[1. CALL TO ORDER IN PUBLIC SESSION] [00:00:08] >> TONIGHT'S MEETING OF THE BOARD OF EDUCATION IS CALLED TO ORDER AT 5:32 P.M. IN OPEN SESSION. [2. CLOSED SESSION] TONIGHT, WE DO NOT HAVE REQUESTS ADDRESSING CLOSED SESSION ITEMS. SO AT THIS TIME, THE BOARD WILL RECESS TO CLOSED SESSION. OPEN SESSION WILL RESUME AT [3. RECONVENE INTO OPEN SESSION/CALL TO ORDER] >> TONIGHT'S MEETING WAS CALLED TO ORDER AT 5:32 AND THEN THE BOARD ADJOURNED TO CLOSED SESSION AT 5:33. WE WILL NOW RECONVENE AT 7:57 P.M. THE TOPICS DISCUSSED IN CLOSED SESSION WERE STUDENT MATTERS, PUBLIC EMPLOYEE DISCIPLINE DISMISSAL RELEASE, PUBLIC EMPLOYMENT SUPERINTENDENT, PUBLIC EMPLOYMENT ACTING SUPERINTENDENT AND LABOR NEGOTIATIONS. THE BOARD TOOK ACTION IN CLOSED SESSION TO APPROVE A SETTLEMENT AGREEMENT PREPARED BY LEGAL COUNCIL FOR CSEA AND THE DISTRICT SETTLING THE CASE DEALING WITH THE DISTRICTS CONTRACTING WITH HEMIT UNIFIED SCHOOL DISTRICT RESULTING IN THE LOSS OF 10 EMPLOYEES ROUGHLY 10 YEARS AGO. TSEA WILL BE REQUIRED TO PAY 1.1 MILLION WITH A CERTAIN AMOUNT DISPUSHED TO THE 10 BUS DRIVERS AND TSCA. THE 10 BUS DRIVERS WAIVED ANY RIGHTS TO REENSTATEMENT AND THE AGREEMENT WILL END ANY FURTHER LITIGATION. THE PRESENT AGREEMENT FOR BUS SERVICES WILL NOT BE AFFECTED. THE VOTE ON THE AGREEMENT WAS UNANIMOUS FOR THE BOARD MEMBERS PRESENT WITH THE EXCEPTION OF BOARD MEMBER RICHARD DOWNING BECAUSE HE IS NOT HERE. AND THAT'S IT FOR THAT. OKAY. DO WE HAVE ANY CORRECTIONS OR AMENDMENTS TO THIS EVEN EGGS AGENDA? >> NO CORRECTIONS. >> DO WE HAVE ANY REPLACEMENT PAGES TONIGHT? >> NO. [INAUDIBLE] FOSTER ELEMENTARY, [6. FLAG SALUTE] MS. JOY ROBLES WILL BE LEADING THE FLAG SALUTE THIS EVENING. WELCOME MS. ROBLES. >> PUT YOUR RIGHT HAND OVER YOUR HEART, READY, AGBEGIN. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. [7. ORAL REPORTS AND PRESENTATIONS] >> THANK YOU, MS. ROBLES. IT'S TIME FOR THE BOARD OF EDUCATION AND STUDENT BOARD MEMBER COMMUNICATIONS AND REPORTS. LET'S BEGIN WITH MR. MENDOZA. >> IT'S BEEN SOME TIME SINCE I HAVE BEEN ABLE TO SPEAK WITH YOU DIRECTLY LIKE THIS. I WAS ABSENT FROM THE JULY AND AUGUST MEETINGS BUT THEY WERE SPECIAL MEETINGS ANYWAY. I MADE AN INSTAGRAM STUDENT BOARD MEMBER BUSD. THE UNFORTUNATE PART IS I DON'T HAVE A LOT OF FRIENDS SO NOBODY FOLLOWED THAT INSTAGRAM SO NO WIN IS GETTING MY INFORMATION, BY I'M EXCITED -- MR. DIAZ IS MY FRIEND BUT I'M EXCITED TO SHARE [00:05:06] WHAT YOU HAVE BEEN UP TO. I SHOULD EXPLAIN MY ABSENCE FROM JULY 28TH AND AUGUST 4TH MEETINGS. BEFORE THE 28TH MEETING WAS PLANNED, I WAS ENROLLED IN A SUMMER INSTITUTE [INDISCERNIBLE] ONE OF THE THINGS I SAW WAS A CLEAN ROOM WHERE WE WATCHED THE MANUFACTURER OF COMPUTER CHIPS AND NANOSKILL ELECTRONICS SO THAT WAS SUPER COOL. THE AUGUST 4TH, THAT WAS CLOSED SESSION AND STUDENT BOARD ARE NOT ALLOWED. THEN I WITHIN THE TO A TRAINING IN LOS ANGELES AND MET BOARD MEMBERS FROM ACROSS THE STATE. WE EXCHANGED CONTACT INFORMATION SO WE STILL TALK. I GOT TO TOUR OUR MAINTENANCE DEPARTMENT WITH DAN BUFFINGTON, OUR WAREHOUSE WITH MONICA AND GOT INSIGHT INTO OUR FINANCE DEPARTMENT WITH GEORGE MARTINEZ. SOMETHING I LEARNED ABOUT OUR WAREHOUSE DEPARTMENT IS IT IS A CONVERTED OLD MILITARY OUT POST FROM WORLD WAR II SO IN THE AREA WHERE WE STORE A BUNCH OF C CHROMEBOOKS, THERE WAS SIGNAGE AND LEFTOVER ARCHITECTURE THAT'S CLEARLY MILITARY FROM THE 40S SO I THOUGHT THAT WAS SUPER COOL. I THOUGHT YOU GUYS WOULD BE INTERESTED IN THAT. I DUD BOTHER NINA AND SULENA A LOT IN THE LAST COUPLE OF WEEKS. SOME OF THE STUFF THAT STUDENTS AND TEACHERS WERE TALKING ABOUT THAT I GOAT TO DISCUSS WITH THOSE TWO WERE HOW TO VIE COMPLETE AGENDAS. I REALIZED THAT MYSELF INCLUDED, NOT A LOT OF PEOPLE KNEW WHERE TO SEE THE EXPANDED AGENDAS BECAUSE THE AGENDAS ARE POSTED. WE KNOW WHAT HAPPENS AT A BOARD MEETING BUT EVERYTHING THAT'S IN THIS BIG BOOK, SOME PEOPLE DON'T KNOW YOU CAN VIEW THAT ONLINE THROUGH THE DISTRICT WEBSITE. THAT'S ON A WEBSITE CALLED SEMBLY. IF YOU JUST GO TO DISTRICT GOVERNANCE BOARDS A VIEW COMPLETEN VIEW COMD VIEW COMPLETE AGENDA, YOU CAN VIEW THE POLICIES AS WELL AS THE COMPLETE AGENDA. ALL THE OFFICIAL DOCUMENTS ARE THERE. THERE WERE SOME STUDENT WHO IS HAD QUESTIONS ABOUT PE CREDIT FOR THEIR CLASSES. WHAT ELSE? THE PA SYSTEMS AT MAYFAIR, ALL THOSE CONCERNS THAT PEOPLE HAD BUT I THINK WHAT WAS REALLY COOL WAS THAT WE NOW HAVE THESE NEW BIG, YELLOW COMPLAINT FORMS IN ALL OUR CLASSROOMS SO THE DISTRICT HAS WORKED WITH ME TO TRY TO MAKE SURE STUDENTS KNOW THE PROPER CHANNELS OF COMMUNICATION IF THEY WANT TO ADDRESS A CONCERN THEY HAVE, TALK TO YOUR SITE PRINCIPAL AND ALL OF THAT BUT THAT'S SOMETHING I HAVE BEEN WORKING ON. LASTLY, WHAT ELSE? THERE ARE SOME THINGS I HAVE NOT YET TALKED TO SELUMA OR NINA ABOUT. BONNIE CARTER I HAVE ALSO BEEN MEANING TO SPEAK TO BUT THAT'S FOR THE NEXT BOARD UP DATE SO FOR NOW, I WILL LEAVE IT TO THE REST OF MY COLLEAGUES. >> THANK YOU SO MUCH, OUR HONORABLE CHRISTOPHER MENDOZA. NEXT WE'LL HAVE BOARD MEMBERS MS. GARZA. >> GOOD EVENING, EVERYONE. WELCOME. I WAS ABLE TO TOUR SOME OF OUR SCHOOLS AT THE BEGINNING OF THE SCHOOL YEAR AND GO IN AND TALK TO THE PRINCIPLES. I THINK I MISSED ABOUT TWO SO I ALMOST MADE IT TO THE WHOLE LIST. AS I WAS TOURING THE SCHOOLS AND LOOKING AT CAMPUSES, I WAS ASKING PRINCIPALS WHAT ARE YOUR PRIORITIES FOR THE SCHOOL YEAR? A MAJORITY OF THE PRINCIPALS WOULD LET ME KNOW THAT IT WAS MAKING SURE OUR STUDENTS WERE EMOTIONALLY SUPPORTED, THAT THEY HAD ACCESS TO A WELLNESS CENTER WHICH MOST OF THEM DO. ACTUALLY, ALL OF OUR SCHOOLS DO. SOME OF THEM WERE ALREADY UP AND RUNNING. OTHERS WERE STILL WAITING FOR A COUPLE OF MATERIALS TO COME IN BY WHAT I SAW WAS A VERY HAPPY ENVIRONMENT FOR OUR STUDENTS. OUR PRINCIPALS ARE DOING AN AMAZING JOB OF SUPPORTING OUR TEACHERS AND THEY ARE HAVING THOSE CONVERSATIONS WITH THEM, LOOKING AT THEIR DATA, LOOKING AT HOW DO WE MAKE THIS AN EASIER [00:10:04] WAY TOO PERHAPS GIVE THE INSTRUCTION THAT WE GIVE TO OUR STU STUDENTS EVERY DAY? I WAS VERY, VERY EXCITED TO TAKE THOSE TORS AND HEAR WHAT THE PRINCIPALS FEEL IS THEIR PRIORITY. SO GOING FORWARD, I WILL TRY TO GET BACK IN THERE PERIODICALLY AND TO MAKE SURE WE'RE WORKING TOGETHER AND BUILDING THOSE BRIDGES, MAKE SURE THAT WE'RE HELPING OUR TEACHERS AND PRIN PRINCIPALS AND SUPPORTING THEM AND COMING TO HAVING THESE DISCUSSIONS AS BOARD MEMBERS WITHIN US AND ALSO WITH OUR STAFF, BUILDING THOSE BRIDGES. I ALSO WENT TO THE BACK TO SCHOOL NIGHTS FOR MAYFAIR AND BOUTHGAR AND I WAS VERY, VERY HAPPY TO SEE THAT WE WERE HAVING A LOT OF PARENTS ON CAMPUS. EVERYBODY WAS EXCITED TO BE BACK. MASKS WERE NO LONGER NECESSARY. I LESS GOT TO SEE THAT MANY OF OURALSO GOT TO SEE THAT MANY OF OUR TEACHERS ARE USING THE SONIC VIEWS, I BELIEVE, ON CAMPUSES. SOME TEACHERS HAD THE TRAINING AND OTHERS ARE WAITING AND ARE IN THE PROCESS OF GETTING THAT TRAINING, BUT EVEN IF THEY DIDN'T HAVE THE TRAINING, I WAS VERY EXCITED AS WELL TO SEE THAT MANY OF OUR TEACHERS JUST JUMPED RIGHT IN AND THEY TRIED IT AND IT'S A LOT OF THAT TRIAL AND ERROR THAT REALLY DOES KIND OF TEACH US LIKE OH, I MADE A MISTAKE HERE, LET ME GO BACK AND SEE HOW I CAN CHANGE THIS. SO IT WAS VERY REASSURING FOR ME TO SEE THAT TEACHERS ARE EMBRACING THIS NEW TECHNOLOGY THAT WE HAVE PROVIDED THEM AND THAT THEY ARE USING IT ALREADY TO INSTRUCT OUR STUDENTS AND GIVE THEM THAT OTHER MODE OF ACCESSING THE CONTENT. I ALSO ATTENDED THE CLSBA CONFERENCE WHERE I WENT TO SEVERAL SESSIONS. THE FOCUS FOR THE CONFERENCE WAS LATINOS ISSUES, STUDENTS WHO ARE IN LATINO GROUPS WITHIN OUR COMMUNITY AND HOW WE CAN USE OUR DUAL IMMERSION AND BILINGUAL PATHWAYS SO STUDENTS ARE READY FOR THAT WORLD COMMUNITY THAT THEY WILL HAVE TO FACE IN THE FUTURE SO I DID GET A LOT OF -- I MADE SOME CONNECTIONS WITH SOME VERY KEY PEOPLE. LIKE, FOR EXAMPLE, THE CAVA DIRECTOR WHICH I WILL BE HANDING OFF TO DR. AVILA. I WILL GIVE THOSE CONNECTIONS SO DR. AVILA CAN WORK TOWARDS THAT AS WELL. IT WAS VERY NICE TO SEE AS A LATINA, MYSELF, BOARD MEMBER AND OTHER BOARD MEMBERS AND JUST LIKE MY COLLEAGUE, MR. IVAN IS HERE, KIND OF SHARE HOW WE STILL NEED TO LOOK AT ISSUES, NOT JUST FROM OUR OWN PERSPECTIVE, A LATINO PERSPECTIVE BUT ALSO FROM OUR BLACK STUDENT COMMUNITIES THAT WE DON'T FORGET THEM IN OUR DUAL IMMERSION PROGRAMS BECAUSE OUR DUAL IMMESHES PROGRAMS ARE AMAZING BUT WE ALSO NEEDAMERICA AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN THOSEA PRROGRAMS BECAUSE OUR DUAL IMMESHINCORPORATE THE E IN A PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPEM PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLA AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN R PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN S PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN I PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN PROGRAMS ARE AM INCORPORATE THE BLACK EXPERIENCE IN N PROGRAMS ARE AMAZING BUT WE ALSO NEED TO INCORPORATE THE BLACK EXPERIENCE IN THOSE PROGRAMS, SO IF WE WANT OUR KIDS TO BE SCHOLARS OF THE WORLD, WE NEED TO NOT FORGET THEM. THANK YOU VERY MUCH. >> THANK YOU, BOARD MEMBER GARZA. CAN WE HEAR FROM DR. ELHESSEN? >> THANK YOU AND WELCOME, EVERYONE. GOOD TO SEE ALL YOUR BRIGHT, SMILING FACES. I ALSO ATTENDED THE BACK TO SCHOOL NIGHTS FOR SUMERSET AND THEY DID A GREAT JOB IN SHOWING WHAT'S GOING ON IN THEIR CLASSROOMS AND DEVELOPING STUDENTS IN REGARDS TO OUR CAL [00:15:04] APPS PROGRAM. ALSO R ALSO I ATTENDED MAYFAIR AND IT WAS A GREAT TURNOUT AND I VISITED SOME OF THE CLASSROOMS. I ALSO WAS PLEASANTLY SURPRISED. I HAD A PARENT LITERALLY CHASE ME DOWN TO THANK ME FOR BEING A MENTOR FOR HER DAUGHTER AND SHE'S NOW IN CAL STATE LONG BEACH IN JOURNALISM AND HER NAME IS TIANA PORIER AND I APOLOGIZE IF I MISPRONOUNCED THE LAST ANYTIME. THE MARE WAS SO EXCITED TO SEE ME AND I WAS SO FILLED WITH JOY THAT WHAT I THINK I DO NORMALLY AND REGULARLY WAS SEEN BY THIS STUDENT AS A SENSE OF MENTORSHIP AND SUPPORT AND I WAS THRILLED BECAUSE THAT'S WHAT IT'S ALL ABOUT AND THAT'S WHY I'M HERE, TO BE THAT MENTOR FOR ALL THE STUDENTS. IT WAS A GREAT EXPERIENCE AND I REALLY ENJOYED BEING PART OF THE BACK TO SCHOOL NIGHT. I ALSO ATTENDED OUR CAL APPS BOARD MEETING THIS WEEK AND I HAVE GOOD NEWS TO REPORT BECAUSE, FIRST OF ALL, I WANT TO MENTION THAT THE LA MOTOR SPORTS CAR SHOW THIS SATURDAY, THE CAL APPS PROGRAM WILL BE RECEIVING A MOCK LAW ENFORCEMENT VEHICLE FOR THEIR CRIME SEEM PRAWN AT THE LASD MOTSPMOTORLASD MOTOR SPORT SATURDAY. THE CROWN VICTORIA HAS [INAUDIBLE] THE CTE AUTO PROGRAM, THE CTE STUDENTS HAVE BEEN WORKING WITH THEIR INSTRUCTOR OVER THE SUMMER TO PREPARE THE CAR TO PRESENT IT TO THE CAL APPS PROGRAM. SO THE LASD MOTOR SPORTS IS THE LARGEST LAW ENFORCEMENT ENDORSING RACING AND PUBLIC OUTREACH TEAM IN THE UNITED STATES. CAL APPS IS HONORED TO BE SUPPORTED BY THIS ORGANIZATION AND IS PROUD TO COLLABORATE WITH THE CTE ORGANIZATIONS TO BENEFIT ALL OF OUR STUDENTS INVOLVED. SO I ENCOURAGE OUR CAL APP STUDENTS, THOSE OF YOU WHO ARE HEARING ME AND THOSE OF YOU WHO ARE HERE, PLEASE CHECK IT OUT. HOPEFULLY WE WOULDN'T GET RAINED OUT. I ALSO WANT TO TALK ABOUT OUR ENROLLMENT. I THINK IT'S REALLY IMPORTANT TO SHOW HOW OUR PROGRAM IS EXPANDING. THIS IS FOR ALL OUR STUDENTS AND OUR CLASSROOMS ARE FILLING UP FAST AND I WANT TOO SAY THAT EARLY CHILD LOOKED, WE HAD 20 SPOTS, 18 WERE FILLED. OUR FASHION SIDE 19 OUT OF 20. HEALTH OCCUPATIONS, 21 OVER 25. FIRE SCIENCE, 25 OUT OF 25. THAT'S ONE OF OUR MOST POPULAR PROGRAMS. OUR E-SPORTS, 17 OF 25. OUR HEALTH OCCUPATIONS, 13 OF TWO. ATHLETIC TRAINING AT MAYFAIR HIGH SCHOOL 17 OVER 20. [INAUDIBLE] OUR PARTNERSHIP WAS 24 OF 25, OUR AUTO IS 24 AND OUR HEALTH OCCUPATIONS IS 25 OVER 25. LAW ENFORCEMENT WAS 14 OUT OF 25 WHICH I THINK WILL INCREASE NOW THAT WE'RE GETTING THE VEHICLE IN PRREGARDS TO THAT AND ALSO AO MARCUS SPACE 14 OUT OF 15, CULINARY ARTS AT LINWOOD HIGH SCHOOL. SO WE HAVE 22 OVER 25. OUR BAKERY AND PASTRY IS 19 OVER 25, OUR STAGE PRODUCTION IS 19 OVER 25. ATHLETIC TRAINING AT BELLFLOWER HIGH SCHOOL WAS 111 OVER 136 POSSIBLE OPENINGS AND OUR ATOE AT BELLFLOWER HIGH SCHOOL WAS 167 OVER 175. LASTLY OUR GRAPHIC ARTS DESIGN WAS AT VISTA AND IT'S 43 OVER 75. SO THE REASON I WANTED TO SHARE THAT WITH YOU IS TO SHOW HOW OUR PROGRAM IS INCREASING. KUDOS TO OUR COUNSELLORS WHO ARE ENCOURAGING STUDENTS TO DEVELOP NEW SKILLS IN DIFFERENT AREAS AND EXPLORE OTHER CAREERS AS A RESULT OF BEING PART OF THAT SO I ENCOURAGE YOU TO CONTINUE TO DO SO. WE HAVE A TOTAL OF 877 STUDENTS [00:20:02] ENROLLED IN OUR CAL APPS PROGRAM. THAT'S MY REPORT. THANK YOU. >> THAT'S GREATTTHAT'S GREAT, . WOW. OKAY. CANWY HEAR FROM OUR REVEREND IVANS. >> GOOD EVENING, EVERYONE. IT'S BEEN AN HONOR FOR ME. THIS WAS MY FIRST BACKSEAT TO SCHOOL NIGHT. IT WAS A GREAT EXPERIENCE. I STARTED WITH SUMMERSET HIGH SCHOOL. THANK YOU, PRINCIPAL OF SUMMERSET, FOR LEADING ME IN THIS WALKING TOUR AND LEARNING ABOUT YOUR STUDENTS, ABOUT YOUR PROGRAMS. I WAS SO IMPRESSED FOR THAT. BELLFLOWER HIGH SCHOOL LAST WEEK, SPENDING TIME WITH FAMILY, STUDENTS, SITTING IF A FEW CLASSROOM PRESENTATIONS WITH TEACHERS, SCIENCE, HISTORY, AND SOME OTHER CLASSES. IT WAS A GREAT TIME JUST EXCHANGING SOME IDEAS AND TALKING EXPERIENCES AND LISTENING TO PROFESSORS FROM THOSE SCHOOLS. I'M ALSO PARTICIPATING IN A TRAINING IN LOS ANGELES THAT IS PROTECTING U.S. CRITICAL INFRASTRUCTURE AND AMERICAN PEOPLE PROVIDED BY THE FBI AND CIA THAT INCLUDE THE ONLY NONPROFIT ORGANIZATION AS WELL AS SCHOOLS AND PUBLIC SCHOOLS. A LOT OF THINGS TO LEARN AND HOW WE CAN PREVENT ALL THOSE SITUATIONS. I SPENT TIME MEETING WITH FAMILIES AND LOCAL PARTNERS, AGENCIES TO MAKE CONNECTIONS AS PART OF THE BOARD AS WELL. I PAR TIS PUT AED IN THE FULL DISTRIBUTION FOR PROBABLY THE WHOLETICIPATED IN THE FULL DISTRIBUTION FOR PROBABLY THE WHOLE SUMMER AND LAST WEEK BENEFITTING FAMILIES FROM OUR SCHOOL DISTRICT, SUPPORTING OUR FAMILIES AS WELL AS OUR CHILDREN. I HAD A GREAT CONVERSATION WITH COUNSELLORS AND CASE MANAGERS IN THESE FIRST TWO WEEKS OF CLASSES, LISTENING TO EXPERIENCES AND HOW THE ATTITUDES, THE EXPECTATIONS AND THE EMOTIONAL STATES OR STUDENTS ARE LIVING IN GOING BACK TO SCHOOL. THIS IS MY FIRST TIME IN BACK TO SCHOOL AND NEXT WEEK I'M VISITING SOME OTHER MILITARY SCHOOLS THAT I HOPE I WILL ENJOY AS WELL AND THANK YOU. THANK YOU FOR THIS OPPORTUNITY TO SERVE IN THIS CAPACITY. >> THANK YOU, REVEREND IVANS. OKAY. IT'S MY TURN. BEFORE I OPEN WITH MY COMMENTS I WANT TO -- SOMETHING HAPPENED AND I WANT TO MAKE IT CLEAR THAT AT THE BACK TO SCHOOL NIGHT, SO JUST LISTEN. I WANT TO JUST MAKE IT CLEAR THAT BELLFLOWER TEACHERS ASSOCIATION IS NOT ENDORSING MY REELECTION BID, OKAY? IT WAS AN UNINTENTIONAL OVERSIGHT ON MY FLYER THAT WAS PREVIOUSLY DISTRIBUTED AND I TAKE FULL RESPONSIBILITY FOR THIS ERROR AND I APOLOGIZE PROFUSELY. I WAS AWAY FROM MY DESK ATTENDING A CONFERENCE WHEN I WAS INFORM THAT HAD BRICK TA WOULD NOT BE ENDORSING ME, YET THE FLIERS FOR BACK TO SCHOOL NIGHT WERE IN THE MIDSTFLIERS F WERE IN THE MIDST OF PRODUCTION BY MY TEAM MEMBERS WHO WERE REFERENCING ENDORSEMENTS AND PLEASE NOTE THAT BTA WAS NOT ON THAT LIST. IN THE TIME RANCH AHEAD OF BACK TO SCHOOL NIGHT, A BOILERPLATE FROM MY FIRST CAMPAIGN WAS ALSO REFERENCED AND USED. IT WAS DURING MY FIRST CAMPAIGN THAT BTA DID GENEROUSLY ENDORSE ME, BUT THAT IS NOT THE CASE AT THIS TIME. [00:25:05] I DID NOT CATCH THE MISTAKE UNTIL MY TEAM DISTRIBUTED OUT THE FLIERS TUESDAY AND THURSDAY AND, AGAIN, I APOLOGIZE PROFUSELY. THE ERROR WAS BROUGHT TO MY ATTENTION ON FRIDAY EVENING VIA TEXT MESSAGE. I REACHED FOR MY PHONE TO TURN MY RINGER OFF BECAUSE I WAS ATTENDING A FAMILY WEDDING AND AS ALWAYS, WHEN ISSUES ARE BROUGHT TO MY ATTENTION, I TAKE IMMEDIATE ACTION TOO RECTIFY THEM AND THIS DOES NOT RECTIFY M AND THIS DOES NOT JUSTIFY THE ERROR. IT ONLY PROVIDES AN EXPLANATION. I DO NOT WANT TO COMPROMISE THE RELATIONSHIP I HAVE WITH BTA AND I CONTINUE TO WORK TO CONTINUE TO STRENGTHEN THAT RELATIONSHIP SO WE CAN COHESIVELY COLLABORATE TO BUILD BETTER CLASSROOMS FOR OUR STUDENTS. THIS HAS BEEN ADDRESSED AND, AGAIN, THIS SHOULD HAVE NEVER HAPPENED. ENDORSEMENT OR NOT, I SUPPORT OUR TEACHERS AND I REALLY APPRECIATE ALL OF YOU AND I THINK FOR YOUR GRACE. AGAIN, THANK YOU, AND I JUST APOLOGIZE. NOW AT THIS TIME LET ME MOVE ONTO JUST A LITTLE BIT ON WHAT I DID BECAUSE I DON'T WANT TO TAKE TOO MUCH TIME, BUT I DID ATTEND THE LEADERSHIP CONFERENCE AS CHRIS SAID AND I HAD TO TELL THEM IF I'M OVER YOU TOO MUCH AND ACTING LIKE A DOTING MOTHER, TELL ME TO BACK OFF SO YOU CAN JUST BLOSSOM AND MEET AS MANY PEOPLE AS YOU CAN. I TOOK SO MANY PICTURES AND I'M SURE HE'S GOING TO DOCUMENT IT OR HE'S PROBABLY ALREADY SHARED SOME OF THE PICTURES AND SO I JUST WANT YOU TO KNOW WE ARE BLESSED TO HAVE MR. MENDOZA AS A STUDENT BOARD MEMBER. HE'S DEDICATED. HE RESEARCHES, HE REACHES OUT, HE TALKS. HE IS AMAZING AND, AGAIN, HE MET SOME AMAZING STUDENTS AND HE'S ABOUT MAKING POSITIVE CHANGE, SO I DO THANK YOU FOR THAT, CHRIS. I WENT TO THE FIRST FOOTBALL GAME FOR BELLFLOWER HIGH SCHOOL. IT WAS AN AWAY GAME AT PIONEER. I DON'T KNOW HOW GOOD OUR TEAM IS GOING TO BE THIS JEER BUT BOY, THEY SHUT PIONEER OUT. OF COURSE I WAS THERE, MY DAUGHTER'S A CHEERLEADERS SO I WAS THERE TRYING MY BEST TO NOT JUMP ON THEIR BOX AND DO MY OLD CHEERS FROM WHEN I WAS A CHEERLEADER SO I MADE SURE I SAT DOWN. I ALSO ATTENDED THE CALIFORNIA LATINA SCHOOL BOARD ASSOCIATION CONFERENCE AND MY FAVORITE PART OF ALL THE CONFERENCES, I COULD NOT STOP THINKING ABOUT WHAT THEY CALL THE YOUTH FEM PROJECT AND ALL I COULD THINK ABOUT IS OUR STEM BUILDING AND THAT'S THE ARTS. I LOVE THE ARTS. I'M GOING TO BE PASSING THAT ALONG, TOO, BECAUSE I DON'T KNOW WHAT THEY HAVE PLANNED BUT I WOULD LOVE TO SEE THE YOUTH FILM PROJECT BROUGHT TO BELLFLOWER. THEY ARE IN NEIGHBORING SCHOOLS AND THEY HAVE LOTS OF STUDY THAT IS HAVE PRIVINE THAT IT IMPROVES THE READING AND THE MATH WITH THIS FILM PROJECTPROVEN THAT IT THE READING AND THE MATH WITH THIS FILM PROJECT AND THEY GET TO USE REAL EQUIPMENT, JUST LIKE THE PROFESSIONALS, SO NO IPADS AND CELL PHONES, REAL EQUIPMENT. THOSE VIEW SONICS ARE SO MUCH BETTER THAN THE BOARDS I HAD YEARS AGO. THOSE VIE SONICS ARE IT, THEY'RE THE BOARD. I HAVE ONE MORE EITEMI HAVE ONE SHARE. THE DISTRICT HAS RECEIVED MULTIPLE RESPONSES FROM LAW [00:30:05] FIRMS BECAUSE OF THE RFP SENT OUT BY OUR STAFF. IT WAS CLOSED ON AUGUST 29, 22. THE NEXT STEP WOULD BE TO INTERVIEW SELECTED FIRMS, HOWEVER, I BELIEVE THAT WE SHOULD WAIT UNTIL WE HAVE APPOINTED A SUPERINTENDENT TO GO THROUGH THIS PROCESS. MY BELIEF WAS BASED ON THE FACT THAT THE SUPERINTENDENT SHOULD HAVE A SIGNIFICANT INVOLVEMENT AS TO WHO ADVISES AND REPRESENTS THE DISTRICT AND ITS BOARD IN GIVING ADVICE AND PROVIDING REPRESENTATION. AS SOON AS OUR DECISION IS MADE CONCERNING A NEW SUPERINTENDENT, I THINK THEN WE SHOULD IMMEDIATELY CONTINUE THE PROCESS OF THE RFP PROCESS SO THAT WE CAN SELECT THE NEW COUNSEL. I, MYSELF, WOULD LIKE TO SEE A CONSENSUS OF THE BOARD TO WAIT ON PROCESS UNTIL WE HAVE SELECTED A SUPERINTENDENT BECAUSE THAT SUPERINTENDENT IS GOING TO HAVE TO WORK WITH THAT NEW COUNSEL. >> I AGREE. I THINK OUR FOCUS SHOULD BE ON HIRING OUR SUPERINTENDENT. >> IT'S A LOT. >> IT'S NOT ONLY A LOT, BUT ALSO WE WANT TO SUPPORT THE PROCESS AND GO THOROUGHLY THROUGH IT AND NOT HAVE TO BE RUSHED AND LOOK AT OTHER INTERVIEWS AND PROCESSES. I THINK IT'S REALLY IMPORTANT AND AS YOU MENTIONED, WHOEVER THEY SELECT THEY WOULD BE WORKING CLOSELY WITH THE SUPERINTENDENT. >> I BELIEVE WE NEED TO AGENERAL DIES THAT FIRST BEFORE WE HAVE OTHER CONVERSATIONS GOING ONDAS THAT FIRST BEFORE WE HAVE OTHER CONVERSATIONS GOING ON BECAUSE IT'S NOT ON THE AGENDA RIGHT NOW. LOOKING FORWARD TO THAT, PERHAPS THAT'S SOMETHING WE CAN DISCUSS BUT NOT AT THIS TIME. IT NEEDS TO BE MORE APPROPRIATELY AGENDIZEKD AT THA POINT. >> I JUST WANTED TO PUT IT OUT THERE THAT IT WOULD BE MORE FAIR TO WAIT -- >> WE CAN'T CONTINUE A CONVERSATION. >> MS. GARZA IS RIGHT BECAUSE YOU ASKED FOR UNANIMOUS AGREEMENT FOR THE PROCESS BUT WE CAN'T DISCUSS IT UNLESS IT'S ON THE AGENDA. >> IT HASN'T BEEN PROPERLY AGENDIZED. >> WE APPRECIATE IT, PRESIDENT, BUT SAME. I THINK IT'S NOT PART OF THE AGENDA SO IT COULD BE A DIFFERENT CONVERSATION IN THE SHORT FUTURE AND WE WOULD CONTINUE EXPLORING THAT POSSIBILITY. I AGREE WITH YOU AND WE CAN DEFINITELY PUT IT ON THE AGENDA FOR NEXT TIME. WE'LL HAVE THAT DISCUSSION. >> OKAY. SO THAT WAS IT FOR ME. I JUST WANTED TO LET MY BOARD MEMBERS KNOW WHAT I WAS THINKING. THAT'S ALL. OKAY. NOW WE HAVE OUR STUDENT BOARD MEMBERS. I HAVEN'T SEEN STUDENT BOARD MEMBERS IN, WOW, HOW LONG HAS IT BEEN? WE SUBMITTED A RESPONSE TO ALL 15 RECOMMENDATIONS AND RECEIVED FEEDBACK. WE ARE STILL WORKING TO FULL IMPLEMENTATION AS THERE ARE MULTIPLE STEPS. WE'RE ALSO SUBMITTING ONE RESPONSE PER THE STATE REQUEST. FINALLY I WOULD LIKE TO CALL YOUR ATTENTION TO THIS MONTH'S BULLETIN. I INVIN I INVI. I INVITEE TIA TO THEIR SHARE DISPLAY. >> GOOD EVENING. DEVELOPMENTAL WORD STUDY IS A DISTRICT INITIATIVE AND THE LEOPARDS HAVE LEAPT INTO UTILIZING THESE PLANS TO DEVELOP THEIR LEADING SKILLS. SO WHAT IS WORD STUDY? WORD STUDY IS A PROCESS WHERE TEACHERS PROVIDE METHODS TO DEVELOP THE FOUNDATIONAL SKILLS THAT ARE SO IMPORTANT FOR ALL STUDENTS. THERE ARE MANY STEPS AND PIECES OF THIS PUZZLE THIS CREATES WORD STUDY. ONE IS THE USE OF THE SOUND SPELLING CARDS. THE SOUND SPELLING CARDS ARE USED TO HELP STUDENTS LEARN THE DIFFERENT SPELLING PATTERNS, FIND PHONEMES ON THE SPELLING CARDS AND RECOGNIZE THE DIFFERENT SPELLING PATTERNS THAT CREATE AND MAKE THAT PHONEME. IT HELPS THEM TO DECODE WORDS BY LOOKING AT THE PICTURE AS A REFERENCE TO HELP THEM UNDERSTAND WHAT PHONEME IS MADE WITH THAT PATTERN OF LETTERS. EACH KNOW NEONPHONEME HAS A HAN TO HELP CREATE WHAT THAT SOUND IS. THE NEXT IS PHONEMIC AWE WARNS. THERE ARE ACTIVITIES THAT THEYA. THERE ARE ACTIVITIES THAT THEY DO THROUGH CONGRESSES, THUMBS UP, STANDING TALL IF THEY HEAR A LONG VOWEL OR SITTING IF THEY HEAR A SHORT VOWEL. UTILIZING PHONEME TILES. THAT'S WHERE THE STUDENT WILL SAY A WORD AND STUDENTS HAVE TO LAY DOWN A TILE FOR EACH PHONEME THAT THEY HEAR. POP UP PEOPLE WHERE STUDENTS ARE GIVEN LETTERS ON THEIR CARDS, THEY LINE UP IN ORDER AND EACH STUDENT PRONOUNCES THE PHONEME ON THEIR CARD AND THE CLASS WORKS TOGETHER TO BLENT THOSE PHONEMES TOGETHER AND MY FAVORITE IS RHYME AWAY WHERE THE STUDENTS WORK TO MAKE A PICTURE DISAPPEAR THAT RHYME WITH PARTS WITH CLUES THE TEACH PROVIDES. IF THERE'S A PERSON ON THE BOARD, THE TEACHER MAY SAY IF YOU LIKE EGGS, ERASE THE -- AND THE STUDENTS SAY EGGS. UNTIL THE PERSON GETS ERASED. [00:55:02] THEY CONTINUE WITH PHONEME TILES SO IN ADDITION TO HEARING THE DIFFERENT PHONEMES AND LAYING THEM OUT TO REPRESENT, THEYRY THE LETTERS THAT MAKE THE PHONEMES UNDER THE TILES. TOWEL A LETTER, WHERE STUDENTS WRITE LETTERS ON THEIR SPELLING BOARDS AND TO CHANGE THE WORD WITHOUT ERASING THE ENTIRE WORD AND MAKE THEM RAISE THEIR HAND AND PROMISE THAT THEY WILL NOT ER ERASE THE WORD. WE MAY SAY CHANGE POT TO PLOT AND THEY HAVE TO DO THAT USING THE SKILLS THEY HAVE LEARNED. WHAT LOOKS RIGHT IS WHERE STUDENTS CREATE COLUMNS WITH SPELLING PATTERNS AND THE STUDENT HAVES TO LOOK AT A WORD AND TRY TO DETERMINE WHICH WIN IS THE CORRECT SPELLING AND WRITE THAT IN THE CORRECT COLUMN WITH THE APPROPRIATE SPELLING PATTERN. THEN USING WORDS YOU KNOW WHERE STUDENTS ARE LEARNING THAT THERE ARE TWO TYPES OF RHYMES, THE RHYMES THAT YOU CAN HEAR AS WELL AS THE RHYMES THAT YOU CAN SEE SO THEY HAVE TO DECODE IN THIS PROCESS. WE SHOW THEM WORD AND THEY HAVE TO READ THE WORD, FIND THE PATTERN AND DETERMINE WHICH PATTERN IT WOULD GO INTO THE CHART THEY CREATE AND ENCODE, WHICH MEANS THEY SAY THE WORD, WE DON'T GET TO SEE IT, AND USING THE PATTERNS THEY LEARNED, THEY HAVE TO WRITE TO WORD USING THE PATTERNS THEY HAVE BEEN STUDYING. FLUENCY IS THE ABILITY TO READ THE SPEED, ACCURACY, AND APPROPRIATE EXPRESSION IN ORDER FOR STUDENTS TO REALLY UNDERSTAND WHAT THEY ARE READING THEY HAVE TO BE ABLE TO BE FLUENT WHETHER READING ALOUD OR SILENTLY SO THEY GO THROUGH DIFFERENT PROCESSES IN PRACTICING THIS. OF COURSE WE START WITH MODELED READ WHERING A TEACHER WILL READ A PASSAGE WHERE SHE'S MODELING THE CORRECT SPEED, INTONATION AND THE CORRECT, PROPER EXPRESSION. CHEN CHORAL REHETHEN CHORAL REA READ TOGETHER. THEN THERE'S ECHO READING WHERE THE TEACHER MODELS THAT PASSAGE AND THE STUDENTS RECREATE IT. SPORT IS VERY, VERY IMPORTANT. THE DISTRICT -- WORD STUDY IS A DISTRICT INITIATIVE AND THEY HAVE BEEN PROVIDING SEVERAL TEACHER WORKSHOPS THAT ALL THE TEACHERS CAN PARTICIPATE IN TO LEARN ALL THESE DIFFERENT STRATEGIES, THE SCIENCE BEHIND IT, WHY IT'S SO IMPORTANT IT AND THESE SPECIFIC STEPS TO IMPLEMENT IT. AT LOS FLORES, PARENTS CAN COME AND LEARN ABOUT WORD STUDY AND WHY WE'RE WORKING HARD ON THIS AND THEY ALSO HAVE HOMEWORK COMPONENTS THEY CAN DO AT HOME SO THEY CAN PRACTICE. WHY DO WE DO WORD STUDY? BECAUSE THEY PROVIDE EQUAL ACCESS TO LITERACY FOR ALL OUR STUDENTS. THANK YOU VERY MUCH. [APPLAUSE] >> AND THANK YOU. >> I WANT TO SAY SOMETHING. THANK YOU, TIA AND I WANT TO RECOGNIZE NOT ONLY IS SHE A VERY IMPORTANT PIECE IN THIS SCHOOL DISTRICT BECAUSE SHE'S A PRINCIPAL BUT ALSO SHE'S LEADING AND HELPING US IN CARING CONNECTION AND SHE'S DOING A GREAT JOB AND WE NEED TO RECOGNIZE THAT. THANK YOU, TIA. >> I ALSO WANT TO SAY THAT I SAW THIS PROGRAM WHEN IT WAS BEING PILOTED OVER THE SUMMER AND IT WAS INCREDIBLE TO SEE THE CHILDREN JUMP OUT OF THEIR SEATS TO PARTICIPATE OR BE THE ONE THAT'S CALLED ON SO I'M GLAD YOU GUYS FOUND SOMETHING THAT IS WORKING FOR OUR STUDENTS. OKAY. WE HAVE TWO PUBLIC HEARINGS THIS EVENING. THE FIRST ONE IS ON THE SUNSHINE INITIAL PROPOSAL CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION BELLFLOWER CHAPTER 32 AND THE SECOND IS ON THE RESOLUTION SUFFICIENCY OF STANDARDS ALIGNED INSTRUCTIONAL MATERIALS FOR THE 2022-2023 GRADES TK-12. SO THE PUBLIC HEARINGS WILL TAKE PLACE WHEN THESE ITEMS ARE WITH HELD FROM THE CONSENT AGENDA. SO TONIGHT WE HAVE REQUESTS [01:00:05] ADDRESSING THE AGENDA ITEMS. SO WHILE THE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC. INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADDRESS THE BOARD ON EACH AGENDA OR NONAGENDA ITEM AND TOTAL INPUT ON EACH ITEM WILL BE 21 MINUTES AS PER LAW 93.22.2. AT THIS TIME, WOULD MS. AMY STUART APPROACH THE PODIUM. AND WELCOME MS. STUART. >> THANK YOU. GOOD EVENING BOARD PRESIDENT ARMSTRONG, CABINET AND GUESTS. WITH THESE HIGHLY IMPORTANT BARGAINING SESSIONS STARTING, I WANTED TO LET THE PUBLIC KNOW WITH ALL THAT OUR TEACHERS DO [INAUDIBLE] THE STARTING SALARY IS $54,669 A YEAR. IN [INDISCERNIBLE] IT'S $5,000 MORE THAN US. DOWING ARE $6,000 MORE THAN US. LONG BEACH IS AT OVER 9,000 MORE THAN US. IN PARAMOUNT, TEACHERS START AT $13,000 PER YEAR THAN TEACHES HERE IN BELLFLOWER, OURRS HERE IN BELLFLOWER, OUR NEIGHBORING DISTRICT. THE TEACHERS JUST GOT A 11.5% RAISE AND A $2,000 RETENTION BONUS. PLEASE ASK OUR WORKERS IF A $2,000 BONUS FOR THE LAST THREE YEARS AND AN 11.5% RAISE OR MORE WOULD MAKE A DIFFERENCE IN THEIR LIVES. OUR BELLFLOWER EMPLOYEES SHOULD RECEIVE HIGHER THAN THAT. YOU CAN DIRECT BARGAINING TO NEGOTIATE A COMPETITIVE SALARY. AS A BOARD YOU CAN MAKE THIS HAPPEN. PLEASE MAKE THIS HAPPEN FOR OUR EMPLOYEES BECAUSE THEY DESERVE IT. SOME PEOPLE IN OUR COMMUNITY ASKED IF WE CAN SUSTAIN THIS AND THE ANSWER IS YES. IF THEY CAN DO IT, WE CAN, TOO, AND WE HAVE A HIGHER RESERVE THAN MOST OF THEM. OUR EMPLOYEES SHOULD BE PAID COME PARABLE SALARIES THAN OUR NEIGHBORING DISTRICTS, PERIOD. YOU HAVE THE POWER TO CHANGE THAT. PEOPLE WORK HARDER WHEN THEY'RE VALUED AND IF WE WANT THE BEST AND BRIGHTEST IN BEHALF, WE NEED TO TREAT THEM BETTER AND PAY THEM WHAT THEY DESERVE. PLEASE, THERE'S NO EXCUSE TO NOT PAY OUR TEACHERS AND KRSHS SA WORKERS MORE AND AS WE SUNSHINE WORKERS MORE AND AS WE SUNSHINE CONTRACTS AND OPEN THIS I ASK THAT YOU SUPPORT THEM AND COMPENSATE THEM THE WAY THEY SHOULD BE, THANK YOU. [APPLAUSE] >> MAY I PLEASE HAVE ARLEE TO THE PODIUM? AND WELCOME. >> GOOD EVENING, PRESIDENT ARMSTRONG AND BOARD MEMBERS. I JUST WANTED TO GO BACK TO THE SPECIAL MEETING THAT WE HAD LAST WEEK, I BELIEVE IT WAS AUGUST 30TH IN REGARDS TO THE AUDITED ACTUALS. A COUPLE OF THINGS STOOD OUT TO ME AND I WOULD LIKE THEM ADDRESSED. IT WAS THE GENERAL FUND EXPENDITURES VARIANCE. THE ESTIMATED ACTUALS VERSUS THE UNAUDITED ACTUALS, IT'S JUST SUCH A HUGE VARIANCE AND I KNOW THAT IT WAS EXPLAINED THAT THIS ENCOME PASS ALL SCHOOLS AND SEVERAL DEPARTMENTS, BUT I WANT TO KNOW IF THE BOARD IS PRESENTED WITH A BREAKDOWN OF HOW THESE ESTIMATED ACTUALS AND UNAUDITED ACTUALS CAME ABOUT FOR EACH SCHOOL, LIKE BREAK IT DOWN BY SCHOOL AND DEPARTMENT SO WE CAN SEE WHICH SCHOOLS AND WHICH DEPARTMENTS ARE HAVING PROBLEMS BUDGETS AND WHO IS OVERBUDGETING AND WHAT ARE THE REAL REASONS? IS IT REALLY A BOOK ADOPTION THAT DIDN'T TAKE PLACE? IS IT JUST AN OVERESTIMATION OF WHAT SUPPLIES A STOOL OR DEPARTMENTCHOOL OR DEPARTMENT NEEDED? I KNOW IT'S ACROSS THE BOARD BUT WE SHOULD BREAK IT DOWN SO WE CAN FIGURE OUT WHY WE KEEP OVERESTIMATING OUR BUDGETS IN ALL THESE DIFFERENT CATEGORIES. AND THE OTHER THING THAT I WOULD [01:05:05] LIKE ANSWERED, MAYBE SOMEONE CAN E-MAIL ME, I WANT TO REALLY KNOW WHAT RESERVE FOR MITIGATION OF ECONOMIC UNCERTAINTIES, WHAT THAT MEANS. WHAT DOES THAT ENCOME PAS? WHAT IS THAT COVERING? IT'S $24 MILLION PLUS AND I DON'T UNDERSTAND WHAT THAT MEANS. I GET IT BUT I THINK IT SHOULD BE MORE EXPLAINED AND I DID NOT APPRECIATE THE FACT THAT THIS INFORMATION WASN'T PROVIDED PRIOR TO THE MEETING. I KNOW THE BOARD DIDN'T GET IT BUT WHY ISN'T THE BOARD GETTING THIS STUFF IN A TIMELY MANNER, EITHER. THOSE ARE THE TWO THINGS THAT REALLY POPPED OUT TO ME AND I WOULD LIKE TO SEE THAT YOU HAVE -- I WOULD LIKE TO SEE A BREAKDOWN OF WHO IS HAVING PROBLEMS BUDGETING. IS IT A CERTAIN DEPARTMENT OR A CERTAIN SCHOOL? DOES THAT PRINCIPAL OR DEPARTMENT HEAD NEED EXTRA HELP? THAT'S ALL I WANT TO SAY. THANK YOU. >> THANK YOU. MAY WE PLEASE HAVE SYLVIA JONES TO THE PODIUM? AND WELCOME. >> THANK YOU. GOOD EVENING HONORABLE SCHOOL BOARD MEMBERS. MY PUBLIC COMMENT IS IN REGARD TO 8.3.5.2. THERE ARE 847 PURCHASE ORDERS OR POS TOTALLING $47 MILLION THIS MONTH. I WOULD LIKE THE BOARD TO ASK MS. HOLGEIN FOR MORE INFORMATION ON THE FOLLOWING ITEMS. TWO PURCHASE ORDERS FOR ERIC BRICK ATHAM. IS THIS FOR THE CURRENT OR PREVIOUS SCHOOL YEAR? SURROUNDING DISTRICTS LARGER THAN BUSD HAVE SUBSTANTIALLY LOWER ATTORNEY FEES. WHY ARE BUSD FEES SO EXCESSIVE? THESE MILLION DOLLARS CAN BE INVESTED IN OUR STUDENTS. WHAT SUPPORT DID THE BELAIN GROUP PROVIDE TOTALLING $105,000. WHY DOES BUSD NEED A PUBLIC RELATIONS FIRM? WHAT SERVICES DID THIS COMPANY PROVIDE TO JUSTIFY THIS AMOUNT? THERE ARE SEVERAL FOOD SERVICES POS FOR STUDENT MEALS TOTALLING $2.3 MILLION. ONE INCLUDES FARMS FOR DARELY, GOLD STAR FOODS, $1.4 MILLION, SWIFT PRODUCE, $350,000, PIZZA HUT LUNCHES, $105,000. IS THE $2.3 MILLION THE COST FOR STUDENT MEALS FOR THE SCHOOL YEAR? IF SO, THIS IS $1.21 PER DAY PER STUDENT FOR 180 DAYS. STUDENTS NEED AND DESERVE QUALITY MEALS. THE KIDS DO NOT EAT THE CAFETERIA FOOD BECAUSE IT'S NOT APPETIZING. SOMETIMES IT'S STILL FROZEN, THE LINES ARE LONG, I HAVE HEARD MANY REASONS OVER THE YEARS. WOULDN'T IT MAKE MORE SENSE TO PROVIDE BETTER MEALS? HOW DO WE EXPECT KIDS TO SUCCEED WAIT $1.7 MILLION. WHAT SERVICES DOES THIS DESIGNS CENTER PROVIDE? IS IT IN SCHOOL SERVICE OR OUT OF SCHOOL SERVICE? BOARD MEMBERS, PLEASE ASK THE DISTRICT TO PROVIDE THE COMMUNITY WITH ANSWERS TO THESE QUESTIONS AND PROVIDE MORE INFORMATION ON THE DISTRICT'S SPENDING. ASK THEM TO PROVIDE INFORMATION AT BOARD MEETINGS AND ON THE WEEKLY BUSD NEWSLETTER. >> MS. JONES. THANK YOU VERY MUCH. MAY WE PLIES HAVE MS. AMY MUSTAFA TO THE HAVE MS. AMY MUS TOA HAVE MS. AMY MUSTAFA [01:10:02] TOS HAVE MS. AMY MUSTAFE HAVE MS. AMY MUSTAFA TO THE PODIUM? >> WELCOME. OKAY. I'M AMY TO ADDRESS PO ABOUT PRESENTING THE BTA CONTRACTS. I KNOW THAT ALL MEMBERS SHOULD RECEIVE A BTA CONTRACT SO THAT THEY KNEE THEIR RIGHTS. I THINK ADMINISTRATORS SHOULD ALSO HAVE A BTA CONTRACT SO THEY ALSO KNOW WHAT IS EXPECTED OF THE TEACHERS. I NOTICED THAT IT'S A PO FOR $41,240. CURRENTLY, AS FAR AS I FESEE, HAVE [INAUDIBLE] CONTRACTS. I'M HOPING THAT PERHAPS WE HAVE ORDERED SOME MORE CONTRACTS SO MAYBE ALL THE TEACHERS CAN THEN HAVE THEIR OWN CONTRACT. I KNOW THIS IS ALSO AN ISSUE BECAUSE WE HAVE CURRENT LANGUAGE THAT'S NOT IN THE OLDER VERSION OF THE CONTRACTS SO OUR PREVIOUS VERSION DOESN'T ADDRESS THE K 3 CLASS SIZE REDUCTION AT REORGANIZATION AND I KNOW SPECIFICALLY AT MY SITE PERHAPS THE ADMINISTRATION WAS UNAWARE THAT TEACHERS ARE NOT SUPPOSED TO HAVE 25 STUDENTS UNTIL AFTER REORGANIZATION AND THAT WAS ONLY PUT IN THE LANGUAGE IF SOMEONE MOVES INTO THE NEIGHBORHOOD, NOT TO FILL THE CLASSES TO 25. A SITUATION DID ARISE AND, UNFORTUNATELY, WHEN YOU OPEN YOUR CONTRACT THE LANGUAGE IS NOT THERE BECAUSE IT'S A PREVIOUS TA THAT'S NOT INCLUDED IN THE OLDER VERSION. SO BTA HAS REQUESTED THAT THOSE CONTRACTS BE PRINTED. HOPEFULLY THAT IS HAPPENING BUT I DO THINK THAT $41,000 IS AN EXCESSIVE AMOUNT OF MONEY TO PAY FOR PRINTING THE CONTRACT. LIKE I SAID, AS FAR AS I KNOW, AS OF FRIDAY, WE WERE TOLD THAT 75 COPIES WAS ALL THAT WE WOULD RECEIVE FOR OUR NEW MEMBERS. SO I WOULD ASK THAT YOU PLEASE LOOK INTO THAT. THANK YOU. >> THANK YOU SO MUCH, MS. AMY. OKAY. [8. ACTION] THE NEXT ITEM OF BUSINESS IS APPROVAL OF MINUTES. DO I HAVE A MOTION TO APPROVE 8.2.1? >> CAN YOU DO IT SEPARATELY? >> I CAN IF YOU WANT TO. DO I HAVE A MOTION TO APROOF ITEMS 8.2.1, 8.2.2 AND 8.2.3? THAT'S THE APPROVAL OF MINUTES FOR THE JULY 28TH, 2022, SPECIAL MEETING, THE APPROVAL OF MINUTES FOR THE AUGUST 4TH, 2022, SPECIAL MEETING AND FOR THE APPROVAL OF MINUTES FOR THE AUGUST 30TH, 2022, SPECIAL MEETING. >> SO MOVED. >> THANK YOU. DO I HAVE ANY QUESTIONS OR COMMENTS ON THOSE MINUTES? >> CANCAN I HAVE A SECOND? THANK YOU. ANY QUESTIONS OR COMMENTS ON THAT? >> YES, I HAVE A QUESTION ON THE MINUTES FROM AUGUST 4TH UNDER 1.1, PUBLIC COMMENTS AGENDA ITEMS. IT STATES THE PERSON'S NAME BUT IT DOESN'T GIVE A SUMMARY OF WHAT THE COMMENTS WERE. IT JUST LISTS PUBLIC EMPLOYMENT SUPERINTENDENT. IT SAYS KIRSTEN ROBIN SON BUT IT DOESN'T SAY WHAT THEIR POSITION WAS ORSON BUT IT DOESN'T SAY WHAT THEIR POSITION WAS OR WHAT THEY SAID. IN THE OTHER MINUTES IN OTHER MEETINGS THERE'S A QUICK SUMMARY ABOUT THEIR COMMENTS SO I WAS WONDERING IF WE COULD ADD THAT BEFORE WE APPROVE THESE MINUTES FOR THE AUGUST 4TH. [01:15:06] >> WHAT EXACTLY DO YOU WANT ADDED? >> A VERY QUICK SUMMARY OF WHAT THEIR COMMENTS WERE. WHAT WAS THEIR POSITION ABOUT THESE ITEMS 2.1, 2.2, PAUSE IT DOES SAY THAT THEY CAME IN TO SPEAK ABOUT THEM BUT IT DOESN'T SAY WHY OR WHAT THEY SPOKE ABOUT. I THINK THAT'S VERY IMPORTANT. IT DOES GIVE A QUICK SUMMARY IN THE OTHER MINUTES, LIKE, FOR EXAMPLE, IN AUGUST 30TH IT SAYS PUBLIC COMMENTS, MICHELLE BEST IN REGARDS TO CLASS SIZES AND HER COMBO CLASS FOR THE BENEFIT OF STUDENT SUPPORT BUT WE DON'T HAVE THAT NECESSARILY IN THE AUGUST 4TH ONE. MY RECOMMENDATION IS THAT WE ADD WHAT WAS THEIR POSITION AND WHAT DID THAT -- I KNOW THAT THAT'S WHAT THEY SPOKE ABOUT BUT WHAT EXACTLY WERE THEY SAYING? >> I GUESS THAT WOULD REQUIRE THEM TO GO BACK AND READ IT, AND VIEW IT. >> YES. >> SO I'M GOING TO DO A SUBSTITUTE MOTION. IS THAT THE ONLY -- THE AUGUST 4TH MEETING? >> THE AUGUST 4TH AND I ALSO WANTED TO CLARIFY FOR MYSELF AND MAYBE OTHERS WHO HAVE THIS QUESTION, UNDER THE AUGUST 30TH MEETING MINUTES FACILITIES MASTER PLAN, IT SAYS THAT MR. BOB NICKELSON PRESENTED A FACILITIES MASTER PLAN TO THE BOARD BUT I'M NOT SURE WHAT THE PRESENTATION WAS ABOUT THAT CONSTITUTED A MASTER PLAN. TO ME IT WAS A PRESENTATION OF A SUMMARY BUT NOT NECESSARILY A MASTER PLAN AND I DON'T WANT TO GET CONFUSED OR GET ANY OF OUR EDUCATIONAL PARTNERS CONFUSED THAT THAT'S THE STAGE WE'RE AT RIGHT NOW BECAUSE TO ME, WE'RE NOT THERE YET. >> I GET WHAT YOU'RE SAYING, GO BACK AND EVEN THOUGH, BECAUSE THE TITLE DOES SAY FACILITIES MASTERS PLAN, JUST CLARIFY THAT WE WERE NOT PRESENTED A MASTER PLAN. >> NO. >> SO THAT'S AUGUST 30TH. WHAT ABOUT THE FIRST MEETING? >> IT SHOULD JUST STATE THAT HE JUST PRESENTED A SUMMARY OF WHAT THE PLAN WOULD INCLUDE AND THAT'S EXACTLY WHAT HE WENT OVER. >> YES, AND THAT'S ALL THAT HAPPENED. I DON'T WANT US TO -- >> OKAY, WE DON'T HAVE TO -- OKAY. SO BOARD MEMBER GARZA WOULD LIKE TO AMEND THE MINUTES ON THE AUGUST 30TH MEETING FOR RIGHT NOW ON THE STUDY SESSION 2.1 FACILITIES MASTER PLAN, IF YOU CAN ADD THAT MR. BOB NICKELSON PROVIDED A SUMMARY OF WHAT WILL BE INCLUDED IN THE MASTER'S FACILITY PLAN. CAN WE DO THAT? SO WE GET AUGUST 30TH AND FOR AUGUST 4TH, HOW DO YOU WANT TO CORRECT THAT ONE? >> JUST WHAT THEY CAME TO SAY. WHAT WERE THEIR COMMENTS? THERE'S AN EXAMPLE OF IT IF YOU GO BACK TO THE AUGUST 30TH ONE. THERE'S A PUBLIC COMMENT AGENDA ITEM. IT SAYS MICHELLE BEST IN REGARDS TO CLASS SIZES. >> SO THEY'RE GOING TO HAVE TO REVIEW IT AGAIN TO GET THAT INFORMATION. >> YES. >> SO AUGUST 4TH THEY NEED TO REVIEW. >> STAFF, DO WE KEEP AN AUDIO OF THE MEETINGS SO WE CAN GO BACK AND DO THAT? >> YES. >> OKAY, THANK YOU. >> WE'LL GO BACK AND LOOK AT THAT. >> AND THEN LET ME MAKE SURE. >> I JUST WANT TO CLARIFY, WE'RE JUST MAKING A ONE -- JUST A ONE LINE STATEMENT, NOT A NARRATIVE. >> JUST WHAT THEY TALKED ABOUT. >> JUST THE TOPIC THAT WAS DISCUSSED. >> SO ON THE JULY 28TH MEETING, DO WE HAVE ANY ISSUES WITH THAT [01:20:03] ONE? >> I'M GOOD ON THAT ONE. JUST THOSE TWO. >> OKAY. SO HERE WE GO. SO WE'RE GOING TO -- DO I HAVE A MOTION TO APPROVE THE MINUTES OF THE JULY 28TH, 2022, SPECIAL MEETING? >> SO MOVED. >> MAY I HAVE A SECOND? OKAY. ANY QUESTIONS OR COMMENTS ON THAT ONE? LET'S DO ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA >> AYE. >> REVEREND IVANS. >> AYE. >> MRS. ARMSTRONG? >> AYE. >> THE NEXT WOULD BE DO I HAVE A MOTION TO HAVE STAFF REVISIT MINUTES OF AUGUST 4TH? >> I THINK WE CAN MOTION TO ACCEPT THE MINUTES WITH EDITS AS WE DISCUSSED DURING OUR BOARD SESSION. SO WE ACCEPT THE MINUTES WITH THE EDITS AS DISCUSSED BY MS. GARZA. >> IF WE COULD HAVE STAFF GO BACK FIRST AND THEN PRESENT THEM BEFORE WE APPROVE. >> SO DO I HAVE A MOTION FOR STAFF TO REVIEW AND REVISIT. BRING IT BACK. >> DO I HAVE A MOTION TO TABLE THE MINUTES OF THE AUGUST 4TH? I HAVE A TABLE. DO I HAVE A SECOND? OKAY. ANY QUESTIONS OR COMMENTS ON TA ONE? ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA >> AYE. >> REVEREND IVANS. >> AYE. >> MRS. ARMSTRONG? >> AYE. NOW I HAVE A MOTION TO APPROVE THE MINESUTES FOR AUGUST 30TH WH THAT ONE LINE CORRECTION. WHAT WAS THAT? THAT BOB NICKELSON DISCUSSED THE PLAN -- >> THAT'S NOT WHAT WAS STATED. I MOVE THAT WE APPROVE THE MINUTES WITH THE CORRECTION THAT BOB NICKELSON DISCUSSED SOME POINTS, NOT DISCUSSED THE MASTER PLAN. THERE'S A BIG DIFFERENCE THERE. WE JUST NEED A SECOND FOR THAT ONE. >> OKAY. >> I BELIEVE YOU NEED A FIRST. >> I JUST SAID THE MOTION. >> SECOND. >> AND THEN YOU DID THE MOTION, SUE, AND MAYRA SECONDED. OKAY. ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA >> AYE. >> REVEREND IVANS. >> AYE. >> MRS. ARMSTRONG? >> AYE. ALL RIGHT. SO NOW I MAKE A MOTION TO APPROVE THE CONSENT AGENDA AND WITH HOLD 8.3.2.8, 8.3.2.9, [01:25:06] 8.3.4.1, 8.3.4.2, 8.3.4.4, 8.3.4.7, 8.3.5.2, 8.3.5.3, 8.3.5.6, AND 8.3.6.1. DO I HAVE A SECOND TO APPROVE THE CONSENT AGENDA? >> I SECOND. >> CAN WE ALSO WITH HOLD 8.3.5.5. >> OKAY. SO WITH ALL OF THAT, DO I HAVE A SECOND TO APPROVE THE CONSENT AGENDA? >> SECOND. >> GOOD. ANY QUESTIONS OR COMMENTS? ROLL CALL? . >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MRS. ARMSTRONG? >> AYE. OKAY. THE NEXT ITEM OF BUSINESS ARE THE ITEMS THAT HAVE BEEN WITH HELD FROM THE CONSENT AGENDA AND THE FIRST ITEM WITH HELD TONIGHT IS ITEM 8.3.2.8, THE ESTABLISHMENT OF CLASSIFIED POSITION LICENSED VOCATIONAL NURSE. DO I HAVE A MOTION? >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> DO I HAVE QUESTIONS OR COMMENTS? >> YES, PRESIDENT ARMSTRONG. I HAVE SEVERAL QUESTIONS ABOUT THIS POSITION. I'M HAPPY TO SEE THAT WE ARE ESTABLISHING, FIRST OF ALL, A CL CLA CLASSIFIED PROFESSIONAL TO HELP OUR STUDENTS, SPECIFICALLY OUR SPECIAL EDUCATION STUDENTS BUT I HAVE A COUPLE OF QUESTIONS. IF I CAN DIRECT YOUR ATTENTION TO THE SECOND PAGE WHERE IT IT IS IN THE FIFTH PARAGRAPH THERE'S THE WORD DISCIPLINING AND I NEED MORE CLARITY AS TO WHAT DISCIPLINE WOULD A LICENSED VOCATIONAL NURSE HAVE TO GIVE OR SUPPORT WHEN HELPING OUR STUDENTS OUT I THOUGHT THAT WAS DONE MOSTLY BY THE CLASSROOM TEACHER AS THEY'RE GIVEN THOSE REWARDS, THOSE CUES SO I JUST NEED CLARITY ON WHAT DOES THAT LOOK LIKE? WHAT DOES THAT SOUND LIKE? >> MS. GARZA, YOU'RE LOOKING AT THE JOB DESCRIPTION THERE? >> YES, THE JOB DESCRIPTION. PAGE TWO. >> UNDER THE ESSENTIAL? >> NO, IT'S THE FIFTH LINE THAT SAYS PERFORM A VARIETY OF ACTIVITIES PERTINENT TO TRAINING, DISCIPLINING AND TUTORING IN ORDER -- SO CAN I GET A LITTLE MORE CLARITY? WHAT DOES DISCIPLINING LOOK LIKE WHEN A LICENSED VOCATIONAL NURSE IS DOING THIS? >> I'M STILL LOOKING FOR IT, I APOLOGIZE. >> THAT'S FINE. >> IT IS PAGE TWO. IT'S THE FIFTH PARAGRAPH, THE FIRST LINE. YOU HAVE TO GO ALL THE WAY BACK TO PAGE 2. THE FIFTH PARAGRAPH, FIRST LINE IS THE WORD DISCIPLINING. [01:30:11] >> HERE IT'S MORE IN REGARDS TO THE DISCIPLINE OF THE SKILL OF THE TRAINING, NOT DISCIPLINING OF STUDENTS, BUT IN REGARDS TO THE TRAINING. THAT'S WHY IT'S NOTED AS AN ESSENTIAL SKILL. >> SO I KIND OF NEED AN EXAMPLE. DO YOU HAVE AN EXAMPLE? >> I'M JUST GOING TO -- IS IT SOMETHING LIKE IF A PERSON IS LICENSED FOR CPR, YOU CANNOT GO BEYOND THAT SCOPE? >> YES, IN THAT, THE PRACTICE OF THAT, SO WITHIN THAT DISCIPLINE OF WHAT YOU ARE TRAINED. >> CORRECT. >> OKAY. SO THIS LVN NURSE WOULD NEVER, PER SE, DISCIPLINE THE CHILD? >> NO, THAT'S A BEHAVIOR THING THAT I WOULD HOPE THAT A TEACHER OR COUNSELLOR WOULD BE OR A PRINCIPAL WOULD BE HANDLING BUT THE DISCIPLINE IN THIS CONTEXT IS THE DISCIPLINE OF HER SKILL LIKE IF YOU HAVE NOT BEEN TRAINED TO USE AN AED, YOU SHOULD NOT BE TOUCHING IT. AND IF YOU ARE NOT TRAINED TO DO CPR, YOU SHOULD NOT BE DOING CPR. >> SO THAT'S WHAT I WANTED TO GET CLARITY ON BECAUSE IN HERE, TO ME, BECAUSE IT SAYS IN ORDER TO INCULCATE HABITS, HABITS MEANING BEHAVIORS. >> AND TUTORING TO INCULCATE HABITS. >> BUT IF DISCIPLINE IS IN THAT SAME SENTENCE, I'M WONDERING WHAT THE SCOPE OF THAT WORD IS BECAUSE I AGREE WITH PRESIDENT ARMSTRONG THAT PERHAPS AN LVN NURSE IS NOT SUPPOSED TO BE DISCIPLINING, IT'S THE COUNSELLOR T TEACHER, THE PARENT THAT TEACHER, THE PARENT T, TEACHER, THE PARENT TTEACHER, THE PARENT THTEACHER, THE PARENTEACHER, THE PAREN TEACHER, THE PARENT THAT WOULD BE DOING THAT. >> MY UNDERSTANDING OF THE SENTENCE IS IT'S SAYING THAT THIS LICENSED VOCATIONAL NURSE WILL PERFORM A VARIETY OF ACTIVITIES THAT MATCH UP WITH THE TRAINING AND DISCIPLINE THAT THEY CONTAIN AND THE TUTORING THEY RECEIVED IN ORDER TO BE ABLE TO ADMINISTER OR INSTILL HABITS INCLUDING PERSONAL HYGIENE, KNOWLEDGE, AND SKILLS IN STUDENTS. SO IT'S STAYING THIS STAFF MEMBER IS GOING TO USE THE SKILLS AND TRAINING THAT THEY SIEVEED IN ORDRECEIVED IN ORDER PROVIDE STUDENTS WITH HEALTHY HABITS. >> SO THEN AT NO TIME WILL THAT LVN BE DISCIPLINING A CHILD? >> NO. IT SHOULD ONLY BE HEALTH RELATED. >> OKAY, I JUST WANTED CLARITY ON THAT. AND THEN I WANTED ALSO TO ASK A QUESTION, SO WE HAVE DIRECTOR OF STUDENT HEALTH SERVICES, MS. PHAN, AND HEALTH SERVICES COORDINATOR MS. ZEIGLER. WHERE WOULD THIS LVN PERSON OR POSITION FALL UNDER? >> MS. PHAN WOULD BE THE SUPERVISOR AND DIRECTING HIS OR HER WORK THROUGHOUT THE DISTRICT TO SUPPORT STUDENT NEEDS. >> SO SHE WOULD REPORT DIRECTLY TO MS. PHAN? >> YES. >> THANK YOU. PERFECT. THANK YOU SO MUCH. THOSE ARE ALL MY QUESTIONS. >> SO JUST TO BE CLEAR, HOW MANY OF THE LVNS ARE WE PLANNING ON HIRING? >> WE'RE LOOKING AT ONE RIGHT NOW BUT AS WE CONTINUE TO LOOK AT OUR STUDENT NEEDS, WE'LL BE EVALUATING WHAT OUR NEEDS ARE ACROSS THE DISTRICT FOR OUR STUDENTS AND AT THAT POINT, HAVE TO DO MORE RESEARCH TO DETERMINE IF WE NEED TO BRING OUT MORE IN THIS PARTICULAR DECISION. >> AND THIS LVN WILL BE DIRECTLY SUPPORTING OUR NURSES? WE HAVE TWO SCHOOL NURSES, CORRECT? >> CORRECT. [01:35:03] >> AND SO REALLY HELPING THE NURSES BECAUSE SOMETIMES IT'S HARD TO GET AROUND THE ENTIRE SCHOOL. >> YES, THEY WILL BE REPORTING STUDENTS UNDER THE DIRECTOR OF HEALTH SERVICES. >> OKAY. >> IS THAT ONE VOCATIONAL NURSE FOR THE DISTRICT? IS IT ASSIGNED A SPECIFIC SITE? >> NO, NOT ANY ONE SPECIFIC SITE BY RATHER SUPPORTING STUDENTS THROUGHOUT THE DISTRICT WHEREVER THE NEED ARISES. >> ANY OTHER DISCUSSION? OKAY. ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MRS. ARMSTRONG? >> AYE. >> THANK YOU. THE NEXT ITEM IS 8.3.2.9. IT'S THE SUNSHINE INITIAL PROPOSAL FOR CLASSIFIED SCHOOL EMPLOYEES ASSOCIATION BELLFLOWER CHAPTER 32. DO I HAVE A MOTION TO CONDUCT A PUBLIC HEARING ON THIS INITIAL PROPOSAL? >> SO MOVED. >> SECOND. ARE THERE ANY MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THIS ITEM? IS THERE ANY DISCUSSION FROM THE BOARD? >> THERE IS A CARD, MS. ARMSTRONG. >> OH, I GOT THE WRONG ONE. OKAY. GOOD. MAY I PLISSE HAVE AMY STUART TO THEEASE HAVE AMY STUART TO THE PODIUM? >> I ALREADY SPOKE ON THAT ONE. MY NEXT ONE WAS ON AUDITED, SO, YEAH. >> OKAY. JUST A MINUTE. >> WE NEED A MOTION TO CLOSE THE PUBLIC HEARING. >> I MOVE TO CLOSE THE HEARING. >> SUE MOVED TO CLOSE IT AND I WILL SECOND. REALLY CALOLL CALL, PLEASE. . >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MRS. ARMSTRONG? >> AYE. ALL RIGHT. THE NEXT ITEM WITH HELD TONIGHT IS ITEM 8.3.4.1, THE RESOLUTION FOR DRUG FREE SCHOOLS. DO I HAVE A MOTION? >> SO MOVED. >> SECOND. >> THANK YOU. ANY QUESTIONS OR COMMENTS ON THIS WIN? >> YES, I DO HAVE A COMMENT. I'M HAPPY THAT WE ARE ADOPTING THIS RESOLUTION. IT'S SOMETHING THAT WE DO ANNUALLY, BUT I ALSO WANT TO POINT OUT THAT WE ACTUALLY NEED MORE EDUCATION AS TEACHERS AND STAFF ON VAPING. I DID SPEAK TO THE COUNSELLORS AT THE HIGH SCHOOL LEVELS AND THEY SAID THAT THIS IS ACTUALLY SOMETHING THAT THEY REALLY NEED FOR SUPPORT IN FROM US BECAUSE IT'S SO NEW AND WHEREAS IF YOU WENT INTO A RESTROOM, YOU WOULD SEE AND SMELL THE SMOKE. VAPING DOESN'T DO ANY OF THAT. YOU CAN'T TELL IF SOMEONE IS DOING IT IN THE BATHROOMS. YOU CAN'T SEE THE SMOKE, SO IT'S VERY DIFFICULT FOR THEM TO IDENTIFY THIS AND NOT ONLY -- I DIDN'T KNOW THIS BY THERE ARE LITTLE FLASH DRIVES THAT YOU CAN PLACE UNLESS YOUR COMPUTER AND IT SEEMS LIKE A CHILD IS WORKING AND DOING THEIR WORK BUT THAT'S NOT WHAT THEY'RE DOING. SO ME, HAVING TO LEARN FROM MY CURRENT ADOLESCENT AT HOME TELLING ME ABOUT THIS JUST TELLS ME THAT WE ABSOLUTELY NEED MORE EDUCATION AS ADULTS AND HOW TO HELP OUR YOUTH IN THE LOWER GRADES. WE DO A GREAT, PHENOMENAL JOB TO TEACH THEM ABOUT ALL THE OTHER ASPECTS OF BEING DRUG FREE IN [01:40:03] SCHOOLS, BUT WHEN IT REALLY STARTS AND WHEN WE START TO SEE IT IS IN THE MIDDLE SCHOOL AND HIGH SCHOOL LEVELS SO ABSOLUTELY A LOT MORE. I WOULD LIKE TO AGEDIZE THIS FOR OUR NEXT REGULAR BOARD MEETING IF WE CAN GET SOME MORE INFORMATION THATMEETING IF WE C INFORMATION THAT WOULD INCLUDE HOW OTHER DISTRICTS HAVE ADDRESSED THIS, WHAT THEY ARE CURRENTLY DOING TO COMBAT THIS EPIDEMIC, PROGRAMS, PERHAPS, THAT ARE INCLUDED, WITH PARENT EDUCATION ABOUT THIS, COMMUNITY PARTNERSHIPS, COMMUNITY RESOURCES, STAFF TRAINING AND FEW OTHER STRATEGIES THAT WOULD BE USEFUL FOR A DISTRICT TO CONSIDER AND IMPLEMENT GOING FORWARD. IT'S SOMETHING THAT WE DON'T REALLY KNOW VERY MUCH ABOUT AT THIS POINT. >> ISN'T THAT PART OF THE RESOLUTION PROCESS? IS THAT WHEN WE INSTITUTE -- I'M JUST ASKING A GENERAL QUESTION FOR KNOWLEDGE BUT WHEN WE INTRODUCED THE RESOLUTION, WE'RE NOT JUST SAYING OH, YEAH, THAT'S A GOOD THING FOR US TO DO, THERE'S ACTION ASSOCIATED WITH THAT RESOLUTION? >> YES, AND ACTUALLY BASED ON WHAT I'M HEARING, THIS IS THE INFORMATION WE HAVE BEEN TALKING WITH OUR PRINCIPALS ABOUT, ESPECIALLY AT THE SECONDARY LEVEL BECAUSE THEY ALSO ARE ASKING FOR ADDITIONAL RESOURCES AND GUIDANCE AND SUPPORT SO THAT'S SOMETHING THAT AS PART OF THE RESOLUTION WE PROVIDE SUPPORT AND RESOURCES TO SCHOOL SITES, BUT ALSO WHAT I'M HEARING IS MORE AWARENESS OF HOW WE AS A DISTRICT ADDRESS THIS AND WHAT ARE SOME OTHER ADDITIONAL STRATEGY THAT IS WE'LL ALSO BE EXPLORING TO SUPPORT THAT. >> BUT THAT'S PART OF THE RESOLUTION, TOO, RIGHT? EVERY TIME WE INTERVIEWS A RESIDENCE LICHEN WE'RE INTRODUCING ACTION ASSOCIATED WITH THAT. >> CORRECT AND IN THIS PARTICULAR CASE, I KNOW OUR PTA ALSO DOES A VARIETY OF SCHOOL WIDE ACTIVITIES AT OUR SITES BUT IN ADDITION TO THAT, YES, WE ALSO WORK WITH OUR SCHOOL STAFF TO PROVIDE THEM WITH TOOLS AND STRATEGIES TO WORK WITH STUDENTS. >> AND I DO ALSO WANT TO STRESS THE IMPORTANCE OF ADDRESSING OF VAPE PROBLEMS AT OUR SCHOOL. AS SOMEONE WHO HAS ATTENDED MAYFIELD HIGH SCHOOL AND TALKED WITH STUDENTS AT BELLFLOWER, IT'S RAMPANT. EVERY DAY AFTER 4TH PERIOD, YOU COULDN'T EVEN GO TO THE RESTROOM BECAUSE THEY WERE AROUND THE URINAL SO EDUCATING OUR STAFF ABOUT HOW TO IDENTIFY WHEN THEY SEE STUDENTS USING THOSE PRODUCTS. >> I WOULD LIKE TO ADD THE SECOND WHEREAS. WE HAVE THE USE OF TOBACCO, ALCOHOL AND OTHER DRUGS, CAN WE ADD THE WORD VAPING THERE SO IT'S NOT OVERLOOKED? VAPING IS NOT TOBACCO, IS IT? >> CAN I SAY SOMETHING? ONE OF THE MAJOR ISSUES THAT THIS COMMUNITY, THE REALITY IS DRUGS AND DIFFERENT TYPES OF DRUGS. OUR PROBLEM IS NOT NECESSARILY HIGH SCHOOL AND JUNIOR HIGH, IT STARTS IN SIXTH GRADE SOMETIMES. MY EXPERIENCE WITH MY CHILDREN WHO COME AND TELL ME STORIES SO WHAT WE WOULD LIKE TO SEE IS, OF COURSE, RESOURCES, THE MATERIALS, HOW WE CAN INVOLVE MORE FAMILIES, IDENTIFY THOSE FAMILIES WHO HAVE BEEN STRUGGLING WITH THIS TYPE OF SITUATION. I KNOW A LOOT OF THEM IN OUR DISTRICT, TO GET INVOLVED AND RAISE THAT AWARENESS IN IN TERMS OF DRUGS AND ALSO HOW WE CAN GET -- THEY NEED TO FEEL WE'RE DOING THIS NOT BECAUSE IT'S A RIBBON WEEK BUT BECAUSE WE WANT TO SUPPORT THEM AT A DIFFERENT LEVEL, IN THE NEXT STEP LEVEL SO I WOULD LOVE TO SEE MORE FAMILIES FROM OUR SCHOOL [01:45:01] DISTRICT GET INVOLVED IN THIS ACTIVITY AND REALLY HAVE THE EXPERIENCE OF HOW THESE FAMILIES WILL EXPRESS AND HOW THESE FAMILIES COME TO TELL THEIR STORIES ABOUT THIS SITUATION. I THINK THESE STORIES ARE VERY, VERY POWERFUL IN ORDER TO WAKE UP FROM OUR DREAMS SAYING EVERYTHING IS OKAY AND IT'S NOT. SO THANK YOU. >> SO I WANT TO GO BACK TOO ADDING THE WORD VAPING INTO THE LANGUAGE BECAUSE IT'S NOT THERE. CAN WE ADD THAT? YES, THE RESOLUTION CAN BE AMENDED. >> CAN WE GET CLARIFICATION OF WHERE YOU WOULD LIKE TO ADD THE WORD VAPING? >> WHERE IT SAYS TO ELIMINATE THE EYES OF ALCOHOL, TOBACCO, VAPES AND OTHER DRUGS BY YOUTH. I JUST WANT TO WORD VAPE OR VAPING IN THERE. >> I'M JUST TRYING TO THINK OF HOW TO PUT IT IN THERE. VAPING IS THE VEHICLE WITH WHICH THEY ARE USING A SUBSTANCE, NOT NECESSARILY THE SUBSTANCE BECAUSE VAPING COULD BE TOBACCO, IT COULD BE SOMETHING ELSE SO YOU'RE ADDING IN THE VEHICLE OF HOW THEY USE THAT SO YOU WANT TOESAY WHAT? >> I THINK THE VAPING IS THE MOST COMMON. E-CIGARETTES JUST ADDRESSES WHAT IT IS. THE STATEMENT WOULD BE ELIMINATE THE USE OF ALCOHOL, TOBACCO, E-CIGARETTES AND OTHER DRUGS BY YOUTH. >> THANK YOU SO MUCH. >> I THINK YOU JUST PROOFED OUR POINT. >> WE NEED EDUCATION. WITH THAT ADDITION, SO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? OKAY. CAN WE HAVE ROLL CALL? >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MRS. ARMSTRONG? >> AYE. >> OKAY. THE NEXT AGENDA ITEM WITH HELD TONIGHT IS ITEM 8.3.4.2, RESOLUTION SUFFICIENCY OF STANDARDS ALIGNED INSTRUCTIONAL MATERIALS FOR THE 2022-23 GRADES TK-12. LY START BY DEIW START BY DECLA PUI START BY DECLARING THE PUL START BY DECLARING THE PUL START BY DECLARING THE PUBLIC HEARING OPEN. ARE THERE MEMBERS OF THE PUBLIC WHO WOULD LIKE TO DISCUSS THIS ITEM? OKAY. ANY SCODISCUSSION FROM THE BOAR? >> I JUST WANT TO MAKE A COMMENT UNDER THE FIFTH LINE, LABORATORY SCIENCE EQUIPMENT WAS AVAILABLE CLASSES 9 THROUGH 12 INCLUSIVE. I BELIEVE THAT IS HAPPENING BUT I WANT TO MAKE IS COMMENT THAT WHEN I WAS ON THE BELLFLOWER HIGH SCHOOL CAMPUS, I ASKED THEM TO SEE THEIR LABS AND THEY SHOW ME ONE. ONE LAB THAT THE WHOLE SCHOOL SHARES. THEY CHECK THINGS OUT, CHECK THINGS IN. THE LABORATORIES THAT THEY ARE CURRENTLY USING ARE ACTUALLY CLASSES AND A LOT OF THEM HAVE NOT BEEN UPDATED FOR A LONG TIME [01:50:07] SO I THINK WHILE THE MATERIALS ARE THERE, WE NEED TO LOOK AT THE INFRASTRICUCTURE TO PROVID MORE THAN WIN LAB. TEACHERS ARE AMAZING. WITH THE LIMITED RESOURCES WE GIVE YOU YOU MAKE IT WORK BUT IF WE'RE GIVING THEM ALL THIS MATERIAL, ARE OUR STUDENTS ABLE TO PERFORM THESE EXPERIMENTS? DO THEY NEED MORE THAN ONE LAB? TO ME, I THINK THEY DO. SO I WANTED TO BRING THAT TO MY COLLEAGUES' ATTENTION AND PUT THAT IN THE BACK OF THEIR MIND AS WE GO FORWARD. >> SO I ACTUALLY HAVE A BIT TO SAY ABOUT THIS BECAUSE WHEN I SAW THIS I CONSULTED MY BIOLOGY AND CHEMOTRI TEACHERS AND WE HAD CONVERSATIONSISTRY TEACHERS AND HAD CONVERSATIONS ABOUT THIS. WHEN I WAS IN MY FRESH MEN YEAR WE DIDN'T GET TO USE A TON OF LABS AND THE RESOURCES WERE OLDER. I WAS NOT THE BEST ACADEMIC STUDENT AT THE TIME SO I HAD TO RE-ASK WHAT WAS THE REASONING BEHIND WE HAD SO LIMITED TIMES. HE SAID THE STEMS SCOPE CURRICULUM IS STRONG IN ONLINE AND VIRTUAL LABS. BECAUSE STUDENTS ARE DOING LABS ON CHROMEBOOKS, THE FACILITY DOESN'T MATTER AS MUCH SO THAT'S THE REASON WHY THOSE MATERIALS ARE NOT AS IN DEMAND. ON THE AP LEVEL, I KNOW THE AP LEVEL DOES NOT USE THE STEM SCOPE CRICK LINE UP. DIFFERENT CLASSES HAVE THEIR DIFFERENT TEXTBOOKS. AT MAYFAIR, WE'LL HAVE [INAUDIBLE] THE ISSUE IS, THEE, WHEN OUR GENERAL ED SIGN STUDENTS MOVES INTO THOSE CLASSROOMS, THEY WILL STILL BE ON CHROMEBOOKS SO IT'S KIND OF ODD TO ME THAT WE ARE TALKING ABOUT HAVING THE PROPER EQUIPMENT, THE PROPER LABORATORY SCIENCE EQUIPMENT WHEN BASIC STUDENTS WILL NOT BE DOING ANYTHING PHYSICAL, THEY WILL BE ON THEIR CHROMEBOOKS IN A STATE OF THE ART LAB SO I WANTED TO THROW THAT OUT THERE JUST TO GIVE THE FEEDBACK AS TO WHY WE ADOPTED THAT CURRICULUM IN PARTICULAR. >> SO, AGAIN, WHEN WE INTRODUCE A RESOLUTION, WE NEED TO STATE WHAT WE'RE LOOKING AT. THAT'S WHY I'M ASKING FOR CLARIFICATION WHEN LOOKING AT RESOLUTIONS THAT WE ARE ASSESSING ANY GAPS OF PERFORMANCE AND WHEN WE'RE DOING THAT, WE'RE SUPPOSED TO FILL THOSE GAPS SO IT'S EQUIPMENT, NEW TECHNOLOGY. I PERSONALLY BELIEF ANYONE DOING THE LAB SHOULD HAVE A HANDS ON EXPERIENCE, NOT ONLY BE A VIRTUAL EXPERIENCE. SO I KNOW AT MAYFAIR. THERE'S GOING TO BE AN OPPORTUNITY TO DO THAT WITH THE NEW STEM BUILDING COMING UP AND WE CAN LOOK AT HOW TO ADVANCE NEW TECHNOLOGIES IN ORDER TO MEET THE NEEDS OF THE RESOLUTIONS WE ARE LOOKING AT FOR THE EQUIPMENT NECESSARY FOR THAT. >> IF I CAN ADD A FEW THINGS. IN THIS PARTICULAR ITEM SPECIFICALLY IT'S ACKNOWLEDGING THAT AS A DISTRICT WE HAVE THE SUFFICIENT NUMBER OF MATERIALS NEEDED FOR OUR CURRENT CLASSROOMS MAKING SURE STUDENTS, FOR EXAMPLE, HAVE ASSIGNED TEXTBOOKS TO THEM TO BE CHECKED OUT TO THEM IN A CLASS SET, FOR EXAMPLE. THE DISCUSSION THAT WE'RE HEARING ARE THINGS THAT WE WOULD TAKE BACK AS FEEDBACK AND AS WE LOOK FOR FUTURE PLANNING, TAKE THOSE ITEMS INTO CONSIDERATION [01:55:01] AND HOW WE LOOK AND INSTRUCT OUR PROGRA PROGRAMMING FOR THE STUDENTS. >> AND THAT WILL CHANGE WHEN THE STEM COMES IN. >> THAT WOULD BE ONLY ON THE MAYFAIR CAMPUS, RIGHT? >> I GAVE AN EXAMPLE BUT YOU'RE RIGHT, IT SHOULD BE ACROSS ALL OUR SITES. >> ALL OUR STUDENTS SHOULD HAVE THESE RESOURCES. IT SHOULD BE EQUITABLE. >> WE WOULD BE EXAMING THE NEEDS ACROSS THE DISTRICT INCLUDING LOOKING ATING THE NEEDS ACROSS THE DISTRICT INCLUDINGNING THE NEEDS ACROSS THE DISTRICT INCLUDING LOOKING AT THAT AREA. >> THANK YOU SO MUCH. >> DO WE HAVE ANY OTHER DISCUSSION ON THIS MATTER? OKAY. DO I HAVE A MOTION TO CLOSE THIS PUBLIC HEARING? >> SO MOVED. >> THANK YOU. CAN I HAVE A SECOND? ROLL CALL, PLEASE. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. DO I HAVE A MOTION? >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> DO WE HAVE ANY QUESTIONS OR COMMENTS ON THIS MATTER? >> YES, I HAVE A QUESTION ON THIS. I'M A LITTLE CONFUSED, I NEED A LITTLE CLARITY AS TO -- IT STATES ON THE SUMMARY FOR THIS STUDENT TO ATTEND SCHOOL FOR THE BLIND, A RESIDENTIAL SCHOOL, CAN YOU CLARIFY MORE FOR ME OR ELABORATE WHAT DOES THAT MEAN? RESIDENTIAL WITHIN OUR DISTRICT? RESIDENTIAL WITHIN A DIFFERENT AREA? >> IN THIS ITEM IT'S REFERRING TO THE STUDENT WILL BE RESIDING IN A FACILITY OUTSIDE OF THE DISTRICT AND THE STUDENT WILL BE LIVING THERE AND ATTENDING SCHOOL THERE, RECEIVING THEIR SERVICES THERE. THAT'S THE THE SUMMARY OF A RESIDENTIAL PLACEMENT WHEN THE STUDENT RESIDES AND ATTENDS SCHOOL AS THAT LOCATION. >> SO AT THIS POINT, THE SCHOOL THE STUDENT WOULD BE LIVING IN IS IN WATERTOWN, MASSACHUSETTS. >> YES. >> OKAY. THANK YOU. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ON THIS? OKAY. ROLL CALL? >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MRS. DO I HAVE A MOTION? >> SO MOVED. >> THANK YOU, DO I HAVE A SECOND? >> SECOND. >> THANK YOU. DO WE HAVE ANY QUESTIONS OR COMMENTS ON THIS I'M TEAM? >> YEAH, I'M LOOKING FOR INFORMATION. WHAT SPIVENGLY DO WE RECEIVE AIDSPECIFICALLY DO WE RECEIVE AID FOR? WHAT W SPECIFICALLY DO WE RECEIVE AID FOR? WHAT WOULD BE THE CATEGORY IN THAT STATEMENT? EXTRACURRICULARS? NUTRITION? >> THIS PARTICULAR ITEM IS ROUTINE AND THIS IS DISTRICT STAFF REQUESTING FROM THE BOARD THE DISTRICT STAFF CAN APPLY FOR THIS AND, FOR EXAMPLE, ITEMS IN WHICH WE'LL BE APPLYING FOR IS TITLE I WHICH THOSE FUNDS ARE TYPICALLY DESIGNATED TO SUPPORT OUR STUDENTS WHO MIGHT BE EXPERIENCING LOW INCOME OR LOW ACHIEVING STUDENTS WHEREAS TITLE II IS REFERRING TO TEACHER AND STAFF PROFESSIONAL DEVELOPMENT. TITLE III IS TYPICALLY SUPPORTING OUR ENGLISH LANGUAGE LEARNERS AND TITLE IV ARE TO SUPPORT THE WHOLE CHILD AND THAT'S WHAT WE WOULD APPLY FOR AS PART OF THE CONSOLIDATION APP. >> SO THAT ELIMINATES THE REST OF A LENGTHY QUESTION I WAS GOING TO ASK. GIVEN EXTRAORDINARY CIRCUMSTANCES, THINGS OUTSIDE OF OUR CONTROL AFFECTED HOW WE INTERACT AT THE SATE LEVEL AND RECEIVE FUNDING, BUT IN THE PAST, TYPICALLY IS THAT FUNDING THROUGHOUT YEARS? IT DOESN'T FLUCTUATE A TON, RIGHT? >> TYPICALLY THESE ARE BASED OFF OUR ENROLLMENT AND THESE TYPES OF PROGRAMS AND THAT'S HOW FUNDING IS ALLOCATED. >> OKAY. I THINK I JUST MISUNDERSTOOD WHAT EXACTLY THIS WAS APPLYING FOR SO I CAN SEE WHAT IT IS NOW. THANK YOU. >> OKAY. THINK. ANY OTHER DISCUSSION ON THIS MATTER? ROLL CALL? >> MR. MENDOZA? >> AYE. >> DR. THE NEXT EYE TESTIMONY IS 8.3.5.2, PURCHASEITEM IS 8.3.5. PURCHASE ORDER FOR APPROVAL. DO I HAVE A MOTION? >> SO MOVED. >> DO I HAVE A SECOND? >> SECOND. >> THANK YOU. QUESTIONS OR COMMENTS ON THIS ITEM? >> YES, MADAM PRESIDENT. LOOKING AT [INAUDIBLE] LAW OFFICE $963,007.52. I WOULD LIKE TO GET AN EXPLANATION OF WHY SO MUCH AND WHAT HAS BEEN DONE TO SUBSTANTIATE THIS AMOUNT. >> THIS IS A PURCHASE ORDER FOR THE YEAR SO THAT AMOUNT HAS NOT BEEN PAID PHILLY. THIS IS A BUDGETED AMOUNT TO COVERLLY. THIS IS A BUDGETED AMOUNT TO [02:05:01] COLY. THIS IS A BUDGETED AMOUNT TO COLY. THIS IS A BUDGETED AMOUNT TO COFLLY. THIS IS A BUDGETED AMOUNT TO COULLY. THIS IS A BUDGETED AMOUNT TO COVER US FOR THE YEAR. IT DOESN'T MEAN THAT'S WHAT WE'LL SPEND BUT THAT'S THE BUDGETED AMOUNT. >> SO WE WILL ONLY SEE THIS ONE PO FOR THE ENTIRE YEAR? >> THAT IS CORRECT. >> AND IF WE DON'T USE THAT AMOUNT, WHAT HAPPENS? >> THE PO CLOSES AT THE EBBED OF THE YEAR AND THATND OF THE YEAR AND THAT MONEY STAYS IN THAT BUDGET SO THAT'S PART OF YEAROUT CLOSEOUTS BUT IT MEANS WE CANNOT GO OVER THAT AMOUNT. >> OKAY. AND SO JUST FOR CLARITY, I KNOW WE'RE IN LITIGATION. WLAELS IS HAT ELSE IS IT THAT T SERVICES INCLUDE? >> MR. BATHAN'S OFFICE IS OUR GENERAL COUNSEL SO THEY HANDLE ALL OUR SPECIAL ED CASES, ANYTHING THAT PROVIDES GENERAL COUNSEL SERVICES THEY PROVIDE FOR THE DISTRICT. >> OKAY. I SEE ANOTHER ONE, THOUGH, ON PAGE -- SORRY, LENGTHY DOCUMENT. >> JUST AS A POINT OF TRANSPARENCY, I DON'T KNOW IF WE CAN HAVE ACCESS TO THE BREAKDOWN LIST OF SERVICES OF THE LAW OFFICE OF MR. ERIC BATHAN. I DON'T KNOW IF WE HAVE ACCESS TO THE LIST. THERE ARE DIFFERENT LITIGATIONS AND STUFF BUT THE MENU TO SEE WHAT IS THE BREAK-DOWN IN TERMS OF THE LIST OF SERVICE THAT IS HE'SS THAT IS HE'S PROVIDING DURING THE YEAR, IS IT PUBLIC, OR? >> IT'S NOT PUBLIC. I SEND OUT MONTHLY STATEMENTS AND THEY'RE VERY DETAILED ABOUT EVERYTHING. THEY GO FROM 1/10 OF AN HOUR TO SEVERAL HOURS BUT THERE'S A LOT OF ENTRIES, HUNDREDS OF ENTRIES, ACTUALLY. EVEN PER MONTH AND RECENTLY THERE'S BEEN A LOT OF LITIGATION AND WE'RE HOPEFUL TO RESOLVE A LOT OF THAT LITIGATION AND A LOT OF IT HAS BEEN SPECIAL EDUCATION AS WELL. I HAVE NO IDEA WHAT'S GOING TO HAPPEN OVER THE NEXT FEW MONTHS BUT HOPEFULLY WE CAN RESOLVE CASES AND BRING THOSE EXPENSES DOWN. >> JUST A POINT OF CLARIFICATION. >> THAT'S FINE. >> SO IS THIS BREAKDOWN PROVIDED TO OUR STAFF? >> OF COURSE. I DON'T GIVE A STATEMENT SAYING YOU OWE ME MONEY, I SAY THIS IS WHAT'S DONE BY ME AND TWO OTHER ATTORNEYS. THERE'S A LOT OF WORK AND BREAKDOWN AND DEALS WITH ALL THE CATEGORIES FROM SPECIAL ED TO LITIGATION AND YOU HAVE HAD QUITE A BIT OF LIT G LITIGATION YOU ANNOUNCED ONE CASE TONIGHT THAT WILL BE GONE. THE STATEMENTS ARE VERY DETAILED BUT THEY'RE NOT PUBLIC. >> SO WE CAN REQUEST A COPY FROM OUR STAFF? >> I WOULDN'T GET COPIES, I DON'T KNOW, YOU FEED TO TALK TO SELEMA ABOUT THAT. THEY'RE NOT PUBLIC DOCUMENTS. >> THANK YOU. I ALSO SEE THE OTHER ENTRY ON PAGE 31, P 2300795. AGAIN, LAW OFFICE OF ERIC BATHAN. THIS TIME IT SAYS FISCAL SERVICES. CAN YOU ELABORATE ON THAT TOTALLING $45,000. >> THAT WOULD BE, I SUPPOSE, CURRENT SERVICES. I DON'T KNOW WHAT YOU'RE LOOKING AT. THAT'S PROBABLY ONE OF THE ITEMIZED -- THE ITEMIZED STATEMENT WOULD BE MORE THAN WHAT YOU'RE SAYING BECAUSE WHAT STAFF WOULD RECEIVE FROM MY OFFICE WOULD BE A VERY DETAILED [02:10:13] STATEMENT AND GOES ON FOR EIGHT OR NINE PAGES FOR WIN MONTH. >> SO I ACTUALLY WANT TO KNOW WHAT FISCAL SERVICES YOU DO FOR US. >> I DON'T KNOW WHAT YOU MEAN BY THAT. >> THAT'S THE THE DEPARTMENT THAT IS REQUESTING IT. >> PERFECT. THANK YOU. >> SO WE CAN OBTAIN LIKE AN ITEMIZED LIST OF WHAT THAT -- >> IT'S NOT A PUBLIC DOCUMENT. THE STATEMENTS ARE NOT PUBLIC BECAUSE THEY DEAL WITH A LOT OF -- YOU'RE MENTIONING A LOT OF SPECIAL ED AND MERRIMENT MATTERS, THOSE THINGS ARE NOT PUBLIC.EMPLOYMENT MATTERS, THOSE THINGS ARE NOT PUBLIC. >> BUT BOARD MEMBERS CAN REQUEST A COPY? >> YOU KNEELED TO TALK TO SELEMA TO SEE THE DOCUMENT. >> I UNDERSTAND THERE ARE A LOT OF LEGAL CASES WITH VERY CONFIDENTIAL INFORMATION. >> IT'S NOT JUST LEGAL BUT THERE'S A LOT OF ADVICE. >> I THINK SHE'S ASKING FOR THE INVOICE. >> YES, PERFECT. THANK YOU VERY MUCH. I ALSO WANTED TO LOOK AT THE BLAIN GROUP P 2202125. PUBLIC RELATIONS. CAN SOMEONE PLEASE GIVE ME A SUMMARY OF WHAT HAS BEEN DONE FOR $45,000? >> AGAIN, THAT'S AN OPEN PURCHASE ORDER IN REGARDS TO COVER FOR THE YEAR. THAT DOESN'T MEAN $45,000 HAS BEEN PAID ON THAT, THAT'S JUST WHAT'S BEEN BUDGETED TO BE ABLE TO PAY FOR THOSE SERVICES. >> OKAY. SO WE HAVE NOT USED THE FULL 45. >> I WOULD HAVE TO LOOK TO SEE WHAT WE HAVE USED TO DATE, LOOK AT THAT AMOUNT TO GIVE YOU AN EXAMPLE BUT THESE ARE PURCHASE ORDERS, SO WHAT THIS MEANS IS THAT NOW WE HAVE A PURCHASE ORDER TO PAY AGAINST WHEN WE RECEIVE AN INVOICE SO ALL OF THESE, WE HAVE AN INVOICE THAT SHOW WHAT SERVICES THEY'RE PROVIDING. >> PLANNING AHEAD IS WHAT YOU'RE DOING. >> CORRECT. THAT'S PART OF THE BUDGET. THAT'S WHY YOU SEE THE DIFFERENT SITES REQUESTING THESE. >> I SEE. I'M GOING TO ASK AN ITEMIZED LIST, IF POSSIBLE, OF WHAT'S BEEN USED SO FAR, PLEASE, TO BE PROVIDED TO THE BOARD WHEN POSSIBLE. >> SURE. >> BUT DEFINITELY BEFORE THE NEXT MEETING, PLEASE. AND THE OTHER ONE, [INDISCERNIBLE] LAY FIRM APC GOVERNOR SUPPORT. I NEED A LITTLE MORE ELABORATION. >> THIS WAS SOMETHING APPROVED IN THE CONTRACT MATRIX BACK IN DECEMBER OF LAST YEAR. YOU PULLED IT AND THEN YOU APPROVED IT LATER ON HE HAS ATTENDED SOME OF OUR CLOSED SESSION MEETINGS, I BELIEVE TWO, BUT ADDITIONALLY IS HELPING SOME OF THE OTHER LITIGATION CASES. >> SO IT'S A LITIGATION ATTORNEY AS WELL. >> YES, ANYTHING OF GOVERNOR SUPPORT, CORRECT. >> OKAY. THAT'S TWO LITIGATION ATTORNEY FIRMS AND FOUR PEOPLE ON MR. BATHAN'S STAFF. HOW MANY PEOPLE ARE ON THE [INDISCERNIBLE] STAFF? >> IT'S HIM AND HIS PARALEGAL AS WELL. >> SO TWO PEOPLE FOR FELL LAKE LAW FIRM? >> CORRECT. >> DO WE NEED SO MANY IF MR. BATHAN IS DOING THAT JOB? MAYBE IT'S A DUMB QUESTION. >> IF YOU RECALL WHEN YOU DID APPROVE THAT, WE BROUGHT HIM IN SPECIFICALLY TO HELP SUPPORT WITH THE CASE AND THEN SOME ADDITIONAL GOVERNING SUPPORT WHEN THAT WAS BROUGHT TO THE BOARD FOR APPROVAL BACK IN DECEMBER OF LAST YEAR. >> AND WE STILL CONTINUE TO NEED THEIR SERVICES? >> YES. >> OKAY. I BELIEVE I HAD ONE OTHER ONE. COAST ARBOR TREE SERVICES, [02:15:03] MAINTENANCE OPERATIONS. CAN YOU ELABORATE A LITTLE BIT. THAT'S $15,000 WORTH OF WORK, WHAT DO THEY DO FOR US? >> THEY DO OUR MONTHLY AND YEARLY INSPECTIONS FOR OUR TREE SERVICES BUT, AGAIN, THAT'S AN OPEN PURCHASE ORDER THAT OUR MAINTENANCE DEPARTMENT HAS REQUESTED BASED ON THE ADDITIONAL SUPPORT THEY NEED ON THAT. >> THANK YOU. AND THEN ON PURCHASE ORDER -- THANK YOU FOR YOUR PATIENCE, EVERYBODY. P 23 -- [INAUDIBLE] >> CAN YOU TELL ME WHAT PAGE? >> PAGE 24. I KIND OF WANT TO FOLLOW UP THE PUBLIC COMMENT MADE ABOUT BTA CONTRACTS AND IT SAYS HERE THE DESCRIPTION IS THE BTA CONTRACT. WHAT EXACTLY ARE WE DOING, HAVE WE GIVEN ALL THE CONTRACTS NECESSARY FOR OUR TEACHERS? >> WE HAVE ONLY PRESENTED 75. WE HAD A DISCUSSION WITH B T A PRESIDENT THIS MORNING IN REGARD TO THAT SO SHE'S ACCURATE IN REGARDS TO ONLY 75 ON THAT. I WOULD HAVE TO LOOK TO THE DEPARTMENT THERE. WE DID HAVE OTHER CONTRACTS WRITTEN AND I DON'T KNOW IF THE DESCRIPTION WAS WRITTEN CORRECTLY F THAT ONLY HAS TO DO WITH BTA. I WOULD HAVE TO LOOK BACK AT THAT ONE. >> OKAY. YES, THAT WOULD BE SOMETHING THAT IF YOU COULD REPORT BACK TO THE BOARD, PLEASE. >> SURE. >> JUST TO MAKE THAT CORRECTION, IF NEEDED. I UNDERSTAND HOW FRUSTRATING IT IS TO NOT HAVE YOUR CONTRACT BECAUSE WHEN I WAS A TEACHER HERE IT TOOK ME I WANT TO SAY TWO YEARS TO GET THE ACTUAL, PHYSICAL CONTRACT, SO I UNDERSTAND. THANK YOU SO MUCH, STAFF, FOR WORKING WITH OUR BTA AND MAKING SURE THAT THAT GETS TO THEM AS SOON AS POSSIBLE. I BELIEVE THOSE ARE ALL MY QUESTIONS FOR NOW UNLESS MY COLLEAGUES HAVE SOMETHING ELSE AND THINK SO MUCH FOR YOUR PATIENCE, EVERYONE, AND MY COLLEAGUES AS WELL. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? >> I DON'T KNOW IF MY COLLEAGUE MENTIONED THE FURNITURE AT MAYFAIR HIGH SCHOOL. I SEE MANY TIMES, I ASSUME THESE ARE SERVICES THEY PROVIDE BUT WHAT TYPE OF SERVICES ARE THEY PROVIDING OR IS THIS JUST FOR FURNITURE IN THE MAYFAIR HIGH SCHOOL? PAGE 18. >> I WAS JUST ABOUT THE ASK FOR THE PAGE. YES. THIS WAS ITEMIZED SPECIFICALLY IN TERMS OF ROOMS OF THE DIFFERENT STEAM BUILDING INSTEAD OF DOING ONE LUMP WE WANTED TO ITEMIZE IT BASED ON THE ROOMS. >> DEPENDING ON THE NEED YOU CONTRACT THIS AGENCY OR JUST GENERAL CONTRACTING THEY'RE DOING WITH THE BELLFLOWER? >> YES, IT'S A FURNITURE COMPANY DEALING WITH BELLFLOWER SCHOOL DISTRICT BUT THE REASON, AGAIN, THAT YOU SEE IT DIFFERENTLY IS BECAUSE WE DID IT BASED ON THE DIFFERENT ROOMS WE HAVE IN THAT BUILDING. >> OKAY. THANK YOU. >> IT'S A BRAND NEW BUILDING WITH A WHOLE BUNCH OF ROOMS. >> CORRECT AND THAT WILL HELP US TO IDENTIFY WITH OUR ASSET INVENTORY LIST WHERE THIS FURNITURE IS AND ALL THE TAGGING WE NEED TO DO WITH ALL THAT. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? ALL RIGHT, ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MRS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MS. ARMSTRONG? >> AYE. OKAY. THE NEXT AGENDA ITEM WITH HELD TONIGHT IS 8.3.5.3, AMENDMENT TO [02:20:13] THE ANNUAL CONTRACT AGREEMENTS TO 2022-2023-FISCAL YEAR. DO I HAVE A MOTION? >> SO MOVED. >> THANK YOU. DO I HAVE A SECOND? >> SECOND. >> THANK YOU. DO WE HAVE ANY QUESTIONS OR COMMENTS ON THIS? >> YES, PRESIDENT ARMSTRONG. I WOULD LIKE TO DIRECT YOUR ATTENTION TO IGNITE COLLECTIVE, INC. THERE'S $3,000 PER ASSESSMENT FOR INDEPENDENT TRANSITION ASSESSMENTS AND CONSULTATION. THAT'S PER ASSESSMENT. CAN YOU ELABORATE A LITTLE BIT MORE ABOUT WHAT THOSE SERVICES ENTAIL AND $3,000, WHAT THAT WOULD NECESSITATE? >> THIS IS TO CONTRACT WITH THIS ACT OR OMISSION TO PROVIDE THOSE INDEPENDENT EDUCATIONAL EVALUATION FOR STUDENT WHO IS ARE TRANSITIONING FROM A HIGH SCHOOL SETTING TO ADULTHOOD AND THOSE REQUIRE DIFFERENT TYPES OF APPROACHES FOR ASSESSMENTS. THIS IS A VENDOR THAT WE'RE USING AND THIS IS SPECIFICALLY FOR STUDENTS WHO ARE ATTENDING A PUBLIC SCHOOL AND MAY HAVE TO GO TO OUTSIDE AREAS SO THIS IS A VENDOR WE WOULD USE FOR STUDENTS IN OUR SPECIAL ED PROGRAM. >> DO DA WE KNOW APPROXIMATELY HOW MANY STUDENTS WOULD QUALIFY FOR THESE ASSESSMENTS? >> RIGHT NOW WE HAVE ONE STUDENT WHO WILL BE UTILIZING THIS BUT IT WILL BE AVAILABLE TO OTHER STUDENTS SHOULD WE NEED TO USE THIS LEVEL OF SUPPORT. >> GREAT, AND HOW WOULD WE KNOW WHEN THEY NEED THIS LEVEL OF SUPPORT? >> THAT'S BASED ON IEPT TEAMS. >> THANK YOU FOR THAT INFORMATION. UNDER ITEM NUMBER 4, VIVIAN PROVIDED BCBC CONSULTATION. WHAT IS BCBA? BEHAVIOR CERTIFIED BOARD ANALYSIS. WHEN WE TALK ABOUT APPLIED BEHAVIOR ANALYSIS AND LOOK AT IDENTIFIED BEHAVIORS AND PROVIDING STRATEGIES TO HELP ADDRESS STUDENTS IN OUR SPECIAL EDUCATION PROGRAM AS WE'RE RETURNING BACK WE IDENTIFIED STUDENTS WHO REQUIRE MORE BEHAVIOR SUPPORTS AND WE WANT TO EXPAND THAT SUPPORT AVAILABLE TO OUR STAFF AND STUDENTS AND ALSO WORKING AND TRAINING OUR STAFF TO PROVIDE TECHNIQUES OF HOW TO BEST APPROACH WORKING WITH STUDENTS. >> SO IF I'M UNDERSTANDING YOU CORRECTLY, THIS PERSON WOULD BE ABLE TO NOW ALSO WORK WITH OUR GENERAL TEACHER POPULATION WITH STUDENTS WHO HAVE THESE BEHAVIORAL NEEDS? >> YES, AS PART OF OUR LEARNING RECOVERY PLAN, WE IDENTIFIED BEHAVIOR SUPPORT AS A NEED AND THIS PERSON CAN HELP WORK WITH OUR -- WE CURRENTLY HAVE WIN ON STAFF AND WE WANT TO BE ABLE TO PROVIDE ADDITIONAL SUPPORT TO HELP WORK WITH OUR STAFF TO PROVIDE ADDITIONAL TRAINING AND TO WORK DIRECTLY WITH STUDENTS AS NEEDED. >> HOW WOULD TEACHERS KNOW HOW TO START THIS PROCESS OR NEIGHBORUATE THIS PROCESS FOR A STUDENT WHO PERHAPS IS, AND I'M ASSUMING, CORRECT ME IF I'M WRONG, THIS WOULD BE PERHAPS A STUDENT WHO IS THROWING CHAIRS, KICKING KIDS, INTERRUPTING THE DAILY LESSONS AND PLACING HIMSELF AND MAYBE HIS COLLEAGUES, HIS CLASSMATES IN HARM'S WAY. >> WHEN YOU MENTION THAT, ONE OTHER ITEM WE'RE DOING AS A DISTRICT IS EXPANDING AND BRINGING ON ADDITIONAL BEHAVIOR ASSISTANCE THAT WILL BE USED ACROSS THE DISTRICT AND WE'RE LOOKING TO ASSIGN ONE PER SCHOOL TO PROVIDE THAT ADDITIONAL SUPPORT IN ALL OUR SCHOOLS BUT IN ADDITION TO THAT, THIS PARTICULAR PERSON IS AT A HIGHER LEVEL, IN A SENSE, WHERE THEY HAVE A CERTIFICATION THAT'S SPECIALIZED SPECIFICALLY IN BEHAVIOR TO PROVIDE THAT SUPPORT, SO IF A TEACHER OR A COUNSELLOR OR SOMEONE AT THE SCHOOL SITE HAS A STUDENT WHO WOULD NEED THAT LEVEL OF SUPPORT, THEY WOULD WORK WITH THEIR SCHOOL SITE ADMINISTRATION, THEIR PROGRAM [02:25:01] ADMINISTRATORS IN SPECIAL EDUCATION TO IDENTIFY THAT THIS IS A NEED AND EM PLY RESOURCES TO ADDRESS THAT AREA SO I WOULD ASK STAFF TO WORK WITH THEIR SITE ADMINISTRATION AND SPECIAL EDUCATION ADMINISTRATION TO SEE HOW WE PROVIDE THESE RESOURCES TO STAFF AND STUDENTS. >> SO THEY HAVE TO INITIATE THE PROCESS BY THE ADMINISTRATOR AND SPECIAL EDUCATION. >> THEY WORK HAND IN HAND. IRE SPECIAL ED TEACHERS MAY TALK TO THEIR PROGRAM ADMINISTRATORS REGULARLY SO THAT'S ONE AVENUE OR THEY WOULD WORK WITH THE ADMINISTRATION. THEY WORK CLOSELY TOGETHER SO THE COUNSELLOR OR TEACHER CAN REACH OUT TO ANY OF THOSE ADMINISTRATORS TO LOOK AT IF THIS LEVEL OF SUPPORT IS APPROPRIATE FOR ANY STUDENT. >> I WOULD LOVE TO SEE PERHAPS A PRESENTATION BY THIS YOUNG LADY. I'M NOT SURE WHAT HER AGE IS, BUT BY THIS ORGANIZATION JUST TO SEE WHAT DOES IT LOOK LIKE? I'M HOPING -- I'M ENVISIONING ALL THESE STRATEGIES, PERHAPS, AND I DON'T WANT TO -- I WANT TO MAKE SURE THAT WE'RE AWARE OF WHAT IT IS THAT WE'RE ADDING ON AND WHAT THE SERVICES WOULD INCLUDE. >> OKAY. >> THANK YOU. >> I JUST WANTED TO ADD THAT USUALLY WITH SPECIAL ED IT'S A CASE BY CASE BASIS. >> MOVING ON WITH THE AGREEMENTS WITH OTHER AGENCIES CONTRACTS, UNDER ADMINISTRATION. ITEMS NUMBER THREE AND NUMBER ONE, ORGANIZATIONAL LAW FIRM AND EHA MANAGEMENT CONSULTING GOVERNOR SUPPORT FACILITIES DEVELOPMENT PLAN, IT CHANGED FROM NOT TO EXCEED $80,000 TO $395 PER HOUR AND NOT TO EXCEED $20,000 TO $220 PER HOUR. SO WHY WOULD WE HAVE AN OPEN -- I WOULD LIKE TO UNDERSTAND WHAT PROMPTED THIS NEED TO CHANGE THAT CONTRACT? WHEN WE WENT INTO THESE CONTRACTS WITH THESE FROMS, THAT IS WHAT WE NEGOTIATE SOD WHY ARE WE NECESSITATING THIS CHANGE NOW? >> WITH FELLED HAGUE LAY FORM, AS YOU STATED EARLIER WITH GOVERNING SUPPORT, NOW THAT THEY HAVE DONE THE IN ADDITION, THEY WILL CONTINUE TO PROVIDE SOME SOFT THAT HOURLY REPRESENTATION SO JUST TO GIVE MORE FLEXIBILITY WITH THAT. >> OKAY. I'M A LITTLE -- I'M WONDERING. IT SEEMS LIKE IT'S AN OPEN ENDED AGREEMENT AND I GUESS I'M GOING TO ASK HOW IS THIS IN THE BEST INTEREST OF OUR STUDENTS? >> THAT IS BUDGETED AMOUNT. WE CAN CHANGE IT, WE CAN LEAF THE $80,000, THIS JUST GIVES US MORE FLEXIBILITY IN TERMS OF THE NEEDS OF WHAT MAY ARISE. >> SO YOU'RE SAYING THAT YOU'RE PROJECTING WE'RE GOING TO NEED THEIR SERVICES MORE. >> FOR THE FACILITIES DEVELOPMENT PLAN? YES. >> WALK ME THROUGH WHAT DO YOU SEE WE WOULD NEED THIS FOR. >> WE'RE MOVING MORE INTO LOOKING AT MODERNIZATION, ALL OF THOSE DIFFERENT THINGS, NOT JUST LOOKING AT DEFERRED MAINTENANCE BUT REALLY LOOKING AT THAT MODERNIZATION AND TO REALLY GET INTO THE DETAILS OF THAT THEY WILL NEED TO PROVIDE SOME ADDITIONAL SERVICES AND WALKING THE SITES, WALKING ALL THE SITES ADDITIONALLY TO LOOK AT THAT LEVEL OF MODERNIZATION, NOT JUST THE DEFERRED MAINTENANCE. >> I'M SORRY. TO ME IT JUST SEEMS LIKE WE'RE -- I'M JUST GOING TO CALL IT OUT, LIKE THEY WANT TO LOCK IN A CONTRACT NOW BEFORE WE GO INTO ELECTIONS. MAYBE THAT'S CYNICAL ON MY PART. I DON'T MEAN ANY DISRESPECT, BUT WE, AS OVERSIGHT, NEED TO MAKE SURE THAT WHEN THESE CHANGES CAR THAT WE KNOW EXACTLY WHAT IT'S [02:30:07] FOR AND I'M OF THE OPINION THAT WE KEEP IT TO NOT EXCEED 20,000, NOT TO EXCEED 80,000 FOR NOW AND IF IT'S NECESSARY FOR STAFF TO BRING IT FORWARD AT THAT TIME. >> THIS WOULD ALSO BE LESS, RIGHT? >> IT COULD BE, YES. >> SO WHY WOULD WE WANT TO LOCK OURSELVES INTO SOMETHING MORE? >> YEAH. I DON'T SEE THE POINT. WE DON'T HAVE UNLIMITED FUNDS. >> SO WHY LOOK IT IN AT 80,000 WHEN WE MIGHT ON THE SPEND 20,000. >> IF WE WANT TO MAKE THAT AMENDMENT NOT TO EXCEED BUT THIS $395 AN HOUR, IT COULD EXCEED 80,000. SEW WHEN IT EXCEEDS 80,000, THAT WAS THE POINT OF OH NOT EXCEEDING 80,000 SO STAFF COMES 80,000 SO STAFF COMES BACK TO US. WE ALREADY MADE THAT DECISION. IF THEY NEED SOMETHING US, THEY COME AND ASK US. WE'RE NOT JUST WRITING WHAT I WOULD CALL A BLANK CHECK. >> WHEN YOU SET THAT 395 AN HOUR, IT WILL COME BACK TO THE BOARD SO WHEN WE SAY 80,000, WIN WE HIT THE 80,000 THEY ONCE WE HIT THE 80,000 THEY TO COME BACK. >> WE CAN LEAVE THE AMOUNTS THERE AND LEAVE THE HOURS SO YOU KNOW WHAT THE AMOUNT IS. THAT CAN BE DONE. SO NOT TO EXCEED 80,000 BY YOU KNOW IT'S 395 AN HOUR AND NOT TO EXCEED 20,000 BUT YOU HAVE THE HOURLY AND IF IT EXCEEDS THAT, IT COMES BACK TO THE BOARD. >> YES. >> AND UNDER THE MISLAIN YOUS NUMBER ONE, I WILL ASK THE SAME THING. CAN YOUCELLANEOUS NUMBER ONE, I WILL ASK THE SAME THING. CAN YOU ELABORATE, GIVE ME MORE INFORMATION AROUND THE ARCHITECTURAL SERVICES WOULD CHANGE FROM $50,000 TO $85,000? >> THIS IS FOR THE MOVEMENT OF PORTABLES AND ORIGINALLY WE WERE ONLY MOVING FROM ONE SCHOOL SITE BUT NOW WE HAVE ANOTHER SCHOOL SITE THAT THOSE PORTABLES NEED TO BE MOVED SO THE ORIGIN THAT WILL WAS NOW WE'RE ADDING CRAIG WILLIAMS THAT NEEDS TO HAVE PORTABLES MOVED. >> HOW MUCH DOES IT REALLY TAKE TO MOVE A PORTABLE? >> THEY HAVE TO DO ALL THE DSA APPROVAL. IT'S NOT THIS COMPANY IS MOVING THEM, IT'S THAT THIS COMPANY IS PROVIDING THE FRAMEWORK, THE PRINT WORK THAT NEEDS TO BE DONE FOR DSA TO BE ABLE TO MOVE THOSE PORTABLES. THE ARCHITECTURAL SERVICES FOR THAT. >> SO 30,000 WOULD BE NECESSARY TO ADD ON THE MOVEMENT OF ONE MORE BUNGALOW? >> CORRECT. I WOULD HAVE TO GET BACK TO HOW MANY BUNGALOWS ARE INVOLVED IN THAT MOVEMENT. WE HAVE FISHED PORTABLES. WE'RE MOVING THEM TO DIFFERENT SITES AND ORIGINALLY WE DID NOT HAVE CRAIG WILLIAMS BUT NOW WE DO. >> AND THE ORIGINAL WAS ALSO TO MOVE BUNGALOWS. >> CORRECT. >> WOULD YOU MIND PLEASE REPORTING BACK IN THE NEXT BOARD MEETING UNDER YOUR SUPERINTENDENT COMMENTS? >> SURE. >> SO OUR EDUCATIONAL PARTNERS ARE ALSO RECEIVING THAT INFORMATION. >> SURE. >> THANK YOU. >> I'M DONE. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? >> YES, I WANT TO GO BACK TO THE IGNITE COLLECTIVE INVASE. YOU MENTIONED THAT WE ONLY HAVE ONE STUDENT WHO USE THIS IS ASSESSMENT. WHAT IS OUR CAPACITY TO PROVIDE SERVICES? [02:35:05] HOW MANY STUDENTS CAN BENEFIT FOR THIS ASSESSMENT? 10, 20? >> IN REGARD TO SPECIAL ED ASSESSMENT, THAT'S DRIVEN BE I THE NEEDS OF THE STUDENT SO MAYBE I'M NOT UNDERSTANDING THE QUESTION, BUT AS WE IDENTIFY A NEED WE LOOK TO INTERNAL HOW CAN WE DO THE ASSESSMENT AND WE HAVE TO SEEK OUT ASSESSORS WHO CAN DO THAT. IN THIS PARTICULAR CASE, WE HAVE IDENTIFIED ONE STUDENT WHO WOULD NEED THIS LEVEL OF ASSESSMENT AND SO RIGHT NOW WE HAVE ONE STUDENT BUT NOW THAT'S IT APPROVED AS A VENDOR WE CAN USE IN THE FUTURE SHOULD THAT NEED ARAISE AGAIN. >> HOW MANY STUDENTS? YOU NEVER KNOW, RIGHT? JUST IN TERMS OF BUDGET, 2 OR 3? IT JUST DEPENDS, RIGHT? >> YEAH, EVERYTHING IS DRIVEN BY STUDENT NEEDS AND RIGHT NOW WE HAVE IDENTIFIED ONE THAT WILL RECEIVE THIS SERVICE. >> SO IF THERE'S ANOTHER STUDENT WHO NEEDS IT YOU WILL BRING IT BACK UP TO US. >> NOT NECESSARILY BECAUSE THE BOARD IS APPROVING US TO USE THIS AGENCY FOR THIS ASSESSMENT AND IF WE ARE TO USE THIS ASSESSMENT, IT WOULD COST $3,000 PER ASSESSMENT. >> ARE WE GOOD? ALL RIGHT. SO FOR THIS AMENDMENT TO THESE CONTRACT LISTINGS, CAN I HAVE ROLL CALL? NOT YET? >> I WANT CLARIFICATION ON WHAT THE MOTION IS. >> OKAY, WE ALREADY IDENTIFIED IN YOUR REFERENCE TO THE HOURLY RATE, SHE'S GOING TO UNSCRATCH THE LIMIT. SO YOU'RE GOING TO HAVE THE LIMIT PLUS THE HOURS SO THERE'S AN AMENDMENT, SO TO SPEAK. AM I CORRECT? SO YOU'RE GOING TO HAVE THE AMENDMENT. WHERE IS IT AT? INSTEAD OF SAYING NOT EXCEED $80,000, THAT WILL BE THERE AND THE PER HOUR RATE AND SAME FOR THE OTHER. WITH THE AMENDMENT, WE WANT TO MAKE A MOTION THAT WE APPROVE AGENDA ITEM 8.3.5.3. >> AND ALSO THE DIRECTIONS THAT WE GAVE STAFF TO PLEASE REPORT BACK WITH THOSE QUESTIONS THAT WE HAD RAISED. >> SHE HAS THOSE DIRECTIONS >> THAT'S PART OF THE AMENDMENT. >> I'M JUST MAKING SURE THAT THAT'S CLEAR. >> WE GOT IT. >> PERFECT. THANK YOU SO MUCH. >> ALL RIGHT. CAN WE HAVE ROLL CALL? >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MRS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MS. ARMSTRONG? >> AYE. OKAY. THE NEXT ITEM WITH HELD TONIGHT IS ITEM 8.3.5.6 AND THAT'S THE RESOLUTION TO GAIN LIMIT. >> ACTUALLY, MR. MENDOZA ASKED FOR 8.3.5.5. >> OKAY. I DIDN'T HAVE THAT. OH, HE DID. I'M SORRY. SO THE NEXT ITEM IS UDITED ACTU. DO I HAVE A MOTION? >> SO MOVED. >> SECOND. >> ANY QUESTIONS OR COMMENTS ON THIS ONE? [02:40:02] >> YES, I SPOKE WITH SULEMA ABOUT THIS PARTICULAR ITEM AND I JUST WANTED TO ASK FOR IN THE FUTURE FOR WHEN WE GO ABOUT APPROVING UNAUDITED ACTUALS AS IT IS FOR THAT WEBSITE IT IS ONLY THAT 19 PAGE DOCUMENT AND I KNOW YOU HAVE HAD THAT CONVERSATION BUT TO CLARIFY WHAT I HAVE EXPRESSED INTEREST IN IS BEING LOOKED INTO, PUBLISHING THE FULL 149 PAGE DOCUMENT AND ALSO PROVIDING TO THE BOARD THE 149 PAGE DUMONT IDOCUMENT IS WH REQUESTING BECAUSE I FEEL FOR TRANSPARENCY SAKE, EVEN IF WE'RE NOT GOING TO BE USING ALL THE INFORMATION, THAT IT'S IN THAT LARGE PACKET TO HAVE IT AVAILABLE I THINK IS A GOOD THING, MOSTLY BECAUSE I'M AWARE OF A COUPLE OF PEOPLE IN THIS COMMUNITY WHO HAVE THE EXPERIENCE IN OR KNOW SOMEONE WHO CAN CHECK OUR MATH AND I SEE NO HARM IN CHECKING THE MATH IF OUR NUMBERS ARE RIGHT SO A LITTLE TRANSPARENCY IN PUBLISHING THOSE FULL DOCUMENTS AND ALSO GIVING TO THE BOARD THOSE FULL, LENGTHY DOCUMENTS, I THINK THAT'S SOMETHING WE CAN DO IN THE FUTURE. MY COMMENT ISN'T AS MUCH ABOUT VOTING ON THESE UNAUDITED ACTUALS NOW BUT HOW TO GO ABOUT RELEASING THEM TO THE PUBLIC IN THE FUTURE. >> THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS? >> AND JUST FOR A DEFINITION, WHEN WE SAY UNAUDITED ACTUALS, WE MEAN OUR OWN CERTIFIED PUBLIC ACCOUNTANT HAS NOT LOOKED AT THIS DOCUMENT AND THAT LOS ANGELES COUNTY OFFICE OF EDUCATION IS GOING TO BE THE ONE THAT CHECKS OUR MATH. IS THAT THE TIME LINE FOR IT? IS THAT HOW IT GOES? >> THESE ARE SUBMITTED TO THE COUNTY BY SEPTEMBER 5TH AND OUR DISTRICT AUDITORS WILL BE REVIEWING AND USING THIS DOCUMENT AS PART OF THEIR AUDIT AND THEY WILL BE PRESENTING THEIR AUDIT TO THE BOARD. >> OKAY. THANK YOU. >> YOU'RE WELCOME. >> OKAY. CAN WE HAVE A ROLL CALL ON THIS ITEM? >> AYE. >> DR. ELHESSEN? >> AYE. >> MRS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MS. ARMSTRONG? >> AYE. THE NEXT ITEM IS 8.3.5.6, RESIDENCE LIC RESOLUTION TO THE GAIN LIMIT. DO I HAVE A MOTION? >> I MOTION. >> I SECOND. >> CAN YOU TELL US ABOUT THE HISTORY AND WHY THIS IS NECESSARY FOR THIS RESOLUTION? >> THE GAN LIMIT WAS CREATED SO THAT IF YOUR REVENUES [INAUDIBLE]. HOW THE LIMIT IS ESTABLISHED BASED ON SOME OF THOSE EXCLUSIONS SO NOT ALL OF YOUR FUNDING IS PART OF WHAT CREATES THAT LIMIT. >> SO IN THE RESOLUTION FOR 2021-2022, OUR LIMIT WAS 84 MILLION, APPROXIMATELY. >> CORRECT. >> AND 2023, 76 MILLION. >> THAT'S OUR PROJECTED, YES. >> PROJECTED? OKAY. IF IN FACT THESE NUMBERS BY AUDIT ARE FOUND TO BE TRUE AND ACTUAL, THEN I'M IN AGREEMENT. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ON THIS? . ROLL CALROLL CAL >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MRS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MS. ARMSTRONG? [02:45:01] >> AYE. THE NEXT ITEM IS 8.3.6.1, THE SECOND READING OF THE BOARD BYLAW 9271 BOARD MEMBERS CODE OF ETHICS AND DO I HAVE A MOTION? >> SO MOVED. >> AND A SECOND? >> SECOND. >> OKAY. I PULLED THIS ONE. QUESTIONS OR COMMENTS? I WAS CONCERNED BY THE READING OF IT AND I WANTED TO SEPARATE IT FROM CENSURE. I WANTED IT TO COME BACK AS TWO ITEMS, NOT ONE. IS THERE SOME WAY WE CAN COME BACK AGAIN AS A SECOND READING WITH THEM BEING SEPARATE? >> A THIRD READING. >> THIRD READING. I WOULD ADD ON THAT I'M WONDERING WHY ARE WE GOING TO CENSURE SO DRASTICALLY? IT'S FROM 0 TO 60. CENSURE IS A REALLY STRONG AND AGGRESSIVE ACTION TO TAKE. IT'S ALMOST AS IF I DON'T AGREE WITH ONE OF MY BOARD MEMBER COLLEAGUES, I CAN SAY CENSURE THEM. >> NO, IT'S VERY SERIOUS. >> THAT'S MY POINT. IT'S SOMETHING THAT SHOULD BE THE LAST RESORT. IT SHOULDN'T BE THE ONLY RESORT AND AT THIS POINT, THE WAY THIS SECOND READING OF OUR BYLAW READS, I AGREE WITH YOU, PRESIDENT ARMSTRONG. THEY SHOULD BE SEPARATE. ONE SHOULD NOT TRIGGER THE OTHER. THAT'S THE WAY I'M READING IT. >> SO CENTURY WOULD INCLUDE ANYTHING THE BOARD MEMBER VIOLATED, BROWN ACT, ETHICS, ANYTHING. YOU'RE RIGHT, IT WON'T ONLY COVER ETHICS SO I THINK THAT'S A GOOD WAY TO SEPARATE IT. BUT IT WILL BE MUTUALLY INCLUSIVE OF IT. >> IF WE CONTINUE TO READ FURTHER, IT SAYS IT COULD BE A CRIMINAL VIOLATION. >> IF WHATEVER WAS VIOLATED, YEAH. THE WHOLE PURPOSE OF HAVING ETHICS AND CENSURE POLICY IS TO HOLD BOARD MEMBERS ACCOUNTABLE TO NOT ONLY UPHOLD THE OATH THAT THEY TOOK BUT ALSO THEIR INDIVIDUAL BEHAVIOR OF HOW THEY CONDUCT THEMSELVES OUTSIDE OF THE BOARDROOM AND WITHIN THE BOARDROOM. >> I AGREE THAT WE SHOULD ADOPT ETHICS POLICIES, BUT I DON'T AGREE THAT IT SHOULD BE AS PUNITIVE AS CENSURING A BOARD MEMBER. YOU'RE GOING 0 TO 60 AND THERE'S NO IN BETWEEN AND I'M WORRYING THAT THE VOICE OF OUR ELECTORATES WOULD BE DROWN OUT OR NOT HEARD AT ALL IF WE USE THAT TOOLS TO PUNISH A BOARD MEMBER. >> THAT'S ONE OF THE THINGS THAT SAYS THE FOLLOWING PREJUDICE IS MEANT TO PROVIDE A MEMBERING ANYMORE FOR A BOARD MEMBER TO PUNISH ANY OF HIS MEMBERS. IT'S A STRONG CONCEPT. DISCIPLINE I UNDERSTAND BUT PUNISHING. >> IT SAYS REPRIMAND. >> NO, IT SAYS PUNISH. >> I NOW BUT THE FIRST SENTENCE, OFFICIALLY REPRIMANDING ONE OF ITS MEMBERS. YOU CAN ELIMINATE THAT OTHER LINE IF YOU WANT TO. >> MENTIONING IN THE OTHER PAGE, IN A PUNITIVE MEASURE. [02:50:01] >> YOU CAN REMOVE THAT. >> I WOULD RECOMMEND THAT WE JUST SEND THIS BACK TO STAFF, PLEASE, AND ACTUALLY LOOK AT WHAT IS DONE AROUND US IN NEIGHBORING DISTRICTS, HOW DO THEY ARE GET TO THE CENSURE POLICY, HOW LONG IS A BOARD MEMBER GOING TO BE CENSURED? ALL THESE QUESTIONS THAT WE MOVE HAVE, CAN WE HAVE A PRESENTATION OR MORE INFORMATION ON THIS? I THINK WE'RE MOVING TOO FAST ON THIS. >> IT CAN GO THROUGH A THIRD READING, THIS IS FROM CSBA, THOUGH. >> CSBA IS GUIDING AND CAN RECOMMEND BUT THEY DON'T TELL US WHAT TO DO. >> RIGHT, THAT'S WHAT I'M SAYING. IT'S A TOOL THAT YOU CAN USE TO REVISE AND EDIT ON THE BASIS OF WHAT THE BOARD WOULD FEEL WOULD BE APPROPRIATE CENSURING POLICY AN PROCEDURE. >> AND I AGREE THAT THESE TWO SHOULD NOT BE LINKED. >> YOU CAN HAVE A CENSURE POLICY AND AN ETHICS POLICY. >> AND WITH THE CENSURE POLICY, I THINK IT NEEDS TO ALL GO BACK AND COME BACK TO A FIRST READING BECAUSE THEY HAVE TO BE SEPARATED WHICH MEANS THAT WE HAVE TO START THE PROCESS AGAIN. >> COUNSEL, ONCE WE INTRODUCE A POLICY, IT WOULD BE A SECOND READING, RIGHT? AS WE MOVE FORWARD TO MODIFY IT? >> YOU'RE AT THE SECOND READING RIGHT NOW BUT IT'S BEEN CHANGED SINCE THE FIRST READING SO I THINK IT'S REALLY MORE OF A FIRST READING. THERE'S NO LIMIT ON THE NUMBER OF READINGS YOU CAN HAVE. IT'S USUALLY AT LEAST TWO BUT SOUNDS LIKE YOU NEED A LOT MORE DISCUSSION ABOUT THIS AND MAYBE TWO POLICIES AND JUST REMEMBER, A CENSURE IS THE MOST SERIOUS ACTION YOU CAN TAKE AGAINST A BOARD MEMBER BECAUSE YOU REALLY DON'T HAVE THE POWER TO REMOVE A BOARD MEMBER UNLESS THEY'RE CONVICTED OF CERTAIN FELONIES OR MISDEMEANORS, EVEN, BUT CENSURE IS VERY SERIOUS. YOU DON'T HAVE TO HAVE A POLICY ON IT. IT'S JUST A RECOGNITION FOR VERY EGREGIOUS CONDUCT IT'S THE ONLY THING YOU CAN DO. >> ARE WE IN AGREEMENT THAT WE NEED TO SEND THIS BACK AND BRING IT BACK TO US IN TWO SEPARATE DOCUMENTS AND WE CAN HANDLE THE DOCUMENTS ACCORDINGLY? WE CAN WORK ON THAT ETHICS IF THE READING OF THE ETHICS IS FINE, THEN THAT WILL BE GREAT. IF THE READING ON THE CENSURE IS FINE, THAT'S GREAT BUT THEN WE CAN SEND ONE BACK FOR A SECOND READING OR AS MANY AS IT NEEDS. >> OR EVEN ELIMINATE THE CENSURE. BRING US A DIFFERENT TYPE OF SYSTEM. I DON'T EXPEL A STUDENT BECAUSE THEY DISAGREE WITH MY POINT OF VIEW AS A TEACHER. THAT'S THE EQUIVALENT OF WHAT I'M SEEING HERE. >> NO, IT'S NOT EQUIVALENT. IT'S EQUIVALENT TO VIOLATING ED CODE OR VIOLATING THE BROWN ACT. THOSE ARE THE THINGS THAT WOULD BE UPHOLDED BY THE BOARD. WHAT WE TAKE AN OATH ON AND MOVE FORWARD ON. IT'S NOT SOMETHING TO A LEVEL OF SAYING I DON'T LIKE YOU SO I'M GOING TO CENSURE YOU, NO, THAT'S NOT POSSIBLE. IT HAS TO BE BASED ON SERIOUS ED CODE OR BROWN ACT VIOLATIONS. >> IT'S MOSTLY BROWN ACT VIOLATIONS WHERE CONFIDENTIAL MATERIAL IN CLOSED SESSION WAS SHARED WITH THE PUBLIC ON A CONTINUOUS BASIS. IT HAS TO BE VERY SERIOUS TO DO THAT BUT THE CONSEQUENCES OF CENTURY OF THE BOARD MEMBER STAYS ON THE BOARD. YOU DON'T HAVE TO HAVE A SENTURE POLICY. >> AND THAT'S MY POINT. WE DON'T HAVE TO HAVE IT ON THERE. I DON'T UNDERSTAND WHAT THE NEED FOR IT IS. WHY DO WE NEED TO CENSURE OUR BOARD MEMBERS? >> I THINK AS WE MOVE FORWARD AND WE'RE LOOKING AT A NEW ELECTION, EVERY BOARD MEMBER WHO COMES ON NEEDS TOO KNOW THAT ETHICS THAT'S INVOLVED WITH BEING A BOARD MEMBER AND THE CONSEQUENCES OF VIOLATING THAT. IT'S HOLDING BOARD MEMBERS ACCOUNTABLE FOR THEIR ACTIONS SO BOARD MEMBER CANS NOT ACT AS INDIVIDUAL MEMBERS AND MAKE [02:55:03] DECISIONS THEMSELVES USING THE BOARD AS THEIR TOOL. YOU CAN SAY I'M SPEAKING ON BEHALF OF THE BOARD AND WE WOULD LIKE TO DO THIS WHEN THE BOARD HAS NO KNOWLEDGE. THAT'S PART OF THE BROWN ACT VIOLATION. IT'S HOLDING BOARD MEMBERS ACCOUNTABLE. PERIOD. AND AS NEW MEMBERS COME, THEY NEED EDUCATED OF GOVERNANCE, BROWN ACT AND ED CODE. >> AND I THINK THAT'S WHAT'S NEEDED, NOT NECESSARILY A SENTURE POLICY. THAT'S A PUNISHMENT. I THINK WE'RE ALL ADULTS. IF WE MAKE SURE THAT WE'RE GOING THROUGH THESE TRAINING AND THIS ETHICS POLICY, TRAINING THAT WE DON'T HAVE AT THIS POINT THEN HAVING NEW BOARD MEMBERS COMING ON, AS WE'RE TRAINING THEM, WE CAN POSITIVELY INFLUENCE OUR BOARD MEMBERS. THE WAY THIS IS WRITTEN AND LINKED, IT'S VERY PUNITIVE AND IF IT'S YOUR FIRST TIME, IT'S NOT APPROPRIATE. >> THIS IS WHY I RECOMMEND WE SEND IT BACK, SEPARATE IT AND WORK ACCORDINGLY, ARE WE OKAY WITH SEND IT BACK? >> I SECOND. YEAH, WE MOVE. >> WE NEED TO BE VERY CLEAR, THOUGH, TO STAFF. >> WE'LL BE CLEAR. LET'S WORK TOGETHER AND MAKE THIS CLEAR. SO WE'RE GOING TO SEND THIS BACK AND WE WANT YOU TO PRESENT THIS TO US AGAIN. WE WANT AN ETHICS BOARD BYLAW AND WORK ON A SEPARATE ONE FOR CENSURE. IT WILL BE SEPARATE FOR THE FIRST TIME SO BRING THAT BACK AS A FIRST READING. ANY OTHER QUESTIONS OR COMMENTS ON THAT? OKAY. WE GOOD? ROLL CALL. >> MR. MENDOZA? >> AYE. >> DR. ELHESSEN? >> AYE. >> MRS. GARZA? >> AYE. >> REVEREND IVANS? >> AYE. >> MS. ARMSTRONG? >> AYE. GOOD. OKAY. SO THANK YOU SO MUCH. I LOVE THE DISCUSSION. I REALLY LOVE THE DISCUSSION. OUR MINDS ARE WORKING. SO NOW WE HAVE THREE INFORMATIONAL ITEMS FOR THIS EVENING. ARE THERE ANY QUESTIONS OR COMMENTS REGARDING THE INFORMATIONAL ITEMS? [9. NON-ACTION] OKAY. I THOUGHT WE HAD THREE. >> NO QUESTIONS OR COMMENTS, SO WE'RE GOOD. >> OKAY. TONIGHT WE HAVE CARDS ADDRESSING NONAGENDA EYE TEEPS. WHILE THEITEMS. WHILE THE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS THEY ARE OPEN TO THE PUBLIC. INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADDRESS THE BOARD AND THE BOARD WILL LIMIT THE TOTAL TIME TO 21 MINUTES. SO, MAY I PLEASE HAVE ELIZABETH LARA TO THE PODIUM. AW, WELCOME. >> MOM OF A FORMER BELLFLOWER MIDDLE SCHOOL STUDENT JUST THREE WEEKS INTO THE SCHOOL YEAR, MY SON WAS ASSAULTED 30 MINUTES AFTER SCHOOL DIRECTLY IN FRONT OF THE PRINCIPAL'S OFFICE. [03:00:01] I HAD TO TAKE MY SON TO KAISER FOR X-RAYS. WHEN I WAS ASKED WHY THERE WAS NO SECURITY I WAS TOLD IT'S NOT WITHIN THE BUDGET. I FILED POLICE REPORTS AGAINST BOTH OF THE STUDENTS WHO PUT HANDS ON MY SON. MY SON IS A 7TH GRADER, I WAS TOLD ONE OF THEM WAS A 10TH GRADER. YOU TALK ABOUT BUDGETS AND MONEY BUT YOU ARE NOT SPENDING IT TO KEEP DISTRICTS SAFE AND THAT'S AN ISSUE. MY SON IS GOING TO HAVE TO SEEK THERAPY FOR THIS AND I HOPE THAT SOMEBODY AT MAY FAIR CAN TRANSITION HIM SMOOTHLY SO THESE MEMES ARE NOT FOLLOWING HIM TOO THIS SCHOOL. THAT'S PRETTY MUCH ALL I HAVE. IT'S JUST REALLY -- IT HURTS. IT HURTS BECAUSE I'M A SINGLE MOTHER, CLASS OF 08, I GRADUATED FROM BELLFLOWER. TO SEE SOMEONE DROP MY SON ON THE FLOOR AND HOLD HIM AND BEAT HIM AND THE PRINCIPAL'S RESPONSE TO BE WE DON'T HAVE MONEY TO STAFF SECURITY, SO I'M BRINGING THIS TO YOUR ATTENTION AND I HOPE THAT SOMETHING IS DONE ABOUT IT. I KNOW THEY COULDN'T GIVE ME MUCH OF AN EXPLANATION ON WHAT HAPPENED WITH THE STUDENTS BUT I LOOKED AT THE POLICIES AND FIVE DAYS IS A SLAP ON THE WRIST WHEN HE HAD TO HAVE X-RAYS. THE PRINCIPAL TOLD ME MY SON WAS NOT JUMPED THAT THAT'S A GROUP OF STUDENTS BUT IT WAS ONLY TWO. THAT'S ALL I HAVE TO SAY, THANK YOU. >> THANK YOU MS. LAURA. OKAY. COULD LINDA ADKINS APPROACH THE PODIUM? >> WELCOME. >> I WOULD LIKE TOO ASK A PERSONAL ASK A PERSONAL POINT OF PRIVILEGE. I WANT TO THANK YOU FOR YOUR APOLOGIZE THIS EVENING. I UNDERSTOOD THAT IT WAS AN ACCIDENT WHEN WE TALKED I KNEW YOU WERE APPALLED WHEN YOU FIGURED OUT WHAT HAPPENED. I WOULDN'T HAVE ASKED YOU TO SAY THAT HERE. I WOULD HAVE J A RETAXED L RETRACTION LETTER. THANK YOU FOR DOING THAT AND AFTER THE LAST ONE, NOW I'M ALL TEARY-EYEED. ALL RIGHT, LINDA AT THED. ALL RIGHT, LINDA AT THE PODIUM AND YOU'RE WELCOME. >> ALL RIGHT, I'M NOT GOOD AT INTROS. I WANT TO MAKE A RECOMMENDATION. I HAVE A SUGGESTION. LAST YEAR AT THE END OF THE YEAR WE STARTED REALIZING HOW HORRIFIC OUR PROBLEMS WERE WITH SUBS. THE WHOLE WORLD IS HAVING THESE SAME PROBLEMS, I UNDERSTAND THAT. IF WE CAN FIND SUBS, WE WOULD HAVE THEM HERE. TO THE END OF THE FISCAL YEAR, IT'S MY I UNDERSTANDING WE RA RAISED THE SUB PAY TO $200. NOW WE'RE BACK TO I THINK 140. I WORK AS PRESIDENT HALFTIME. I'M A SUBSTITUTE THE OTHER HALF SO I GO AND TALK TO DIFFERENT PEOPLE AND I'M AT THE DIFFERENT SITES AND I'M HEARING HOW MUCH LONG BEACH IS PAYING. [03:05:07] PARAMOUNT IS PAYING 205. I KNOW THAT MS. HOLGUIN SAYS WE'RE OFFERING SUBS WHO ARE WILLING TO STAY AND DO 30 DAYS OF SERVICE IS $200 WHICH IS AWESOME. I DON'T KNOW IF THAT'S ADVERTISED ANYWHERE. I DON'T KNOW IF HOUSE SUBS KNOWIC DO THAT. I APPRECIATE THE DISTRICT GETTING US THE SUBSYSTEM. I KNOW THERE ARE SUBS OUT THERE BUT NOW LONG BEACH IS OPENED. WHILE LONG BEACH WASN'T OUT THERE TAKING ALL THE SUBS, I FEAR WE'RE GOING TO RUN INTO THE SAME DILEMMA. THE HARD PARRED IST IS WE LOST COUPLE BECAUSE THEY SUBBED FOR 85 DAYS LAST YEAR. IT'S HAPPENING AT SOUTH END WHERE THEY'RE BACK TO, WELL, I CAN'T DO ANY PROGRAM BECAUSE I'M SUBBING INY PROGRAM BECAUSE I'M SUBBMY PROGRAM BECAUSE I'M SUBBING IN THIS CLASS TO DO. I JUST WANT TO MAKE IS SUGGESTION THAT IF YOU LOOK AT THE NUMBER WITH THE $200 AND IF YOU KNOW ME, YOU KNOW -- [INAUDIBLE] WHEN THEY'RE SUBBING OUT AT THE HIGH SCHOOL WHICH IS WHAT WE HAVE HAD TO. MAY I FINISH? UP TO Y'ALL. IT'S NUMBERS, IT'S OKAY. >> DO YOU MIND IF I GIVE HER A COUPLE OF MINUTES? TWO MINUTES. >> OKAY. IF YOU PAY $200 FOR 180 DAYS, IT COMES OUT TO $36,000 BUT IF YOU DO PERIOD SUBBING AND WE HAD TO TAKE ONE TARGETED TEACH ER'S PA, YOU GET $316 PER DAY. IF YOU DO THAT AND GO FROM THAT, IT'S COSTING US $57,000 A YEAR TO DO PERIOD SUBBING WHEN IF WE PAID $200 WE WOULD ONLY PAY $36,000 AND PERHAPS MY SUGGESTION IS LET'S GIVE IT A TRY BECAUSE LONG BEACH JUST OPENED AND I HEAR FROM THE SUBS I'M NOT COMING TO BELLFLOWER IF I CAN GO TO LONG BEACH. THAT'S IT. SORRY. THANK YOU. >> THANK YOU SO MUCH, MS. ARNT. >> COULD WE HAVE STAFF LOOK INTO THE SURROUNDING AREA SUBS AND COME BACK TO US? >> ABSOLUTELY. >> AND EVEN LOOK AT DIFFERENT OPTIONS THAT WE CAN HAVE, LIKE PERHAPS -- I'M NOT SAYING WE'RE GOING TO DO THIS BUT THINKING OUT OF THE BOX AND GETTING A SUB TO BE ON THAT CAMPUS FOR THE REMAINDER OF THE YEAR SO IF ANYONE IS OUT, THEY ARE THERE AND WHEN THEY ARE NOT NEEDED, PERHAPS THEY CAN SUPPORT THE TEACHERS WITH SMALL GROUP INSTRUCTION. THEY ARE TEACHERS. IT'S NOT LIKE THEY'RE GOING TO BE DOING CLERICAL WORK. WE WILL PLACE THEM IN THE CLASSROOMS WHEN THEY ARE NOT NEEDED AS A SUB BUT HAVING AN IN-HOUSE SUB. >> I DO KNOW THAT ABOUT THE SUB RATE BEING PUT UP AND IT WAS ONLY UNTIL JUNE AND THEN WENT BACK DOWN TO 145. I HAVE ALREADY BROUGHT IT TO THE ATTENTION OF THE SUPERINTENDENT AND THEY'RE WORKING ON THAT. WE CAN FOLLOW UP ON THAT. NOT A PROBLEM. >> PERFECT. LET'S DO THAT. [03:10:02] THANK YOU. >> OKAY. MS. LINDA, I ALMOST CALLED YOU UP AGAIN. >> NO, I'M DONE. I'M GOING HOME. >> MAY I PLEASE HAVE NICOLE GATES TO THE PODIUM? WELCOME. >> THANK YOU. GOOD EVENING, SCHOOL BOARD MEMBERS. I'M HERE TO VOICE MY CONCERN OVER THE STATE OF THIS DISTRICT. THE STATE AUDIT REPORT REVEALED THAT BUSD DID NOT USE ITS SIGNIFICANT FINANCIAL RESERVES TO ADDRESS STUDENT NEEDS. AT LAST WEEK'S SPECIAL BOARD MEETING THE CHIEF FINANCIAL OFFICER PRESENTED THE GENERAL FUND OF BUSD. THIS PRESENTATION REVEALED THAT BUSD HAS $25 MILLION IN RESERVE. $18 MILLION IS UNASSIGNED AND UNAPPROPRIATED. THIS IS $67 MILLION. WITH ALL THIS FUNDING, WHY AREN'T SCHOOLS PROVIDED WITH ADDITIONAL STAFF, PROGRAMS, EDUCATIONAL RESOURCES AND IN-PERSON TUTORING. AS OF JULY 1ST, THE NEW BUDGET INCLUDES HISTORIC FUNDING FOR EDUCATION FOR ALL PUBLIC SCHOOLS. THE DISTRICT LAUNCHED THE EXPANDED LEARNING OPPORTUNITY PROGRAM THIS COOL YEAR, HOWEVER, THE ELOP PROGRAM ONLY SERVES ABOUT 100%20% OF STUDENTS AFTER SCHOOL. WHAT IS THE DISTRICT PROVIDING DURING THE SCHOOL BOARD? SOME OF THE APPROPRIATIONS INCLUDE LEARNING RECOVERY EMERGENCY FUND, ART, MUSIC, AND INSTRUCTION LEA MATERIAL DISCRETIONARY BLOCK GRANT AND LITERACY COACHES. MY DAUGHTER ATTENDS LINSTRUM ELEMENTARY. ONLY 42% OF STUDENTS ARE PROFICIENT IN MATH. MY SON ATTENDS MAYFAIR, ONLY 29% ARE PROFICIENT IN MATH. THE LEARNING RECOVERY EMERGENCY FUND NEEDS TO ADDRESS LEARNING LOSS STUDENTS EXPERIENCED DURING COVID. OUR TEACHERS, STAFF AND ADMINISTRATORS ARE WORKING TO ADDRESS THESE CONCERNS BUT THIS PROCESS COULD GO MUCH MORE SMOOTHLY WITH FINANCIAL RESOURCES. HOW IS THE DISTRICT GOING TO USE THIS FUNDING? WHAT IS BUS D'S ACTION PLAN? WHAT PROGRAM OR RESOURCES ARE A DISTRICT GOING TO PROVIDE TO THE SCHOOLS? BUSD'S NOT TOY IS WE BUILD FUTURES. HOW DO YOU BUILD FUTURES WITHOUT ADEQUATELY INVESTING IN OUR STUDENTS? THIS MONEY SHOULD BE GOING TO OUR SCHOOLS, NOT AN ALREADY EXCESSIVE RESERVE FUND. THANK YOU. >> THANK YOU, NICOLE GATES. MAY I PLEASE HAVE MARISSA PEREZ TO THE PODIUM? >> GOOD EVENING. MY NAME IS MARISSA PEREZ AND I'M A PARENT WITH THREE STUDENTS AT MAYFAIR HIGH SCHOOL. I'M ASKING FOR YOU TO ADDRESS THE UNSAFE CONDITIONS OF THE FIELDS AND FAY SILTS AND TO AGENDIZECILITIES AND TO AGENDIZE AN ITEM TO RECEIVE AN UPDATE. THIS IS SOMETHING THAT WAS BROUGHT UP IN JUNE AND WE ARE STILL WAITING FOR A RESPONSE. BELLFLOWER PLANNED TO BUILD $9 MILLION AS PART OF THE MEASURE BB BOND. THIS WAS A $79 MILLION BOND PASSED IN 2012. ESTIMATES WERE COMPLETED. COME 2015 UNTIL 2021, DISTRICT STAFF TOLD MEMBERS OF THE CITIZEN BOND OVERSIGHT COMMITTEE THAT CONSTRUCTION WAS ABOUT TO BEGIN, HOWEVER, IN APRIL 2021, THE COMMITTEE WAS TOLD THAT DUE TO INCREASES IN THE STEAM BUILDING COSTS THERE WERE NOT ENOUGH FUNDS TO COMPLETE THE FIELDS SO THE PROJECT HAD TO BE PLACED ON HOLD. WHILE THIS MAY SEEM TO BE JUST ANOTHER SPORTS PROBLEM, THERE [03:15:02] ARE GRAVE CONCERNS ABOUT THE SAFETY OF THE FIELDS FOR 7TH THROUGH THE 12TH GRADE STUDENTS. THERE ARE MANY STORIES OF CHILDREN INJURES AT THE FACILITIES. STUDENTS HAVE FACED UNSAFE RUNNING AND WALKING CONDITIONS IN THE AREA. MAYFAIR COMMUNITY MEMBERS HAVE BEEN LOOKING FORWARD TO THIS PROJECT BEGINNING. TO THIS DATE, THERE'S BEEN NO COMMUNICATION TO MAYFAIR STUDENTS, PARENTS, TEACHERS AND STAFF ABOUT THE PROJECT. AT YOUR LAST BOARD MEETING YOU RECEIVED AN UPDATE ON A FACILITIES MASTER PLAN AND THE NEED FOR $25 MILLION IN DISTRICTWIDE IMPROVEMENTS. PLEASE CONSIDER FUNDING THIS MUCH NEEDED SAFETY IMPORTANT WITH EXCESS GENERAL FUND RESELVES, A ONE TIME PROJECT THAT COULD BENEFIT FROM ONE TIME FUNDS. BASED ON THE UNAUDITED ACTIONS THAT YOU JUST APPROVED, YOU NOW HAVE AN ENDING FUND BALANCE OF $113.6 MILLION. I HOPE YOU CAN FIND THIS MONEY NOW AND MAY FAIR DOESN'T HAVE TO WAIT FOR ANOTHER BRAND NEW FACILITIES MASTER PLAN. HERE'S A HISTORY EVERYTHING THE DISTRICT TOLD THE COMMUNITY ABOUT THE MAYFAIR ATHLETICS FIELD. IN JANUARY 2015, FORMER SUPERINTENDENT BRIAN JACOBS TOLD THE OVERSIGHT COMMITTEE ABOUT HOPES TO BUILD ANY FIELDS WITH ARTIFICIAL TURF IN MAYFIELD. MAY I ALSO HAVE TWO MINUTES MORE. >> YES, MS. MARISSA. >> THANK YOU. STAFF TOLD THE COMMITTEE THAT BUSD WAS WORKING ON ATHLETIC FIELD REDESIGN. IN OCTOBER 2016, DISTRICT STAFF SHARED A $77,272 EXPENSE AS PART OF THE QUARTERLY FINANCIAL REPORT AND NOTE THAT HAD THE FIELDS WERE STILL IN THE ENGINEERING ARCHITECTURE PHASE. IN JANUARY 2015, DISSTRICT STAFF SHARED THAT THE SURVEYTRICT STA SHARED THAT THE SURVEY WAS COMPLETED. IN JUNE OF 2017, DISTRICT STAFF SHARED THAT THE FIELDS WERE STILL IN DESIGN. IN JANUARY OF 2018, DISTRICT STAFF SHARED THAT THE FIELD REMODEL INCLUDES FANS TO COVER THE FLAIL CRUEL PANEL. IN APRIL 2018, THE COMMITTEE WAS TOLD THAT THE DISTRICT WOULD OPEN BIDS AND CONSTRUCTION WOULD START IN AUGUST. JULY OF 2018, THE ESTIMATE WAS AT $9.25 MILLION. THE BID WAS EXPECTED TO BE RELEASED IN 2019 INCLUDING TURF, TRACK LANES AND [INAUDIBLE] HAD BEEN RESUBMITTED TO THE DSA FOR APPROVAL AND THAT THE PROJECT WOULD GO TO BID AFTER APPROVAL HAD BEEN RECEIVED ANTICIPATED TO BE IN MAY OF 2020. IN FEBRUARY 21ST, THE STORM DRAIN SYSTEM AND INFRASTRUCK DURR PART OF THE PROJECT WOULD PROCEED BUTTURE PART OF THE PROJECT WOULD PROCEED BUT THE SPORTS FIELD WAS ON HOLD. IN FR AUGUST OF 2021, THE COMMITTEE ASKED BUSD STAFF TO BRING AN UPDATE TO THE SCHOOL BOARD ON THE MAYFAIR ATHLETICS FIELD. THANK YOU VERY MUCH. I HAVE A COPY OF THE LETTER AND A HISTORY. >> THANK YOU, MS. MARISSA. MAY I PLEASE HAVE ANNA LANE? >> GOOD EVENING. THANK YOU FOR THE OPPORTUNITY TO ADDRESS YOU TONIGHT. MY NAME IS ANNALANE AND I'M A PARENT VOLUNTEER FOR ALMOST SIX YEARS AT MY DAUGHTER'S SCHOOL. I LEARNED THAT YOU WERE PRESENTING THE GENERAL FUNDS AND ALL THE OTHER FUNDING THAT YOU'RE GETTING. I WAS BLOWN AWAY BY THE AMOUNT OF MONEY OUR DISTRICT HAS AND DURING THE SAME MEETING YOU TALK ABOUT WHERE THIS MONEY GOES BUT NEVER WAS IT ADDRESSED ON HOW YOU'RE SPENDING ON THE STUDENTS AND ADDRESSING THEIR LEARNING [03:20:01] LOSS DURING COVID LIKE HIRING MORE TEACHERS, COUNSELLORS AND AIDS AND AVERILL APPROVING THE QUALITY OF OVERALL APPROVING TH QUALITY OF EDUCATION. YOU SHOULD GO TO OUR HEBE RARE AT LINSTROM. IT'S SO SAD. WE WORK ALL YEARLONG IN OUR PTA TO RAISE IF I UNDERSTAND FOR PROGRAMS AND SERVICES TO GIVE OUR STUDENTS. BUSES FOR FIELD TRIPS, WE'RE PAYING THAT, $6,000 TO $7,000. ACCELERATED READING PROGRAM, $5,000. CLASSEDIC NEWS THAT OUR KIDS LOVE, $4,000. EDUCATIONAL ASSEMBLIES. WE WERE GOING TO HAVE SLAM DUNK ANTIBULLYING ASSEMBLIES BUT WE CANCELED IT BECAUSE OF THE HEAT WAVE. NEW BOOKS FOR OUR LIBRARY. WE DONATE BOOKS $2,000 TO $4,000. ART PROGRAM, $4,000. STEM NIGHT SCIENCE ACTIVITIES AND FAMILY EVENTS, PROBABLY $5,000 AND IF WE HAVE EVENTS, WE HAVE TO PAY THE DISTRICT FOR CHAIRS AND SOMETIMES THOSE CHAIRS ARE SO DIRTY WE HAVE TO CLEAN THEM, THE VOLUNTEERS. I FEEL VERY SAD AND SO UNFAIR FOR ALL THESE VOLUNTEERS WHO ARE IN THE SCHOOL LOOKING INTO THE EYES OF THESE KIDS THAT WE SERVE AND THINKING ON THE OTHER SIDE THAT THE DISTRICT THAT HAS MILLIONS AND MILLIONS OF DOLLARS OF UNUSED FUNDS. WHY DON'T YOU JUST USE IT NOW? THEY NEED IT NOW. I'M PLEADING FOR YOU, THE CURRENT BOARD, TO PLEASE CONSIDER SPENDING THIS MONEY NOW. OUR KIDS NEED IT AND THEY DESERVE IT. THANK YOU. [APPLAUSE] >> THANK YOU VERY MUCH. OKAY. HERE WE GO. WE'RE GOING BACK INTO SESSION? OKAY. >> I SUBMITTED TWO CARDS. >> I'M SORRY. THAT WAS FOR THIS. >> WHICH ONE ARE YOU TAKING ABOUT? >> NONAGENDA ITEM. >> I'M GOING ROGUE FOR MY COMMENTS. I WANT TO THANK YOU, SCHOOL BOARD MEMBER MENDOZA. I THINK YOU ASK A LOT OF QUESTIONS AND I LOVE THAT YOU'RE EDUCATING OUR COMMUNITY BY ASKING THOSE QUESTIONS SO THANK YOU FOR THAT. THE LABOR PARTNERS, THEY'RE GIVEN TIME FOR BOARD REPORTS AND I THINK THAT'S SOMETHING THAT YOU SHOULD CONSIDER. THEY SHOULDN'T HAVE A TIME LIMIT ON HOW LONG THEY CAN TAKE WHEN IT CONCERNS OUR TEACHERS AND CSA WORKERS. OUR UNION PRESIDENT ARE ALLOWED TO TALK FOR AS LONG AS NECESSARY TO SUPPORT THEIR MEMBERS SO THAT'S SOMETHING YOU SHOULD CONSIDER AS WELL. I WOULD ALSO LIKE TO THANK BOARD MEMBER GARZA FOR YOUR QUESTIONS TO BE ABLE TO SIT THROUGH 53 PAGES AND READ ALL THAT AND ASK NO QUESTIONS WOULD BE CONCERNING TO ME, SO YOU'RE NEVER PUTTING US IN A BAD POSITION AND I THINK FOR ASKING QUESTIONS BECAUSE EVERYONE SHOULD BE ASKING QUESTIONS WITH THE STATE WE'RE IN RIGHT NOW WITH OUR DISTRICT. LOOKING AT THE UNAUDITED ACTUALS, THE CATEGORIES ARE BROAD. THE COMMUNITY WOULD LIKE TO KNOW WHAT ARE THE SPECIFIC PRIORITIES OF OUR BOARD FOR OUR STUDENTS? I IMPLORE ALL OF YOU TO SHARE THOUGHTS SO WE ALL UNDERSTAND WHERE YOU WANT TO DIRECTLY ALLOCATE THE MUSTN'T, NOT JUST BROAD CATEGORIES. PLEASE MAKE SURE THAT OUR CAMPUSES ARE SAFE AND I HAVE BEEN COMING NOT AS LONG AS ALL [03:25:02] OF YOU GUYS BUT WE HEAR THEM EVERY SINGLE WEEK. WE HEAR OUR COMMUNITY TALK ABOUT THE SAME THINGS. YOU CAN REQUIRE A SUPERINTENDENT REPORT WHERE THEY ANSWER QUESTIONS. EVERY QUESTION THAT'S ASKED, THEY CAN PROVIDE THAT IN THOSE REPORTS EVERY BOARD MEETING. YOU SHOULD CONSIDER DOING THAT BUT MAKE SURE OUR CAMPUSES ARE SAFE. THEY'RE ASKING FOR THAT. HIRE MORE SECURITY IF WE NEED IT. HAVE CLEAN BEDROOMS FOR THE STUDENTS TO USE AND MAKE SURE WE HAVE ENOUGH CUSTODIAN SUPPORT TO HELP THEM AND CLEAN THEM TIMES IF NECESSARY. MAKE SURE THE STUDENTS ARE GETTING GOOD, HEALTHY FOOD OPTIONS AND FOOD SERVICES HAVE AIR-CONDITIONING WHILE SERVING OUR STUDENTS. MAKE SURE WE HAVE BEAUTIFUL LIBRARIES WITH STUDENTS CAN READ AND STUDY AND TALK AND HAVE FRIENDS. MAKE SURE WE HAVE GOOD FIELDS WOULD WORRYING ABOUT GETTING INJURED. WE HAVE PROFESSIONAL ATHLETES COMING FROM OUR SCHOOLS WHO WANT TO HELP, HELP THEM HELP. THE ACADEMIC SUCCESS OF OUR STUDENTS SHOULD BE OUR NUMBER ONE PRIORITY AND WE NEED TO ALLOCATE THOSE FUNDS TO OUR STUDENTS. MAKE SURE OUR TEACHERS HAVE THE SUPPLIES THEY NEED TO TEACH OUR STUDENTS. I HEAR A LOT OF TEACHERS SAYING THEY DON'T HAVE THINGS, THEY SHOULD AND PAY OUR TEACHERS BECAUSE THEY DESERVE IT >> THANK YOU SO MUCH, MS. STUART. IF THERE'S NO OBJECTION, THIS MEETING, I'M GOING TO RECESS TO CLOSED SESSION. THERE WILL BE NO FURTHER ACTION TAKEN IN OPEN SESSION, SO ITEMS TO BE DISCUSSED IN CLOSED SESSION IS THE PENDING LITIGATION WITH LA COUNTY OFFICE OF EDUCATION. >> AND NO ACTION WILL BE TAKEN. >> NO FURTHER ACTION WILL BE TAKEN. >> RIGHT. >> IT IS 11:24. * This transcript was compiled from uncorrected Closed Captioning.
