, THE TRANSITION FROM AT-LARGE TO TRUST THE AREA ELECTION HAS TO FINALLY GO TO THE COUNTY COMMITTEE ON SCHOOL DISTRICT ORGANIZATION. TO APPROVE FIRST OF ALL, THE CHANGE FROM AT-LARGE TO TRUSTEE AREA ELECTION. AND THE ADOPTION OF A MAP SELECTED BY THE DISTRICT. THAT'LL BE HELD WITHIN THE BOUNDARY OF THE BELLFLOWER UNIFORMED SCHOOL DISTRICT ONCE THE MAP HAS BEEN ADOPTED. LOOK AT DATES IN MID JUNE FOR THAT. IT PUTS US ON A TIMELINE THAT GETS THE TRUSTEE AREA LINE IN PLACE FOR THE 2024 ELECTION. TO TOUCH ON THE RULES AND GOALS. IT IS REALLY THE HEART OF WHAT WE LOOK AT AND CONSIDER WHEN WE DRAW AND REVIEW LINES. WE DIVIDED INTO CATEGORIES TO HELP US THINK ABOUT THE DIFFERENT IN PRIORITY AND ORDER BECAUSE THAT IS ACTUALLY IMPORTANT UNDER THE NEW CALIFORNIA FAIR MAP ACT. THE FIRST, WE HAVE TO CONSIDER FEDERAL LAW. IN THE GROUNDWORK FOR ALL SHRINES OF DISTRICTS AND TRUSTEE AREAS ACROSS ANY JURISDICTION IN THE COUNTRY IS EQUAL POPULATION. OR THE ONE PERSON ONE VOTE PRINCIPLE. EACH DISTRICT AND TRUSTEE AREA HAS TO HAVE MORE OR LESS THE SAME NUMBER OF TOTAL RESIDENTS AS EACH OF THE OTHER AREAS. IT IS USED VOTERS AND TAKES INTO ACCOUNT THE KIDS AND NONCITIZENS. EVERYBODY COUNTED AS PART OF THE 2023 CENSUS COUNT IS INCLUDED UNDER EQUAL POPULATION. WE WILL TAKE A LOOK AT SOME OF THE NUMBERS HERE ON THE FOLLOWING SLIDES. THIS IS ALSO WHAT TRIGGERS THE REDRAWING EVERY 10 YEARS WHEN WE GET NEW CENSUS DATA AND WE HAVE TO RE-EVALUATE WHETHER WE STILL HAVE DISTRICTS THAT OF EQUAL POPULATION. THEY RECOGNIZE YOU CANNOT GET TO PERFECT THE QUALITY. AND YOU ARE ALLOWED WHAT WE CALL IT AVIATION, OR DIFFERENCE FROM PERFECT AND EQUAL QUALITY. UP [00:50:02] TO 10%. AFTER EQUAL POPULATION IS THE FEDERAL VOTING RIGHTS ACT. WE ARE LOOKING AT THE FEDERAL VOTING RIGHTS ACT OF 1965 AND SECTION 2 OF THE ACT. TAKE INTO ACCOUNT THE NEEDS OF PROTECTED CLASS COMMUNITIES. GROUPS THAT HISTORICALLY FACED DISCRIMINATION AND BARRIERS TO REGISTRATION AND VOTING. RACE AND ETHNICITY CANNOT BE THE ONLY FACTOR WITH THE MAIN ONE JUSTIFYING A DISTRICT AND TRUSTEE AREA. IT MUST BE ONE OF MANY FACTORS WE CONSIDER AS WE LOOK AT JOINT DISTRICTS ON THE MAP. THE LAW DEFINES COMMUNITY OF INTEREST SPECIFICALLY ASKED, AREAS WITH SOCIOECONOMIC AND GEOGRAPHIC SIMILARITY THAT NEED TO BE KEPT TOGETHER FOR THE PURPOSE OF THEIR FEAR AND EFFECTIVE REPRESENTATION. AND TRADITIONALLY, WE CAN THINK OF ISSUES AND CONCERNS THAT MIGHT UNITE PEOPLE TOGETHER AROUND A COMMON NEED FOR A SINGLE REPRESENTATIVE. THIS COULD BE EVERYTHING FROM MAYBE LIVING IN A SPECIFIC HOUSING DEVELOPMENT OR HOUSING TRACTS. A SMALL IS AN APARTMENT BUILDING OR CONDOMINIUM COMPLEX AND LARGER UNIT LIKE IN AREA AND NEIGHBORHOOD THOSE DEVELOPED BY SPECIFIC AND DEVELOPER IN A SPECIFIC TIME. IT COULD BE THINGS THAT UNITE PEOPLE POLITICALLY. OR IN TERMS OF DAY-TO-DAY LIFE . FOR EXAMPLE, LOOKING AT ATTENDANCE AREAS AND SCHOOL BOUNDARIES. AND SCHOOL LOCATIONS. WE SHOULD TRY TO DO SO. IT MEANS PARTICULARLY, THIS WILL COME UP WHEN WE TALK ABOUT LIQUID ON DIFFERENT MAPS. LASTLY, OF THE TRADITIONAL DISTRICT PRINCIPLES AND COURTS HAVE RECOGNIZED VARIOUS FACTORS OVER THE YEARS, INCLUDING THINGS THAT MAY BE IMPORTANCE TO THE DISTRICT. THIS CAN BE CONSIDERED AFTER AND ONLY AFTER WE CONSIDER ALL OF THOSE STATE AND FEDERAL CRITERIA. THINGS LIKE, POPULATION GROWTH. HOW MANY SCHOOLS ARE IN EACH TRUSTEE AREA AND OTHER ONE MIGHT BE ON THE LIST. THERE MAY BE OTHER FACTORS THAT YOU CAN CONSIDER. BUT THEY CAN'T BE A BIGGER PRIORITY THAN THE REQUIREMENTS OF FEDERAL AND STATE LAW. LOOKING AT THE DEMOGRAPHICS, ESSENTIALLY, THIS GIVES YOU A BRIEF SUMMARY OF THE TOTAL POPULATIONS. THE TOTAL POPULATION OF 84,198 IS THE CALIFORNIA ADJUSTED CENSUS COUNTS THAT WE REQUIRED TO USE IN THE PROCESS AND THAT IS WHAT WE WILL DIVIDE BY 52 THE POPULATION NUMBER FOR EACH OF THE FIVE TRUSTEE AREAS. YOU SEE RIGHT BELOW WHAT WE HAVE TOTAL POPULATION AND THEN FOR THE RACIAL NUMBERS, WITH CITIZEN AND VOTING AGE POPULATION. THE CITIZEN VOTING AGE POPULATION IS THE KEY FOR THE FEDERAL VOTING RIGHTS ACT. THE COURTS CALLED THE VOTING AGE POPULATION THE ELIGIBLE VOTER COUNTS. IT IS THE POPULATION OVER THE AGE OF 18 WITH U.S. CITIZENSHIP. WE SEE THERE ARE SOME SLIGHT DIFFERENCES BETWEEN THE TWO NUMBERS. REFLECTING THE FACT THAT FOR EXAMPLE, THE LATINO COMMUNITY TENDS TO BE YOUNGER. THEN THE POPULATION AS A WHOLE. EITHER WAY, WE SEE THE DISTRICT IS ABOUT HALF LATINO. BOTH BY TOTAL POPULATION AND BY ELIGIBLE VOTING POPULATION. WE ALSO SEE THAT WE HAVE SUBSTANTIAL ASIAN AMERICAN, AFRICAN-AMERICAN AND WHITE POPULATION WITHIN THE DISTRICT AS WELL. IN ADDITION TO THE RACIAL NUMBERS, FOR THAT PURPOSE OF DETERMINING COMMUNITIES OF INTEREST, WE ALSO HAVE, AND I WILL TALK ABOUT THE TOOLS LATER. WE INCLUDE A LOT OF SOCIAL ECONOMIC MEASURES TO REALLY UNDERSTAND THE DIFFERENT NEIGHBORHOODS AND COMMUNITIES WITHIN THE DISTRICT. AND, WE DO IT IN ORDER TO LOOK AT THE FEDERAL VOTING RIGHTS ACT REQUIREMENT. TO SEE WHETHER OR NOT IT IS POSSIBLE TO DRAW DISTRICTS THAT ARE MAJORITY OF A PROTECTED CLASS COMMUNITY. AND, LATINOS ARE THE FIRST PROTECT THE CLASS COMMUNITY WE WILL DISCUSS, PICKING UP A MAJORITY THROUGHOUT THE CITY BELLFLOWER IN PARTICULAR. ESPECIALLY IN THE NORTHERN AND WESTERN PORTIONS OF THE CITY OF BELLFLOWER. WE HAVE AREAS IN THE RED AND YELLOW AND I KNOW THE YELLOW IS HARD TO SEE ON THE MAP. THESE ARE MAJORITY LATINO AREAS. THE AREA IN THE BLUE AND PURPLE COLORS. THOSE ARE AREAS UNDER 25 ANOTHER 35% LATINO. WE ALSO LOOK AT THE ASIAN AMERICAN AND AFRICAN AMERICAN CITIZEN VOTING AGE. POPULATIONS. I DON'T KNOW WHY WE CANNOT PLAN AHEAD TO GET THE ALUMNI AND KIDS IN THE DISTRICT AND KEEP THEM IN THE DISTRICT AND WE DON'T WANT THEM TO GO OUTSIDE DISTRICT.
