>> GOOD EVENING EVERYONE. MY NAME IS ELIZABETH.

SOME OF YOU MIGHT HAVE SEEN ME HERE I HAVE COME INTO THE BOARD THIS IS NOT HOW I WANTED TO INTRODUCE MYSELF IT WAS IMPORTANT FOR ME FOR YOU GUYS TO KNOW WHAT TYPE OF PERSON IS SERVICING YOUR COMMUNITY. IF YOU NOTICED YOU HAVE PROBABLY SEEN ME HERE AT THE BOARD MEETINGS.

THE REASON WHY I AM HERE IT IS NOT BECAUSE OF THAT, I AM HERE AND MY HUSBAND IS HERE TOO, IF I GET EMOTIONAL MY APOLOGIES.

MY HUSBAND WAS NOT GOING TO BE HERE TODAY HE DID NOT THINK IT WAS GOOD FOR ME TO SPEAK. I UNDERSTAND.

BECAUSE THIS MAN LOVES ME SO MUCH, DOES NOT WANT TO SEE ME HURT. HE SURPRISED ME.

I DID NOT PREPARE ANYTHING. THE REASON WHY I AM HERE TODAY, IS WHEN GOOD PEOPLE, BAD THINGS HAPPEN WHEN GOOD PEOPLE DO NOTHING I WAS RAISED BY MY GRANDMOTHER, I HAVE THIS WITH ME THAT NO MATTER WHERE I GO NO MATTER WHAT I DO I AM ALWAYS GOING TO LEAVE IT BETTER THAN I FOUND IT.

SO I'M PACKING ABOUT MENTAL HEALTH.

I SUFFER FROM DEPRESSION, ANXIETY, RECENTLY I STARTED HAVING PANIC ATTACKS TO BE FAIR YOU MIGHT NOT SEE A BABY RUNNING AROUND BUT I AM RECOVERING FROM POSTPARTUM DISCUSSION. I WILL NOT BE SHAMED NOR HUMILIATED FOR HAVING THESE, WHAT HAPPENS WHEN YOU ARE AN EDUCATOR YOU GET INVESTED. I THOUGHT I WAS GOING TO DO

[00:05:06]

THIS QUIETLY BUT I FELL IN LOVE BECAUSE I LOVE STUDENTS.

TIME IS RUNNING OUT BUT BASICALLY THE DISTRICT DECIDED TO SEND THE SHERIFFS TO MY HOME TO DO A WELFARE CHECK.

THEY COULD HAVE CALLED MY HUSBAND, THEY COULD HAVE CALLED MY THERAPIST. THEY COULD HAVE DONE SO MANY THINGS. THEY KNOW WE ARE ATTACHED TO THE HIP. WITHIN THE HOUR IN MY HOME THERE WAS THE SHARE OF US. I WANT TO SAY THIS SOMEBODY TOLD ME ONCE YOU SHOULD BE SO PROUD OF YOUR TEACHERS.

FIRST OF ALL THEY ARE NOT MINE. THEY HAVE TO GO TO WORK EVERY SINGLE DAY, IN A VERY DIFFICULT ENVIRONMENT.

THEY FACE CHALLENGES. I CANNOT DO WHAT THEY DO EVERY

DAY SO THANK YOU. >> THANK YOU.

>> LET'S GO ON, DO WE HAVE ANY AMENDMENTS TO THIS EVENING'S

[6. PLEDGE OF ALLEGIANCE ]

AGENDA. >> NO AMENDMENTS.

>> THANK YOU. TONIGHT THE BOARD MEMBER WILL LEAD THE FLAG SALUTE. WELCOME.

>> I PLEDGE ALLEGIANCE TO THE FLAG OF THE U.S. AMERICA TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

ALWAYS PUTTING STUDENTS FIRST. WE HAVE AN ASSORTMENT OF

[00:10:01]

CHANGES. CHANGES WILL CAUSE DISRUPTION, DOES LEAD TO DISCOMFORT BUT BEING UNCOMFORTABLE IS OUR PATH TOWARDS GROWTH. OUR DATA REVIEWS, AUDITS, WE MUST REFINE OUR PRACTICES. UNDER MY LEADERSHIP NOT ONLY POSITIVE IMPACTS BUT WE WILL CONTINUE TO GROW BY IMPLEMENTING AN ACTION PLAN. MEETING GROWTH TARGETS TOWARDS OUR DEPARTMENTS. I PLAN TO GO INTO DEPTH WITH THESE TWO ITEMS. AROUND FEBRUARY FOLLOWING THE REVIEW OF THE RESULTS. I AM EXCITED TO ANNOUNCE SOME UPCOMING EVENTS, THAT IS IN FEBRUARY A DISCUSSION WITH THE DIRECTOR, WHICH YOU WILL RECEIVE A FLYER.

COMMUNICATING THIS EVENT ALSO LOOKING FORWARD TO ESTABLISHING A PARTNERSHIP WITH PARENTS. THIS GROUP OF VOLUNTEERS WILL ASSIST ME IN GUIDING OUR PROGRAMS. BY FOLLOWING THIS ACTION PLAN THAT I MENTIONED.

I WANT TO END WITH A POEM RECITED BY A FEW OF OUR

STUDENTS AND PARENTS. >> I USED TO THINK ONE DAY I HOPE TO PLAY, ONE DAY I HOPE SOMEBODY YEARS WHAT I HAVE TO SAY. MY EYES WANDER, MY LEGS MOVE, MY VOICINGS, MY HEART BEATS. IT SEEMS I MET THE CRITERIA.

>> I USED TO THINK ONE DAY I HOPE TO PLAY, I HOPE SOMEONE HEARS WHAT I HAVE TO SAY I BELIEVE MYSELF TO BE TYPICAL.

[9. SUPERINTENDENT’S REPORT]

>> MOTION PASSES 3:2. THE SUPERINTENDENT REPORT.

TAKE IT AWAY. >> THANK YOU CONGRATULATIONS TO ALL THE DIFFERENT POSITIONS. WHAT I AM GOING TO SPEAK TO IS AN ANNOUNCEMENT WE MADE TO THE STAFF.

I AM GOING TO MAKE AN ANNOUNCEMENT.

ABOUT WHAT NEXT YEAR'S CALENDAR IS GOING TO INCLUDE WE INVESTED SIX BUY DAYS. TO ENGAGE IN LEARNING.

[00:55:01]

SO WE CAN STRENGTHEN AND BECOME BETTER.

LOOKING FORWARD TO THAT DAY, ONE OF THE MOST IMPORTANT THINGS THAT WE CAN INCORPORATE IS REALLY TIME TO WORK OUT PROBLEMS, WORK OUT SOLUTIONS. AND EXECUTE.

IF IT IS SUCCESSFUL, INCORPORATE THIS IN THE NEXT THREE OR FOUR YEARS. I THINK NEXT YEAR IS GOING TO BE HUGE. SO LOOKING FORWARD TO REALLY HAVING THE STAFF ENGAGED AND PROBLEM-SOLVING AND GETTING BETTER. SOME MORE INFORMATION WILL COME OUT OF THAT. THE STAFF REALLY HEARD THIS THIS IS REALLY FOR THE COMMUNITY MEMBERS.

DAYS STUDENTS ARE NOT WORKING BUT THE STAFF IS HERE FOR PROFESSIONAL LEARNING. SO WE HOPE TO HAVE 90 PERCENT OF OUR STAFF THERE IN ORDER TO GET BETTER.

THE ONLY OTHER THING I WANT TO TALK ABOUT IS A LOT OF THE SAFETY PROTOCOLS. LIKE THE CHECK IN SYSTEM.

WHAT YOU ARE GOING TO SEE OUR POSTERS THAT WE ARE GOING TO PUT IN EVERY CLASSROOM. WHAT A LOCKDOWN IS.

THAT WE USE TO SIGNAL SOME KIND OF A SITUATION.

THIS WEEK ALONE SOME POLICE ACTIVITY AND THAT CONSTITUTED A LOCKOUT. I KNOW THERE WAS CONFUSION.

THAT INFORMATION WE ARE GOING TO PUT IN THE CLASSROOM.

THE POLICE DEPARTMENTS AND THE STAFF HELPING TO TRAIN OUR STAFF ABOUT THESE, INCORPORATE VOCABULARY.

YOU WILL BE ABLE TO SEE STUFF THAT IS WRITTEN.

ALSO GET A DOUBLE DOSE OF WHAT THOSE ARE.

LOOKING FORWARD TO THAT.HE ONLY OTHER THING ABOUT TO GO INTO WINTER BREAK. STAFF HAVE WORKED HARD, APPRECIATING EVERYBODY FOR WHAT THEY DID.

WE MADE ÃA LOT OF WORK TO DO STILL, REALLY HAPPY WITH THE PROGRESS. I LOOK FORWARD TO SOME MORE WITH THAT IF I DO NOT SEE YOU BETWEEN NOW AND NEXT FRIDAY OR NEXT THURSDAY, HAVE A GOOD WINTER BREAK AND MAKE SURE TO GET SOME REST. THAT CONCLUDES THE

[10. BOARD COMMUNICATIONS]

SUPERINTENDENT REPORT. >> THANK YOU.

>> NO TIME FOR BOARD OF EDUCATION COMMUNICATIONS.

WE WILL START WITH BOARD MEMBER ARMSTRONG.

>> GOOD EVENING. SO GLAD EVERYONE COULD COME OUT AND HELP US CELEBRATE OR BEGIN OUR NEW YEAR.

I HAD A BUSY COUPLE OF WEEKS. I WAS ABLE TO ATTEND THE URBAN FARMING PROJECT AT BELLFLOWER HIGH.

THAT IS COMBINED WITH THE SUPPORT, THE EVENT HIGHLIGHTED OUR NEW STATE-OF-THE-ART HYDROPONICS CONTAINER ITS CAPACITY TO OFFER OUR STUDENTS DAILY FRESH SALAD BAR AS OUR NUTRITION CENTER. SO YOU KNOW WHEN I WAS THERE IT IS EVENTS LIKE THIS THAT REMIND US WHAT IT IS ALL ABOUT.

BRINGING NEW INNOVATIVE IDEAS TO OUR STUDENTS AND COMMUNITY.

AS A BOARD SUPPORTING OUR STAFF AND BRINGING THOSE IDEAS THEY ARE THE EXPERTS IN THESE POSITIONS.

I KNOW THEY WILL BE MORE TO COME.

I HOPE WE CAN HAVE A MORE COMMUNITY PARTICIPATION.

BY THE WAY THOSE APPLES WERE GOOD THE SNACKS WERE SO GOOD I WANTED MORE. SO AS A BOARD THOUGH WE HAVE BEEN PARTICIPATING IN VARIOUS WORKSHOPS AND CONFERENCES.

WE JUST GOT BACK FROM CSPA, I ATTENDED THE ETHICS TRAINING.

[01:00:04]

IT IS ASSEMBLY FAILED STATE REQUIRED TRAINING THAT WAS SIGNED INTO LAW IN SEPTEMBER 2022 RELATES TO GOVERNMENT CODE 5323 FOUR. AND 35.

WHICH REQUIRES LOCAL AGENCIES TO COMPLETE ETHICS TRAINING.

THEY WANT US TO DO THIS EVERY TWO YEARS NOW.

DURING OUR TERM ALL OF US SHOULD BE DOING THIS TRAINING.

IT IS FOUR MODULES. ONE MODULE IS TALKING ABOUT BRIBERY, CONFLICT OF INTEREST, CAMPAIGN CONTRIBUTIONS.

ANOTHER ONE, PERCOCET. ANOTHER MODULE IS GOVERNMENT TRANSPARENCY LAWS. AND FAIR PROCESSES.

THEY DO NOT LET YOU TAKE ANY BREAKS.

I HAVE A COLD. I ALSO ATTENDED THE LEARNING LABS, THIS WORKSHOP WAS EXCITING TO ME BECAUSE I WORK FOR ANOTHER SCHOOL DISTRICT AND OUR TEAM LEAD THIS WORKSHOP I REMEMBER THIS HAPPENING ON CAMPUS TO WHERE THEY PUT IN INTERVENTIONS INTO PLACE. THEY SHARE THE DATA OF THE GROWTH THAT HAPPENS AT THE END OF THE YEAR.

WHAT WAS SIGNIFICANT ABOUT THE DATA AND THE FINDINGS IS THAT ALTHOUGH ELEMENTARY AND INTERMEDIATE STUDENTS HAD A LARGE GROWTH AFTER THE INTERVENTION WHEN THEY DID THE SAME THING WITH HIGH SCHOOL KIDS, THE HIGH SCHOOL KIDS HAD VERY VERY LITTLE GROWTH AFTER THE INTERVENTION.

SO IT IS A PART OF THE FACT HOW IMPORTANT EARLY INTERVENTION IS. THEN I ALSO DID THE BASICS.

IT COVERS TRANSPARENCY LAWS, COMMUNITY INVOLVEMENT.

GOVERNMENT ACCOUNTABILITY. TALK ABOUT MEETINGS, COMMITTEES, A BUNCH OF OTHER STUFF YOU KNOW.

IT EVEN TELLS US HOW WE SHOULD HANDLE PARTICIPANTS IF THEY GET DISRUPTIVE. SO THE ACT IS ALWAYS CHANGING.

WE SHOULD ALWAYS KEEP ABREAST OF THE NEW DETAILS OF THAT.

ONE THAT I THOUGHT WAS INTERESTING.

I HAD NOT DONE A WORKSHOP THAT COVERED TITLE IX.

THEY HAVE SOME NEW PROPOSED REGULATIONS.

THAT MAY COME DOWN. BUT AGAIN IF THESE WERE TO COME DOWN IT IS GOING TO BE MORE IMPLICATIONS FOR US AS TEACHERS OR SCHOOL EMPLOYEES, WE MAY HAVE ADDITIONAL OBLIGATIONS UNDER THE FEDERAL OR STATE LAWS TO REPORT SEXUAL BASED MISCONDUCT. THEN ALTHOUGH I DID NOT GO TO THE CALIFORNIA OUTLOOK, TALKING ABOUT THE BUDGET, THE MONEY.

WE ARE FACING IN CALIFORNIA IF YOU HAVE NOT HEARD, $68 BILLION DEFICIT. IT IS A HUGE SHORTFALL.

THE LEGISLATIVE BODY DOES HAVE TOOLS TO ADDRESS PROBLEMS. THEY ARE EXPECTING THIS TO LAST INTO 2025.

BUT I KNOW HERE AT BELLFLOWER WE ARE GOING TO DO WHAT WE NEED TO DO TO MAKE THE ADJUSTMENTS TO MAKE SURE WE SURVIVE THIS BUDGET SHORTFALL. I HAVE A LOT MORE TO SAY BUT I AM OUT OF THE BREATH. SO ANYWAY AGAIN THANK YOU FOR

COMING OUT AND THERE YOU GO. >> THANK YOU BOARD MEMBER ARMSTRONG. DOCTOR.

>> THANK YOU. I ATTENDED THE YEAR END AWARD.

[01:05:04]

WE WELCOMED IN BOARD MEMBER AMY STEWART.

ALONG WITH BRAD WHO WILL REPRESENT OUR SCHOOL DISTRICT.

IT WAS A GREAT NIGHT AND STUDENTS WERE VERY HAPPY TO BE PART OF THE PROCESS AND BEING ACKNOWLEDGED FOR THEIR WORK IN THE PROGRAMS AND THE TEACHERS AND THE HARD WORK THEY HAVE DISPLAYED THROUGHOUT THE YEAR. IT WAS GREAT GETTING THE RECOGNITION AND SUPPORT FROM MY PEERS ON THE BOARD ESPECIALLY OUR BOARD MEMBERS. WHO WERE VERY GRACIOUS.

AS WELL AS THIS. I WANT TO MAKE A FINAL COMMENT ON TODAY'S ACTIONS THAT YOU SAW ON THE BOARD.

THIS WILL BE THE FIRST TIME IN THE HISTORY OF THE STATE OF CALIFORNIA THAT AN EXISTING BOARD HAS NOT PUT IN MURDER AS AN OFFICER.O CONGRATULATIONS BOARD.

ON CONTINUING TO DEMONSTRATE YOUR LACK OF EQUITY, INCLUSION AMONG YOUR OWN BOARD MEMBERS. AS A TEAM MEMBER I SUPPORTED YOU IN YOUR NOMINATIONS AND I VOTED FOR YOU.

AS WE MOVE FORWARD I THINK THIS TYPE OF ACTION AND BEHAVIOR IS DESTRUCTIVE AND TOXIC AS WE WANT TO SUPPORT OUR DISTRICT.

IN REGARDS TO EQUITY AND INCLUSION.

>> THANK YOU. >> I DID NOT FINISH.

>> CONTINUE. >> I WANT TO WISH EVERYONE A VERY HAPPY HOLIDAY SEASON. I HOPE THIS WILL BE A NEW YEAR

AS WE MOVE FORWARD.>> THANK YOU, DOCTOR.

MS. AMY STEWART. >> MS. GARZA.

>> THANK YOU. I KNOW WE HAVE A NEW ROTATION RIGHT NOW. THANK YOU SO MUCH.

I WANT TO TAKE A COUPLE OF MINUTES TO SAY THANK YOU TO EVERYONE. TO MY COLLEAGUES HERE ON THE BOARD TO OUR STAFF AND OUR SUPERINTENDENT.

TO OUR FAMILIES AND KIDS. WE ALL HAVE TO WORK TOGETHER WE ALL HAD TO WORK TOGETHER TO GET TO WHERE WE ARE AT RIGHT NOW.

I AM SO PROUD OF US FOR GOING THROUGH THIS EVALUATION FOR GOING THROUGH OUR FIRST EVALUATION OF OUR NEW SUPERINTENDENT UNDER THIS BOARD.

IT IS NOT EASY AS YOU CAN TELL. WE ARE STILL ALL HERE COMMITTED FOR YOUR STUDENTS. THAT IS REALLY THE MESSAGE.

I ALSO WANT TO SAY THANK YOU AND CONGRATULATIONS TO THEM, THEY WERE HONORED BY GETTING A RECOGNITION OF AWARD FOR THE GOLDEN VALLEY. THAT IS A WONDERFUL AMAZING ACCOMPLISHMENT. I AM STILL IN AWE FOR EVERYTHING THEY DO FOR OUR KIDS.

SO MANY OPPORTUNITIES THAT WE ARE NOW CREATING TOGETHER.

CONGRATULATIONS TO THEM. CONGRATULATIONS TO BELLFLOWER HIGH SCHOOL FOR GETTING SO FAR IN YOUR DIVISION.

I WILL GET TO THAT. I KNOW THAT THEY HAVE BEEN WORKING SO HARD TO GET TO WHERE THEY ENDED.

THEY'RE GOING TO COME BACK NEXT YEAR SO MUCH STRONGER.

A LITTLE BIT MORE COHESIVE AS WELL.

THAT WAY THEY CAN GET ALL THE WAY TO THE END.

SHOW OFF OUR MAYFAIR TEAM. SAY CONGRATULATIONS TO THEM.

THEY HAVE REALLY EXEMPLIFIED WHAT IT TAKES AND WHAT IT LOOKS LIKE TO WORK TOGETHER AS A TEAM.

THANK YOU SO MUCH FOR THE TEAM, THE COACHES.

THE FAMILIES OUT THERE IN THE COLD.

THAT IS WHAT WE NEED TO CONTINUE WITH.

I KNOW THEY WILL MAKE IT A LOT FARTHER NEXT YEAR.

I AM NOT GOING TO GO THROUGH THE WHOLE RANGE OF CLASSES.

[01:10:01]

ONLINE FROM OUR ARTIFICIAL INTELLIGENCE TO SOCIAL MEDIA.

IT IS HERE. WE NEED TO MAKE SURE WE ARE REGULATING SO HERE AT OUR SCHOOL DISTRICT SO OUR STUDENTS CAN USE IT IF THAT IS WHAT THE TEACHERS DECIDE TO DO.

SO THAT OUR STUDENTS ARE SAFE WHEN THEY ARE USING THAT.

ALSO ATTENDED MAXIMIZING SCHOOL SAFETY WITH PRACTICAL STRATEGIES. SO PRESIDENT, I ATTENDED THAT ONE. A LOT OF REALLY GOOD IDEAS THAT WE HOPE WE CAN CONTINUE TO TALK ABOUT HERE IN OUR DISTRICT.

THEN I ALSO ATTENDED ANOTHER ONE, SCHOOL CLOSURE.

SOLOOKING AHEAD. MAKING SURE WE ARE ALL GETTING SOME INFORMATION THAT WE NEED. THANK YOU SO MUCH AND HAPPY

HOLIDAYS TO EVERYONE. >> THANK YOU BOARD MEMBER GARZA. VICE PRESIDENT STEWART.

>> GOOD EVENING. BEFORE I START THANK YOU SO MUCH TO OUR MAYFAIR UNIFIED PROGRAM I AM SO PROUD OF THIS PROGRAM. THANK YOU FOR WHAT YOU DO THANK YOU FOR THE SHIRTS THAT NIGHT. ON FRIDAY, NOVEMBER 17, I ATTENDED THE GIRLS BASKETBALL TEAM.

MY DAUGHTER AND I ATTENDED AND I MET THE COACH AND HER STAFF.

IT WAS AN AWESOME EXPERIENCE FOR OUR GIRLS TO PLAY.

THAT WAS A VERY IMPORTANT TO THEM IT WAS JUST AN AMAZING NIGHT FOR THEM. I HOPE THEY CONTINUE TO SCHEDULE THIS. I HOPE THEY GET THE WORD OUT NEXT TIME. I WAS AT THE CONFERENCE.

I ATTENDED SESSIONS ON EFFECTIVE GOVERNMENTS.

BOARD SELF-EVALUATIONS. DEVELOPING AND PASSING BOND MEASURES. THANK YOU TO LISA, FOR ALLOWING US TO BE PART OF THEIR INCREDIBLE NIGHT.

REALLY EXCITED TO BE A PART OF THIS TEAM THE NEXT TWO YEARS.

ONE THING I HAVE LEARNED, IT IS GREAT FOR BOARD MEMBERS TO HAVE DIFFERENT EXPERIENCES. SO REALLY EXCITED TO JOIN THE STEAM AND LEARN MORE. I FINALLY FINISHED MY MASTERS IN GOVERNANCE TRAINING. VERY EXCITED ABOUT THIS.

JUST REALLY EXCITED TO CONTINUE TO STUDY THE INFORMATION THAT I HAVE LEARNED. ON DECEMBER 5, TREASURER TRAINING. ON SATURDAY, DECEMBER 9, CELEBRATION FOR A FORMER BOARD PRESIDENT.

I ALSO WENT TO THE MAYFAIR FOOTBALL GAME FOR THE STATE CHAMPIONSHIP. WE CAME UP SHORT BUT MAYFAIR HAD AN AMAZING SEASON. THANK YOU FOR ALLOWING ME TO BE A FAN AND TO FOLLOW THIS TEAM. JUST BEING YOUNG AND HAVING FUN. IT WAS SO MUCH FUN TO FOLLOW THEM AND SUPPORT THEM. WE ARE EXCITED TO SEE WHAT THEY DO NEXT YEAR. ANOTHER UPDATE AS I AM REALLY EXCITED TO SEE DONATIONS ON OUR AGENDA SO HOPEFULLY THEY GET APPROVED. THIS IS TO TRANSFORM OUR HIGH SCHOOL WEIGHT ROOM WE HAVE BEEN TALKING ABOUT THIS WITH OUR COACHES AND COMMUNITY THE ENTIRE YEAR.

THIS HAS BEEN A PRIORITY FOR THE STAFF, PARENTS HAVE WRITTEN ME EXPRESSING SAFETY CONCERNS. IT IS LONG OVERDUE.

SO MANY PEOPLE WE CAN THINK THAT MADE THIS HAPPEN THANK YOU FOR THE COLLABORATIVE WORK. THEY ARE GOING TO REALLY LOVE THIS. I ATTENDED THE PLANNING SESSION. I PARTICIPATED IN MY FIRST MEETING. REALLY EXCITED TO BE ON THAT TEAM. I LOVE WORKING WITH STUDENTS.

[01:15:01]

LASTLY THANK YOU TO THE PRESIDENT GARZA FOR HER LEADERSHIP THIS PAST YEAR. I APPRECIATE YOU. HAVE LEARNED SO MUCH FROM YOU THIS YEAR.

SO THANK YOU SO MUCH FOR GUIDING ME IN MY FIRST YEAR AS A BOARD MEMBER. CONGRATULATIONS TO OUR NEW PRESIDENT. I THINK IT IS IMPORTANT TO HAVE LEADERS AS OFFICERS THAT ARE RESPECTFUL AND COLLABORATIVE, I AM A TRUE BELIEVER IN ENOUGH TO GIVE RESPECT TO GET RESPECT.

I HOPE EVERYBODY HAS A GREAT VACATION.

TODAY WAS MY LAST WEEK OF SCHOOL.

I AM EXCITED. TOMORROW I AM TURNING IN MY GRADES. I HOPE EVERYONE ELSE ENJOYS THEIR NEXT WEEKS OFF. THANK YOU SO MUCH.

>> FOR MYSELF, A BIG CHUNK OF TIME.

A BIG CHUNK OF KNOWLEDGE. THE SESSIONS WERE REALLY INFORMATIVE AND SEEING HOW USING IT, YOU SEE WHAT OTHER DISTRICTS ARE DOING. YOU BRING IT BACK TO YOUR DISTRICT. THAT WAS A BIG ONE, THE SCHOOL SAFETY WAS LED BY BRAD. HE GAVE A GREAT PRESENTATION.

HOPING WE SEE SOME OF THOSE MEASURES AS WELL.

THE UNIFIED PROGRAM WHICH WAS AWESOME AS ALWAYS.

THE GAME TOOK A BUNCH OF VIDEOS ON THE SIDELINES.

THE BOARD MEETING, THAT IS ONE OF THE AWESOME THINGS ABOUT BEING A BOARD MEMBER. WE HAVE SO MANY THINGS GOING ON. WHEN YOU ARE AROUND OUR STUDENTS AND STAFF BUILDING A POSITIVE CULTURE, SAYING SOMETHING FROM THE DAIS. YOU HAVE TWO FEEL WHAT THE CULTURE IS LIKE. I SEE SO MANY POSITIVE THINGS IN OUR DISTRICT. SO FORTUNATE.

IT REALLY DOES MAKE WHAT WE DO HERE AND THE WORK THAT WE PUT IN SO VALUABLE FOR MYSELF. IT FEELS GREAT.

I AM GLAD YOU BROUGHT UP THE FOUNDATION.

SOME OF THE THINGS AGAIN, THANK YOU BOARD MEMBER GARZA.

A LOT OF THINGS WE HAVE BEEN WORKING ON FOR OUR BOARD.

WE ARE GOING TO JUMP RIGHT BACK INTO THOSE THINGS.

LIKE OUR GOVERNANCE HANDBOOK. SOME OF THE TRAININGS TONIGHT ARE VERY VALUABLE. THAT WE SHOULD INCORPORATE.

THE DIFFERENCE BETWEEN HAVING AN IDEA AND SAYING YOU'RE NOT DOING THAT, BEING COLLABORATIVE.

LET'S INCORPORATE IT. SOME REALLY GOOD TRAININGS.

MAKING SURE OUR MEETINGS REMAIN RESPECTFUL.

AND COLLABORATIVE. LOOKING AT CERTAIN POLICIES.

SUCH AS TRAVEL LIMITS AND SPENDING LIMITS.

I BELIEVE THAT IT IS EASY TO GET UP HERE AND SAY WHATEVER WE WANT TO DO HERE. BUT HOW WE CONDUCT OURSELVES, THE ENTIRE TIME THAT IS WHAT REALLY MATTERS.

CHARACTER COMES OUT: CHARACTER MATTERS.

I HAVE BEEN FOR THE PAST YEAR, VERY OPTIMISTIC VERY COLLABORATIVE IN REACHING OUT. I AM GOING TO CONTINUE TO DO THAT. I BELIEVE THIS BOARD CAN DO GREAT THINGS. WE ARE ON TRACK TO DOING THAT.

MAYBE SOME SPEED BUMPS. ONE OF THE THINGS WE HAVE TALKED ABOUT MAKING SURE OUR MEETINGS ARE STUDENT CENTERED.

WE ARE GOING TO BE DOING AN AUDIT OF OUR MEETINGS.

[01:20:02]

MAKING THINGS HAPPEN. THAT IS WHAT I AM COMMITTED TO GOING FORWARD. THANK YOU ALL FOR BEING HERE

TONIGHT. >> (APPLAUSE).> ALL RIGHT.

STUDENT MEMBER KARINA. >> I WOULD LIKE TO SAY THANK YOU FOR THIS HONOR OF BECOMING STUDENT BOARD MEMBER BEING ABLE TO BE HERE. REALLY THANKFUL FOR THAT.

I WANT TO SAY SOMETHING. I ACHIEVED IN MY AWARD, I RECEIVED IT. REALLY THANKFUL FOR SOMERSET, IT HAS MADE ME LEARN A LOT OF STUFF.

SINCE I HAVE A PROBLEM WITH FOCUSING, REALLY HELPED ME.

THE TEACHERS ARE FANTASTIC. I REALLY AND TRULY AM GRATEFUL FOR THIS OPPORTUNITY. ALL OF THE TEACHERS ARE AMAZING. THEY ARE FANTASTIC.

I LOVE THEIR WAY OF TEACHING THEY ARE REALLY FUN.

ALSO LIKE TO TELL MISS GARZA EVEN THOUGH WE DID NOT GET TO KNOW EACH OTHER MUCH, OR TALK TO EACH OTHER BUT I WANT TO CONGRATULATE YOU, I HOPE WE CAN STILL COMMUNICATE.

I HOPE I CAN COMMUNICATE WITH YOU AS WELL.

THANK YOU. >> THANK YOU SO MUCH.

[11. DISCUSSION ITEMS]

>> (APPLAUSE). >> ALL RIGHT IT IS NOW TIME FOR DISCUSSION ITEMS. DOCTOR.

>> WE HAVE TWO DISCUSSION ITEMS. LET'S BEGIN WITH CHART OF DIRECTORS ROLES AND RESPONSIBILITIES. WITH A MOTION TO SCHEDULE A DISCUSSION ITEM. SO HOW DO YOU GUYS WANT US TO PRESENT INFORMATION ON THE CHART.

WE NEED DIRECTION FOR THE FUTURE BOARD MEETING.

>> DO WE HAVE QUESTIONS FROM THE BOARD?

>> FEEL FREE TO JUMP IN. >> I DO.

MY QUESTION IS ONCE WE POST ON THERE ARE WE LOOKING AT A DROP-DOWN MENU OF DUTIES? WHAT ELSE WILL BE INCLUDED ON

THERE? >> I THINK YOU GUYS ALL KNOW IN THE PROCESS OF FINALIZING. ABILITY FOR US TO PICK DIFFERENT DIVISIONS. IT DESCRIBES THE RESPONSIBILITIES AND ROLES. ONE OF THOSE DYNAMIC TYPES.

ALSO STILL INCLUDE A STATIC ONE AS WELL.

>> IF WE HAVE A FUTURE CHANGE ON STAFF HOW QUICKLY WOULD WE

BE ABLE TO MAKE CHANGES TO IT? >> AS SOON AS WE CAN.

WE WILL TRY TO SCRAMBLE QUICKLY. LOT OF TIMES IF IT IS A POSITION CHANGE, IF IT IS A DIFFERENT CHANGEOVER THAT

WILL BE REFLECTED. >> SOME MAY BE IN THE SAME WEEK

THAT THE CHANGE OCCURS. >> OKAY.

>> THEN ALSO I GUESS WHO IS GOING TO BE OVER SEEING THIS PART OF THE WEBSITE? JUST ONE PERSON GOING TO BE

OVER SEEING IT? >> A DROP-DOWN, DIFFERENT THINGS. I AM GOING TO ASK EACH DIVISION TO MAKE SURE THEY INCORPORATE THEIR PIECES.

OVERALL MY OFFICE IS GOING TO BE THE OVERSIGHT.

THE TOP OF THE CHART. IT WILL BE A TOPIC OF CONVERSATION AT EVERY MEETING. ANYTIME WE ARE MEETING WE MIGHT BE INTRODUCING NEW CONCEPTS. ONCE THAT IS DONE, THAT

[01:25:07]

INFORMATION WILL BE REFLECTED. WE WILL MAKE SURE THAT IS AS

WELL. >> I WANT TO ASK THE QUESTION.

HOW ARE YOU GOING TO BE SHOWING THAT IN THE EXAMPLE? EXAMPLE TECHNOLOGY AS WE ARE GROWING.

INCLUDING TECHNOLOGY WHETHER AI, THAT CAN TAKE ON DIFFERENT DIMENSIONS. AS FAR AS HARMING.

HOW WOULD YOU SHOW THAT? FOR EXAMPLE AS INFORMATION CHANGES AND EXPANDS, CONTINUE ADDING RESPONSIBILITIES IN THAT

DEPARTMENT? >> SIMILAR TO THE QUESTION.F THE CHANGE OCCURS AND A NEW STRATEGY, ACTIVITY ADDED TO A LEADER, IN THAT DIVISION WE WOULD INCLUDE THAT INFORMATION.

AS SOON WE INITIATE THAT, THE INFORMATION WILL BE PUT INTO A

NEW WORK CHART. >> AS DAY-TO-DAY ACTIVITIES

CHANGE ALSO. >> I DO NOT KNOW IF WE DO DAY

TO DAY CHANGES. >> OKAY.

>> I WOULD LIKE TO REFRAME THIS CONVERSATION BECAUSE IT IS A DISCUSSION ITEM. LOOKING FOR A DIRECTION.

WE NEED TO UNDERSTAND WHAT THE ISSUE IS.

AND WHY WE'RE DOING THIS. WHAT WOULD WE LIKE TO SEE IN THAT AND GIVE THE DIRECTION. I THINK THAT IS A GOOD WAY TO

FRAME IT. >> ANYBODY ELSE.

>> I WANT TO SEE MORE DETAIL IN REGARDS TO WHICH ACTIVITIES EACH DEPARTMENT IS GOING TO BE RESPONSIBLE FOR.

THESE ARE JUST GLOBAL HEADINGS. SOME OTHER AREAS THAT PROBABLY ARE NOT ON HERE THAT WE SHOULD PROBABLY KNOW ABOUT.

>> YOU WOULD LIKE TO SEE MORE SPECIFIC THINGS THAT EACH DIVISION IS DOING? LIKE THE TITLE.

I AM GOING TO USE DRUG DOGS. WHATEVER THEY DO THE PROCESSES

THEY USE, THE DROP-DOWN. >> IS THAT CLEAR?

>> YES. >> SOME MORE DETAIL IN THOSE.

>> OKAY. >> I GUESS MY QUESTION PRESENTED AS A PRESENTATION AND DISCUSSION ITEM?

WOULD IT JUST BE A HANDOUT? >> THAT IS WHAT I AM ASKING YOU

GUYS. >> TO GIVE DIRECTION ON WHAT WE WOULD LIKE TO SEE AS A BOARD. PRESENTED AT A LATER DATE.

TO GET SOME CONSENSUS. >> I GUESS IT WAS BROUGHT BY YOU. MAYBE THE DIRECTION SHOULD COME FROM THE PERSON WHO BROUGHT IT. I THINK THAT IS FINE.

>> I HAVE A STATEMENT BECAUSE YOU KNOW FIRST OF ALL WE KNOW IT IS ESSENTIAL FOR OUR OPERATION TO RUN SMOOTHLY.

THE LAST TIME WE DISCUSSED THIS AND SUPPORTED MANY QUESTIONS CAME UP. COMMENTS WERE BROUGHT UP BUT I REMAIN SILENT I REALLY WAS THINKING ABOUT THIS A LOT.

SO HOPING AFTER TONIGHT WE UNDERSTAND WHAT OUR ROLE IN THE ORGANIZATIONAL PLAN OF THE DISTRICT IS.DURING THE LAST DISCUSSION IT WAS ASKED IF SOME OF THESE ASSIGNMENTS WERE NORMAL. SO WHY WOULD WE WANT TO UPGRADE AS NORMAL ANYWAY? I THINK WE NEED TO KNOW OR ASK

[01:30:02]

OURSELVES IS IT WORKING? IF IT IS WORKING WHY ARE WE CHANGING IT? IT WOULD HAVE TO BE A PURPOSE.

>> I AM SORRY. >> TALKING ABOUT THIS ORGANIZATIONAL CHART THAT WE WERE TALKING ABOUT OKAY.

SO AS THEY ARE SAYING WE NEED TO RECOGNIZE WHY WE PROVIDE GOVERNANCE AS A BOARD, THE ADMINISTRATIVE DECISION OF THE ORGANIZATION SHOULD BE RECOMMENDED BY THE SUPERINTENDENT. SO WE DID NOT CREATE THIS CHART BUT WE HAVE EVERY RIGHT TO QUESTION IT SO WHAT IS NOT

WORKING? >> A GREAT QUESTION FOR THE DOCTOR.HE BROUGHT THE ITEM TO THE BOARD.

WANTED TO BRING IT UP. ASKING FOR CLARIFICATION.

SHE WOULD LIKE TO SEE MORE DETAILS AND ON THE CHART ITSELF, FUNCTION AND OPERATION. ANYTHING ANYBODY ELSE WOULD LIKE TO ADD I THINK SOMETHING THAT WOULD HINDER OPERATION I THINK THE DOCTOR FEELS COMFORTABLE ENOUGH THAT HE

WOULD TELL US. >> THAT IS CORRECT.

>> ANYTHING ELSE SOMEBODY WOULD LIKE TO SEE ON THE WORK CHART?

>> MAKE SURE TO CONFIRM THIS. WHEN YOU HAVE THAT DROP-DOWN MENU, ANYONE GOING ON OUR WEBSITE BE ABLE TO EMAIL THAT

PERSON? >> YES.

THE EMAIL ADDRESS OR THE OFFICE NUMBERS WILL BE REFLECTED AS

WELL. >> THANK YOU.

>> GREAT. >> NO.

>> SO AS CONSENSUS I WOULD LOOK TO MY BOARD, MORE DETAILS, FUNCTION, OPERATION. UPDATED CONTACT INFORMATION FOR THOSE THAT APPEAR ON THE WORK CHART.

>> INCLUDING EMAIL ADDRESSES AND PHONE NUMBERS.

>> HOW DOES THAT SOUND EVERYBODY?

>> ANYTHING ELSE YOU WOULD LIKE TO ADD?

TOLERATE ANY QUESTIONS? >> WE ARE GOOD.

>> SOUNDS GOOD. SECOND DISCUSSION ITEM.

>> OUR LAST DISCUSSION ITEM IS ON THE ENROLLMENT, PERMIT AND RE-ORGANIZATION PROCESS. TO PRESENT THAN WE WILL LEAVE IT UP TO YOU GUYS IF YOU HAVE A CLARIFYING QUESTIONS.

>> THANK YOU. PROVIDE A BRIEF PRESENTATION

REGARDING OUR PROCESS. >> THANK YOU.

MOVING FORWARD ON A TEAM EFFORT.

GOOD EVENING AGAIN THANK YOU. ACKGROUND FOR THE COMMUNITY AND THE BOARD'S AWARENESS. BOARD DIRECTION REGARDING ADJUSTMENTS TO OUR CURRENT PRACTICES.

IN RESPONSE TO CONCERNS RAISED BY THE COMMUNITY REGARDING TIMELINES. SO WE WANT TO PROPOSE SOME ADJUSTMENTS. WE WOULD LIKE TO RECEIVE DIRECTION FROM THE BOARD. SO FIRST OFF SHIFTING OUR PROCESS, THE CONCEPT OF ENROLLING ON A FIRST-COME FIRST SERVE BASIS. A SHIFT FROM OUR CURRENT PRACTICE, TO HAVE EVERYBODY AT THEIR HOME SCHOOL.

IN ORDER TO APPROVE THAT, AND ROLE ON A FIRST-COME

[01:35:06]

FIRST-SERVED BASIS. SOME STUDENTS MAY BE REFERRED TO A SCHOOL OUTSIDE OF THEIR HOME SCHOOL.

SO STUDENTS WILL BE OVERFLOWED TO ANOTHER SCHOOL.

I WANT TO BRING SOME CLARITY. SO EASIER FOR SECONDARY STUDENTS. THEY ARE NOT GOING TO BE SHIFTING. FROM NINTH GRADE, ROLLOVER TO 10TH GRADE AT THE SAME SCHOOL. ELEMENTARY, COULD LOOK A LITTLE DIFFERENT. FIRST-GRADERS SHOULD ROLL OVER TO SECOND GRADE AT THAT SCHOOL. DIFFERENCES COULD BE IN REGARDS TO IF THEY WERE OVERFLOWED. MAKE SURE THAT WE CAN ACCOUNT FOR ALL STUDENTS. THIS IS A REALLY IMPORTANT DISCUSSION ITEM AS WE PREPARE FOR THE FUTURE.

AS WE APPROACH THE UPCOMING SCHOOL YEAR, A CONCEPT THAT WILL BE NEW. WE WANT ALL OF OUR FAMILIES TO COMPLETE A LETTER WHICH TALKS ABOUT RETURN.

WE WANT TO ANTICIPATE WHICH STUDENTS ARE GOING TO BE COMING BACK. THAT IS GOING TO HELP US AS WE DEVELOP. AS WE PLAN FOR HOW MANY STUDENTS WE ARE EXPECTING TO HAVE.

TO DEVELOP THOSE PROJECTIONS. SPACE IS AVAILABLE FOR STUDENTS. AND STAFFING TO SUPPORT THAT.

AS WE APPROACH THIS, WE WANT TO ANTICIPATE ANY POTENTIAL COMBINATIONS. WE CAN MAKE ADJUSTMENTS TO HELP LIMIT COMBINATIONS, MAY REQUIRE THE NEED TO MOVE TEACHERS TO WHERE THE INCIDENTS ARE THAT MAY BE AN ITEM THAT WE WOULD HAVE TO ENGAGE FURTHER CONVERSATION WITH.

THE MAIN PURPOSE IS TO REALLY NOTIFY FAMILIES AS MUCH IN ADVANCE BECAUSE FEEDBACK WE DID RECEIVE, HAVING TO WAIT AFTER THE START OF THE SCHOOL YEAR. THEY ARE HAVING TO WAIT TO AFTER REORGANIZATION. SO OUR MAIN OBJECTIVE, NOTIFY FAMILIES AS MUCH AS POSSIBLE. KEEP THEM INFORMED.

BACKGROUND REGARDING WHAT OUR PLANS ARE.

WITH THAT SAID PROVIDE MORE INFORMATION REGARDING OUR TIMELINE. SO ALREADY STARTED THE PROCESS IN NOVEMBER. REALLY LOOKING AT OUR ENROLLMENT CAPACITY. HOW MANY SPACES WE HAVE AVAILABLE AT EACH SCHOOL. LEADS INTO OUR PLANS FOR THE UPCOMING YEAR. HOW MANY STUDENTS ARE INTERESTED. SO WE CAN MAKE SURE WE CAN ACCOUNT FOR THAT. MOVE UP SCHOOL OF CHOICE TO INFORM FAMILIES WHERE THERE IS SPACE AVAILABLE.

BE ABLE TO NOTIFY FAMILIES AS EARLY AS MARCH 2024.

WE WANT FAMILIES TO COMPLETE A LETTER OF INTENT IN THE MONTH OF FEBRUARY. FOR THE COMMUNITY TO BE AWARE OF SOME OF OUR PLANS. THEY WILL HAVE SOME BACKGROUND.

WE WANT TO BEGIN THE PROCESS AS EARLY AS FEBRUARY 5. START SHARING THAT STUDENTS ARE ENROLLING.

IT IS NOT UNCOMMON. A LOT OF FAMILIES WAIT UNTIL THE LAST MINUTE TO ENROLL THEIR CHILDREN.

SOMETIMES THEY THINK SCHOOL STARTS AFTER LABOR DAY.

WE WANT FAMILIES TO KNOW THAT ENROLLMENT STARTS EARLIER.

HOW WE ARE GOING TO ADVERTISE THIS.

WE WANT FAMILIES TO BEGIN THE PROCESS EARLIER.

IF THEY ARE GOING TO APPLY FOR PERMITS.

START THAT AS EARLY AS FEBRUARY TO MARCH.

[01:40:02]

SO THAT IS SOMETHING WE WANT TO MAKE SURE WE ARE COMMUNICATING.

RECOGNIZE OUR EARLY LEARNERS. A LOT OF PARENTS HAVE A LOT OF QUESTIONS. WE WANT TO WORK WITH OUR PRINCIPLES. SO FAMILIES CAN KNOW WHAT TO EXPECT AS THEY BEGIN THEIR JOURNEY.

WE WANT TO MAKE SURE WE ARE MONITORING ENROLLMENT CONTINUOUSLY. THIS IS SOMETHING THAT WOULD BE A CHANGE THAT WE BASED ON OUR APPROACH.

NOTIFY FAMILIES. IF YOU ARE APPLYING FOR A DISTRICT, WE WILL NOTIFY YOU BY MAIL.

IF YOU ARE APPLYING FROM OUTSIDE THE DISTRICT, WE WOULD NOTIFY FAMILIES BY THE END OF JUNE.

EVERYBODY KNOWS WHERE THEY ARE GOING TO GO TO SCHOOL BEFORE SUMMER TIME AND HOWEVER FAMILIES WHO DO WAIT THEY WILL HAVE TO ENROLL AT THEIR HOME SCHOOL, MAY NOT ATTEND THEIR HOME SCHOOL SPACE DOES NOT PERMIT.

THE LATE NOTIFICATIONS OF PERMITS WE WOULD NOTIFY THEM AFTER THIS PROCESS. THE MONTH OF SEPTEMBER.

AS WE LOOK AND RECEIVE DIRECTION FROM THE BOARD WE RECOGNIZE THIS IS GOING TO BE SOME SHIFTING TO OUR PRACTICES.

OF THE TIMELINE AND PREPARATION FOR OUR SEASON.

IN THE PROCESS OF LOOKING AT ENROLLMENT NUMBERS IN A FUTURE MEETING YOU MAY SEE A VENDOR. WITH THE PROPOSED VENDOR.

SO WE CAN MAKE SURE WE GET ACCURATE NUMBERS.

COMMUNITY OUTREACH. ENGAGING CONVERSATION WITH IN REGARDS TO HOW CAN WE INCREASE OUR PRESENCE IN REGARDS TO SOCIAL MEDIA. IN REGARDS TO THE COMMUNITY.

SO WE CAN ACCOUNT FOR EVERY STUDENT.

REGARDS TO BOARD POLICIES. SPEAKING WITH LEGAL COUNSEL.

THE TWO ITEMS WE WOULD NEED TO DISCUSS FURTHER IS A REVISION AND POLICIES TO MAKE SURE THEY ARE ALIGNED TO MEET OUR TIMELINES. DEVELOPING ADMINISTRATIVE REGULATION. WHAT THE PRACTICES ARE, THAT WE CAN ADD TO AN EXISTING BOARD POLICY.

TO MAKE ADJUSTMENTS AS WE UPDATE THESE PROCEDURES.

LLOWS US TO HAVE A MORE FLUIDITY TO MAKING SHIFTS AS NECESSARY. WORK WITH ADMINISTRATION TO MAKE THOSE ADJUSTMENTS. SO THAT, WE WOULD LIKE TO HEAR FROM YOU IN REGARDS TO ANY QUESTIONS OR CONCERNS.

TO SEE IF WE CAN ADJUST OUR PROCESSES.

>> THANK YOU. OPEN THIS UP FOR DISCUSSION.

>> THIS IS WHAT NORMALLY MOST SCHOOL DISTRICTS DO.

OUR PROCESS RIGHT NOW IS THAT WE DO NOT REALLY EVEN SETTLE STUDENTS UNTIL 15 DAYS IN THE SCHOOL.

TRYING TO FIGURE OUT WHERE SPACE IS.

A WAITING GAME, WE LOSE A LOT OF FAMILIES BECAUSE I CANNOT JUST WAIT AROUND.HEY GO SOMEWHERE ELSE.

OBVIOUSLY DESTRUCTION THAT OCCURS DURING REORGANIZATION THIS WOULD LIMIT THAT. I THINK PEOPLE NEED TO UNDERSTAND THAT THERE IS A SHIFT HERE.

WE WILL MAKE SURE WE ADVERTISE. MAKE SURE PEOPLE TELL US WHERE THEY WANT TO GO. AFTER A CERTAIN DATE IN JUNE,

STILL GOING TO PLACE YOU. >> OPEN THIS UP FOR DISCUSSION FOR THE BOARD. THIS IS A GREAT EXAMPLE OF YOUR

[01:45:08]

LEADERSHIP. THIS IS AN ISSUE THAT HAS BEEN SPOKEN ABOUT FOR A WHILE. I HEARD A LOT.

REALLY TAKEN THE TIME AND COLLECTED THE DATA.

WITH THAT I WILL OPEN IT UP FOR DISCUSSION.

>> MANY PARENTS LIKE FOR EXAMPLE, ISSUE IN 2017 WE HAD FAMILIES MOVING TO CRAIG WILLIAMS SCHOOL DISTRICT.

THERE WAS NOT ENOUGH ROOM. SO HOW WOULD YOU HANDLE THAT

SITUATION? >> I WILL RESPOND IN TWO DIFFERENT MANNERS. WHEN WE ARE PLANNING WE HAVE TO LOOK AT WHAT INFORMATION IS RIGHT IN FRONT OF US.

I BELIEVE WE CANNOT ANTICIPATE KIDS WHO MAY OR MAY NOT COME THROUGHOUT THE YEAR CONSISTENTLY.

AS WE LOOK AT OUR DISTRICT WE ARE STRUGGLING WITH DECLINING STUDENT ENROLLMENT. WE HAVE FAMILIES WHO WISH TO GO TO SPECIFIC SCHOOLS, WE WOULD LIKE TO SUPPORT THEM.

SO WHEN WE DO HAVE INFLUXES WE WILL PROVIDE SPACE FOR THEM IT MAY NOT BE IN THEIR HOME SCHOOL.

WE ARE PLANNING TO PROVIDE AS MUCH AWARENESS TO THE COMMUNITY AS POSSIBLE. DURING THE SEASON WE CAN ACCOUNT FOR THEM AT THEIR HOME SCHOOL.

I NOTE THE IMPACT IT COULD HAVE BECAUSE ON A PERSONAL LEVEL I HAVE EXPERIENCED THAT. SO MY SECOND CHILD AND MADE SURE TO ENROLL AS EARLY AS POSSIBLE.

AT THE SAME TIME RECOGNIZE THAT SPACES FILL UP.

SO WE HAVE TO RESPOND TO THE STUDENTS AND FAMILIES AS THEY COME INTO OUR DISTRICT AND BE ABLE TO OFFER THEM SPACES.

>> OUR PRIORITY IS STILL THE HOME SCHOOL STUDENTS.

REALLY ABOUT ADVERTISING, ADVERTISING.

THE FIRST YEAR IT MIGHT BE A LITTLE STAINED BECAUSE IT IS NEW. PEOPLE ARE GOING TO START RECOGNIZING. THE MORE PEOPLE THAT KNOW ABOUT IT, WORD WILL SPREAD. AFTER SEVERAL ROUNDS, HOPING IT

WILL GO SMOOTH. >> MANY TIMES COMMENTS I GET, I AM A TAXPAYER. SO THAT IS ONE OF THE THINGS THAT WE HAVE HEARD A LOT AS BOARD MEMBERS DURING THAT TIME.

AT THAT PARTICULAR FOR EXAMPLE SCENARIO HAPPENS, THAT STUDENT IS GOING TO GO TO A WHOLE NEW SCHOOL.

>> STUDENTS OVERFLOWN WE WOULD ASSIGN THEM TO THE ROOM SCHOOL NEXT YEAR. UNLESS YOU WISH TO STAY AT THAT SCHOOL, THEN WE CAN WORK WITH THEM ON THAT ASPECT TWO.

>> OKAY. >> ANY NEW STUDENT MAY HAVE TO

BE REFERRED TO A NEW SCHOOL. >> ANYONE ELSE?

>> WITH THE REORGANIZATION THE PROCESS, STILL ÃHOW ARE YOU GOING TO HANDLE YOU KNOW AFTER 15 DAYS BECAUSE IT DOES NOT MATTER HOW MANY PARENTS YOU KNOW FILL OUT THAT PIECE OF PAPER. STILL GOING TO COME DOWN TO THE ACTUAL ATTENDANCE WITHIN THOSE 15 DAYS.

THAT IS REALLY THAT TELLTALE. SHIFT FROM FIRST COME FIRST

SERVE TO WHAT? >> THERE MAY BE FAMILIES WHO MAY NOT FULLY EMBRACE THIS CONCEPT BUT WHAT I HAVE EXPERIENCED IS FAMILIES WHO COME IN AND ARE SHARED, THAT THEIR SCHOOL IS FULL WE'RE GOING TO REFER YOU, WITHIN THOSE 15 DAYS IF SPACE PERMITS, AFTER WE DROP STUDENTS WHO ARE NO-SHOW WE WOULD CREATE A WAITING LIST.

[01:50:06]

IT IS MUCH ÃEVERY FAMILY IS DIFFERENT, MORE FAMILIES WOULD APPRECIATE BEING ABLE TO COME BACK RATHER THAN START AT THEIR HOME SCHOOL. GET FAMILIAR WITH THOSE OF THEIR STUDENTS. BEING ASKED TO MOVE AFTER THE START OF THE SCHOOL YEAR. MORE FAMILIES OPEN TO WANTING TO COME BACK EVEN IF THEY ARE BEING DESTRUCTIVE.

>> WHAT EXACTLY IS DIFFERENT FROM THE PROCESS RIGHT NOW? I REALLY DIDN'T THINK WE WERE TRYING TO YOU KNOW LIMIT THE MOVEMENT TO BEGIN WITH. SO WHAT IS A BIG DIFFERENCE?

>> SO THE BIG DIFFERENCE IS GOING TO BE INFORMATION.

EARLY ON TO SAY OKAY HOW MANY STUDENTS ARE WE PROJECTING.

TO DETERMINE WHETHER WE MAY NEED MORE TEACHERS.

OR IF YOU'RE GOING TO MAKE OTHER ADJUSTMENTS.

ONCE WE HAVE DETERMINED OVERFLOW STUDENTS, BEFORE SCHOOL STARTS RATHER THAN AFTER THE SCHOOL STARTS.

>> THAT IS REALLY THE BIGGEST SHAFT.

SEPTEMBER 15, WE WOULD DO THAT IN JUNE SOMETIME WHOEVER COMES AFTER THAT TIME IN JUNE THEN WE PUT WHERE SPACE EXISTS.

IF IT SO HAPPENS THERE IS SPACE, THAT IS WHERE THEY WILL GO. AFTER BECAUSE WHETHER THEY ARE THERE OR NOT, JOHNNY YOU LIVE IN THIS NEIGHBORHOOD BUT WE THOUGHT THERE WAS NOT ROOM. DO YOU WANT TO COME HERE OR

NOT? >> THANK YOU SO MUCH NOW I UNDERSTAND IT. THIS INFORMATION EARLY IN JUNE.

THEN YOU WILL KNOW BY JULY WHETHER OR NOT YOU ARE GOING TO ANTICIPATE THIS. WHETHER YOU NEED TO HIRE MORE

TEACHERS OR MOVE TEACHERS. >> YES.

>> OKAY. I JUST WANTED TO BE CLEAR.

THAT IS COOL THAT IS GOOD. THANK YOU.

EARLY. >> THANK YOU.

SO I DO HAVE A QUESTION WITH THE ENROLLMENT CAMPAIGN.

WHAT EXACTLY ARE WE GOING TO BE FOCUSING ON? DO WE HAVE AREAS THAT WE ARE GOING TO BE LOOKING AT

SPECIFICALLY? >> REGARDING THE INDIA.

ALREADY STARTED THE PROCESS OF CREATING MARKETING TOOLS.

WHAT I HAVE EXPERIENCED WITH ANALYTICS.

PEOPLE LOOK AT THEM. BUT THEN THEY MAY NOT TAKE ACTION. GIVEN THE DEMOGRAPHICS WITH YOUNGER FAMILIES MOSTLY ON SOCIAL MEDIA.

ALLOCATING RESOURCES TO UTILIZE SOCIAL MEDIA.

SHOW THEM AND HIGHLIGHT SOME OF THE PROGRAMS WE HAVE IN PLACE.

HELP WITH OUR ENROLLMENT CAMPAIGN.

SOMETHING WE'RE GOING TO HAVE TO TALK FURTHER.

OTHER STRATEGIES TO RECRUIT FAMILIES TO THE DISTRICT.

>> AGAINST BLOCK OF STUDENTS WE HAVE IN OUR SYSTEM ALREADY.

WHEN WE CALL THAT FAMILY IN FEBRUARY OR APRIL, ARE YOU GOING TO SECOND GRADE IN THAT SCHOOL.

PRINCIPLES ARE GOING TO HAVE TWO HELP US WHEN WE MAKE THOSE PHONE CALLS. EDUCATION FOR THAT FAMILY.

WE NEED TO KNOW NOW. THE PEOPLE NOT IN OUR SYSTEM, THAT IS WHEN SOCIAL MEDIA COMES INTO PLAY.

>> GOING TO MAKE SURE THE PARENTS ARE FOREWARNED THAT IF YOU DO NOT FOLLOW THE PROCESS IN WHICH WE SET, TO MITIGATE

[01:55:04]

THE 15 DAYS AFTER SCHOOL STARTS, THEY MAY BE AFFECTED BY NOT HAVING A POSITION IN THEIR HOME SCHOOL.

>> YES. >> WE WILL ASK FOR THE PTA AND DIFFERENT GROUPS TO HELP US SPREAD THE WORD.

>> EXCELLENT.>> THAT ANSWERS MY QUESTION.

I DO HAVE A FOLLOW-UP QUESTION. ALSO DOING MAY BE SOMETHING AT THOSE SCHOOLS? PARENT NIGHT OR INFORMATION

NIGHT BY ANY CHANCE? >> REALLY IMPORTANT TO GET THE DIRECTION FROM OUR BOARD. ONCE WE COME BACK FROM WINTER BREAK, WITH OUR SCHOOL OFFICE STAFF, IT IS GOING TO BE A TEAM EFFORT TO LAUNCH THIS APPROACH. TRAINING ALL OF OUR OFFICE STAFF WILL HAVE SOME PART IN THIS PROCESS.

>> THANK YOU NO FURTHER QUESTIONS.

>> THANK YOU FOR ANSWERING ALL OF MY QUESTIONS A FEW DAYS AGO I APPRECIATED. THANK YOU FOR MAKING THIS COLLABORATIVE, WORKING WITH ALL OF OUR DIFFERENT UNIONS OUR COMMUNITY PARTNERS, REALLY GLAD TO SEE THAT SO THANK YOU SO

MUCH. >> THANK YOU TO OTHER PEOPLE IN THOSE MEETINGS, FOR INDULGING US AND TACKLING THESE THINGS.

I WANT TO SAY SOMETHING TO THE COMMUNITY.

WE CAN SOLVE PROBLEMS TOGETHER. IT IS NOT ABOUT ME OR THE

BOARD. >> ARE YOU GOING TO GO INTO A WRAPUP? ONE STEP BACK, HOW MUCH ADA PER

STUDENT PER YEAR? >> 903.

>> 9903. WHEN WE ARE ADVERTISING FOR ENROLLMENT HOW MUCH MONEY ARE WE PUTTING BEHIND ADVERTISING

FOR ENROLLMENT? >> CAN I PROVIDE THAT IN THE

FRIDAY MEMO? >> THAT WOULD BE GREAT.

>> WHEN IT COMES TO DOING TARGETED MARKETING FOR ONLINE ADS, SOMETHING WE WOULD DO IN HOUSE OR FIND A VENDOR TO RUN

THAT CAMPAIGN? >> SHARING ALL OF THESE TERMS OF SOCIAL MEDIA AND FACEBOOK AND GOOGLE ADVERTISEMENTS THAT

I AM PROBABLY NOT CLEAR TO. >> METEOROLOGIST: AT THIS POINT. I COULD ASK THAT TO BE PUT IN THE FRIDAY MEMO TOO. I DO NOT WANT TO MISQUOTE

SOMETHING. >> GREAT.

OKAY THOSE ARE MY QUESTIONS. PLEASE.

ANY OTHER QUESTIONS FROM THE BOARD?

ALL YOURS. >> STILL LIKE YOU GUYS ARE GOING TO HAVE A PARENT CONFERENCE WITH THE ELEMENTARY SCHOOL AND HIGH SCHOOL STUDENTS?

>> LIKE SCHOOL ACTIVITIES WITH PARENTS INVOLVED?

>> THE PERMIT OF THE SCHOOL. >> ASKING ABOUT WHETHER WE'RE GOING TO HAVE TRAININGS? WHEN WE SIT DOWN WITH THE PRINCIPLES ABOUT ADVERTISING AND MAKING SURE PEOPLE GET IT, INCORPORATE THIS AS A PART OF THE PARENT MEETINGS.

SOMETIMES SOME ARE NOT ATTENDED.

TRY TO MAKE SURE WE GET THAT. TRY TO LISTEN TO SOME OF THE GROUPS THAT WE HAVE. TO SEE HOW THEY CAN ALSO HELP

US SPREAD THE WORD. >> I WANT TO MAKE SURE TOO HOW WE DO THE PROCESS FOR DATA CONFIRMATION.

WHERE IT IS A TEAM EFFORT. WORKING TO GET THE INFORMATION TO PARENTS. WHERE THEY HAVE DEVICES OUT.

[02:00:04]

TRY TO MODEL THAT SAME PROCESS AS MUCH AS POSSIBLE.

AS MUCH SUPPORT AS WE CAN PROVIDE THEM.

I DO NOT KNOW IF THAT WAS RELATED TO YOUR QUESTION.

OKAY. THANK YOU SO MUCH FOR THAT

QUESTION. >> I DO HAVE ONE MORE QUESTION.

PARENTS SQUARED. TALKING ABOUT IT WILL BE AVAILABLE WHEN WE GO OUT TO DO THIS?

>> YES. THREE SCHOOLS THAT ARE GOING TO INCORPORATE THIS SPRING. EVERYBODY IS GOING TO NEXT YEAR. SO THAT COULD ALSO HELP.

FOR THIS SPRING GOING TO USE IT FOR EVERYBODY EXCEPT FOR THOSE

THREE SCHOOLS. >> WILL BE PILOTING PARENTS SQUARED. GOING OUT THROUGH PARENTS

SQUARED AS WELL. >> WE CAN DO SO MANY.

THAT IS PART OF THE REASON WHY WE CHOSE THEM.

SO WITH THAT I HAVE IDEAS. HOW DO YOU NOTIFY SOMEBODY THERE IS A LOCKOUT SOMEWHERE IN OUR NEIGHBORHOODS? WHO COMMUNICATES TO YOU. SO THE PARENTS SQUARE, COME IN

HANDY. >> 2024, 2025 SCHOOL YEAR THE WHOLE DISTRICT WILL BE USING PARENTS SQUARE IS WHAT YOU ARE

SAYING. >> YES.

>> THANK YOU. >> BOARD MEMBER ARMSTRONG.

>> THANK YOU. PRESIDENT BRAD.

NOW WE DO HAVE THE UNLIMITED CALLS SO EVERY PARENT EXCEPT FOR THOSE WHO HAVE OPTED OUT ARE WE GOING TO GET INFORMATION

THROUGH THAT SYSTEM? >> AS LONG AS WE HAVE THE BLACKBOARD MESSAGING WE WILL CONTINUE ALL AVENUES.

ALL THE DIFFERENT NORMAL MEDIA OUTLETS THAT WE CURRENTLY USE, ALWAYS PUSH OUT INFORMATION THROUGH THE MESSAGING.

COMPLETING THE LETTER OF INTENT.

ANOTHER FORM OF COMMUNICATION. >> THE FUNDING ALLOCATION, FOR SOCIAL MEDIA, THE SECOND ITEM WAS REFERRING TO AN ITEM WOULD YOU BE ABLE TO REFRAME THAT AGAIN?

>> THE ADVERTISEMENT CAMPAIGN. >> IN HOUSE OR OUT OF

CONTRACTS? >> ALSO ONE OTHER QUESTION.

WHICH BUCKET OF MONEY DOES IT COME FROM? FOR AN ADVERTISEMENT FOR ENROLLMENT.

>> INCLUDE THAT IN INFORMATION TOO.

>> HAVE WE DONE THAT BEFORE? >> NORMALLY THEY ASK FOR AUTHORITY. WHETHER NEWSPAPERS, WE WANT TO GET THROUGH EVERY HOME, SEND A POSTCARD OUT NOT TO OUR FAMILIES BUT HOMES IN THIS AREA OR OTHER AREAS LIKE THEY DO US.

WE CAN DO THAT ALSO. >> SOMETHING THAT APARTMENTS AND SITES CAN BUDGET FOR. PRETTY MUCH PROBABLY FALL UNDER

THE CODES. >> THANK YOU ALL FOR ANSWERING ALL OF OUR QUESTIONS. DO YOU WANT TO GIVE THAT WRAPUP

SPEECH.>> I THINK IT IS GREAT.

I APPRECIATE THE PROCESS. TENSE, EMOTIONAL THING FOR COMMUNITIES. COMING IN WITH PROBLEM SOLVING.

AN EXAMPLE OF HOW I WANT TO OPERATE, JUST A LOT OF THE PLANS THAT WE HAVE. THAT IS WHEN WE GET STAFF TOGETHER TO COLLABORATE.SO WE CAN PROBLEM SOLVE AND LEARN.

THANK YOU TO THOSE PEOPLE WHO TOOK THEIR TIME COMING OUT TO

[12. NEW BUSINESS]

[02:05:06]

MOVING ONTO MAJOR ACTION. FIRST INTERIM FINANCIAL

STATEMENTS. >> I AM GOING TO PASS THIS ON

TO PRESENT THIS INFORMATION. >> THANK YOU.

GOOD EVENING BOARD PRESIDENT. AND THE BOARD TONIGHT LOOKING AT CURRENT FISCAL CONDITION OF THE DISTRICT USING OUR FIRST INTERIM INFORMATION. SO CURRENTLY HALFWAY INTO THE FISCAL YEAR, ACTUALLY STARTS JULY 1. MULTIPLE REPORTING REQUIREMENTS, PRESENTING TO YOU THE FIRST INFORMATION THROUGH OCTOBER 1 OF THE CURRENT FISCAL YEAR.

ALONG WITH THE CYCLE ALSO THE PLANNING CYCLE.

THE PLANNING FOCUSES ON THOSE REQUIREMENTS, GUIDED BY FISCAL INFORMATION. A LITTLE MORE COMPLEX.

SO WHAT IS THE FIRST INTERIM? WHY IS IT NECESSARY? CURRENTLY HALFWAY INTO THE FISCAL YEAR.

A REQUIREMENT TO HELP PROVIDE EARLY WARNING SIGNS AS TO WHETHER THE DISTRICT CAN MEET ITS CURRENT OR FUTURE FINANCIAL OBLIGATIONS. BECAUSE SCHOOL DISTRICTS ARE FUNDED, ON DAILY ATTENDANCE. OR THE CURRENT YEAR THESE REPORTS AND INFORMATION, ENOUGH TIME TO MAKE CHANGES AND STABILIZE THEIR CONDITION BASED ON THE KNOWN INFORMATION.

THE REPORTING IS BASED ON THE BEST KNOWN INFORMATION AT THE TIME OF REPORTING. BUDGETS ARE VERY FLUID AND CHANGE BASED ON ASSUMPTIONS. I KNOW ONE OF YOU MENTIONED EARLIER IN REGARDS TO THE REPORTS, I KNOW YOU WERE ALL THERE.A LOT OF TALK FROM THE OFFICE REGARDING THE COST OF LIVING ADJUSTMENT. FOR THE 24, 25 FISCAL YEAR.

THAT INFORMATION WAS NOT AVAILABLE.

THE YEAR TO DATE INFORMATION YOU WILL SEE TONIGHT GOES THROUGH OCTOBER 31, WE WILL TALK ABOUT IT MORE ON THE SLIDES TO COME. REQUIRES BOARD APPROVAL AND CERTIFICATION. SO WE ARE THE FIRST PROVIDES

[02:15:03]

INFORMATION FOR BOTH RESTRICTIVE AND UNRESTRICTED FUNDS. A COMBINED PICTURE.

TO SIMPLIFY THE DOCUMENT THAT WE HAVE TO REPORT, I WANTED TO START WITH THE BIG PICTURE VIEW.

AT THIS TIME REPORTING. YOU HAD YOUR BUDGET, NOW THAT WE ARE INTO THE FISCAL YEAR, PROJECTED YEAR TOTALS WHICH BECOMES OUR BOARD APPROVED OPERATING BUDGET.

THE SAME FOR OUR EXPENDITURES. TO INCLUDE EXPENDITURES FOR THE CARRYOVER FUNDS. FOR THIS FISCAL YEAR SLATED TO HAVE A BUDGET OF 185,753,891. SLIGHTLY UNDER 186 MILLION.

EXPENDITURE PRIOR TO THE RELEASE CARRYOVER FUND WAS OVER 203 MILLION. WHICH ALREADY PROJECTED A DEFICIT BECAUSE YOUR EXPENDITURES ARE HIGHER THAN YOUR REVENUE FOR THAT FISCAL YEAR.

NOW WITH THE CARRYOVER EXPENDITURES, WE SEE THAT WE ARE AT 217 MILLION, PRODUCES ACCESS IN SPENDING KNOWN AS DEFICIT SPENDING 31,631,510. TO DATE NOT YET DEFICIT SPENT BASED ON THIS YEAR'S REVENUE EXPENDITURES.

IN THE OVAL WHERE I CIRCLED THE BAT.

THEN OUR NATURAL EXPENDITURES. MORE DETAILED BREAKDOWNS OF THE REVENUE AND EXPENDITURES. I WANTED TO START WITH THE BIG PICTURE SUMMARY THEN GET INTO THE DETAILS OF REVENUE.

MADE FROM DIFFERENT FUNDING SOURCES.

FEDERAL, STATE AND OTHER LOCAL REVENUES.

SOME OF THIS FUNDING IS AN RESTRICTIVE SOUND IS RESTRICTED. SOME MAY NOT BE RESTRICTED, ALL OF OUR FUNDING WHICH INCLUDES CONCENTRATION FUNDING IS CONSIDERED ON RESTRICTING. OUR BIGGEST SOURCE OF FUNDING, BASED ON WHAT WE RECEIVED BASED ON OUR DAILY ATTENDANCE.

CURRENTLY WORKING WITH ALL OF THAT.

REVENUE PROJECTED TOTALS. NEW OPERATING BUDGET.

THIS GROWTH COMES FROM OUR LOCAL REVENUE.

MADE FROM OUR INTEREST. NOW THAT THE BOOKS ARE CLOSED, ABLE TO SEE THE TREND. IT WAS A LOW NUMBER.

ALSO ABLE TO SEE WHAT WE HAVE RECEIVED TO DATE.

THEN ADDITIONALLY THE REASON FOR THE FEDERAL REVENUE IS SIGNED YEAR DUE TO THE RECEIPT OF REVENUE EXPENSED IN PRIOR YEARS. WE HAVE TO ASK FOR REIMBURSEMENT. ACTUAL REVENUE THAT WE ARE REIMBURSED FOR. TO DATE WHEN YOU LOOK AT THE REVENUES WE HAVE RECEIVED 38.3 PERCENT OF FUNDING FOR THIS FISCAL YEAR. THIS INCLUDES FUNDING DUE TO PRIOR YEARS. WHEN YOU LOOK AT THAT FEDERAL AMOUNT AND ACTUAL DATES RECEIVED, YOU WILL ASK YOURSELF WHY IS IT HIGHER. THAT IS THE REIMBURSED AMOUNT THAT WE ARE GETTING. THIS IS WHY RESERVES AND CASH FLOW IS VERY IMPORTANT. AND INSTEAD RECEIVE IT THROUGHOUT THE YEAR. SO IN JULY VERY MINIMAL.

IF WE DO NOT HAVE THE CASH WE WOULD NOT BE ABLE TO MEET OUR OBLIGATIONS. NOW HERE MOVING TO A BREAKDOWN

[02:20:03]

OF OUR YEAR TO DATE EXPENDITURES.

BASICALLY 1/4 OF THE WAY INTO THE FISCAL YEAR.

WE SAW THESE NUMBERS IN THE SUMMARY.

HERE YOU SEE IT BROKEN DOWN BY CATEGORIES.

TO GET A BETTER UNDERSTANDING OF THESE NUMBERS WE ADDED A PERCENTAGE CALM.HOW MUCH HAS BEEN SPENT YEAR TO DATE BASED ON THE AMOUNT AND AGAIN HI YEAR YEAR PROJECTED TOTALS.

MOST OF THE PERCENTAGES ARE RIGHT WHERE WE WOULD EXPECT THEM, WITH THE EXCEPTION OF OUR CAPITAL OUTLAY.

WHEN YOU LOOK AT THAT PERCENTAGE, WE ARE AT 1/4.

BECAUSE WE HAVE MADE A PURCHASE OF A BAG ONE TIME EXPENDITURE.

THIS BREAKDOWN SHOWS THAT THE PATTERN CONTINUES WE ARE SLATED TO DEFICIT SPEND, DURING THE SECOND INTERIM WE WILL HAVE A BETTER YEAR TO DATE PICTURE THAT WILL GUIDE RECOMMENDATIONS WE MAKE FOR THE PROPOSED 24, 25 BUDGET.

THIS IS WHY A BUDGET IS SO FLUID.

NOW MOVING ON HERE IS ANOTHER VISUAL, THE INFORMATION ON THE FIRST INTERIM FORM THAT IS SUBMITTED TO THE COUNTY.

THE ADDITION THAT YOU SEE ON THE SLIDE IS HOW WE STARTED THE YEAR. HOW WE ARE PROJECTED TO END WHICH IS AT THE BOTTOM OF THE CHART.

AS SHARED EARLIER HAVE BEEN CASH AT HAND IS NECESSARY TO START OF FISCAL YEAR. THIS ALSO LETS YOU SEE WHETHER YOU WILL END THE YEAR POSITIVE, WITH THE NUMBERS HIGHLIGHTED IN GREEN THEY ARE AT THE BOTTOM WE WILL END THE YEAR POSITIVE.

WE WILL SEE MULTIYEAR PROJECTIONS BASED ON THIS YEAR'S INFORMATION COMBINED WITH FUTURE ASSUMPTIONS FOR FUTURE YEARS. WHAT YOU HAVE SEEN UP TO THE SLIDES IS INFORMATION FOR THIS CURRENT FISCAL YEAR.

ADDITIONALLY INCLUDES GENERAL FUND COMPONENTS.

WE WANTED THE BOARD TO SEE THIS IN ISOLATION BECAUSE IT DOES INVOLVE THE BOARDS COMMITTED FUNDS.

EXPENDITURES GREW, BECAUSE SOME OF THE FUNDS YOU SEE HERE HAVE BEEN BUDGETED. TAKE YOU BACK TO THE REVENUE SLIDE. AS YOU CAN SEE IN THE YEAR TO DATE FEDERAL REVENUE RESTRICTED SHOWS YEAR TO DATE ACTUALS 25 MILLION. GO BACK THERE.

THAT IS NOT NEW MONEY, MONEY THAT IS PART OF THE IDENTIFIED REVENUE THAT YOU SEE HERE FROM THE FUND BALANCE.

SO NOW LOOKING AT THE COMPONENTS.

ABLE TO SEE ALL THE OTHER REVENUE THAT IS EARMARKED.

SOME OF THE COMMITTED IS DETERMINED BASED ON TRACKING REQUIREMENTS. MORE FLEXIBLE WHEN IT COMES TO MAKING FUTURE DECISIONS. CRITICAL IDENTIFYING THE FISCAL CONDITION OF THE DISTRICT. I KNOW MOST OF YOU WERE RECENT, A LOT OF INFORMATION RELEASED. REGARDING THE SHORTFALL OF THE PROJECTED REVENUE INCOME. WHICH I KNOW WAS PART OF THE INFORMATION THAT WAS SHARED AT THESE CONFERENCES.

ALSO SHARING OPTIONS AS SHARED EARLIER, BASED ON CURRENT FISCAL CONDITION. UTILIZATION OF OUR RESERVES.

THAT IS THE SAME SITUATION FOR US.

WE WILL BE ABLE TO GET A BETTER VISUAL IN A SLIDE TO COME.

ENDING FUND BALANCE, 4700 49,255 COMMITTED WITH

[02:25:14]

35,176,308 RESTRICTED BASED ON OUR CURRENT PROJECTED YEAR TOTALS THEN WE ADDED THE 7 MILLION TO ADDRESS.

THIS INFORMATION POTENTIAL FOR REDUCED WASN'T AVAILABLE UNTIL AFTER OCTOBER 31. SO WE WANTED TO ACCOUNT FOR THAT IN TERMS OF MITIGATION DEPENDING ON THE NEEDS.

WE WILL TALK MORE ABOUT MULTI-YEAR, IN SLIDES TO COME.

THE GENERAL FUND, WE ALSO HAVE TO MONITOR AND REPORT ON OTHER SPECIAL FUNDS. EXAMPLE OF THIS IS 21.

HAD TO PROVIDE A CONTRIBUTION. HAVE RESTRICTIVE PURPOSES.

NOW COMES OUR MULTIYEAR PROJECTIONS.

TO HELP PROVIDE A BETTER UNDERSTANDING OF THE SPENDING TRENDS. BUDGETED TO BE SPENT.

SO WE CAN MAKE A BETTER RECOMMENDATION IN THE FUTURE AND SHOW A STORY OF THE BLUENESS THAT HAS BEEN HAPPENING WITH THE BUDGET. SO THAT COLUMN THERE SHOWS HOW WE ENDED THE FISCAL YEAR. THAT WAS THE INFORMATION PRESENTED TO YOU. OUR REVENUES EXCEEDED OUR EXPENDITURES, THAT WAS BECAUSE OF ONE TIME REVENUE.

WE DID INCREASE OUR ENDING FUND BALANCE.

A REDUCTION IN REVENUE. THAT IS THOSE YELLOW NUMBERS.

FROM OUR RANGE, TO A LITTLE. THAT IS OUR CURRENT YEAR THAT WE SEE. WE THEN LOOK AT OUR EXPENDITURES. OUR PROJECTED EXPENDITURES.

USING THE BEST ASSUMPTIONS AT THIS TIME.

ANY CHANGES IN STAFFING. AS YOU CAN SEE EXCEED THE REVENUE, WOULD CREATE THAT DEFICIT SPENDING.

EXCEED THE REVENUE THAT WE ARE GOING TO BE GETTING.

OUR HIGHEST EXPENDITURES ARE SALARIES.

INCREASE FOR THE 23, 24 THE SALARY AS WELL AS STEP IN COLUMN. IT ONLY INCLUDES STEP IN COLUMN.E SAW EARLIER THAT WE ARE RIGHT ON SCHEDULE FOR SPENDING WITH US CURRENTLY SPENDING A LITTLE OVER 25 PERCENT OF OUR BUDGETED AMOUNT. WE HAVE LOOKED AT AREAS THAT POSSIBLY IN THE YEARS TO COME MAY BE FEASIBLE.

IF YOU LOOK AT THE LAST PROJECTION WHICH IS FOR THE 25, 26 YEAR WE HAVE BEEN TAKING DOWN OUR SERVICES.

OPERATING EXPENDITURES 33 MILLION IN 25, 26.

LAST YEAR WE SPENT CLOSE TO 38 MILLION IN THAT AREA.

[02:30:02]

SO AT SOME POINT WE ARE NOT GOING TO BE ABLE TO REDUCE IN CERTAIN AREAS UNLESS WE MAKE OTHER REDUCTIONS, WE NEED TO REALLY START EVALUATING AND LOOKING AT THE PATTERN OF OUR SPENDING BECAUSE OUR SPENDING IS EXCEEDING THE REVENUE THAT WE ARE SLATED. THAT IS WHY THIS REPORTING IS VERY IMPORTANT. A WARNING SIGN TO LOOK AT WHERE WE CURRENTLY ARE. WE ALSO WANTED TO SHOW YOU OUR MULTIYEAR PROJECTION IN A DIFFERENT FORMAT THAT IS BECAUSE OF SOME OF THE CONVERSATIONS WE HAVE BEEN HAVING. SO HERE IN THIS SLIDE SINCE WE HAVE BEEN AUTHORIZED TO MOVE FORWARD WITH THE PARKING LOT, WE WANT TO SHOW THE IMPACT THAT HAS ON OUR BALANCE.

THE PREVIOUS SLIDES SHOW OUR BALANCE WOULD BE 34 MILLION.

WITH THE REMOVAL OF THE COMMITTED FUNDS, FOR DELAYED REPAIRS THAT BALANCE GOES DOWN TO TO 8,679,432.

IT'S STILL GIVES US A POSITIVE BALANCE AND MEETS THE THREE PERCENT REQUIREMENTS IT IS ACTUALLY IN 26, 27 WHICH IS NOT SHOWN HERE, IF OUR REVENUE AND EXPENDITURE TRENDS REMAIN THE SAME LIKE WHAT WE ARE SEEING HERE WE WOULD NOT MEET OUR FISCAL OBLIGATIONS. THIS IS AN EARLY WARNING SIGN REPORT TO LET US KNOW SOMETHING, SOME CHANGES NEED TO BE MADE. WHEN WE PRESENT THE BUDGET FOR THE BOARD WE WILL SHARE SOME RECOMMENDATIONS.

BECAUSE THAT WILL BE THOSE PROJECTIONS.

RIGHT NOW SHARING WITH YOU KNOWN INFORMATION BASED ON WHERE WE CURRENTLY ARE AT. AGAIN WHY IS A BUDGET SO FLUID? WE HAVE PROP 98, GUARANTEED FUNDING.

A BUDGET IS GUIDED BY ENROLLMENT AND THE OTHER ASSUMPTIONS THAT IMPACT BOTH YOU REVENUE AND YOU EXPENDITURES THAT ARE NOT ALWAYS CONSISTENT.

COLA CHANGES YEAR TO YEAR WHEN COLA DECREASES IT MEANS THE ONGOING COSTS MAY NOT BE FULLY SUPPORTED.

THE COST OF LIVING ADJUSTMENT. 20 PERCENT RAISE WAS AUTHORIZED. PROVIDES INFORMATION.

WHY DOES DECLINING ENROLLMENT, IMPACT REVENUE SO MUCH.

IF YOUR ENROLLMENT REMAINED STEADY, TABLE THAT YOU SEE HER AT THE BOTTOM. YOU WOULD EXPECT AN INCREASE IN REVENUE YEAR AFTER YEAR. THAT ADDITIONAL INCREASE.

SO CURRENTLY WE ARE BEING FUNDED AT 9903 AND $0.88.

IF WE WERE FUNDED ON THIS NEXT YEAR, THAT FUNDING STAY THE SAME. OUR REVENUE WOULD BE 152 MILLION AND CHANGE. PROJECTED TO BE LOWERED NEXT YEAR, IT IS COSTING US 9,704,000, $790 MILLION IN TERMS OF WHAT WE ARE ACTUALLY LOSING IN REVENUE.

IF IT STAYED THE SAME, IT IS DROPPING IN THE YEARS TO COME.

RECEIVING OVER 157 MILLION. OVER THE NEXT TWO YEARS BECAUSE OUR ENROLLMENT IS DECLINING POTENTIAL REVENUE LOSS OVER 23

[02:35:02]

MILLION. SO I WANTED TO PROVIDE THAT VISUAL. IN TERMS OF WHY ADA IS SO IMPORTANT. WE WANTED TO PROVIDE TONIGHT AS PART OF THE REPORTING AN UPDATE ON OUR COVID-19 GRANTS.

WE ARE GETTING CLOSER TO SPENDING ALL OF OUR FUNDS.

PROVIDING THE FUNDS THAT REMAIN ACTIVE.

HOWEVER THAT FUNDING IS CURRENTLY BUDGETING.

EXTENSION WAS GIVEN FOR SOME FUNDS.

THOSE HAVE BEEN EXTENDED TO 2025.

WE ARE ON TRACK TO ENSURE WE ARE SPENDING ALL OF THAT MONEY.

ALREADY GETTING READY FOR OUR SECOND INTERIM OF THE NEXT STEPS. ADDITIONALLY, WE WANT TO SHARE THAT. WHO WILL BE PROVIDING THE BOARD WITH A MIDYEAR FINANCIAL REPORT BASED ON THE GOALS. THE REQUIREMENTS ARE NOT YET FINALIZED , SO WE WILL BE WORKING VERY CLOSELY WITH THE DEPARTMENT ON THIS REPORTING HERE. WE ARE ALSO WORKING ON BRINGING ADDITIONAL PRELIMINARY BUDGET MEETING IN MAY AS REQUESTED. FINALLY, IT IS IMPORTANT TO REMEMBER THAT WHILE THE HOARDING BUDGET AND TIMELINE IN FRONT OF YOU HIGHLIGHTS CERTAIN TIME FRAMES, IT IS BEING MONITORED.

THANK YOU. SORRY ABOUT THAT. DIDN'T WANT IT TO GO DARK.

>> THANK YOU FOR THE INFORMATION. QUESTIONS FROM

THE BOARD? >> YES, I HAVE A QUESTION.

BEGINNING WITH YOUR LAST STATEMENT, JUST TO CLARIFY, YOU SAID WE WOULD HAVE A BUDGET MEETING IN MAY THAT IT WAS

REQUESTED BY THE BOARD. >> YES. IT WAS REQUEST THAT YOU GUYS WANT TO THE BUDGET A LITTLE EARLIER. NORMALLY IN JUNE, IT SAYS THAT YOU HAVE YOUR PUBLIC HEARING . THAT IS SOMETHING WE HAVE TO DO. THEN YOU HAVE YOUR ADOPTION. AT THE LAST MEETING, IT WAS ASKED THAT WE BRING THE BUDGET TO YOU

EARLIER. >> SO THE BUDGET MEETING WILL BE ABOUT JUSTICE ABOUT LOOKING IT OVER AND GIVING BEST LIKE, ADOPTING IT? I WAITED BE GIVING DIRECTION, AS WELL?

>> HAVING MORE SUBSTANCE TO BE ABLE TO SHARE WITH YOU WHAT ARE SOME OF THE PRELIMINARY THINGS IN THE PROPOSED BUDGET. IT WILL BE A DRAFT OF THE PROPOSED BUDGET.

>> A DRAFT OF THE PROPOSED BUDGET. OF. IF WE GO BACK TO THE PLANNING CYCLE, SAYS IN APRIL, IT SHOULD DEVELOP THE PROPOSED -- COLLEAGUES, DO YOU THINK MAYBE THEN WOULD BE A BETTER PLACE TO HAVE OUR MEETING OR OUR PRESENTATION? SO THAT WAY THE BOARD CAN GIVE SOME DIRECTION IN APRIL?

>> NO, WE SHOULD WAIT FOR THE STATE. THAT IS THE MAIN ONE

PUTTING -- DOWN. >> THAT MEANS WE ARE COLLECTING ALL OF THE BUDGETS FROM OUR SITES. WE HAD TO GIVE THEM SOME TIME TO MAKE SURE THEY ARE DEVELOPING THE BUDGET AND ALLOCATING IT. THEN THOSE COME TO THE DEPARTMENT AND WE COMPILE ALL OF THOSE TO PUT TOGETHER AN GIVE YOU THE PROPOSED BUDGET BASED ON WHAT THE DEPARTMENTS HAVE DONE.

>> WOULD WANT TO GATHER THE IDEAS BEFORE YOU DO THAT? I MEAN, IF WE WANT BOARD INPUT, I WOULD THINK IT WOULD BE HERE, AND NOT AFTER-THE-FACT. I'M NOT SAYING TO CHANGE ANYTHING, BUT I'M THINKING MAYBE THE BOARD HAVING SOME TYPE OF INPUT AROUND APRIL WILL GIVE YOU BETTER GUIDANCE WHEN YOU CREATE THIS BUDGET SO THAT WHEN YOU COME BACK, YOU KNOW EXACTLY

[02:40:02]

WHERE TO GO. >> REVISIONS STILL CAN BE MADE WHEN WE ARE PRESENTING TO YOU. THEY CAN EVEN STILL BE MADE IN JUNE. AT THAT TIME, THE BUDGETS WE ARE RECEIVING FROM THE DEPARTMENT , AND THEY ARE WORKING BASED ON THEIR AS P.A.S BASED ON THE -- AND DEVELOPMENT OF THEIR BUDGETING AND CONNECTING IT WITH THAT. YOU HAVE CERTAIN ALLOCATION SET UP FOR A SITE AND A DEPARTMENT TO THEN SHOW IT TO YOU THE LARGE BUDGET THAT IS PRESENTED TO THE BOARD. THEY ARE NOT LOOKING AT EACH INDIVIDUAL BUDGET, BUT THE GLOBAL PICTURE

OF IT. >> I THINK WHAT YOU ARE ASKING FOR , WHILE THE BUDGET IS BEING COMPILED , THERE ARE SEVERAL THINGS HAPPENING. THEY'RE HAVING CONVERSATIONS ABOUT WHAT THEIR NEEDS ARE. WE ARE ALSO LOOKING AT THE CLIMBING ENROLLMENT TRYING TO FIGURE OUT THE STAFFING SITUATION . WE SHOULD BE ABLE TO MAKE OBJECTIONS ABOUT THE STAFFING THINGS WE HAVE, THINGS LIKE THAT. AND THEN PROGRAMS. PROGRAMS WE ARE OFFERING. FOR EXAMPLE, SOMETHING LIKE THINK THE DIFFERENT -- NOTHING TOGETHER. WE HAVE TO DETERMINE IF THE SERVICE OR NOT. THEN WE WILL INCORPORATED. BUT IF THEY DON'T HAVE IT, WE WOULD DO SOMETHING ELSE. SMITH THERE WAS A SLIGHT YOU MENTIONED WOULD BE 30 MILLION IN DEFICITS AND AT TWO YEARS. I THINK IT IS TO THE POINT OF HAVING US A PART OF THOSE CONVERSATIONS. THE QUESTION I WOULD ASK, AS FAR AS A MEETING TO GO OVER SOME OF THOSE THINGS, WHAT WOULD BE A TIME IN THE CYCLE THAT YOU THINK WOULD BE MOST OF IT?

>> WE ARE RECOMMENDING MAY. >> THAT WAY WE HAVE ALL THE DUCKS IN LINE TO GIVE YOU INFORMATION SO YOU CAN MAKE AN INFORMED DECISION. ALL WE CAN JUST HAVE YOU THROW SOME IDEAS OUT WHERE YOU WOULD COME BACK AND THINK ABOUT WHAT THE IMPACT

WOULD BE. >> I THINK IT'D BE WHAT IS

MOST EFFECTIVE . >> IN TIMES OF FEBRUARY, RIGHT? WE COMPARE THE AVOCATIONS BASED ON WHAT WE RECEIVE FROM THE BUDGET IN JANUARY. THOSE AVOCATIONS GO OUT TO THE SITES AND THE DEPARTMENT. THEY ARE LOOKING AT WHAT THEIR ALLOCATIONS ARE IN SUBMITTING THEIR BUDGET BASED ON THEIR NEEDS. WE COMPILE THAT TO PROVIDE YOU A BUDGET -- I DON'T WANT TO GO TO THAT SLIDE. GOING TO THE BIG PICTURE WERE ALL OF THOSE ITEMS THEY BUDGET. AT THAT TIME, WE WOULD GO TO HIS COMMENT IN REGARDS TO -- SANK OKAY, WE MAY NOT HAVE ENOUGH IN THIS AREA. OUR OTHER LOCATIONS TO THE DEPARTMENT AND SITES WILL BE THIS. THESE ARE SOME OF THE RECOMMENDATIONS WE ARE MAKING. THIS IS WHERE WE

CURRENTLY ARE AT. >> IN TERMS OF THE FUTURE YEARS, THEY WILL LOOK AT THE MULTIYEAR PROJECTION. IN THAT, WE HAVE TO DEMONSTRATE THAT WE HAVE ANSWERS TO THE DECLINING ENROLLMENT AND THINGS LIKE THAT. IN THIS PROCESS, WE WILL BE TELLING YOU, OKAY, I THINK YOU GUYS ON THAT, WE KNEW THAT THERE WILL BE CHANGES TO BE ABLE TO AFFORD IT. THAT IS WHEN WE START TALKING ABOUT, OKAY, REDUCTIONS HERE, REDUCTIONS THERE. I'M WONDERING IF WE NEED A SIMILAR CONVERSATION WITH THIS. WE CAN SAY, WHAT QUESTIONS DO YOU HAVE A SOME OF THIS AND HAVE INPUT IN IT. WORKING IN THE PAST AS WE BUILD THE FUTURE. MY FEAR IS THAT IF WE HAVE YOU GUYS DOING THINGS, WE DON'T HAVE THE FULL INFORMATION TO BE ABLE TO GUIDE YOU. BUT IF YOU WRITE INPUT ABOUT, THIS IS AN AREA I DON'T REALLY LIKE, WHATEVER IT IS, USING THE CURRENT --

>> RIGHT . THAT IS WHY BUT THE SLIDE BACKUP. THAT IS EXACTLY

[02:45:05]

WHAT WE WANT TO SHOW LAST YEAR'S ACTUAL EXPENDITURES .

BASED ON TOOK PLACE, WHAT IS PROJECTED TO BE FOR THIS YEAR.

AND THEN, HOW DOES THAT MERIT TO THE NEXT YEARS TO COME? THE THREE OBJECT CODES THAT DEAL WITH SALARIES, YOUR CLASSIFIED AND EMPLOYEE BENEFITS, THEY ARE PRETTY MUCH REMAINING CONSISTENT . IF YOU GO DOWN TO YOUR BOOKS AND SUPPLIES, LAST YEAR ALONE IN BOOKS AND SUPPLIES, WE SPENT 2,276,594 THIS YEAR, 13 MILLION WAS BUDGET IT, I SHOULD SAY. IN 2526, THERE IS A REDUCTION THERE. THAT MIGHT BE AN AREA THEY CAN LOOK AT. LAST YEAR, 37 MILLION WAS SPENT. ALMOST 38 MILLION. 37,000,940 165. THIS YEAR, YOU CAN SEE THAT PRETTY MUCH THE SAME AMOUNT BUDGETED. OKAY? THE NEXT YEAR, THE SAME AMOUNT WAS BUDGETED. IN THE FOLLOWING YEAR, 2526, WE ACTUALLY BUDGETED A LITTLE LESS. IN TERMS OF SLIP AND GET -- LOOKING AT TRENDS. THERE REALLY ISN'T THAT MUCH MORE ROOM TO MAKE BECAUSE WE ARE BUDGETING BASED ON THE TREND OF

EXPENDITURES. >> I WANT TO SPEAK FOR MY COLLEAGUE -- TURNING IT BACK ON. I THINK IT IS A LADDER -- A MATTER. THE FIVE-YEAR PROJECTION DOESN'T LOOK THAT GREAT. THESE NUMBERS THE SAME WILL COME FROM ONE AREA. WE WANT TO KNOW WHAT THAT LOOKS LIKE. FOR OUR STUDENTS, OUR TEACHERS, MAKING SURE WE KNOW WHAT IS GOING TO HAPPEN.

>> DOESN'T THE BIG FACTOR HAVE TO BE THE STATE BUDGET? THAT IS THE DETERMINATION WHEN MONEY COMES DOWN TO THE DISTRICT, HOW IT WILL BE ALLOCATED. I'M JUST ASKING THE QUESTION TO SELENA.

IS THAT TRUE? >> YEAH, THESE NUMBERS CAN CHANGE. THESE NUMBERS CAN CHANGE. THAT IS WHY A BUDGET IS VERY, VERY FLUID. THIS IS BASED ON KNOWN INFORMATION AT THE TIME. AND THAT IS WHY WE WAIT UNTIL AFTER JANUARY TO PROVIDE THE AVOCATIONS TO SITES AND DEPARTMENT IN TERMS OF WHAT WE ARE KNOWN AT THAT TIME TO BE LEAVING IN REVENUE AND

WE DO THE DISTRIBUTION. >> DOES THIS DEFICIT INCLUDE THAT? THE DEFICIT WE ARE SEEING FROM THE STATE BUDGET? IS IT INCLUDED IN YOUR CORRECT NATIONS?

>> THIS IS NOT INCLUDE THE POSSIBLE CHANGE OF THE -- WHICH IS CURRENTLY SLATED TO BE FOR NEXT YEAR. IT DOES NOT INCLUDE THE 1%, BUT THAT IS ALWAYS PUT IT IN THE ENDING FUND BALANCE BECAUSE OF THE 7 MILLION THERE. THAT INFORMATION CAME AFTER OCTOBER 31ST. THAT IS WHY THESE NUMBERS ARE CONSTANTLY CHANGING, DEPENDING ON WHEN WE ARE RECEIVING THE ASSUMPTIONS.

>> BUT I DO THINK WE CAN ADDRESS HER QUESTION, EVEN AS EARLY AS NEXT MONTH BY THE CAN GET THE PASSIONS. WE DON'T HAVE TO LOOK AT THE FUTURE. WE KNOW WE HAD TO MAKE ADJUSTMENTS, RIGHT? WE CAN GO LINE BY LINE ALMOST . THEN WHAT HAPPENS, YOU SAY WELL, IS THERE POSSIBLY AN ADJUSTMENT ON THIS? THE RECYCLABLE WE CAN'T, BECAUSE THIS IS CONNECTED TO

THIS. >> THANK YOU. THAT IS EXACT WHAT I'M TRYING TO GET TO WE CAN STILL DO THIS WITHOUT HAVING TO WAIT FOR THAT. I WOULD THINK THAT YOU WOULD WANT US TO GO STEP-BY-STEP WITH THE SO THAT WHEN YOU DO GET TO THAT PLACE WHERE YOU ARE GOING TO BE CREATING THIS BUDGET, WE KNOW EXACTLY WHERE THIS CAME FROM. WHY ARE WE HAVING TO MAKE THESE CONFLICTS THAT WAY, WE CAN BUILD THIS WITH YOU WITHOUT YOUR INPUT, AS WELL. TRULY, THIS IS WHAT WE ARE LIKE THAT FOR. YET, WE DON'T HAVE AN OPINION UNTIL JUNE? MAYBE MAY? DOING IT EARLY IN HAVING US AS YOUR THOUGHT PARTNERS, I THINK IT WILL BE A LOT BETTER GOING FORWARD. I THINK IT IS A MATTER OF JUST ESTABLISHING A CALENDAR AND SOME STUDY SESSION. LET'S WORK TOGETHER SCHEDULE A STUDY SESSION. TO

[02:50:08]

MAKE SURE MY COLLEAGUES ALL HAVE A CHANCE TO MEET. BOARD MEMBER? DO YOU HAVE ANY QUESTIONS? VICE PRESIDENT

STEWART? >> YES, I DO HAVE QUESTIONS.

AND THEY TALKED ABOUT THE CONVERSATIONS ON PROGRAMS AND SERVICES BUT OUR SIDE. HAVE WE DONE THAT IN THE PAST?

>> I AM NOT CLEAR ABOUT WHICH CONVERSATIONS.

>> IS HIS SITE AND DEPARTMENTS DEVELOP THEIR BUDGETS. YOU SAID THEY MIGHT LOOK AT THEIR PROGRAMS, WHETHER THEY WANT PAPER AT THEIR SITE. HAVE WE HAD THOSE CONVERSATIONS IN THE

PAST? >> YES. SHE WILL SHARE WITH

YOU HAVE A HAS BEEN DONE. >> THE PRESENTATIONS THAT I WILL BE DOING I THINK ONE MORE AFTER THIS, IT WILL GET INTO THE GRANULAR SITE LEVEL. THE SITES HAVE A ROTATION, AS WELL.

WHEN THEY GET THEIR BUDGET, THEY WILL BE PURCHASING. THE PAPER WAS A DISTRICT WIDE PURPOSE. WE ARE LOOKING AT THOSE THINGS THIS YEAR AS FAR AS USAGE AND WHETHER THEY WILL BE CONTINUED. THOSE ARE CONVERSATIONS WE WOULD HAVE TO HAVE A THYROID INTERVALS AND THE SITES. FOR EXAMPLE, THIS PROGRAM HAS NOT BEEN USED AS MUCH AS WE WOULD HAVE BOTH IT TO BE VERY -- HOPED IT TO BE. AND THEN WHETHER THIS SITE WANTS TO PURCHASE IT ON THEIR OWN. THAT IS A POSSIBILITY, AS WELL. THAT IS ANOTHER THING TO LOOK AT.

>> THEY ARE USING THEIR SITE PLANS TO MAKE THESE DECISIONS.

THE ROTATION. THEY DO IT WITH SITE BUDGETS. I'VE GOT A CUP OF SLIDES THAT WILL HELP TIE THAT TOGETHER YOU GUYS

>> THERE IS AN AREA WHERE THEY DON'T HAVE FULL CONTROL. THEY HAVE LIMITED CONTROL, BUT NOT FULL. WE HAVE TO MONITOR THE CLIENT YOUR ONLY. IF I HAVE A SCHOOL SITE THAT LOST -- I DON'T KNOW. IT'S 60 STUDENTS FROM ONE YEAR TO THE NEXT. THE STAFF BE EXPECTING THE SAME LEVEL OF STAFFING. WE ALLOCATE STAFFING BASED ON A FORMULA THAT WE USE. THE BOARD HAS THE ABILITY TO MANAGE THAT PIECE. THAT IS WHERE THE CONVERSATION WOULD TAKE PLACE. OKAY, IF WE DO THIS, THIS IS WHAT THE IMPACT MEANS. DO YOU REALLY WANT TO DO THAT? BECAUSE THE MONEY HAS TO GO FROM SOMEWHERE ELSE. THAT IS THE KIND OF CONVERSATION WE HAVE TO HAVE.

>> I THINK THAT CONVERSATION SHOULD BE WITH THE PEOPLE THAT WORK FOR US. THEY HAD TO HAVE DIFFERENT SERVICES. THAT IS WHY I'M ASKING THAT. I WAS THE, WE ARE PROVIDING THE DATA. I THINK THAT IS REALLY IMPORTANT. IN MY TO HEAR THAT THE ONLY WAY THEY CAN HAVE THE INPUT IS THROUGH THIS? OR ARE ADMINISTRATORS ACTUALLY ASKING TEACHERS FOR THEIR OPINIONS? IS IT JUST CONFINED TO THE PROCESS? IT IS A SITE LEVEL DECISION. AND THEY ARE SUBMITTED TO DISTRICT OFFICE AND THERE BOARD APPROVAL ON THEM. WE JUST HAD OUR IMPACT MEETING, AND WE TALKED ABOUT THE ENGLISH LEARNER MASTER PLAN UPDATE. I SHARED WITH THEM THAT WE TOOK A LOOK AT ALL OF THE INFORMATION THAT WAS IN THERE AS FAR AS THE LEARNER SERVICES, AND THAT IS INFORMING US AS FAR AS WHAT PROFESSIONAL DEVELOPMENT IT MIGHT HAVE, OR WHAT SERVICES THEY ARE PROVIDING. THERE ARE TWO DIFFERENT THINGS I THINK YOU'RE TALKING ABOUT. WHEN YOU ARE TALKING ABOUT DISTRICTWIDE PROGRAMS THAT HAVE BEEN PURCHASED PREVIOUSLY AND MOSTLY DURING THE COVID TIME, THOSE PROGRAMS HAVE CONTINUED, AND THAT IS WHAT I'M SHARING, THOSE ARE THE PROGRAMS WE ARE LOOKING AT NOW. IS THE USAGE STILL BEING USED SINCE COVID.

IS IT STILL DISTRICTWIDE, OR IS IT ISOLATED TO A SITE? OR IS THAT SOMETHING WE WILL NO LONGER SPEND DISTRICT FUNDS ON, BUT THE SITE COULD SPEND IT FOR THEMSELVES. WE WOULD

[02:55:01]

HAVE TO HAVE THOSE CONVERSATIONS SO THAT THEY KNEW THESE PROGRAMS WERE ON THE LINE SO THAT THEY CAN HAVE THE CONVERSATIONS WITH THEIR STAFF. MET WHAT YOU ASK FOR IS ESSENTIAL TO THE THEORY OF ACTION. IT REQUIRES A DEDICATED TIME FOR CONTINUOUS CONVERSATION BETWEEN THE SITE , TEACHER LEADERS, AND PLCS REALLY ENGAGING IN DEEP, AUTHENTIC CONVERSATION ABOUT WHAT WORKS, WHAT DOESN'T WORK, WITH A TIGHT FOCUS ON TIER ONE. ARE THEY COMPLETELY THERE RIGHT NOW? I WOULD SAY WE ARE MAKING PROGRESS. BUT I WANT TO GET TO A POINT WHERE IT IS VERY, AND THAT REQUIRES TIME.

ARE YOU SPENDING ALL THIS MONEY FOR BUYBACK DAYS? BECAUSE I NEED THOSE DAYS TO BE ABLE TO DO IN YOUR TALK ABOUT SO THAT WAY THEY CAN HAVE THOSE CONVERSATIONS. YOU ARE RIGHT.

THE MOST IMPORTANT THINGS WE GET TO -- LOOKOUT.

>> CURRENTLY, ARE THERE ANY DIRECTIVES WHERE THEY DISCUSS

-- WITH THEIR STAFF? >> THAT IS PART OF THE SCHOOL PLAN PROCESS. THAT SHOULD BE HAPPENING.

>> AT EVERY SITE THAT SHOULD BE HAPPENING QUICK

>> YOU SHOULD BE HAPPENING AT EVERY SITE.

>> AND JUST OUT OF CURIOSITY WITH OUR ADMINISTRATORS AND THEIR LEADERSHIP, OUR TEACHERS CHOOSING THEIR OWN LEADERS? OR ARE SITE ADMINISTRATORS CHOOSING THEIR OWN TEAM?

>> I KNOW WE HAD AN ORIGINAL PROCESS ALREADY FROM PREVIOUS CONTRACTS ABOUT WHO THE TEACHER LEADERS ARE. I THINK I MENTIONED ALREADY THAT I LIKE THOSE FOLKS ON THERE, BUT I DON'T THINK THEY ARE FULLY REPRESENTATIVE. I THINK I DESCRIBED TO YOU THE STRUCTURE I WOULD WANT TO SEE AS A TEACHER REPRESENTATIVE IN A CLASSIFIED REPRESENTATIVE FOR DIFFERENT AREAS PROBLEM-SOLVING TOGETHER. WHEN YOU HAVE SIX TEACHERS FROM EVERY GREAT LITTLE REPRESENTED, THEIR GROUP SUCCUMBS THE LEADERSHIP TEAM. AND TEACHERS GO BACK TO THE PLCS AND THE CONVERSATION GOES BACK AND FORTH. THAT ONE, WE ARE GETTING CLOSE. I DON'T BELIEVE WE ARE FULLY THERE YET, BUT THEY ARE MAKING PROGRESS . SOME SITES ARE DOING WELL WITH IT. WHAT BELLFLOWER DID, IT IS NOT AN EASY THING TO CREATE A NEW SCHEDULE. YOU HAVE TO HAVE COMMITTED PEOPLE. THAT IS WHAT WE NEED FOR PEOPLE TO COMMIT TO SOMETHING AND SAY,

YES, WE WANT TO DO THAT. >> TO ANSWER YOUR QUESTION, THERE IS AN APPLICATION PROCESS CURRENTLY.

>> THEY APPLY IN THE ADMINISTRATIVE PICS THEIR LEADERSHIP TEAM. I'VE BEEN IN SITUATIONS WHEN THE TEACHER CHOOSES THEIR LEADERSHIP TEAM, PEOPLE ARE LITTLE BIT MORE AUTHENTIC. SOMETIMES, THE MINISTRY DOES THE PEOPLE THAT THEY KNOW WILL FOLLOW THEIR LEAD. I THINK WE SHOULD LOOK AT THAT AND TRY TO DESIGN THE BEST WAY TO GET TRUE COLLABORATION. THE ONLY OTHER THING I HAVE, THAT IS JUST THE BASE, BUT THERE ARE STILL ONE-TIME FUNDS AND OTHER MONEY THAT COMES ALONG WITH THAT, CORRECT? SUBMIT ONE-TIME FUNDS IN WHAT EXACT? SUBMIT JUST DIFFERENT THINGS THAT COME WITH THE COVID GRANTS OR THINGS LIKE THAT. THERE IS SUPPLEMENTAL FUNDING ON TOP OF THAT. THAT IS JUST THE BASE, RIGHT?

>> SO THE COLA IS ADDED TO THE BASE GREAT. YES, THERE OTHER FUNDING SOURCE IS. THEY ARE NOT NECESSARILY DIRECT WITH THE LCF FUNDING. THERE ARE OTHER FUNDS OUT THERE. I'M DRAWING A BLANK RIGHT NOW. THAT IS NOT FEDERAL. YES. THE MUSIC GRANTS. THEY COME LATER ON INTO THE BUDGET. HERE YOU ARE LOOKING AT RESOURCES, AND I THINK THAT IS THE BASE GREAT

YOU ARE REFERRING TO. >> YEAH, I'M JUST THINKING OF THAT OF BEING CREATIVE, YOU CAN USE THE FUNDS FOR SOME OF THIS IN THE FUTURE IN THE CAN GET THAT? ABSOLUTELY. IN REGARDS TO THE OPTIONS OF DIFFERENT THINGS, SHIFTING SPENDING TO

[03:00:03]

OTHER FUNDING SOURCES TO BE ABLE TO MAKE SOME OF THOSE. WE HAVE BEEN DOING SOME OF THAT ALREADY. THERE IS NO NEW MONEY COMING, THAT BECOMES AN ISSUE. OKAY, THANK YOU FOR ALL THE INFORMATION. ANY OTHER QUESTIONS?

>> I WASN'T FINISHED. >> I KNOW YOU'VE DONE A GREAT JOB OF ANSWERING QUESTIONS BEFORE THE BOARD MEETING, BUT ALSO MAYBE ENTERING THESE AS WE GO, OFTEN HAVE MORE QUESTIONS,

OR DO YOU HAVE ONE MORE? >> I JUST DON'T THINK OUR DISCUSSION SHOULD HAVE A TIME LIMIT, BUT GO AHEAD.

>> GO AHEAD AND ASK A QUESTION.

>> I HAVE NO FURTHER QUESTIONS, THANK YOU. I WILL NOW CALL FOR A FIVE-MINUTE RECESS. THE BOARD WILL BE A JOY -- -- THE BOARD IS RECONVENING.

>> THE BOARD IS RECONVENING AT NUMBER 9:20. BEFORE WE MOVE ON TO THE APPROVAL OF THE MOTION TO -- APPROVAL OF THE FIRST INTERIM, ARE THERE ANY OTHER QUESTIONS ON THIS ITEM? WE HAVE STUDY SESSIONS ON THE BUDGET , SO THAT WAY WE CAN BE A THOUGHT PARTNERS? I'M WONDERING IF I CAN PUT SOMETHING IN THE FRIDAY MEMO. THIS FRIDAY MEMO WILL HAVE DATES EITHER IN JANUARY, FEBRUARY THE

>> WE WILL BE HAVING OUR MIDYEAR. WE WILL ACTUALLY BE LOOKING AT ALL THE GOALS AND HOW MUCH HAS ACTUALLY BEEN SPENT. I THINK THAT WILL BE A GOOD REPORTING PERIOD IN LOOKING AT TRENDS. HOW MUCH IS BEING SPENDING, AND IT IS AN ABOUT IT. I KNOW MS. CARTER WILL BE REPORTING ON THE IS PSA RIGHT NOW IN TERMS OF THE BUDGET DEVELOPMENT THERE. I THINK ALONG WITH THOSE TWO PROCESSES ALONG WITH THE MIDYEAR REVIEW , AND AT THAT POINT, IT MAY BE POSSIBLE LOOKING AT MARCH ARE A IN TERMS OF BRINGING PRELIMINARY INFORMATION. MY RECOMMENDATION WOULD BE AT THIS POINT, WE WILL BE BRINGING YOU MORE INFORMATION IN FEBRUARY REGARDING FISCAL INFORMATION AND DETERMINING BASED ON WHAT IS PROVIDED TO THE BOARD . WHAT MORE DO YOU GUYS NEED TO GO TO

THE NEXT STEPS. >> SO I THINK FEBRUARY WILL BE

A GOOD MONTH. >> WILL START MEETING TO ASK

YOU ANY QUESTIONS ABOUT -- >> YES. WE CAN DO SEVERAL WAYS. WE NEVER STUDY SESSION, ARE JUST HAVE SMALL GROUP

MEETINGS. >> LET'S HAVE A DEDICATED STUDY SESSION TO JUST THIS ONE ITEM, THEN SCHEDULED FOR FEBRUARY.

THEN WE WILL WORK ON GETTING THAT ON THE MASTER CALENDAR.

>> OKAY. I THANK YOU, I, AND TASHA STEWART.

>> RIGHT. WE WILL MAKE SURE WE PUT IT IN THERE. ANY OTHER QUESTIONS? OKAY. DO I HAVE A MOTION TO APPROVE THE FIRST

INTERIM FINANCIAL? >> SO MOVED.

>> SECOND. >> ROLL CALL.

>> SUPERINTENDENT EXPENDITURE LIMIT AND CONTRACT REVIEW BOARD POLICIES. DO YOU HAVE INFORMATION ON THIS ITEM? DO YOU HAVE INFORMATION ON THE SIDE OF?

>> OKAY YES. THANK YOU. WE HAVE WORKED ON THIS. I'LL ASK -- TO DO THE HONORABLE PRESENTATION. WOULD YOU GO

AHEAD AND TAKE OVER? >> THANK YOU. SO YOU HAVE THE WAR IN THE PACKET. I WOULD JUST GO OVER THE CHANGES THAT

[03:05:05]

ARE TAKING PLACE . BASICALLY, THE BOARD ASKED US TO LOOK AT THE POLICY REGARDING SUPERINTENDENT AUTHORIZATION ON BEHALF OF THE DISTRICT, PRIOR LANGUAGE DID NOT HAVE ANY LIMITATION ON THAT AUTHORIZATION. WE WENT BACK AND WILL AFFECT CURRENT CONTRACTS. THE GOAL , AS DIRECTED BY THE BOARD, TO LOOK AT WHAT AMOUNT WOULD NOT INTERFERE WITH DAILY OPERATIONS OF THE SCHOOL DISTRICT, HAVING REVIEWED THE CONTRACTS BOTH ON A MONTHLY AND YEARLY BASIS.

THE DETERMINATIONS MADE THAT $50,000 ON A YEARLY BASIS IS THE AMOUNT THAT WOULD BE ACCEPTABLE IN TERMS OF ALLOWING THE SUPERINTENDENT TO CONTINUE ALLOWING OPERATING THE DISTRICT AT A LEVEL THAT DOES NOT DISRUPT THE TEACHING ENVIRONMENT TO STUDENTS. IT SHOULD BE NOTED THAT NO CONTRACT THAT THE DISTRICT ENTERS INTO HIS EVER IN FULL FORCE AND EFFECT WITHOUT A FROM THE BOARD. THERE ARE TWO MECHANISMS OF APPROVAL. I THE PRE-APPROVE, THEN THE SUPERINTENDENT SIGNED THE CONTRACT, OR YOU RATIFY, WHICH MEANS THE CONTRACT IS SIGNED, BUT THE BOARD HAS TO RATIFY IT. AT NO POINT IN ANY SORT SENSES IS CONTRACT VALID IF THE BOARD DOES NOT APPROVE IT. THE FIRST ITEM IS THE LIMIT OF $50,000 WHERE THE SUPERINTENDENT CAN ENTER THE CONTRACTS IN BEFORE THE BOARD APPROVES IT AND IT IS LATER RATIFIED BY THE BOARD. THE SECOND PART OF THIS ITEM WAS ALSO A REQUEST BY THE BOARD THAT GENERAL COUNSEL LOOK AT CONTRACTS THAT THE DISTRICT ENTERS INTO. I HAVE PROVIDED AN UPDATED ONE , WHICH WOULD ALSO BE IN THE PACKET, AS WELL.

COVERS A LOT MORE PROVISIONS AND FOCUSES MORE ON MAKING SURE THAT THE DISTRICT IS FULLY PROTECTED. AS MUCH AS POSSIBLE. AT THE END OF THE DAY, PEOPLE CAN SUE FOR ANY TEAM. WE GO IN SITUATIONS BEST ON TO DEFEND THE DISTRICT AGAINST ANY LIABILITY. THERE ARE ADDITIONAL PROVISIONS IN THERE THAT GENERAL COUNSEL WILL REVIEW ON AN ANNUAL BASIS TO MAKE SURE THAT IF THERE ARE ANY CHANGES IN THE LAW THAT THOSE CHANGES ARE REFLECTED THROUGH AMENDMENTS TO THAT CONTRACT. LASTLY, THERE WAS ALSO A REQUEST THAT THE GENERAL COUNSEL REVIEW ALL CONTRACTS. THE BEST WAY TO GO ABOUT THAT IS BASICALLY ANY CONTRACT THAT DEVIATES FROM THE TEMPLATE CONTRACT, WHICH IS ALREADY BEEN REVIEWED AND DRAFTED BY OUR ARM, WOULD BE REVIEWED TO MAKE SURE THAT ANY PROVISIONS ADDED OR SUBTRACTED FROM IT DO NOT INCREASE ARE EXPOSED DISTRICT TO INCREASE LIABILITY. THOSE ARE THE MAJOR CHANGES IN THIS POLICY. THERE IS ONE BOARD POLICY, ONE BYLAW THEY GET CEMENTED. IT REFLECTS THE CHANGES TO THE SUPERINTENDENT'S AUTHORIZED EXPENDITURE. THE BYLAW REFLECTS THE CHANGES MADE TO GENERAL COUNSEL'S ROLE IN REVIEW OF THE CONTRACTS. LASTLY, THERE IS A TEMPLATE CONTRACT FOR YOUR REVIEW, AS WELL. THAT IS THE ONE THAT THE DISTRICT USE MOVING FORWARD. ANY THAT ARE ON AN ANNUAL BASIS, THEY WOULD NEED TO BE RENEWED UNDER THIS NEW CONTRACT. AND IT ENTERS INTO VENDORS THAT ARE NOT CURRENTLY SERVING THE DISTRICT. IT WILL HAVE TO BE DONE ACCORDING TO THE TEMPLATE. WITH THAT, I CAN ANSWER ANY QUESTIONS YOU MAY

HAVE. >> OKAY, THANK YOU. QUESTIONS

FROM THE BOARD? >> YES. I DO HAVE A QUESTION WITH REGARDS TO WORKING RELATIONSHIPS OF BOARD AND SUPERINTENDENT. I BELIEVE IT IS THE SECOND PAGE. IS IT POSSIBLE TO CHANGE THE WORD DESIRE TO -- ACTUALLY, ALL THREE. DESIRES TO EXPECT? THE REASON I'M ASKING IS BECAUSE LIKE I SAID BEFORE, THIS IS THE ONE -- BUDGETING IS THE ONE THING THAT WE OVERLOOK OURSELVES. THIS BEING PART OF THE CONTRACT THAT WE WILL BE LOOKING TO RATIFY ONE HOUR SUPERINTENDENT LOOKS AT THEM AND IMPROVES THEM IN OUR GENERAL COUNSEL , AND HE GIVES IT HIS BLESSING. I DON'T THINK THAT WE, AS A BOARD, SHOULD DESIRE, BUT EXPECT FOR THESE THINGS TO HAPPEN. CAN YOU

PLEASE POINT OUT. >> YES. IT IS IN THE SECOND PARAGRAPH AND THEN TO THIRD PARAGRAPH. I FOUND ONE, TWO, THREE INSTANCES WERE SAYS DESIRES. I WOULD GIVE HIM A

[03:10:05]

BLESSING MYSELF , IN MY OPINION, IF IT WAS THEY EXPECTED BECAUSE OF DESIRES. THIS IS EXACTLY WHAT WE HAVE TO OVERLOOK. I'M NOT DESIRING. I GIVES IT A CHOICE.

>> CAN WE REFER TO LEGAL? AND YOU, COULD YOU WEIGH IN ON

THAT? >> BASICALLY, WE CAN MAKE THOSE CHANGES IF THE BOARD DESIRES -- SORRY.

>> CHANGES, WE CAN ADD THAT TO THE POLICY. I SAW THERE IS A E THI CAN BE CHANGED TO SAL AND EXPECT. IT BASICALLY GIVES MORE DIRECTION TO STAFF. THE ONLY CAVEAT IS IT WOULD BE AN AMENDED MOTION WITH THE UNDERSTANDING THAT THIS LANGUAGE WOULD ALSO BE CHANGED IN THE POLICY. YEAH, IT IS CERTAINLY UP TO WORDS PREROGATIVES. THESE WORDS CAN BE CHANGED AND WE CAN BRING THIS BACK FOR SECOND READING.

APPROVE THESE, WE WOULD HAVE TO BRING IT BACK.

>> THIS WOULD BE THE FIRST READING, AND THE SECOND READING WOULD HAVE THE CHANGES REFLECTED. THEN YOU WOULD VOTE

AGAIN ON IT. >> I DID HAVE ONE QUESTION.

COULD YOU BRIEFLY EXPLAIN HOW YOU GOT TO THAT $50,000 AMOUNT? DIFFERENT CONTRACT , WHAT WE WERE ENGAGING IN. THERE ARE NEGOTIATIONS OCCURRING ALL THE TIME ABOUT PROGRAMMING AND THINGS LIKE THAT. I SAW THAT WOULD BE THE MAIN ISSUE. I JUST KIND OF LOOKED AT, WHAT ARE SOME OF THE RAMS THAT THEY OFTEN FIND OUT DURING NEGOTIATIONS, THEN THEY COME TO ME SAYING, ARE YOU OKAY WITH THAT? WE THOUGHT 50 WAS A SAFE THING, SO IT DOESN'T STOP THE PROCESS.

>> OKAY. SO THIS POLICY SHOULD NOT HINDER YOUR ABILITY TO DO

YOUR JOB? >> IT WON'T. WE WILL HAVE A LOT MORE -- WHAT IS THE TERMINAL TO USE? WE HAVE TO ANTICIPATE THESE THINGS BETTER. THAT IS THE ONLY THING. I'M NOT SEEING MUCH ON THAT. ALSO IF I CAN ADD TO THAT, THE MAIN DIFFERENCE, FOR EXAMPLE IN NOVEMBER, THERE IS ONLY ONE BOARD MEETING. IF THE CONTRACT CAME UP WHERE THE BOARD DID NOT MEET, WITHOUT THAT AUTHORIZATION, THE SUPERINTENDENT WOULD NOT BE ABLE TO ENGAGE IN THOSE CONTRACT AND BEGIN THE WORK, EXPECTING THE RATIFICATION AT THE LATER DATE. THAT IS THE REASONING FOR THE JUST BECAUSE THEY ARE HERE, THE BOARD MEETS ON SOME OCCASIONS ONCE A MONTH.

BECAUSE OF THAT, THERE ARE CERTAIN THINGS THAT NEED TO GET DONE AND WOULD NOT BE ABLE TO DO WITHOUT THIS

PREAUTHORIZATION IN PLACE. >> GOT IT. ANY OTHER COMMENTS

OR QUESTIONS FROM THE BOARD? >> IF WE FOUND HE WAS HAVING TO COME TO US , COULD WE CHANGES AT A LATER DATE TO GIVE HIM A

LITTLE MORE LEEWAY >> THE BOARD MAY CHANGE POLICY AT ANY TIME. IT IS THAT TO YOUR DISCRETION.

>> THANK YOU. >> SO YOU ARE SAYING IT IS AN

AMENDED MOTION QUITE >> BASICALLY, YOU AMENDED THE RECOMMENDATION GIVEN BY STAFF. THE MOTION WOULD BE TO APPROVE WITH THE RECOMMENDED CHANGES.

>> DO HAVE A MOTION TO APPROVE THE LIMIT AND POLICY WITH THE CHANGES MENTIONED BY BOARD MEMBER -- WITH THE DESCRIBED

LANGUAGE? >> SO MOVED.

>> SECOND. BROKE ALL? >>

>> THE LAST ITEM IS THE 2023-2024 IS WILL PLAN FOR STUDENT ACHIEVEMENT. DO YOU HAVE ANY INFORMATION ON THIS?

>> YES. I WILL BRING UP MISSES CARTER TO TAKE US THROUGH THE

PROCESS. >> TODAY, I WILL BE SHARING FOUNDATIONAL AND BACKGROUND INFORMATION REGARDING 13.3. IT

[03:15:08]

IS RECOMMENDED THE BOARD APPROVED THE 2023-24 SCHOOL PLANS FOR STUDENT ACHIEVEMENT. THE CODE REQUIRES THAT SCHOOLS RECEIVING FUNDS TO THE PROCESS DEVELOP A SCHOOL PLAN FOR EXPANDING THESE FUNDS. THIS IS A REPORTING SYSTEM USED BY CDE TO DISTRIBUTE FUNDS. FOR EXAMPLE, TITLE ONE, TWO, THREE AND FOUR. DISTRICTS OF LIFE FOR THIS FUNDING AND PROVIDE ASSURANCE THAT THE DISTRICT WILL COMPLY WITH THE LEGAL LIMITS AND THE FUNDING. DISTRICTS REPORT THAT THEY ARE ACCEPTING THE FUNDS AND PROVIDE ASSURANCES IN WINTER.

THEY ARE REPORTED AND -- SUCH AS EXPENDITURES TO DATE. -- THE SCHOOL PLAN FOR STUDENT ACHIEVEMENT. THEY DEVELOP A PLAN FOR THEIR SITE . LATER IN THIS PRESENTATION, I WILL SHARE HOW THE DEVELOPMENT OF THIS PLANT CAN ALLOW FOR CONVERSATIONS TO HAPPEN AT THE SCHOOL TO IDENTIFY NEEDS AND POSSIBLE EXPENDITURES TO MEET THOSE NEEDS. ULTIMATELY, THE SCHOOL PLAN SHOULD BE LOOKED AT AS A BLUEPRINT TO IMPROVE THE ACADEMIC PERFORMANCE OF ALL STUDENTS. AS THE PLAN IS BEING DEVELOPED, THE SCHOOL WERE REVIEWED DATA INCLUDING ACHIEVEMENT AND BEHAVIORAL. SITE SURVEY DATA AND THEY ARE ENCOURAGED TO DIG DEEPLY AND IDENTIFY ROOT CAUSES AND SUITED CHALLENGES, IDENTIFYING THE MOST APPROACH TO INTERVENTION OR SERVICE NEEDED TO IMPROVE STUDENT ACHIEVEMENT.

DURING THE DEVELOPMENT PROCESS, REQUIRING THE SCHOOL COUNSELOR TO REVIEW THE SCHOOL PLANS, ESTABLISH AN ANNUAL BUDGET AND MAKE MODIFICATIONS TO THE PLAN. THIS SLIDE DETAILS THE DEVELOPMENT PROCESS. STEP ONE IS TO ANALYZE THE STUDENT DATA. STEP TWO IS TO MEASURE EFFECTIVENESS OF THE CURRENT STRATEGIES LISTED WITHIN THE SCHOOL PLAN. THIS CAN BE DONE BY IDENTIFYING WHETHER THE MEASURABLE OBJECT IS WERE MET. STEP THREE IS TO IDENTIFY GOALS AND STRATEGIES BASED ON STUDENT NEEDS. WHAT IDENTIFYING IMPROVEMENT STRATEGIES, SITES SHOULD ENSURE THAT STRATEGIES ARE IDENTIFIED TO ADDRESS THE NEED, PRIORITIZE MY STUDENT LEAVE, AND ARE MEASURED FREQUENTLY. STEP FOUR IS TO DEFINE TIMELINES AND EXPENDITURES. THEY ARE TO PROVIDE AN EFFECTIVE MEANS OF IMPROVING -- AT PROMISE. THEY SHOULD BE REASONABLE AND SUPPLEMENT FUNDS AVAILABLE IN THE ACCESS OF TITLE I FUNDS IN ORDER TO BE INCLUDED IN THE SCHOOL PLANS.

STEP FIVE IS TO RECOMMEND THE SCHOOL PLAN TO THE LOCAL GOVERNING BOARD. THAT IS THE STAGE WE ARE TONIGHT. HOWEVER, AS YOU CAN SEE, IMPLEMENTED THE SCHOOL PLAN IS AN ONGOING PROCESS. THE PLAN IS A LIVING DOCUMENT THAT CONTINUES TO BE UPDATED AND CHANGED THROUGHOUT THE YEAR. STEP SIX IS TO IMPLEMENT THE SCHOOL PLAN. STEP SEVEN IS TO MONITOR IMPLEMENTATION. IT MAY NEED TO BE AMENDED IF IT IS AN EFFECTIVE, CHANGES OCCUR, STAFF AND MATERIAL CANNOT BE -- DEMOGRAPHIC CHANGE, OR AN ACTIVITY IS FOUND TO BE NONCOMPLIANT. SITE SCHOOL PLAN SHOULD BE DEVELOPED IN ALIGNMENT . THE DEVELOPMENT PROCESS AND CONTINUOUS IMPROVEMENT CYCLE. AS THE DEVELOPMENT OF THE SCHOOL PLAN REVIEW PROCESS ARE CLOSELY RELATED, THE PROCESS FOR DEVELOPING THE SCHOOL PLAN HAS BEEN INCLUDED IN THE SAME GRAPHIC THAT WE USE FOR THE REVIEW ASSETS. DURING QUARTER ONE, SCHOOLS ARE ANALYZING DATA AND EFFECTIVENESS OF STRATEGIES AS WELL AS SEEKING INPUT FROM EDUCATIONAL PARTNERS. DURING QUARTER TWO, PRESENTING THE PLAN TO THEIR ADVISORY COMMITTEE AND SCHOOL COUNCILS FOR REVIEW. THESE COMMITTEES ENSURE THAT THE SCHOOL PLAN MEETS THE COMPLIANCE REQUIREMENTS AND IS READY TO BE SUBMITTED FOR.

ONCE IT IS APPROVED, IT IS IMPLEMENTED IN THE DATA ANALYSIS AND IDENTIFICATION FOR FURTHER NEEDS OF REVISION ARE COMPLETED. DURING QUARTER THREE, SITES REVIEW THEIR ANNUAL MEASURABLE OUTCOMES AND EVALUATE THE EFFECTIVENESS OF THE STRATEGIES INCLUDED IN THE PLAN. THIS INFORMATION IS

[03:20:04]

INCLUDED IN THE GOAL ANALYSIS SECTION AND SCHOOL PLANS.

DURING QUARTER FOUR, THE SITES SHARE THE VALUATION OF THEIR CURRENT PLAN. AND THE PROPOSED BUDGET FOR NEXT YEAR WITH THEIR EDUCATIONAL PARTNERS IN ORDER TO REVIEW THE CURRENT YEAR TO IDENTIFY REVISIONS NEEDED FOR NEXT YEAR SCHOOL PLAN BASED ON THE EVALUATION AND THE TITLE SURVEY AS MENTIONED PREVIOUSLY, THE SCHOOL SITE COUNCIL REVIEWS THE PLAN TO IDENTIFY WHETHER IT MEETS COMPLIANCE WITH DIAMONDS LISTED ON THE SLIDE. AT THE END OF THE SCHOOL PLAN, SIGNATURE PAGE IS COMPLETED, VERIFYING THAT THEIR SITE PLANS MEET THE REQUIREMENTS , AND THAT IT IS READY TO BE SUBMITTED FOR APPROVAL. YOUR VOTE TO APPROVE THIS YEAR SCHOOL PLAN TONIGHT, YOU ARE PROVING THE SCHOOL PLAN THAT HAVE MET THE COMPLIANCE REQUIREMENTS. YOU ARE ABLE TO RETURN SCHOOL PLANS BACK TO SCHOOLS LIKE COUNCILS FOR REVISIONS.

HOWEVER, WE ARE REQUIRED TO APPROVE THEM ANNUALLY. YOUR DECISION IS WHETHER TO APPROVE THE 23-24 SCHOOL PLANS FROM IMPLEMENTATION. WHILE YOU REVIEW THEM FOR TIME, YOU MAY HAVE NOTICED DIFFERENCES IN THE SCHOOL PLANS AS OUR SITES ARE ALL IN DIFFERENT PLACES WHILE DEVELOPING A CLEAR, RELEVANT, AUTHENTIC, DATA-DRIVEN PLAN. THEY WILL CONTINUE TO BE REVISED THROUGHOUT THIS YEAR AS NEW DATA IS RELEASED.

COMMENTS, QUESTIONS FROM BOARD?

>> YES, I JUST HAVE ONE. ONE QUESTION. IS THERE ANY PARENT INVOLVEMENT IN THE SCHOOL PLAN?

>> YEAH, ABSOLUTELY. THERE ARE PARENTS ON THE COUNCIL AS WELL AS THE ENGLISH ADVISORY COMMITTEE. I JUST DIDN'T SEE THE MEMBER MAKEUP. THANK YOU.

>> ABSOLUTELY. >> THE SCHOOL SITE COUNCIL THAT EXISTS ARE VOTED ON. THERE IS A PROCESS OF A VIOLENT -- I'M ASKING THE PRINCIPALS TO ENGAGE THE INTO PRINCIPAL CHAT MEETINGS AND THINGS LIKE THAT TO REALLY TALK ABOUT THESE THINGS AND MEETINGS AND GET INPUT. THAT WAY, TO GET MORE INVOLVED WITH THE PARENTS IN THAT PROCESS. THIS CYCLE YOU ARE LOOKING AT HERE, YOU GUYS SEE THIS OVER AND OVER. THAT IS HOW WE CONTINUE TO EVOLVE IN THIS PROCESS. WHEREVER WE ARE RIGHT NOW, I HOPE NEXT YEAR WE GET BETTER AT IT. THAT INCLUDES HOW MANY PARENTS ARE PART OF THESE CONVERSATIONS.

>> MY THING IS, ALSO THERE IS A PARENT THAT WANTED TO BE A PART OF THE PLAN AND ONE POINT IN THE PAST. WITH ANY COMMITTEE, YOU HAVE TO HAVE A LIMITED NUMBER. IF YOU HAVE SO MANY PEOPLE, YOU WOULD NEVER GET ANYTHING DONE WAS STILL JUST BE ONE PARENT PER SITE? ARE WE TRYING TO GET TWO PARENTS ? I DON'T EVEN OF THE NUMBER.

>> SCHOOL SITE COUNCIL HAS APPEARED HE RULED, AS WELL. WE FOLLOWED THE REQUIREMENTS FOR THE ELECTION PROCESS.

>> FELL IS A PARENT DOESN'T GET ELECTED, AND THEY ARE UPSET ABOUT IT, THEY DECIDED TO TRY NEXT YEAR?

>> ABSOLUTELY. >> IT DOESN'T MEAN THEY CAN'T

BE A PART OF THOSE MEETINGS. >> THERE ARE OTHER OPPORTUNITIES. SCHOOL SITE COUNCIL IS NOT THE ONLY TIME THAT THE PLAN SHOULD BE TALKED ABOUT, OR PROVIDING INFORMATION TO PARENTS. I THINK THAT'S WHAT HE IS SAYING.

HE IS ENCOURAGING THEM TO HAVE CHAT TIMES WITH TO LET THEM KNOW WHAT IS GOING ON IN THE SCHOOL. SOME OF THAT WILL BE DISCUSSING THEIR GOALS AND SERVICES.

>> I DON'T KNOW IF YOU KNOW WHAT I AM REFERRING TO. I'M JUST SAYING, YOU ARE RIGHT. PARENTS HAVE MORE THAN JUST THAT ONE AVENUE OF BEING PART OF THE PLAN. I'M JUST GLAD TO HEAR THAT. I WAS THINKING THERE WAS NO OTHER HORSE FOR THE PARENT TO BE INVOLVED. I'M GLAD YOU ANSWER THAT QUESTION.

TAKE YOU. >> JUST FOR CLARIFICATION, THE MEETINGS ARE PUBLIC. TEACHERS AND PARENTS CAN ATTEND,

[03:25:03]

CORRECT? >> THEY ARE.

>> I JUST HAD ONE QUESTION, IF THEY ARE APPROVED TONIGHT, WHEN

WILL THEY BE POSTED? >> AS SOON AS WE CAN GET THEM POSTED ON THERE. WE ALREADY HAVE THEM DIGITALLY, AS YOU KNOW. WE WOULD DO OUR BEST TO GET THEM TO THE INDIVIDUAL AND

GET SOME ONLINE FOR YOU. >> THANK YOU. IT WAS JUST WES AND I HAD FROM THE COMMUNITY, SOMETHING.

>> YOU'RE WELCOME. >> THANK YOU, I DO HAVE SOME QUESTIONS. ANOTHER KEYBOARDS FOCUS GOING FORWARD IS TO INVOLVE THEMSELVES TO MORE STUDENT ACHIEVEMENT TALKS.

WITH THAT BEING SAID, WHEN EXACT HE WOULD YOU BE HAVING THESE UPDATES FOR THE BOARD? IS THERE A PERIOD OF TIME WHEN THIS WOULD OCCUR? I CAN SEE THAT THE CALIFORNIA SCHOOL DASHBOARD COMES OUT TOMORROW. THAT ALSO MEANS WILL HAVE A PRESENTATION FOR YOU. WE ARE LOOKING TO HAVE ONE IN JANUARY.

SHE WAS TALKING EARLIER ABOUT THE MIDYEAR UPDATE THAT HAPPENS IN FEBRUARY. WE ARE PLANNING TO HAVE THAT UPDATE AT THE FEBRUARY 22ND BOARD MEETING BECAUSE WE ARE REQUIRED TO HAVE THEIR PRIOR TO FEBRUARY 28TH. AT THAT TIME, WE WOULD GET THE PROGRAM SITE AND THE FIFTH SIDE. WE WOULD BE LOOKING AT OUR METRICS AND OUR PROGRESS ON THEM, AND THE FUNDING TO

DATE, AS WELL. >> ON JANUARY 25TH?

>> JANUARY 25TH WILL BE OUR BOARD RETREAT WHERE THE SCHOOL SITES WILL BE COMING TO YOU TO SHARE WHERE THEY ARE AT, AND THE SITE ACTION PLAN CONTINUOUS IMPROVEMENT PROCESS. TALKING ABOUT THIS QUARTERLY REVIEW PROCESS, WHICH I USE THE SAME GRAPHIC FOR THIS, AND THEN THE SCHOOL SITES WILL BE COMING AT THAT TIME TO SHARE DEMOGRAPHICS ABOUT THEIR SCHOOLS, THE DATA THAT THEIR SITES LOOK AT EARLIER THIS YEAR. AND THEN LET THEM KNOW THAT YOU KNOW WHERE THEY ARE AT IN THE SS OF DEVELOPING THE SCHOOL FOCUSED GOALS. PLC, OR THOSE GRADE LEVEL GOALS THAT ARE GOING TO HELP POSSESS SCHOOL PLAN FORWARD. AS MENTIONED BEFORE, ALL THE SCHOOLS ARE IN A DIFFERENT SPACE. OUR ONLY -- TO UPDATE THE BOARD AND TELL US WHAT THEY ARE. THEY ARE NOT DUE UNTIL FEBRUARY. THEY GIVES THAT TIME TO HAVE THOSE CONVERSATIONS THAT WE ARE TRYING TO MAKE TIME AND SPACE FOR.

>> THANK YOU. WONDERFUL. I THINK I HAVE ABOUT TWO MORE QUESTIONS. IF I UNDERSTAND WHAT OF THE DOCUMENT, HOW IT WORKS, BUT MY QUESTION PERTAINS TO THE LIVING DOCUMENT PORTION. HIS SCHOOLS ARE CONSTANTLY MAKING CHANGES TO THESE , HOW WILL THE BOARD BE AWARE OF THOSE CHANGES?

>> SO THAT PART OF THE PRESENTATION WHERE TALKS ABOUT REVISIONS BECAUSE THEY WERE SUBSTANTIVE , DEMOGRAPHICS CHANGE, BOUNDARIES CHANGED, THOSE WOULD BE BIG ITEMS AND BIG CHANGES IN THE SCHOOL PLAY THAT WE WOULD DEFINITELY BRING FORWARD TO THE BOARD. THEY SHOULD BE TALKING TO COMMUNITIES ABOUT THINGS, FOR EXAMPLE, TOMORROW WHEN WE GET THE DATA FOR THE DASHBOARD, THEY SHOULD BE TAKING THAT TO THEIR SCHOOL SITES, GOING OVER THAT DATA, RE-LOOKING AT THEIR GOALS, SERVICES, SEEING IF ANYTHING NEEDS TO BE MODIFIED OR CHANGED. THEY MORE THAN LIKELY WILL BE BIG, SUBSTANTIVE CHANGES. NOT NECESSARILY COME TO THE BOARD UNTIL A LATER

TIME. >> I WANT TO JUST GIVE A HEADS UP THAT WE ARE IN THE EMPHASIS STAGE OF THIS JOURNEY. WHAT I'VE NOTICED IN THIS PROCESS, THE ABILITY TO NOT HAVE AVAILABLE TIME TO OFTEN MEET IN A SUBSTANTIAL WAY. THAT IS WHY YOU ARE INVESTING INTO THE BUYBACK DAYS, AND YOU NOTICE THAT WE HAVE SOME IN THE BEGINNING, AND TWO FULL DAYS MIDYEAR. THAT IS TO EXACT DO WHAT SHE GOT TO TALKING ABOUT.

WORKING ON THE SHIFT WE NEED TO MAKE, THE DEEP LEVEL CONVERSATIONS TO MAKE THOSE ADJUSTMENTS.

>> AND WHEN THAT QUESTION -- THANK YOU. IT WOULD BE -- ACTUALLY, IT IS FOR YOU. I UNDERSTAND THE SHIFT THAT YOU WANT TO MAKE WITH THE STAFF , OUR GOALS AND ADMIN. MY QUESTION, HAVE OUR ADMINISTRATORS UNDERSTOOD WHAT

[03:30:05]

IS GOING TO BE HAPPENING WITH REGARD TO THE CYCLE? I WOULD HATE TO HAVE THEM COME TO US AS THE BOARD AND PRESENT ON THE 25TH, AND EXPECTING THAT IT WILL BE 100%, YOU KNOW, NO

MISTAKES. >> YEAH. THIS IS ONE OF THOSE THINGS WHERE I'M HOPING YOU, I, AND EVERYONE HEARING THIS KNOWS THAT WE ARE A LEARNING ORGANIZATION. WHAT I'VE TAUGHT THE PRINCIPLES, I WANT YOU TO BE AS AUTHENTIC AS POSSIBLE WITH YOUR CONVERSATIONS. IF YOU ARE UNABLE TO MEET THERE TO GET EVERYBODY ON THE SAME PAGE, STATE THAT. STATE THAT IS AN ISSUE, BUT WE HOPE TO RESOLVE IT BY THIS WAY. THAT IS POSSIBLY A REQUEST TO US, RIGHT? THE REASON WE CAME UP WITH THAT, THAT IS ALL I HEARD . HEY, WHAT IS GOING ON WITH THE SITE ALL THOSE THINGS. WE DIDN'T HAVE TIME TO MEET. IT WAS HARD TO GET EVERYONE TOGETHER. THAT CAME STRICTLY FROM THEIR INPUT ABOUT THIS PROCESS. THEY ARE PROBABLY TIRED OF LOOKING AT THIS. YOU KNOW, THAT WAS THE FIRST FINGER INTRODUCED HIM TO IN JANUARY. I'M ACTUALLY LIKING THIS PROCESS WHERE THEY ARE. THEIR EVALUATION IS ALL ABOUT THIS.

JUST AS YOU GUYS EVALUATE ME ON THIS. AS YOU CAN SEE, OUR WORKS OUT -- WORKSHOP IS CONNECTED TO THIS. MY EVALUATION OF THEM IS CONNECT IT TO THIS. BY YOU ADAPT THE PROCESS, THIS IS HUGE. IT IS HUGE FOR US. AND GOOD BECAUSE MOST SCHOOL DISTRICTS TREAT THIS WHOLE PROCESS IS A CHECKOFF SYSTEM. IT WAS NEVER INTENDED FOR THAT, AND I WILL NOT TREATED THAT WAY BECAUSE THIS IS TOO IMPORTANT.

>> OKAY. ANY OF THE QUESTIONS?

>> I JUST HAD ONE, AND I WANTED TO SHARE. ONE THING I DID, I MET WITH THEM FOR ABOUT AN HOUR COUPLE OF DAYS AGO. I PERSONALLY WAS VERY IMPRESSED WITH THE THINGS THEY WERE DOING. THEY WERE WORKING WITH OUR ADMIN, MEETING WITH THEM, THEY HAD A TEMPLATE THEY WERE GOING THROUGH, FOR THE SITES TO BE ABLE TO ANALYZE THEIR NEEDS. THEY HAD A BUNCH OF RECOMMENDATIONS OF THINGS THEY COULD CHOOSE, THINGS THEY COULD DO. I THOUGHT IT WAS REALLY GOOD ON THE FRIDAY NIGHT ALSO SEE HOW YOU ARE WORKING WITH THEM, BECAUSE I DID NOT KNOW.

MEETING WITH THEM, I REALLY GOT A BETTER UNDERSTANDING OF WHAT

WAS HAPPENING. >> WE CAN DEFINITELY PROVIDE THAT. TO BUILD UPON THAT, -- IS ALSO BETTER OPPORTUNITIES FOR PRINCIPLES TO COME IN. SHE CALLS IT PRINCIPLES WORKSHOP. THEY HAVE AN OPPORTUNITY NOT JUST TO COME IN AND GET THAT ONE ON ONE HELP AND SUPPORT, BUT ALSO TO BE WITH THEIR PEERS. THE OTHER PIECE SHE HAS WORKED ON THIS YEAR, IT IS ALL OF THIS THAT YOU SEE ON THE SLIDE. SHE PROVIDED ALL OF THIS IN GUIDANCE DOCUMENTS AND HAS A LOCAL FOLDER THEY HAVE ACCESS TO , AND HAVE ACTUALLY HAD ACCESS TO FOR VERY LONG TIME. I JUST PUT IT IN THE CYCLE TO THE WORK THE WORK. BECAUSE I AM A LITTLE BIT VISUAL . MS. SWANSON HAS BEEN PARAMOUNT IN TRYING TO HELP PUT PRINTS OF RULES IN UNDERSTANDING THAT THE SCHOOL PLANS ARE A LIVING DOCUMENT BECAUSE THEY WERE NOT THAT WAY IN THE PAST. THAT IS WHY IT WAS VERY OVER WITH TELLING YOU THAT WE ARE ALL IN DIFFERENT SPACES. I THINK SHE'S MADE A LOT OF PROGRESS THIS YEAR SUPPORTING OUR PRINCIPLES AND WE. POSITIVE FEEDBACK FROM THEM. THAT IS SOMETHING THAT IS REALLY IMPORTANT TO US. I WAS VERY OVERT IN TELLING YOU TONIGHT AT THE ACTION PLANS ARE NOT DUE UNTIL FEBRUARY. THERE SHOULD NOT BE A DANG FOR ANYONE. IT IS REALLY INFORMATIONAL TO LET YOU KNOW WHERE THE SCHOOL SITES AT AND LET THEM FEEL THAT PROCESS. IN THE FUTURE, THEY WILL BE COMING TO YOU WITH FULL-FLEDGED ACTION PLAN. RIGHT NOW, THEY ARE WORKING VERY HARD TO BUILD THOSE COLLABORATIVE SPACES FOR EVERYONE TO COME TOGETHER AND MAKE THIS PROCESS RELEVANT AND SUSTAINABLE.

>> OUR CONTRACT IS HUGE IN THAT REGARD. THEY ARE THE ONES THAT REVISE THE NECESSARY TRAINING. SO FAR, A LOT OF

[03:35:01]

THEIR TIME HAS BEEN SPENT WITH THE PRINCIPALS TO GET THEM TO UNDERSTAND HIS. THAT WAY, THEY CAN DEPLOY FROM THERE. I'M REALLY LOOKING FORWARD TO THAT.

>> MISSES WATSON, THANK YOU.

>> I WAS GOING TO DO THAT. THANK YOU FOR ALL THE HARD WORK. I DO HAVE A QUESTION BASED ON WHAT YOU JUST SAID.

THIS IS AN ACTION ITEM TO APPROVE THESE, BUT THE FINAL ONES AREN'T DUE UNTIL FEBRUARY?

>> NO, THERE'S TWO SEPARATE THINGS. THAT IS A COMMON MISCONCEPTION. THE SCHOOL PLAN IS A LARGE PLAN, ALL BUDGET MONEY IS IN THIS PLANE. IT HAS ALL GOALS AND ACTION. THE SITE ACTION PLANS, WHICH ARE A MORE FOCUSED PLAN , THAT IS FEBRUARY. THIS IS APPROVED TONIGHT.

>> WITH THAT IN MIND, DO I HAVE A MOTION TO APPROVE THE 23-24

ACHIEVEMENT? >> SO MOVED.

>> SECOND. >> ROLL CALL PLEASE.

>>

[14. CONSENT AGENDA]

CONSENT AGENDA. TOO MANY MEMBERS HAVE ANY REQUEST TO WITHHOLD OTHER AGENDA ITEMS THIS EVENING QUITE

>> YES. I NEED TO HOLD 14.17 PLEASE.

>> 0.7? OR 0.17? >> I'M SORRY, 14.17.

>> OKAY, ANY OTHER ITEMS? ANY OTHER ITEMS FROM THE BOARD? NO? OKAY. DOES THE BOARD HAVE ANY QUESTIONS OR COMMENTS?

>> I SEE THAT -- >> YOU NEED A MOTION AND A

SECOND. >> MY SCRIPT SAYS --

>> I UNDERSTAND. >> OKAY. ALL RIGHT. DO I HAVE A MOTION TO APPROVE THE CONSENT AGENDA AND WITHHOLD ITEMS 14.17, WHICH IS THE AMENDMENT , AND THE 23-24 FISCAL YEAR?

>> SO MOVED. >> SECOND.

>> ROLL CALL. >>

[14.17 AMENDMENT TO THE ANNUAL CONTRACT LISTING AND AGREEMENTS 2023- 2024 FISCAL YEAR]

>> OKAY. MOVING ON TO THE FIRST ITEM . ARE THE ONLY ITEM WITHHELD. 14.17, AMENDMENT TO THE ANNUAL CONTRACT LISTING FOR THE 23-24 FISCAL YEAR. BOARD MEMBER ARMSTRONG.

>> THANK YOU, BOARD PRESIDENT. I'M GOING DOWN TO THE ADMINISTRATION NUMBER ONE. THE SERVICES WITH THE PROVIDED LEGAL SERVICE FOR THE BOARD OF EDUCATION, I SEE THERE IS A $50 INCREASE IN THE RATE. AND YOU CAME ON IN FEBRUARY? SO HOW OFTEN WILL YOU LOOK AT INCREASES IN YOUR RATE QUOTE

>> WHAT I CAN TELL YOU, THIS INCREASE WAS ACROSS THE BOARD TO ALL OF OUR CLIENT. IN THE LAST SEVERAL YEARS, THERE HAVE BEEN NO RATE INCREASES BY OUR FIRM. AT THIS POINT, IT IS IS THE COST OF DOING BUSINESS HAS GONE UP EXPONENTIALLY. IN EVERY SECTOR ACROSS UNITED STATES. THE LEGAL SECTOR IS NO EXCEPTION TO THAT. DUE TO THESE COSTS, AND BECAUSE WE

[03:40:05]

DEFERRED A LOT OF THE RATE INCREASES OVER THE YEARS, IT HAS BEEN SOMETHING WE ARE CRESTED -- REQUESTED ACROSS ALL THE BOYS. THIS IS SOMETHING REQUEST BECAUSE OF THESE OPERATING COSTS WE SUSTAIN, AS WELL. IT IS TOTALLY UP TO THE BOARD'S DISCRETION HAVE A SEAT WITH IT.

I WILL SAY THIS, OUR ROOM HAS CONSISTENTLY PROVIDED QUALITY SERVICE AT A RATE THAT VERY FEW FIRMS CAN COMPETE WITH. IT'S GOTTEN TO THE POINT WHERE IT'S BECOME DIFFICULT FOR US TO MAINTAIN THAT, AS WELL. I CAN TELL YOU THAT IF YOU LOOK ACROSS THE BILLING FOR OUR FIRM THIS YEAR, I'VE BEEN VERY INTENTIONAL ABOUT TRYING TO GIVE THE DISTRICT THE BEST SERVICE , YOU KNOW, THAT OUR FIRM CAN OFF WHILE KEEPING THE BILLING A LOT LOWER THAN IT HAS BEEN HISTORICALLY FOR THE DISTRICT. WITH THAT BEING SAID, THE REALITY IS, IT IS A RATE INCREASE WE ARE TESTING AND WE BRING IT BEFORE THE BOARD BECAUSE AT THE END OF THE DAY, IT IS UP TO YOUR SOLE DISCRETION WHETHER OR NOT HE WOULD GRANT THE INCREASE.

>> SO AT THIS POINT, WE'VE BEEN IN SESSION FOR 6 HOURS.

WE'VE AND KAREN $1800. I MEAN, I'M NOT THE BEST WITH MATH. SO THIS MEETING IS COSTING US $1800. PROBABLY MORE, BECAUSE YOU WOULD CHARGES BY EVERY 15 MINUTES. SPRING ACTUALLY, IT IS BILLED IN SIX MINUTE INCREMENTS. THAT IS HOW WE

HAVE TO BREAK IT DOWN. >> OKAY. SO ANYWAY. I JUST WANT TO BE COGNIZANT OF HOW MUCH OUR MEETINGS ARE COSTING US. I KNOW YOU PROBABLY, YOU KNOW, IT DOESN'T MATTER TO YOU AND WHERE ARE ANOTHER. THE BOARD ASKS YOU FOR THE SERVICES. I JUST WANT OUR BOARD TO RECONSIDER, ESPECIALLY WITH THE TRAJECTORY , YOU KNOW, WITH THE BUDGET SHORTFALL THAT IS COMING. AND THAT IS COMING. I MEAN, I AM PRETTY WELL VERSED IN BUDGET AND THAT KIND OF STUFF. IT'S COMING. I THINK WE NEED TO REALLY RECONSIDER HOW WE ARE USING OUR LEGAL SERVICES. I'M JUST SAYING, I'M JUST PUTTING IT OUT THERE. WE NEED TO RECONSIDER HOW WE ARE USING THEM, BECAUSE WE CAN ALWAYS GO THROUGH OUR SUPERINTENDENT WHEN WE NEED CERTAIN INFORMATION. AND WHILE YOU DO PROVIDE EXCELLENT SERVICE. YOU DO. WE NEED TO CONSIDER.

>> I'M SO SORRY. >> ACTUALLY, THANK YOU FOR BRINGING THAT UP , BOARD MEMBER ARMSTRONG. THAT IS ONE OF THE THINGS I REALLY DO APPRECIATE ABOUT WHAT WE STARTED DOING WE CAME ON THE BOARD. THE EXCESSIVE LEGAL FEES WERE OTHERS ASTRAY. WE STARTED TRACKING WHAT THOSE FEES WERE.

THEY SAID THEY WERE GIVING US A LOWER RATE, BUT THEN RACKING UP OUR BILLS. I'M VERY HAPPY WE'VE BEEN TRACKING THOSE IN SEEM BECAUSE WITHIN THE LEGAL FORM -- LEGAL FIRM. ALSO, ANY BOARD MEETING IF YOU GO TO CITY COUNCIL MEETING, ANY BOARD MEETING, THERE'S USUALLY SOME TYPE OF LEGAL REPRESENTATION TO KEEP YOU OUT OF TROUBLE. I KNOW THIS BECAUSE OF THE THINGS WE DISCUSSED THE AMOUNT OF TIMES WE'VE AVOIDED LITIGATION BY DOING THINGS PROACTIVELY ARE HAVING THINGS SET IN PLACE .

WHETHER IT IS POLICIES, CONTRACT TEMPLATES, THINGS LIKE THAT. IT IS NOT ABOUT SPENDING MONEY ON ANOTHER LAWYER WHO WOULD CHARGE YOU LESS, BUT THEN RACK OF A BUNCH OF LITIGATION, IS ABOUT BEING PROACTIVE AND NOT HAVING TO GO THAT ROUTE. I APPRECIATE THE CHANGES THAT THE DISTRICT MADE. SHOW IN

FINANCIAL OUTCOMES, AS WELL. >> IF I MIGHT, MR. PRESIDENT, THE ONE DISTINCTION I MIGHT MAKE, SERVING AS MAYOR PRO TEM , I CAN SEE THAT EVERY CITY COUNCIL AT THEIR MEETING HAS THEIR IN GENERAL COUNSEL PRESENT. THE REASON FOR THAT BEING TWOFOLD, NUMBER ONE, TO MAKE SURE THAT MEETINGS ARE CONDUCTED IN A MANNER THAT IS ON PAR WITH LEGAL STANDARDS.

NUMBER TWO, FOR THE SECTION OF THE ELECTED OFFICIALS WHO ARE NOT TRAINED IN THE LEGAL FIELD AND EXPOSED TO LIABILITY SOME

[03:45:02]

CELLS PERSONALLY FOR DECISIONS AND ACTIONS TAKEN ON THE BOARD.

THE REALITY IS, THAT IS NOT THE SAME WITH SCHOOL DISTRICTS.

THEY HAVE A STORY THAT OPERATED A LITTLE DIFFERENTLY. NOT HAVING LEGAL COUNSEL PRESENT AT MOST BOARD MEETING. THAT IS A POLICY CHANGE THIS BOARD HAD DECIDED TO UNDERTAKE EARLIER IN THE YEAR. TO BE MORE IN LINE WITH THE BEST PRACTICES OF OTHER GOVERNMENTAL AGENCIES. IT IS ALWAYS A POLICY THAT CAN BE REVISITED BY THE BOARD. I CAN SAY RIGHT NOW, IF THE BOARD DECIDES IT IS IN THEIR BEST INTEREST NOT TO HAVE LEGAL COUNSEL PRESENT AT THE MEETINGS, THAT IS PERFECTLY FINE. IT WILL BE NO INSULTS IN THE FINAL SLIGHT IN ANY WAY SOUND -- SHAPE , OR FORM. YOU THE BOARD, WITH THE SERVICE THAT OTHER AGENCIES IN OTHER AREAS OF GOVERNMENT DO ENJOY, AND IT IS THERE FOR A REASON. THERE HAVE BEEN INSTANCES WHERE THINGS HAVE COME UP AND HAVE LED TO RATER COSTS. NOT ONLY TO THE CITIES, BUT PERSONALLY TO ELECTED OFFICIALS. AGAIN, THAT IS A POLICY DECISION FOR THE BOARD TO MAKE. WHATEVER DIRECTION YOU CHOOSE TO GO, JUST KNOW I'M HERE TO PROVIDE ANY SERVICE THAT THE BOARD REQUESTS.

>> THANK YOU. ANY OTHER QUESTIONS ON THE BOARD? COMMENTS? I WANT TO VERY POLITELY POINT OUT THAT YOU HAVE ENJOYED THOSE PRIVILEGES, AS WELL. WE ALL ARE NOT LAWYERS, AND YOU HAVE ALSO ENLISTED ON HELP OF OUR GENERAL COUNSEL, BECAUSE THEY ARE HERE. I KNOW THAT NONE OF OUR STAFF ARE LAWYERS. HE IS THE ONLY PERSON AT THIS MEETING THAT CAN GUIDE US AND GIVE GUIDANCE FOR THAT. HENCE WHY WE HAVE THEM HERE. AGAIN, I WOULD NOT RESTATE WHAT OTHER BOARD MEMBERS HAVE SAID, BUT LOOKING AT WILL BE HAVE BEFORE. SEEING THAT IT IS HELPING KEEP US OUT OF THE EXPENSIVE LITIGATIONS.

IT IS TIME AND MONEY WELL SPENT.

>> OKAY. THE ONLY THING I HAVE TO SAY IS THAT ME ENJOYING IT -- I AM NOT ENJOYING THIS, OKAY? WHILE HE IS THERE , MOST OF THE TIME I ASKED MY QUESTIONS TO THE SOUP INCIDENT.

ANDREW IS HERE. I DON'T MIND ASKING HIM QUESTIONS BECAUSE HE IS HERE AND WE ARE PAYING THE FIRM. AS FAR AS, OH, YOU ARE ENJOYING IT? DON'T SAY THAT TO ME. RESPECTFULLY.

>> RESPECTIVELY, IT IS A FIGURE OF SPEECH.

>> I WILL KEEP IT REAL, ONLY ONE PERSON HAS SAID HAS -- IN OPEN SESSION THAT THEY WANT TO ABOUT THE FIRM. LET'S KEEP IT

REAL. >> I WILL KEEP IT REAL. WHEN I SAID THAT , WHEN WE PUT OUT A REQUEST FOR PROPOSAL, MR. PRESIDENT, OKAY, THE DISTRICT HAD AN OPPORTUNITY TO BRING ON DASHES BECAUSE WE BRING ON THE FIRM DOESN'T MEAN WE WOULD GIVE THEM AN ASSIGNMENT. IS JUST A WAY TO RETAIN FIRMS THAT HAVE EXPERTISE.
