IT IS OPEN SESSION. TONIGHT WE HAVE REQUESTS ADDRESSING CLOSED SESSION ITEMS -- CLOSED SESSION AGENDA ITEMS I SHOULD SAY. OKAY.

WHILE THE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC.

INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADDRESS THE BOARD ON EACH AGENDA OR NONAGENDA ITEM.

YOU WILL DECIDE WHETHER TO EXTEND A CONTRACT THAT INCLUDES A 5% RAISE FOR THE SUPERINTENDENT.

I IMPLORE YOU TO CONSIDER THE MAGNITUDE OF THIS MONUMENTAL DECISION. STRONG SCHOOLS MAKE STRONG COMMUNITIES SO THIS DECISION IS LARGER THAT THIS ONE PERSON.

OUR SUPERINTENDENT'S CHARACTER IS NOT IN QUESTION.

THERE IS NO DOUBT SHE CARES ABOUT THE DISTRICT AND SHE IS INVESTED IN THE WORK OF THE DISTRICT AND SHE IS WILLING TO LEARN AND GROW AND CONTRIBUTE. THIS ISN'T A QUESTION OF CHARACTER. IT IS A QUESTION OF LEADERSHIP.

DOES MRS. TRACY MCSPEARAN HAVE THE ABILITY TO LEAD THROUGH THE CONTRACT TERM? SHE WAS APPOINTED AS INTERIM SUPERINTENDANT AND THE SEARCH FOR VIABLE CANDIDATES.

THE LEGITIMATE PROCESS INVOLVING THE COMMUNITY AT LARGE AS THEY WERE APPOINTED IN A SIMPLE MAJORITY VOTE.

THAT LET HER MORE VULNERABLE TO SCRUTINY AND IT GAVE HER THE OPPORTUNITY TO PROVE SHE WAS REALLY THE BEST PERSON FOR THE JOB. HERE IS WHAT THE STAKEHOLDERS SAW. IN JUNE 2019 WHILE SHE WAS OUR SUPERINTENDENT WE LOST FISCAL INDEPENDENCE WHEN THEY WERE NO LONGER TRUSTWORTHY TO WRITE THEIR OWN CHECKS.

THERE WAS AN AUDIT IN THE PRELIMINARY FINDINGS MADE PUBLIC OUTLINING CONCERNS BEGGING THE EFFICACY OF THE CFO SHE HIRED.

THE STATE AUDITED US AND IT WILL HAVE AN ECHO FOR A DECADE OR MORE. PARENTS ARE DISSAY -- DISSATISFIED AS EVIDENCED IN EVERY BOARD MEETING.

THEY PROTESTED OUTSIDE MAYFAIR AND FOLLOWED WITH A PETITION TO REMOVE HER SIGNED BY 1200 PEOPLE.

THE STAFF IS DISSATISFIED AS EVIDENCE BY THEIR PLEAS THROUGH INTERNAL CHANNELS AND THE MONTHLY BOARD MEETINGS AND RESIGNATIONS. WHEN THE PANDEMIC HIT THERE WAS NOWHERE FOR ANY DISTRICT TO HIDE.

OPERATING PROCEDURES WERE IN THE OPEN.

NEIGHBORING DISTRICTS HAD PLANS FOR CABBING TKEPL MICK AND FOOD NEEDS, THE BUSD POSTED LIFE SKILLS AND TOLD PARENTS TO GO TO THE NEIGHBORING DISTRICTS FOR RESOURCES.

STACY STEWART, HIRED TO HEAD SPECIAL ED HAD NO EXPERIENCE AND FAILED THROUGH SCHOOL CLOSURES. PRINCIPALS AND STAFFS RALLIED TO SUPPORT STUDENTS AND FAMILY, BUT THERE WAS NO DISCREET AND OVERARCHING PLAN. 72% OF THE VOTERS MEASURED THE BOND AND THE NEEDS WERE OVERLOOKED AND STILL REMAIN IN DISREPAIR. DESPITE STATE FUNDING LUNCHES ARE UNPALLETTABLE AND KIDS WHO RELY ON SCHOOL MEALS ARE HUNGRY.

LAST YEAR THERE WAS MONEY FOR COUNSELORS, BUT THEY WERE NOT PROVIDING SUPPORT. IT NEEDED TO BE ADDRESSED IN. -- ADDRESSED. AS -- IS OUR SUPERINTENDENT READY TO GUIDE US. BEFORE YOU VOTE ASK YOURSELF DID SHE FULFILL HER DUTIES TO THE FULLEST EXTENT POSSIBLE.

SHE WAS GIVEN THE CHARGE TO LEAD AND NOT JUST MANAGE.

WHAT DID SHE DO? HER CHARACTER IS NOT IN QUESTION, BUT HER LEADERSHIP FOR THIS DISTRICT HAS TO BE.

BEFORE YOU GO INTO CLOSED SESSION I WOULD LIKE FOR TO YOU CONSIDER A FEW QUESTIONS I HAD SINCE THE LAST BOARD MEETING.

DURING THE BUSD BUDGETARY REVIEW IT WAS SAID THE MONIES WERE LEFT OUT OF THE FINANCIALS. I UNDERSTAND WHY THAT IS.

HOWEVER, LIKE THE PROJECTIONS FOR FUTURE FUNDS FOR THE THREE YEARS OUT, WE COULD HAVE INCLUDED AN ASSUMED FIGURE BASED ON HISTORICAL ROLL OVER FUNDS. THIS WOULD GIVE US A CLEAR PICTURE OF WHAT KIND OF RESERVE WE ARE LOOKING AT FOR THE NEXT THREE YEARS. WHY IS THE MONEY BEING PURPOSELY EXCLUDED? IS IT BECAUSE THE ROLLOVER IS SO LOW AND WOULD HAVE PEOPLE QUESTIONING WHERE THE MONEY IS GOING? OR IS IT SO HIGH AND WOULD MAKE PEOPLE WONDER WHY THE MONIES ARE NOT BEING SPENT ON STUDENTS.

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

PEOPLE ARE BEGINNING TO FEEL THE POSITIVE EFFECTS OF THE CHANGES.

BOARD MEMBERS, LIKE THE ADMIN TEAM HAS STARTED TO LISTEN TO COMMUNITY WISHES, I HOPE YOU KEEP THEIR WORDS EVER PRESENT WHEN KEEPING -- WHEN MAKING DECISIONS.

I HAVE NEVER SEEN A SCHOOL BOARD MORE INTERESTED IN TAKING CARE OF OUR COMMUNITY. I HAVE BEEN TO COUNTLESS MEETINGS AND ONLY UNTIL THE ADDITION OF MAYA GARZA AND RICHARD DOWNING THERE APPEARS TO BE A DESIRE TO UNDERSTAND THE FINANCIAL DIRECTION FOR OUR DISTRICT.

I APPRECIATED YOUR FIGHT FOR TRANSPARENCY AND MAKING SURE THE RECORDKEEPING IS ACCURATE EVEN WHILE FELLOW BOARD MEMBERS DID NOT SAW -- SUPPORT YOU IN THE EFFORT.

I APPRECIATE YOU ADVOCATING FOR FIELD TRIPS AND REDUCTION OF FEES FOR AP STUDENTS AND QUESTIONING AND ASKING FOR MORE TRANSPARENCY ON AGENDA ITEMS AND LOOKING AT ACTION PLANS TO MAKE SURE THAT IDEAS BECOME A REALITY.

I AM HOPEFUL FOR YOU, RECEIVE END EVANS, THAT -- REVEREND EVANS THAT THE YEARS OF SERVING THE UNDER PRIVILEGED HAVE LEAD YOU HERE, TO HELP THE PARENTS AND STUDENTS IN NEED OF CHANGE AND LEADERSHIP FOR THIS DISTRICT.

I AM HOPEFUL YOUR CHARACTER IS WHAT STANDS OUT TO YOUR COMMUNITY. I AM HOPEFUL THAT YOU WILL DO WHAT IS RIGHT FOR BUSD. OUR SUPERINTENDENT AND ASSOCIATE SUPERINTENDENT HAVE BEEN TRAINED ON A BUSINESS MODEL FOR YEARS, ALL THE WHILE FORGETTING THAT THE PURPOSE IS TO MOLD AND SUPPORT MINDS. AND NOT TO SAVE $102 MILLION AS A RESERVE IN THE BANK. OUR STUDENTS ARE IN NEED OF LEADERSHIP WHO ARE COMPETENT ENOUGH TO KEEP THE LIGHTS ON AND BUILDING SAFE ALL WHILE KEEPING FOCUSED THAT THE MAIN GOAL IS TO BUILD FUTURES FOR CHILDREN, NOT SAVE MONEY.

I AM HOPEFUL THAT YOU WILL READ THE PETITION FROM OVER A THOUSAND OF YOUR COMMUNITY MEMBERS ASKING FOR THE REMOVAL OF OUR CURRENT SUPERINTENDENT. I AM HOPEFUL YOU HAVE BEEN LISTENING TO THE PARENTS AND TEACHERS ALIKE ASKING FOR CHANGE IN OUR DISTRICT. I AM HOPEFUL THAT YOU HAVE LOOKED AT THE LACO AUDIT WHERE AUDITORS QUESTIONED THE TRANSPARENCY OF THE SCHOOL DISTRICT.

THEY HAVE QUESTIONED IF YOU ARE GETTING ACCURATE INFORMATION FOR DECISION MAKING. THEY QUESTIONED INCORRECT REPORTINGS THAT WE HEARD FROM OUR LAST MEETING ABOUT OUR FINANCES. THEY HAVE QUESTIONED VIOLATIONS OF ACCOUNTING AND FINANCIAL STANDARD.

THE LIST IS LONG. IT NEEDS TO BE ADDRESSED.

GRANTING A THREE-YEAR CONTRACT FOR TRACY WITHOUT GETTING THE COMPLETE AUDIT FROM THE STATE ESPECIALLY AFTER THESE DOCUMENTS HAVE BEEN MADE PUBLIC WOULD BE DETRIMENTAL TO OUR DISTRICT.

MY 32-YEAR TEACHING CAREER IN THE BELLFLOWER SCHOOL DISTRICT ALLOWED ME TO GIVE STUDENTS AN OPPORTUNITY TO LEARN ABOUT SCIENCE AND EVALUATING DATA AND DRAWING CONCLUSIONS FOR THEMSELVES. I HOPE THEIR INCREASED SCIENTIFIC LITERACY ALLOWS THEM MANY OPPORTUNITIES IN LIFE.

I AM HAPPY TO HEAR WHEN THEY GO ON TO CAREERS IN SCIENCE AND EDUCATION. MANY KNOW IN 2009 WE ADOPTED A FIVE-YEAR-OLD KID. AT A MAE -- MAYFAIR EVENT I REMEMBER CALLING OUT OUR NEW ADDITION WEIGHED 44 POUNDS.

IT IS 13 YEARS LATER AND THAT KID JUST GRADUATED FROM HIGH SCHOOL HIMSELF AND ACCEPTED TO CAL STATE LONG BEACH.

HE WANTS TO MAJOR IN EDUCATION, NOT SURE WHERE HE GOT THIS IDEA.

AND I CAN DEFINITELY SAY WE MADE HIS WORLD A LITTLE BETTER AND HE WILL MAKE THE WORLD BETTER FOR KIDS DOWN THE ROAD.

TEACHING HAS ALLOWED ME TO MAKE THE WORLD A LITTLE BETTER AND RETIREMENT ALLOWED ME TO TKHAOS -- CHOOSE HOW I WANT TO LEAVE THAT MARK. I CAN DELIVER FOOD FOR SENIORS AND MEET FORMER STUDENTS AND ENJOY THE MAYFAIR FACULTY BOOK CLUB AND HAVE LUNCH WITH RETIRED COLLEAGUES WITHOUT WORRYING ABOUT A 36-MINUTE LUNCH PERIOD. OUR STAFF MEMBERS WHO RETIRED AT THE END OF 2019-2020 SCHOOL YEAR ARE, ANTASSAR DOUSE. [APPLAUSE].

PROVIDED 19 YEARS OF SERVICE TO BUSD.

ANTASSAR WAS HIRED IN 1999 AS A FOOD SERVICE ASSISTANT WITH THE FOOD SERVICE DEPARTMENT. HE RETIRED IN 2019 WITH 19 YEARS OF SERVICE TO BUSD. HE -- SHE IS DESCRIBED AS BEING A RAY OF SUNSHINE IN THE KITCHEN.

ANY TIME SOMEONE WAS HAVING ANY KIND OF EVENT SHE WOULD MAKE EVERYONE FROM SCRATCH THE MOST DELICIOUS TREATS.

THEIR FAVORITE WAS HER BACH -- BAKLAVA.

SHE WAS KIND TO ALL THOSE WHO WORKED WITH HER.

SHE WAS FRIENDLY WHEREVER NEEDED.

THERE WERE TIMES SHE WAS CALLED TO TROEUPB NEW EPL -- TRAIN NEW EMPLOYEES AND SHE NEVER HESITATED TO MAKE NEW STAFF FEEL WELL COMBED -- WELCOMED. HER STAFF TRULY ENJOYED WORKING WITH HER. WE WOULD LIKE TO CONGRATULATE ANTASSAR. [APPLAUSE].

SHE STARTED AS A MIDDLE SCHOOL SOCIAL SCIENCE TEACHER AND THEN TRANSITIONED TO TEACHING ALL HIGH SCHOOL COURSES INCLUDING HISTORY, AP U.S. HISTORY AND ECONOMICS. HER EXCITEMENT FOR HISTORY EXTENDED BEYOND THE CLASSROOM A -- AS SHE WAS THE DEPARTMENT LEADER FOR MANY YEARS. SHE WAS DEDICATED TO IMPROVING CIVIC LEARNING AND ENGAGEMENT AT BELLFLOWER HIGH SCHOOL AS SHE WAS ONE OF THE TEACHERS WHO BROUGHT THE CIVIC LEARNING INITIATIVE TO BELLFLOWER HIGH SCHOOL HELPING STUDENTS CONNECT TO THEIR COMMUNITY. KAY STEVENS PROVIDED 21 YEARS OF SERVICE TO BUSD.

SHE WAS A LOYAL PANTHER AND HAS EVEN TAUGHT THE CHILDREN OF SOME OF HER VERY OWN STUDENTS. MRS. STEVENS WAS A PART OF THE UPPER GRADE TEAM AND SPENT MANY YEARS TEACHING 6TH GRADE.

WHILE AT ERNIE PILE SHE VOLUNTEERED HER OWN TIME AFTER SCHOOL TO TEACH SEWING TO MANY STUDENTS.

ALSO, AS A LIFE-LONG LEARNER SHE CONTINUED HER PROFESSIONAL EDUCATION AND EARNED A DOCTORATE DEGREE IN 2017.

SHE HAD A HEART FOR YOUNG STUDENTS AND WANTED TO SEE THEM GROW UP TO BE RESPONSIBLE AND RESPECTFUL.

IN RETIREMENT, SHE CONTINUES HER SUPPORT OF BUSD STUDENTS THROUGH THE STEVENS UP SHAW FOUNDATION THAT GAVE SCHOLARSHIPS TO THREE BELLFLOWER HIGH SCHOOL STUDENTS. THANK YOU AND CONGRATULATIONS, KAY. CAN BARBARA SOLIS PLEASE COME FORWARD. BARBARA PROVIDED 26 YEARS OF SERVICE TO BUSD. SHE WAS HIRED IN 1993 AS A FOOD SERVICE ASSISTANT 2 WITH THE FOOD SERVICE DEPARTMENT.

SHE HELPED SUPPORT CANDICE IN HER FIRST YEAR AS DIRECTER AND KEPT OUR TEAM FUNCTIONING AT EASE. SHE WAS A FAST LEARNER AND SAW THE VISION AS SOON AS CANDICE SAID IT AND NOT ONLY QUICKLY IMPLEMENTED IT, BUT WAS ALWAYS ABLE TO GIVE ADDITIONAL BENEFICIAL SUGGESTIONS. MARK WAS INSTRUMENTAL IN THE SCHOOL DISTRICT ACQUIRING NATURAL GAS BUSS AND WORKED WITH AQMD TO REMOVE DIESEL BUSES FROM USE.

HE SECURED TWO FULL ELECTRIC BUSES WITH INDEPENDENT METER CHARGING STATIONS FOR THOSE BUSES WHICH HE WAS SUCCESSFUL IN ACQUIRE -- ACQUIRING THROUGH GRANTS.

HE HELPED DESIGN THE NEW MECHANIC SHOP AND WITH THE RECONFIGURATION WITH THE BUSYARD.

MRS. HOWARD HAS SERVED AS THE SCHOOL PTA SECRETARY, COUNSEL SECRETARY AND ENGLISH LEARNER COORDINATOR AND FACILITATOR AND A MEMBER OF THE LEADERSHIP TEAM. ONE OF HER MOST UNUSUAL DUTIES WAS TO MAKE COTTON CANDY FOR THE SCHOOL CARNIVAL.

WHEN MS. HOWARD RETIRES SHE PLANS TO TRAVEL WITH HER HUSBAND, VOLUNTEERING AT JEFFERSON AND WORKING WITH HER CHILDREN AT HER CHURCH. MS. HOWARD SAID TEACHING AT JEFFERSON THE LAST 31 YEARS HAS BEEN A DREAM COME TRUE.

WE HAD THREE HIGH SCHOOLS GRADUATE.

OUR STAFF, THEY PUT TOGETHER SUCH A GREAT SHOW AND WE CON -- CONGRATULATE THE GRADUATES AND IT IS A GREAT TIME TO BE A BOARD MEMBER. THIS TIME OF YEAR IS A DRUDGERY, BUT NOT THIS TIME OF YEAR. ANY ASPIRATIONS TO BE A BOARD MEMBER, THINK OF GRADUATIONS. IT IS THE BEST TIME OF THE YEAR.

MY HUSBAND REMINDED ME THAT THIS IS A CULMINATION THAT AS TEACHERS WE DO. THAT'S RIGHT.

I ONLY GET TO SEE THE BEGINNING STAGES.

AS A BOARD MEMBER I CAN SEE IT THROUGH FRUITION.

IT IS MAKING SURE WE SUPPORT OUR KIDS AND THEY ARE ACHIEVING HIGH LEVELS OF SUCCESS. IT IS A DIFFERENT PERSPECTIVE FOR ME THIS YEAR. ALSO I WENT TO A SELL -- CELEBRATION WHERE THEY SHOWCASED THE STUDENTS AND THEIR ACCOMPLISHMENTS. AND THEY HANDED OUT AWARDS.

OH, I DID WANT TO MENTION OEU RECEIVED AN EMAIL FROM MRS. HANNAH HOFFMAN AND I JUST WANT TO GIVE HER AND HER KIDS A SHOUTOUT. THEY DID AN AMAZING, AMAZING JOB

SHE STATED SOME INFORMATION THAT WAS INCORRECT AND I WOULD LIKE TO CORRECT IT FOR THE RECORD. WHEN WE HIRED THE CONSULTING FIRM BACK IN 2017/2018 IN ORDER TO REPLACE DR. BRIAN JACOBS UPON HIS RETIREMENT, THE CONSULTING AGENCY WAS FIRED.

IT WASN'T CANCELED. THE BOARD TERMINATED THEM.

THEY WERE TERMINATED BECAUSE THEY VIOLATED THE AMERICANS WITH DISABILITIES ACT. THE COMMUNITY, WHICH WE LISTEN TO, -- YEAH, YOU CAN SMIRK ALL YOU WANT, BUT WE HAD A COMMUNITY MEMBER THAT WAS DISABLED AND BLIND AND HE WANTED TO PARTICIPATE IN THE FOCUS GROUPS AND THEY DENIED HIM THAT REQUEST. THEY DID NOT WANT TO COMPLY WITH THE AMERICANS WITH DISABILITIES ACT OR ACCOMMODATE ANYONE WOULD WOULD BE APPLYING FOR THE POSITION THAT MIGHT HAVE A DISABILITY OR ANYONE WHO WOULD BE INVOLVED WITH CSCA.

NO MATTER IF IT IS HIGH SCHOOL OR KINDERGARTEN, THE ENERGY AND THE SOUL THAT THE TEACHERS PUT IN THE CLASSROOM IS REALLY AMAZING. I WAS PARTICIPATING IN THE ELECT MEETING IN BAXTER AND PROVIDING LIKE A 20 MINUTES POWER POINT OF COMMUNITY DEVELOPMENT FOR PARENTS IN SPANISH AND THE SAME THING YOU CAN FEEL THE ENERGY AND INTEREST.

IT IS LIKE AN AFTER COVID TRYING TO ENGAGE PARENTS AND TEACHERS AND SCHOOL AND STAFF AND FAMILIES TOGETHER AND CHILDREN.

I THINK THIS IS A UNIQUE OPPORTUNITY THAT WE HAVE TO CONTINUE DOING THIS IN THE NEXT ACADEMIC YEAR.

PARTICIPATING IN THE TEACHER IN THE BREAKFAST FOR THE STAFF PERSONNEL AT THE END OF THE SCHOOL YEAR.

AND BECAUSE THIS IS VERY IMPORTANT TOPIC FOR ME, I WAS PARTICIPATING IN THE TEENAGER MENTAL HEALTH TRAINING PROVIDED BY COINING -- KINGDOM HOUSES. IT WAS SOMETIME IN MAY, THE END OF THE MAY WITH PROVIDING A LOT OF RESOURCES ON THE DATA.

HOWEVER, IMPLEMENTING THIS -- LIKE I SAID, WE ARE AHEAD OF THE GAME AND I AM VERY PROUD THAT WE IN A SENSE FORESEE -- HAVE FORESEEN IF -- IT. AND I MET WITH THE REPRESENTATIVE FROM CSEA, ACTUALLY BOARD MEMBER DOWNING AND I MET WITH THE CSEA REPRESENTATIVE ABOUT SOME OF THEIR ISSUES AND WE FORWARDED THAT INFORMATION TO THE SUPERINTENDENT. I ALSO ATTENDED THE AWARD FOR MAYFAIR, BELLFLOWER MIDDLE SCHOOL AND BELLFLOWER HIGH SCHOOL. I ATTENDED THE CALIFORNIA TEACHERS ASSOCIATION -- WELL, WE HAD A DINNER MEETING BECAUSE IN THE SUMMERTIME IS WHEN OUR TEACHERS, WE GET TOGETHER AND IT IS LIKE CONGRESS. WE MEET WITH ALL OF THE TEACHERS UH -- ACROSS THE NATION AND DO OUR BEST TO CREATE POLICY AND LEGISLATION ACCORDING TO THE ISSUES THAT'S CURRENT.

AND SO I WILL BE PARTICIPATING IN THAT WITH SOME OF OUR FELLOW TEACHERS. I ATTENDED MY FINAL CALIFORNIA TEACHERS ASSOCIATION STATE COUNCIL MEETING AS THE SOUTH SOUTHEASTERN SERVICE CENTER COUNCIL AT LARGE.

THERE IS A NEW PERSON. WE HAD ELECTIONS AND THERE IS ANOTHER PERSON AND I STILL DON'T KNOW HIS NAME THAT IS TAKING ON THAT ROLE. WE STILL WILL CONTINUE ADVOCATING FOR WOMEN, HUMAN RIGHTS AND LGBTQ PLUS RIGHTS.

I ALSO ATTENDED THE LOS ANGELES COUNTY SCHOOL TRUSTY ASSOCIATION MEETING. I WAS ELECTED INTO THE OFFICE OF DIRECTOR OF AREAS 6 THROUGH 10. IT IS JUST DIFFERENT AREAS IN L.A. COUNTY. I AM GOING TO HOLD THAT POSITION, AND HOPEFULLY CONTRIBUTE WHATEVER I CAN TO OUR BOARD AND DISTRICT. I ALSO ATTENDED THE BELLFLOWER MIDDLE AND HIGH SCHOOL BAND AWARDS BANQUET.

IT WAS THE FIRST BANQUET THAT THEY HAD IN TWO YEARS BECAUSE OF COVID. SO WE REALLY HAD FUN.

IT WAS FUN BECAUSE THE BAND DIRECTOR, MR. OMAR, ARE -- HE IS ACTUALLY PART OF A BAND. WHILE THE CHILDREN PLAYS ALL YEAR, HE BRINGS OUT THE BAND THAT HE PLAYS WITH AND THEY PLAY FOR US, FOR THE STUDENTS. IT IS SUCH A FUN TIME AND I REALLY MISSED IT FOR THE PAST TWO YEARS.

AND THEN I ALSO ATTENDED THE WOMEN'S CLUB OF BELLFLOWER.

THEY HAVE -- THEY WERE CELEBRATING THEIR 100TH YEAR OF SERVICE. DR. SUE ATTENDED THAT ONE ALSO.

DUH, SHE IS A MEMBER. NO WONDER SHE ATTENDED.

NO. I MET A LOT OF BEAUTIFUL WOMEN IN THE COMMUNITY THAT I HAVE NEVER MET BEFORE, AND I HAD SUCH A GOOD TIME. MY FRIEND WAS ACTUALLY THE PRESIDENT. SHE IS THEOUT GO -- SHE IS THE OUTGOING PRESIDENT. I SAID, YOU ARE KEEPING THAT ON SECRET. THEY ARE CELEBRATING 100 YEARS OF SERVICE AND THEY ARE PROVIDING THE SCHOLARSHIPS TO OUR CHILDREN. SO KUDOS TO THE WOMEN'S CLUB OF BELLFLOWER. WELL, WHILE THERE ARE A MULTITUDE OF POTENTIAL SOLUTIONS , THERE ARE SAFETY PROTOCOLS TO PROVIDING MORE SECURITY TO DEVELOPING STRICTER GUN REC -- REGULATION LAWS, THE SOLUTION AND THE BEGINNING OF OUR HEALING STARTS AT HOME.

A COMMON THREAD IS MENTAL HEALTH.

THE PERPETRATORS ARE EXPERIENCING MENTAL HEALTH ISSUES THAT GO UNNOTICED OR ARE DISMISSED BY THOSE CLOSEST TO THE INDIVIDUALS. SO PARENTS, AND I AM THAT PARENT TO, I IMPLORE YOU TO HAVE AN OPEN, HONEST CONVERSATION WITH YOUR CHILDREN TO GAUGE THEIR MENTAL WELL BEING AND LEARN THE SIGNS OF DIFFERENT MENTAL ILLNESSES.

WE NEED TO BE MORE OBSERVANT OF THEIR PEERS AND THEIR SURROUNDINGS AND WE MUST ENCOURAGE THEM TO BE VOCAL AND REPORT THINGS THAT DO NOT SEEM RIGHT TO THEM.

DUE TO THE ACT THAT THE ADVANCED PLACEMENT CLASSES GOVERNED BY THE COLLEGE BOARD, THE PROCESS FOR ADOPTION IS SLIGHTLY DIFFERENT THAN THOSE FOR THE K-8 AND HIGH SCHOOL MATERIALS. THE ADVANCEMENT PLACEMENT TEACHERS DECIDED TO ADOPT MATERIALS THIS YEAR RATHER THAN WAIT FOR THE K-12 MATERIALS SCHEDULED FOR NEXT YEAR.

WITH THAT SAID THE TEAM AGREED TO FOLLOW A SIMILAR, BUT ABBREVIATED PROCESS FOR MATERIAL SELECTION.

ANNUALLY AS PART OF THE CALIFORNIA SCHOOL DASHBOARD UPDATE, THE LOCAL INDICATORS ARE PREPARED TO REPORT ON THE 2022 CALIFORNIA DASHBOARD IN THE FALL OF NEXT YEAR. TONIGHT I WILL BE SHARING THE LOCAL INDICATOR INFORMATION. THE CALIFORNIA SCHOOL DASHBOARD IS PART OF CALIFORNIA'S ACCOUNTABILITY SYSTEM.

CALIFORNIA REQUIRES MONITORING AND REPORTING OF STATE AND LOCAL INDICATORS THAT MEASURE HOW LOCAL EDUCATION LEA'S ARE MEETING THE NEEDS OF THEIR STUDENTS.

PERFORMANCE ON STATE MEASURES ARE COLLECTED AND REPORTED BY THE STATE AND LOCAL INDICATORS ARE COLLECTED AND REPORTED TO THE CALIFORNIA SCHOOL DASHBOARD BY THE LEA.

DATA COLLECTED AS PART OF THE LOCAL INDICATOR PROCESS PROVIDES US WITH A RICH SOURCE OF TIMELY INFORMATION THAT CAN BE USED ALONG WITH STATE DATA TO DEVELOP AND PHOD -- MODIFY GOALS AND ACTIONS WITHIN OUR LCAP TO MAKE SURE WE ARE MEETING THE UNIQUE NEEDS OF ALL OF OUR STUDENTS. THIS IS A VISUAL OF HOW DATA FROM VARIOUS METRICS AND GATHERING INPUT FROM EDUCATIONAL PARTNERS HELPS TO INFORM THE LCAP REVISION AND DEVELOPMENT PROCESS. THE ANNUAL UPDATE WAS REPORTED IN FEBRUARY AND PROVIDED INFORMATION FROM THE METRICS THAT WERE AVAILABLE AT THAT TIME.

FEEDBACK FROM OUR EDUCATIONAL PARTNERS FROM THE LCAP SURVEY AND MEETINGS WAS ALSO SHARED AND NOW STATE AND LOCAL INDICATORS WILL BE REPORTED TONIGHT AND THEY GO INTO INFORMING OUR LCAP.

THE STATE ACCOUNTABILITY SYSTEM INCLUDES EIGHT PRIORITY AREAS AND YOU CAN SEE THOSE ON THE LEFT SIDE OF THE TABLE ON THE SLIDE AND THE NEXT TWO COLUMNS IDENTIFY WHICH STATE AND LOCAL INDICATORS ARE MONITORING TO MEASURE PROGRESS ON THE EIGHT PRIORITY AREAS. THE STATE INDICATORS REFERENCED ON THE PREVIOUS SLIDE ARE ON THE LEFT OF THIS TABLE AND IN THE COLUMN TO THE RIGHT IS THE DATA THAT THE STATE WILL USE TO IDENTIFY THE CURRENT STATUS OR THE BASELINE.

ARE YOU USINGED TO SEEING COLORS -- USED TO SEEING COLORS MEASURING THE PROGRESS. IN ORDER FOR THE STATE TO USE THE COLOR SYSTEM AGAIN, WE NEED TWO YEARS OF DATA TO INDICATE THE CHANGE, POSITIVE OR NEGATIVE, OF THESE METRICS.

BECAUSE OF COVID, THE SYSTEM OF IDENTIFYING CHANGE AND ASSIGNING A COLOR WAS SUSPENDED AND STATE INDICATORS WERE NOT REPORTED ON THE 2021 DASHBOARD. HOWEVER, LOCAL INDICATORS WERE REPORTED AS THE LEA CONTINUED TO COLLECT THIS INFORMATION AT THE DISTRICT LEVEL. THE CRITERIA FOR MEETING THE LOCAL INDICATORS IS OUTLINED BY THE STATE AND YOU CAN SEE IT HERE ON THIS SLIDE AS PART OF THAT PROCESS LEA'S ARE REQUIRED TO REPORT THE RESULTS OF THE LOCAL INDICATORS IN ORDER TO RECEIVE A RATING OF MET ON THE DASHBOARD.

SO LET'S TAKE A LOOK AT THE LOCAL INDICATORS STARTING WITH PRIORITY 1 WHICH IS BASIC CONDITIONS.

THIS ADDRESSES APPROPRIATELY-ASSIGNED TEACHERS, ACCESS TO KAU RAKE HRAR -- CIRRICULARLY UH -- ALIGNED MATERIAL. WE ARE APPROPRIATELY PLACED WITH STAFF AND THE TEXTBOOK CERTIFICATION.

THE FIT INSPECTION IS A FACILITY INSPECTION THAT OCCURS ANNUALLY AT OUR SCHOOL SITES. DURING THE INSPECTION THE FACILITY INSPECTION TOOL OR FIT IS USED TO DECIDE IF THE FACILITY IS IN GOOD REPAIR. THE TOOL IS USED TO IDENTIFY AREAS OF THE SCHOOL SITE THAT ARE IN NEED OF REPAIR BASED ON A VISUAL INSPECTION. YOU CAN BE RATED POOR, FAIR, GOOD OR EXSPREPL PLAYER RE -- EXEMLAR -- EXEMBLAY.

NO SCHOOLS WERE IN EXEMPLARY. WE HAVE MOVED ON FROM THAT AND

WE ARE MONITORING SCHOOLS THAT ARE EXEMPLARY AND GOOD AND WE HAVE NO SCHOOLS THAT ARE FAIR OR POOR.

PRIORITY TWO IS THE IMPLEMENTATION OF STATE ACADEMIC STANDARDS. TO MEASURE IMPLEMENTATION, WE MONITOR THE PROFESSIONAL LEARNING COMMUNITIES OR THE PLC'S IN OUR DISTRICT. SO OUR TEACHERS MEET WEEKLY IN GRADE LEVEL OR IN DEPARTMENTS AND THEIR PROFESSIONAL LEARNING COMMUNITIES OR PLC'S TO COLLABORATE ON THE TEACHING OF STANDARDS. SO THEY TALK ABOUT THE ESSENTIAL SKILLS THAT ARE NEEDED FOR A PARTICULAR STANDARD AND HOW IT WILL BE ASSESSED AND HOW WE WILL ASSIST STUDENTS WHO NEED EXTRA SUPPORT IN THE STANDARD OR WHAT WE WILL DO FOR STUDENTS WHO ALREADY KNOW THAT STANDARD. AT THE END OF TEACHING A STANDARD THERE IS A REFLECTION PIECE WITH HOW EVERYTHING WENT.

IT IS A CONTINUOUS CYCLE OF PROFESSIONAL DEVELOPMENT THAT WE ENGAGE IN WHEN IT COMES TO IMPLEMENTATION OF STATE STANDARDS. FOR THIS EUPBD -- INDICATOR WE USED THE PLC SURVEY AND OUR LCAP SURVEY.

ON THE LCAP SURVEY, THE FIRST METRIC THERE, 54.42 OF TEACHERS STRONGLY AGREE THAT THE SCHOOL CURRICULUM IS FOCUSED AND IT CAN BE ADEQUATELY ADDRESSED IN THE TIME AVAILABLE TO TEACHERS.

THIS IS AN AREA THAT WE CONTINUE TO FOCUS ON AND IT IS ADDRESSED DURING PLC TIME WHERE TEACHERS TAKE THE TIME TO IDENTIFY ESSENTIAL STANDARDS THAT THE STUDENT MUST BE SUCCESSFUL IN RATHER THAN GOING PAGE BY PAGE THROUGH INSTRUCTIONAL MATERIALS SO THEY CAN PACE THAT INSTRUCTION TO ENSURE THAT ALL STUDENTS MEET THOSE STANDARDS. AND THEN WE CAN SEE FROM THE PLC SURVEY, THE NEXT ONE IS THE DEVELOPING INDICATORS, AND THOSE INDICATORS ARE -- THEY INCLUDE CLARIFYING WHAT STUDENTS MUST LEARN, TURNING DATA INTO INFORMATION, MONITORING LEARNING THROUGH SUCCESS CRITERIA AND ASSESSMENTS AND PROVIDING SYSTEMATIC INTERVENTIONS. AND THEN THE FINAL ONE IS BUILDING A COLLABORATIVE CULTURE AND YOU CAN SEE THERE THAT THERE IS A SLIGHT DROP IN THE METRIC AND THAT'S BECAUSE SITES NEED TO REBOOT AFTER A YEAR OF TEACHING REMOTELY AND GETTING USED TO BEING BACK IN PERSON. WE REALLY HAVE TO FOCUS ON REBUILDING AND RECALIBRATING THE STRUCTURES WHICH WE ARE DOING.

LET'S TAKE A LOOK AT PRIORITY 3 WHICH IS PARENT AND FAMILY ENGAGEMENT. AND THE INFORMATION GATHERED TO MEASURE THIS INDICATOR IS TAKEN ALSO FROM OUR LCAP SURVEY.

AND REALLY YOU ARE GOING TO SEE THREE SLIDES FOR PARENT AND FAMILY ENGAGEMENT. WE LOOK AT BILLING RELATIONSHIPS AND BUILDING PARTNERSHIPS AND SEEKING INPUT FROM OUR PARENTS.

SO ACCORDING TO THE LCAP SURVEY WE MAINTAINED OUR PERCENTAGES OF PARENTS WHO AGREE AND STRONGLY AGREE THAT OUR ADMINISTRATE TESTIFIERS -- ADMINISTRATORS, TEACHERS AND STAFF WORK TO BUILD RELATIONSHIPS WITH FAMILIES IN ORDER TO SUPPORT THEIR CHILDREN.

AND THE DATA SHOWS WE HAVE INCREASED OR MAIN -- MAINTAINTSO AGREE THAT WE ARE PARTNERING WITH FAMILIES TO ADVOCATE FOR CHILDREN SUCCESS TO SUPPORT STUDENTS.

AND THEN FINALLY FOR SEEKING INPUT IN PRIORITY THREE, YOU CAN SEE THAT WE HAVE HYPERS TEPBLGS OF -- HIGH PERCENTAGES OF PARENTS WHO SAY THE SCHOOL INFORMS THEM ABOUT OPPORTUNITIES TO PARTICIPATE IN THINGS LIKE SCHOOL SIDE COUNCIL AND THEY KNOW HOW TO PARTICIPATE. THE LAST ONE IS ACTUALLY FROM THE CALIFORNIA HEALTHY KIDS SURVEY AND THAT SHOWS A LARGE INCREASE IN PARENTS WHO AGREED THAT THE SCHOOL SEEKS INPUT FROM PARENTS BEFORE MAKING IMPORTANT DECISIONS.

THE NEXT LOCAL INDICATE ERRED IS PRIORITY -- INDICATOR IS PRIORITY 6 AND THIS IS A MEASURE OF SCHOOL CLIMATE AND IT LOOKS AT PERCEPTIONS OF SCHOOL SAFETY AND SCHOOL CONNECTEDNESS.

THIS PRIORITY IS MEASURED USING OUR CALIFORNIA HEALTHY KIDS SURVEY WHICH IS OUR CLIMATE SURVEY.

THE CURRENT RESULTS SHOW THAT PARENTS FEEL WELCOME AT SCHOOL AND OUR STAFF FEELS STRONGLY ABOUT CONTINUOUSLY IMPROVING THE SCHOOL AND LOOKING AT OUR STUDENTS' FEELING OF CONNECTEDNESS. THAT'S SOMETHING THAT WE ARE

LOOKING AT AND THIS HAS BEEN A CONTINUED FOCUS FOR US SINCE WE RETURNED FROM COVID, BUT WE ARE GOING TO INCREASE OUR EFRTSZ -- EFFORTS IN THAT. WE HAD PROFESSIONAL DEVELOPMENT FOR OUR ADMINISTRATORS AND THE COUNSELORS IN SOCIAL AND EMOTIONAL LEARNING STRATEGIES AND CREATIVE GOALS TO START NEXT YEAR. THAT WILL BE AVAILABLE TO THE TEACHERS IN AUGUST AND WE HAVE A PLAN FOR SHARING THAT WITH CLASSIFIED STAFF AND WITH PARENTS ALSO.

STILL CONTINUING WITH PRIORITY SIX AND LOOKING AT PERCEPTIONS OF SAFETY AT SCHOOL AND TEACHERS AND PARENTS STRONGLY AGREE OR AGREE THAT THE SCHOOL IS A SAFE PLACE FOR STUDENTS AND BOTH HAVE INCREASED SIGNIFICANTLY. ALTHOUGH THE PERCENTAGE OF STUDENTS AT THE SECONDARY LEVEL HAS MAINTAINED, WE ARE LOOKING DEEPER INTO THIS DATA. THAT DATA IS REPORTED FROM 9TH AND 11TH GRADE STUDENTS IN THE HIGH SCHOOL BECAUSE THEY ARE THE ONES WHO TAKE THE HEALTHY KIDS SURVEY.

HOWEVER, OUR LCAP SURVEY, ALL HIGH SCHOOL STUDENTS HAVE THE OPPORTUNITY TO PARTICIPATE IN THAT.

AND THAT HAS AN OPEN RESPONSE AREA SO THE SITES CAN LOOK AT THAT AND DIG A LITTLE DEEPER LOOKING FORSYTHE SPECIFIC INFORMATION. AND -- FOR SITE SPECIFIC INFORMATION. SO SOME OF THE RESPONSES PROVIDED IN THE AREA OF STRONGLY DISAGREE WERE TO FOCUS ON STUDENT MISS BEHAVIOR AND ALLOWING STUDENTS TO ASK QUESTIONS AND HAVING MORE TIME FOR TURNING IN WORK.

AREAS THAT STUDENTS R-FPT -- REPORTED WHERE THEY STRONGLY AGREE IN THIS AREA AND FEEL CONNECTED IS BECAUSE OF FRIENDS AND TEACHERS WELCOMING THEM EVERY DAY AND EXTRA KRAU RICK HRAR -- CURRICULAR ACTIVITIES LIKE ASB, SPORTS AND CLUBS, AND THE EFFORT MADE TO SUPPORT STUDENTS AND KEEP THEM SAFE.

AND THE FINAL LOCAL INDICATOR THAT I'M GOING TO SHARE WITH YOU TONIGHT IS PRIORITY 7 WHICH IS ACCESS TO A BROAD COURSE OF STUDY FOR STUDENTS. SO EVERY YEAR WE MEASURE OUR PROGRESS IN THE EXTENT STUDENTS HAVE ACCESS TO AND ARE ENROLLED IN A BROAD COURSE OF STUDY THAT INCLUDES THE ADOPTIVE COURSES FOR STUDENTS IN GRADES 1-6 AND STUDENTS IN GRADES 7-12.

THIS GRAPH SHOWS THE ENROLLMENT OF DIFFERENT GROUPS OF STUDENTS IN THE DISTRICT AND THEIR CORRESPONDING ENROLLMENT IN VARIOUS PROGRAMS. WE UTILIZE THIS TOOL TO IDENTIFY POTENTIAL BARRIERS FOR STUDENT GROUPS TO ACCESS TO CLASS THAT'S WILL HELP THEM GRADUATE PREPARED.

SPECIFICALLY ADVANCED AND ENRICHMENT COURSES INCLUDING CTE ENROLLMENT ARE ANALYZED HERE. SO THE DATA SHOWS THAT HOMELESS AND FOSTER YOUTH ARE EQUALLY PRESENTED IN ENROLLMENT.

STUDENTS RECEIVING SPECIAL EDUCATION SERVICES AND LEARNING SERVICES AND AFRICAN-AMERICAN ARE REPRESENTED LESS IN CLASSES, BUT IN CTE COURSES THAT IS A PATHWAY TO GRADUATING PREPARED.

AN AREA OF FOCUS FOR US HAS BEEN IDENTIFYING WAYS TO SUPPORT ENGLISH LEARNERS. ALTHOUGH NOT SHOWN ON THIS CHART, THERE WAS AN INCREASE OF 8% LAST YEAR TO 28% OF OUR ENGLISH LEARNERS BEING ENROLLED IN CTE CLASSES.

WE WILL CONTINUE TO ANALYZE THIS INFORMATION AND DETERMINE WHETHER THERE ARE PRACTICES OF ENROLLMENT THAT MAY NEED TO BE REVIEWED OR REFINED. I WILL JUST READ THE FIRST SENTENCE BECAUSE I DON'T HAVE TIME TO READ EVERYTHING. THE BELLFLOWER UNIFIED SCHOOL DISTRICT IS NOT DEMONSTRATING COMPETENCY AND/OR DESIRE TO ABIDE BY THE VARIOUS REGULATIONS, CODES AND PROCEDURES THAT GOVERN THE OPERATION OF A SCHOOL DISTRICT.

NOW WHO IS PRIMARILY RESPONSIBLE FOR THAT? THAT BRINGS ME TO THE TOPIC OF THE SUPERINTENDENT'S CONTRACT.

I HAVE BEEN HERE MULTIPLE TIMES, GOING BACK TO NOVEMBER, ALMOST EVERY MONTH AND ASKING THE SAME THING.

THAT SHE EITHER RESIGN OR BE REMOVED.

AND NOW SOMEBODY HAD THE AUDACITY TO PUT THIS REQUEST FOR A CONTRACT EXTENSION WHICH TO MY KNOWLEDGE INCLUDES ABOUT $11,000 IN INCREASE PER YEAR GOING FORWARD FOR THE NEXT THREE YEARS. I KNOW ALL OF YOU ARE NOT RESPONSIBLE FOR THIS AND I'M SORRY IT HAS TO BE ADDRESSED TO YOU, BUT I DO NOT UNDERSTAND WHY YOU CONTINUE TO THROW YOUR LOT IN WITH SOMEBODY WHO HAS DONE NOTHING BUT MADE YOU LOOK BAD.

I SHOULD BE ADDRESSING HER TO ASK HER HOW CAN CAN I FROM A PERSONAL STANDPOINT -- HOW CAN I FROM A PERSONAL STANDPOINT GET AN $11,000 A YEAR RAISE BEING COMPLETELY INCOMPETENT AND COMPLETELY -- JUST HAVING NO CHARACTER WHATSOEVER.

THAT'S BASICALLY THE QUESTION I HAVE IS HOW DO I DO THAT? I AM CONCERNED ABOUT THE EFFECT SHE HAS HAD ON OUR SCHOOL COMMUNITY. AT ONE TIME THE DISTRICT WELCOMED COLLABORATION FROM STAKEHOLDERS AND I NO LONGER SEE THAT. TEACHER, ADMINISTRATOR, PARENT AND STUDENT VOICES ARE OFTEN DISRECORDED.

WE ARE TOLD WHAT -- DISREGARDED. WE ARE TOLD WHAT TO DO AND WHEN WE OFFER OTHER IDEAS WE ARE TOLD NO.

I ATTENDED MANY EVENTS AND SEE WHAT STAKEHOLDERS WANT AND THEN WATCH THEM BE DISREGARDED. I HAVE SEEN TEACHERS LEAVE THE DISTRICT OR NOT HAVE THEIR CONTRACT RENEWED BECAUSE THEY ARE NOT ALLOWED TO STEP OUTSIDE THE LINES OF WHAT THOSE IN THE DISTRICT WANTED. THOSE I STAYED IN CONTACT WITH, THEY P WERE ABLE TO GO TO A DISTRICT THAT LIKES COLLABORATION. SOME OF THE BOARD MEMBERS HAVE BEEN HERE A FEW YEARS AND OTHERS ARE NEW TO THE BOARD.

IF YOU LOOK AT THE MINUTES FROM THE SCHOOL BOARD MEETINGS AND/OR TALK TO STAKEHOLDERS THE LAST COUPLE YEARS, YOU WILL SEE THAT THE COMMUNITY HAS BEEN CONCERNED WITH THE WAY SUPERINTENDANT MCSPERIN HAS RUN THE DISTRICT. SERVICES ARE NOT PROVIDED TO STUDENTS AND ADMINISTRATORS LET GO AND A SIGNIFICANT AMOUNT OF MONEY SPENT ON LAWYERS AND LAWSUITS, THE WACO INDIVIDUAL WAS HANDLED AND CONCERN -- THE WAY COVID WAS HANDLED AND CONCERN WITH THE BUDGET. I ASK YOU NOT TO EXTEND THE CONTRACT AT THIS TIME. WORKING WROUGHT A CONTRACT IS NOT UN-- WORKING WITHOUT A CONTRACT IS NOT UNCOMMON.

TAKE TIME TO CONSIDER IF SHE HAS MOVED THE SCHOOL DISTRICT IN THE

DIRECTION OUR COMMUNITY WANTS. CONSIDER DOING A SEARCH FOR A SUPERINTENDENT. YOU DID THIS ONCE, BUT SHUTDOWN THE SEARCH, AND SHUT IT DOWN BECAUSE THEY WERE NOT ADA COMPLIANT. IF SHE IS THE BEST PERSON FOR THE JOB AFTER LISTENING TO OTHER CANDIDATES, MOVE FORWARD AND RENEW HER CONTRACT. WITH THE CONCERNS RAISED ABOUT HER PERFORMANCE I DO NOT BELIEVE THE CONSTITUENTS WANT YOU TO EXTEND HER CONTRACT WITHOUT TAKING THE TIME TO SEE IF THERE IS SOMEONE WHO CAN DO A BETTER JOB.

I LOVE TEACHING AND WANT THE BEST FOR MY STUDENTS.

I DO NOT FEEL THEY ARE GETTING THE BEST FROM OUR DISTRICT.

I WAS HAPPY WITH THE EDUCATION MY THREE CHILDREN GOT WHEN THEY ATTENDED BUSD. IF MY CHILDREN WERE SCHOOL-AGED NOW, I DO NOT THINK I WOULD SEND THEM TO A SCHOOL IN OUR DISTRICT. I SEE HOW MUCH MORE OTHER DISTRICTS IN OUR AREA OFFER THEIR STUDENTS.

IT HURTS MY HEART TO SEE HOW MUCH OUR DISTRICT HAS CHANGED OVER THE PAST FEW YEARS. I WILL CONTINUE TO DO MY BEST FOR MY STUDENTS. BUT CAN WE SAY THE SUPERINTENDENT IS DOING THE SAME IN THANK YOU FOR TAKING THE TIME TO LISTEN TO ONE OF YOUR CONSTITUENTS.

THE LOS ANGELES COUNTY OFFICE OF EDUCATION RELEASED A LETTER ON APRIL 27TH, 2022 RAISING CONCERNS ABOUT THE BUSD COMPETENCY AND LACK OF TRANSPARENCY.

THEY SAY BUSD IS NOT DEMONSTRATING COMPETENCY AND CODES AND PROCEDURE THAT'S GOVERN A SCHOOL DISTRICT.

HERE ARE A FEW ISSUES. THE SELF-Y INSURED WORKERS COMPENSATION AND LIABILITY PROGRAMS ARE NOT REPORTED CORRECTLY. THE DISTRICT IS REQUIRED TO CALCULATE AND RECORD THE UNFUNDED RE -- RELIABILITY.

IT IS CALLED STRS ON BEHALF. THE DISTRICT MISCALCULATED THE ENTRY BY SEVERAL MILLION DOLLARS IN 2019 AND 2020 AND DID NOT RECORD AN INTREE IN 2020 AND 2021.

CHILD DEVELOPMENT FUND HAD A CASH BALANCE.

THE BUDGET IS BEING ADJUSTED WITHOUT BOARD APPROVAL.

THERE IS CONCERN THAT IT IS NOT BEING PROVIDED ACCURATE INFORMATION TO MAKE THEIR DECISION.

BUSD IS NOT RESPONSIVE TO INFORMATION REQUESTS AND CLARIFICATION. THE BUSD STAFF IS OFTEN NONRESPONSIVE TO LACO REQUESTS. EXAMPLES ARE RECONCILIATION OF BUDGET ADJUSTMENTS APPROVED BY THE BOARD TO THE DISTRICT FINANCIAL REPORTS. REVISE REPORTS TO REFLECT ACCURATE BUDGET NUMBERS APPROVED BY THE BOARD.

FISCAL STABLIZATION PLANS AND BANK CASH RECONCILIATIONS.

IN ADDITION TO A LACK OF KNOWLEDGE OF THE VARIOUS CODES THAT GOVERN SCHOOL DISTRICT OPERATIONS, THE DISTRICT CONSISTENTLY HAS ISSUES WITH ACCURATELY PERFORMING ACCOUNTING FUNCTIONS. THERE IS A CONCERN REGARDING THE INTERNET -- INTERNAL CONTROLS TO MAKE SURE MONEYS ARE SPENT APPROPRIATELY. WE ASK THE BOARD TO REVIEW THE LETTER AND RECONSIDER THE PETITION TO REPLACE THE SUPERINTENDENT. THUS FAR WE HAVE ALMOST -- OVER A THOUSAND SIGNATURES COLLECTED ASKING FOR THE REMOVAL.

BY 25-26 ALL 4-YEAR-OLDS ARE ELIGIBLE TO GO TO TK.

AND THEN THERE ARE -- THERE CAN BE -- KIDS CAN CHOOSE TO STAY IN A HALF DAY PROGRAM. YOU CAN HAVE THAT.

I AM NOT SURE HOW MANY PARENTS WANT TO STAY IN A HALF DAY PROGRAM VERSUS A FULL DAY PROGRAM, BUT IT IS A POSSIBILITY. WE DID PUT OUT A SURVEY AND WE TALKED ABOUT IT WITH DLAC AND WE SHARED THE INFORMATION AND WE REACHED OUT TO THE COMMUNITY MEMBERS WHO HAVE YOUNG CHILDREN TO GET FEEDBACK. TEACHERS HAVE TO EITHER HAVE BEEN TEACHING TK AND BESETTER FIGHT -- BE CERTIFIED THAT THEY HAVE MET THOSE REQUIREMENTS OR THEY NEED TO HAVE UNITS IN CHILD DEVELOPMENT.

SO PERSONNEL WILL BE WORKING TO WORK WITH AGENTS OUTSIDE THE GROUPS TO PROVIDE THAT TRAINING. MAYBE ONE OF OUR COMMUNITY COLLEGE PARTNERS AND ALSO DETERMINING A PROGRAM OF PRAFL DEVELOPMENT -- PROFESSIONAL DEVELOPMENT THAT IS COMPARABLE.

THAT COULD BE SOMETHING BUILT IN THE STRUCTURE TO GET TEACHERS THE CERTIFICATION AND TRAINING THAT THEY NEED.

OR THEY COULD HAVE A CHILD DEVELOPMENT PERMIT BY THE CTC.

LANGUAGE SUPPORT, WE WILL CONTINUE TO PROVIDE LANGUAGE SUPPORT WITH APPROPRIATE LEARNING ENVIRONMENTS AND INDIVIDUAL GROUP OPPORTUNITIES FOR COMMUNICATION AND PRACTICE SKILLS AND DAILY ROUTINES AND CHARTS THAT ARE DEVELOPMENTALLY APPROPRIATE.

AND THEN PLAY THROUGH CONTEXT WHERE STUDENTS ARE REALLY LEARNING THROUGH PLAY. WHICH YOU EXPECT TO SEE IN THE FOUR-YEAR-OLD-TYPE CLASSROOMS AND THAT CAN BE WITH STAFF OR IN LARGE OR SMALL GROUP SETTINGS. TO DEVELOP -- TO SUPPORT SOCIAL AND EMOTIONAL DEVELOPMENT AND EXECUTIVE FUNCTIONING SKILLS.

THEY WOULD HAVE TO PLAN FUNERALS.

THEY WOULD HAVE TO GO THROUGH COURT TRIALS.
