MANY OF MY FRIENDS ARE PRESIDENTS.
THIS IS MY SIX YEAR OF PRESIDENT OF BELLFLOWER.
I WAS AT DINNER WITH THE PRESIDENT FROM DOWNING AND HE WAS TALKING ABOUT WE FINISHED AND WHAT THE PERCENTAGE WAS, YEAH THEY GOT A 10% BUT LOOKING AT HOW FAR WE ARE BEHIND WITHOUT THE 10% THEY JUST GOT. WE WERE A BEGINNING TEACHER IN OUR DISTRICT IS 11.7% BEHIND THEIR SALARIES.
AND NOW THEY JUST ADDED 10. THE HIGHER END OF THE TEACHER IS 16.97. THEY PAY THAT MUCH MORE.
AND BECAUSE THEY PAY THAT MUCH MORE THEY ARE ALSO DOING IT RETIREMENT INCENTIVE, DIFFERENT THAN A GOLDEN HANDSHAKE.
IT MEANS YOUR OFFERING THE TEACHERS A CHUNK OF MONEY IF THEY GET 78000. I COULD BE WRONG.

CARRYING THIS RESPONSIBILITY HAS ITS UPS AND DOWNS AND MANY TIMES YOU DON'T KNOW WHAT PROJECT WILL BE A SUCCESS UNTIL IT'S TIME TO PRESENT. AS A MEMBER OF OTHER CLUBS, I BEEN ABLE TO LEARN FROM AND DEPEND ON THE LEADERS AROUND ME.
AS A LEADER IN MY OWN CLUB I REALIZE THAT SUCCESS DOESN'T NECESSARILY DISTINGUISH A GOOD LEADER FROM A BAD ONE BUT RATHER THE WORK AND DEDICATION ONE HAS. SO EVEN IF THE SITUATION MAY BE DIFFICULT AND IMPOSSIBLE EVEN, IF ONE IS ABLE TO ACT WELL ON THEIR PART AND TRY THEIR BEST WITH THE SUCCESS OF THE GROUP, THEY CAN STILL MAINTAIN THEIR HONOR AS A DEPENDABLE LEADER.

BEING A CITY EMPLOYEE MYSELF, I HAD THE OPPORTUNITY TO WORK IN A VARIETY OF WORK ENVIRONMENTS INCLUDING CITY EVENTS.
BY WORKING IN SUCH LARGE CRYPTO PEOPLE, I SEE HOMEPORT STRUCTURE AND DEPARTMENTALIZATION IS. THERE ARE 70 WORKING PARTS OF PUTTING TOGETHER A CITYWIDE EVENT.

HERE WORK ALONGSIDE QUITE A FEW OTHER RECREATIONAL LEADERS FROM THE CITY AND WHILE WE ALL HAVE DIFFERENT WORK EXPERIENCES, WERE ABLE TO WORK AND COOPERATE EFFECTIVELY WITH EACH OTHER THROUGH COMMUNICATION, TEAMWORK AND FLUX ABILITY WHICH ARE ALL SKILLS THAT CAN TRACE BACK TO WORKING IN THEATER. THE PRACTICE EMPATHY AND BUILD COMMUNITY THROUGH RESTORATIVE JUSTICE CIRCLES. MEDIATORS PROGRAM AND WHAT WE HAVE CALLED THE KINDEST CLUB AT RAMONA.
THEY RECENTLY ENGAGED IN A CAREER EXPLORATION WITH VIRTUAL FIELD TRIPS TO THE AMAZON WAREHOUSE IN THE LOCAL FIRE STATION, STATION 98 WHERE THEY GOT TO GO ON ALIVE RIGHT ALONG ON A CALL. THEY LOVE THAT.
THAT WAS FUN. THE FIRE TRUCK EVEN DROVE BY HER SCHOOL AND HONKED THE HORN. THAT WAS SUPER EXCITING.
OR THE SIREN. THEY PARTICIPATE IN GOVERNMENT EDUCATION IN THE CLASSROOM. AND CIVIC ENGAGEMENT THROUGH OUR FAITH IN SIX GRADE STUDENT COUNCIL.
AND RAM SOCIETY. WHICH IS A FOURTH GRADE SERVICE CLUB WHICH HELPS PREPARE FOR THE RESPONSIBILITIES.

I WANTED TO GIVE YOU THAT BACKGROUND AS TO WHY SOME OF THIS PROCESS WAS A LITTLE FASTER LITTLE DIFFERENT THAN OTHER ADOPTION PROCESSES. THE SAME THING IN SEPTEMBER OF 2022. THE SCIENCE RED COLLEGE BOARD AND AN EVALUATION FORM FOR THE TEXTBOOKS BASED ON THE CRITERIA FROM THE COLLEGE BOARD WEBSITE. IN OCTOBER ALL AP SCIENCE TEACHERS CAME IN AND EVALUATED THE AVAILABLE TEXTBOOKS USING THE EVALUATION FORM. IN NOVEMBER THEY ORGANIZE THE DATA FROM THE EVALUATION FORM IN THE SAME THING THAT MONTH, TEACHERS ATTENDED A CONSENSUS MEETING TO ANALYZE THE DATA AND MAKE THE RECOMMENDATIONS. SAME THING IN NOVEMBER THE TEACHER REPRESENTATIVE PRESENTED RECOMMENDATIONS TO CTF WHICH THEY APPROVED A RECOMMENDATION AND THEN HERE WE ARE LOOKING FOR A RECOMMENDATION FROM THE BOARD AND THEN GET THESE TEXTBOOKS PROVIDED FOR OUR STUDENTS EITHER TEACHERS IN JANUARY NEXT MONTH.
SO ALL OF OUR AP TEACHERS WERE PART OF THE PROCESS.
SO WE HAVE THREE AP BIOLOGY TEACHERS AND THOSE WITH THE TEXT BOOKS AVAILABLE FOR US TO EVALUATE.

AS REQUIRED THE DISTRICT PERFORMED AN AUDIT AND DID PROVIDE THE COMMUNITY WITH THE REPORT.
THE AUDIT ADJUSTMENT REPORTED IN THE FINANCIAL REPORT WAS DUE TO THE OVERSTATED EXPENDITURES AND LIABILITIES RESULTING IN A NET INCOME IN FUND BALANCE OF $845,016.
THE ORIGINAL CALCULATION WAS BASED ON THE ENTIRE PROJECT AMOUNT AND NOT ON THE ACTUAL CONSTRUCTION COST INCURRED TO

THE YEAR END. THE AUDITOR REVIEWED 37 TRANSACTIONS WHICH REPRESENTS 85% OF THE TOTAL EXPENDITURES.THE RESULT INDICATED IN ALL SIGNIFICANT RESPECTS THE DISTRICT IS PROPERLY ACCOUNTED FOR THESE VENTURES OF THE FUNDS HELD IN THE MAJOR BB BOND BUILDING FUND AND THAT SUCH EXPENDITURES REMAIN ON AUTHORIZED BOND PROJECTS.
THE PROJECTS THAT ARE STILL CURRENTLY OPEN OF COURSE IS THE MAYFAIR HIGH SCHOOL STEM BUILDING, THE PROJECT IS CURRENTLY 97% AND I COURSE HAD SIGNIFICANT DELAYS PRIMARILY DUE TO SUPPLY CHAIN ISSUES THAT WE ALL HEARD ABOUT BUT NOW THE PROJECTED OF THE STEM BUILDING WILL BE THE GRANT OF 2023.
THE MAYFAIR HIGH SCHOOL ATHLETIC FIELD TOM'S JEFFERSON ELEMENTARY SCHOOL PARKING LOT IN THE BSU D ADDITIONAL BUS PARKING ARE PUT ON HOLD DUE TO INSUFFICIENT FUNDS LEFT IN THE BOND.
THE THREE POTENTIAL BOND PROJECTS THAT ARE CURRENTLY ON HOLD DUE TO INSUFFICIENT FUNDS FUNDS, THE BOARD OF EDUCATION AND THE DISTRICT WILL REVIEW THE FACILITY NEEDS INCLUDING THESE PROJECTS AND DETERMINE THE NEXT STEPS.
THIS IS THE OVERSIGHT COMMITTEE WILL DISSOLVE ONCE ALL BONDS PROCEEDS HAVE BEEN EXTENDED IN THAT TIME NO LONGER RECEIVE AND REVIEW INFORMATION PERTAINING TO THESE PROPOSAL PROJECTS.

EDUCATION CODE SECTION 42130 REQUIRES SCHOOL DISTRICTS TO PREPARE INTERIM EACH YEAR IN THE INTENT OF THESE REPORTS IS TO PROVIDE AN EARLY WARNING SYSTEM TO INDICATE WHETHER A DISTRICT CAN MEET THE CURRENT OR FUTURE YEARS FINANCIAL OBLIGATIONS.
THEY ARE COMPLETED USING A STANDARDIZED ACCOUNTING CODE STRUCTURE KNOWN AS TAX REPORTING AND THE REPORT PROVIDES A SNAPSHOT OF THE ACTUAL ANNUAL INCOME AND EXPENSES FROM JULY 1ST THROUGH OCTOBER 31, 2022.
IT OFFERS PROJECTIONS FOR THE REMAINDER OF THE 22 - 23 YEAR END REQUIRES GOVERNING BOARD APPROVAL AND CERTIFICATION.

THE LARGEST INCREASE IN THE OTHER STATE REVENUES DUE TO INCREASED REVENUE FOR SPECIAL EDUCATION AND CTE PROGRAM.
THIS IS THE BREAKDOWN OF YOUR FOUR DIFFERENT REVENUE SOURCES.
EXPENDITURES AT THIS TIME HAVE ALSO BEEN UPDATED SO YOU WILL SEE THE EXPENDITURES HAVE ALSO GONE UP FOR ALL OF THE CATEGORIES. A LARGE PART OF THIS IS DUE TO THE CARRYOVER FUNDS BEING RELEASED AND THE ASSOCIATED EXPENDITURES THAT HAVE NOW BEEN BUDGETED DUE TO THE CARRYOVER FUNDS BEING RELEASED. SO HERE BASED ON THE BOARD APPROVED OPERATING BUDGET WE ARE PROJECTED TO DEFICIT SPEND 23 MILLION BUT THAT HAS GONE UP TO 46 AGAIN BASED ON MOST OF THE UPDATED D PROJECTED TOTALS. IT'S IMPORTANT TO REMEMBER THAT THIS DEFICIT SPENDING IS BASED ON ALL BUDGETED FROM ALL SITE INQUIRY MEANT AND ALSO NOTE THE DEFICIT SPENDING INCLUDES A CONTRIBUTION OF CLOSE TO 4.5 MILLION TO FUND 21 AND THAT THEIR BUILDING FUND FOR THIS TEAM PROJECT BECAUSE IT'S PROJECTED THAT THE BOND WILL NOT BE ABLE TO COVER ALL THE COST SO THE GENERAL FUND WILL HAVE TO CONTRIBUTE AND THAT'S ABOUT A 4.5 MILLION CONTRIBUTION IN ORDER TO COMPLETE THIS TEAMBUILDING AND OVER 27,000,004 CONTRIBUTION TO RESTRICTED PROGRAMS WHICH INCLUDE SPECIAL EDUCATION, TRANSPORTATION AND OR ACES WHICH IS HER AFTER SCHOOL PROGRAM.
HERE ON THIS SLIDE YOU SEE ARE COMPONENTS OF THE ENDING FUND BALANCE WHICH INCLUDE THE COMMITTED FUNDS AS WELL AS RESTRICTED FUNDS IN THESE COMMITTED FUNDS WERE COMMITTED AT THE TIME OF THE PROPOSED BUDGET ADOPTION.
BOTH OF THE COMMITTED FUNDS IS WITHIN THE DELAYED FACILITY REPAIRS AND MITIGATION FOR ECONOMIC UNCERTAINTIES.
AS YOU LOOK AT THOSE NUMBERS THERE.
SO THE FIRST INTERIM REPORT ALSO PROVIDES INFORMATION REGARDING ALL OTHER FUNDS AND THESE FUNDS CAN ONLY BE USED FOR THE SPECIAL DESIGNATION AND ARE HELD IN THEIR OWN FUND.
HERE YOU SEE THE DIFFERENT CATEGORIES STARTING WITH THE ASB AND GOING DOWN TO FUND 67 OUR SELF-INSURANCE.
ONCE AGAIN THESE FUNDS ARE SPECIALLY DESIGNATED FOR THE PURPOSES UNDER THOSE REGULATIONS.
I WANTED TO POINT OUT AGAIN THE BUILDING FUND AS YOU CAN SEE IS EXPECTED TO BE DEPLETED AND INSURED TODAY IN THE ANNUAL REPORT ONCE THE FUND IS DEPLETED THEN THE BOND COMMITTEE IS NO LONGER NEEDED INCOME TO THE PROJECTS THAT COME TO THE DISTRICT AND AGAIN, THAT IS DUE TO THE CONTRIBUTION THAT WILL BE GIVEN TO PAY FOR THE EXCESS STEAM BUILDING.
THE OLD FUNDS THAT REMAIN PROJECT AT THE END OF THE YEAR OR FOR ANY ADMINISTRATIVE COST THAT HAVE TO BE DIRECTLY PAID FROM FUND 21. SO HERE YOU HAVE THE COST OF THE CURRENT YEAR ACTUALS AS SHARED EARLIER THE DEFICIT SPENDING IS BASED ON ALL PROJECTED EXPENDITURES THAT HAVE BEEN BOARD APPROVED. HOWEVER, IF WE LOOK AT THE CURRENT YEAR ACTUALS AND USE PREDICTIVE FORECASTING WHICH IS SOMETHING THAT WE ARE ADDING TO THIS, IS NOT PART OF THIS TAX REPORTING BUT SOMETHING TO SHARE WITH YOU IN TERMS OF PREDICTIVE FORECASTING, WE WILL ACTUALLY BE POSITIVE 20 MILLION AT CLOSING BASED ON THE CURRENT TREND EXPENDITURES.

AGAIN THE BUDGETS WERE APPROVED ON JULY 1ST FOR A WHOLE YEAR SO WE ALSO HAVE SOME PROGRAMS WHICH MAY INCLUDE AFTERSCHOOL AND EXTENDED YEAR THAT HAVE NOT BEEN ACCOUNTED FOR ADDITIONALLY

ONE-TIME MONEY IS BEING USED TO COVER SOME OF THE COSTS THAT MAY HAVE BEEN PREVIOUSLY USED THROUGH OTHER FUNDING SOURCES.AGAIN WE JUST WANT TO EMPHASIZE WHILE OUR PROJECTION SHOWS DEFICIT IF YOU EXPENDITURES WE Y END UP IN THE POSITIVE.
SO HERE, THE PURPOSE OF THE FIRST INTERIM IN THE ONGOING BUDGET CYCLE IS TO HELP DISTRICTS FORESEE EARLY WARNING SIGNS AND MAKE ADJUSTMENTS AS NEEDED.
THE PROJECTION ALLOWS YOU TO DO THIS SO THAT'S WHAT THIS CHART, SLIDE SHOWS YOU THE MULTIYEAR PROJECTION AND WE CAN SEE WE WILL BE ABLE TO MEET THE PHYSICAL OBLIGATION FOR THIS YEAR END THE NEXT TWO CONSECUTIVE YEARS AND THEREFORE CAN CERTIFY THAT WE HAVE A POSITIVE CERTIFICATION.
ALSO SHOWS THAT WE DO NEED TO LOOK AT OUR PROJECTION IN DEFICIT SPENDING AND MAKE ADJUSTMENTS AND ALLOWS US TIME TO STABILIZE OUR BUDGET AS NEEDED WITHOUT IMPACTING STUDENT NEEDS. HERE WE WANTED TO PROVIDE YOU A CURRENT UPDATE OF HER COVID-19 FUNDING.
AS YOU CAN SEE WE HAVE OVER 48 MILLION IN ENTITLEMENT, WE'VE SPENT A LITTLE OVER 14 MILLION AND STILL HAVE ABOUT 34 TO SPEND. THIS MONEY AGAIN DOES HAVE SPECIFIC GUIDELINES ALLOWING ALLOWABLE EXPENDITURES IN THE DISTRICT WILL CONTINUE TO SPEND THIS ON TIMELINE USAGE, AS YOU CAN SEE SOME OF THEM EXPIRE ON SEPTEMBER 30 OF 2023 ALL THE WAY TO 2024 AND WITH ANY RESTRICTED FUND TO USE THOSE THAT NEED TO BE USED FOR THE FIRST TIMELINE AND GO TO THE NEXT.
THE BULK OF THE FUNDING HAS BEEN USED FOR TECHNOLOGY ENHANCEMENTS AS WELL AS SITE-SPECIFIC ENHANCEMENTS WITH SAFETY.
WE CONTINUE TO WORK WITH THE STATE ON APPROVAL OF PROJECTS, SOME OF THE FUNDS YOU ACTUALLY HAVE TO GET APPROVAL FROM THE STATE BEFORE YOU'RE ABLE TO MOVE FORWARD SO FOR EXAMPLE LIKE THE PA SYSTEM THAT WAS DISCUSSED EARLIER THAT IS ONE OF THE THINGS THAT WE'VE BEEN USING IN SOME OF THE FUNDING TO PUT INTO PLACE AND ALSO SOME OF THE HVAC REPAIR ALONG WITH OTHER COMMUNICATION NEEDS. SO OUR NEXT STEPS WILL BE TO WAIT FOR THE GOVERNOR'S RELEASE OF THE 23 TWOMAC 24 BUDGET IN JANUARY. SO THE SOLUTION AFTER ARCHITECTING AN ENGINEER IS TO JACK THE FLOOR BACK UP, INSTALL A NEW STEM WALL TO SUPPORT THE FLOOR AND WE JUST RECEIVED TODAY THE PERMANENT VENTS THAT WOULD GO IN FRONT OF THE RAISED AREA OF THE GYM FLOOR.
TO PROVIDE VENTILATION SO THAT WILL NEVER OCCUR AGAIN.

BUT THEY DID BUT IT ALL TURNED OUT FINE.
