I AM WORKING WITH THE COUNTY OF EDUCATION WITH MY CONCERNS WHICH I BROUGHT BEFORE THEM TWO YEARS AGO WHEN THE SUPERINTENDANT WANTED TO RELEASE THE DOCUMENTS TO THE COUNTY.
ALL EMPLOYEE GROUPS HAVE A RIGHT TO RENEGOTIATE THEIR CONTRACTS BECAUSE IT WAS BASED ON BAD FAITH NEGOTIATION AND IT AFFECTS NEGOTIATIONS NOW.

BEFORE I GET INTO THE DETAILS OF THE PRESENTATION ITSELF, I JUST WANT TO GIVE UH BRIEF BACKGROUND OF WHAT OUR CURRENT OFFERINGS ARE FOR THE AFTER SCHOOL ENRICHMENT PROGRAMS AT DIFFERENT SITES.
AT OUR TITLE 1 SCHOOL, SEVEN OF OUR ELEMENTARY SITES, WE CURRENTLY CONTRACT WITH THINK TOGETHER.
AND THAT IS FUNDED THROUGH OUR ACES GRANT.
AND SO THAT IS AN EDUCATIONAL ENRICHMENT PROGRAM.
STUDENTS ARE ON CAMPUS UNTIL 6:00 AND THAT IS FREE TO ALL OF OUR FAMILIES.
AT OUR NON-TITLE ELEMENTARY SITES, WE DO HAVE YMCA THAT USES OUR FACILITY AND THEY OFFER BEFORE AND AFTER SCHOOL CARE, AND THAT IS A FEE H*F -- FEE-BASED PROGRAM THAT THE PARENTS PAY THE YMCA FOR THE BEFORE AND AFTER SCHOOL CARE.
0* THE IDEA OF EXPANDED LEARNING OPPORTUNITIES IS TO CREATE ONE UMBRELLA THAT WOULD HAVE AFTER SCHOOL ENRICHMENT AT ALL 10 OF OUR ELEMENTARY SITES AND IN ADDITION TO THAT, THE LEGISLATION CALLS FOR US TO OFFER 30 NON-INSTRUCTIONAL DAYS WHERE STUDENTS WOULD HAVE THE OPPORTUNITY TO BE ON CAMPUS DURING BREAKS AND DURING THE SUMMER.

SO THE PURPOSE OF ELOP AND FUNDING IS TO PROVIDE THE AFTER SCHOOL AND SUMMER

ENRICHMENT PROGRAM FOR OUR TRANSITIONAL KINDER THROUGH 6TH GRADE STUDENTS.CURRENTSLY -- CURRENTLY WE HAVE RECEIVED 1.7 MILLION IN ELOP FUNDS.
THIS IS BASED ON OUR UNDO PHRAU INDICATED PUPIL COUNT FOR TK THROUGH 6TH GRADE DISTRICT WIDE.
UNDO PHRAU INDICATED STUDENTS ARE LOW INCOME STUDENTS AND FOSTER YOUTH.
THE IDEA IS TO INCREASE THE SCHOOL DAY TO 9 HOURS AT ALL OF OUR SITES AND TO OFFER EXPANDED LEARNING OPPORTUNITIES FOR AT LEAST 30 NON-INSTRUCTIONAL DAYS FOR THE INTERCESSION BREAK AND SUMMER DAYS.
THE FOCUS IS TO DEVELOP ACADEMIC, SOCIAL, EMOTIONAL AND PHYSICAL INTEREST OF STUDENTS THROUGH HANDS ON ENGAGING LEARNING AND IT IS POSED -- IT IS SUPPOSED TO BE FUN IN ENRICHMENT.
IT IS NOT SUPPOSED TO REPLICATE THE SCHOOL DAY.
OUR ELOP PLAN NEEDS TO BE WRITTEN WITH COMMUNITY INPUT APPROVED BY THE BOARD AND THEN POSTED ON THE DISTRICT WEBSITE.
IT WOULD BE UPDATED EVERY THREE YEARS.
RIGHT NOW THE ELOP PLAN NEEDS TO ADDRESS THE AFTER SCHOOL EDUCATION AND SAFETY WHICH IS ASIS, QUALITY STANDARDS, HAVE QUALITY IMPROVEMENT AND INCLUDE AN EDUCATIONAL AND LITERACY ELEMENT AND INCLUDE AN EDUCATIONAL ENRICHMENT COMPONENT.
THE DISTRICT WOULD NEED TO OFFER THIS THROUGH OUR TK THROUGH 6TH GRADE STUDENTS AND ANY STUDENT WHOSE FAMILY REQUESTS PLACEMENT.
FOR TK AND K, STUDENTS WOULD HAVE A 10-1 STUDENT TO STAFF RATIO.
FOR 1ST THROUGH 6TH GRADES WE HAVE A 20-1 STUDENT TO STAFF RATIO.
AND THEN IT IS AN EXPECTATION OF THE LEGISLATION THAT WE WOULD WORK WITH OUR COMMUNITY PARTNERS AND BLEND OUR CURRENT ASIS PROGRAM WITH ELOP AND HAVE ONE EXPANDED LEARNING PROGRAM.
TO REVIEW THE ASIS QUALITY STANDARDS, THE PLAN WAS WRITTEN AND BASED ON THESE 12 STANDARDS.
SO THE PLAN HAS THESE AS THE OVERARCHING TOPICS WITH A LOT OF DETAIL UNDER EACH ONE.
BUT I JUST WANTED TO BRING THESE TO YOUR ATTENTION.
SO OUR ASIS QUALITY STANDARDS ARE SAFE AND SUPPORTIVE ENVIRONMENT, ACTIVE AND ENGAGING LEARNING, SKILL BUILDING, YOUTH, VOICE AND LEADERSHIP, HEALTHY CHOICES AND BEHAVIORS, DIVERSITY, ACCESS AND EQUITY, QUALITY STAFF, CLEAR VISION, MISSION AND PURPOSE, COLLABORATIVE PARTNERSHIPS, CONTINUOUS QUALITY IMPROVEMENT, PROGRAM MANAGEMENT AND SUSTAINABILITY.
FOR COMMUNITY INPUT WE DID GO THROUGH A PROCESS TO MAKE SURE WE WERE RECEIVING INPUT FOR THE COMMUNITY IN ORDER TO INTEGRATE THEIR THOUGHTS AND THEIR NEEDS INTO OUR PLAN.
SO WE REVIEWED THE ELOP REQUIREMENTS WITH DLAC AND WITH DAG AND PAC AND WE HAD A CONVERSATION.
WE SOLICITED INPUT DURING THOSE MEETINGS.
WE ALSO COLLABORATED WITH OUR CURRENT PROGRAM PARTNERS WHICH IS THINK TOGETHER AND YMCA DISCUSSING THE PROGRAM COMPONENTS AND SCHEDULING.
WE CONDUCTED A COMMUNITY INPUT SURVEY AND WE WANTED TO GATHER FEEDBACK FROM OUR BUSD FAMILIES.
AND I HAD THE OPPORTUNITY TO DISCUSS THIS WITH OUR CURRENT ASIS TEACHER LIAISONS AND GATHERED FROM OUR CURRENT PROGRAM SO WE CAN EXPAND THAT AND OFFER MORE ENRICHMENT OPPORTUNITY TO OUR STUDENTS.
THE PARENTS WERE INTERESTED IN HAVING AN AFTER SCHOOL PROGRAM AT FOSTER IOC AND LINDSTROM.
THEY WERE ALSO INTERESTED IN EXPANDING THE SCHOOL YEAR DURING THE SUMMER AND TOOK THAT AS A PRIORITY.
IN THE ENRICHMENT OPPORTUNITIES THAT HAVE THE HIGHEST COMMUNITY INTEREST WERE PHYSICAL ACTIVITY, STEAM AND MATHEMATICS.
OVERALL PARENTS WERE EXCITED ABOUT THE IDEA OF EXPANDED LEARNING OPPORTUNITIES.
ON OUR SURVEY I WANTED TO HAVE AN OPEN OPPORTUNITY FOR PARENTS TO JUST MAKE A COMMENT AND SEE WHAT THEY THOUGHT AFTER WE HAD PRESENTED IT AND THEY HAD TAKEN THE SURVEY.
SOME OF THE COMMENTS WERE THAT THEY LIKED THE IDEA OF INCREASING OPPORTUNITIES TO LEARN AND INTERACT WITH ACADEMIC TOPICS AND THOUGHT THAT WOULD BETTER PREPARE STUDENTS FOR THE FUTURE.
THEY FELT IT WAS BENEFICIAL TO CREATE OPPORTUNITIES TO ENRICH INTEREST IN ARTS, SPORTS AND ACADEMICS.
EXPANDED LEARNING WOULD BENEFIT STUDENTS BY PROVIDING DIVERSE ACTIVITIES

TO GAIN DIFFERENT SKILLS AND MANY PARENTS DO STRUGGLE TO FIND AFFORDABLE AND ENGAGING OPTIONS FOR STUDENTS AFTER SCHOOL AND ON THOSE SCHOOL BREAKS.SO HERE YOU WILL SEE SOME OF THE ITEMS ARE BOLDED AND SOME ARE JUST REGULAR TYPE.
THE BOLDED ITEMS ARE THOSE REQUIRED PER THE LEGISLATION AND THE FUNDING.
SO FOR OUR PROGRAM COMPONENTS, WE WOULD HAVE A HOMEWORK ASSISTANCE INTEGRATED INTO THE SCHOOL YEAR.
AND WE WOULD COLLABORATE WITH BOTH TEACHERS AND PARENTS IF NEEDED.
WE WOULD HAVE ENRICHMENT ACTIVITIES WHICH INCLUDE STEAM, ART AND GRAMATIC UNITS.
WE WOULD HAVE STRUCTURED PLAY FOR 30 MINUTES DAILY, NUTRITIONALLY BALANCED MEALS AND SNACKS PROVIDED BY ARMY NUTRITIOUS SERVICES.
AND SOME OF THE ITEMS OF INTEREST THAT WE THOUGHT WOULD BE GOOD TO INTEGRATE INTO THE PROGRAM, ACADEMIC INTEREST THAT BUILDS SKILLS FOR ELA AND MATH, SOCIAL AND EMOTIONAL LEARNING LESSONS AND THOSE ARE INTEGRATED AT LEAST WEEKLY, THINGS SUCH AS MINDFULNESS.
YOUTH DEVELOPMENT AND LEADERSHIP WE STRENGTHEN THAT BY HAVING STUDENTS HAVE OPPORTUNITIES TO CHOOSE AND LEAD ACTIVITIES AND ASSEMBLY THAT'S WOULD ENHANCE EDUCATION.
WHAT WE HAVE THIS YEAR IN ASIS AND DURING OUR SUMMER ACADEMY IS MAGIC OF SCIENCE, FORCES IN MOTION AND MIND TIME.
FOR MANAGEMENT, THIS PROGRAM WOULD BE OVER SEEN BY THE PROGRAM ADMINISTRATOR FOR TITLE 1.
I WOULD MANAGE BOTH THE ASIS AND THE ELOP PROGRAM.
AND REVIEWING THE END FORMS FROM SITE COORDINATOR AND ON THEY OFTEN PUT IN CUTE PICTURES OF THE KIDS.
I WOULD MEET WITH TEACHERS MONTHLY AND REVIEW THE SITE OBSERVATIONS WEEKLY.
VISIT SITES AND MONITOR THE PROGRAM AND WE HAVE SITE-BASED LIAISON TEACHER THAT'S ARE PART OF THE PROGRAM I WOULD LIKE TO EXPAND TO THE ENTIRE EXPANDED LEARNING PROGRAM.
AND THOSE LIAISON TEACHERS SUPPORT THE PROGRAM BY CONDUCTING DIGITAL OBSERVATIONS THAT ARE SUBMITTED WEEKLY AND THEY OFFER HELPING HANDS.
THEY ALSO COLLABORATE WITH THE PROGRAM STAFF FOR AT LEAST 12 HOURS PER MONTH.
PROGRAM PARTNERS ALSO VISIT THE SITES REGULARLY TO SEE HOW THE PROGRAM IS PROGRESSING.
OVERALL THE EXPANDED LEARNING PRACTICE WOULD TAKE ASIS AND ELOP AND COMBINE IT TO ONE LARGE PROGRAM.
WE DO HAVE ASIS GRANT AND AT ALL TITLE 1 SITES AND THAT IS AN AFTER SCHOOL ENRICHMENT UNTIL 6:00.
WE CONTRACT WITH THINK TOGETHER AND TK THROUGH 6TH GRADES AND WE HAVE THE TEACHER LIAISON SUPPORT FOR EACH SITE AT 12 HOURS PER MONTH.
AND THEN WITH ELO-P THE FUNDING WOULD BE BASED ON THE UNDO PHRAU INDICATED -- THE UNDO PHRAU INDICATED PUPIL COUNT AND IT WOULD BE BE EXTENDED TO 9 HOURS AT ALL OF OUR SITES AND EXPAND THE SCHOOL YEAR BY 30 DAYS, OFFER THE PROGRAM AT ALL 10 ELEMENTARY SITES, BE OFFERED TO ALL TK-6TH GRADE STUDENTS, FOCUS ON PHYSICAL ACTIVITY, LITERACY AND EDUCATIONAL ELEMENTS AND ENRICHMENT ACTIVITIES.
AND THEN ALSO KICKSTART THE ASES OR AFTER SCHOOL AT FOSTER AND IOC AND LINDSTROM.

THIS IS JUST AN OPPORTUNITY FOR ENRICHMENT AND IT'S -- WE PILOTED THIS SUMMER USING DIFFERENT FUNDING WHERE WE HAD THE SUMMER ACADEMY FOR INTERVENTION WHERE THE STUDENTS WENT AND RECEIVED INTENSIVE INTERVENTION FOR THE FIRST HALF OF THE DAY, BUT STUDENTS HAD THE OPPORTUNITY TO GO TO THE SUMMER ENRICHMENT PROGRAM WE CONTRACTED THROUGH THINK TOGETHER,ION SO IT WAS MORE LIKE SUMMER CAM -- CAMP.
THEY HAD FUN ACTIVITIES AND MEET THE MASTERS AND HAD PHYSICAL PLAY.

THERE WAS A BASKETBALL TOURNAMENT AT ONE OF THE SCHOOLS I SAW.
WE ARE NOT REALLY EXTENDING THE SCHOOL YEAR.
WE ARE JUST MAKING IT A LITTLE MORE FUN.

IT COVERED THE GAMUT OF WHETHER OR NOT THE PARENTS WERE HAPPY WITH THE PROGRAM AND IF THEY FELT IT WAS AN EDUCATIONAL BENEFIT TO THE STUDENTS AND IF THEY FELT IT WAS A BENEFIT TO THEM AS A FAMILY AS FAR AS BEING ABLE TO CONTINUE WORKING THOSE TYPES OF QUESTIONS.
I THINK THE LOWEST SCORE FOR POSITIVITY WAS 94%.
AND TWO OF THE ITEMS HAD 100%.
THE DATA WAS IMPRESSIVE WHEN WE STARTED LOOKING OVER IT.
THE PARENTS SEEMED TO BE VERY PLEASED.

IF WE HAVE A GATE CLASS THAT IS HAPPENING, THEN WHAT WE DO FOR SAFETY PURPOSES IS WE GET A LIST OF THE STUDENTS THAT ARE GOING TO GATE OR GOING TO ON SEPL -- ENSEMBLE PRACTICE.
AND INSTEAD OF A PARENT PICKING THEM UP THEY WOULD GO TO THE AFTER SCHOOL PROGRAM AND BE ABLE TO CONTINUE WITH THE ENRICHMENT OPPORTUNITIES.

PRIOR TO RELEASING THE AUDIT, THE DRAFT REPORT WAS SHARED WITH THE BOARD ALONGSIDE OUR COUNCIL.
BELLFLOWER PROVIDED A RESPONSE TO THE DRAFT AS STATED IN THE AUDIT AND THE NEWS UPDATE THERE WERE NO UNETHICAL FINDINGS AND THE DISTRICT WILL BE WORKING WITH THE RECOMMENDATIONS WITH THE BOARD IN FORM -- FORMULATING PLANS FOR THE 10 RECOMMENDATIONS MADE BY THE AUDITORS.
WE CONTINUE TO BE IN CONTACT WITH THE AUDITORS AND FOLLOW THEIR RECOMMENDATIONS FOR THE IMPLEMENTATION UPDATES.
THE CALIFORNIA STATE AUDITOR AS PART OF THEIR MONITORING WILL USE THE INFORMATION WE PROVIDE TO DETERMINE WHETHER THERE WILL BE A NEED FOR A FOLLOW-UP AUDIT AND IN SOME CASES A COMMITTEE HEARING.
THEY WILL ALSO USE THE INFORMATION TO UPDATE POLICY AND FISCAL COMMITTEES AND SUBCOMMITTEES ABOUT THE IMPLEMENTATION STATUS OF ALL STATE AUDITOR RECOMMENDATIONS TO FACILITATE LEGISLATION OVERSIGHT OF AUDITED AGENCIES AT THE BEGINNING OF THE BUDGET CYCLE.

THE STATE REVENUE WAS 11 MILLION 456, 000 IN 2019/2020 SCHOOL YEAR.
IN 2020-2021 IT WAS 11 MILLION 518, 000.

THE STATE AUDIT REVEALED THAT BUSD DID NOT USE ITS SIGNIFICANT FINANCIAL RESOURCES TO ADDRESS STUDENT NEEDS.
THE DISTRICT HAS A RESERVE FUND OF OVER 40% WHICH SHOULD HAVE BEEN USED TO HELP OUR STRUGGLING SCHOOLS POST COVID.
OUR TEACHERS, CLASSIFIED STAFF AND ADMINISTRATORS WORKED TOGETHER TO HELP STUDENTS NOT ONLY ACADEMICALLY, BUT EMOTIONALLY TO SOCIALLY ADJUST AFTER VIRTUAL LEARNING FOR MORE THAN A YEAR.
HOWEVER, THIS PROCESS COULD HAVE GONE MUCH MORE SMOOTHLY WITH ADDITIONAL FINANCIAL RESOURCES THAT THE DISTRICT CHOSE TO KEEP IN RESERVES.
MOREOVER, THE STATE AUDIT REVEALED THAT THE DISTRICT STILL HAS OVER $50 MILLION IN STATE AND FEDERAL PANDEMIC RELIEF FUNDING.
WITH ALL THIS FUNDING, WHY WEREN'T SCHOOLS PROVIDED WITH ADDITIONAL STAFF, PROGRAMS, IN-PERSON TUTORING AND EDUCATIONAL RESOURCES? AS OF JULY 1ST, 2022, THE STATE OF CALIFORNIA'S NEW BUDGET INCLUDES HISTORIC FUNDING FOR EDUCATION FOR ALL PUBLIC SCHOOLS.
ACCORDING TO ED SOURCE, ELEMENTARY SCHOOL FAMILIES, PARTICULARLY IN LOW INCOME NEIGHBORHOODS SHOULD SEE A TANGIBLE AND EVEN LIFE-CHANGING BENEFIT STARTING THIS FALL.
THEIR DISTRICTS WILL BE FUNDED TO OFFER THREE HOURS OF BEFORE AND AFTER SCHOOL ACTIVITIES AND SIX WEEKS OF SUMMER SCHOOL.
AT A MINIMUM THEY MUST OFFER THE PROGRAM TO ALL LOW INCOME STUDENTS AND ENGLISH LEARNERS.
SOME OF THE SIGNIFICANT APPROPRIATIONS INCLUDE LEARNING RECOVERY EMERGENCY FUND, ART, MUSIC AND INSTRUCTIONAL MATERIAL, DISCRETIONARY BLOCK GRANT, EXPANDED LEARNING OPPORTUNITIES PROGRAM AND LITERACY COACHES.
THIS IS A CONTINUATION OF OUR WHOLE EDUCATION AGENDA BETWEEN THIS YEAR AND LAST YEAR'S BUDGET WHICH WAS ALSO MOMENTOUS.

I JUST BELIEVE THAT THEY DIDN'T OFFER ENOUGH MENTAL HEALTH COVER.
THEY DIDN'T HAVE ENOUGH TIME TO TAKE THE -- TAKE INTO CONSIDERATION THE MENTAL HEALTH OF STUDENTS WHO CAN'T PUT ENOUGH INTO THEIR SCHOOL SCHOOLWORK BECAUSE THEY ARE NOT THE FOCUS.
THE FOCUS ARE THE HIGHER ACHIEVERS, THE ONES THAT DON'T GO TO NORMAL CLASSES AND GO ON TO DO GREAT THINGS.
THE BOYS HAD ONE BATHROOM FOR THE ENTIRE SCHOOL YEAR.

THE PUBLIC INSPECTOR GENERAL'S OFFICE TO REVIEW THE FINDINGS WHERE FEDERAL FUNDS WERE DENIED TO STUDENTS FOR RESTORATIVE SOCIAL JUSTICE.
I HAVE ASKED THE GRAND JURY TO LOOK AT THE GOVERNANCE OF THE BOARD AND THE ADMINISTRATION.
I AM WORKING WITH THE COUNTY OFFICE OF EDUCATION ABOUT MY CONCERNS.
AND I MADE THEM AWARE OF THE REQUEST.
