[5. INSPIRATIONAL MESSAGE]

PRECIOUS YOUNG, WILL BE OFFERING THE INSPIRATIONAL MESSAGE THIS EVENING.

WELCOME, MICHEL. THANK YOU.

GOOD EVENING. BOARD PRESIDENT ARMSTRONG.

BOARD MEMBERS.

EXECUTIVE CABINET.

STUDENTS. FAMILIES AND FRIENDS.

THE POEM I WOULD LIKE TO SHARE IS TITLED SEE LIFE AS I SEE IT.

BEFORE I FOUND THIS PLACE, I USED TO THINK ONE DAY I HOPE TO PLAY.

ONE DAY I HOPE SOMEONE.

HERE'S WHAT I HAVE TO SAY.

I BELIEVE MYSELF TO BE TYPICAL.

MY EYES WANDER.

MY ARM SWING.

MY LEGS MOVE.

MY MIND DREAMS. MY VOICE SINGS.

AND MY HEART BEATS.

WHEN PEOPLE DESCRIBE BEING ALIVE.

IT SEEMS THAT I MEET THE CRITERIA.

TODAY I FINALLY FOUND MY WAY.

I BELONG IN A PLACE WHERE I CAN BE MYSELF.

AND BEING ME IS CELEBRATED.

BEFORE I FOUND THIS PLACE, I USED TO THINK, WHAT IF I COULD CONVINCE EVERYONE THAT ANYONE COULD BE INCLUDED? I'D BE WILLING TO SPEND EACH DAY SHARING MY BABY'S STORY AND HOW MY PARENTAL LOVE PAVED THE WAY.

MAYBE THEN MY CHILD WOULD EXPERIENCE THINGS LIKE SOCIAL DATES, A COLLEGE EXPERIENCE, SLEEPOVERS, A LONG TERM CAREER LOVE, AND A DRIVER'S LICENSE.

YOU KNOW THE THINGS KIDS LOOK FORWARD TO.

BEFORE WE FOUND THIS PLACE, I USED TO THINK.

MY JOB IS TO CHANGE YOU.

AND WHEN WILL YOU MAKE A BREAKTHROUGH? HOW CAN WE ACCOMPLISH ALL OF OUR GOALS UNDER THE CONSTRAINTS OF OUR STATE AND LOCAL REVENUE? BEFORE I FOUND THIS PLACE, I USED TO THINK, NOW THAT WE ARE IN THIS PLACE, ALL OUR LEADERS ALLOW OUR HEARTS TO BE OUR GUIDE TO LEAD THE CHARGE OF INCLUSIVITY FOR ALL.

BECAUSE THE REALITY IS, EVERY EYE WANDERS.

EVERY ARM SWINGS.

EVERY LEG MOVES.

EVERY MIND DREAMS. EVERY VOICE SINGS IN EVERY HEARTBEAT IN THIS PLACE.

I WANT TO SHARE THAT I WAS INSPIRED TO WRITE THIS POEM BECAUSE IT SPEAKS TO THE CHAMPION THAT I AM FOR INCLUSIVENESS.

AND I'M PROUD TO BE A MEMBER OF THIS DISTRICT'S DEDICATION TO OUR STUDENTS FUTURE.

THANK YOU. THANK YOU, MICHEL.

THANK YOU VERY MUCH.

[6. FLAG SALUTE]

TONIGHT, WE HAVE A THIRD GRADE GRADER FROM ERNIE PYLE ELEMENTARY THAT WILL BE LEADING THE FLAG SALUTE THIS EVENING.

MRS. CUMMINGS.

GOOD EVENING. TONIGHT, WE HAVE THIRD GRADE STUDENT MARLEY HARRIS, WHO WILL LEAD US IN THE PLEDGE OF ALLEGIANCE.

WELCOME, MARLEY.

[00:05:01]

PUT YOUR RIGHT HAND OVER YOUR HEART.

READY? BEGIN.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION, UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

THANK YOU AGAIN, MISS MARLEY.

IT'S TIME FOR BOARD OF EDUCATION MEMBERS AND STUDENT BOARD MEMBER, COMMUNICATIONS AND REPORTS.

[7. ORAL REPORTS AND PRESENTATIONS]

LET'S BEGIN WITH MR. MENDOZA. GOOD EVENING, EVERYONE.

SO I'M GOING TO SPLIT UP MY ANNOUNCEMENTS OR MY COMMENTS INTO THREE DIFFERENT CATEGORIES BECAUSE I HAVE A BIT TO SAY, BUT I ASSURE YOU I THINK YOU'LL ENJOY, FIRST OF ALL, SOMETHING I'VE BEEN WORKING ON THAT ISN'T ENTIRELY BELLFLOWER UNIFIED RELATED, BUT IS BELLFLOWER RELATED? IS I'VE BEEN WORKING WITH LARRY PAGE, WHO OPERATES THE CARPENTER HOUSE MUSEUM OVER THERE AT CROTHERS PARK TO DIGITIZE ALL OF THE PHOTOGRAPHS, NEWSPAPER CLIPPINGS AND MAPS THAT ARE INSIDE THAT THAT HOUSE.

IT'S AN AMAZING MUSEUM.

THERE'S SO MUCH HISTORY THERE.

AND I REALLY WISH THAT ALL OF THAT WAS AVAILABLE ONLINE FOR PEOPLE TO ACCESS.

SO I'LL BE WORKING WITH MY SCHOOL'S HISTORY CLUB TO GET ALL OF THAT ON THE WEB, AND THEN HOPEFULLY I'LL BE ABLE TO REPORT BACK TO YOU GUYS WHEN THAT'S AVAILABLE FOR YOU GUYS TO LEARN SOME MORE ABOUT BELLFLOWER HISTORY.

ALSO ANOTHER PROJECT THAT I'VE BEEN INVOLVED IN WITH MR. DIAZ IS A JUNIOR IN MY SCHOOL, WANTED TO PUT TOGETHER A KIND OF STUDENT DELEGATE COMMITTEE THAT WOULD REPORT DIRECTLY TO THE PRINCIPAL AND KIND OF ADDRESS KEY ISSUES ON OUR CAMPUS. AND I THOUGHT IT WAS A GREAT IDEA.

I, I WASN'T MUCH HELP TO HER BECAUSE THE STUDENT WHO WAS DOING THIS IS AMAZING AND SHE WAS WORKING REALLY HARD ON THIS.

SO I WANT YOU GUYS TO KNOW THAT IT'S NOT JUST ME WHO'S TRYING TO BE MORE INVOLVED AS A STUDENT.

WE HAVE OUR ASB WHO SUPER INVOLVED AND WE HAVE THAT JUNIOR WHO I JUST TOLD YOU ABOUT WHO IS LOOKING TO MAKE SOME CHANGES IN OUR CAMPUS.

NOW FOR SOME RESOURCES.

THIS IS SOMETHING I'M SURE ALL OF YOU GUYS ARE REALLY INVOLVED IN DISTRICT STUFF, SO YOU MIGHT ALREADY BE AWARE OF THIS.

BUT FOR OUR STUDENTS WHO I HOPE ARE WATCHING, YOU CAN RECEIVE A FREE LIBRARY CARD FROM THE STUDENT LIBRARY.

IT'S VALUED AT $100, BUT BE USED.

STUDENTS ARE ELIGIBLE FOR THAT FREE CARD.

THERE'S ALSO THE STUDENT LIFE, THE LIFE PROGRAM FOR TAP CARDS.

SO IF YOU RIDE THE BUS, YOU ARE ELIGIBLE IF YOU'RE A LOWER INCOME TO GET A REDUCED BUS FARE.

SO IN CASE YOU NEED A RIDE TO AND FROM SCHOOL, THERE'S ALSO THE KNOWLEDGE MATTERS ALL ACCESS VIRTUAL BUSINESS SCHOLARSHIP CHALLENGE.

NOW, THIS IS SOMETHING I DON'T KNOW A TON ABOUT, BUT ONE OF MY FRIENDS SHARED THIS WITH ME.

IT'S IT'S FOR STUDENTS THAT COMPETE IN THIS KIND OF LIKE ONLINE BUSINESS PROGRAM.

SO THEY'RE THEY'RE ELIGIBLE FOR A $3,000, $2,000 OR $500 SCHOLARSHIP.

SO IF YOU'RE INTERESTED IN IF YOUR STUDENT IS INTERESTED IN DOING SOME BUSINESS IN COLLEGE, THAT'S SOMETHING THEY MIGHT BE INTERESTED IN RESEARCHING.

ALSO. WHAT ELSE? OH, AND THEN JUST A REMINDER, SIMPLY DOT COM IS A GREAT WAY TO LOOK AT OUR COMPLETE BOARD BOOKS.

SO THIS. BIG OLD PORN BOOK YOU CAN FIND ONLINE BEFORE BOARD MEETINGS IF YOU'RE INTERESTED.

AND ALSO ALL OF OUR BOARD POLICIES ARE ON THERE, TOO.

AND THEN LASTLY, SOME ANNOUNCEMENTS OF THINGS I'VE BEEN UP TO THAT ARE DISTRICT RELATED.

SO LAST FRIDAY I MET WITH MRS. ANN-MARIE SHARP, WHO IS A SPECIAL EDUCATION PHYSICAL EDUCATION TEACHER.

SHE NOT ONLY TEACHES AT MAYFAIR, SHE ALSO GOES TO OTHER CAMPUSES AND SHE WAS KIND OF THE VOICE FOR SOME OF HER SPECIAL EDUCATION STUDENTS WHO I CAN'T INTERACT WITH.

AND SHE WAS VERY POSITIVE.

SHE HAD LOTS TO SHARE WITH ME.

WE HAD A PRETTY PRODUCTIVE CONVERSATION, AND ONE OF THE THINGS THAT SHE BROUGHT UP WAS CURRICULUM WISE.

SHE SAYS THAT WHILE THAT'S KIND OF A CONCERN FOR THEIR SPECIAL EDUCATION TEACHERS, THAT THERE ISN'T THAT MUCH OF A SOLID CURRICULUM.

SHE ACKNOWLEDGED THAT A CITIZEN'S TASK FORCE EXISTED FOR GENERAL ED STUDENTS AS FAR AS CURRICULUM GOES, AND SHE HAD EXPRESSED INTEREST AND I KIND OF THOUGHT IT WOULD BE A GREAT IDEA IF WE COULD EXTEND THAT KIND OF COMMUNITY INPUT FOR A SPECIAL EDUCATION.

AND I UNDERSTAND THAT PROBABLY ALREADY EXISTS A KIND OF MEANS FOR THE COMMUNITY TO GET INVOLVED IN SPECIAL EDUCATION.

AND I'M ASSUMING THAT'S THE THING.

BUT IF IT'S NOT, THAT WOULD BE A GREAT PROJECT TO BE INVOLVED IN.

ALSO, I WOULD LIKE TO THANK RENITA ARMSTRONG AND URSULA MAHAJAN FOR KEEPING ME POSTED DURING THEIR CHROMEBOOK SITUATION OVER AT MAYFAIR.

THAT WAS SOMETHING THAT WAS KIND OF AFFECTING US.

WE WEREN'T ABLE TO TAKE OUR TESTS AND STUDENTS AND TEACHERS WERE PUSHING CHROME CARS ACROSS THEIR CAMPUS, BUT THEY WERE VERY HELPFUL.

THEY HAD A 50 MINUTE PHONE CALL WITH ME, SO THEY WERE VERY PATIENT.

AND MR. DIAZ OBVIOUSLY IS A GREAT COORDINATOR OF THIS, SO I'D LIKE TO THANK HIM FOR THAT.

I THINK CHROMEBOOKS ARE BASICALLY TEXTBOOKS, GIVEN HOW DIGITAL EVERYTHING IS.

I MEAN, WE HAVE PAPER TUTORING FOR OUR STUDENTS AT HOME.

WE HAVE OUR NEW ONLINE CURRICULUM FOR SOCIAL STUDIES.

SO IT'S VERY ESSENTIAL THAT OUR STUDENTS HAVE ACCESS TO CHROMEBOOKS.

AND I THINK THAT SULIEMAN AND DISTRICT STAFF BEING ABLE TO SECURE THERE WILL BE ENOUGH CHROMEBOOKS AND ENOUGH CHROME CARTS RACING, BUT THEM SECURING THAT AND GETTING THAT DONE

[00:10:04]

IS A STEP FORWARD FOR ACHIEVING THAT EQUITY PORTION OF OUR DISTRICT STATEMENT THAT STATES THAT ALL STUDENTS HAVE EQUAL ACCESS TO QUALITY STAFF COURSES, ACTIVITIES, SERVICES AND RESOURCES BASED ON THEIR INDIVIDUAL NEEDS.

AND THEN LASTLY, I'D LIKE TO SHARE A QUOTE THAT I THINK RELATES TO DISTRICT GOVERNANCE.

THIS IS FROM PRESIDENT HARRY TRUMAN, AND IT SAYS IT IS AMAZING WHAT YOU CAN ACCOMPLISH IF YOU DO NOT CARE WHO GETS THE CREDIT.

AND I THINK THAT THAT'S SOMETHING THAT VERY MUCH RELATES TO OUR BOARD OF EDUCATION.

WE WORK TOGETHER AS A TEAM, AND I HOPE THAT INSPIRES OUR BOARD TONIGHT.

SO THAT'S IT FOR ME, GUYS.

SORRY, THAT WAS KIND OF LONG.

DON'T BE. DON'T BE.

THANK YOU. OKAY, SO NOW WE WILL HEAR FROM BOARD MEMBER MR. DOWNING. THANK YOU.

THE LAST COUPLE OF MONTHS HAVE BEEN BUSY FOR ME.

I ATTENDED THE OPEN HOUSES AT ILC.

THOMAS JEFFERSON.

ERNIE PYLE AND RAMONA ELEMENTARY OVER A TWO DAY PERIOD.

VERY EYE OPENING, YOU SEE.

WHAT THEY'RE DOING IN CLASSROOMS. I ALSO ATTENDED THE CALIFORNIA LATINO SCHOOL BOARD ASSOCIATION CONFERENCE IN MONTEREY, CALIFORNIA.

IT'S A THREE DAY CONFERENCE.

AND. I BROUGHT BACK QUITE A BIT OF PAPERWORK THAT I'VE BEEN GOING THROUGH.

IT'S BEEN VERY HELPFUL.

WE ALSO HAD A COLLAPSED BOARD MEETING THIS PAST MONTH, AND WE HAD STUDENTS WHO HAD RECEIVED AWARDS FOR THE FOR THEIR WORK IN THE TECHNICAL TRADES AND ALSO FOR OUR.

NUTRITION. WE HAD.

WHAT AN AWARDS CEREMONY FOR THEM.

I WAS VERY GLAD TO BE THERE.

ALSO, I WAS AT THE CERRITOS SHERIFF'S SUBSTATION AND THEY PRESENTED A CROWN VICTORIA POLICE CAR.

THE BODY WAS RESTORED, BUT THE ENGINE WAS LEFT FOR OUR STUDENTS IN COLLAPSE TO REBUILD.

SO THAT WAS A DONATION FROM.

THE SHERIFF'S DEPARTMENT TO THE COLLAPSE PROGRAM.

I ALSO ATTENDED THE NEW TEACHER BTA BREAKFAST, WHICH WELCOMED OUR NEW TEACHERS, AND I ALWAYS ENJOY THAT TO SEE OUR NEW SHINY FACES.

AND THIS MORNING I ATTENDED ALONG WITH THE.

MYRA AND TOMAS.

WE HAD A.

LUNCH AT THE STATE OF THE CITY.

THAT WOULD BE THE CITY OF BELLFLOWER TODAY.

SO. THAT'S ALL I HAVE FOR TODAY.

THANK YOU. THANK YOU.

BOARD MEMBER DOWNEY.

MAY WE PLEASE HEAR FROM BOARD MEMBER MRS. GARZA? GOOD EVENING AND WELCOME, EVERYONE.

JUST. AS A WAY OF CLARIFICATION, AND I DON'T MEAN TO PUT.

MY FELLOW BOARD MEMBER ON.

I DID NOT ATTEND THE CITY.

THE STATE OF THE CITY TODAY.

SO SORRY. THAT WAS DR.

SUE ALHASSAN. SORRY.

I'M SO SORRY ABOUT THAT.

BUT I JUST WANT TO MAKE SURE AND BE CLEAR AS TO WHERE I WAS AND WHEN I WAS AT WORK.

PLEASE. PLEASE DON'T TALK MY PAY.

I WANT TO GET PAID.

YES. MY PRINCIPAL IS GOING TO BE LIKE, WERE YOU PLAYING HOOKY? IT WAS A PRETTY LADY.

SO THAT WAS DR.

SUE LAWSON. SO JUST TO CLEAR THAT UP, I ALSO WAS ABLE TO ATTEND THE BOARD THE BACK TO SCHOOL NIGHTS ON BOTH THE NORTH AND SOUTH SIDE OF OUR CAMPUS, OF OUR SCHOOL DISTRICT, SAW A LOT OF AMAZING THINGS.

AND TEACHERS, AGAIN, USING THOSE SONIC VIEWS THAT WE HAVE PROVIDED FOR THEM.

AND THEY'RE, YOU KNOW, JUMPING IN, WORKING WITH THEM.

AND THEY ALL THE TEACHERS THAT I DID SEE USING THESE WERE ALSO SEEMED LIKE THEY WERE VERY, YOU KNOW, IN THEIR ELEMENT.

NOW, I THINK, YOU KNOW, GIVEN THE FACT THAT AS TEACHERS WE HAD TO EMBRACE TECHNOLOGY, NOW WE ARE, I GUESS, MORE APT TO JUMP INTO IT AS WELL, EVEN THOUGH IT WAS SOMETHING BRAND NEW AND PERHAPS THE TRAINING IS STILL COMING TO SOME DISTRICT, SOME SITES.

BUT EVERYTHING WAS POSITIVE.

PARENTS WERE HAPPY TO BE BACK.

THEY WERE IN THERE IN FULL FORCE.

SO THANK YOU VERY MUCH, ALL SITES AND PRINCIPALS FOR MAKING THAT VERY THAT HAPPENING TO COME

[00:15:02]

TO FRUITION WHERE OUR PARENTS.

I ALSO WAS I ACTUALLY HAD A DINNER WITH MR. EDDIE CRUZ, WHO IS THE NEW BOARD MEMBER AT PARAMOUNT.

JUST GETTING TO KNOW HIM, MAKING THOSE CONNECTIONS THAT WE NEED TO MAKE ACROSS SCHOOL DISTRICTS AND WORKING SO THAT WAY WE HAVE SOME PARTNERSHIPS OUT THERE AS WELL. IF WE EVER NEED TO, YOU KNOW, ASK SOME ADVICE OR GUIDANCE.

HOW DO YOU DO THIS? YOU KNOW, THAT IS SOMETHING THAT IS VERY IMPORTANT THAT WE START, YOU KNOW, HAVING THOSE CONVERSATIONS WITH OUR FELLOW BOARD MEMBERS ON OTHER DISTRICTS BECAUSE THEY MAY BE DOING THINGS THAT MAY BE HELPFUL TO US AS WELL.

AND THEN WE COULD JUST ADAPT THEM TO THE BELLFLOWER WE.

I ALSO HAD A MEETING WITH MRS. ANNE-MARIE SHARP.

SHE WAS VERY I SHE GAVE ME A LOT OF INFORMATION THAT I DID NOT KNOW ABOUT SPECIAL ED.

SO FOR ME, IT WAS LIKE AN EDUCATION.

AND THAT'S REALLY WHY WE GOT TOGETHER BECAUSE.

I DON'T KNOW VERY MUCH ABOUT THAT, BUT OBVIOUSLY IT IS SOMETHING THAT WE NEED TO WORK HARDER ON, YOU KNOW, WITH IN CONJUNCTION WITH PARENTS, WITH ESPECIALLY WITH OUR TEACHERS. THEY THEY ARE THE EXPERTS.

THEY KNOW THEIR CHILDREN. PARENTS KNOW THEIR CHILDREN, TEACHERS KNOW THEIR STUDENTS.

SO I JUST SAT WITH HER AND ASKED HER LIKE, TELL ME, YOU KNOW, WHAT'S GOING ON, WHAT HAPPENS? YOU KNOW, AND SHE WAS VERY HELPFUL IN EDUCATING ME.

SO I WILL DEFINITELY CONTINUE TO SIT DOWN WITH HER AND HEAR HER OUT AND SEE WHAT WE CAN DO, YOU KNOW, TO HELP OUT OUR SPECIAL EDUCATION POPULATION A LITTLE BIT MORE. AND.

OH, YES. AND BEFORE I FORGET.

SHOUT OUT TO THE BOTH FOOTBALL TEAMS FROM MAYFAIR AND BELLFLOWER HIGH SCHOOLS BECAUSE THEY HAVE BEEN DOING A GREAT JOB.

I WAS AT THE MILK BOWL AND I WAS AT THE THE BELLFLOWER HIGH SCHOOL HOMECOMING GAME AS WELL.

THEY ARE REALLY, REALLY DOING AN AMAZING JOB.

SO THANK YOU BOTH.

SHOUT OUT TO THOSE TEAMS. IT'S, YOU KNOW, VERY.

I LOVE GOING TO THEM BECAUSE I GET ENERGIZED, ESPECIALLY BY THE BANDS.

OH, MY GOODNESS, YOU'RE MAKING IT REALLY LIKE YOURS.

AND THAT'S WHAT I LOVE TO SEE.

I HEARD THE SONG, WAS IT NOT MEZCAL ME CUCKOO FROM BELLFLOWER HIGH.

AND THAT'S LIKE, YOU KNOW, A LATIN SONG.

SO I WAS REALLY INSPIRED.

AND IT WARMS MY HEART TO SEE THAT, YOU KNOW, THEY ARE OWNING THESE GAMES AND THEY'RE HAVING FUN OUT THERE AND JUST BEING ON THERE WITH THE, YOU KNOW, WATCHING ALL THE YOUNG KIDS, IT JUST REINVIGORATES YOU AT MY AGE.

NOT THAT I'M OLD, BUT, YOU KNOW, BUT YES, DEFINITELY HELPS ME.

SO THANK YOU SO MUCH.

THANK YOU FOR REMEMBER GAZA.

WE WILL WE WILL NOW HEAR FROM DR..

BOARD MEMBER, DR.

EL HASSAN. THANK YOU.

BOARD PRESIDENT. WELCOME, EVERYONE.

IT'S NICE TO SEE EVERYONE HERE TODAY.

I DON'T HAVE TO SPEAK INTO THE MIC.

I WAS TOLD MORE.

I WAS ALSO WITH MY COLLEAGUES TODAY AT THE CITY STATE OF THE CITY ADDRESS AND ALL THE OUTSTANDING WORK THAT OUR COUNCIL MEMBERS ARE DOING AND THE CITY IS GROWING AND EXPANDING.

SO THAT WAS REALLY GOOD NEWS TO HEAR.

I ENCOURAGED OUR CITY COUNCILS TO LOOK AT MAKING SURE SINCE NEW BUILDINGS ARE COMING UP, THAT THEY'RE ACCESSIBLE BECAUSE I COULD NOT GET INTO THE MAIN BUILDING WHERE THEY HAD THE EVENT.

LUCKILY, I WAS ACCOMPANIED BY TWO SHERIFFS WHO, WHEN I WAS STANDING AT THE DOOR, WERE WAITING FOR ME TO GO IN AND I LOOKED AT THEM.

I SAID, WELL, THERE'S NO DOOR OPENERS, SO I GUESS YOU GUYS HAVE TO OPEN THE DOOR.

AND THEY WERE SO APOLOGETIC AND THEY BOTH JUMPED IN OPEN BOTH DOORS, WHICH I THOUGHT WAS REALLY FUNNY.

BUT ANYWAY, I WENT TO LAKEWOOD, CELEBRATES, AND WE ACKNOWLEDGED OUR PRINCIPAL HERE FROM MAYFAIR HIGH SCHOOL, MR. SEAN DIAZ, AND HE CAME UP AND SPOKE A LITTLE BIT ABOUT HIS HISTORY AND WHAT BROUGHT HIM BACK TO MAYFAIR AND OUR BELLFLOWER UNIFIED SCHOOL DISTRICT AND REALLY WANTING TO ENGAGE MORE WITH THE COMMUNITY.

SO IT WAS GREAT SEEING EVERYONE THERE.

AND I HAD A CHANCE TO INTERACT WITH OUR STUDENT BOARD MEMBER WHO WAS ALSO PRESENT AND SHARED A LOT WITH ME IN SOME OF THE THINGS I'M GOING TO SHARE THAT HE SHARED WITH ME WAS ABOUT THE NUTRITION AND SOME OF THE STUDENTS.

I THOUGHT YOU WERE GOING TO BE TALKING ABOUT THIS, NOT ME TALKING ABOUT FOOD QUALITY AND STUDENTS REALLY WANTING TO SEE IT IMPROVED.

[00:20:04]

AND SO I TOLD HIM THAT WE SHOULD BE WORKING TOGETHER AND LOOKING AT WAYS OF HOW WE CAN DO THAT BECAUSE NUTRITION IS SO IMPORTANT NOT ONLY FOR EMOTIONAL AND BUT IT'S ALSO FOR COGNITIVE DEVELOPMENT AND BEING FOCUSED IN YOUR CLASSROOM.

SO I'LL BE HAPPY TO WORK WITH YOU ON THAT TO SEE IT HAPPEN.

I ALSO ATTENDED THAT I'M A COMMISSIONER FOR JANICE HAHN AND I ATTENDED HER RECEPTION.

AND THE REASON I BRING THIS UP, BECAUSE I UNDERSTAND THERE WAS A COMMUNITY MEMBER WHO CAME UP AND TALKED ABOUT OUR LIBRARIES.

SO I TALKED TO THE LA COUNTY COMMISSIONER WHO OVERSEES ALL THE LIBRARIES FOR L.A.

COUNTY, AND I TALKED TO HER ABOUT THE POSSIBILITY OF COLLABORATING WITH SOME OF OUR SITES AND LOOKING HOW WE CAN IMPROVE OUR LIBRARIES.

AND SHE SAID YES.

SO I'M GOING TO WORK WITH OUR STAFF AND SEE HOW WE CAN COORDINATE THAT TOGETHER.

I ALSO ATTENDED THE BACK TO SCHOOL NIGHTS AND I WANTED TO SHARE WHEN I WAS AT CRAIG WILLIAMS. I GOT EATEN UP BY MOSQUITOES.

AND THE REASON I BRING THIS UP IS THAT THE PRINCIPLE AT THE TIME THERE WAS DR.

WILLIAMS, AND I DON'T KNOW IF SHE'S HERE, BUT SHE DID FILE A REPORT WITH THE CITY OF LAKEWOOD IN REGARDS TO THE PROBLEM THAT THEY WERE HAVING THERE.

SO I FOLLOWED THROUGH AND I CONTACTED I HAVE A GOOD WORKING RELATIONSHIP WITH COUNCIL MEMBER JEFF WOOD, AND HE SAID IT'S A COUNTY ISSUE. BUT HE WENT THROUGH AND HE CONTACTED THE COUNTY AND SO THAT WILL BE LOOKED INTO SHORTLY.

SO IF THAT'S NOT, PLEASE CONTACT ME AND THEN I WILL FOLLOW THROUGH OR CONTACT JEFF WOOD DIRECTLY.

SO I WANTED TO MAKE SURE THOSE WERE POINTS WERE ADDRESSED FROM MY MEETINGS WITH AT THE SCHOOL SITES.

I ALSO WANTED TO SHARE.

I DO LOTS OF RESEARCH AND REPORTS, AND I FOUND THIS REALLY INTERESTING AND I WANTED TO SHARE WITH ALL IN REGARDS TO THE DEGREE OF STUDENTS FEELING SAFE AT SCHOOL AND WHAT WAS INDICATED.

AND THIS IS FROM CCPA.

THEY DID THEIR RESEARCH AND I DID A STUDY, AND I JUST WANT TO SHARE SOME INSIGHTFUL STATISTICS AND POSSIBLE RECOMMENDATIONS THAT WE COULD LOOK AT.

SO WHAT THEY'RE SAYING IS THAT DEPRESSION, ANXIETY LEVELS AMONG OUR STUDENTS IN 2021, 22 SCHOOL YEAR HAS RISEN.

AND THE INCREASE, FOR EXAMPLE, THERE'S 79% OF STUDENTS PERCEIVED INCREASE IN ANXIETY AND 60% OF THAT WITH PARENTS.

I WON'T GO THROUGH ALL THE DETAILS, BUT I DID WANT TO SHARE SOME RECOMMENDATIONS, AND THE REPORT OFFERS A SERIES OF RECOMMENDATIONS, ONE OF ITS TRAINING.

SO WHILE SCHOOL SAFETY PROGRAMS AND PRODUCTS CAN BE INVALUABLE, SCHOOL COMMUNITIES SHOULD FOCUS ON BUILDING SCHOOL SAFETY CAPACITY AND TRAINING FOR THE PEOPLE THAT SUPPORT STUDENT SAFETY AND WELLNESS.

SO THEY'RE LOOKING AT EVEN MORE FOCUSED TRAINING IN THAT AREA TO EXAMINE AND ADDRESS UNDERLYING CAUSES OF VIOLENCE AND ABUSE.

AND THIS CASE IS ACROSS GROUPS WHERE RESPONDENTS REPORTED STRONG CONCERNS ABOUT BULLYING AND HARASSMENT.

WHILE AWARENESS CAMPAIGNS HAVE A ROLE TO PLAY.

SCHOOLS MUST LOOK DEEPER INTO THE CAUSES OF BEHAVIORS, INCREASING ADULT SUPERVISION, MECHANISMS FOR REPORTING ABUSE, AND IMPLEMENTING MULTI-TIERED SYSTEMS FOR SUPPORT AND HELP.

THE OTHER ONE WAS BUILDING STUDENT CONFIDENCE AND ENGAGEMENT.

AND THIS INCREASES STUDENT SAFETY, EDUCATION AND SERVICE OPPORTUNITIES AND INVITING STUDENTS TO PARTICIPATE IN THE DISCUSSION AND LEAD SCHOOL SAFETY INITIATIVES ACTIVELY AND ENGAGE AND GIVE VOICE TO THEIR CRITICAL STAKEHOLDER GROUPS.

AND THIS IS WHAT YOU ARE TALKING ABOUT.

CHRISTOPHER, IN REGARDS TO THE GROUP THAT'S STARTING AT MAYFAIR HIGH SCHOOL, AND THAT'S A KEY AREA THAT I THINK WOULD BE A STRONG SUPPORT TO START WITH, WITH THE SAFETY.

SO SCHOOLS MUST ALSO PROVIDE PROMPT RESPONSE TO STUDENT INPUT, FEEDBACK AND SUGGESTIONS TO ENSURE STUDENT CONFIDENCE AND PARTICIPATION IN SCHOOL SAFETY.

PRIORITIZE HEALTH AND WELLNESS.

SCHOOL COMMUNITY SHOULD ENGAGE IN LONG TERM STRATEGIC PLANNING TO BUILD CAPACITY, EDUCATIONAL PROGRAMING IN SCHOOL AND COMMUNITY BASED RESOURCES TO SUPPORT STUDENT MENTAL HEALTH AND WELLNESS.

AND LASTLY, I JUST WANT TO MENTION IS INCREASING AWARENESS OF BEHAVIORAL THREAT ASSESSMENT AND MANAGEMENT.

AND IN THIS CASE, THE SURVEY REGARDING THIS TOPIC SHOWED THAT WHILE SURPRISING NUMBER OF STUDENTS AND PARENTS ARE AWARE OF THIS PREVENTION AND INTERVENTION PROCESS, INCREASED AWARENESS, EDUCATION AND COMMUNITY OUTREACH MAY ALSO INCREASE CONFIDENCE AND ENGAGEMENT, IMPROVING THE QUALITY OF THAT PROCESS, THE SUCCESS OF STUDENT SUPPORTS AND INTERVENTIONS OVERALL SCHOOL SAFETY.

[00:25:05]

SO I WANTED TO SHARE THAT AND THANK YOU FOR BEING PATIENT AND LISTENING.

BUT I WANT I'LL SHARE THESE POINTS WITH STAFF AND MAYBE SOME THINGS THAT WE CAN INCORPORATE ACROSS OUR SITES.

THANK YOU. THANK YOU SO MUCH.

BOARD MEMBER DR.

AL-HASSAN. NOW WE WILL HEAR FROM REVEREND IVANS.

GOOD EVENING, EVERYONE. I JUST HAVE A BRIEF REPORT.

THIS WAS MY FIRST TIME BACK TO SCHOOL AND.

IT WAS A GREAT EXPERIENCE FOR ME.

THE FIRST DAY I HAVE THE OPPORTUNITY TO VISIT FOSTER ELEMENTARY, ILC AND JEFFERSON. AND IN THE SECOND ROUND, WOODRUFF, WASHINGTON.

BAXTER AND ERNIE PYLE.

CONGRATULATIONS TO PRINCIPALS AND TEACHERS EMPLOYEES TO MAKE THIS BACK TO SCHOOL POSSIBLE.

I HAVE THE OPPORTUNITY TO TALK WITH SOME PARENTS AS WELL.

SOME STUDENTS AND TEACHERS.

AND I.

I FELT A GOOD SPIRIT.

I FEEL A GOOD, UH, UH, ENCOURAGEMENT WITH A LOT OF EXPECTATIONS FOR THIS ACADEMIC YEAR AFTER COVID.

UH. FINISH IT, BUT, UH, UH, IT WAS GREAT TO TALK AND, AND SITTING IN THE BACK OF THE, OF THE CLASSROOM AND LISTEN AND PAY ATTENTION.

WHEN I WAS IN THE SCHOOL. I NEVER PAY ATTENTION.

NOW I HAVE TO PAY ATTENTION.

SO AS WELL, I COLLABORATE WITH THE FOOD FOR EVERYONE FOUNDATION.

THIS IS A FOUNDATION THAT EVERY SINGLE WEEK THEY PROVIDE FOOD BASKETS FOR FAMILIES IN NEED HERE IN BELLFLOWER. MANY OF MANY, MANY OF THEM COMING FROM THE BELLFLOWER UNIFIED SCHOOL DISTRICT.

AND I COLLABORATE PROBABLY ONCE, TWICE A MONTH IN THIS DISTRIBUTION.

I THINK IT'S IS A GREAT TO SEE HOW PEOPLE AND OTHER LEADERS AND PARTNERS, AGENCIES COLLABORATING TOGETHER TO KEEP AND MAINTAIN THE WELL-BEING OF THIS OF THIS COMMUNITY AND THE FAMILIES AS WELL.

I PARTICIPATE THIS MORNING IN THE STATE CITY EVENT AND AND ONE OF THE MY EXPERIENCES TALKING WITH HAVING THIS CONVERSATION WITH PRINCIPALS IS, UH, THIS, UH, THIS NEED THAT THEY MAY HAVE ABOUT IT LIKE, AND PARENTS THAT SOMETIMES ARE NOT GETTING MUCH INVOLVED IN IN MEETINGS.

AND SO I EXPRESS, I EXPRESS, UH, MY, MY WILLINGNESS TO, TO HELP.

IF WE CAN DO SOMETHING FOR PARENTS, SPANISH SPEAKING, THAT MAYBE WE CAN HAVE A WAR.

ENCOURAGEMENT TO GET INVOLVED IS IMPORTANT.

THE EDUCATION IS VERY, VERY WELL IS A KEY THAT PARENTS BE PART OF THIS PROCESS OF, UH, EDUCATION WITH, UH, ENGLISH LEARNERS, THE STUDENTS.

SO I THINK IT WAS A GREAT TIME AND UH, IT WAS AN HONOR TO, TO BE PART OF THIS BACK TO SCHOOL.

MY FIRST, MY FIRST ONE.

AND, AND THANK YOU.

THANK YOU. AND CONGRATULATIONS TO HAVE THIS, UH, UH, GREAT EVENT EVERY, EVERY, EVERY YEAR.

THANK YOU. THANK YOU, REVEREND.

REVEREND. IVAN, THANK YOU SO MUCH.

OH. ME? I HAVE TO DO MY LITTLE SPIEL.

I. I ALSO ATTENDED THE CALIFORNIA LATINO SCHOOL BOARD ASSOCIATION THAT THAT CONFERENCE.

AND. AND WE DID WE HAD WE HAD A GREAT WE HAD A GREAT TIME LEARNING.

AND THEY HAD THEY HAD A GUY OUT THERE CALLED HIS BUSINESS WAS SCHOOLYARD RAP.

YOU REMEMBER THAT? OH, MY GOODNESS.

THEY THEY HAD ALL OF US DANCING.

YES, ALL THREE OF US.

WE WERE UP. YES, WE WERE STANDING UP DANCING.

WE HAD WE HAD A LOT OF FUN LEARNING.

AND AND TRUST ME, THEY REALLY GOT SERIOUS BECAUSE WE REALLY DO NEED TO REALLY HONE IN AND FOCUS ON THE NEEDS OF

[00:30:01]

OUR OUR CHILDREN, OUR STUDENTS, YOU KNOW, CULTURALLY.

THEY HAVE A LOT OF CULTURAL ASPECTS THAT WE NEED TO RESPECT.

SO. SO THAT WAS FUN.

SO I ATTENDED THAT ALSO.

I ALSO ATTENDED THE LOS ANGELES COUNTY SCHOOL TRUSTEES ASSOCIATION MEETING.

WE HAD I HAD TWO OF THEM AND ONE WE FOCUS ON THE MENTAL HEALTH AND SAFETY NEEDS.

THAT'S AN ISSUES.

THAT'S HAPPENING RIGHT NOW.

AND WE ALSO MET AGAIN AND WE TALKED ABOUT SOLUTIONS TO TEACHER SHORTAGES AND AND RETENTION.

SO THAT'S ALL SOME INFORMATION THAT I CAN SHARE WITH THE BOARD AND CABINET.

I ALSO ATTENDED LAKEWOOD CELEBRATES.

AND AND AGAIN, LIKE DR.

SEUSS SAID, YOU KNOW, OUR PRINCIPAL FROM MAJOR MAYFAIR GOT UP THERE AND HE, YOU KNOW, LET EVERYBODY MEET HIM.

HE SPOKE VERY WELL.

AND THEN HE EARNED HIS LAKEWOOD PEN.

WHERE'S YOUR LAKEWOOD PEN HERE TONIGHT? IT'S OKAY.

SO AND AGAIN, THAT WAS THAT WAS GREAT.

I ALSO ATTENDED THE SPECIAL EDUCATION CONFERENCE THAT WAS HOSTED BY CTA, SPECIAL EDUCATION COMMITTEE.

I, I WAS A PART OF THAT COMMITTEE.

MY TERM, I HAD A THREE YEAR TERM.

I'M NOT ON THAT COMMITTEE ANYMORE, BUT I STILL COULDN'T MISS IT.

I JUST LOVE ALL THE ISSUES WITHIN SPECIAL EDUCATION AND.

AND GETTING TO HERE.

AND THESE ARE TEACHERS THEMSELVES EVEN PRESENTING AND LETTING US KNOW WHAT'S HAPPENING AND WHAT TO LOOK FOR.

THEY TALKED ABOUT IEPS.

THEY TALKED ABOUT A LOT OF A LOT OF THINGS.

ALSO, I JUST WANT TO MENTION I'M GLAD YOU REMINDED US ABOUT THE LIBRARY CARDS, BECAUSE IN 2018 WE HAD OUR VERY OWN DR.

OCHO RIOS AND DR.

KIRSTEN ROBINSON AND MYSELF.

WE PETITIONED THE CITY OF CERRITOS.

EVERY TIME THEY HAD A MEETING, BECAUSE THEY DID NOT WANT TO GIVE US THOSE LIBRARY CARDS.

AND. AND IT STILL WASN'T A UNANIMOUS DECISION, I DON'T THINK.

BUT THE THING IS, THEY SAW THE VALUE AND WE ARE NEIGHBORING.

YOU KNOW, WE ARE WE'RE HERE OVER HERE IN BELLFLOWER AND LAKEWOOD.

AND, YOU KNOW, YOU'RE GOING TO THE CITY DIDN'T WANT THE $100 TO KEEP A KID FROM GETTING A LIBRARY CARD. SO IT WOULD BE REALLY, REALLY IMPORTANT FOR US TO TAKE ADVANTAGE OF THAT BECAUSE WE FOUGHT HARD TO GET THAT.

OKAY, SO GET YOUR CERRITOS LIBRARY CARD AND AND UTILIZE THOSE FACILITIES.

IT'S WONDERFUL.

OKAY, SO THAT'S IT FOR ME.

WE'RE GOING TO MOVE ON.

IT'S TIME FOR OUR STUDENT BOARD REPORTS.

SO SOMERSET HIGH SCHOOL WILL NOT BE REPRESENTED TONIGHT DUE TO THE INTERSESSION.

SO REPRESENTING BELLFLOWER HIGH SCHOOL IS BIANCA AGUILAR.

THANK YOU SO MUCH.

SO, HELLO. GOOD EVENING.

MEMBERS OF THE BOARD, PRESIDENT ARMSTRONG COUNCIL AND EVERYBODY IN ATTENDANCE.

I HOPE YOU GUYS ARE HAVING AN AMAZING NIGHT.

AND I'M HERE TO JUST UPDATE YOU ON THE PAST MONTH'S FESTIVITIES AT BELLFLOWER.

NOW, EVERYTHING HAS GONE IN SOME FUTURE UPCOMING EVENTS AS WELL.

SO TO START OFF, THE BIGGEST ONE, OF COURSE, WAS HOMECOMING THAT WE TALKED ABOUT LAST TIME.

AND THAT CONSISTS OF THE RALLY, THE DANCE AND THE HALF THE GAME AS WELL.

AND TO START OFF, THE HOMECOMING DANCE WAS A SUCCESS.

WE WE SOLD A LOT OF TICKETS MORE THAN WE'VE ACTUALLY SOLD IN THE PAST FIVE YEARS.

SO IT WAS A LOT OF FUN.

A LOT OF STUDENTS CAME OUT, AS YOU CAN SEE, IN THE TOP LEFT AND THE TOP RIGHT.

WE HAVE SOME A PICTURE OF THE GIRLS, THE BOYS.

AND THEN IN THE MIDDLE YOU CAN SEE THE DANCE ITSELF.

THERE. WE ALSO CROWNED THE HOMECOMING KING.

WHO IS NEO RODRIGUEZ.

CONGRATULATIONS TO HIM.

AND AS YOU CAN SEE AT THE BOTTOM, RIGHT AND LEFT PICTURES IS THE RALLY, WHICH IS A LOT OF FUN.

WE HAD A LOT OF STUDENTS COME OUT, OF COURSE, AND THEY CAME IN THEIR CLASS COLORS, HAD A LOT OF FUN PLAYING GAMES, SHOWING OFF OUR BOOK PRIDE.

AND THEN WE ALSO HAD THE HOMECOMING GAME, WHICH WAS AGAINST GA, WHICH WE ACTUALLY WON, WHICH IS VERY EXCITING.

AND WHERE WE CROWNED THE QUEEN AND THE QUEEN WAS I DID IN FACT WIN QUEEN.

SO I WAS VERY EXCITING AND YEAH.

[00:35:07]

THOSE FOR HOMECOMING.

AND THE UPCOMING EVENTS THAT WE WANTED TO MENTION WAS THAT WE'RE ACTUALLY HAVING A HALLOWEEN SCOUT STAFFORD TEA AUCTION FUNDRAISER WHERE WE GET TO BID ON OUR FAVORITE TEACHERS AT BELLFLOWER SO THAT WE CAN DRESS THEM UP FOR HALLOWEEN, SHOW SOME HALLOWEEN SPIRIT AND HAVE SOME FUN AND JUST INTERACT MORE WITH OUR TEACHERS.

AND OF COURSE, WE HAVE OUR FALL FEST FUNDRAISER, WHICH IS GOING TO BE A LOT OF FUN WHERE OUR BASICALLY THE WHOLE COMMUNITY COMES OUT AND STUDENTS GET TO FUNDRAISE.

SO DRINKS, PLAY GAMES, SELL FOOD AND JUST INTERACT WITH EVERYBODY.

AND IT'S A LOT OF FUN.

LAST YEAR WE HAD ABOUT 1000 PEOPLE IN ATTENDANCE.

SO WE'RE HOPING TO HAVE MORE AND WE'RE HOPING TO JUST HAVE A LOT OF FUN AT FALL FEST.

AND THEN WE, OF COURSE, HAVE RED RIBBON WEEK, WHICH IS COMING UP WHERE BELLFLOWER SAYS NO TO DRUGS.

AND WE HOPE THAT ALL OF OUR STUDENTS PARTICIPATE IN OUR SPIRIT DAYS.

AND THAT, OF COURSE, THAT WEEK IS GOING TO BE A LOT OF FUN WITH ALL THE LUNCHTIME EVENTS THAT WE PLAN ON HAVING.

AND THEN WE ALSO HAVE FUNDRAISING OPPORTUNITIES THAT WE WOULD LOVE IF YOU GUYS COULD PARTICIPATE.

WE HAVE A FUNDRAISER AT FRANK TONES AND CERRITOS AND WE ARE ALL PLANNING TO GO OUT.

ASB IS ALL PLANNING TO GO OUT AND TO HAVE SOME FUN.

AND THEN WE ALSO HAVE ON THE 28TH THE PANDA EXPRESS FUNDRAISER, WHICH IS THE QR CODE IS RIGHT THERE.

AND LAST BUT NOT LEAST, WE WOULD LOVE IT IF YOU WOULD STAY CONNECTED WITH US THROUGH OUR GOOGLE CLASSROOMS OR INSTAGRAM, TWITTER, FACEBOOK, YOUTUBE, AND YEAH, THAT'S ALL FROM BUTLER FOR TODAY.

THANK YOU SO MUCH. HAVE A GREAT NIGHT.

WHY, THANK YOU.

YOU KNOW, I WAS SO UPSET.

I MISSED HOMECOMING.

I MISSED HOMECOMING.

SO ALL OF YOU GUYS WERE ALSO BEAUTIFUL.

AND MY DAUGHTER HERSELF, SHE WAS THE PRINCESS.

YEAH. HOMECOMING.

THE SOPHOMORE PRINCESS.

YES. SO I MISSED IT.

BUT I WAS GETTING CONTINUOUS UPDATES, YOU KNOW, AND BUT I WAS AT THE SPECIAL EDUCATION CONFERENCE.

YOU KNOW, I HAD THE WEIRD OC, TO BE HONEST.

I COULDN'T CANCEL IT, YOU KNOW, SO.

BUT ANYWAY. AND I HOPE ARE YOU GUYS GOING TO PUT UP THAT HAUNTED HOUSE FOR FOR FOR FOR THE FALL FESTIVAL THIS TIME? WE NEED THAT HAUNTED HOUSE.

OKAY. OKAY, MOVING ON.

LET'S GO. LET'S GO.

OC REPRESENTING MAYFAIR HIGH SCHOOL IS LIZZIE.

WELCOME THIS, LIZZIE.

GOOD EVENING. MEMBERS OF THE BOARD AND THOSE IN ATTENDANCE.

THANK YOU AGAIN FOR GIVING ME THE OPPORTUNITY TO SPEAK ON BEHALF OF MAYFAIR HIGH SCHOOL.

I'M SUPER EXCITED TO SHARE THE FUN EVENTS THAT WE'VE BEEN OR THE ACTIVITIES THAT WE'VE BEEN DOING THIS PAST MONTH AND A HALF.

SO TO START OFF THE PRESENTATION, WE HAVE STUDENTS IN SEPTEMBER, WHICH IS WHAT A LITTLE RECAP OF WHAT WE DID IN SEPTEMBER.

A LITTLE BIT OF EVERYTHING.

I TRIED TO INCLUDE DIFFERENT GROUPS AT MAYFAIR HIGH SCHOOL, AND THE LITTLE CLIP YOU GUYS ARE WATCHING IS A LITTLE RECAP OF OUR OUR FALL SPORTS ASSEMBLY AND OUR LIKE PRE MILK BUCKET GAME PREPARATION.

AND WE HAD ALL FALL SPORTS VARSITY SPORTS DO A LITTLE DANCE AND A LITTLE PERFORMANCE AND IT WAS SUPER EXCITING.

AND WE DID WIN THE MILK BUCKET SO WE ARE SUPER EXCITED ABOUT THAT.

WE HAD OUR YOUTH CHEER CAMP, WHICH IS BASICALLY A LITTLE CAMP FOR YOUNG CHILDREN TO JUST KIND OF LEARN FROM VARSITY CHEERLEADERS THAT ARE LIKE SUPER EXCITED AND THEY ARE GOING TO PERFORM AT THE GAME TOMORROW NIGHT AT FOOTBALL WITH THE VARSITY CHEERLEADERS.

WE HAD EA SPORTS TOURNAMENTS, WHICH WAS KIND OF NEW TO MAYFAIR, SO UNFORTUNATELY I COULDN'T GO, BUT IT WAS SUPER EXCITING AND I GOT TO SEE PICTURES OF SOME OF THE PLAYERS JUST PLAYING IN THEIR TOURNAMENTS, KIND OF DOING THEIR OWN THING.

WE ALSO HAD COLOR GUARD PERFORMANCES AT THE PAST COUPLE OF FOOTBALL GAMES AND WE LOVE OUR COLOR GUARD.

WE ALWAYS LOVE TO SHOW SUPPORT TO THEM BECAUSE THEY ARE AMAZING.

WE HAD TRACK MEETS AND I BELIEVE THEY DID GO TO CATALINA FOR THAT.

SO THAT'S SUPER EXCITING.

AND BECAUSE COLLEGE APPLICATIONS ARE ROLLING AROUND AND IT'S THAT TIME FOR SENIORS, WE'VE HAD COLLEGE FAIRS AND A LITTLE BIT OF FINANCIAL AID WORKSHOPS AND A LOT OF JUST INFORMATION FOR SENIORS TO MAKE THE APPLICATION PROCESS AS SMOOTH AS POSSIBLE.

WE ALSO HIGHLIGHTED LATINO HERITAGE MONTH.

WE HAD A SPANISH CLUB HOSTED A SCAVENGER HUNT FOR THAT.

AND I BELIEVE, LIKE IF YOU WON THE SCAVENGER, YOU GOT FREE NACHOS THAT FRIDAY AT LUNCH.

SO IT'S SUPER EXCITING.

AND EVERY DAY FOR A WEEK STRAIGHT, WE SHARED A FUN FACT ABOUT LATINO HERITAGE MONTH OVER THE ANNOUNCEMENTS.

YOU CAN CLICK NEXT.

THANK YOU. AND OUR MONSOON FORECAST, IN OTHER WORDS, WHAT IS COMING UP AHEAD IS TOMORROW NIGHT WE PLAY OUR RIVAL, LA MIRADA HIGH SCHOOL.

[00:40:03]

ITS AT HOME RUN YANKEE STADIUM AT 7 P.M..

THERE'S THE I MADE A PINK QR CODE BECAUSE IT IS OUR PINK OUT BECAUSE IT IS BREAST CANCER AWARENESS MONTH.

WE ALSO HAVE OUR SOCIAL MEDIA.

IF YOU CAN'T SEE THE QR CODE CLEARLY AND WE DID MAKE A TIK TOK, WHICH WE ARE SUPER EXCITED ABOUT BECAUSE IT GOT LIKE 700 LIKES TODAY.

SO IT'S SUPER COOL. IF YOU WANTED TO FOLLOW THAT AT MAYFAIR HIGH SCHOOL.

ASB WE HAVE HAD FINANCIAL AID WORKSHOPS AVAILABLE TO US SENIORS AND PARENTS TO HELP US WITH THE FAFSA APPLICATIONS BECAUSE IT CAN BE A LITTLE RIGOROUS FOR SOME STUDENTS.

SO WE HAVE AMAZING COUNSELORS LIKE HELPING US WITH THAT, WHICH IS AWESOME.

WE ALSO HAVE OUR TITLE NINE WOMEN'S SPORTS EVENT COMING UP, I BELIEVE, OCTOBER 26TH, WHERE SOME VERY INSPIRATIONAL, SUCCESSFUL WOMEN ATHLETES ARE GOING TO SPEAK TO THE ATHLETES HERE AT MAYFAIR, AND WE ARE HOSTING IT AT OUR SCHOOL, WHICH IS SUPER EXCITING.

AND WE GET TO HEAR FROM SOME AMAZING WOMEN ATHLETES AND JUST HEAR LIKE THEIR STORIES AND SOME MOTIVATIONAL SPEECHES.

TOMORROW IS THE PINK GAME AND THEN IT'S ALSO END OF THE QUARTER, WHICH STUDENTS ARE EXCITED FOR BECAUSE IT'S EARLY DISMISSAL.

SO YEAH. AND LAST BUT NOT LEAST, WE HAVE OUR HOMECOMING.

AND OUR HOMECOMING THEME IS SECRET GARDEN.

AND IF YOU MAY LOOK DOWN AND SEE, LIKE THE PINK FLOWERS, WE JUST WANTED TO GIVE YOU A LITTLE TASTE OF SECRET GARDEN BECAUSE IT IS GOING TO BE DECORATED WITH FLOWERS.

AND IN ADDITION, THEY ARE SPECIFICALLY PINK WITH A PINK RIBBON BECAUSE IT IS BREAST CANCER AWARENESS MONTH.

AND WE REALLY WANTED TO BRING ATTENTION TO THAT.

ALONG WITH HOMECOMING, WE HAVE OUR SPIRIT WEEK ALL ROLLED OUT AND POSTED ON OUR SOCIAL MEDIA'S.

TUESDAY IS GOING TO BE MAKE YOURSELF AT HOME PJ DAY WEDNESDAY IS WALK THROUGH THE GARDEN WEDNESDAY WHERE STUDENTS WERE WILL WEAR FLORAL THURSDAY IS TWINNING WITH YOUR ENEMIES THURSDAY LIKE YOUR HOMIES BUT NO MES AND THEN FRIDAY IS FEAR THE STORM FRIDAY WHICH IS JUST MADE FOR GEAR AND THERE IS A FLIER THERE FOR THE HOMECOMING GAME WHERE WE WILL CROWN THE QUEEN.

AND IT'S A CLASSIC COLOR THEME AT HOME AT RANIERI STADIUM, WHICH WE ARE SUPER EXCITED FOR.

OVERALL. WE JUST WANTED TO KIND OF BRING TOGETHER CULTURE HERE AT MAYFAIR WHERE EVERYONE FEELS LIKE THEY CAN BELONG AND JUST A LITTLE BIT OF EVERYTHING SO STUDENTS CAN HAVE A SECOND PLACE TO CALL HOME.

THANK YOU. I WILL SEE YOU SOON.

ALL RIGHT.

SO THAT'S GOING TO BE DOMINGUEZ HIGH SCHOOL OUT OF OUT OF COMPTON.

THE THE GAME.

OH, WOW. OKAY.

THANK YOU FOR THE FLOWERS.

PINK'S MY FAVORITE COLOR.

THEY'RE BEAUTIFUL.

THEY'RE BEAUTIFUL.

SO THANK YOU. THANK YOU.

EACH EACH ONE OF YOUR REPORTS.

VERY WELL DONE.

AND AND AT THIS TIME, I WOULD LIKE.

I WOULD LIKE TO WELCOME YOU TO REMAIN FOR THE REST OF THE NIGHT, YOU KNOW, FOR THE FOR THE BALANCE OF THE MEETING.

BUT I ALSO RECOGNIZE THAT YOU MIGHT HAVE SOME OTHER ACADEMIC OBLIGATIONS TO ATTEND TO.

SO YOU ARE FREE TO LEAVE AT THIS TIME.

THANK YOU.

OKAY, SO IT IS TIME FOR STAFF COMMENTS.

WHOLE GAME. WE DON'T HAVE ANY COMMENTS TONIGHT.

OKAY. WE HAVE RECOGNITIONS TONIGHT.

OKAY. WE DO.

AT THIS TIME, THE BOARD WILL RECOGNIZE ERNIE PYLE AND THEIR PBIS TEAM.

MS.. CARTER WILL ASSIST THE BOARD WITH THE RECOGNITION.

IF I CAN HAVE THE BOARD, PLEASE COME UP FRONT FOR THE RECOGNITION.

AND ALREADY COMING TO THE FRONT, ERNIE PYLE, PRINCIPAL JESSICA CUMMINGS, COUNSELOR ANDREA GUZMAN DE LA VEGA AND CARMELA NEVAREZ, AND TEACHERS ROSALIE HARRIS AND KEVIN GAFFNEY.

AS THEY COME UP FRONT.

WE'D LIKE TO, ON BEHALF OF THE BOARD THIS EVENING, RECOGNIZE ERNIE PYLE ELEMENTARY FOR BEING AWARDED RECOGNITION FROM THE CALIFORNIA PBIS OR POSITIVE BEHAVIORAL INTERVENTIONS AND SUPPORTS COALITION FOR IMPLEMENTING PBIS WITH FIDELITY TO THE NATIONAL FRAMEWORK.

PART OF THIS IMPLEMENTATION INCLUDES ERNIE PYLE STAFF TEACHING STUDENTS ABOUT BEHAVIOR, EXPECTATIONS AND STRATEGIES TO BE SUCCESSFUL BEHAVIORALLY.

THROUGH USING THESE STRATEGIES, STUDENTS ARE ABLE TO OVERCOME CHALLENGES AND FOCUS ON ACADEMICS AT SCHOOL.

SCHOOLS CAN BE RECOGNIZED AT THE BRONZE, SILVER, GOLD OR PLATINUM LEVEL, AND WE ARE PROUD TO ANNOUNCE THAT THE PRINCIPAL, TEACHERS, STAFF, STUDENTS AND COMMUNITY HAVE COME TOGETHER TO IMPLEMENT AND SUSTAIN PBIS AT THE GOLD LEVEL.

AT ERNIE PYLE.

CONGRATULATIONS. MEMBERS OF ERNIE PYLE TEAM ACCEPTING THE RECOGNITION.

[00:45:10]

IS THERE ANYONE HERE TONIGHT THAT YOU WOULD LIKE TO RECOGNIZE? WONDERFUL. THANK YOU.

AND ON BEHALF OF THE BOARD, CONGRATULATIONS TO EVERYBODY AND FOR YOUR HARD WORK.

AND THAT CONCLUDES RECOGNITIONS FOR TONIGHT.

YES. MR. GAFFNEY AND MRS. CUMMINS KNOW ALL TOO WELL MY CHILDREN COMING UP THROUGH ERNIE PYLE.

AND THAT MAKES A DIFFERENCE.

SO. SO THANK YOU AGAIN.

WE HAVE TWO TWO PUBLIC HEARINGS THIS EVENING.

WE'RE ON COMMUNICATIONS, MISS ARMSTRONG.

ON COMMUNICATIONS, YES.

WE GOT MORE. OKAY.

IT'S TIME FOR COMMUNICATIONS.

IT'S OKAY. YES.

AND WE DO HAVE SOME COMMUNICATIONS THIS EVENING.

SO THE DISTRICT HAS RECENTLY COMPLETED THE QUARTERLY COMPLAINT REPORT SUMMARY FOR THE FIRST QUARTER OF 2020 TO 2023 SCHOOL YEAR AS REQUIRED BY THE COUNTY AS A RESULT OF THE WILLIAMS SETTLEMENT LEGISLATION.

AND THERE WAS ONE COMPLAINT RECEIVED DURING THIS QUARTER IN THE AREA OF FACILITIES AND NO COMPLAINTS RECEIVED IN THE AREAS OF INSTRUCTIONAL MATERIALS OR TEACHER ASSIGNMENTS.

ADDITIONALLY WANTED TO FOLLOW UP WITH THE BOARD REGARDING OUR PORTABLES OUR SIX RELOCATED CLASSROOMS. LAST MONTH, IT WAS ASKED TO FOLLOW UP ON WHERE THESE PORTABLES WERE GOING.

THESE PORTABLES, IF YOU RECALL, WERE PURCHASED FOR INTERIM HOUSING DURING THE FOR THE STEAM BUILDING.

AND OF THESE SIX PORTABLES, ONE CLASSROOM IS GOING TO WASHINGTON TO REPLACE ONE OF OUR BEST CLASSROOMS, WHICH ARE NOW OUR EARLY CHILD EDUCATION CLASSROOMS. ANOTHER ONE IS GOING TO CRAIG WILLIAMS TO REPLACE A FORMER LOCATION AGAIN OF THE BASQUE BUTTON AND CLASSROOM WEST OF ROOM 75.

TWO CLASSROOMS WILL BE GOING TO THE INTENSIVE LEARNING CENTER WHERE FORMERLY TWO LEASED CLASSROOMS, NUMBER 16 AND 18, WERE LOCATED.

AND SO NOW WE WILL BE ABLE TO REPLACE THEM WITH THE PORTABLES THAT WE PURCHASED.

AND THEN ONE CLASSROOM TO BELLFLOWER HIGH SCHOOL TO REPLACE CLASSROOMS 512 AND 514 AND THEN ONE CLASSROOM TO RAMONA TO REPLACE CLASSROOM NUMBER 16, WHICH WAS ALSO FORMERLY A BASQUE CLASSROOM AND COULD NOW BE IN A CLASSROOM IF NEEDED.

ALSO WITH THAT, JUST WANTED TO SHARE WITH THE BOARD THAT OUR STEAM BUILDING IS CONTINUING TO MOVE ALONG.

AND WHILE WE WERE HOPING TO BE ABLE TO START MOVING IN LATE OCTOBER, WE'RE LOOKING AT A POTENTIAL SOFT OPENING IN MID-NOVEMBER.

WE ARE MEETING WEEKLY WITH THE SITE ADMINISTRATION TO DISCUSS THE TRANSITION SO THAT WE CAN ENSURE THAT NO STUDENTS ARE IMPACTED ACADEMICALLY.

THE DELAY HAS BEEN DUE TO SUPPLY CHAIN ISSUES IN THE AREA OF TECHNOLOGY, WHICH INCLUDES CAMERAS AND SWITCHES AND ALSO BEING ABLE TO GET THE CONCRETE POURED IN CERTAIN AREAS LINING THAT UP.

SO JUST WANTED TO GIVE THE BOARD AN UPDATE ON THAT.

THANK YOU. OKAY, SO WE HAVE WE DO HAVE TWO PUBLIC HEARINGS.

THE FIRST IS ON THE DISTRICT'S INITIAL PROPOSAL TO THE CALIFORNIA SCHOOL EMPLOYEES ASSOCIATION, CCAEA BELLFLOWER, CHAPTER 32.

THE PUBLIC HEARING WILL TAKE PLACE WHEN THIS ITEM IS WITHHELD.

AND. THE SECOND IS ON THE RESOLUTION TO INCREASE SCHOOL FACILITIES, FEES AND DEVELOPERS FEES.

DO I HAVE A MOTION TO CONDUCT THE PUBLIC HEARING? SO MOVED A SECOND.

SECOND. THANK YOU.

ARE THERE ANY MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THESE ITEMS? OC HEARING? NONE. IS THERE ANY DISCUSSION FROM THE BOARD ON THESE ITEMS? WELL, I.

I DO UNDERSTAND.

WELL, I'LL SAY SOMETHING ABOUT THE SCHOOL FACILITIES AND.

AND DEVELOPMENT.

DEVELOPER FEES.

I ASKED A BUNCH OF QUESTIONS AHEAD OF TIME JUST TO MAKE SURE I UNDERSTAND.

[00:50:03]

SO THEY'RE INCREASING FEES BECAUSE WE'VE HAD SEVERAL FAMILY DWELLING UNITS BUILT IN THE AREA.

AND I GUESS WITH MORE HOUSES OR DEVELOPING UNITS BEING BUILT IN THE CITY, WE'RE ALLOWED TO INCREASE THESE FACILITY FEES AND DEVELOPER FEES BECAUSE I GUESS WITH THOSE.

HOUSES BEING BUILT.

FAMILIES WILL BE COMING AND HOPEFULLY THOSE FAMILIES WILL HAVE CHILDREN.

AND IT'S JUST A WAY TO MAKE SURE THAT IF WE EVER EXPERIENCED AN INCREASE IN WHICH WE HOPE WE DO, WE HAVE FACILITIES TO ACCOMMODATE THE CHILDREN AS THEY COME.

AS FAR AS STUDENTS.

SO THAT'S ALL I HAVE TO SAY ABOUT THAT.

SO. DO I HAVE A MOTION TO CLOSE THE PUBLIC HEARING? SO MOVED. CAN I HAVE A SECOND? SECOND. THANK YOU.

ROLL CALL. MR. MENDOZA. HI, MR. DOWNING. I.

DR. ALLISON, I.

REVEREND EVANS. HI, MRS. GARZA. I.

MISS ARMSTRONG, I THINK TONIGHT.

WE HAVE REQUESTS ADDRESSING AGENDA ITEMS. SO WHILE THE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC.

INDIVIDUAL SPEAKERS WILL BE ALLOWED 3 MINUTES TO ADDRESS THE BOARD ON EACH AGENDA OR NON AGENDA ITEM AND THE AND THE BOARD WILL LIMIT THE TOTAL TIME FOR PUBLIC INPUT ON EACH ITEM TO 21 MINUTES AS PER BOARD.

BYLAW. 93 22.2.

SO WHEN WE PLEASE HAVE AMY STEWART TO THE PODIUM.

AND WELCOME.

GOOD EVENING, BOARD PRESIDENT ARMSTRONG, SCHOOL BOARD MEMBERS, EXECUTIVE CABINET AND GUESTS.

I HAVE THREE POINTS OF CONCERN WITH 6.1.

FIRST, I BELIEVE THAT THE 9:30 P.M.

AND TIME SHOULD BE DELETED.

DO OTHER SCHOOL BOARD POLICY OR DO OTHER SCHOOL BOARDS HAVE A POLICY LIKE THIS? I DID RESEARCH IT IN THE LAST BOARD MEETINGS I RESEARCHED, WHICH WERE ON NINE, EIGHT, SEVEN, 14, SIX, 16 AND 512.

THREE OF THOSE FOUR HAVE GONE PAST THE 2 HOURS, WHICH WOULD MEAN THAT THOSE MEETINGS WOULD NOT BE FINISHED UNLESS THE BOARD APPROVED THAT THIS DOES NOT SUPPORT OUR COMMUNITY.

PUBLIC COMMENTS ARE AT THE END OF THE MEETING.

SO I WONDER, WOULD THIS MEAN THAT COMMUNITY MEMBERS ARE NOT HEARD AFTER SITTING HERE FOR 2 HOURS? I WOULD APPRECIATE CLARIFICATION ON WHY WE BELIEVE THIS WOULD BE GOOD FOR OUR DISTRICT.

NUMBER TWO, UNDER PUBLIC PARTICIPATION, I APPRECIATE THAT ITEM THREE IS INCLUDED AND I HOPE THE BOARD WILL USE THIS TIME TO ASK THE STAFF TO ADDRESS OUR STUDENTS, PARENTS, TEACHERS IN.

I'M SORRY TO ADDRESS OUR STUDENTS, PARENTS, TEACHERS AND STAFF CONCERNS DURING THE MEETING, FOR EXAMPLE, THE MOTHER WE HEARD FROM THAT HAD A CHILD THAT WAS INJURED AND WAS BEAT UP AT THE SCHOOL.

SHE DESERVED THOSE ANSWERS AND WE CAN REQUIRE THAT.

THREE IT SEEMS THAT WE ARE DELETING THE OLD 9.3 TO 2.2, WHICH WAS A BAD POLICY.

THIS DOES HAVE A 21 MINUTE LIMIT, BUT THE NEW POLICY DOES NOT SPECIFICALLY MENTION NON-ENGLISH SPEAKERS.

WE NEED TO ACCOMMODATE OUR SPANISH SPEAKERS, ESPECIALLY SINCE 67% OF OUR FAMILIES ARE HISPANIC.

I BELIEVE THAT THIS SHOULD BE THAT WE SHOULD REQUEST TO WAIVE ITEM 6.1 AT THIS TIME BECAUSE WE SHOULD REVIEW A POLICY TWICE BEFORE TAKING A VOTE.

YOU NEED A SECOND READ, WHICH I BELIEVE WAS MENTIONED BY A BOARD MEMBER A FEW MEETINGS AGO WHO STATED THAT THAT WOULD BE THE BEST PRACTICE.

AND I AGREE. LASTLY, A FEW OTHER RECOMMENDATIONS I HAVE IN REGARD TO MEETINGS.

I BELIEVE THAT THE NON AGENDA COMMENTS SHOULD BE FIRST SO THAT OUR COMMUNITY MEMBERS CAN ALWAYS BE HEARD.

SOME MEMBERS HAVE KIDS AND FAMILIES TO TAKE CARE OF.

THEY NEED TO GET HOME AND IT GIVES THEM THE OPPORTUNITY TO STILL SPEAK AND TO GET HOME AT A REASONABLE TIME IF NEEDED.

LABOR UNIONS SHOULD ALSO BE GIVEN TIME TO SPEAK AFTER THE PUBLIC COMMENTS AT THE BEGINNING OF MEETINGS.

AND LASTLY, JUST A SMALL SUGGESTION.

YOU GUYS SAY THE TIME THAT YOU RECONVENE AND ADJOURN HERE, BUT I WISH THAT THAT WOULD BE POSTED ON THE AGENDA BECAUSE I HAD TO GO THROUGH A LOT OF MEETINGS AND READ THINGS JUST TO FIND THOSE TIMES.

AND SO IT WOULD BE NICE IF THEY WOULD JUST PUT THE TIME ON THOSE AGENDA ITEMS. THANK YOU. OKAY.

CAN WE PLEASE HAVE.

HMM. SO, AMY, I HAD YOU FOR 93, 23 AND 92.

80. SO YOU TALKED ABOUT THE FIRST READING.

[00:55:01]

YES. AND YOU TALKED ABOUT APPROVAL OF BOARD BYLAW, 93, 23.

OKAY. SO YOU WANT ME TO SPEAK ON MY NEXT ONE RIGHT NOW? YOU CAN GO RIGHT AHEAD.

IT'S VERY SHORT. SO GOOD EVENING AGAIN.

I JUST HAVE A FEW QUESTIONS REGARDING AGENDA ITEM 6.3.

WHEN READING THE BACKGROUND INFORMATION, IT WAS KIND OF AMBIGUOUS TO ME AS TO WHY WE WROTE SUCH A LEVEL OF DETAIL REGARDING DUTIES.

LIKE, FOR EXAMPLE, IT TALKS ABOUT FALLING ASLEEP ON DUTY OR BEING LATE TO MEETINGS OR ABSENCE FROM BOARD MEETINGS OR PROFESSIONAL DEVELOPMENT WORKSHOP WORKSHOPS CLAIMING TO SPEAK FOR THE BOARD WITHOUT EXPLICIT AUTHORITY.

I'M JUST WONDERING IF THERE'S ANY PAST PRECEDENTS OF BOARD MEMBERS FALLING ASLEEP IN A MEETING.

AM I UNDERSTANDING THAT IF SOMEONE IS LATE TO A MEETING THAT THEY CAN BE CENSURED? IT JUST IT STATES CONSISTENTLY.

BUT WHAT DOES CONSISTENTLY MEAN? IS IT ONCE? IS IT TWICE? IS IT THREE TIMES? I THINK THAT'S A LITTLE BIT AMBIGUOUS IN THE WAY THAT IT'S WORDED.

I ALSO BELIEVE THAT IT SEEMS A LITTLE EXTREME, CONSIDERING YOU ALL ARE ELECTED OFFICIALS THAT ARE VOTERS VOTED FOR YOU AND THEY WANT YOU TO REPRESENT US.

THEY DON'T WANT YOU TO BE CENSURED AND NOT BE ABLE TO TALK.

SO I WOULD JUST APPRECIATE A LITTLE MORE CLARIFICATION OR DISCUSSION ON THIS AS WELL AS SOME OTHER EXAMPLES THAT I THINK IF YOU HAVE EXAMPLES THAT ARE SEEN IN THE REAL WORLD, JUST, I GUESS, A BETTER REPRESENTATION OF WHAT THAT WOULD MEAN TO BE CENSURED.

THANK YOU. THANK YOU, MISS AMY.

CAN I PLEASE HAVE MICHELLE CALL YA? CAN YOU GUYS PLEASE. HOW YOU SAY THAT? MICHELLE KELLER.

MICHELLE KELLER. YES.

AND WELCOME. THANK YOU.

GOOD EVENING, PRESIDENT ARMSTRONG AND FELLOW BOARD MEMBERS.

MY NAME IS MICHELLE KELLER.

I'M CCH, CHAPTER 32, PRESIDENT AS THE CHAPTER PRESIDENT.

AND ON BEHALF OF THE ASSOCIATION, I WOULD LIKE TO TAKE A MOMENT TO ADDRESS THE INACCURACIES THAT WERE SHARED BY BOARD PRESIDENT ARMSTRONG REGARDING PER DECISION NUMBER 2544, PRESIDENT ARMSTRONG STATED THAT CSA ASKED FOR $4 MILLION, AND THIS IS SIMPLY NOT TRUE.

THE FACTS OF THE CASE ARE AS FOLLOWS THE DISTRICT VIOLATED THE EDUCATIONAL EMPLOYMENT RELATIONS ACT IN 2014 BY ILLEGALLY LAYING OFF TEN BUS DRIVERS. THIS CASE SHOULD HAVE BEEN RESOLVED IMMEDIATELY, BUT INSTEAD THE DISTRICT TOOK THE POSITION TO DENY AND APPEAL PERP'S DECISION AT EVERY LEVEL, PER FOUND THAT THE DISTRICT HAD FAILED TO COMPLY WITH THEIR ORDER AFTER YEARS OF ATTEMPTING TO GET THE DISTRICT TO COMPLY.

HAD THE DISTRICT INITIALLY COMPLIED WITH THE PERP'S ORDER, IT LIKELY WOULD HAVE ONLY HAD TO PAY APPROXIMATELY A QUARTER OF WHAT THEY ARE PAYING NOW.

1.1 MILLION AS A SETTLEMENT.

ADDITIONALLY PER AWARDED CA OVER $5,000 IN ATTORNEY FEES BECAUSE IT FOUND THAT ONE OF THE DISTRICT'S APPEALS WAS MADE IN BAD FAITH PER VERY RARELY AWARDS ATTORNEY FEES.

IT ONLY DOES SO IN THE MOST EGREGIOUS CASES OF BAD FAITH.

THE SETTLEMENT CAME OUT TO $1.1 MILLION TAXPAYER DOLLARS THAT SHOULD HAVE BEEN USED TO BETTER THE LIVES OF STAFF AND STUDENTS.

EXCUSE ME, A LITTLE NERVOUS HERE.

MUCH OF THE COSTS INCURRED FOR THIS SETTLEMENT ARE DIRECTLY RELATED TO THE DISTRICT'S INSISTENCE TO DRAG THE CASE ON.

FOR EXAMPLE, IN ADDITION TO THE LOST WAGES THAT CONTINUE TO ACCRUE THROUGH THE EIGHT YEAR PERIOD, 7% INTEREST.

WAS TACKED ON FOR EVERY YEAR THAT THE DISTRICT FAILED TO COMPLY WITH THE ORDER.

SINCE THE DISTRICT TOOK SO LONG TO COMPLY WITH, THE ORDER ALSO HAD TO HELD THE EXTRA COMPENSATION TO COVER THE ADVERSE TAX IMPACT FROM RECEIVING A LARGE SUM OF MONEY IN ONE YEAR, THEN, OVER THE COURSE OF SEVERAL YEARS SHOULD BE AWARDED TO THE FORMER DRIVERS.

IN THIS SETTLEMENT, THE DRIVERS RECEIVED AN EXTRA $60,000 IN TOTAL FOR THE ADVERSE TAX IMPACT, SOMETHING THEY WOULD NOT HAVE RECEIVED HAD THE DISTRICT INITIALLY COMPLIED WITH THE ORDER. WHILE CSK IS VERY HAPPY THAT THE PARTIES WERE ABLE TO REACH AN AGREEMENT, WE ARE DISAPPOINTED BY PRESIDENT ARMSTRONG'S MISINFORMATION TO THE PUBLIC.

FURTHER, WE ARE SADDENED THAT EVEN AFTER THIS EIGHT YEAR MILLION DOLLAR CASE HAS BEEN CLOSED, THE DISTRICT HAS ONCE AGAIN VIOLATED LABOR LAW IN ANOTHER PROBE CHARGE.

FURTHER, THEY HAVE ONCE AGAIN ISSUED A RESPONSE, DENYING ALL OBVIOUS VIOLATIONS.

AND IN THIS NEW CASE, THE DISTRICT IS USING THE SAME LAWYER, ERIC BARTH.

THIS IS THE LAWYER WHO DRAGGED OUT THE BUS DRIVER CASE UNNECESSARILY FOR YEARS, WHICH COST THE DISTRICT HUNDREDS OF THOUSANDS OF DOLLARS MORE THAN IT SHOULD HAVE.

WE STRONGLY URGE THE BOARD AND ALL TAXPAYERS WITHIN THE DISTRICT TO LOOK AT MR. BATHROOM'S ATTORNEY FEES FOR THESE CASES AND ASK WHETHER HIS REPRESENTATION OF THE DISTRICT IS ACTUALLY SERVING THE PUBLIC GOOD.

THANK YOU. OKAY.

THANK YOU VERY MUCH.

MAY I PLEASE HAVE.

NEAR CALI.

[01:00:05]

MERE COLISEUM TO THE TO THE PODIUM, PLEASE.

AND PLEASE DO YOUR BEST TO TRY TO REMAIN A LITTLE ORDERLY IN THE PUBLIC PLACE.

THANK YOU. GOOD EVENING, BOARD MEMBERS AND PRESIDENT ARMSTRONG.

I JUST WANT TO ASK PRESIDENT ARMSTRONG IF YOU COULD PLEASE PRODUCE ANY DOCUMENTS THAT SHOW THAT CCR REQUESTED A SETTLEMENT OF $4 MILLION.

THAT DOES NOT EXIST TO OUR KNOWLEDGE.

SO WE FORMALLY REQUEST THAT YOU SEND THAT OUT TO THE BOARD MEMBERS AND SHARE IT WITH THE PUBLIC AS WELL.

THANK YOU. ALL RIGHT.

THANK YOU. I DON'T KNOW WHERE YOU GOT THAT INFORMATION FROM, BUT ANYWAY.

ON VIDEO. THIS COUNCIL HAVE ANY

[8. ACTION]

COMMENT AT THIS POINT? YES, I DO.

CSA HAD BEEN DEMANDING FROM PRACTICALLY DAY ONE IN THIS CASE FOR FOUR AND A HALF MILLION DOLLARS.

IT WAS ACTUALLY GREATER THAN FOUR AND A HALF MILLION.

AND WE TRIED TO SETTLE IT FROM FROM THE EIGHT YEARS THAT I MEAN, YOU GO BACK TO 2014 IS WHEN ALL THIS STARTED AND THERE WERE EFFORTS TO RESOLVE IT CONTINUOUSLY, BUT THEY WERE STUCK AT THE FOUR AND ONE HALF MILLION DOLLARS UNTIL WE FINALLY GOT INTO A MEDIATION.

AT MY REQUEST, CSA DIDN'T ASK TO MEDIATE, BUT I DID.

AND WE HAD A VERY CAPABLE REGIONAL ATTORNEY MEDIATED IT, AND WE ENDED UP WITH THE THE ORDER OF FROM FOUR AND A HALF DOWN TO 1.1.

BUT THAT'S THERE'S PLENTY OF, THERE'S PLENTY OF DOCUMENTATION TO SHOW THAT, THAT THAT'S WHAT THEY WERE ORIGINALLY DEMANDING.

WE WOULD HAVE SETTLED IT IF CSA WOULD HAVE COOPERATED GOING BACK TO 2014 COULD HAVE EASILY BEEN SETTLED, BUT THE DEMANDS WERE WAY TOO HIGH.

WE'RE NOT HERE TO ARGUE WITH THE AUDIENCE.

PLEASE KEEP YOUR COMMENTS TO YOURSELF.

THANK YOU. THANK YOU FOR THE CLARIFICATION, COUNSEL.

I DO. I HAVE A QUESTION FOR OUR COUNSEL.

THE REQUEST I WAS JUST GIVEN IS THAT IN PERSON? THAT'S A PUBLIC RECORDS REQUEST, CORRECT? I DON'T KNOW WHAT ACTUALLY IS REQUESTED, BUT THE DOCUMENTS RELATED TO THIS COULD CERTAINLY BE MADE PUBLIC.

AND IT SHOWS WHAT THE ORIGINAL DEMANDS WERE, AND THEY MAINTAIN THOSE THROUGH A TEN DAY ADMINISTRATIVE HEARING THAT I DID HANDLE BECAUSE THERE WAS NO CHOICE. WHAT THEY DIDN'T DISTRICT WAS NOT OBLIGATED TO PAY THAT MUCH.

I STILL DON'T THINK THE DISTRICT WAS EVEN OBLIGATED TO PAY THE ONE ONE.

MR. MEDIATED SO MY QUESTION WAS SIMPLY ABOUT THE REQUESTS MADE AT THE PODIUM RIGHT NOW BY MALAYSIAN.

IS THAT CONSIDERED A PUBLIC RECORDS REQUEST? IN PERSON, IT HAS TO BE IN WRITING.

YOU HAVE TO MAKE THE REQUEST.

AND THAT'S WHAT I WANTED TO CLEAR UP.

MAKE SURE YOU MAKE IT IN WRITING AND IDENTIFY THE DOCUMENTS THAT YOU ARE REQUESTING.

OKAY. AND THESE CAN BE RELEASED.

THANK YOU. I APPRECIATE THAT.

SO. THAT'S IT FOR THAT.

THE NEXT ITEM OF BUSINESS IS APPROVAL OF MINUTES.

DO I HAVE A MOTION TO APPROVE THE TABLED ITEM? 8.2. 2 MINUTES OF THE AUGUST 4TH, 2022 SPECIAL MEETING.

I CAN. AND FROM THIS SEPTEMBER 8TH, 2022 REGULAR MEETING.

AND. AS AMENDED BECAUSE WE HAD AN AMENDMENT FOR SEPTEMBER 8TH.

ITEM 1.1.

SECTION 1.1.

PUBLIC COMMENTS.

YOU'RE LOOKING FOR HIM. I AM LOOKING FOR A MOTION SO MOVED.

AND THEN. CAN I HAVE A SECOND? SO CAN. THANK YOU.

IF YOU HAVE ANY QUESTIONS OR COMMENTS ABOUT THESE TWO MEETINGS.

I WOULD HAVE TO ABSTAIN FROM THE VOTE ON SEPTEMBER 8TH SINCE I WAS NOT HERE.

OKAY. THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS? THAT'S IT. OKAY.

ROLL CALL. MR. MENDOZA, I.

THIS IS GAZA. I.

[01:05:02]

REVEREND EVANS, I.

DR. ALHASSAN, I.

MR. DOWNING, YOU'RE ABSTAINING? YES. MS..

ARMSTRONG, I.

OKAY, SO DO I HAVE.

SO THAT WAS GOING TO BE FOR THE SPECIAL MEETING AND FOR THE THE SEPTEMBER 8TH OC.

SO DO I HAVE AN EMOTION TO.

DO I HAVE A MOTION TO APPROVE? AGENDA ITEM 8.2.3 THE APPROVAL OF MINUTES FOR SEPTEMBER 14, 2022 SPECIAL MEETING.

MOTION TO APPROVE.

THANK YOU, RICHARD.

DO WE HAVE ANY QUESTIONS OR COMMENTS ABOUT THE SEP 14, 2022 MEETING? HEARING? NONE.

ROLL CALL. HE DIDN'T.

DID WE GET A SECOND? OH, THANK YOU. CAN I HAVE A SECOND? A SECOND. THANK YOU.

SO. SO ANY QUESTIONS OR COMMENTS ON THE SEPTEMBER 14? OC ROCHA, MR. MENDOZA, I.

DR. AL-HASSAN. I.

REVEREND EVANS.

HI, MR. DOWNING.

HI, MRS. GARZA. I MISS ARMSTRONG.

HI. OKAY.

ALL RIGHT. POINT TWO.

OKAY. I MAKE A MOTION TO APPROVE THE CONSENT AGENDA.

EXCUSE ME. AND WITHHOLD ITEMS. 8.3.2.3. 8.3.2.8.

8.3.2.9. 8.3.50.1.

8.3.5.2. 8.3.50.5.

8.3.6.1. I'M GOING TO.

AT THE REQUEST OF BOARD MEMBER DOWNING, I'M GOING TO HOLD.

ITEM 8.3.6.2, PLEASE.

AND. AND THE LAST ONE IS GOING TO BE 8.3.6.3.

DO I HAVE A SECOND TO APPROVE THE CONSENT AGENDA? SECOND. OKAY, RICHARD.

I HAVE ANY QUESTIONS OR COMMENTS? UH, YOU SAID HOLES.

8.3.6.2. I MEAN, DOES THAT MEAN, LIKE, WE'RE GOING TO LOOK AT THAT INDIVIDUALLY OR WE'RE NOT GOING TO LOOK AT THAT AT ALL THIS MEETING WHEN YOU SAID, WHAT DO YOU WANT TO DO WITH THAT RIDGE? OKAY.

THE WORD. YEAH.

YEAH. HE WANTS TO TALK ABOUT IT.

YEAH. THAT'S WHAT YOU. SO WE'RE GOING TO.

SO 8.3.6.2.

WE NEED TO HAVE A DISCUSSION, PLEASE, FOR BOARD MEMBER.

WE NEED A ROLL CALL.

ROLL CALL. MR. MENDOZA. HI, MRS. GARZA. HI, REVEREND EVANS.

HI. DR. ALHASSAN, I.

MR. DOWNEY. HI, MISS ARMSTRONG.

HI. THE NEXT ITEM OF BUSINESS ARE THE ITEMS THAT HAVE BEEN WITHHELD FROM THE CONSENT AGENDA.

AND THE FIRST AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.

.2.3. THAT'S THE SALARY INCREASE FOR SUBSTITUTE TEACHERS.

DO I HAVE A MOTION? SO SUBSTITUTE MOTION, PLEASE.

OH, WE HAVE.

I'M SORRY. GO AHEAD.

NEVER MIND. DO HAVE A.

SUE. SO MOVED.

DO I HAVE A SECOND? SECOND. THANK YOU.

REMEMBER GAZA? DO I HAVE ANY QUESTIONS OR COMMENTS ON THIS ONE? YES. BOARD MEMBER.

ARMSTRONG. MY QUESTION.

SORRY. LET ME FIND HERE MY PAGE.

IS WE ARE INCREASING THE SUBSTITUTE PAY AND THAT'S GREAT.

THANK YOU FOR DOING THAT. WE NEED TO KEEP OURSELVES MARKETABLE TO OTHER SUBSTITUTES THAT ARE GOING SOMEWHERE ELSE.

ARE WE LOOKING AT MAYBE OR MAYBE I SHOULD BACK UP?

[01:10:02]

MY FIRST QUESTION IS, ARE WE NEEDING SUBSTITUTES TO BE PLACED ON ON OUR CAMPUSES PERMANENTLY FOR THE WHOLE YEAR? AT THIS POINT.

BECAUSE ONE OF THE THINGS THAT I ASKED ABOUT LAST TIME WHEN WE HAD THIS DISCUSSION FOR SUBSTITUTE TEACHERS, IT WAS PERHAPS WE SHOULD LOOK INTO HAVING A LONG TERM SUBSTITUTE ON CAMPUS SO THAT WAY IF THERE IS A NEED AND IT ARISES.

THAT'S 5:00 IN THE MORNING WHEN WE HAVE TO INITIATE THIS PROCESS.

IT MAY BE TOO LATE, BUT IF WE HAVE A SUBSTITUTE ON OUR CAMPUS, PERHAPS WE CAN JUST PLACE AND PLUG THAT SUBSTITUTE IN THERE, YOU KNOW, BECAUSE SHE OR HE IS THERE.

AND IN ADDITION TO WHAT I HAD SUGGESTED AND RECOMMENDED, WAS THAT WE ALSO TAKE A LOOK AT HOW ELSE WE CAN USE THIS SUBSTITUTE ON THAT CAMPUS.

SO THAT WAY, IF THEY ARE NOT SUBSTITUTING FOR THAT DAY, THEY CAN PULL KIDS HELP OUT, MAYBE PERHAPS IN AREAS WHERE MORE HANDS ARE NEEDED OR MAYBE MORE INSTRUCTION.

THEY ARE TEACHERS, SO PERHAPS USING THEM IN THAT CAPACITY.

BUT OBVIOUSLY THAT WOULD MEAN THAT WE WOULD HAVE TO HAVE THEM THERE AS A LONG TERM SUB OR OR A SUB THAT IS ON THAT CAMPUS ASSIGNED TO THAT CAMPUS. SO THAT WAY THEY COULD.

BE PRESENT FOR THE REST OF THE SCHOOL YEAR.

SO I GO BACK TO MY INITIAL QUESTION, WHICH IS.

HOW ARE THE NEEDS AT THIS TIME ON OUR CAMPUSES WITH REGARDS TO SUBSTITUTE TEACHERS? SO LET ME HOLD ON JUST A MOMENT.

I KNOW YOU'RE ASKING THEM, BUT I KNOW THEY HAVE LIKE IN THE PAST, YOU REMEMBER WE HAD INCREASED THE PAY BECAUSE OF DURING COVID, AND THEN THAT WENT AWAY AND IT DROPPED BACK DOWN TO LIKE 145.

AND WE'RE NOT GOING TO GET ANYBODY.

BUT I KNOW WE HAVE SO WE HAVE LIKE THE DAY TO DAY SETUPS AND THEN WE HAVE LONG TERM SUBS.

SO THIS HERE IS FOR LIKE THE DAY TO DAY SUBS, BECAUSE THE LONG TERM LONG TERM SUBS HAVE A DIFFERENT PAY RATE, WHICH IS STILL HIGHER THAN WHAT WE'RE DOING HERE FOR THE DAY TO DAY SUB.

BUT. SHE WANTS TO KNOW HOW THEY'RE GOING TO BE USED.

YES. UH, YES.

ARE WE LOOKING AT ANY OF THESE SUBSTITUTES GOING INTO A CAMPUS, AS PERHAPS.

YOU KNOW, JUST BEING AN ON HOUSE, AN IN-HOUSE SUBSTITUTE.

UM. THAT WAS MY QUESTION THAT I HAD PERTAINING TO THIS AGENDA ITEM.

SO. MY.

SO I SHOULD BACK UP AND ASK.

WHAT I WAS SAYING WAS THAT HOW ARE HOW DOES OUR CAMPUSES LOOK LIKE RIGHT NOW FOR WHAT SUBSTITUTES ARE WE HAVING? A LOT OF TEACHERS STILL CALL OUT.

THAT WE WOULD NECESSITATE, PERHAPS NOT NECESSARILY THE I'M NOT FOCUSING ON THE CURRENT RATE RIGHT NOW.

I'M FOCUSING ON THE NEED.

FOUR SUBSTITUTES.

THERE. THERE IS STILL A NEED.

MS.. GARZA. IT DEPENDS DAY TO DAY, DEPENDING ON THE DAY OF THE WEEK, DEPENDING ON.

DIFFERENT SITUATIONS.

I CAN'T SAY TO YOU WITH CERTAINTY THAT WE HAVE ENOUGH SUBS EVERY SINGLE DAY.

I CAN TELL YOU THAT IT HAS IMPROVED.

WE ALSO HAVE SOME TEACHERS THAT ARE OUT ON LEAVE FOR LONGER TIME PERIODS AND DUE TO CREDENTIALING PURPOSES, WE HAVE HAD TO MAKE SOME MOVES TO MEET THE NEEDS OF STUDENTS BECAUSE PRIORITIES ARE ALWAYS TO TRY TO PUT A CREDENTIALED PERSON IN EVERY SINGLE CLASSROOM, WHICH IS SOMETIMES NOT THE CASE WITH OUR SUBSTITUTES.

WE DO AUTOMATICALLY IF WE WHEN WE HIRE NEW SUBSTITUTES, THE FIRST THING, IF THEY ARE WILLING TO COMMIT TO US FOR 30 DAYS, WE DO GIVE THEM THE LONG TERM RATE, WHICH, AS MS..

ARMSTRONG STATED, THIS IS NOT THE LONG TERM RATE.

THEY DO GET THAT. AND IN THOSE SITUATIONS, WHAT WE TELL THEM, WE DON'T KNOW WHERE YOUR ASSIGNMENT WILL BE EACH AND EVERY SINGLE DAY.

BUT IF YOU COMMIT TO US FOR 30 DAYS RIGHT NOW WHILE YOU'RE SIGNING A CONTRACT WITH IT, THEN WE HAVE THE RIGHT TO PUT THEM IN ANY POSITION THAT IS NEEDED. WE HAVE AN EXPERIENCE YET A DAY THAT THEY DON'T THAT THEY ARE NOT NEEDED.

SO BUT THAT IS HOW WE WE ARE MEETING THOSE NEEDS.

SO I CAN'T SAY TO YOU THAT WE ARE NOT IN NEED OF SUBS, WE ARE STILL IN NEED OF SUBS.

AND WE'RE HOPING JUST LIKE THAT THIS IS SOMETHING THAT WILL HELP SUPPORT THAT.

[01:15:01]

BUT WE ALSO HAVE A PLAN WITH OUR LONG TERM SUBS AS WELL.

OKAY. THANK YOU.

SO WE HAVE MORE FLEXIBILITY WITH OUR LONG TERM SUBS INSTEAD OF A DAY TO DAY SUB.

BUT DAY TO DAY SUB WILL BE CALLING IN SPECIFICALLY TO SUB IN FOR THAT DAY OR TWO FOR WHEN A TEACHER CALLS OUT.

YEAH, THE DATA. THIS IS WHAT THEY ASSIGN THEMSELVES USING THE FRONT LINE SYSTEM AND THEY CAN LOOK AHEAD AND PLAN AND ASSIGN THEMSELVES TO THOSE DAYS.

SOME OF OUR LONG TERM SUBS ARE IN SOME OF THOSE POSITIONS, BUT YES, THERE IS A FLEXIBILITY THERE IN TERMS OF THEY'VE COMMITTED TO THE 30 DAYS AND LET'S SAY ON DAY 29 THEY'RE NEEDED SOMEWHERE ELSE OR THEY'RE NOT NEEDED IN THE SPOT THAT THEY WERE AT.

AND WE WE DO MOVE THEM SOMEWHERE ELSE BECAUSE THEY'VE COMMITTED TO BE WITH US FOR THOSE 30 DAYS WITH THE LONG TERM.

SO WITH THAT BEING SAID, WOULD IT BE WOULD IT BE BETTER FOR US TO SAY WE WE HAVE THE SALARY INCREASE FOR A DAILY SUBSTITUTE TEACHER? THAT WAY, IT WON'T BE CONFUSING.

I'M JUST SAYING, BECAUSE WE HAVE LONG TERM AND THIS IS FOR A DAILY RATE, IT DOES ASSIGN THAT.

YES, IT SIGNS IT THE DAY TO DAY SUBSTITUTE TEACHER.

CAN WE JUST MAKE THAT NOTE? WELL, YEAH.

OKAY. I DO HAVE ANOTHER ONE REQUEST AS WE GO OUT TO LOOK FOR THESE SUBSTITUTES.

COULD WE HAVE AT LEAST 50% OF THEM BE BILINGUAL? THERE IS A GREAT NEED IN OUR DUAL IMMERSION CLASSROOMS AND A LOT OF TIMES THE SUBSTITUTES THAT THEY GET ARE NOT BILINGUAL.

AND SO OUR STUDENTS HAVE TO GO THROUGH A DAY OF ALL ENGLISH, AND THAT IS NOT.

IT'S ACCEPTABLE.

LIKE, WHEN WOULD YOU SEND A CAMBODIAN SPEAKING TEACHER INTO AN ENGLISH ONLY CLASSROOM TO TEACH AN ENGLISH ONLY CLASS? AND THAT IS SOMETHING THAT WE NEED TO START LOOKING AT MORE WITH THE EQUITY LENS.

DEFINITELY WHEN WE HIRE OUR SUBSTITUTES AND WE KNOW THAT THEY ARE FLUENT IN SPANISH OR THEY IDENTIFY THAT THEY SPEAK SPANISH, WE DO SET THEM ASIDE TO MAKE SURE THAT WHEN THAT NEED IS IN THOSE DUAL CLASSROOMS, THEY ARE PLACED IN THOSE DUAL CLASSROOMS. AND THAT'S WHEN SOMETIMES WE HAVE TO MAKE THOSE AUTOMATIC MOVES.

FRONTLINE THEY MAY CHOOSE AN ASSIGNMENT ON FRONTLINE.

HOWEVER, WE MAY HAVE TO MOVE THEM BECAUSE OF THAT NEED WHEN IT ARISES.

WE ARE ALWAYS LOOKING AS MUCH AS WE POSSIBLY CAN FOR BILINGUAL, EVEN WITH OUR AGENCIES THAT ARE HELPING TO PROVIDE SOME OF THAT SUBSTITUTE SUPPORT.

BUT AS YOU ARE CORRECT, IT'S IT'S SOMETHING THAT RIGHT NOW IS A NEED NOT JUST WITH US, BUT I KNOW THAT WITH VARIOUS DISTRICTS AND IN TERMS OF JUST PERMANENT, EVEN DUAL LANGUAGE TEACHERS.

THANK YOU. OKAY.

DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ON THIS ITEM? OKAY. CAN I HAVE ROLL CALL? MR. MENDOZA.

HI, MRS. GARZA.

HI, MR. DOWNEY. HI.

DR. AL-HASSAN, I.

REVEREND EVANS.

HI. MS..

ARMSTRONG, I.

THE NEXT AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.

.2.8 IS THE DISTRICT'S INITIAL PROPOSAL TO THE CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION, CCR BELLFLOWER, CHAPTER 32. DO I HAVE A MOTION TO CONDUCT THE PUBLIC HEARING? OKAY. SO MOVED.

DO I HAVE A SECOND? SECOND? ARE THERE ANY MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THIS PARTICULAR AGENDA ITEM? IS THERE ANY DISCUSSION FROM THE BOARD? I DO HAVE A QUESTION.

PRESIDENT ARMSTRONG.

AND CAN WE JUST FOR.

A PURPOSE OF OF CLARITY.

ASK. I WANT TO ASK WHERE IN THE PROCESS ARE WE SO THAT WAY WE KNOW EXACTLY.

THIS IS OUR FIRST STEP OF PERHAPS HOW MANY? SO IF YOU RECALL LAST MONTH YOU APPROVED THE SEARS PROPOSAL.

AND SO THIS MONTH WE ARE APPROVING OUR PROPOSAL TO THEM.

AND SO AFTER THIS, WE WILL BE STARTING OUR NEGOTIATIONS.

WE HAVE RECEIVED SOME DATES FROM THEM AND THEN WE WILL BE RESPONDING TO THEM ON OUR AVAILABILITY AFTER TONIGHT.

PERFECT. THANK YOU SO MUCH.

YOU'RE WELCOME. OKAY.

DO I HAVE A MOTION TO CLOSE THIS PUBLIC HEARING? MOTIONS ARE CLOSED.

THANK YOU. MAY I HAVE A CALL? MR. MENDOZA.

HI, MR. DOWNEY. HI, MRS.

[01:20:02]

GARZA. HI.

REVEREND EVANS. HI, DR.

HANSEN. I.

MISS ARMSTRONG, I.

THE NEXT AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.

.2.9. AND THAT'S THE APPROVAL OF INTERIM SUPERINTENDENT EMPLOYMENT CONTRACT AND EXEMPTION RESOLUTION.

DO I HAVE A MOTION? SO MOVED.

THANK YOU. DO I HAVE A SECOND? SECOND? DO I HAVE ANY QUESTIONS OR COMMENTS? DO WE HAVE ANY QUESTIONS OR COMMENTS? YES. PRESIDENT ARMSTRONG, MY QUESTION AND LATER ON SOME COMMENTS IS PERTAINING THE FIRST SENTENCE WHERE IT SAYS, WHEREAS THE DISTRICT SUPERINTENDENT RESIGNED, I WANT TO MAKE.

A RECOMMENDATION THAT WE CHANGE THE VERBIAGE TO WAS NON RENEWED.

THE CONTRACT WAS NOT RENEWED.

IT WAS NOT A RESIGNATION.

SO IF WE CAN MAKE THAT CHANGE, PLEASE, THEN THAT WOULD CLARIFY WHAT OUR ACTIONS WERE PREVIOUSLY.

AND WHY WE ARE NOW.

GOING AHEAD WITH THE.

WITH THIS NEW ACTION.

ACTUALLY, IT'S NOT TRUE.

THE AGREEMENT FOR HER LEAVING THERE WAS A.

A DIFFERENT MOTION. A DIFFERENT MOTION MADE.

SHE DID RESIGN.

BECAUSE IT AFFECTED HER, HER STORIES, AND HERS.

THERE WAS AN AGREEMENT.

CORRECT ME IF I'M WRONG.

YES. YES, THERE WAS AN AGREEMENT.

AND THE AGREEMENT HAD HER RESIGNATION.

AND THE SETTLEMENT WAS A SETTLEMENT AGREEMENT, WHICH IS A PUBLIC DOCUMENT.

AND SHE DID RESIGN.

I MEAN, THE BOARD, IF THEY TOOK ACTION TO NON RENEW.

THAT'S NOT DOESN'T REALLY MATTER.

WHAT MATTERS IS SHE DID ULTIMATELY RESIGN.

SO YOU'RE SAYING THAT ALTHOUGH WE DIDN'T RENEW, IT WAS A NON RENEWAL, IT STARTED AS A NON RENEWAL, BUT THE ACTUAL AGREEMENT ITSELF MEMORIALIZES THE FACT SHE RESIGNED.

WE DIDN'T GET A CHANCE TO VOTE DOWN THE.

WE DIDN'T GET A CHANCE TO TO VOTE DOWN OR VOTE OR APPROVE THE CONTRACT.

SHE WAS DISMISSED WITHOUT CAUSE.

REMEMBER? YES.

THE NON-RENEWAL.

WELL, WHAT SUPERSEDES ALL OF THAT WAS THE SETTLEMENT AGREEMENT WITH HER WHEN SHE WAS PAID THE SETTLEMENT SUM.

AND. AND IN THAT AGREEMENT, WHICH WAS APPROVED BY THE BOARD IS SHE RESIGNED FROM EMPLOYMENT.

SO THAT IS A CORRECT STATEMENT.

OKAY. UM, I'M NOT A LAWYER, SO.

I GUESS YOU'RE NOT A WHAT? I'M NOT THE LAWYER, SO I'M GOING TO ACCEPT YOUR.

I'M JUST STATING FACTUALLY WHAT HAPPENED.

YES. SO THAT'S EXACTLY WHAT I'M SAYING.

THANK YOU FOR ANSWERING MY QUESTIONS.

YOU'RE WELCOME. DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? ROLL CALL, PLEASE.

MR. MENDOZA.

HI, MRS. GARZA. UM.

I. REVEREND EVANS, I.

DR. AL-HASSAN, I.

MR. DOWNING.

HI. MS..

ARMSTRONG, I.

HMM. OKAY.

THE NEXT AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.5.1.

AND THAT'S THE REVISED BUDGET TO THE 2022 2023 FISCAL YEAR.

DO I HAVE A MOTION? MOTION TO OPEN THE HEARING.

THANK YOU. CAN I HAVE A SECOND? SECOND? THANK YOU.

DO WE HAVE ANY QUESTIONS OR COMMENTS ON THIS ITEM? YES. PRESIDENT ARMSTRONG, PLEASE PROCEED.

MY QUESTION IS, CAN YOU TELL ME A LITTLE BIT MORE ABOUT WHAT'S GOING ON ON HERE? WE STARTED OFF WITH THE CURRENT BUDGET OF ZERO.

THE ADJUSTMENT IS IN.

LIKE, WHAT IS IT THAT WE'RE DOING? SO THIS RIGHT HERE IS REFLECTING OUR FUND 13, WHICH IS OUR CAFETERIA FUND, AND IT'S ON THE OFFSET OF CATERING.

AND WHAT THAT MEANS IS THAT YOU'VE HAD MORE CATERING REQUESTS.

[01:25:03]

SO THIS IS ACTUALLY TO DO WITH INDIRECT COSTS.

WHEN YOU SEE THE PARENTHESES, IT ACTUALLY MEANS THAT MORE OF THOSE INDIRECT COSTS WILL GO INTO THAT FUND FUND.

13 SO BECAUSE THERE WAS A DEPARTMENT OR A SITE THAT BUDGETED MORE IN THE AREA OF CATERING, THEN THE FUND 13 IS ABLE TO COLLECT THOSE INDIRECT FEES. SO IT'S PERTAINING TO INDIRECT FEES, CORRECT? THANK YOU. DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ON THIS ITEM? ROLL CALL, PLEASE.

MR. MENDOZA.

REVEREND EVANS. HI, MR. DOWNEY. HI, DR.

HASSAN. HI, MRS. GARZA. I MISS ARMSTRONG.

I. THE NEXT AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.5.2.

AND AS THE TRANSFER OF FUNDS 2020 TO 2023 BETWEEN MAJOR CLASSIFICATIONS.

DO I HAVE EMOTION? SO MOVED.

THANK YOU. A SECOND.

SECOND. THANK YOU.

DO YOU HAVE ANY QUESTIONS OR COMMENTS ON THIS ITEM? YES. PRESIDENT ARMSTRONG, MY QUESTION IS ABOUT THE EXPENDITURES OF WHAT WAS NEEDED, WHERE YOU KNOW WHAT WHAT EXPENDITURES ARE WE TALKING ABOUT SPECIFICALLY? IT'S. I'M SORRY.

SO ALL BUDGET TRANSFERS GOING FROM A MAJOR OBJECT TO ANOTHER MAJOR OBJECT.

SO IF YOU SEE HERE, YOU HAVE THE 2000, 3004 THOUSAND AND 5000.

THOSE ARE MAJOR OBJECT CODES.

AND SO, AGAIN, IN THE AREA OF BOOKS AND SUPPLIES AND SERVICES AND OTHER OPERATING EXPENDITURES, MONEY WAS BUDGETED IN THOSE AREAS.

THAT IS NOW BEING BUDGETED INTO THE CLASSIFIED PERSONNEL SERVICES AND EMPLOYEE BENEFITS.

SO EITHER A SITE OR A DEPARTMENT HAS MADE SOME ADJUSTMENTS TO THEIR BUDGETS BEING THAT THEY NEED THOSE SERVICES, THOSE FUNDS TO BE IN THOSE AREAS.

SO THAT'S WHY YOU SEE A TOTAL OF ZERO, BECAUSE YOU'RE NOT INCREASING OR ADDING.

YOU'RE JUST PRETTY MUCH MAKING A WASH BETWEEN THOSE OBJECT CODES, WHICH IS THE SAME THING WITH THE GENERAL FUND RESTRICTED.

YOU HAVE THE FUNDS WHERE MONEY WAS BUDGETED IN BOOKS AND SUPPLIES, BUT NOW IT'S NEEDED IN OTHER SERVICES AND OPERATING.

AND SO AGAIN, IT'S A WASH.

DO YOU KNOW EXACTLY WHAT THOSE OPERATING EXPENDITURES WERE? YES. SO FOR THE GENERAL FUND RESTRICTED, THOSE WERE TRANSFERRED TO PURCHASE TECHNOLOGY RELATED SERVICES FOR CHROMEBOOKS AND FOOD ORDERS FOR MEETINGS.

SO IT TIES UP WITH THAT OTHER ONE.

THAT WAS THE INDIRECT COST THAT WAS GOING INTO FUND 13.

AND FOR YOUR GENERAL FUND EXPENDITURES THAT HAD TO DO TRANSFERRED FOR CLASSIFIED PERSONNEL SALARIES AND EMPLOYEE BENEFITS TO ACCOUNT FOR HEALTH ASSISTANTS AND INSTRUCTIONAL AIDES EXTRA DUTY PAY.

THANK YOU. THAT'S WHAT I WAS LOOKING FOR.

DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ON THIS ITEM? OKAY. ROLL CALL, PLEASE.

MR. MENDOZA, I.

DR. AL-HASSAN, I.

REVEREND EVANS. HI, MR. DOWNEY. HI, MRS. GARCIA. I MISS ARMSTRONG.

I. THE NEXT AGENDA ITEM.

WITH HELL TONIGHT IS.

AGENDA ITEM 8.3.5.5.

A LIMIT TO ANNUAL CONTRACT LISTINGS AND AGREEMENTS FOR 2022 2023 FISCAL YEAR.

DO I HAVE A MOTION? SO MOVED. THANK YOU.

SECOND. SECOND.

THANK YOU.

QUESTIONS OR COMMENTS, PLEASE.

YES. PRESIDENT ARMSTRONG, I HAVE A QUESTION PERTAINING ITEM NUMBER THREE.

JASON HARPER, DBA.

HARPER CONFLICT RESOLUTION LLC.

HAVE WE USED THESE THIS ORGANIZATION AND HOW WHAT IS THEIR.

I DON'T WANT TO. SAY THE WORD RAPE.

BUT WHAT IS THEIR PERCENTAGE, THEIR SUCCESS PERCENTAGE? SO THIS IS MISS CARTER.

THIS IS A NEW VENDOR WE ARE LOOKING TO USE.

THE DISTRICT RECEIVES SPECIALIZED FUNDING THROUGH ALTERNATIVE DISPUTE RESOLUTION.

WE WANT TO BE ABLE TO PROVIDE ADDITIONAL TRAININGS TO OUR STAFF AND PROVIDE ADDITIONAL SUPPORT TO OUR COMMUNITIES AS WE WORK WITH OUR FAMILIES TO RESOLVE IEPS. AND WE'RE SO OUR INTENTION IS TO PROVIDE ADDITIONAL TRAINING TO OUR PROGRAM ADMINISTRATORS.

SO AS THEY GO INTO IEPS, WHERE PARENTS MAY NOT ALWAYS BE IN AGREEMENT INITIALLY TO USE SOME ADDITIONAL STRATEGIES AND APPROACHES TO HELP FIND SOLUTIONS TO IEP SO WE CAN HELP MOVE FORWARD AND AND WORK WITH OUR FAMILIES TO SUPPORT OUR STUDENTS.

[01:30:05]

SO THIS VENDOR SPECIALIZES IN THIS TYPE OF WORK, AND SO THAT'S WHERE WE'RE LOOKING TO USE THEM.

OKAY. AND SO THEY.

DID THEY COME RECOMMENDED BY ANYONE? HOW DO WE HEAR OF THEM? SO AS WE WORK WITH DIFFERENT DISTRICTS AND AND PROVIDE RECOMMENDATIONS FROM DIFFERENT VENDORS THAT HAVE BEEN USED, THIS IS ONE THAT WAS RECOMMENDED.

SO WHAT, YOU HAPPEN TO REMEMBER WHAT SCHOOL DISTRICTS HAVE USED THIS? THAT'S NOT OFF TOP OF MY HEAD.

MISS GARZA, I COULD PROVIDE AN UPDATE FOR THE BOARD WITH THAT INFORMATION.

YEAH, I'M. I'M JUST WONDERING.

SO, YOU KNOW, MY TRAIN, LIKE WHERE MY TRAIN IS GOING? ARE THEY SUCCESSFUL? ARE THEY GETTING PARENTS AND TEACHERS TO USE THESE STRATEGIES? BECAUSE I DON'T WANT US TO JUST THROW THE VERY, YOU KNOW, THE MONEY THAT WE HAVE AT SOMETHING THAT'S NOT GOING TO BE SUCCESSFUL.

SO WHAT WE CAN DO IS WHEN WE LOOK AT THE TRAININGS, WE CAN DO SURVEYS OF OUR EMPLOYEES AND PARENTS TO FIND OUT IF THEY ARE BENEFITING FROM THE INFORMATION BEING SHARED AND IF AFTER UPON SURVEYS, IF WE SEE THAT THE FEEDBACK ISN'T POSITIVE, WE CAN GO AHEAD AND MAKE AN ADJUSTMENTS.

SO THAT'S WHERE RIGHT NOW THESE ARE THE RATES.

AND SO BASED ON THE FEEDBACK, IF WE'RE NOT SEEING THAT WE'RE NOT ACHIEVING THE EXPECTED OUTCOMES, WE CAN GO AHEAD AND NOT PROCEED OR CONTINUE WITH THEM.

BUT HOWEVER, WE WOULD LIKE TO UTILIZE THESE FUNDS THAT ARE SPECIFIC FOR THIS TYPE OF WORK AND USE THIS PARTICULAR VENDOR.

BUT WE CAN, BASED ON THAT INFORMATION, DO SOME SURVEYS OF OUR EMPLOYEES AND STAFF AND PARENTS TO MAKE SURE THAT THEY ARE BENEFITING FROM THE INFORMATION THEY ARE RECEIVING FROM THIS PARTICULAR VENDOR.

THANK YOU. THANK YOU FOR OFFERING TO DO THAT.

THAT'S GREAT.

THAT WAY WE CAN KEEP A PULSE ON WHAT'S WORKING AND WHAT'S NOT WORKING.

AND THANK YOU ALSO FOR FINDING THEM, BECAUSE IT IS SOMETHING AN AREA THAT I KNOW A LOT OF TEACHERS, UM, NEED SOME SUPPORT ON AND YOU KNOW, ESPECIALLY REACHING OUT TO PARENTS AS WELL. SO MY NEXT QUESTION IS PERTAINING ITEM FOUR.

OH, YES. UH, NEW MADISON LLC, DBA, CROSS COUNTRY EDUCATION.

CAN YOU TELL ME A LITTLE BIT MORE ABOUT THEM AS WELL? SO IN THIS PARTICULAR AGENCY, WE'RE CONSTANTLY REACHING OUT TO VARIOUS VENDORS BECAUSE WE STILL HAVE A SHORTAGE IN OUR INSTRUCTIONAL AIDS AND OUR BEHAVIOR ASSISTANCE.

SO FOR OUR CLASSROOMS. SO WE DO HAVE VENDORS CURRENTLY THAT THE BOARD HAS RECOMMENDED, BUT EVEN WITH THE ONES WE HAVE RECOMMENDED, WE STILL NEED MORE.

AND SO THIS IS ANOTHER VENDOR WHO PROVIDES THIS TYPE OF SUPPORT TO SCHOOL DISTRICTS, AND THEY WILL BE PROVIDING US SPECIFICALLY WITH INSTRUCTIONAL AIDS FOR OUR SPECIAL ED CLASSROOMS. OKAY.

AND I'M I DON'T WANT TO ASSUME HERE, BUT DID WE HEAR FROM ABOUT THIS COMPANY FROM OTHER DISTRICTS AS WELL.

SO WE AS PART OF THE WE DO WHENEVER WE DO HAVE NEW AGENCIES, WE DO WE DO MEET WITH THE VENDORS.

WE DO ASK FOR RECOMMENDATIONS AND REFERENCES FROM OTHER DISTRICTS THAT THEY'RE CURRENTLY WORKING WITH.

AND SO AND SO, SO FAR, THE FEEDBACK THAT WE HAVE RECEIVED REGARDING THIS VENDOR HAS BEEN POSITIVE.

BUT JUST LIKE ALL VENDORS, WE GO THROUGH A PROCESS.

WHEN WE HEAR POSITIVE AND OR NEGATIVE FEEDBACK, WE DO TAKE CORRECTIVE ACTION.

AND IF WE HAVE FEEDBACK THAT THEY ARE NOT SUPPORTING OUR STAFF OR STUDENTS, THEN WE TAKE ACTION AND WE DON'T USE THOSE VENDORS.

IN PARTICULAR, WE HAVEN'T HEARD ANY NEGATIVE FEEDBACK REGARDING THIS PARTICULAR VENDOR THAT WOULD CAUSE US TO TAKE A DIFFERENT APPROACH OR ACTION.

THANK YOU. THAT'S VERY INFORMATIVE.

UM, SO I BELIEVE THAT'S IT FOR THAT ONE GOING ON TO.

AND UNDER ADMINISTRATION.

THE FOLLOWING PAGE SAYS E.H.

AND A MANAGEMENT CONSULTING WERE CHANGING THE AMOUNT OF $220 PER HOUR TO 60,000.

AND WE'RE RENEWING THAT CONTRACT AT THIS POINT FOR 2223.

CAN YOU GIVE ME A LITTLE BIT MORE INFORMATION ABOUT THAT, PLEASE? SO THE 220, THAT'S ACTUALLY THEIR HOURLY RATE AND THE 60,000 SAYS THAT THAT'S THE AMOUNT THAT WE WOULD BE ABLE TO USE WITH THEM FOR THE WHOLE YEAR.

IT DOESN'T MEAN THAT THAT'S WHAT WE'RE GOING TO USE, BUT THAT'S THE AMOUNT THAT WOULD ALLOW US TO.

IF YOU RECALL, THIS WAS SOMETHING WE STARTED TOWARDS THE END OF LAST YEAR IN 21, 22.

AND SO IT LAST YEAR AT THE END, IN 21, 22, WE LOOKED AT 20,000.

HOWEVER, THIS YEAR THEY'RE PLANNING TO WORK WITH US FOR THE WHOLE YEAR AND SUPPORTING US WITH OUR FACILITIES MASTER PLAN AS WELL AS SOME TRAINING.

SO BECAUSE WE STARTED THEM LATE IN MARCH, THIS IS ESTIMATED TO BE THE COST FOR THE WHOLE YEAR.

I HAVE SOME CONCERNS ABOUT THAT BECAUSE THE LAST TIME, IF I'M REMEMBERING CORRECTLY, THIS IS THE FIRM THAT WE HIRED TO GIVE US.

[01:35:01]

THE INFORMATION FEEDBACK ON OUR FACILITIES AND.

AND WHAT? YEAH.

OUR MASTER PLAN, CORRECT? THAT IS CORRECT. AND THEY WERE ALSO THE SAME FIRM THAT DID NOT GET US THAT INFORMATION CORRECTLY.

CORRECT. THEY'RE UPDATING SOME OF THAT INFORMATION TO PROVIDE YOU A PRESENTATION WITH EVERYTHING THAT WAS REQUESTED.

SO THEY ARE ASKING US FOR MORE MONEY TO GIVE US THE CORRECT INFORMATION THAT THEY SHOULD HAVE PROVIDED THE FIRST TIME.

WELL, AGAIN, WHEN THEY STARTED WITH US, THAT WAS FOR LAST YEAR, FOR THE END OF LAST YEAR.

SO WE DIDN'T AND LAST MONTH WE BROUGHT IT WITH THE 220 AND THERE WAS A REQUEST TO GIVE AN ACTUAL AMOUNT OF HOW MUCH WE WOULD WANT IT FOR.

AND SO THAT'S WHAT THIS IS.

SO HOW ARE WE GOING TO KEEP THEM ACCOUNTABLE? WELL, WE'RE GOING TO ASK THEM FOR AN ACTUAL PRESENTATION.

AND AS A MATTER OF FACT, I WANT TO BRING IT FOR THE BOARD ON NOVEMBER IN TERMS OF PRESENTING WHAT THEY HAVE UPDATED BASED ON ALL THE FEEDBACK THAT THEY RECEIVED, AS WELL AS THE INITIAL STEPS THAT THEY HAVE TAKEN.

THEY HAVE VISITED ALL OF OUR SITES AND HAVE GIVEN SOME INPUT.

THEY'RE JUST PUTTING IT ALL TOGETHER.

BY WHEN DO WE NEED TO RENEW THIS CONTRACT IF WE WISH TO GO FURTHER WITH THEM? WE WOULDN'T. WE WOULD NEED TO RENEW IT NOW.

NO. THAT DOESN'T GIVE US VERY MUCH TIME, BECAUSE MY REQUEST WOULD HAVE BEEN TO RECEIVE THE INFORMATION FOR THE PRESENTATION AND THEN RENEW THEIR CONTRACT, SEEING HOW THEY PIVOTED AND ARE NOW ADDRESSING OUR NEEDS AS IT IS. IF IT'S ON HERE RIGHT NOW, THAT DOESN'T ALLOW US ANY TIME AS BOARD MEMBERS TO REALLY LIKE.

KEEP THEM ACCOUNTABLE AND SEE IF WE WANT TO CONTINUE TO RENEW THEIR CONTRACT, BECAUSE I, I REALLY WOULD RATHER JUST PULL THIS ONE HERE AND APPROVE EVERYTHING ELSE.

MAI MAI. MAI MAI INTERJECT.

BOARD MEMBER YES, PLEASE.

SO MY UNDERSTANDING IS BASED ON THE INFORMATION THAT ALSO MR. BUFFINGTON PROVIDED, IS THAT THIS IS A HIGHLY.

RECOMMENDED A FIRM THAT DOES WORK WITH OTHER SCHOOL DISTRICTS IN REGARDS TO FACILITIES MANAGEMENT AND UPGRADE.

AND MY UNDERSTANDING WAS HE WAS MISINFORMED WHEN HE GAVE HIS PRESENTATION IN REGARDS TO HE HADN'T BEEN WORKING DIRECTLY.

PLEASE CORRECT ME IF I'M WRONG, SALIMA AND MR. BUFFINGTON. SO MY UNDERSTANDING AND I'M JUST PROCESSING AS YOU'RE AS YOU'RE SPEAKING, IS THAT WE ARE GOING TO BE LOOKING AT OUR WHOLE FACILITIES THROUGHOUT THE DISTRICT.

AND THEY WOULD THEN BE COMING.

WHAT THEY GAVE US WAS JUST A SUMMARY OF THE THINGS THAT THEY WOULD BE LOOKING AT.

SO THIS NEXT PRESENTATION WOULD BE MORE DETAILED IN HOW EACH SITE IS GOING TO BE LOOKED AT AND ASSESSED IN REGARDS TO WHAT SPECIFIC FACILITIES BASED ON THE PRIORITIES THAT WE IDENTIFIED, WHICH BASICALLY WE WERE LOOKING AT MAINTAINING THAT FIRST BATHROOMS FOR ALL OUR STUDENTS TO MAKE SURE THEY HAD BATHROOMS TO USE AS AN EXAMPLE, AND THEN GO ON DOWN AS FAR AS A PRIORITY LIST.

SO. AT THIS POINT, ONCE WE APPROVE IT, ANYTHING ON THE CONTRACT THAT WE APPROVE ON THIS LISTING CAN ALSO BE REMOVED AT ANY POINT IN TIME.

SO. IT'S NOT SOMETHING THAT WE'RE LOCKED INTO IS WHAT I'M TRYING TO EXPLAIN TO YOU.

AM I CORRECT? THAT IS CORRECT.

AND ALSO PART OF THAT, GOING BACK TO WHY YOU SEE THE SCRATCH OUT ON THE 220, IT WAS A CONCERN WHEN IT WAS BROUGHT LAST MONTH IN REGARDS TO JUST PUTTING THE HOURLY RATE WITHOUT AN AMOUNT.

SO THAT'S WHY THE CORRECTION AND AGAIN, ESTIMATING IN TERMS OF THE SERVICES THAT THEY'RE GOING TO BE PROVIDING, THAT IS WHAT THAT AMOUNT WOULD BE.

BUT WE'RE STILL OWED A PRESENTATION.

CORRECT. AND YOU WILL BE GETTING THAT.

OKAY, SO EXTEND THE FAITH AGAIN.

THANK YOU FOR THAT.

NOW UNDER THE CHANGE ORDER.

FOR TWO H CONSTRUCTION INC.

I DID HAVE A QUESTION AGAIN.

THE INCREASE OF AMOUNT.

THIS IS A STEAM BUILDING.

BUT I BELIEVE YOU'VE ADDRESSED THAT QUESTION.

JUST TO CONFIRM, YOU'RE SAYING THAT NOW THEY'RE ASKING FOR AN ADDITIONAL AMOUNT.

THIS IS WHAT I WANT TO SAY.

IF I HAVEN'T LOST COUNT, THE FOURTH, FIFTH TIME THAT THEY COME TO US ASKING FOR AN INCREASE FOR THE STEAM BUILDING.

THIS IS ACTUALLY CHANGE ORDER NUMBER 12.

[01:40:02]

THROUGHOUT THE WHOLE PROJECT, SOME OF THEM HAVE HAD CREDITS AND SOME OF THEM HAVE BEEN INCREASES.

IN THIS ONE, IT IS A BREAKDOWN OF ALL OF THE DIFFERENT ITEMS AND THESE ARE ALL ADDITIONAL COSTS, BUT THIS IS NUMBER 12 FOR THE CHANGE ORDER.

AND SO THAT'S THE NEW AMOUNT FROM WHEN THE PROJECT STARTED.

SO. THIS IS WHAT IT'S CURRENTLY COME TO LIKE.

THIS IS THE TOTAL AS OF NOW, CORRECT? UM. AND YOU SAID JUST TO CONFIRM THAT THE CHANGE WAS BECAUSE OF.

I'M SORRY. SAY. SAY IT AGAIN.

THE. IT WAS BECAUSE OF SUPPLY DEMAND ISSUES OR SUPPLY CHAIN ISSUES.

THERE HAVE BEEN SOME SUPPLY CHAIN ISSUES.

THE BIGGEST COST IN THIS ONE IS ACTUALLY THE CONCRETE.

AND IF THAT ONE WAS IN REGARDS TO REPLACING THE SOUTH DRIVEWAY.

SO THERE WAS WHERE THE PARKING LOT AND THAT WAS ACTUALLY NOT ORIGINALLY PART OF THE SCOPE.

BUT HOWEVER, WE BECAUSE WE ARE ALREADY IN CONSTRUCTION, WE ARE MAKING A RECOMMENDATION TO MOVE FORWARD WITH THAT CONCRETE BECAUSE IT WOULD MAKE NO SENSE THAT RIGHT NOW, SINCE WE ARE IN CONSTRUCTION IN THAT AREA, IT HAS BEEN DEMOLISHED AND IT NEEDS NEW CONCRETE TO NOT ADDRESS THOSE CONCRETE NEEDS BECAUSE AT SOME POINT WE WOULD HAVE TO.

AND SINCE WE ALREADY HAVE CONSTRUCTION GOING ON, WE WANT TO TAKE ADVANTAGE OF THAT TO TAKE TO PUT THAT IN PLACE.

BUT THAT'S THE WHOLE SOUTH DRIVEWAY AREA OF MAYFAIR, AND THAT WASN'T ORIGINALLY PART OF THE SCOPE OF THE WORK.

OKAY. OKAY.

NOW I KNOW. I UNDERSTAND.

THANK YOU. YOU'RE WELCOME.

NO FURTHER QUESTIONS.

THANK YOU. VERY GOOD.

DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? EVERYBODY UNDERSTAND.

I'D LIKE TO MAKE ONE COMMENT REGARDING EACH AND THE GENTLEMAN WHO MADE THAT PRESENTATION TO US WAS NOT THE GENTLEMAN WHO WAS KNOWLEDGEABLE OF THE WHOLE PROJECT THAT WAS GOING TO GO FORWARD FOR US.

HE WAS BASICALLY AN OFFICE MANAGER AND.

TRYING TO SPEAK, ENGINEERING SPEAK.

HE WAS TOTALLY OUT OF HIS ELEMENT.

SO JUST TO CLARIFY, WE HAD SOMEONE WHO DIDN'T KNOW WHAT HE WAS TALKING ABOUT.

OKAY. OKAY.

CAN I HAVE A ROLL CALL ON THIS ITEM? MR. MENDOZA.

HI, DR.

AL-HASSAN. REVEREND EVANS.

HI, MRS. GARZA. I, MR. DOWNEY. I.

MISS ARMSTRONG. I.

OKAY. OKAY.

THE NEXT ITEM, THE NEXT AGENDA ITEM WITHHELD TONIGHT IS AGENDA ITEM 8.3.6.1.

THE APPROVAL OF BOARD BY LAW 9323.

MEETING CONDUCT.

DO I HAVE A RIGHT TO HAVE A SUBSTITUTE? MOTION, PLEASE. I RECOMMEND THAT WE.

APPROVE OR.

I RECOMMEND THAT WE HAVE A SECOND READING.

SO WE FIRST NEED A FIRST EMOTION TO BE ABLE TO TALK ABOUT IT.

YEAH. BUT DO I HAVE EMOTION? SO MOVED.

AND CAN I HAVE A SECOND? SECOND. THANK YOU.

NOW, DO WE HAVE ANY QUESTIONS OR COMMENTS? I WOULD ACTUALLY LIKE TO START US OFF HERE.

UM, AND I THINK, UH, MISS GARZA WAS GOING TO DELVE INTO KIND OF ALTERING THIS POLICY, BUT I JUST WANTED TO GIVE SOME REASONING AS TO MY DISAGREEMENTS WITH THE 930 STOP TIME. WHICH PART OF MY REASONING KIND OF ECHOES WHAT ONE OF THE PUBLIC COMMENTERS SAID TODAY? BUT THERE'S TWO PRIMARY THINGS I WANT TO TALK ABOUT WHEN IT COMES TO THIS.

SO FIRST AND FOREMOST, THAT THE LATE NIGHT MEETING THAT WE HAD WAS.

WAS NOT ACCEPTABLE.

THAT WAS A BURDEN ON OUR STAFF ON EACH OTHER.

I HAD TO DO HOMEWORK AFTER THAT AND AND FOR OUR MEMBERS OF THE PUBLIC.

HOWEVER, I DO NOT THINK THAT 930 IS THE SOLUTION THAT WE'RE LOOKING FOR, BECAUSE IF WE'RE STARTING MEETINGS AT 730 AND SOMETIMES THE BOARD SPENDS LONGER THAN IT SAYS IT WILL IN CLOSE SESSION, WE COME OUT LATER.

THAT JUST MEANS MORE DATES ON FAMILIES CALENDARS.

THAT'S MORE MEETINGS.

IF ANYTHING, THE MORE MEETINGS WE HAVE, THE LESS ENCOURAGED PEOPLE WILL HAVE TO COME.

I MEAN, IT JUST I FEEL IT'S THE LACK OF RESPECT TO OUR COMMUNITY.

IF WE'RE INVITING THEM TO COME ON OVER TO A BOARD MEETING AND THEY'RE HOPING THAT THEY GET THE CHANCE TO SPEAK, BUT THEY HAVE TO WAIT TWO OR THREE MORE MEETINGS WHILE WE HAVE KIND OF, IN MY MY OPINION, KIND OF POINTLESS CONVERSATION SOMETIMES.

[01:45:01]

AND THIS IS WHERE I GET INTO.

MY RECOMMENDATIONS FOR ALTERNATIVES.

FOR ADDRESSING THIS ISSUE.

FIRST AND FOREMOST, THE WAY THESE BOARD MEETINGS ARE CONDUCTED AND I CAN SAY THIS AS A STUDENT.

AH, THE STANDARD OF PROFESSIONALISM JUST ISN'T THERE.

AND I THINK WE SAW A LITTLE BIT OF THAT AT THIS MEETING EARLIER TODAY.

I MEAN, ON BOTH PARTIES WE HAVE PEOPLE ON THE DAIS WHO MAKE COMMENTS TO PROBABLY WE SHOULD NOT BE MAKING AND WE HAVE PEOPLE IN THE AUDIENCE WHO ARE SPEAKING OUT WHEN WE'RE REALLY TRYING TO GET WORK DONE HERE.

AND I THINK WE NEED TO MAKE SURE OUR MEETINGS ARE EFFICIENT, WE MAKE SURE THEY'RE EFFECTIVE, AND THEY HAVE TO RESPECT THE TIME AND ENERGY OF EVERYONE IN THIS ROOM, OF STAFF, OF US BOARD MEMBERS AND OF THE MEMBERS OF THE PUBLIC.

SO I JOTTED DOWN SOME NOTES HERE.

AS A BOARD, WE NEED TO BECOME MORE COMFORTABLE INTERRUPTING EACH OTHER IF WE FEEL WE'RE KIND OF PIGGYBACKING OFF OF EACH OTHER'S IDEAS TOO MUCH AND JUST KIND OF REPEATING THINGS.

WE WE NEED TO ADDRESS THAT.

WE NEED TO BE ABLE TO TO SAY, OKAY, I THINK WE NEED TO MOVE ON FROM THIS TOPIC.

SOMETIMES DISCUSSIONS DRAG OUT TOO LONG AND SOMETIMES WE'RE KIND OF PETTY WITH EACH OTHER AND WE SAY THINGS THAT I THINK I MEAN, EVEN STUDENTS CAN RECOGNIZE IT'S JUST IMMATURE.

THAT HAPPENED IN THIS BOARDROOM.

AND NOW ALSO, HERE'S WHERE I KIND OF TREAD INTO SOME MURKY WATERS, BECAUSE I'M NOT SURE I AM I AM KIND OF NEW HERE STILL.

SO I DON'T KNOW HOW POSSIBLE IT IS TO JUST START MEETING JUST AN HOUR EARLIER.

AND I KNOW THE CONCERN IS WORKING FAMILIES, BUT IF THERE'S THIS THIS SWEET SPOT, EVEN IF IT'S BY A HALF HOUR OR AN HOUR, HOWEVER, WE CAN BUY OURSELVES A LITTLE MORE TIME FOR THESE MEETINGS SO THEY DON'T GO AS LATE.

ALSO LIKE TO REMIND BOARD MEMBERS TO DO THEIR HOMEWORK BEFORE THEY COME TO BOARD MEETINGS.

SOME QUESTIONS THAT ARE ASKED WE HAD THE ANSWERS TO IN OUR BOARD GAMES.

AND I UNDERSTAND THE POINT OF SAYING OF ASKING THESE QUESTIONS HERE AT A BOARD MEETING IN FRONT OF A CAMERA IS SO THE MEMBERS OF THE PUBLIC ARE IN THE LOOP.

AND I ABSOLUTELY GET THAT.

BUT I FEEL THERE ARE BETTER WAYS TO COMMUNICATE TO YOUR CONSTITUENTS A POINT YOU REALLY WANT TO, YOU KNOW, TO BE HIT ON ASKING THEM. IT JUST SLOWS THE BOARD, IT SLOWS BOARD MEETINGS.

IT'S UNNECESSARY.

AND IT JUST IT IT LOSES OUR WE LOSE ENERGY WHEN THAT HAPPENS.

THIS IS SOMETHING ACTUALLY SOMEONE IN THE A COMMENTATOR EARLIER TODAY SAID.

BUT AGAIN, I'M NOT SURE ABOUT THE LEGALITY OF THIS OR THE PROBABILITY OF THIS, BUT NON AGENDA ITEMS, TO MY UNDERSTANDING, THEY DON'T IMPACT OUR BOARD MEETINGS AT ALL.

THERE ARE SOME THINGS THAT ARE JUST KIND OF ADDED WHILE THE BOARD'S HERE AND THEN WE HEAR THEM OUT.

SO I SEE NO REASON WHY THEY CAN'T BE AT THE START OF THE MEETING.

THAT'S SOMETHING I THOUGHT ABOUT SINCE DAY ONE WHEN I GOT HERE, I WAS LIKE, OH WOW, THOSE ARE ALL THE WAY AT THE END.

AND I WAS TALKING TO STUDENTS AND STUDENTS SAID, HEY, I SHOULD COME TO A BOARD MEETING.

I TOLD THEM, WELL, YOU'RE GONNA HAVE TO WAIT A FEW HOURS BECAUSE THEY GO ON PRETTY LONG.

I SEE NO REASON WHY THEY CAN'T BE AT THE START OF MEETINGS.

BUT ANOTHER ALTERNATIVE IS IF WE'RE ABSOLUTELY, YOU KNOW, CONCERNED ABOUT, YOU KNOW, OUR DECISION MAKING ABILITY AS A BOARD.

IF BOARD MEETINGS GO ON TOO LONG, THEN INSTEAD OF SAYING 930, WHY DON'T WE SAY LIKE 3 HOURS AND A HALF? AND AGAIN, I'M STILL OPPOSED TO EVEN PUTTING LIMITATIONS ON BOARD MEETINGS LIKE THAT, BUT JUST JUST NOT 930, THAT FEELS A LITTLE ODD.

AND THEN, YEAH, I JUST THINK THERE WE NEED TO BE MAKING OUR MEETINGS MORE EFFICIENT IF WE DO THIS.

930 THE STOP TIME, IT'S.

I DON'T KNOW. IT'S JUST GOING TO ENABLE US TO MAKE MORE PETTY COMMENTS AND FOR MORE OF THIS PRODUCTIVITY THAT WE HAVE GOING ON RIGHT NOW.

SO I THINK WE NEED TO BE LOOKING AT OTHER ALTERNATIVES.

AND I KNOW THIS KIND OF TREADS INTO ANOTHER ITEM, ANOTHER POLICY WE'RE LOOKING AT THEN ARE OUR ETHICS BYLAW JUST KIND OF HAVE A COMMENT ABOUT ACCOUNTABLE TALK AND MAKING SURE WE'RE MAKING USE OF THE PUBLIC'S TIME AND OF EACH OTHER'S TIME AT THESE BOARD MEETINGS.

I THINK THAT'S A PRIORITY FOR US.

SO I'D LIKE TO POSE THAT TO THE BOARD.

930 I APPRECIATE WHAT WHAT WAS TRYING TO BE DONE HERE, AND I APPRECIATE THE CONSIDERATION FOR EVERYONE HERE, BUT I FEEL LIKE THERE ARE BETTER WAYS TO CONSIDER PEOPLE'S TIME AND ENERGY HERE. SO I APPRECIATE THAT, CHRIS.

AND THAT'S WHY WE JUST PUT OUT THAT 930 SO THAT WE COULD HAVE THAT DISCUSSION.

MAYBE WE COULD EVEN START OUR OPEN SESSION EARLIER, LIKE MAYBE WE CAN START IT AT 7:00 OR.

OR EVEN WELL, WE'RE HERE DISCUSSING IT RIGHT NOW.

AND THEN. AND THEN.

AND THEN MAYBE ENDING, WHAT, AT NINE INSTEAD OF 930? OR WOULD YOU LIKE TO GO TO TEN? NO. WELL, THE REASON THE REASON I'M ONE OF THE MAIN REASONS.

AND I HAD INTERJECTED THIS AND I BROUGHT THIS UP TO THE BOARD BECAUSE I FELT THAT STAFF WAS HERE WORKING OVER 16 HOUR DAY FOR THAT DAY.

AND THERE WAS MANY TIMES THAT WE COULD HAVE REALLY CONDENSED THAT MEETING.

WE WERE HERE UNNECESSARILY AND THEN WE STAYED TILL MIDNIGHT AGAIN TILL CLOSE SESSION.

I HAD TO LEAVE.

I WAS IN EXCRUCIATING PAIN.

I HAVE TWO HARRINGTON RODS IN MY BACK AND I CANNOT SIT MORE THAN 3 HOURS.

SO IF WE NEED TO MAKE THIS A LEGAL ISSUE, I CAN MAKE IT AN ADA REQUEST BECAUSE THAT IS MY RIGHT AS A PERSON WORKING

[01:50:08]

ON THIS BOARD THAT I HAVE MY ACCOMMODATIONS MET TO ADJUST MY PAIN.

SO WE NEED TO.

AND YOU'RE YOU'RE EXACTLY RIGHT.

RIGHT ON TARGET.

WE CAN BE CONCISE.

WE CAN STILL ADDRESS ISSUES TO THE PUBLIC WITH QUESTIONS.

IT DOESN'T HAVE TO BE DRAGGED ON.

AND QUESTIONS CAN BE CONCISE AND TO THE POINT BASED ON RESEARCH AND BOARD MEMBERS HAVE ACCESS TO RESEARCH WITH OUR STAFF, WITH COUNSEL ON ANY ISSUE THAT THEY NEED TO HAVE CLARIFICATION ON.

THEY CAN THEN BRING THAT BACK TO THE TO THE BOARD AND TO THE PUBLIC AND CLARIFY IT.

SO I TOTALLY AGREE WITH YOU, CHRISTOPHER.

AND I THINK, YOU KNOW, YOU AS A STUDENT, YOU HAVE EVERY RIGHT AS IN BRINGING THIS AS IMPORTANT AS WE WANT TO MAKE SURE ALL OUR STUDENTS HAVE AN OPPORTUNITY, ESPECIALLY YOU BEING HERE, IF THEY WANT TO COME AND SPEAK.

I TOTALLY AGREE.

IF WE MOVE THE NON AGENDA ITEMS TO THE VERY TOP, I DON'T SEE A PROBLEM WITH THAT.

AS A MATTER OF FACT, IN MY COMMISSION ON PUBLIC SOCIAL SERVICES WITH THE COUNTY, WE DO THAT.

SO THAT'S A GREAT SUGGESTION.

BUT I ALSO TALKED TO COUNCIL AND NO BOARD MEETINGS SHOULD GO AFTER 10:00.

THAT WAS RIDICULOUS.

SO I AM AWARE OF THIS SENSITIVITIES WITH YOU BEING HERE LONGER.

BUT I DO WANT TO REMIND MY COLLEAGUES THAT WE ARE ELECTED FOR OUR MEMBERS AND WE REPRESENT THE VOICES OF THE PEOPLE WHO ELECTED US.

SO IF OUR MEETINGS NEED TO GO FURTHER THAN NINE OR 930, THEN THAT'S WHAT WE HAVE TO DO TO DO THE BOARD'S BUSINESS.

I DON'T WANT TO BE HERE.

I DON'T THINK ANY OF US WANT US TO BE HERE AFTER THAT TIME.

BUT. PLACING A TIME LIMIT IS LIKE RESTRAINING THE VOICE OF THE PEOPLE.

OKAY. SO I DON'T AGREE WITH PLACING ENTITLEMENT AT ALL.

I'M SORRY. I DO NOT AGREE WITH PLACING A TIME LIMIT.

ON BOARD MEETINGS.

I DON'T BELIEVE THAT THERE IS A TIME LIMIT FOR ANY OTHER BOARDS AROUND IN OUR NEIGHBORING DISTRICTS.

I KNOW THAT. SO I KNOW THAT A LOT OF MEETINGS GO ABOUT MAYBE 12:00, AND THAT'S NOT WHAT I'M SUGGESTING.

PLEASE DON'T MISINTERPRET ME.

BUT I DO FEEL THAT IF WE NEED TO DO THE PEOPLE'S BUSINESS TO CONTINUE TO RUN OUR DISTRICT, THEN THAT'S.

I'M SORRY. I'M HERE WITH YOU.

I HAVE KIDS.

I HAVE WORKED TOMORROW.

I STILL HAVE OTHER OBLIGATIONS, YOU KNOW, BUT THAT'S WHAT NEEDS TO BE DONE.

YOU CAN BE EFFECTIVE.

YOU DON'T HAVE. YES, YOU DON'T.

I MEAN, YOU DON'T HAVE TO NEED 5 HOURS TO BE EFFECTIVE AS A BOARD MEMBER AND ADDRESS THE ISSUES OF THE PUBLIC.

SO. SO ALL THE ITEMS AND EVERY ISSUE THAT WE DISCUSS, IF THERE'S ANYTHING ON THE TABLE THAT WE DID NOT FINISH AND NEEDS TO BE ADDRESSED, WE CAN AGENDA IT FOR THE NEXT BOARD MEETING.

SO BUT YOU ALSO HAVE ON HERE THE MEETING SHALL BE EXTENDED NO MORE THAN ONCE AND SUBSEQUENTLY MAY BE ADJOURNED TO A LATER DATE.

SO IF WE NEED TO GO BEYOND THE ONE MORE, BECAUSE IT'S A MEETING THAT WE HAVE TO STILL CONTINUE ON, THIS IS LIMITING US. SO.

THAT'S MY COMMENT.

THAT'S MY RECOMMENDATION ON THIS.

I ALSO WANT TO AGREE WITH MY FELLOW COLLEAGUE ABOUT, YOU KNOW, GOING AHEAD AND PLACING THE CONSENT, THE NON AGENDA ITEMS, SORRY, NON AGENDA ITEMS AT THE BEGINNING.

I COMPLETELY AGREE THAT THOSE COULD BE PLACED AT THE BEGINNING.

SO I THINK THAT ON THAT NOTE, WE DO HAVE CONSENSUS AT THIS POINT.

SO WHAT I FEEL IS TRICKY HERE IS BECAUSE OF THE POINT THAT DR.

HUSTON AND MR. DOWNING INTRODUCED IS THAT THEY DO HAVE HEALTH REQUIREMENTS.

AND I AM ALL FOR THE TRANSPARENCY THAT, YOU KNOW, HAVING BOARD MEETINGS IN ONE SITTING BRINGS.

SO I THINK RIGHT NOW WE HAVE TO FIND AS A BOARD, IT'S TIME TO TALK ABOUT HOW DO WE ACCOMMODATE FOR TWO OF OUR BOARD MEMBERS.

THEY'RE JUST AS IMPORTANT IN BEING HERE.

SO HOW DO WE MAKE SURE WE'RE BEING BOTH RESPECTFUL TO THEM AND ACCOMMODATING THEIR NEEDS AND ALSO THE NEEDS OF OUR OF OUR CONSTITUENTS? SO THIS IS WHERE I WANT TO INVITE SOME SOME CONVERSATION.

CHRISTOPHER, FIRST, I WANT TO THANK YOU VERY MUCH FOR YOUR COMMENTS.

VERY ON POINT, BELIEVE ME.

AS FAR AS ENDING TIME.

IT SEEMS TO BE 10:00 WOULD BE REASONABLE IF WE STARTED AT SIX INSTEAD OF 630 OR 730 THAT WE'RE DOING CURRENTLY.

[01:55:02]

SORRY. CAN YOU HEAR ME? SO I'M SUGGESTING THAT WE WE DO HAVE A TIME LIMIT OF SORTS AT THE END.

3 HOURS.

I'M WITH DR.

ALHASSAN. IT IS EXCRUCIATING TO SIT HERE THAT LONG.

I WAS AT A LUNCHEON TODAY.

IT WAS ONLY 2 HOURS, AND I GOT HOME AND I LAY DOWN FOR 4 HOURS.

SO THESE ARE THINGS THAT I KNOW THAT DON'T CONCERN YOU, BUT AT THE SAME TIME, WE DO HAVE HEALTH ISSUES.

IT IS IT IS A PAIN.

NOT JUST IN THE REAR, BUT IT'S A PAIN.

BUT STARTING TIME WOULD BE MORE.

I THINK, APPROPRIATE CHANGE THAT.

AND DURING THAT PERIOD OF 3 TO 4 HOURS, WE TAKE A HALF HOUR OR 20 MINUTE BREAK.

THOSE HEALTH ISSUES CAN BE ACCOMMODATED BY JUST GETTING UP AND WALKING AROUND.

SO THEN WOULD IT BE PROBABLY A GOOD IDEA TO TRY AND INSTILL SOME, YOU KNOW, HAVE SOME BREAKS IN THESE BOARD MEETINGS? I MEAN, THEY KIND OF AGAIN, THEY KIND OF DRAW IT OUT, BUT MAYBE THEY SERVE AS A SOLUTION.

IT COULD IT COULD BE KIND OF A I DON'T WANT TO SAY COMPROMISE BECAUSE YOUR GUY'S NEEDS SHOULD BE MET ENTIRELY.

YEAH. I'VE ASKED FOR HEALTH BREAKS IN THE PAST.

I DON'T LIKE TO DO IT, BUT I DO ASK FOR HEALTH RATES.

I'LL ASK THE PRESIDENT, CAN WE TAKE A HEALTH BREAK? SO WE'LL TAKE TEN, 15 MINUTES AND THAT TAKES CARE OF IT.

OKAY. SO HAVING A TIME LIMIT? MAYBE, MAYBE NOT THE SOLUTION, BUT MAYBE STARTING EARLIER.

OKAY. TIME.

TIME LIMITS MAKE YOU ACCOUNTABLE FOR CLEARING THINGS AT A SPECIFIC TIME WHEN YOU HAVE AN AGENDA.

WE LOOK AT THE TIMES AND YOU FOLLOW THE AGENDA AND WE SAY, OKAY, 2:00.

WE HAVEN'T DONE THAT YET.

LET'S MOVE FORWARD. LET'S TRY TO GET TO TO THAT POINT.

I THINK. TIME MANAGEMENT IS A IS VERY IMPORTANT IN RUNNING BOARD MEETINGS AND WE HAVE NOT DONE A GOOD JOB AT THAT.

AS CHRISTOPHER HAD MENTIONED, AND REVIEWING THE BOARD BOOK THE BOARD GRAHAM AND UNDERSTANDING WHAT WHAT IT IS BEFORE.

IF YOU HAVE QUESTIONS, WE AS BOARD MEMBERS, WE CAN CONTACT STAFF, YOU CAN CONTACT THE ATTORNEY, WE CAN TALK TO EACH OTHER ONE ON ONE.

AND WE. AND WE'VE DONE THAT.

YEAH, I'VE DONE IT WITH BENITA, WITH SUE, WITH MYRA, WITH THOMAS.

SO IT'S SOMETHING I'VE DONE WHEN I'M NOT SURE ABOUT SOMETHING.

IT'S LIKE TONIGHT. I WAS READING THIS BOOK AGAIN FOR THE THIRD TIME.

I WAS GOING THROUGH THE BOARD BOOK THREE TIMES, SO I UNDERSTAND WHAT THE ISSUES ARE.

AND I BELIEVE THAT COMES ACROSS TO THE PUBLIC.

I UNDERSTAND WHAT'S GOING ON.

WE HAVE TOO MANY COMMENTS WHERE IT LOOKS LIKE WE DON'T KNOW WHAT'S GOING ON.

AND IS FOR SELF AGGRANDIZEMENT.

I DON'T KNOW, BUT IT DRIVES ME CRAZY BECAUSE IT'S TOTALLY UNNECESSARY AND YOU POINT IT OUT VERY, VERY CLEARLY.

AND AGAIN, I THANK YOU FOR POINTING THAT OUT.

THANK YOU. SO I'M SORRY.

GO AHEAD, CHRIS. I'VE SPOKEN ENOUGH.

I'LL LET YOU GO. WELL.

WELL, YOU KNOW HOW I.

SO SO MOVING FORWARD AND WE'RE TALKING ABOUT TIMES IF WE WERE TO MOVE OUR CLOSED SESSION. EARLIER.

HOW WHAT WOULD THAT LOOK LIKE? LIKE MAYBE 5:00? WOULD THAT BE DOABLE SO WE CAN HAVE A 5:00 CLOSED SESSION? AND USUALLY THAT DEPENDING ON WHAT HAPPENS THERE, WE CAN GO FROM.

LIKE MAYBE 630.

FOR A CLOSED SESSION IS THAT I'M JUST I'M THROWING THIS OUT AND THEN WE CAN ACTUALLY START OUR MEETING.

AT WHAT? WE COULD START AN OPEN SESSION AT 630, SO WE CAN START OPEN SESSION AT 630 AND WE COULD BE FINISHED AT 930.

WHAT DO YOU THINK? AND, YOU KNOW, I.

I WANT TO I UNDERSTAND ALL I'M LISTENING TO YOU GUYS AND MY COLLEAGUES AND I UNDERSTAND OUR DIFFERENT POSITION AND NEEDS, OF COURSE.

BUT I'M THINKING THAT OUR REGULAR MEETINGS IS ONLY ONE SUMMIT.

IT'S NOT EVERY EVERY WEEK OR EVERY THURSDAY.

SO, HOWEVER, HOWEVER, I UNDERSTAND THE DIFFERENT HEALTH SITUATIONS AND WE NEED TO TAKE CARE OF THAT.

BUT AT THE SAME TIME, WE NEED TO FIGURE IT OUT LIKE WE ARE DOING RIGHT NOW.

WE NEED TO FIGURE OUT HOW WE CAN EXTEND THE TIME OR BE.

[02:00:05]

WE ARE GOOD ADMINISTRATORS AND THE TIME AT THE SAME TIME.

AND IF IF WE NEED TO GO BEYOND THAT TIME, LET'S LET'S DO IT.

IF IT'S IMPORTANT.

I THINK THAT EVERYTHING IS IMPORTANT AND WE NEED TO MOVE.

WE NEED TO MOVE BEYOND THAT TIME.

BUT MY MY REFLECTION IS THAT AT THE SAME TIME, WE NEED TO MAKE AN EFFORT IS THIS IS NOT EVERY WEEK IS ONCE A MONTH. AND I THINK THAT EVERYBODY NEED TO AGREE IN ONE POSITION.

AND I HOPE THAT TONIGHT WE WE HAVE AN AGREEMENT ABOUT THIS TIME.

SO I DO I DO THINK IT WOULD BE A GOOD IDEA TO INTRODUCE BREAKS THEN.

UM, AND I WONDER WHAT THAT WOULD LOOK LIKE.

BUT YOU GUYS HAVE BEEN HERE LONGER, SO I THINK I'LL LEAVE THAT TO YOU GUYS TO DETERMINE.

WELL, FIRST, LET'S LET'S LET'S AGREE ON OUR START TIMES AND THEN WE CAN TALK ABOUT BREAKS ONCE WE SET THE TIME.

AND BEFORE WE DO THAT, AN ONLY OTHER SOLUTION AND I DON'T KNOW IF YOU GUYS WOULD LIKE TO DO THAT.

THIS IS.

HAVE TWO MEETINGS A MONTH.

HOW WOULD YOU GUYS LIKE THAT? I MEAN, THAT WOULD BE A LOT OF WORK ON NEW STAFF WOULD PROBABLY BE LIKE GOING CRAZY.

I'M SURPRISED THEY'RE STILL SITTING IN THEIR SEAT AFTER I SAID TWO TIMES A MONTH.

BUT SINCE SINCE I'M HEARING WE'RE HERE ONLY I'M HEARING WE'RE ONLY HERE ONCE A MONTH.

ONCE A MONTH. SO ONCE A MONTH.

LET'S STAY HERE 6 HOURS.

THAT'S THAT'S HOW I FEEL WHEN YOU SAY WE'RE HERE ONCE A MONTH.

YEAH, SO? SO COULD WE.

SO, ARE WE STILL GOOD WITH ONCE A MONTH? HOW IS 5:00? COULD WE, UH, STUFF HOW THEY FEEL? ABOUT TWICE A MONTH.

I MEAN, WOULD THAT ALLEVIATE SOME OF THE WORKLOAD ON THEM THAT WE'RE DOING ONCE A MONTH? THESE ARE YOUR MEETINGS.

SO THIS IS THE BOARD. SO WHATEVER IT IS THAT THE BOARD FEELS THAT THEY NEED TO DO, THE STAFF IS HERE TO PROVIDE WHATEVER IT IS.

SO. YEAH.

AND I DON'T I DON'T KNOW IF IT'LL BE A GOOD IDEA TO START EXPERIMENTING.

LIKE, YOU KNOW, WE'RE GOING TO TRY DOING FIVE AND THEN, UH, THREE BOARD MEETINGS LATER SAY, OKAY, WELL NOW WE'RE GOING TO DO BREXIT.

I THINK WE'VE GOT TO GET THIS RIGHT RIGHT NOW FOR THE CONSISTENCY OF EVERYONE IN THIS COMMUNITY.

JUST SO YOU KNOW, PEOPLE IN THE PUBLIC AREN'T OVERLOADED.

LIKE, OKAY, WELL, NOW WE'RE DOING MEETINGS AT FIVE OH, BUT NOW THEY HAVE A TIME LIMIT.

I THINK WE NEED TO REALLY SPEND SOME TIME ON THIS AND GET IT RIGHT, HOW WE'RE GOING TO CONTINUE WITH OUR BOARD MEETINGS.

AND I THINK THAT WOULD INCLUDE SOME SURVEYS, SURVEYS WITH OUR STAFF, SURVEY WITH OUR COMMUNITY, AND MORE DISCUSSION BETWEEN OURSELVES ABOUT WHAT WORKS OUT.

I'D MAKE A MOTION. WE CONTINUE THIS ITEM UNTIL OUR NEXT MEETING AND HAVE STAFF REVIEW IT.

AFTER THE COMMENTS I'VE HEARD.

MAY. I THINK COUNCIL HAS A COMMENT.

WELL, IF YOU WANT TO CHANGE YOUR MEETINGS AND LIKE HAVE TWO A MONTH, IT WOULD TAKE A FURTHER BOARD ACTION BECAUSE THESE ARE REGULAR MEETINGS YOU'RE TALKING ABOUT AND YOU NEED TO WELL, YOUR ORGANIZATIONAL MEETING, USUALLY YOU ESTABLISH THE CALENDAR FOR THE YEAR.

RIGHT. AND I MEAN, YOU CAN HAVE SPECIAL MEETINGS JUST ON 24 HOUR NOTICE, BUT REGULAR MEETINGS ARE ESTABLISHED BY THE BOARD.

YOUR NEXT MEETING IS NOVEMBER 17TH.

AND THAT THAT IS BECAUSE YOU TOOK ACTION.

IF YOU'RE GOING TO CHANGE NOVEMBER 17TH, YOU WOULD HAVE HAD TO REDO THE WHOLE CALENDAR.

I MEAN, SOME SOME DISTRICTS, THERE'S A LOT OF DIFFERENT VARIETY.

SOME DO TWICE A MONTH, BUT IT'S NOT THAT MANY SOME DISTRICTS DO EVERY THREE WEEKS.

SO IT JUST IT REALLY DEPENDS WHAT YOUR NEED IS.

BUT IT DOES TAKE A LOT OF PREPARATION TO DO A MEETING, WHETHER IT'S ONCE A MONTH OR TWICE A TWICE A MONTH OR WHATEVER IT IS.

IT'S A LOT OF STAFF WORK.

I UNDERSTAND. I RECOMMEND WE STICK TO ONCE A MONTH.

I AGREE AND I RECOMMEND WE START EARLIER AND THAT WE END AT A REASONABLE TIME FOR OUR STAFF AND STUDENTS.

I'M SORRY TO INTERRUPT AND I DON'T I BELIEVE MR. DOWNING PRESENTED A MOTION.

WAS IT THE COUNCIL? I WITHDRAW THE MOTION.

OC BOARD MEMBERS.

DO WE HAVE? ARE WE OKAY WITH A 5:00 START TIME FOR CLOSED SESSION? I BELIEVE WE NEED TO.

CAN YOU REMIND US WHAT THE MOTION ON THE FLOOR IS, PLEASE, BEFORE WE GO AHEAD AND WE WERE TALKING ABOUT.

THE MOTION WAS TO ADDRESS QUESTIONS AND ISSUES AND RELATING TO MEETING.

EXCUSE ME, YOUR MOTION IS ON THE POLICY.

IT'S NOT REALLY ON CHANGING A STARTING TIME OR ANYTHING LIKE THAT.

IT'S SIMPLY THE POLICY.

THERE ISN'T REALLY AN AGENDA ITEM TO CHANGE THE I MEAN, YOU CAN CHANGE THE TIMES JUST BY GIVING THE THE NOTICE OUT 72 HOURS IN ADVANCE.

BUT YOUR REGULAR MEETINGS SHOULD BE SET BY BY A CALENDAR.

[02:05:02]

BUT YOUR AGENDA ITEM IS JUST WHETHER YOU APPROVE THAT POLICY OR NOT.

SO, BY THE WAY, WE'RE GOING WE NEED TO LOOK AT THIS POLICY AGAIN AND BRING IT BACK FOR A SECOND READING.

I THINK SO. AND I THINK SOME COMMUNITY INPUT ABOUT WHAT WORKS FOR EVERYONE.

I MEAN, INTERVIEWING OR SURVEYING OUR STAFF AND OUR COMMUNITY TO FIGURE OUT, YOU KNOW, THESE MEETINGS ARE HELD FOR THE PUBLIC AT LARGE TO TO BE A PART OF.

SO WE NEED TO BE, YOU KNOW, FIGURING OUT WHAT WORKS FOR THEM TO THAT.

ALSO, ONE OF THE CONCERNS I'VE BEEN HEARING FROM THE LAST FEW PUBLIC COMMENTS, UM, PERIODS HAS BEEN WORKING FAMILIES DON'T, CAN'T COME TO THOSE SPECIAL MEETINGS.

AND SO IF THEY CAN'T COME TO OUR SPECIAL MEETINGS AND IF WE MATCH UP THE TIMES OF OUR SPECIAL MEETINGS AND OUR REGULAR MEETINGS, THAT MIGHT EXCLUDE SOME OF THOSE WORKING FAMILIES TOO. SO I DO THINK THIS NEEDS A LOT OF A LOT OF RESEARCH AND A LOT OF WORK PUT INTO IT.

OKAY. THANK YOU SO MUCH.

AND I DO WANT TO RECOGNIZE BOARD MEMBER DOWNING.

HE WAS TRYING TO ASK US TO CONTINUE THIS FOR A SECOND READING.

SO. SO THERE WE GO.

I'M GOING TO REINSTATE MY MOTION TO.

MOVE THIS ITEM, 8.3.6.1 TO OUR NOVEMBER MEETING.

AND DURING THE INTERIM WE CAN.

YOU HAVE STAFF REVIEW AND SEND OUT.

DRAFTS FOR US TO REVIEW PRIOR TO OUR MEETING OF THE 17TH.

AND THAT'S IT.

WE CAN CONTINUE THE MOTION THEN.

ALL RIGHT. ALL RIGHT, LET'S DO A ROLL CALL.

WE NEED A SORRY, AISLE SECOND.

CAN I SECOND? OKAY.

I SECOND MR. MENDOZA. HI, DR.

AL-HASSAN. CAN WE GET YOU ON THE MIC? I THANK YOU, MR. DOWNING. I.

MRS. GARZA, JUST TO CONFIRM.

WHAT I'M GOING TO SAY.

WE ARE GOING TO VOTE ON.

GOING THROUGH THE SURVEYS FIRST.

CORRECT? GATHERING SURVEYS.

WELL, WE DIDN'T WELL, HE MENTIONED SURVEYS, BUT WE'RE NOT.

WE NEED TO. WELL, I THINK THAT WE NEED TO BE VERY CLEAR WITH OUR STAFF.

WHAT ARE THEIR NEXT STEPS? AND TO ME, IT'S NOT CLEAR YET.

SO FOR ONE THING, WE'RE NOT WE'RE NOT ACCEPTING THIS AS IT'S READING RIGHT NOW.

SO WE NEED TO WORK ON THIS AND COME BACK TO A SECOND READING.

IF IT INCLUDES SURVEYS, IF IT DOESN'T INCLUDE SURVEYS, WHATEVER IT IS, WE'RE GOING TO BRING THIS BACK FOR A SECOND READING.

IF WE AS A BOARD DON'T DIRECT THEM TO DO SURVEYS, THEY'RE NOT GOING TO DO SURVEYS.

SO OR THEY MAY DO SURVEYS.

THEY'RE MAKING A POINT OF ORDER AND THERE'S A MOTION PENDING AND ALL THE DISCUSSION IS OVER.

POINT OF ORDER IS IT'S GOING BEYOND WHAT YOU'RE VOTING NOW.

YES OR NO? THANK YOU.

YES. REVEREND EVANS? YES, MISS ARMSTRONG, I.

HEY. ALL RIGHT.

THAT WAS GOOD. THE NEXT AGENDA ITEM WITH HEALTH TONIGHT IS.

AGENDA ITEM 8.30.6.2.

FIRST READING OF BOARD BYLAW 9271 BOARD MEMBER CODE OF ETHICS.

DO I HAVE A MOTION? MOTION TO APPROVE.

OKAY, I SECOND.

DO WE HAVE ANY QUESTIONS OR COMMENTS? YES. IN READING THE MATERIAL, WE GO FROM THIRD PERSON TO FIRST PERSON BACK TO THIRD PERSON.

IN THE. FOURTH PARAGRAPH FROM THE BOTTOM, NOT USE THE ORGANIZATION OR MY SERVICE ON THE BOARD.

FOR MY OWN PERSONAL OR FOR THE ENDS OF INDIVIDUAL ADVANTAGE OF MY FRIENDS OR SUPPORTERS.

IT SHOULD READ NOT TO USE THE ORGANIZATION OR MY SERVICE ON THE BOARD FOR PERSONAL ADVANTAGE OR FOR INDIVIDUAL ADVANTAGE OF FRIENDS OR SUPPORTERS.

I THINK WE NEED TO SIMPLIFY THE LANGUAGE JUST A LITTLE BIT.

IT ALSO GOES TO THE NEXT SENTENCE.

BE AWARE THAT THEY, YOU KNOW, BE AWARE THAT WE HAVE NO LEGAL AUTHORITY EXCEPT WHEN ACTING AS A BOARD MEMBER OF THE BOARD.

I DON'T KNOW WHERE THEY CAME FROM.

WHO IS THEY? YEAH. I ACTUALLY TALKED TO SALIMA ABOUT THIS ON MONDAY AT MAYFAIR.

WE MET AFTER SCHOOL TO DISCUSS THE BOARD BOOK, AND THIS IS ONE OF THE THINGS I BROUGHT UP.

SO I WROTE LIKE A DIFFERENT VERSION OF IT THAT HAS A CONSISTENT POINT OF VIEW.

[02:10:02]

IT'S DIFFERENT BECAUSE THE ONE YOU'RE SAYING SAID WE, BUT I PUT LIKE, THE STATEMENTS ON IT.

WHAT WHAT DO YOU GUYS THINK? SHOULD WE PUT LIKE BECAUSE THE SENTENCE BEFORE SAYS TO OPERATE EFFECTIVELY THE BOARD AS A WHOLE AND NOT WITH INDIVIDUALS WILL HAVE A UNITY OF PURPOSE AND AND SO IT WOULD BE KIND OF WEIRD TO USE THE FIRST PERSON IN THAT.

SO SHOULD WE MAKE LIKE THEY STATEMENTS OR DO YOU GUYS WANT TO CHANGE THAT INITIAL SENTENCE SO IT MAKES STATEMENTS? THE BOARD. SO WE SHOULD CLEAR THAT UP AND EVEN HERE, CONSIDER THEIR POSITION ON THE BOARD AS A PUBLIC.

TRUST. YEAH.

SO THEN TO CORRECT THE LANGUAGE, SHOULD I JUST SUBMIT THIS PAPER TO.

OKAY. I ALSO JUST WANT TO THROW OUT THERE.

I DID HAVE THIS ADDITIONAL BULLET POINT THAT I WANTED TO INCLUDE OR I JUST WANT TO SEE IF YOU GUYS LIKED IT HERE.

YEAH. SO I SAID PRACTICE ACCOUNTABLE.

SPEAKING DURING BOARD MEETINGS IN ORDER TO ENSURE CONVERSATIONS ARE PRODUCTIVE AND EFFICIENT AS WELL AS LEND VALUE AND RESPECT TO ANY ITEM BEING DISCUSSED AND THE TIME AND ENERGY OF THE PUBLIC DISTRICT STAFF AND INDIVIDUAL BOARD MEMBERS.

SO IT KIND OF RELATES TO WHAT WE WERE JUST HAVING A DISCUSSION ABOUT.

YEAH. YOU GUYS LIKE IT? I LIKE IT.

I LIKE IT, TOO. OKAY, SO SHOULD I SEND THIS OVER TO.

YES, WE CAN.

WE CAN GIVE THAT TO THEM.

OKAY. IT'S NOT A PROBLEM.

YEAH. IT'S.

YES. SO DO WE HAVE ANY OTHER QUESTIONS THAT COMES WITH THIS? THE THING IS, WE'RE GOING WE SEE, OH, MY GOODNESS, WE HAVE SEEN SOME THINGS THAT LITTLE THINGS THAT WE WANT TO TWEAK.

AND WE HAVE A NICE STATEMENT THAT THAT WE FEEL.

I MEAN, I FELT THAT IT COULD BE INCLUDED, YOU KNOW, SO I WANT TO RESUBMIT THIS.

I WANT TO MAKE A MOTION THAT WE MOVE THIS TO THE NEXT MEETING FOR A SECOND READING.

SO THE OCEAN SHOULD STATE THAT WE ARE MAKING AMENDMENTS TO THIS YES.

BOARD POLICY WITH ADDITIONS PRESENTED BY THE BOARD.

WOZNIAK. RIGHT.

WHAT I'M.

WHAT I'M TRYING TO.

I LOST MY. MY.

OKAY. CAN I HAVE A ROLL CALL? MR. MENDOZA. HI, MR. DOWNEY. HI, DR.

AL-HASSAN. I.

REVEREND EVANS.

HI, MRS. GARZA. I.

MISS ARMSTRONG, I.

SO THAT WOULD BE A SECOND READING.

THE NEXT AGENDA ITEM.

YES. THAT WAS SORT OF COOL.

OKAY. THE NEXT AGENDA ITEM WITH HEALTH TONIGHT IS AGENDA ITEM 8.3.6.3.

THE READING OF BOARD BYLAW 9280 BOARD MEMBER CENSURE POLICY AND PROCEDURE.

DO I HAVE EMOTION? SO MOVED. AND A SECOND, DO I HAVE ANY QUESTIONS OR COMMENTS ABOUT THIS ITEM? YES. PRESIDENT ARMSTRONG, PLEASE PROCEED.

CAN YOU EXPLAIN WHY WE HAVE TO HAVE A POLICY ABOUT CENSORING THE BOARD AND.

IN THAT CENSORING THE PUBLIC'S VOICE.

I THINK THAT THAT'S ONE OF OUR WE.

IF WE DON'T HAVE IT, THAT IS STILL ONE OF OUR.

OUR CHOICES, RIGHT? WE COULD STILL DO THAT, EVEN THOUGH.

WE'RE NOT CENSORING THE PUBLIC AT ALL.

YOU CAN'T DO THAT.

NO, YOU'RE RIGHT.

SO THAT'S THIS IS FOR US.

THIS IS TO HOLD BOARD MEMBERS ACCOUNTABLE, NOT ONLY BOARD ETHICS BUT BOARD POLICIES AND UPHOLDING THE BROWN ACT AND EDITOR CODE.

ALSO ETHICS.

SO WE HAVE NEW AS NEW BOARD MEMBERS COME.

THEY WILL GO THROUGH TRAINING AND THEY WILL UNDERSTAND THE GUIDELINES.

AND YET IF THEY CONTINUE TO MOVE FORWARD AND VIOLATE OR BREAK THOSE GUIDELINES, THEY SHOULD BE HELD ACCOUNTABLE.

AND THEREFORE, THE BOARD AS A WHOLE CAN CAN CENSURE THAT BOARD MEMBER DUE TO THAT VIOLATION THAT WAS COMMITTED. OTHERWISE WE HAVE TO IN THE PPC.

AS I RECALL. WELL, I THINK THAT THAT'S WHY THEY'RE THERE THOUGH.

[02:15:02]

RIGHT. THAT'S CENSURE.

CENSURE OR SOMETHING IS MOST GOVERNMENT PROGRAMS ARE ENTITIES.

THEY HAVE A CENSURE CLAUSE OR CLAUSE OR A POLICY.

SO WE'RE JUST ADDING IT TO OURS.

I BELIEVE THAT'S CORRECT, MR. BATEMAN. I'M WELL, YOU CAN.

A CENSURE POLICY IS NOT REQUIRED.

YEAH, IT PROBABLY IT IT EASILY IS THE MOST SEVERE PENALTY, EVEN THOUGH THERE'S REALLY NO NO PENALTY TO IT DOESN'T REMOVE ANYBODY FROM A BOARD.

THE ONLY WAY THAT HAPPENS IS A CONVICTION OF A FELONY OR SOMETHING LIKE THAT OR SOMEBODY RESIGNS.

BUT YOU ARE JUST GIVING NOTICE THAT THIS PERSON IS NOT LIVING UP TO THEIR OATH OF OFFICE.

RIGHT. IS WHAT'S HAPPENING.

RIGHT. BUT IT IS THE MOST SEVERE YOU CAN DO TO A BOARD MEMBER, BUT IT DOESN'T REMOVE THEM.

AND THAT'S KIND OF WHERE I'M COMING FROM, THAT THIS IS THIS IS VERY SEVERE.

DO YOU EVEN WE IF WE ADOPT THIS, THE VERBIAGE ON HERE SAYS DISCIPLINE AND PUNISH.

AND THEN IT GOES ON TO SAY, FOR EXAMPLE, WE'RE GOING TO CENSOR SOMEONE FOR CONSISTENTLY ARRIVING LATE TO MEETINGS, ABSENCE FROM SESSIONS OF BOARD MEETINGS OR PROFESSIONAL DEVELOPMENT WORKSHOPS, FALLING ASLEEP WHILE ON DUTY, DIVULGING CONFIDENTIAL INFORMATION OR CLAIMING TO SPEAK FOR.

BOARD WITHOUT EXPLICIT AUTHORITY AND DESCRIBED IN BOARD BYLAWS VIOLATION OF SUCH LAWS AND POLICIES.

SO AM I TO UNDERSTAND THAT.

IF THIS HAPPENS, ANY OF THIS HAPPEN THAT WE'RE GOING TO CENSOR A BOARD MEMBER? LIKE THERE'S THERE'S NO THERE'S NOTHING ELSE READING OR LEADING UP TO IT.

IT'S JUST HERE YOU GO.

YOU'RE NOT ALLOWED TO SPEAK ANYMORE BECAUSE THAT'S ESSENTIALLY WHAT WE'RE DOING TO EACH OTHER.

WE'RE NOT ALLOWING EACH OTHER TO SPEAK.

WELL, I THINK WELL, I THINK JUST TO HAVE THIS AS A BOARD BY LAW, TO HAVE IT INCLUDED, LIKE.

LIKE DR. SEUSS SAID, FOR A NEW BOARD MEMBER ON COMING ON BOARD, WHETHER THEY GO TO CCPA TRAININGS OR NOT.

I MEAN, BECAUSE I MEAN, YOU CAN GO TO THESE TRAININGS, THEY OFFER LOTS OF INFORMATION AND AND SOMETIMES YOU HAVE TO TAKE THE SAME THE SAME CONFERENCES TWICE BECAUSE IT'S SO MUCH INFORMATION.

AND EVEN GOING THROUGH COURSES, IT'S A LOT OF INFORMATION.

BUT TO HAVE THIS AS A TO INCLUDE THIS AS A BOARD BY LAW IS ONLY GIVEN MORE INFORMATION TO A PROSPECTIVE NEW BOARD MEMBER. I SEE.

NO. NO HARM IN HAVING IT INCLUDED IN OUR BOARD BYLAWS.

YOU ACTUALLY YOU ACTUALLY DID MENTION THE REASON WHY WE SHOULDN'T HAVE IT, BECAUSE A NEW BOARD MEMBER WOULDN'T KNOW.

SO YOU'RE GOING TO AUTOMATICALLY START TAKING I'M SORRY, LIKE KEEPING POINTS OR DINGING THEM FOR NOT NOT KNOWING.

BECAUSE YOU'RE RIGHT, THE BOARD MEMBER DOES HAVE TO GO THROUGH TRAINING AND I'M SURE WE ALL ARE, AND WE ALL DO, AND WE NEED REFRESHER COURSES ON IT.

BUT IN HERE I DON'T SEE LIKE, HOW ARE WE EVEN AS A TEACHER? I IF I'M NOT DOING MY JOB AND I'M NOT EDUCATING MY STUDENTS AND LIVING UP TO THE EXPECTATIONS AND THE STANDARDS THAT I HAVE TO TEACH, I STILL HAVE OBSERVATIONS AND I SIT DOWN AND I TALK TO MY PRINCIPAL.

WE TALK AND WE REFLECT.

WE PUT THE TEACHER MYSELF.

I WOULD BE PUT ON A PLAN TO BE BETTER.

I WOULD LOOK AND MAYBE SHADOW, OBSERVE, GO TO TRAININGS.

SO THERE'S A LOT OF SUPPORT LEADING UP TO A NON RENEWAL OF A CONTRACT FOR A TEACHER.

SO THAT THIS IS AND THIS IS NEW, THIS IS A BOARD MEMBER WHO IS ELECTED.

THIS IS SOMEONE WHO TAKES AN OATH.

YOU CANNOT COMPARE THAT WITH A TEACHER.

SO I'M WELL, WHAT U.S.

IS DOING IS, LIKE I SAID, THIS IS NOT NEW TO OTHER BOARD DISTRICTS.

THEY OTHER DISTRICTS HAVE A CENSURE POLICY FOR ACCOUNTABILITY, TO PROTECT THE DISTRICT, TO PROTECT OTHER BOARD MEMBERS FOR ANY FURTHER LITIGATION OR ANY ISSUES THAT MAY COME UP, THAT IF IF ANY OF THE POINTS ARE VIOLATED, THE BOARD CAN TAKE ACTION BEFORE IT HAS TO GO TO A DA'S OFFICE OR BEFORE SO THAT IT'S ACTUALLY PROTECTING THE BOARD MEMBER IN REALITY.

SO TESTING.

SO LET ME SO FOR EXAMPLE, SO FOR EXAMPLE, LET ME GIVE YOU AN EXAMPLE AND PLEASE TELL ME IF I'M RIGHT ON FROM WRONG. IF THREE MEMBERS OF THE BOARD WANT TO AGENDA IS.

A SPECIAL MEETING.

[02:20:02]

AND IT IS THE MAJORITY OF THE BOARD.

BUT MAYBE OTHER BOARD MEMBERS WHO ARE NOT THE MAJORITY OF THE BOARD.

IT'S DON'T AGREE.

BUT THE MAJORITY OF BOARD HAS AGREED.

AND THAT MEETING IS NOT AGENDA BASED.

CAN. CAN WE CENSOR THOSE TWO BOARD MEMBERS? MISS GARZA, I THINK WHAT'S WHAT YOU'RE REFERRING TO IS.

I THINK THERE WAS A ATTEMPTED CALL OF A SPECIAL BOARD MEETING THAT THREE BOARD MEMBERS PULLED TOGETHER TO DO THAT.

THE ONLY WAY A BOARD CAN ACT IS BY A QUORUM OF THE BOARD, ACTING PURSUANT TO AN AGENDA IZED ITEM AT A AT A PUBLIC MEETING.

THAT'S THE ONLY WAY YOU CAN ACTUALLY ACT.

BUT THAT WAS NOT AN ACTION.

THAT WAS THE AGENDA OF A SPECIAL MEETING.

THERE WAS NO ACTION TAKEN.

NO CALLING FOR A SPECIAL BOARD MEETING IS THERE WOULD BE A POLLING OF THE BOARD IF YOU DID IT OUTSIDE THE MEETING.

IT SHOULD ALL BE DONE AT THE MEETING ITSELF.

BUT YOU'RE LOOKING AT JUST JUST SO TO CLARIFY WHERE WE'RE AT ON THIS POLICY, THIS IS JUST THE FIRST READING.

THERE WOULD BE FURTHER READINGS.

AND I THINK WHAT WHAT'S IMPORTANT HERE IS WHAT CHANGES MS..

GARZA OR ANY OTHER BOARD MEMBER WANTS TO MAKE TO THIS POLICY BEFORE IT COMES BACK FOR A SECOND READING.

THAT'S WHAT'S IMPORTANT AT THIS POINT, BECAUSE I'VE SEEN POLICIES GO ON TO SECOND, THIRD, FOURTH READINGS.

THIS IS JUST THE FOURTH, THE FIRST.

SO YOU NEED TO GO AND LOOK AT WHAT DO YOU WANT CHANGED UNLESS YOU'RE ONLY APPROACH IS TO NOT HAVE IT AT ALL.

BUT YOU'VE GOT TO LOOK AT WHAT THE PURPOSE OF THIS HABIT AT ALL IS.

SO I UNDERSTAND THAT.

FROM MY UNDERSTANDING, THIS IS A POLICY THAT OTHER DISTRICTS HAVE IN PLACE AND THAT DOES HAVE A USE.

BUT WHAT I'M GETTING FROM MRS. GARZA, THAT I DON'T I DON'T THINK THAT THE REST OF THE BOARD MIGHT HAVE IDENTIFIED IS THAT HER CONCERN IS IN THE LANGUAGE THAT'S IN THE IN THE POLICY AND HOW IT COULD POSSIBLY EXPLOIT IT. I MEAN, WE UNDERSTAND EACH OTHER AS A BOARD RIGHT NOW, SO WE KNOW WE'RE NOT GOING TO ACTIVELY LOOK FOR SOMETHING TO TRY AND SHOOT SOMEONE ELSE OFF WITH.

SO WE TRUST EACH OTHER IN THAT SENSE.

BUT I THINK WHAT MRS. GARZA IS TALKING ABOUT IS IN THE FUTURE, IF THERE EVER IS ANOTHER BOARD THAT IS THAT HOSTILE TO EACH OTHER, THEN WHAT COULD HAPPEN IS IF THERE IS AN EXAMPLE, FOR EXAMPLE, IT SAYS, FOR EXAMPLE, CONSISTENTLY ARRIVING LATE TO MEETINGS, THEN THAT'S SOMETHING THAT COULD POSSIBLY BE EXPLOITED.

AND I THINK WHAT MRS. GARZA WANTS TO DO IS KIND OF CORRECT THAT LANGUAGE.

AND THEN TO KIND OF ADD ON TO THAT, I WOULD DEFER TO COUNSEL.

SO MY FIRST TIME TALKING TO YOU IN A BOARD MEETING, BUT I WOULD WANT TO KNOW, LIKE, DO OTHER DISTRICTS HAVE THAT KIND OF EXAMPLE PORTION IN THEIR POLICY? WELL, THERE'S A LOT OF A LOT OF VARIETY.

BUT YES, THERE ARE JUST THESE ARE JUST EXAMPLES.

AND THERE'S A LOT OF DIFFERENT WAYS TO TO WORD THIS.

AND I THINK WHAT YOU NEED TO DO IS LOOK AT IT.

THIS IS THE FIRST READING.

WHAT ARE THE SUGGESTIONS TO MAKE THE CHANGES SO WE UNDERSTAND IT.

IF YOUR POSITION IS SIMPLY YOU DON'T WANT THE POLICY, THEN YOU SAY SO.

BUT IT SEEMS TO ME THAT THIS IS ON THE AGENDA AND BEING CONSIDERED AS A FIRST READING.

WHAT ARE THE CHANGES THAT THE BOARD MEMBERS WANT? MRS. GARCIA? DID I DID I ASSESS YOUR POINT CORRECTLY IN SAYING IT WAS THE LANGUAGE THING THAT YOU WERE CONCERNED ABOUT? OR DID I MISS THE MARK? YOU KNOW, I WANT TO MAKE SURE THAT WE GET THIS LANGUAGE CORRECT AND THAT THERE ARE STEPS LEADING UP TO THIS, BECAUSE THIS CANNOT JUST BE OUR DIRECT LINE OF ADDRESSING ISSUES WITH.

OURSELVES, OUR FELLOW BOARD MEMBERS.

AND YES, I AM THINKING OF FUTURE BOARD MEMBERS.

WE JUST CAN'T.

WE HAVE TO ALLOW THEM SOME GRACE.

WE HAVE TO ALLOW THEM SOME TIME TO EDUCATE THEMSELVES, TO GO TO TRAININGS, TO BECOME THAT BOARD MEMBER THAT WE KNOW THAT WE CAN BE. SO IT'S I THINK THAT THIS AS IT LOOKS RIGHT NOW, I, I AM NOT AN APPROVAL OF BECAUSE THIS JUST GOES FROM 0 TO 60.

LIKE MY HUSBAND SAYS, I GO 30, 60.

THAT'S WHERE YOU'RE AT. WHAT? I'M SORRY. WHAT I WHAT I CAN SEE IS I THINK THAT 2 MINUTES AGO WE HAVE A SAME CONVERSATION RELATED TO THE ETHICS IN RELATION WITH THE THE LANGUAGE.

IT WAS THE SAME SITUATION THAT I CAN SEE RIGHT NOW.

VERY. I KNOW THAT THESE ARE POLICIES AND PROCEDURES AND OTHER.

BUT IN OUR CASE, EVERY SINGLE CASE AND EVERY SINGLE SCHOOL DISTRICT IS DIFFERENT.

SO WE NEED TO TAKE IN THE CONTEXT AND I BELIEVE THAT THE SAME IF IF, IF I NEED TO APPROVE THIS IS THE FIRST RATE FIRST READING, THAT'S OKAY.

BUT I THINK THAT WE NEED TO GO THROUGH AND AND TRYING TO FIGURE OUT A BETTER, BETTER UNDERSTANDING OF THE NEW BOARD

[02:25:04]

MEMBER INTERPRETING THIS DOCUMENT NOT BY HIMSELF OR HERSELF, BUT WITH THE EXTRA AND POTENTIAL TRAINING TO UNDERSTAND THIS BOARD, BECAUSE THE FIRST BOARD MEMBER CENSURE POLICY AND PROCEDURE IS LIKE, I DON'T WANT TO READ THIS BECAUSE THEY ARE THEY ARE LEADING ME TO TO SAY NO FOR SOME REASONS IN IN MY RIGHT.

SO MAYBE I'M WRONG.

BUT DEFINITELY THIS IS THE SAME SITUATION THAT WE HAVE IN THE PAST WITH THE WITH THE LANGUAGE I NEED TO WE NEED TO REVISE IT AGAIN AND SEE WHAT HAPPENED THE NEXT MEETING.

SO I THINK MAYBE A GOOD QUESTION TO ASK WOULD BE, BESIDES THE ETHICS CODE THAT WE WERE LOOKING AT, JUST THE LAST ITEM AND BESIDES THIS, WHAT OTHER DISCIPLINARY LIKE POLICIES OR BYLAWS DO WE ALREADY HAVE EXISTING IN THE DISTRICT? BECAUSE I WAS TALKING ABOUT LIKE A PROGRESSION OF DISCIPLINING OR MAKING AWARE TO A BOARD MEMBER THAT THE REST OF THE BOARD DOESN'T APPROVE THEIR ACTIONS.

WELL, WELL, WHAT OTHER KINDS OF POLICIES DO WE ALREADY HAVE IN PLACE BESIDES THIS LAST ETHICS POLICY WE'RE LOOKING AT? AND THIS ONE? ARE THESE GOING TO BE THE FIRST ONES THAT WE HAVE OR DO WE ALREADY HAVE SOME? NO, WE STAFF.

WE HAVE ONE RIGHTS CALLED GOVERNING BOARD.

WHAT'S IT? PERSONAL RESPONSIBILITY.

YES, THERE ARE SOME OF THE ROLES AND RESPONSIBILITIES OF BOARD MEMBERS.

CORRECT. BUT IT'S OUTDATED.

SO THESE WOULD BE AN UPDATED VERSION OF THAT? NO, THIS IS A SEPARATE ONE FROM THOSE.

OKAY. SO WHAT ARE THE CONSEQUENCES OF NOT FOLLOWING THOSE THOSE RULES OR ARE THERE CONSEQUENCES? THE ONLY CONSEQUENCE IS CENSURE.

THERE REALLY ISN'T ANYTHING ELSE.

YEAH, THERE'S NO. BUT IT TAKES A LOT TO BE CENSORED TO HAVE TO HAVE THIS INCLUDE IT IN ONE OF OUR AS A BYLAW.

IT CAUSES NO HARM FOR US TO HAVE THIS IN A BYLAW.

LET'S GET THE LANGUAGE.

LET'S GET THE LANGUAGE.

IF THERE'S LANGUAGE THAT YOU WOULD LIKE TO TO CHANGE OR OR ADD IT, THEN THAT'S FINE.

THIS IS A FIRST READ.

YOU'RE RIGHT, MR. THOMAS. YOUR LAST MEETING, IT WAS TOGETHER WITH THE ETHICS AND IT NEEDS TO BE SEPARATED.

SO THAT'S WHY I ASKED THE LAST TIME TO AT LEAST SEPARATE IT.

SEPARATE IT FROM ETHICS, ETHICS, ETHICS.

AND THE BOARD MEMBER CENSURE POLICY AND PROCEDURE WOULD BE SEPARATE.

THAT'S IT. SO THAT'S WHY YOU SEE IT SEPARATE.

SO THERE IS NO POSSIBILITY OF AN INTERMEDIATE THEN IS WHAT IS WHAT I HEARD.

THERE'S NO THERE'S NO PRECEDENT FOR AN INTERMEDIATE DISCIPLINARY POLICY FOR.

YEAH, THAT'S WHAT I JUST HEARD. SO THERE ISN'T ONE.

OKAY. SO THEN THEN THEIR FOCUS WOULD HAVE TO BE ON THE LANGUAGE.

SO THEN I AGREE WITH PRESIDENT ARMSTRONG.

IT HAS TO OUR FOCUS NEEDS TO BE ON THE LANGUAGE.

YEAH. IF THERE'S A PROBLEM WITH THE LANGUAGE.

WE NEED TO HEAR WHAT THEY ARE.

AND I DON'T HEAR ANY WORDS THAT ARE COMING FROM ANYBODY SAYING.

CHANGE THIS LINE OR CHANGE THAT LINE.

TAKE THESE WORDS OUT WITH THESE WORDS IN.

I READ THREE OR THREE TIMES AND.

I'VE SEEN THESE BEFORE.

EVEN FOR CORPORATE AMERICA.

THEY HAVE. SOME COMPANIES HAVE CENSURE.

SURPRISINGLY SO.

IT WAS KIND LANGUAGE TO ME.

YEAH. I THINK IT ALSO JUST COULD BE BECAUSE THESE ARE SOME OF THE FIRST VIOLENCE THAT I'M LOOKING AT.

I THINK WHAT I RECOGNIZED, UM, IS WHERE IT SAYS, FOR EXAMPLE, CONSISTENTLY ARRIVING LATE TO MEETINGS, ABSENCE FROM SESSIONS OF BOARD MEETINGS OR PROFESSIONAL DEVELOPMENT WORKSHOPS. I THINK WHAT THAT SETS UP IN THE POLICY IS THAT IT'S SAYING THAT, FOR EXAMPLE, IF BOARD MEMBERS ARE CONSISTENTLY ARRIVING LATE TO MEETINGS, THERE IS GROUNDS FOR CENSURE.

IS THAT MR. DENNING? IS THAT LIKE DID I READ THAT CORRECTLY, OR IS THERE A DIFFERENT WAY THAT THIS IS SUPPOSED TO BE INTERPRETED? INTERPRETED? NO, THAT'S THE WAY IT'S INTERPRETED.

IT'S LIKE AN EMPLOYEE SHOWING UP LATE WHEN THEY ARE CHRONICALLY LATE.

SOMEBODY TALKS TO THEM, USUALLY THEIR BOSS.

WELL, AS A BOARD MEMBER, WE DON'T REALLY HAVE A BOSS OTHER THAN THE PUBLIC.

SO WE HAVE TO BASICALLY POLICE OURSELVES.

THAT'S WHAT THIS CENSURE POLICY IS ABOUT.

I DON'T RECALL HAVING ANY OF THE CURRENT BOARD MEMBERS BEING, QUOTE UNQUOTE, CHRONICALLY LATE.

BUT. BUT I'VE SEEN IT HAPPEN.

WHERE IN THE PAST I HAVEN'T SEEN THAT.

BUT IT'S JUST AN EXAMPLE.

I CAN I DON'T STOP A FEW TIMES, BUT MY EYES WERE OPEN IN YEARS.

AND THE MAIN THING IS WHEN YOU HAVE OBVIOUS DERELICTION OF DUTY IS WHAT WE'RE TALKING ABOUT HERE.

THEN CENSURE WOULD COME INTO PLAY, SAID WE ARE.

SHOULDN'T WE CENSURE THAT PERSON FOR ONE, TWO OR THREE MEETINGS? SO I THINK WHAT WE SHOULD BE ADDING IS AND I HEAR WHAT YOU'RE SAYING, CHRISTOPHER, AND CORRECT ME IF I'M WRONG, BUT YOU'RE SAYING IS OC ARE WE GIVING THEM NOTICE?

[02:30:05]

SO A PERSON ARRIVES LATE FIVE TIMES CONSECUTIVELY OR WE CAN SAY, OH, LOOK, COULD YOU PLEASE BE AWARE THAT OUR TIME STARTS AT THIS AT THIS TIME? 7:00 WE REALLY APPRECIATE ALL BOARD MEMBERS TO BE HERE AT THIS TIME.

AND SO YOU'VE BEEN CONSISTENTLY LATE, SO WE NEED YOU TO BE MORE ATTENTIVE TO THAT OR THERE'S CONSEQUENCES BASICALLY THAT.

SO SHOULD WE WORK THAT? MAYBE I DIDN'T READ IT CORRECTLY, BUT IS THAT ALREADY WORKED INTO THE POLICY? IT SAYS THERE'S A WARNING.

OKAY. WHERE ARE WE GOING TO GO FROM HERE? SO THIS IS THE.

SO YEAH, IT'S UP FOR REVISION.

THIS IS THE ONLY THE FIRST READING, SO WE CAN DELAY VOTING TO APPROVE IT.

TO A LATER DATE AGAIN.

NOVEMBER. BUT WE'D BE OUR NEXT REVIEW PERIOD.

BUT DURING THAT PERIOD OF TIME, WE'RE GOING TO HAVE TO HAVE INPUT TO STAFF ON WHAT WE WANT CHANGED, WHAT WE WANT ADDED WHAT WE WANT, DELETE IT.

SO IF YOU HAVE SUGGESTIONS, GET THEM TO STAFF.

THEY'LL PUT THEM FORWARD.

WE'LL SEE THOSE IN DRAFT FORM AGAIN AND WE'LL TAKE IT FROM THERE.

OKAY, THEN. THANK YOU.

SO THE QUESTION IS SOMEONE WHO WANT TO MAKE A MOTION TO.

POSTPONE APPROVAL OF THIS ITEM TO NOVEMBER.

OR POSSIBLE REVIEW AND ADJUSTMENTS.

THAT'S MY MOTION AND I SECOND IT.

OKAY. YOU READY FOR THE ROLL CALL? I'M READY. MR. MENDOZA. HI, MRS. GARZA. I.

REVEREND EVANS. HI, DR.

HASSAN. HI, MR. DOWNING. I GUESS SO, YES.

MS.. ARMSTRONG, I.

[9. NON-ACTION]

THANK YOU. ALL RIGHT.

WE HAVE TWO INFORMATIONAL ITEMS THIS EVENING.

ARE THERE ANY QUESTIONS OR COMMENTS REGARDING THE INFORMATIONAL ITEMS? SHOUT OUT TO MARIA, WHO'S MY CITIZEN'S TASK FORCE REPRESENTATIVE.

SHE'S REALLY GREAT, SO I'M EXCITED.

HEY, MARIA.

OKAY. TWO INFORMATIONAL ITEMS. CORRECT. UM.

SO. WHAT ARE THE INFORMATIONAL ITEMS? REQUESTS FOR SECONDARY LEARNING EXPERIENCE.

CORRECT. IS THAT YOU'RE TALKING ABOUT MAYFAIR HIGH SCHOOL.

NO, BECAUSE I DON'T HAVE IT.

THAT'S TOO DANGEROUS.

BECAUSE I DON'T APPOINTMENT TO THE CITIZENS TASK FORCE.

AND THE LAST ONES YOU HAVE ITEM 9.1.

POINT ONE REQUESTS FOR SECONDARY EXTENDED LEARNING EXPERIENCE AND THEN 9.1.2 APPOINTMENT TO THE 2223 CITIZENS TASK FORCE.

OKAY. ALL RIGHT.

ANY COMMENTS? YOU ALREADY GAVE ME YOUR COMMENT ABOUT MARIA.

OKAY, GOOD. SO TONIGHT I'M GOING TO MOVE ON TO NON AGENDA ITEMS. OKAY. TONIGHT WE WE HAVE CARDS ADDRESSING NON AGENDA ITEMS. WHILE THE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC.

INDIVIDUAL SPEAKERS WILL BE ALLOWED 3 MINUTES TO ADDRESS THE BOARD ON EACH AGENDA OR NON AGENDA ITEM AND THE BOARD WILL LIMIT THE TOTAL TIME FOR PUBLIC INPUT ON EACH ITEM TO 21 MINUTES AS PER BOARD.

BYLAW. 93 22.2.

MAY I PLEASE HAVE MS..

LESLIE MARTIN TO THE PODIUM? AND WELCOME.

GOOD EVENING. WE'LL BE VERY BRIEF.

IT'S GOOD TO MEET YOU. BOARD PRESIDENT ARMSTRONG AND MEMBERS OF THE BOARD EXECUTIVE CABINET.

MY NAME IS LESLIE MARTIN, AND I SERVE AS GENERAL MANAGER FOR THINGS TOGETHER.

AND WE ARE YOUR EXPANDED LEARNING PROVIDER OF AFTERSCHOOL PROGRAMING IN BELLFLOWER.

AND WE'RE HERE TODAY TO SHED A LITTLE LIGHT ON OUR ORGANIZATION AND THEN ALSO TO INVITE YOU ALL OUT TO A REALLY EXCITING CELEBRATION THAT WE HAVE GOING ON.

SO I'LL JUST READ A QUICK SPEECH JUST TO KIND OF LET YOU KNOW A LITTLE BIT ABOUT OUR ORGANIZATION AND HOW WE CAME TO BE.

SO 25 YEARS AGO, IN A SMALL NEIGHBORHOOD IN SOUTHERN CALIFORNIA, A WELL-MEANING MEMBER OF THE COMMUNITY AND LOCAL CHURCH WANTED TO DO SOME GOOD.

HE HAD READ ABOUT A SHOOTING CLOSE BY AND HOW THE MOTHERS IN THAT NEIGHBORHOOD WANTED TO TAKE THE NEIGHBORHOOD BACK FROM THE GANGS.

[02:35:01]

OUR COMMUNITY MEMBER CONTACTED THE MOMS AND SAID, HOW CAN I HELP? THE ANSWER. OUR KIDS NEED A SAFE PLACE TO BE AFTER SCHOOL.

25 YEARS LATER, THAT WELL-MEANING MEMBER OF THE COMMUNITY, RANDY BARTH, IS A FOUNDER AND CEO OF THINK TOGETHER, WHICH IS ONE OF THE LARGEST NONPROFIT ORGANIZATIONS DEDICATED TO AFTER SCHOOL PROGRAMS, EARLY LEARNING AND SCHOOL IMPROVEMENT.

OUR MISSION IS TO PARTNER WITH SCHOOLS TO CHANGE THE ODDS FOR KIDS.

SO I'M REALLY EXCITED TO BE HERE AND VERY PASSIONATE ABOUT THE WORK THAT WE DO.

SO WHY WE'RE HERE IS BECAUSE THIS OCTOBER AND EVERY EVERY YEAR IN OCTOBER, WE HAVE A SPECIAL EVENT CALLED LIGHTS ON AFTER SCHOOL, AND IT'S WHERE WE INVITE COMMUNITY MEMBERS TO COME OUT AND JUST VISIT AND APPRECIATE THE WORK THAT WE DO AND AFTER SCHOOL.

THIS YEAR'S LIGHTS ON CELEBRATION SHOWCASE WILL ACTUALLY BE AT WASHINGTON ELEMENTARY ON OCTOBER 21ST AT 430.

AND WE'D LOVE FOR YOU ALL TO COME OUT AND SEE.

THE STUDENTS HAVE BEEN WORKING SO HARD ON THEIR ART SHOWCASES, AND SO WE'D LOVE FOR YOU ALL TO COME OUT AND CELEBRATE THE IMPACT AND IMPORTANCE OF AFTER SCHOOL.

ALSO, THIS IS MY DIRECTOR OF PROGRAMING OPERATIONS, EVA HERNANDEZ.

SO GOOD TO MEET YOU ALL AND THANK YOU FOR YOUR TIME.

PLEASE. AND THANK YOU.

OH. MY ORGANIZATION'S NAME IS THINK TOGETHER.

THINK TOGETHER. YEAH.

THANK YOU SO MUCH.

THANK YOU. ALL RIGHT.

MAY LINDA ATKINS, AUNT TO PRESIDENT APPROACH THE PODIUM.

WELCOME, MS..

MISS LINDA. GOOD EVENING.

I ONE OF THE THINGS THAT I WANTED TO MAKE SURE WE ALL ARE AWARE OF.

IN SEPTEMBER. FIRST I WAS IT WAS MADE KNOWN TO ME THAT MANY OF OUR NEW TEACHERS HAD NO INSURANCE.

I DIDN'T KNOW THE EXTENT OF THE PROBLEM.

I DID CONTACT SOLOMON HOGAN.

SHE TOLD ME RIGHT AWAY SHE WOULD CONTACT CHAR'S SUPERVISOR AND WE BEGAN THE TASK OF TRYING TO FIGURE OUT WHAT HAPPENED.

IN THE END, WE STARTED WITH 56 NEW TEACHERS.

AT THIS POINT, WE'RE UP TO ABOUT 72.

BECAUSE I GET REPORTS OF EVERY HIRE.

BUT THAT DOESN'T INCLUDE CCAEA.

DOES IT INCLUDE ADMIN, WHO ALSO SOME OF THEM HAD NO INSURANCE.

WHEN YOU'RE PUT IN THAT POSITION, I KNOW AS A NEW TEACHER I WAS SO EXCITED TO GET INSURANCE.

OUR INSURANCE STARTS THE FIRST DAY WE WORK AND IN AND MY EXPERIENCE AT THAT TIME WAS LIKE, YOU KNOW, I WAS LOOKING FORWARD BECAUSE I NEVER HAD THAT KIND OF INSURANCE GROWING UP.

FOR ME, IT WAS ALLERGY SHOTS.

FOR SOME OF THESE PEOPLE, IT'S SIMPLY THAT THEIR KID FELL AND MAYBE BROKE A WRIST.

THEY'RE NOT ALL BRAND NEW PEOPLE.

LIKE WHEN I WAS HIRED, I HAD FAMILY TO FALL BACK ON.

MANY OF THESE PEOPLE DON'T.

SO JUST YOU'RE AWARE THERE HAS TO BE A BETTER WAY TO SOLVE THIS.

I KNOW WE'VE BEEN WORKING ON IT.

WE'RE ONLY UP TO 75%.

AND THEN THE RETIREES INSURANCE RAN OUT ON THE 30TH OF SEPTEMBER.

SO THEY ALSO ENDED UP IN A SITUATION WHERE THE DISTRICT'S GOING TO COVER COBRA TO HELP COVER THEIR SITUATIONS.

BUT I'VE TALKED TO NEW TEACHERS WHO ARE SAYING, I'M JUST GOING TO WAIT ON THAT MEDICATION A MONTH BECAUSE I CAN'T AFFORD IT.

AND IT'S IT'S HEARTBREAKING.

IT'S HARD TO EXPLAIN PEOPLE THAT TOOK DENTAL AND BROKE A CAP.

ONE OF THEM, IT'S SITUATIONS THAT WE HAD A PROBLEM ONCE WHERE WHEN WE SHIFTED TO CALPERS AND THERE WERE ISSUES, BUT IT WAS ALL HANDS ON DECK AT THE DISTRICT BECAUSE WE NEEDED TO INPUT STACKS OVER 506 HUNDRED MEMBERS INTO INSURANCE.

AND THE CLASSIFIED STAFF WHO WAS DOING THAT GOT IT DONE.

AND I KNOW IT DIDN'T TAKE I MEAN, THIS IS THE 40TH, 40TH DAY OF SCHOOL.

40 DAYS.

AND AND I KNOW WE ALL HAVE UNDERSTANDING OF WHAT THIS MEANS.

IT'S JUST THERE HAS TO BE A BETTER WAY.

WE'VE ASKED EVEN THE COMPANY, YOU KNOW, WHAT WERE YOU DOING? BUT WE HAVE TO BE PREPARED IN THE SUMMER TO KNOW THESE THESE THINGS ARE HAPPENING AND THEY'RE COMING.

AND I DID TEXT THE BOARD MEMBERS AS ALL THE NUMBERS I HAD AT HOME AND TOLD THEM IMMEDIATELY, I KNOW THIS OR PROBABLY HEARD ABOUT IT, BUT.

JUST I DO KNOW NOW I'M HEARING I'LL ASK QUESTIONS AND THEY'RE SAYING, WELL, AT LEAST I'M INSURED.

SO THANK YOU. THANK YOU, MISS LINDA.

YOU REPRESENT VTA VERY WELL.

[02:40:02]

OKAY. SO IF THERE IS NO OBJECTION.

THIS MEETING IS ADJOURNED AT 10:13 P.M..

UNTIL THE UNTIL THE REGULAR BOARD MEETING TO BE HELD ON THURSDAY, NOVEMBER 17TH, 2022.
