IN THE END WE FOLLOWED THEM NOT BECAUSE WE ARE PAID, NOT BECAUSE WE MIGHT SEE SOME ADVANTAGE, NOT BECAUSE THE THINGS THEY HAVE ACCOMPLISHED. NOT EVEN BECAUSE OF THE DREAMS THEY DREAM. SIMPLY BECAUSE OF WHO THEY ARE, THE MAN, THE WOMAN, THE LEADER, THE BOSS STANDING UP THERE WHEN THE WAVE HITS THE ROCK. PASSING OUT FAITH AND CONFIDENCE LIKE LIFEJACKETS. KNOWING THE CURRENT HOLDING THE DOUBTS, IMAGINING THE UNTRUE DELIGHTS IN TEARS OF EVERY LAND FALL. CAPTAIN, PIRATE AND PARENT BY TURNS. THE BEAR OF OUR COUNTLESS HOPES ON EXPECTATION. WE GIVE THEM OUR TRUST, WE GIVE THEM OUR EFFORT, WHAT WE ASK IN RETURN IS THAT THEY STAY TRUE. THANK YOU. [6. FLAG SALUTE] >> THANK YOU SO MUCH, DOCTOR POTTER. THE FIELD DEPUTY FOR SUPERVISOR JANICE HAHN LEADING THE FLAG SALUTE THIS EVENING. WELCOME. >> THANK YOU. WILL EVERYONE PLEASE STAND AND FACE THE FLAG. PLACE YOUR RIGHT HAND OVER YOUR HEART. READY, BEGAN. >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION, UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. >> PLEASE BE SEATED. [7. ORAL REPORTS AND PRESENTATIONS] >> THANK YOU SO MUCH. NOW WE WILL HAVE OUR ORAL REPORTS AND PRESENTATIONS. IT IS TIME FOR THE BOARD OF EDUCATION MEMBER COMMUNICATIONS AND REPORTS. LET'S BEGIN WITH BOARD MEMBER DOWNEY. >> THANK YOU PRESIDENT ARMSTRONG. LETTING THE AUDIENCE KNOW I ATTENDED THE ILC AT THE ELEMENTARY. I DID A CHANCE TO SPEAK TO THE ENTIRE STUDENT BODY AT THE IOC AND EXPRESSED HER APPRECIATION TO THEM FOR BEING THERE AND HOPEFULLY THAT THEY ARE LEARNING A LOT AND THAT THEY READ A LOT. I ALSO VISITED WASHINGTON ELEMENTARY AND THEY HAD A REOPENING OF THEIR LIBRARY AFTER FIVE YEARS. SURPRISINGLY NOBODY KNEW WHY THE LIBRARY WAS CLOSED FOR FIVE YEARS BUT THEY HAD A LARGER LIBRARY IN THE KIDS AND LITTLE ONES WERE COMING IN. [00:05:06] THEY BROUGHT THEM IN BY GRADE. THEY WERE RUNNING TO THE SHELVES BEFORE WE HAD A CHANCE TO CHECK THEM OUT. THEY WERE BEING PRESENTED, THIS IS YOUR LIBRARY, YOU GET TO USE IT. AND THEY WERE ANXIOUS TO START READING RIGHT THEN. HE WAS VERY GOOD TO SEE. I ATTENDED THE OPEN HOUSE. I MET OUR OUTGOING INTERN PRESIDENT SEAN DIAZ AND A CHANCE TO TALK TO HIM. I ALSO MET THE NEW PRINCIPAL TIM ESPINOZA. HE SEEMS LIKE A VERY NICE GENTLEMAN. IT LOOKS LIKE HE WILL DO A VERY GOOD JOB OVER THERE. HE IS IMMERSING HIMSELF IN NEIGHBOR HI SPIRIT. THERE WERE A LOT OF PARENTS THERE. I THINK PEOPLE WANT TO GET AWAY FROM BEING LOCKED IN THEIR HOUSES BECAUSE OF COVID. IT WAS VERY NICE TO SEE. SOMEBODY PEOPLE OUT THERE AND SO MANY STUDENT GROUPS HAVING THEIR TABLE SET UP IN PROVIDING INFORMATION TO NOT ONLY THE PARENTS BUT ALSO THE STUDENTS. THERE WAS A SHOW AT THE BEGINNING MY GRANDSON HAPPENS TO BE PART OF IT. THEY ARE SO GOOD, THEY ARE SO GOOD. I AM BEING PUNISHED FOR TALKING TOO LONG. THEY ARE VERY, VERY GOOD AND I'M VERY, VERY PROUD OF THE STUDENTS OVER THERE. THERE SHOWTIME IS REALLY GOOD, THERE WERE ANIMATED. THEY DANCE AND SING. IT'S A LOT OF FUN TO WATCH. THEY'RE EXTRAVAGANZA. I PLAN TO BE THERE I BEEN THERE A COUPLE OF TIMES. YOU SEE GROUPS FROM OTHER SCHOOLS AND BOY, IT IS REALLY AMAZING. THEN YOU REALIZE HOW GOOD OUR STUDENTS ARE FROM GOPHER AND MADE FOR. THEY MINGLE AND WATCHES SHOWS ALL DAY LONG. INTO THE NIGHT. AND THEY JUST LOVE IT. THEY CERTAINLY TAKE A LOT WITH THEM AFTER THEY LEAVE THE PROGRAM. I DID HAVE A CHANCE TO SPEAK WITH THE STATE AUDITORS. THEY HAVE BEEN TALKING TO BOARD MEMBERS INDIVIDUALLY. IT WAS VIA ZOOM. EVERYTHING SEEMS TO BE IN ORDER AS FAR AS I'M CONCERNED. LAST NIGHT I WAS AT THE THEATER IN SAUDI. THE SAME GROUPS AND YOU CAN TRULY HEAR THEM MUCH MORE CLEARLY. I ALSO HAD THREE GENERATIONS AS MY FAMILY WAS THERE. MY WIFE, MY OLDEST DAUGHTERS, TWO OF THEM, TWO DAUGHTERS I SHOULD SAY. AND EVERY GREAT-GRANDCHILDREN. IT WAS QUITE A NIGHT. I BELIEVE TRACY WAS THERE AS WELL. UNFORTUNATELY, RYAN MY WIFE BY RAFFLE TICKETS AND WHEN EVERY TIME. WE GAVE THE GIFT BACK SO THEY COULD RAFFLE IT OFF IT'S NOT FAIR. I TOLD THE PEOPLE AROUND ME THAT I'M SORRY THAT I BOUGHT TICKETS. BUT IT IS WHAT IT IS. THE LAST THING I WANT TO SAY, HAVE A GREAT ST. PATRICK'S DAY THIS COMING 17TH. AGAIN, ENJOY YOURSELVES, THANK YOU FOR YOUR TIME. >> THANK YOU BOARD MEMBER MR. DOWNING. NOW MAY WE HEAR FROM BOARD MEMBER MRS. GARZA. >> HELLO, GOOD EVENING TO EVERYONE. WELCOME BACK TO OUR BOARD ROOM. I AM REALLY EXCITED. THIS IS THE FIRST TIME I'VE BEEN IN THIS BOARD WERE MYSELF SITTING APPEAR. USUALLY I AM OUT THERE WITH YOU. THIS IS A BRAND-NEW EXCITING EXPERIENCE FOR ME. ALL OF LAST YEAR WERE THE HUGE VENUES WHERE WE HAD TO SIT. THIS IS NICE FOR ME TOO. I AM SO HAPPY IT'S WOMEN'S HISTORY MONTH TO ALL WOMEN. I JUST ALSO WANT TO MAKE SURE [00:10:02] THAT I SPEAK ABOUT THE DEDICATION TO JIM EDWARDS AND HIS FAMILY AT THE PARK DEDICATION FROM CERRITOS -- THE CITY OF CERRITOS THAT WAS DONE LAST WEEK. MRS. SANCHEZ-RAMIREZ WAS ALSO THERE. WE WERE ABLE TO SHOW HER SUPPORT AND WE WERE HONORED TO BE INVITED. WE JUST WANT TO SAY CONGRATULATIONS TO THE FAMILY AND AFTER EVERYTHING MR. EDWARDS HAS DONE FOR THE COMMUNITY AND THE STUDENTS THERE WITHIN THE COMMUNITY OF HIS OWN HIGH SCHOOL THAT HE WORKED AT FOR MANY, MANY YEARS. IT WAS ONLY FITTING. SOMEONE OF HIS CALIBER. A LOT WAS SAID ABOUT HIM. BUT WHAT ARE THE THINGS THAT STICKS OUT IN MY MIND, HE WOULD ALWAYS BE THERE FOR THE KIDS LIKE EVERY TEACHER. EARLY IN THE MORNING, LATE AT NIGHT, SATURDAYS, SUNDAYS. IT IS KIND OF A JOB THAT NEVER ENDS. THANK YOU SO MUCH TO THE CITY AND FOR INVITING US AND FOR US BEING ABLE TO BE A PART OF THAT. I ALSO WENT TO THE BETHEL HIGH SCHOOL AND MIDDLE SCHOOL IN MAYFAIR HIGH SCHOOL MIDDLE SCHOOL OPEN HOUSES. IT WAS A REALLY NICE EXPERIENCE, THIS IS MY SECOND YEAR BUT THE FIRST TIME BEING ON A CAMPUS LOOKING AT ALL THE ACTIVITY AND EVERYTHING THAT GOES ALONG WITH OPEN HOUSE. AM ALWAYS ON THE OTHER END AS A TEACHER PRESENTING AND MAKING SURE THAT EVERYTHING IS GOING FINE AND HER STUDENTS ARE DOING EVERYTHING LIKE A SCAVENGER HUNT AND IT ACTIVITY WITH THE PARENTS. THAT WAY THEY CAN SHOWCASE THEIR AMAZING WORK. IT WAS REALLY NICE TO SEE FROM THE OUTSIDE THROUGH OUR DISTRICT THIS TIME. I REALLY ENJOYED HOW THE BELLFLOWER HIGH SCHOOL HAD THE TWIST ON BACK-TO-SCHOOL NIGHT. I THINK IT WAS AN EXPOSITION OF A LOT OF DIFFERENT PROGRAMS ON THEIR CAMPUS. THE GROUPS CLUBS THAT ARE AVAILABLE FOR THE KIDS AND I BELIEVE THEY ALSO INCORPORATED INFORMATIONAL MEETINGS FOR PARENTS FOR INCOMING MIDDLE SCHOOL AND HIGH SCHOOL STUDENTS. THAT WAS A DIFFERENT TWIST TO IT. BUT I ALSO ENJOYED MAYFAIR'S HIGH SCHOOL OPEN HOUSE. I GOT TO TALK TO SOME OF THE TEACHERS THAT ARE THERE WORKING HARD EVERY DAY AND ASKED THEM HOW THEY'RE DOING AND WHAT THEIR EXPERIENCES ARE. PARENTS SEEM TO BE VERY EXCITED TO BE ON CAMPUS AND IN PERSON. OVERALL IN MY OBSERVATIONS AND OPINIONS TO BE VERY SUCCESSFUL EVENT. THANK YOU TEACHERS, THANK YOU PRINCIPLES AND THANK YOU STUDENTS. I KNOW THAT DAY AND TWO NIGHTS WAS US SHOWCASING HER PARENTS AND HER PARTNERS WHAT WE WORK SO HARD TO DO ON A DAILY BASIS. HAPPY ST. PATRICK'S DAY COMING UP. THANK YOU VERY MUCH. >> THANK YOU SO MUCH BOARDMEMBER GARZA. NOW WE WILL HEAR FROM BOARDMEMBER DOCTOR ELHESSEN. >> THANK YOU, GOOD EVENING, EVERYONE. I WOULD LIKE TO SAY WE ARE LIVE STREAMING. WE ARE ALL IN SYNC AND I ALSO HAVE FEEDBACK IN THE BOARD ROOM. I ALSO PARTICIPATED IN MAYFAIR HIGH SCHOOL BACK-TO-SCHOOL NIGHT AND I WAS VERY HAPPY TO MEET OUR NEW PRINCIPAL MR. DIAZ. HIS VERY EXCITED ABOUT BEING A MAYFAIR HIGH SCHOOL AND GETTING TO KNOW STUDENTS AND GETTING TO KNOW THE TEACHERS AND IS VERY EXCITED ABOUT THE OPEN HOUSE AND WHAT A GREAT TURNOUT IT WAS. ALSO A PART OF CAL APPS I PARTICIPATED IN THE ACCREDITATION PROGRAM. AM VERY HAPPY ARE CAL APPS HAS GOTTEN A THREE-YEAR ACCREDITATION SO WE WERE DOING REALLY GREAT. I THINK THIS IS ALSO ASSIGNED OF OUR SUCCESS OF OUR PROGRAM AND SUSTAINABILITY OF OUR PROGRAM. I REALLY ENCOURAGE STUDENTS, COUNSELORS, PARENTS TO INQUIRE AND FIND OUT IF IT IS SOMETHING YOU WOULD LIKE TO PARTICIPATE IN. [00:15:03] I HAVE ALSO BEEN ASKED ON BEHALF OF THE BOARD TO READ A STAT STATEMENT. THIS HAS TO DO IN REGARDS TO EVERYONE OF US THAT RESPECTS THE RIGHTS FOR EVERYONE TO SPEAK THEIR VOICE. IN BRING MATTERS TO HER ATTENTION. AT THE LAST MEETING A SPEAKER, DURING PUBLIC, AND, ACCUSED THE BOARD AND THE SUPERINTENDENT OF ACCEPTING OR GIVING BRIDE AMONG OTHER CONDUCT. THIS IS NOT CORRECT OR CLOSE TO BEING CORRECT. WHILE I RESPECT PEOPLE'S RIGHT TO FREE SPEECH. YOU HAVE TO KNOW IT IS HARD AT TIMES TO SIT THROUGH SUCH DISPARAGING COMMENTS. SCHOOL DISTRICTS ARE HELD TO HIGH LEVELS OF ACCOUNTABILITY STANDARDS. AUDITING AND MONITORING. AUDITORS ARE HIRED BY THE DISTRICT ALONG WITH FISCAL MONITORING THROUGH THE COUNTY. IF THERE IS ANY USE OF PUBLIC FUNDS FOR AN IMPERMISSIBLE PURPOSE. THE SUPERINTENDENT, THE BOARD AND THE DISTRICT STAFF WOULD BE RESPONSIBLE TO REPORT IT. WHILE THAT IS A FUNCTION OF THE AUDIT PROCESS AND INTERNAL STAFF CONTROLS AND BEYOND THE SCOPE OF THE BOARD'S RULE. THE BOARD TAKES SERIOUSLY ANY ISSUE AS THE FINANCIAL ACCOUNTABILITY. WHILE WE DEFEND THE RIGHT OF PUBLIC TO MAKE COMMENTS. OUR JOB IS ELECTED MEMBERS OF THE BOARD IS TO MAKE THE BEST DECISIONS THAT WE CAN BASED ON WHAT IS THE BEST INTEREST OF OUR STUDENTS AND OUR STAKEHOLDERS. THANK YOU. >> THANK YOU SO MUCH DOCTOR ELHESSEN. >> I WANT TO SAY THAT IT ATTENDED THE OPEN HOUSE AT BELLFLOWER HIGH SCHOOL. IT WAS LIKE A PEP RALLY TO ME. IT WAS VERY EYE-OPENING AND SUCH A PLEASURE TO SEE THE EXCITEMENT IN THE STAFF AND AS THEY SHOWED US UPGRADED FACILITIES. EVEN MY OWN DAUGHTER WAS LIKE IT WAS NOT LIKE THIS WHEN I WAS HERE. NOW SHE WANTS TO TAKE ANOTHER CLASS OVER AGAIN TO BE IN THE ENVIRONMENT. I ALSO SHOWCASED A LITTLE BIT OF MY FLAG TWIRLING SKILLS. IT WAS LIKE A PEP RALLY. YOU HAVE THE CHORUS SINGING IN THE CHEERLEADERS CHEERING AND I SAW THE FLAGS AND I HAD TO SHOW MY HAD TO DO THOSE TWO. I CONTROLLED FLAGS. I HAD A LOT OF FUN. I ALSO WENT TO THE PTA REORGANIZE THAT SAME EVENING. I ALSO WENT TO THE PTA REFLECTIONS THAT WAS HELD HERE IN THE BOARD ROOM AND THAT'S WHERE I MET OUR NEW PRINCIPAL OF MAYFAIR MR. DIAZ. THE REFLECTION WAS REALLY NICE. WE HAD ONE KID THAT HAD SO MANY AWARDS. HIS PARENTS, AND TRULY TEACHERS, EVERYONE WAS SO PROUD OF HIM. THEY TOOK PICTURES BY THEIR WORK. IF IT WAS SOME WORK THAT WAS NOT DISPLAYED ON THE BOARD BUT YOU COULD SEE THEM. I GUESS SOMETIMES THEY DID THE VIDEOS. IF THEY HAD VIDEOS UPLOADED AND YOU ASKED THEM FOR THE LINK, YOU COULD SEE YOU THEN. IT WAS FUN TO SEE THE KIDS BEING SO PROUD OF THEIR WORK AND GETTING THEIR WORDS. I HAVE A LETTER I WANT TO READ ON BEHALF OF MRS. SANCHEZ-RAMIREZ. THIS IS PROVIDER. I WOULD LIKE TO BEGIN WITH A BIG THANK YOU TO EVERYONE. PARENTS, MY FELLOW BOARD MEMBERS, SUPERINTENDENT AND STAFF IN OUR DISTRICT. YOUR HARD WORK AND DEDICATION IS AMAZING. IT WAS A DIFFICULT DECISION BUT I AM INFORMING YOU THAT I AM RESIGNING FROM THE BOARD. EFFECTIVELY FRIDAY APRIL 1, 2022. IT WAS AN HONOR TO SERVE AS A BOARD MEMBER. I WILL CONTINUE TO SERVE YOUR COMMUNITY IN A DIFFERENT CAPACITY. IT WAS A WONDERFUL EXPERIENCE. I ENJOYED MY TIME ON THE BOARD. I WILL MISS YOU ALL. IT'S NOT ABOUT HOW MUCH YOU DO THAT HOW MUCH LOVE YOU PUT INTO WHAT YOU DO THAT COUNTS. THAT IS A QUOTE BY MOTHER TE TERESA. ONCE AGAIN, THANK YOU. GOD BLESS OUR DISTRICT IN GOD BUT SHE WHILE, SINCERELY LAURA SANCHEZ-RAMIREZ. [00:20:13] >> IT IS TIME FOR STAFF COMMENTS. >> I WOULD LIKE TO MAKE ONE COMMENT AND PIGGYBACK ON YOUR INFORMATION THAT SHOULD YOU SHARED ABOUT THE REFLECTION PROGRAM. I WANTED TO ON BEHALF OF THE BOARD AND THE DISTRICT THANK PTA FOR HOSTING THE EVERY YEAR. IT'S AN AMAZING EVENT THAT GIVES OUR KIDS AN OPPORTUNITY TO SHINE INTO TEN DEFIANT KIDS WHO ARE INVOLVED IN THAT EXPERIENCE IN SCHOOL. FOR INSTANCE ONE OF THE STUDENTS I COULD NOT BE THERE WAS DOING A DANCE COMPETITION IN PERU. SOME AMAZING OPPORTUNITIES TO SEE A DIFFERENT SIDE OF CHILDREN TO THE ARTS. I WANT TO THANK THEM FOR THEIR HARD WORK. IT TAKES A LOT OF TIME TO ORGANIZE THAT AT THE SITES AND THE DISTRICT LEVELS. THANK YOU TO PTA FOR THAT. >> WE HAVE ONE RECOGNITION TONIGHT, MS. MAY EXPERIENCE? >> WE DO. I WOULD LIKE THE BOARD TO COME DOWN FRONT. THIS EVENING WE ARE RECOGNIZING MAYFAIR GIRLS BASKETBALL. >> AND PICKING UP THE MAYFAIR GIRLS VARSITY TEAM AND COACH COME TO THE FRONT. AS THEY ARE GETTING ORGANIZED. THE 2021 - 2022 SEASON WAS AN EXCITING. FOR THE LADIES VARSITY BASKETBALL TEAM. WITH LIMITED NEW NUMBERS THE MAJORITY OF THE YOUNG TEAMS MEMBERS HAVE LITTLE TO NO VARSITY EXPERIENCE. FROM THE BEGINNING OF PRESEASON THE TEAM WORK TIRELESSLY IN CONDITIONING AND PRESEASON PRACTICE IN PREPARATION FOR WHAT WOULD BE FOR MANY, THE FIRST FULL SEASON OF HIGH SCHOOL BASKETBALL. DECEMBER WAS PACKED FULL OF EXCITEMENT WITH THE LADIES STUDENTS PLAYING PHENOMENAL BASKETBALL WHILE POSTING A 7 - 1 RECORD OVER THE COURSE OF TWO TOURNAMENTS. BY THE START OF SUBURBAN LEAGUE GAMES, THE LADIES CONTINUE THE INSPIRED PLAY BY GOING UNDEFEATED TO NOTCH A FOURTH CONSECUTIVE LEAGUE CHAMPIONSHIP. >> IMPORTANTLY THEY WERE UPSET IN THE SECOND ROUND OF PLAYOFFS FINISHING WITH A 17 - FOR. >> RECORD. CONGRATULATIONS. WE HAVE WITH US TONIGHT COACH CINNAMON GARRETT. LET'S START WITH TEAM MEMBERS. WHY DON'T YOU INTRODUCE YOURSELF. IF THERE IS ANYONE IN THE AUDIENCE TO SUPPORT YOU IF YOU WOULD LIKE TO DO SO FEEL FREE. WE WILL START ON THAT END ABSOLUTELY. [INAUDIBLE]] [INAUDIBLE] [CLAPPING]] >> ON BEHALF OF THE BOARD, CONGRATULATIONS FOR ALL OF YOUR HARD WORK IN ACHIEVEMENTS THIS YEAR. LET'S GIVE THEM ONE MORE ROUND UPOF APPLAUSE. [00:25:12] THIS CONCLUDES RECOGNITIONS FOR THE EVENING. WERE THEY ABLE TO GET PICTURES? >> ALL RIGHT, COMMUNICATIONS. IT IS TIME FOR COMMUNICATIONS MS. MCSPARREN. >> I WOULD LIKE TO REPORT THAT COMPLETED THE MANDATE FOR THE 2021% SECOND FINDINGS OF SCHOOL SITE VISITS AND MONITORING AS REQUIRED BY THE WILLIAMS SETTLEMENT LEGISLATION. THE FIRST QUARTER FOCUSED ON INSTRUCTIONAL MATERIALS, CONDITIONAL FACILITIES, ACCURACY DATA ON THE REPORT CARDS AND TEACHER ASSIGNMENTS AND TEACHER VACANCIES. THE SECOND QUARTER FOCUSED ON THE AREA OF SUFFICIENCY OF JUNCTIONAL MATERIALS, CONDITION OF FACILITY, ACCURACY OF DATA, AND TEACHER MISSED ASSIGNMENTS IN VACANCIES IN UNIFORM COMPLAINTS. THE SITE VISITED IN THE FIRST CORNER WERE THOMAS JEFFERSON AND FRANKIE WOULD WORK. THE SITE WAS RAMONA. THANK YOU TO THE DEDICATION OF OUR STAFF AND SITE LEADERSHIP AND OUTSTANDING CUSTODIAN FRANKIE WOODWORTH RECEIVED A GOOD RATING AND THOMAS JEFFERSON AND RAMONA EXEMPLARY STATUS. WOODRUFF WAS AN AREA OF CONCRETE AND ONCE THAT WAS REPORTED THERE WOULD BE AN EXEMPLARY STATUS. THE NEXT VISIT. I ALSO HAVE AN UPDATE ON MASKING. AS I SHARED ON THE SUPERINTENDENTS UPDATE EFFECTIVE SATURDAY MARCH 12, IT WILL NOT BE REQUIRED ON CAPE 12 SETTINGS PER THAT DOES NOT INCLUDE SCHOOL BUSES. THIS MEANS MASKS WILL BE OPTIONAL BASED ON PERSONAL PREFERENCE IN ALL SCHOOL SETTINGS. WE WILL STILL SEE SOME PEOPLE WEARING MASKS AT SCHOOL. PERIOD OF QUESTION THAT WAS ASKED ABOUT VOLUNTEERS. WE'VE BEEN ALLOWING VOLUNTEERS ON CAMPUS. VOLUNTEERS ARE DETERMINED ON CAMPUS AND WHAT TASK THEY WILL BE HAPPY WITH. VOLUNTEERS HAVE TO FOLLOW THE GUIDELINE UP WOULD BE A NEGATIVE TEST OR VACCINATION BEFORE COMING ONTO THE CAMPUS. JUST LIKE STAFF MEMBERS HAVE TO DO. QUESTIONS HAVE BEEN RECEIVED ABOUT VACCINATIONS. WHETHER OR NOT OUR KIDS HAVE TO BE VACCINATED STARTING NEXT FALL. AT THIS TIME IT IS UNCERTAIN. WHEN THE GOVERNOR MADE THE STATEMENT THAT WE ARE GOING TO HAVE STUDENTS VACCINATED IT WAS WHEN VACCINES HAD FULL FDA APPROVAL. HE PUT IN AGE RANGES. THE ONLY AGE RANGE IS 16 AND ABOVE THAT HAS FULL FDA APPROVAL. THE AGE RANGE WAS MIDDLE SCHOOL HIGH SCHOOL TOGETHER. WE ARE STILL WAITING ON INFORMATION WHETHER THAT THAT WILL TAKE EFFECT FOR THE FALL. WE NEED TO GO INTO EFFECT PRIOR TO SUMMER FOR THAT TO HAPPEN BASED ON WHAT HE SAID BEFORE. WE'RE STILL WAITING ON INFORMATION, WE DON'T HAVE ANY INFORMATION AT THIS TIME. THAT IS ALL THAT I HAVE AT THIS TIME. >> THINK YOU MISS MISS MIX. WE DO NOT HAVE A PUBLIC HEARING [8. ACTION] OR ANY REQUEST ADDRESSING A PUBLIC ITEM. THIS MIXTURE AND WE HAVE ANY FOR THIS EVENING? >> YES THERE ARE SEVERAL CORRECTIONS. A CORRECTION ON 8323. EMPLOYMENT OF CLASSIFIED PERSONNEL. ON PAGE THREE MODESTO, THAT NAME IS MISSPELLED THAT SHOULD CORRECT HIS NAME ON PAGE TWO. BOARD ITEM 8331 THE COMPLETION IMPROVEMENT GRANT. WE HAVE RECEIVED SINCE THE BOARD AGENDA WAS POSTED. WE HAVE UPDATED THAT TO THE NEW ALLOCATION OF $1,000,188. THE PLAN HAS BEEN ADJUSTED TO ACCOUNT FOR THE ADDITIONAL FUNDS AND ON PAGE TWO AND THE FIRST BLUE SECTION THE WORD STUD WAS SUPPOSED TO BE STUDIED. THAT HAS BEEN CORRECTED. [00:30:03] COPIES OF THE REVISION ON THE BACK TABLE AND ONLINE ON OUR AGENDA ONLINE. THERE IS ALSO A CORRECTION TO BOARD ITEM 835-92-2301 NETWORK DATA SWITCHES. THE CORRECTION IS TO AMEND THE RECOMMENDATION TO STATE THAT THE BOARD OF EDUCATION AWARD THE BED 2223 -- ONE TO ONTARIO CALIFORNIA FOR THE AMOUNT OF $2,307,172.72. A BID PROTEST REVEALED THAT DIME TECH THE AWARDEE DID NOT MEET A SPECIFIC PART OF SPECIFICATION. THEREFORE IT IS THE LOWEST RESPONSE. THAT CONCLUDES CORRECTIONS. >> THANK YOU SO MUCH SUPERINTENDED MCSPARREN. THE NEXT ITEM OF BUSINESS IS APPROVAL OF MINUTES. DRIVE A MOTION TO APPROVE ITEM 8.2.1? >> SO MOVED. >> TO HAVE ANY QUESTIONS OR COMMENTS. DO I HAVE A SECOND? DO WE HAVE ANY QUESTIONS OR COMMENTS? >> YES MADAM PRESIDENT. I HAVE A COMMENT. IN THE REQUEST. UNDER ITEM 8.2.1 WHERE IT SAYS VISITORS AGENDA ITEMS WITH AGENDA ITEM 2.2 THE VIOLATION PERFORMANCE. THE MINUTES I AM REQUESTING THEY NEED TO BE AMENDED TO REFLECT MR. LOPEZ PUBLIC, AS HE REPRESENTED TO THE BOARD. FROM PERSONAL CONCERN IN ATTORNEY SALARY TO PERSONAL CONCERN WITH THIS SUPERINTENDENT IN THE ATTORNEY SALARY. THERE IS ALSO A SECOND ONE IN PARAGRAPH STARTING WITH AGENDA ITEM 9 .2. THE MINUTES I RECOMMEND THE MINUTES NEED TO BE AMENDED TO REFLECT MRS. ROBERT'S PUBLIC COMMENT AS SHE REPRESENTED TO THE BOARD IN REGARDS TO PERSONNEL MATTERS TO PERSONAL MATTERS WITH REGARD TO THE SUPERINTENDENT. THE REASON BEHIND THAT IS BECAUSE THE WAY IT IS WORDED DOWN IS VERY BROAD. IT'S A PERSONAL CONCERN. BUT WE WANT TO MAKE SURE SINCE THESE ARE HISTORICAL DOCUMENTS WE WANT TO MAKE SURE EVERYTHING IS DOCUMENT INCORRECTLY. AND SOMEONE READS THE MINUTES LATER ON UNDERSTANDS THE COMMENT WAS MADE WITH REGARD TO THE SUPERINTENDENT. NOT NECESSARILY THE WHOLE STAFF OF T DE UST. >> ARE YOU TALKING ABOUT A POINT WHEN? 8.2.1? >> YES THE REGULAR MEETING. >> MR. LOPEZ, IS UNDER THE SUPERINTENDENT EVALUATION SO THE ITEM GOES WITHOUT SAYING. >> THAT IS NOT VERY SPECIFIC ON THE MINUTES WHERE IT IS STATED. IF WE CAN MAKE THAT MORE SPECIFIC. IF ANYONE LOOKS AT IT RIGHT NOW IT IS ANY STAFF MEMBER. HE COULD BE A CUSTODIAN, A PRINCIPAL, IT COULD BE AN ELECTRICIAN AT THIS POINT. BUT MY RECOMMENDATION IS THAT WE ADD WITH REGARD TO THE SUPERINTENDENT. >> SHE IS CORRECT. IT STATES ITEM 7 .4 UNDER AGENDA ITEMS. AGENDA ITEM 2.2. HE SPOKE AND HE SPECIFICALLY CALLED OUT OUR SUPERINTENDENT. IT IS NECESSARY TO REFLECT ACCURATE MINUTES. AS SHE SAYS, IT'S A HISTORICAL DOCUMENT. IT GOES DOWN WITH OUR NAMES ON IT. JAN TO SAY IN REGARDS TO PERSONAL CONCERNS, THAT IS TOO GENERIC. AS SHE SAYS, CAN BE A JANITOR, TEACHER, WHO KNOWS WHAT. >> IT IS ACTUALLY STATING AS PRESIDENT ARMSTRONG'S STATED. SUPERINTENDENCE EVALUATION PERFORMANCE. [00:35:03] STEPHEN LOPEZ IN REGARDS TO PERSONAL CONCERN REFERENCING SUPERINTENDENT AND ATTORNEY SALARY. >> THAT'S AT THE BEGINNING. IF YOU ARE READING THE DOCUMENTS IN ACTUAL MINUTES IT GOES BACK TO MR. LOPEZ AND IN ANOTHER SECTION WHERE WE TALK ABOUT PERSONNEL WHEN IT REALLY SHOULD BE SUPERINTENDENT. THAT'S WHAT THEY WERE TALKING ABOUT. >> I'M NOT FOLLOWING YOU. >> READ 7.4, PUBLIC HEARINGS. WHERE DO YOU SEE SUPERINTENDENT. >> RIGHT HERE THE AGENDA ITEM 8.2, SUPERINTENDENT EVALUATION PERFORMANCE. STEPHEN LOPEZ AND REGARDS TO PERSONNEL CONCERN. >> LET'S GO TO A DIFFERENT PAGE. >> THERE'S TWO OTHER SECTIONS IN THE MINUTES WHICH REFERENCED A PERSONNEL WHEN IT SHOULD SAY SUPERINTENDENT. >> WHERE IS THAT? >> SECTION 27.4 ITEM 2.2. ALSO 9.2 UNDER CAROLYN ROBERTS COMMENTS. SHE TO WAS TALKING ABOUT OUR SUPERINTENDENT. WE HAVE A VERY GENERIC, SOME BAZAARS STAFF MEMBER IS BEING CONDEMNED BY THE PUBLIC. IT WAS NOT A BIZARRE PERSON. IT WAS THE SUPERINTENDENT BEING CONDEMNED. IT SHOULD REFLECT THAT. >> IT SHOULD REFLECT THAT. >> 9.2 VISITORS NON-AGENDA ITEMS? >> 7.4 VISITORS AGENDA ITEMS AND THIS IS AGENDA ITEM. WILL SUPERINTENDENT EVALUATION PERFORMANCE STEPHEN LOPEZ IN REGARD TO PERSONAL CONCERN. PERSONAL CONCERN MY RECOMMENDATION IS THAT WE ADD PERSONAL CONCERN WITH REGARD TO SUPERINTENDENT AND ATTORNEY SALARY. AND THEN AT THE BOTTOM IT SAYS AGENDA ITEM 9 .2. VISITORS NON-AGENDA ITEMS CAROLYN ROBERTS INTO PERSONNEL MATTERS. SHE MADE A COMMENT ABOUT SUPERINTENDENT. IT WAS NOT JUST A PERSONAL MATTER. IT NEEDS TO BE CLARIFIED CHOSE NOT ARCHED GENERIC. IF ANYONE LOOKS AT IT CAN BE INTERPRETED AS A JANITOR, A SCHOOLTEACHER AT THIS POINT. WE NEED TO MAKE SURE WE ARE CLEAR AND THERE IS CLARITY. THIS IS A HISTORICAL DOCUMENT. MY RECOMMENDATION IS THAT WE ADD IN REGARDS TO THE SUPERINTENDENT. >> I MUST BE MISSING A PAGE, I DON'T SEE IT, I'M SORRY. >> DID YOU READ THE MINUTES? >> I DID IS RIGHT HERE. >> DID YOU READ THE MINUTES IN TOTAL? >> WHAT'S GIVEN TO ME, RIGHT HERE. >> IF YOU GO BACK TO THE OLD MINUTES. >> THE SCHOOL DISTRICT BOARD MINUTES. >> WERE TALKING ABOUT IN FEBRUARY. >> YES FEBRUARY. >> 2022 REGULAR MEETING. >> ALWAYS LOOKING AT A DIFFERENT PAGE. I WAS NOT FOLLOWING THE. >> MAYBE WE NEED TO NUMBER THESE. >> YOU NEED TO TAKE YOUR MASK OFF I CAN BARELY HEAR YOU. >> WE NEED TO NUMBER THESE IN THE FUTURE SO IT'S EASIER TO REFERENCE. DAD WHERE HE SAYS AGENDA ITEMS, CAROLYN ROBERTS IN REGARDS TO PERSONNEL MATTERS. THE RECOMMENDATION, MY RECOMMENDATION IS THAT WE SPECIFY WHO THE PERSONNEL MATTER WAS PERTAINING TO. IN THIS CASE IS THE SUPERINTENDENT. PERIOD IT IS NOT CLEAR. >> I AGREE WITH THAT. THAT'S WHY I WAS READING WHEN I SAW THE PERSONNEL. THAT WAS MY FIRST THOUGHT, WHAT JANITOR ARE WE TALKING ABOUT. THAT'S WHAT I THOUGHT. >> I AGREE. >> IT IS TOO BIG WE NEED TO BE CLEAR ABOUT WHO THEY'RE TALKING ABOUT. >> YES THE COMMENT WAS CLEAR WHEN IT WAS MADE. MRS. ROBERT'S THE MR. LOPEZ DID ADDRESS CONCERNS ABOUT THE [00:40:04] SUPERINTENDENT, NOT ABOUT A JANITOR OR SCHOOLTEACHER, IT WAS VERY SPECIFIC AND I THINK OUR MINUTES NEED TO REFLECT THAT. >> WHAT IS IT -- HOW IS IT THAT YOU WANT IT. >> YOU HAVE A MOTION TO APPROVE MINUTES AS SUBMITTED. YOU NEED TO TAKE A ROLL CALL AND IF IT PASSES THEN IT PASSES. AND IF IT DIES AN AMENDED MOTION CAN BE MADE. >> I WOULD MAKE AN AMENDED MOTION AT THIS TIME. >> YOU NEED TO TAKE ROLL CALL ON THE EXISTING MOTION FIRST. >> THE EXISTING MOTION IS THE APPROVAL OF THE PEPPERY TENTS REGULAR MEETINGS. WE HAD A FIRST AND A SECOND, WE OTHER COMMENTS. I WANTED TO ROLL CALL. >> DOCTOR ELHESSEN. >> AYE. >> DOCTOR DOWNING. >> NO. >> MRS. GARZA. >> KNOWS HE MET MRS. ARMSTRONG. >> WE ARE GOING TO DISCUSS THIS. >> RIGHT NOW THE MOTION ON THE TABLE IS TO ACCEPT THE MINUTES AS SUBMITTED. >> WITHOUT CORRECTING. >> WITHOUT CORRECTION. >> WE DISCUSSED IT ALREADY. >> I'M GOING TO SAY NO. >> I WOULD LIKE TO MAKE AN AMENDED MOTION THAT WE APPROVE THE MINUTES WITH THE CORRECTIONS REQUESTED BY MYSELF AND MRS. GARZA REFLECTING IT WAS THE SUPERINTENDENT THAT THESE PEOPLE WERE REFERRING TO. MR. LOPEZ AND MRS. ROBERTS. CAROLYN ROBERTS. CAN I HAVE A SECOND ON THAT MOTION. >> I WOULD AGREE. >> PERSONNEL CONCERN WITH THE SUPERINTENDENT AND ATTORNEY SALARY FOR 7.4 AND IN REGARDS TO PERSONAL MATTERS. IT WOULD BE PERSONNEL MATTERS IN REGARD TO THE SUPERINTENDENT. >> IT IS A MINOR CHANGE BUT IT IS IMPORTANT AS WE SAID IS HISTORICAL DOCUMENT. IT SHOULD BE ACCURATE. >> IS IN REGARD TO THE PERSONNEL SUPERINTENDENT. >> YOU JUST WANT TO ADD THAT? >> YES JUST CHANGE THE WORD. >> OUT THE ONE WORD. THOSE WERE THE COMMENTS THAT WERE PRESENTED TO THE BOARD. >> THIS IS WHAT I'M HAVING AN ISSUE WITH. PERSONAL MATTERS IS BROAD. BUT WHEN YOU ARE REALLY SPECIFIC LIKE THAT THEN IT IS KIND OF LIKE YOU'RE GETTING CLOSE TO CONFIDENTIAL BECAUSE IT'S EASY TO IDENTIFY HER. I'M JUST TRYING TO PROTECT ANY EMPLOYEE. IT KINDA GOES WITHOUT SAYING, WE HAVE THE COMMENTS, IT IS ON RECORD. ME MYSELF, I THINK IT'S OKAY THE WAY IT IS. THE SUPERINTENDENT, YOU MIGHT AS WELL JUST PUT HER NAME ON THERE. IT'S JUST LIKE WHEN THEY'RE ACCUSING US OF TAKING MONEY, YOU MIGHT AS WILL JUST PUT OUR NAME ON THERE. YOU KNOW? >> WE ARE TALKING ABOUT ITEM 7 .4 ON OUR AGENDA BOOK WHICH FALLS UNDER SUPERINTENDENT. THIS IS APPROVAL OF THE MINUTES. WERE TALKING ABOUT THE OLD MINUTES. ON PAGE 7.4 APPROVED LOOK AT THAT PAGE AND THE SECOND PARAGRAPH AGENDA ITEMS 2.2 SUPERINTENDENT STEPHEN LOPEZ IN REGARDS TO A PERSONAL CONCERN AND ATTORNEY SALARY. HE WAS TALKING IN REGARDS TO THE SUPERINTENDENT CONCERNS AND ATTORNEY SALARY. [00:45:03] >> YOU ARE FRUSTRATING, I'LL TELL YOU. IT ALSO SHOWS UP FURTHER DOWN AGENDA ITEM 9 .2 WERE CAROLYN ROBERTS TALKS IN REGARDS TO SUPERINTENDENT PERFORMANCE MATTERS. NOT PERSONNEL MATTERS. YOU CAN'T JUST PROBABLY SAY PERSONNEL MATTERS. SAME PAGE. [INAUDIBLE] >> THEY ARE THE SAME THING. >> IT SOUNDS PETTY BUT IT IS IMPORTANT, IT REALLY IS. I HAVE BEEN TO A LOT OF BOARDS FOR A LOT OF ORGANIZATIONS IN THE CITY OF BELLFLOWER. AS PETTY AS IT MAY SOUND IT'S IMPORTANT TO BE ACCURATE. >> ALL RIGHT,. >> MOTION TO AMEND. >> WITH CORRECTIONS, CAN WE DO THAT? >> POINT OF ORDER, IF YOU REMEMBER LAST MONTH. MS. ARMSTRONG STARTED DOING NON-AGENDA ITEMS AND REORDERED THE AGENDA. THAT IS WHY THEY ARE ALL IN THE SAME SPOT WHICH IS A LITTLE CONFUSING. >> DO I HAVE A MOTION TO APPROVE THE MINUTES WITH THE CORRECTION? >> POINT OF ORDER YOU ALREADY HAVE A MOTION BY MR. DOWNING AND A SECOND BY YOURSELF. IF THERE IS NO MORE DISCUSSION THERE WILL BE A ROLL CALL. >> ROLL CALL. >> MR. DOWNING. >> AYE. >> MRS. GARZA. >> AYE. >> DOCTOR ELHESSEN. >> AYE. >> THANK YOU SO MUCH I LOVE THAT DISCUSSION. >> I MAKE A MOTION TO APPROVE THE CONSENT AGENDA AND WITHHOLD ITEMS 8.3.1.2. 8.3.3.1, 8.3.5.5, 8.3.5.7, AND 8.3.5.9. DO I HAVE A SECOND TO APPROVE THE CONSENT AGENDA? >> SO MOVED. >> DO WE HAVE QUESTIONS OR COMMENTS? >> I DO. >> PLEASE PROCEED. >> THANK YOU PRESIDENT ARMSTRONG REGARDING 8.3.5.5 WE HAD PREVIOUSLY DISCUSSED. >> MR. DOWNING THAT WOULD BE DISCUSSED WHEN THE ITEM IS ACTUALLY ADDRESSED BY THE BOARD. >> OKAY, SORRY. I HEARD THE NUMBER,. >> WE ARE WITHHOLDING IT SO WE CAN DISCUSS IT. >> DO WE HAVE A ROLL CALL? >> MR. DOWNING. >> AYE. >> DOCTOR ELHESSEN. >> AYE. >> MRS. GARZA. >> AYE. >> MRS. ARMSTRONG. >> AYE. >> THE NEXT ITEM OF BUSINESS IS THE ITEMS WITHHELD FROM THE CONSENT AGENDA. THE FIRST AGENDA ITEM WITHHELD TONIGHT'S AGENDA ITEM 8.3.1.2. THIS IS THE SELECTION OF MEMBERS TO THE CALIFORNIA SCHOOL BOARDS ASSOCIATION DELEGATE ASSEMBLY 2022. DO I HAVE A MOTION? >> I MOTION THAT WE ACCEPT ALL SIX CANDIDATES. >> I WILL SECOND THAT MOTION. >> DO WE HAVE ANY QUESTIONS OR COMMENTS? >> I PERSONALLY KNOW AND PHILLIPS. WE'RE TOGETHER. I HAVE MET THESE BOARD MEMBERS AND I WOULD BE HAPPY FOR THEM TO REPRESENT US IN A REPRESENTATIVE ASSEMBLY. CAN WE HAVE A ROLL CALL. [00:50:05] >> MRS. GARZA. >> AYE. >> DOCTOR ELHESSEN. >> AYE. >> MR. DOWNING. >> AYE. >> MRS. ARMSTRONG. >> AYE. >> THE NEXT AGENDA ITEM WITHHELD TONIGHT'S AGENDA ITEM 8.3.3.1. A 3G COMPLETION IMPROVEMENT GRANT PROGRAM PLAN TO I HAVE A MOTION? >> SO MOVED. >> TO I HAVE A SECOND. >> SECOND. >> DO WE HAVE ANY QUESTIONS OR COMMENTS? >> I HAD SOME QUESTIONS REGARDING. >> PLEASE PROCEED. >> THE WHOLE PROGRAM IS THE PLAN DESCRIPTION THAT TALKS ABOUT SUPPORTING FOR TUTORING. WE PROVIDE EL SUPPORT FOR RECOVERY OF COURSEWORK. THIS IS VERY SIMILAR TO OUR BASS PROGRAM AND A SENSE BECAUSE IT COVERED ALL STUDENTS BEFORE AND AFTER SCHOOL CARE. BUT DURING THAT PERIOD OF TIME THEY ALSO GOT TUTORING AND HELP WITH THE CLASSWORK BEFORE THEY STARTED SCHOOL. THE OTHER ISSUE. THE AB TESTING FEES FOR STUDENTS FOR REGISTERING. WE HAVE A FEE. I SAY WE DO AWAY WITH THE FEET. THESE STUDENTS ARE INDIGENOUS, THE TITLE I STUDENTS. WHATEVER THAT COST WILL BE A $5 OR $100. WE SHOULD WAIVE THAT FEE AND PAY THAT FEE OURSELVES. THE STUDENTS DON'T NEED ANOTHER FINANCIAL BURDEN ON THEMSELVES. >> I DON'T KNOW IF YOU RECALL THAT WE SPOKE ON WORKING ON SOMETHING THAT IS GOING TO HELP SOFTEN THE FEES. DIDN'T WE HAVE THAT DISCUSSION BEFORE? >> MRS. CARTER? >> PART OF THE GRANT WOULD FOCUS ON AP EXAM WAIVERS. WE'RE LOOKING AT THE GRANT ITSELF FOR UNDUPLICATED STUDENTS. WE ARE LOOKING AT AP EXAM WAIVERS. >> OKAY. >> THANK YOU SO MUCH. ANY OTHER QUESTIONS OR COMMENTS? >> THAT WAS ONE OF MY COMMENTS THAT THE FUNDS BE USED FOR THAT. >> THE SECOND ONE I HAVE IS REGARDING, A COUPLE PAGES MORE. IT'S REGARDING THE PLAN DESCRIPTIONS ON THE NEXT PAGE. WE HAD 1009 STUDENTS TEN THROUGH 12TH GRADE WEB AS GRADES. WE ALSO HAVE ANOTHER 1268 THROUGH 12TH GRADE. THE HAVE A D GRADE. IT SEEMS TO ME, IT IS THE SAME GROUP BUT IT'S NOT AS TWO DIFFERENT GROUPS, WE HAVE MORE THAN 2000 STUDENTS THAT AREN'T MAKING THE GRADE. HE GOT ONE OR TWO BAD GRADES IN THE SCORECARD. THAT PREVENTS THEM FROM GOING ON TO COLLEGE. THERE MIGHT BE SOME THAT DON'T PLAN ON GOING TO COLLEGE BUT I WOULD HOPE THEY WOULD GO TO JUNIOR COLLEGE. DOES THAT PREVENT THEM FROM DOING THAT? >> NO IT DOES NOT. SARAH'S COLLEGE HAS A COLLEGE PATHWAY THAT STUDENT TO COMPLETE CERTAIN REQUIREMENTS CAN GET TWO YEARS FREE. WE DO FIND THAT SOME KIDS ARE OPTING STRAIGHT INTO THE PATHWAY FOR THE FIRST TWO YEARS AND THEN DOING TRANSFER OPTIONS. THAT IS REDUCING SOME OF THE STUDENTS THAT ARE GOING STRAIGHT TO FOUR-YEAR. OUR GOAL WITH THIS IS TO REDUCE THE BARRIER AND REMOVE THAT ISSUE WHERE IF THEY GOT A D, IN THE PAST IT WAS DIFFICULT TO RETAKE SUMMER SCHOOL. COURSES WERE ONLY ISOLATED TO STUDENTS WITH MATH FOR PRIORITY. THIS IS OPENING UP SO THEY CAN TAKE IT TO THE CREDIT RECOVERY OPTION AS OPPOSING TO TAKE ANOTHER. DURING THE REGULAR SCHOOL YEAR. >> IS THAT GRADE REPLACED AND IT WON'T SHOW UP AS AN F? YOU KNOW WHAT I'M SAYING ON THE FINAL REPORT? >> THE GRADES DO NOT REPLACE, THEY STILL SHOW ONE THING THAT [00:55:01] IS BEING LOOKED AT. I LET MRS. CARTER TALK ABOUT IF YOU WANT ME TOO CONTINUE. CURRENTLY WHEN A RECEIVES A LOW-GRADE THAT IS AVERAGING INTO THEIR GPA. IT IS STILL PENALIZING THEM. WE ARE LOOKING AT SURROUNDING DISTRICTS WHO DON'T DO THAT. IT IS AN EQUITY ISSUE WITH COLLEGE ADMISSIONS AND BEING COMPETITIVE. THAT IS ONE THING THE CURRICULUM LEADERS GROUP IS LOOKING AT ADJUSTING THAT SO THE NOT PENALIZE. IF THE RETAKE OF COURSE WERE RE-EARN THOSE CREDITS THAT ARE PENALIZED FOR THE NEXT FOUR YEARS WHICH WAS THE POINT OF THE NO MARKS DURING COVID WAS TO NOT PENALIZE THEM BASED ON THE ALTERNATIVE LEARNING SETTING. >> THE RETAKING OF THE CLASS WE ARE NOT SUPPLANTING THE F GRADE OR THE D GRADE, OR WERE WE THINKING ABOUT DOING THAT. >> THAT IS SOMETHING THAT IS BEING CONSIDERED TO MATCH OTHER DISTRICTS. >> I WOULD HOPE WE CAN DEFINITELY CONSIDER THEM. THEY CAN TAKE THE CLASS OVER. IN ADVANCE TO GRADES WHICH AVERAGES OUT TO THE POOH-POOH PILE. IT WOULD'VE BEEN BETTER TO GIVE HER THE OLD SCORE AND USE THE NEW SCORE. >> I'M SURE MS. CARTER WOULD BE HAPPY TO SHARE THE SENTIMENT IN THE DISCUSSION WITH CURRICULUM LEADERS. >> THANK YOU. >> YOU ARE WELCOME. >> TO BE HAVE ANY OTHER QUESTIONS OR COMMENTS? >> WE HAVE ELKA FOR AP STUDENTS. WE'RE DECREASING THE COST BUT I'M LOOKING AT ONE THAT WOULD DELETE THE COST RATHER THAN DECREASE AND ELIMINATE THE COST FOR THE STUDENTS TAKING THOSE TEST. HAVING BEEN AN AP MYSELF AS A KID. I NEVER PAID A DIME TO TAKE THE TEST. THAT IS DECADES AGO BUT TIME SHOULD NOT CHANGE THAT MUCH. WHEN YOU'RE HARD UP FOR MONEY YOU ARE HARD UP FOR MONEY. YOU ARE HURTING FOR FOOD. LET'S DO THE BEST WE CAN FOR THE STUDENTS. THE WORDING IS THERE TO DECREASE BUT I SAY WE SHOULD ELIMINATE THE COST. >> IF THAT WAS POSSIBLE 11. I HAVE TO PAY FOR THOSE TEST FOR MY CHILDREN. >> I HAD FIVE SISTERS. >> AND WE CAN PICK UP THE CHANGE AND JUST ELIMINATE THE COST FOR THOSE FAMILIES. >> I DON'T KNOW IF WE CAN CHANGE THE WORDING TONIGHT BUT I WOULD LIKE TO OPPOSE SUCH A MOTION THAT WE AMEND THE LANGUAGE THAT I PROPOSE IN THE THREE SECTIONS TO REFLECT NO COST TO HER STUDENTS. ESPECIALLY THE ONES THAT ARE STRUGGLING AT HOME FINANCIALLY AS WELL AS WHATEVER PROMISE THEY MAY HAVE. >> AS LONG AS IT'S WITHIN GRANT FUNDING, I KNOW GRANTS. WE HAVE TO BE VERY CAREFUL TO MAKE SURE WE ARE IN ALIGNMENT WITH THE OVERALL GOALS WHEN WE ARE EVALUATED UPON THAT. IF THERE IS A WAY THAT WE CAN DO THAT I AM IN FULL AGREEMENT. WE HAVE TO REMEMBER THIS IS A GRANT THAT WE ALREADY AGREED TO THE CONDITIONS OF WHAT WE WILL BE FOLLOWING. >> RIGHT NOW THEY HAVE APPLICATION PROCESS AND IF YOU QUALIFY THEN THE FEES ARE WAIVED. IF YOU DON'T QUALIFY YOU GET STUCK PAYING THE FEES. >> WE DO HAVE TO REMEMBER THIS IS AN UNLIMITED AMOUNT OF MONEY IN THIS GRANT. THERE'S TWO GRANDSON IT. A SUCCESS IN UNLEARNING MITIGATION TRADE THEY HOLD TWO DIFFERENT POTS OF MONEY AND IS COMBINED TO BE A MILLION DOLLARS. THE AP EXAM PORTION OF IT IS PART OF THE SUCCESS. WHICH IS A LARGER PORTION. WE LOOK AT THE POSSIBILITY OF DECREASING, ELIMINATING AS MUCH AS WE POSSIBLY CAN WITH AP EXAMS. HOWEVER, WERE ALSO LOOKING AT ORIGINAL CREDIT AND CREDIT RECOVERY SUMMER SCHOOL SO WE CAN PROVIDE THE OPPORTUNITY TO HER STUDENTS AS WELL. >> WITHIN THE AMOUNT THAT WE HAVE WE WILL DO THE BEST WE CAN BUT IT IS A LIMITED AMOUNT SPENDING. >> SO WE SHOULD LEAVE THE LANGUAGE ASSES? >> I WOULD RECOMMEND THAT YOU LEAVE IT THE WAY THAT IT IS. THIS GRANT FUNDING IS FOR THE NEXT FOUR YEARS. IT IS UNTIL 25 - 26. [01:00:05] WHAT WE ARE LOOKING AT IS TRYING TO PROVIDE THE SUMMER OPPORTUNITIES FOR OUR STUDENTS IN THE EXTENDED PERIOD OF TIME AND TO BE ABLE TO DO WHAT WE CAN IN REGARD TO THE AP TESTING. WE DON'T KNOW HOW MUCH THAT WILL ACTUALLY BE THE AP EXAM TESTING OF MY INCREASE OVER THE YEARS. IT MAY NOT STAY STATIC THERE MAY BE MORE KIDS AND TAKE AP TEST. WE WANT TO KEEP THAT IN MIND. >> OKAY. >> THAT'S ALL I HAVE REGARDING THAT SECTION. THANK YOU. >> WHEN WILL WE GET BACK WHAT THE DECISION WAS? YOU SAID YOU WERE LOOKING INTO BEING ABLE TO DO THIS FOR THE STUDENTS. WHEN WOULD YOU BE ABLE TO GIVE US A REPORT BACK? >> WE ARE LOOKING AT DETERMINING WHAT THAT COST IS GOING TO BE NOW. WE HAVE A PRODUCTION OF WHAT IT IS. WHAT I'M SAYING, IT MAY NOT BE THAT YOU COULD WAIVE THE FEES EVERY SINGLE YEAR OF THIS GRANT. WE MAY BE ABLE TO DO IT NEXT YEAR BUT THE FUNDING MAY NOT BE THERE THE FOLLOWING YEAR IN THE FOLLOWING YEAR AFTER THAT DOES THAT MAKE SENSE? >> YES, THANK YOU FOR THE CLARIFICATION. >> WHEN WILL BE BE ABLE TO HEAR BACK FOR THIS YEAR. >> WE NEED TO HAVE THE PLAN APPROVED AND MAKE SURE THAT FUNDING COMES IN. ONCE THE FUNDS BEGAN TO COME IN, WE WILL BE ABLE TO MAKE A BETTER DETERMINATION WHETHER THIS YEAR OR NEXT. >> THE WAY THE CYCLE WORKS THEY SAY THEY WILL GIVE YOU MONEY IT COULD BE SIX-MONTH OR NINE MONTHS BEFORE USING ALLOCATION COME THROUGH WE TEND TO BE CONSERVATIVE BUT NOT SPEND MONEY WHILE WE HAVE AND THAT'S WHAT MRS. CARTER IS REFERRING TO ARE WE LOOKING AT 6 - 9 MONTHS. >> IF WE GET MONEY SOON AND ABLE TO DO SOME OF THESE THROUGH THE END OF THIS YEAR, WE WILL REPORT ON THAT TIME. IF NOT 6 - 9 MONTHS IF NOT LONGER DEPENDING ON THE MONEY UP CLOSE. >> THANK YOU I NEEDED THE CLARIFICATION. THANK YOU. >> THANK YOU, ANY OTHER QUESTIONS OR COMMENTS REGARDING THE AG COMPLETION PROGRAM GRANT. ROLL CALL. >> MRS. GARZA. >> AYE. >> MR. DOWNING. >> AYE. >> DOCTOR ELHESSEN. >> ELHESSEN. >> MRS. ARMSTRONG. >> AYE. >> THE NEXT AGENDA ITEM WITHHELD TONIGHT'S AGENDA ITEM 8.3.5.5. AMENDMENT TO ANNUAL CONTRACT LISTINGS IN AGREEMENTS 22021 -- 2022 FISCAL YEAR. DO I HAVE A MOTION? >> SO MOVED. >> SECOND. >> DO WE HAVE ANY QUESTIONS OR COMMENTS. >> I BELIEVE I DO. >> OKAY, LET'S START WITH THE MR. DOWNING. >> IS AT 8.3.5.5? THERE'S A LOT OF PAGES TO THESE BOOKS. SORRY FOLKS. >> I WANT TO COMMEND STAFF, NOW WE ARE ACTUALLY SHOWING A RANGE OF ACTUAL MONIES THAT WILL BE SPENT SO THAT DOESN'T LEAVE US INTO THE DARK OF WHAT RATE IS. IT WAS LIKE WRITING A THIRD RAIL AND SUBWAY IN CHICAGO. I HAVE BEEN THERE. AGAIN KUDOS TO THE STAFF FOR DRATRACKING THAT. >> TO BE OF ANY OTHER QUESTIONS OR COMMENTS? >> PLEASE PROCEED. >> I AS WELL WANT TO SAY THANK YOU FOR GIVING US MORE CLARIFICATION. IT'S EASY TO BE ABLE TO EVALUATE WHAT WERE LOOKING AT IN A BETTER DECISION. PLEASE COME FORWARD. >> I ALSO WANTED TO ASK UNDER SPECIAL EDUCATION THE RENEWAL CONTRACT OF GUNSHOT THERAPY. [01:05:09] HOWEVER, WE MONITORING SUCCESS OF THE RENEWAL OF THE CONTRACT? >> THIS IS A CONTRACT THAT WE'VE USED PREVIOUSLY FOR OT SERVICES, OCCUPATIONAL THERAPY WITH IUP'S. WE USE THE COMPANY NAME GALLAGHER. THE GALLAGHER IS UNABLE TO WORK WITHIN THE SCHEDULE THAT THE STUDENT IS AVAILABLE OUTSIDE OF THE SCHOOL DAY. THE STUDENT HAS EXTRA SERVICES BEYOND THE SCHOOL DAY. WE'RE CONTRACTING JUMP AND SHOUT TO THE IEP PROCESS. WE'RE EXPECTING TO SEE A STUDENT MAKE PROGRESS ON GOALS. IF WE USE THEM FOR AN ASSESSMENT THEY WOULD DO AN ASSESSMENT ON A STUDENT THAT IS DONE AN ASSESSMENT THAT THEY ARE SEEING. WE WOULD EXPECT TO SEE A QUALITY ASSESSMENT THAT ADDRESSES ALL NEEDS AND RECOMMENDATIONS BASED ON DATA. >> IS THIS WHAT WE'RE CURRENTLY SEEING, ARE WE SEEING THE DATA BE PUTTING DIRECTLY AND INCLUDED. >> THIS COMPANY IS A RENEWAL WE'VE USED THEM PREVIOUSLY AND THEY HAVE DONE A GOOD JOB. >> I HAD ONE MORE QUESTION. >> THANK YOU. >> NUMBER QUESTIONS ON SPECIAL EDUCATION. MY NEXT ONE IS SPECIAL PROGRAMS. UNDER SERVICES FOR COMMUNITY MATTERS INC. WHO ARE WE REFERRING TO STAFF. IT JUST SAYS STAFF, ARE WE REFERRING TO A WHOLE DISTRICT STAFF OR TALKING ABOUT TEACHERS STAFF, OR JUST THE STAFF AT ONE SCHOOL SITE? WHAT ARE WE LOOKING AT? >> AND HAVE MRS. CARTER INTO THAT FOR YOU. >> THANK YOU. >> CURRENTLY WE ARE DOING LEVEL ONE TRAINING FOR HISTORIC PRACTICES FOR TEACHERS, COUNSELORS AND ADMINISTRATORS. >> MY NEXT QUESTION DOES THIS PROGRAM ALLOW OUR TEACHERS, COUNSELORS AND ADMINISTRATORS TO IMPLEMENT THE STRATEGIES THAT THEY'VE TAUGHT AND ALSO COME BACK AND DEBRIEF ABOUT HOW THEIR PRACTICES ARE WORKING IN THEIR CLASSROOMS OR JUST GIVEN THE WORKSHOP AND THE TRAINING AND THEY NO LONGER COME BACK? >> CURRENTLY WERE MAKING SURE EVERYBODY HAS A LEVEL ONE BASIC TRAINING. THIS ITEM, THE CHANGE IN THIS ITEM WAS TO ADD APPARENT WORKSHOP. THIS CONTRACTED 30 BEEN IN PLACE BUT WERE LOOKING TO ADD APPARENT WORKSHOP FOR DIGITAL CITIZENSHIP AS WELL. >> IT'S NOT NECESSARILY TO COME BACK AND DEBRIEF, THIS IS PUT IN PLACE FOR THE TEACHERS. >> AT THIS TIME COACHING IS NOT PART OF THIS PROFESSIONAL DEVELOPMENT. IT'S BEEN THE CONTRACTED OUT TO HAVE THE BASIC INFORMATION AND TO START WITH THE BASELEVEL IF WE WANT TO IN THE FUTURE LOOK AT COACHING. THEN WE WOULD NEED TO REDO THE CONTRACT. I AM PART OF THIS PRACTICE ENDED RED A LOT OF ARTICLES AND IT SEEMS TO BE THIS TAKES A LONG TIME TO ESTABLISH WITHIN THE SCHOOL DISTRICT AND A LOT OF COMING BACK TO DEBRIEFING WITH TEACHERS AND TALKING ABOUT NEXT STEPS. IT IS SOMETHING THAT IS NEEDED TO FULLY IMPLEMENT THIS PROGRAM ACCORDINGLY AND ALSO LOOKING INTO THE WAY THAT WE ARE EVALUATING THIS PROGRAM IS NOT BIASED. WHEN I SAY THAT, I MEAN A NUMBER OF EXPELS OR SUSPENSIONS. THOSE CAN BE A LITTLE BIASED GOING INTO, THEY ARE LOOKING, I'M HOPING WE LOOKING AT THE WHOLE STUDENTS AND THAT THE CRITERIA THAT WE ARE USING TO MAKE THOSE DECISIONS GOING FORWARD WITH THIS PROGRAM ARE ALSO GIVING US THE RIGHT FEEDBACK AND THE RIGHT INFORMATION THAT WE NEED TO BE ABLE TO HELP HER STUDENTS. >> SORRY, GO AHEAD. >> THE GOAL OF THE CONTRACT WAS TO MAKE SURE EVERYBODY HAS WHAT [01:10:03] RESTORATIVE PRACTICES MEAN. WHAT WE DID THIS YEAR WE INCREASED OPPORTUNITIES WHAT WE FOUND NOT ALL OF OUR STAFF HAVE THE TRAINING SO TO PROVIDE THE BASE TRAINING THAT IS HER FOCUS RIGHT NOW AND MOVING FORWARD IF WE WANT TO PROVIDE COACHING OR THE FOLLOW-UP THAT YOU ARE TALKING ABOUT. WE WOULD RENEW THE CONTRACT WITH THEM AND LOOKING AT HOW WERE EVALUATING. WE WILL LOOK AT MULTIPLE MET METRICS. POSSIBLY LOOKING AT A DECREASE IN REFERRALS. THAT'S WHAT WE WOULD EXPECT AS THE STUDENTS ARE LEARNING HOW TO SOLVE THEIR PROBLEMS IN A MORE EFFICIENT AND RESTORATIVE WAY WITH EACH OTHER. >> SO THAT IS NOT PART THAT WE CAN ADD ON TO THIS CONTRACT AT THIS POINT? >> IT IS NOT PART OF THE CONTRACT RIGHT NOW. THIS ITEM FOR TONIGHT IS TO ADD THE DIGITAL CITIZEN WORKSHOP FOR THE PARENTS. >> I SEE. OKAY. I THINK IT IS A GREAT STEP IN THE RIGHT DIRECTION ADDING THE DIGITAL CITIZENSHIP FOR THE PARENTS AS WELL. SINCE THERE IS A HUGE PART OF ACADEMIC SUCCESS FOR STUDENTS. COULD WE POSSIBLY ASK COLLEAGUES IF THEY NEED TO LOOK INTO CONTINUING DIFFERENT LEVELS TO THE PRACTICES OF A LATER DATE? >> I THINK THAT WOULD BE A SEPARATE SERVICE THAT WE WOULD BE LOOKING INTO. >> THAT IS WHAT BONNIE IS PLANNING. IT IS ALMOST LIKE AN INTRODUCTION TO THE PICTURE EXCHANGE COMMUNICATION SYSTEMS. THAT WAS JUST THE INTRODUCTION AND ONCE WE GOT THE INTRODUCTION WE PRACTICE, WE CAME BACK AND WE HAD A SECOND-LEVEL. IT GOT REALLY DEEP ON HOW TO CREATE BOOKS. HE WENT THAT FAR. EVEN AFTER THAT WE WENT BACK AND WE PRACTICE. FORTUNATELY ONE OF THE TEACHERS THAT I KNEW WAS MAKING SO MANY BOOKS IN HER CLASS SHE ENDED UP RETIRING BECAUSE HER BOOKS ARE BEING PUBLISHED. THAT WAS THE SECOND LEVEL. THAT WAS BECAUSE WE HAVE THE BASIC. WE WENT ADVANCE. THEN WE FED OFF OF EACH OTHER AND WE STILL HAD A RELATIONSHIP WITH THE PEOPLE WHO PRESENTED. I'M HOPING IT'S KINDA LIKE ORDERING WE DON'T JUST WANT TO INVEST IN IT GOES OUT THE WINDOW. THAT WAS SOMETHING WE INVESTED IN. WE PRACTICED. THE TEACHERS ARE GONNA HAVE TO BE ACCOUNTABLE. THE STAFF WILL HAVE TO BE ACCOUNTABLE AND THE MOST IMPORTANT PART THAT YOU INCLUDED THE PARENTS THAT'S WHAT RESTORATIVE JUSTICE IS. WE HAVE TO GET EVERYONE INV INVOLVED. >> IF I MAY PRE-COVID WE DID LEVEL ONE TRAINING OF A LARGE PORTION OF STAFF AND LEVEL TWO TRAINING. THIS IS BEGINNING ADDITIONAL MEMBERS TO THAT AND ALSO PEOPLE WHO WANTED A REFRESHER AFTER BEING AWAY FROM CAMPUSES SOME OF THOSE THINGS GET PUT TOWARDS THE BACK OF YOUR MEMORY. THAT IS WHAT THIS IS ADDRESSING. THE PLAN SUPPORTED BY THE SCIENCE CONTINUE THAT SUPPORT. IF THEY WANT THAT WE WILL OFFER ADDITIONAL TRAINING. BUT THAT IS NOT WHAT WE ARE ASKING FOR APPROVAL FOR TONIGHT AT THIS TIME. >> OKAY. >> I HAD ONE MORE QUESTION. I KNOW THE JUSTICE PROGRAM DOES IT ALWAYS REACH ALL STUDENTS. IS THERE SOMETHING ELSE IN PLACE THAT WE CAN'T REACH AND NOT THE 75% STUDENTS IN THE CLASSROOM? WHAT DO WE HAVE FOR THEM. >> I'M NOT SURE IF I UNDERSTAND YYOUR QUESTION COMPLETELY. WITH SOCIAL EMOTIONAL LEARNING PROGRAMS THAT ARE ELEMENTARY IMPLEMENTING SECOND STEP IN THERE LOOKING INTO SOCIAL EMOTIONAL LEARNING AS WELL. IS THAT WHAT YOUR QUESTION WAS FOCUSED AROUND? >> WHAT I'M SAYING I'M SPEAKING MORE TOWARD STUDENTS WHO ARE THROWING CHAIRS AND SHOUTING AND WHAT DOES THE TEACHER DO WHEN IT DOESN'T REALLY REACH THAT STUDENT. DO WE HAVE ANOTHER PROGRAM THAT WE CAN TRAIN OUR TEACHERS AND [01:15:07] THAT ARE CURRENTLY BEING TRAINED IN. >> WHAT YOU ARE TALKING ABOUT OUR DIFFERENT TIERS OF SUPPORT THAT STUDENTS MAY NEED. AT THAT BASELEVEL WOULD BE THE SOCIAL EMOTIONAL LEARNING AND RESTORATIVE PRACTICES. WE WILL MOVE INTO ON-SITE COUNSELING. WE HAVE COUNSELORS ON OUR SITES AS WELL. WE CONTRACTED WITH COMMUNITY FAMILY GUIDANCE TO HAVE THERAPIST. WHAT YOU ARE TALKING ABOUT IS MOVING TO THE THIRD LAYER AND OUTSIDE REFERRALS WITH MANY OTHER AGENCIES ARE CARRYING CONNECTIONS AS WELL. THEN IF HE GETS TO CERTAIN STAGES WE ALSO HAVE OUR BEHAVIOR THAT WOULD BE ABLE TO GIVE SOME SUGGESTIONS AND SUPPORT TO TEACHERS AND SITES. THERE ARE MULTIPLE LAYERS OF SUPPORT AT THE SITE. >> THANK YOU. >> NO FURTHER QUESTION. >> I ALMOST WANT TO ASK A QUESTION. I THINK I HEARD YOU MENTION TEACHERS, WHAT CAN TEACHERS DO. AT LEAST I KNOW ABOUT HER TRAINING CALLED LONG CRISIS INTERVENTION. IF IT IS FOR TEACHERS. I HAVE BEEN TRAINED AND HAD REFRESHER COURSES OVER MY 27 YEARS OF TEACHING. IT IS A TRAINING. IF IT IS SOMETHING TEACHERS NEED TRAINING IN ON HOW TO HANDLE AND DE-ESCALATE. THERE IS A SPECIFIC TRAINING FOR THAT. NONCRISIS PREVENTION INTERVENTION. IN CPI. >> THAT IS PROVIDED AS WELL. OUR TEACHERS HAVE THE ABILITY TO FIND OUT TO GO TO THE TRAINING. >> ARE THEY OFFERED REFRESHER COURSES? HOW OFTEN. >> WE OFTEN REFRESHER COURSES EVERY YEAR AND WE OFFER CERTIFICATION EVERY YEAR TWO. THAT IS DONE BY DCPA. >> TO BE HAVE ANY OTHER QUESTIONS OR COMMENTS. >> HOW ARE TEACHERS ABLE TO ENROLL IN THESE COURSES? >> INFORMATION IS SENT THROUGH THE SCHOOL SITES AND PRINCIPLES AND SHARED WITH THEM THAT WAY. SOMETIMES THERE ARE E-MAILS WITH THE COURSE OFFERINGS. IT JUST KIND OF DEPENDS ON WHERE IT'S COMING FROM. FOR INSTANCE IF IT'S TARGETED FOR SPECIAL EDUCATION AT A CERTAIN TIME IN MY GO TO THE PRINCIPLES TO TARGET A CERTAIN GROUP BASED ON THE INFORMATION THAT WE'VE GOT. >> IS IT POSSIBLE TO JUST NOT TARGET CERTAIN TEACHERS BECAUSE THIS IS HAPPENING -- I'M NOT SAYING IT'S RAMPING. I DO NOT WANT TO GIVE THAT IMPRESSION. THIS DOES HAPPEN OUTSIDE OF THE SPECIAL CIRCUMSTANCES. >> IT IS OPEN TO ALL STUDENTS BUT THERE ARE TIMES WITH SPECIAL EDUCATION TEACHERS AND WE ARE PRIORITIZING THE BECAUSE THEY MAY HAVE THE MORE SEVERE STUDENTS IN THE CLASSROOM THAT HAVE BEHAVIOR GOALS OR WE KNOW AHEAD OF TIME THE STUDENTS WILL BE ACTING OUT BASED ON WHAT WE KNOW WITH THE STUDENTS BEHAVIORS. USUALLY THERE AVAILABLE TO EVERYBODY BUT THERE WILL BE TIMES WE HAVE SPECIFIC POPULATIONS UNDATED WERE RECEIVING OR INFORMATION FROM THE SITES. >> IF I AM A TEACHER IN THE CLASSROOM AND THERE IS A STUDENT ON A DAILY BASIS, HE THROWS HIS DESK ACROSS THE CLASSROOM AND LAUNCHES BOOKS THAT KIDS AND MYSELF. HOW DO I GO ABOUT TO SET UP AND GET MYSELF INTO THAT COURSE? >> WITH ANYTHING YOU WOULD START WITH YOUR SITE PRINCIPAL LETTING THEM KNOW WAS HAPPENING IN YOUR CLASSROOM. YOUR PRINCIPAL SHOULD REACH OUT TO THE SUPPORT AT THE DISTRICT LEVEL. IN THAT CASE A PRINCIPAL SHOULD REACH OUT TO THE DCPA ASKING AVAILABILITY OF STAFF. I THINK WE HAVE 15 BEHAVIOR AIDS THAT ARE REGISTERED BEHAVIOR TECHNICIANS. NOT ALL OF THEM HAVE TAKEN THE TEST BUT THEY HAVE THE SAME TRAINING. WE TRY TO PUT THEM OUT TO SCHOOL SITES AS WE CAN. SOMETIMES THERE IS MORE NEED THAN BODIES. WE NEED TO PRIORITIZE OR DO INTERVENTIONS. I KNOW THE SITES WILL INTERVENE IMMEDIATELY IF WE DON'T HAVE THE STAFF AVAILABLE AT THAT MOMENT IT MIGHT BE THE COUNSELOR OR THE PRINCIPAL INTERVENING. WE ARE LOOKING AT SNEAK PEAK FUNDING A BEHAVIOR SUPPORT ON A [01:20:01] CAMPUSES SO EACH SITE HAS BEHAVIOR SUPPORT AS WELL. >> I SHOULD GO TO MY PRINCIPAL FIRST IN MY PRINCIPAL WILL BE FOR ME TO THIS TRAINING? >> YOUR PRINCIPAL COULD REFER YOU OR YOUR PRINCIPAL WOULD GET SOMEBODY OUT THERE IMMEDIATELY PRIOR TO YOU GETTING TRAINED. THE TRAINING DOES TAKE EIGHT HOURS OF TRAINING. IT IS NOT SOMETHING YOU WILL DO INSTANTANEOUSLY OR IN AN HOUR. >> PRINCIPALS ARE AWARE THIS IS THE PROCEDURE? >> THAT IS THE PROCEDURE FOR ANYTHING THAT THEY NEED FOR THE DISTRICT AND THE SITE. THEY SHOULD GO TO THE PRINCIPAL. IF THEY ALREADY HAVE IT AVAILABLE THEY CAN MAKE THE RESOURCE AVAILABLE OR THE PRINCIPAL CAN GET TO WHO THEY CAN TO GET THE SUPPORT. >> I SEE THERE HAS BEEN TERRIBLE WHEN I WAS AN EMPLOYEE AS A TEACHER THERE WAS SEVERAL TIMES WHEN THEY WERE NOT ALLOWED. GOING FORWARD I THINK IT'S IMPORTANT THAT WE CAN SUPPORTED TEACHERS THAT WAY. UNLESS YOU'VE BEEN IN A SITUATION AND PRACTICED. YOU WILL NOT BE ABLE TO HELP THE CHILD IN NEED PLUS MAKE SURE YOU KEEP YOUR STUDENTS SAFE. I THINK WE ARE ABLE TO SUPPORT EVERYBODY. THE CHILD, THE STUDENT TO GET THE LEARNING IN OUR TEACHERS AS WELL AND THAT OUR PRINCIPLES UNDERSTAND WHAT THE PROCEDURES AND WHAT NEEDS TO BE DONE. THANK YOU. >> THANK YOU BOARD MEMBER GARZA. DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS ABOUT THE ANNUAL CONTRACT LISTING AND AGREEMENTS. >> ROLL CALL. >> DOCTOR ELHESSEN. >> AYE. >> ESTHER DOWNING. >> AYE. >> MRS. GARZA. >> AYE. >> THE NEXT AGENDA ITEM IS AGENDA ITEM 8.3.5.7, THE SECOND INTERIM REPORT. DO I HAVE A MOTION? >> SO MOVED. >> THE SECOND? >> SECOND. >> SECOND. >> WE HAVE A BRIEF PRESENTATION. >> AT THIS TIME WE WILL GIVE A PRESENTATION ON THE SECOND INTERIM REPORT. >> TONIGHT YOU WILL LOOK AT HIGHLIGHTED SECOND INTERIM FINANCIAL INFORMATION WHICH IS BASED ON THE FINANCIAL AND BUDGETARY STATUS OF THE DISTRICT FOR OUR. INDEED ON JANUARY 31, 2022. >> HERE YOU'RE ABLE TO SEE THE FISCAL YEAR ON JULY 1ST THROUGH JUNE 30 WHILE FISCAL MONITORING IS ONGOING AT THE DISTRICT AND SITE LEVEL THERE ARE REPORTING REQUIREMENTS AS PART OF AP 1200. HERE IS WHERE WE ARE AT THE SECOND INTERIM PRE-TONIGHT SECOND INTERIM BEING ONE OF T THEM. IN SUMMARIZING THE REPORTING INFORMATION. THE DISTRICT IS REQUIRED TO MEET FOR THE SECOND INTERIM. WE WILL BE REVIEWING THE PROJECTED TOTALS ON THE REVENUE AND BUDGET UPDATE AND OUR GENERAL FUND MULTIYEAR PROJECTIONS AND OTHER FUND BALANCES IN DISCUSSING THE NEXT STEPS. HERE IN THE SLIDE THIS DISPLAYS HER SECOND INTERIM BUDGETARY STATUS NUMBERS AND PROJECTIONS FOR THE 21 - 22 FISCAL YEAR. THIS IS BASED ON PHYSICAL AND BUDGETARY NUMBERS THROUGH JANUARY 31 AS STATED. THE REASONS THAT THE NUMBERS SHOULD BE LOOKED AT AS PROJECTIONS BECAUSE INFORMATION IS BASED ON ASSUMPTIONS KNOWN AND PROJECTED INFORMATION BASED ON THE TIME OF REPORTING SINCE THE YEAR IS NOT OVER. AT THE TIME OF THE ADOPTED BUDGET, OUR REVENUES WERE LOWER. THE REVENUES HAVE INCREASED BY APPROXIMATELY 31 MILLION AND SOME CHANGE. THIS IS LARGELY TO THE APPORTIONMENT IN FEDERAL AND STATE FUNDING AS WELL AS ADJUSTMENTS TO LCF CALCULATIONS THAT INCLUDE ADA CHANGES. ADA IS WHAT CONTRIBUTES TO THE FUNDING. THE ONE TIME FUNDING OF ESSAR FUNDS, COVID MONEY IS INCLUDED. OUR EXPENDITURES AS YOU CAN SEE HAVE ALSO INCREASED AND THAT IS CARRYING OVER FUNDING BEING INCLUDED AND THAT ADDS NEW [01:25:01] EXPENDITURES WHICH ARE BUDGETED. WE ALSO HAVE INCLUDED THE SALARY INCREASES THAT WERE IMPROVED. THAT'S WHY YOU SEE AN INCREASE IN SALARY AND BENEFITS. BASED ON THE PROJECTED REVENUE AND EXPENDITURE INFORMATION THAT IS CURRENTLY BUDGETING. WE HAVE A DEFICIT SPENDING OF OVER 37 MILLION. THIS SHOWS THE WORST CASE SCENARIO IF ALL OF OUR EXPENDITURES COME TO FRUITION BASED ON THE BUDGETED PROJECTED EXPENDITURES. THE FUND BALANCE WOULD HAVE TO FUND THE DEFICIT IN THE FUND BALANCE IS CONSIDERED ONE-TIME MONEY. >> AND IPOD'S YOU FOR A MOMENT. >> SURE. >> ON YOUR SIDE IN MY DECK THAT I HAVE HERE. YOU HAVE BETWEEN COLUMN B AND DI CANNOT FIND COLUMN D. >> THIS IS A CLIP FROM THE INTERIM. WE TAKE IT TO SUMMARIZE INFORMATION WHEN YOU RECEIVE THE PACKET WITH ALL OF YOUR PROJECTED SUMMARIES OF INFORMATION THROUGH YOUR BOARD GRANT, THAT WAS THERE IN THE INFORMATION. >> OKAY. >> WE ARE SUMMARIZING INFORMATION FOR THE PRESENTATION PRACTICES. >> ON THE SLIDE THE ENDING FUND BALANCE AS PROJECTED. IT IS PROJECTED TO END AT 66,900,000, 945. 1,001,733 IS RESTRICTED WHICH MEANS IT CANNOT BE USED TO CARRY DEFICIT SPENDING. THAT MONEY IS RESTRICTED FOR FUNDS WHICH INCLUDE SPECIAL EDUCATION, ONE TIME FUNDING AND OTHER LOCALLY RESTRICTED FUNDS. >> HERE IS A POLYGRAPH IN TERMS OF SHOWING SO YOU CAN SEE WHERE MOST OF OUR FUNDING COMES FROM. THE LOCAL CONTROL FUNDING PROGRAM LCF F PRIMARILY FROM THREE SOURCES. THE SUPPLEMENTAL GRANT AND THE CONCENTRATION GRANT. YOU CAN SEE THE OTHER BIG CHUNK IS A FEDERAL REVENUE WHICH INCLUDES TITLE FUNDS AS WELL AS A ONE-TIME FUNDS. WE ARE SEEING HIGHER THAN USUAL FUNDING IN THE AREA AGAIN BECAUSE OF THE ONE-TIME FUNDS BEING INCLUDED. NOW YOU SEE A PIE EVER SECOND INTERIM PRODUCTION EXPENDITURES AS OF THE TIME OF REPORTING AGAIN BASED ON OUR BUDGETED EXPENDITURES. THE HIGHEST EXPENDITURE BEING SALARIES, BENEFITS AND OR SERVICE AND OTHER OPERATING EXPENDITURES. >> THIS SLIDE IS OUR MULTIYEAR SUMMARY WHICH PROVIDES FISCAL AND BUDGETARY INFORMATION BASED ON THE CURRENT REVENUE AND EXPENDITURE AND ASSUMPTIONS THAT ARE BEING USED AT THIS TIME. THIS IS VERY IMPORTANT BECAUSE IT HELPS TO LOOK AT STABILIZATION NEEDED WHEN IT COMES TO ONGOING MONITORING AND PROPOSED BUDGET. THE REASON THE REVENUE IS DECREASING DRASTICALLY ALSO THE DROP IN ATTENDANCE CALLED ADA AND ALSO BASED ON ADA. FOR THE LAST FISCAL YEAR ON 2019-20 20 ADA DUE TO THE HOLD HARMLESS DUE TO COVID. THAT WAS 11009 AS HER ADA FUNDING FOR THE 22 - 23 PROJECTED 9414. IN 22 -- 23. I'M SORRY 24. WE ARE PROJECTED ON 8926. WHEN YOU PUT THIS INTO MONEY THE LAWSON ADA EQUATES TO A LOSS OF REVENUE OF 27 MILLION. YOU SEE THOSE NUMBERS HIGHLIGHTED ADDING THE TWO FISCAL YEARS. WHILE OUR EXPENDITURES DROP THEY DON'T DROP ENOUGH TO OFFSET THE LOSS OF REVENUE. THEREFORE THE FUND BALANCE WOULD NEED TO COVER THE EXCESS COST AND BECAUSE THE 22 - 23 AND 23 . THIS INFORMATION IS CRITICAL AND LOOKING AT WAYS TO STABILIZE THE BUDGET AND BASED ON CURRENT FISCAL INFORMATION, THIS IS THE WORST CASE SCENARIO TO GET US THROUGH THE NEXT THREE YEARS GIVING US A POSITIVE CERTIFICATION. WE ARE STILL MEETING OUR MINIMUM RESERVE REQUIREMENT. >> ADDITIONALLY THE SECOND INTERIM IS REPORTING ON OTHER [01:30:04] FUNDS. THE SPECIFIC PURPOSES AND SHOULD BE LOOKED AT AS RESTRICTED. THE FUND A IS ASSOCIATED STUDENT BODY ASP. WE ARE REQUIRED TO REPORT THIS HOWEVER, IT IS FOR STUDENT ACTIVITIES AND MONITORED AT THE SCHOOLS. AS THE ADMINISTRATIVE UNIT WE HAVE A FUND TEN WHICH IS THE PASTOR. THE MONEY COMES IN AND WE DISTRIBUTED WHICH IS PARAMOUNT AND LYNWOOD. IN FUND 11 IS THE ADULT EDUCATION AND USED FOR THEIR NEEDS. 113 TO SUPPLY NUTRITION AS WELL AS HER CATERING PROGRAM. WE HAVE THE FUND 21 WHICH IS OUR BOND FUND AND USE FOR BOND PROJECTS AND OUR EXPENDITURES ARE MONITORED BY OUR BOND COMMITTEE. BOND 25 IS THE CAPITAL FACILITY FEES THAT ARE MOSTLY THE MONEY THAT WE COLLECT FROM OUR DEVELOPER FEES AND DISTRICTS ALLOWED TO COLLECT. FUNDING CAN BE USED FOR ADEQUATE FACILITIES, NEW CLASSROOM EXPANSIONS ARCHITECT WHICH IS DSA. WE WOULD HAVE TO GET THOSE APPROVALS, FACILITY APPROVALS APPROVED BY THEM. THEN WE FUND 35 THE SCHOOL FACILITIES FUNDED BY THE STATE FOR RECONSTRUCTION OF FACILITIES AFTER DISASTER. WE WOULD CONSULT WITH THE STATE IN REGARD TO THESE EXPENDITURES. THEN WE HAVE FUND 51 WHICH IS A BOND FUND OVERSEEN BY THE COUNTY OF EDUCATION AND FINALLY FUND 67, THE SELF-INSURANCE FUND THAT IS USED TO PAY HEALTH BENEFIT INSURANCE CLAIMS AS WELL AS RETIREE BASED ON OUR CONTRACTED OBLIGATIONS. >> THE SECOND INTERIM WILL BE SUBMITTED TO THE COUNTY AS REQUIRED. OUR NEXT REQUIRED FISCAL REPORTING WILL BE THE PROPOSED BUDGET WHICH IS TAKING THE INFORMATION FROM THE MULTIYEAR PROJECTION TAKING THE CURRENT ASSUMPTIONS. OUR UNAUDITED FIRST INTERIM. IN THE MEANTIME WE WILL WORK WITH DEPARTMENTS AND SITES BASED ON CURRENT INFORMATION AND WAITING FOR THE MAY REVISION INFORMATION SO WE CAN USE THOSE ASSUMPTIONS. THAT IS IT. >> I HAVE A QUESTION. MY UNDERSTANDING, THERE WILL BE LEGISLATION COMING DOWN TO HELP THE ENTIRE STATE OR SCHOOL DISTRICTS TO SUPPLEMENT THE LOSS OF ADA. HAVE YOU HEARD OF THAT? >> THERE IS SOME TALK ABOUT USING ENROLLMENT OR THE AVERAGE OF THE LAST THREE YEARS WHEN IT COMES TO ADA SO WE DON'T FEEL THE HIT ALL AT ONCE. AS YOU HEARD THOSE NUMBERS IN 2022 - 23 WERE MUCH CLOSER TO 2G WITH 2019 NUMBERS WERE TALKING ABOUT 11009 STUDENTS GOING TO THE 9000. THEY ARE TALKING ABOUT THE AVERAGE AND THAT IS SOMETHING THAT THE GOVERNOR'S REVISION WOULD BE FINALIZED HOPEFULLY. >> THANK YOU. >> DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? >> THANK YOU FOR THE PRESENTATION. WOULD IT BE POSSIBLE TO SUPPLEMENT OR TO ASSIST IN THESE FIELD TRIPS THAT THEIR EDUCATIONAL AND THEY DO HELP OUR STUDENTS WITH THEIR EDUCATION. IT'S AB USC VERSUS A PERSONAL COST I HAVE SEEN THIS WHERE THEY GO ON FUND RAISE AND THAT TAKES AWAY FROM SCHOOL TIME AND HOMEWORK. THEY SHOULD BE FOCUSING ON THE SCHOOLWORK, NOT FUNDRAISING. I TRIED TO DO A SINGLE SOURCE FUNDRAISER AT ONE OF THE HIGH SCHOOLS. IT WAS SUCCESSFUL FOR A FEW YEARS. THEN YOU GET PARENTS WOBBLING AND THEN IT GOES AWAY. BUT IT WORKED WHEN IT WAS THERE. IT SEEMS THAT THE DISTRICT PUT THE FUNDS THAT WE HAVE. WE MIGHT BE ABLE TO DO 50/50. >> WITH TO DO A REALLY IN-DEPTH ANALYSIS AND HAVE A CONVERSATION ABOUT WHAT IS SCHOOL-BASED VERSUS PURELY ENRICHMENT. FOR INSTANCE THAT IS FULLY FUNDED. THAT IS TO DISTRICT RESOURCES AND CAREER TECHNICAL EDUCATION FUNDS IT DOES COST 500 PER STUDENT BUT IS COVERED TO THE FUNDS. THERE IS SOME THAT WE DO COVER AND SOME THAT WE DON'T BASED ON WHAT THEY ARE. >> WE HAVE ANY OTHER QUESTIONS OR COMMENTS? >> THE STUDENTS ARE GOING TO ONTARIO. IF THERE IS ANY WAY THAT WE CAN HELP SOME OF THOSE COST JUST LOOKING INTO THAT IF IT'S POSSIBLE TO COVER THOSE COST ESPECIALLY SINCE THEY WILL BE STAYING OVERNIGHT. I ASKED FOR TIME TO REVIEW IT. I HAD THE TIME AT HOME AFTER WE VOTED IN THE AUDIT. IT SEEMED TO BE A SHOCK WITH OUR ENTIRE SCHOOL DISTRICT FOR ENTIRE YEAR. HERE YOU GO, SAY YES TO IT. IT WOULD BE OKAY. IT WOULD BE NICE IF WE HAD A HEADS UP AND HAD A CHANCE TO REVIEW IT BEFORE WE BRING INTO A BOARD MEETING AND HAVE A CHANCE TO LOOK AT IT. THAT IS ALL A GRIPING ON MY PART READ SORRY ABOUT THAT. >> I WAS KIND OF PUT ON THE SPOT THERE TO SEE IT LAYING ON HER DESK AND TABLE AND WE EXPECTED TO MAKE A DECISION RIGHT THERE. I THINK EVERYBODY WOULD AGREE THIS IS AN IMPORTANT DOCUMENT THAT WE NEED TO DISSEMINATE AND HAVE SOME TIME TO LOOK AT. THANK YOU. >> MY QUESTION DID WE GET THAT REPORT AS SOON AS WE COULD HAVE GOTTEN IT? >> THAT IS CORRECT YOU ARE NOT APPROVING, YOU ARE ACCEPTING THE ITEM. THERE ARE SOME DEADLINES TO WIN CERTAIN THINGS NEED TO BE DUE. IF YOU RECALL THERE WAS INFORMATION IN REGARDS TO THE AUDITORS THAT HAD NOT DONE SOME THINGS AND WE WERE WAITING FOR THEM TO PROVIDE SOME INFORMATION. THAT'S WHY THEY PROVIDED IT THAT DAY JANUARY 31 WAS THEIR DEADLINE AND THEY WERE DOING INFORMATION WHICH IS WHY THEY GOT INTEREST AFTER THE DEADLINE AND SUBMITTED IT. THERE ARE DEADLINES IN REGARDS TO WHEN THAT NEEDS TO BE DONE AND AGAIN, IT'S NOT SOMETHING WE GET TO APPROVE. IT IS SOMETHING THAT WE HAVE TO ACCEPTED REVIEW IN THE STATE WILL LOOK AT IT AS WELL AS THE COUNTY AND IF THERE'S ANY COMMENTS THEY WILL GET THE INFORMATION BACK TO US AS WELL. [01:45:04] >> JUST FOR MY CLARITY WHERE IN THE STATES ARE WE AT RIGHT NOW? >> IT IS BEEN SUBMITTED AND IS BEING REVIEWED. IF THERE IS SOMETHING COMING BACK TO THE STATE AUDITORS IN REGARD THEY WILL LET THE AUDITORS KNOW AND THEY WILL DO US NO. YOU HAVE YOUR UNAUDITED WHICH RETURNING SEPTEMBER 15. THEN YOUR AUDITORS, AND BASED ON THAT INFORMATION AND DO THE FINAL AUDIT. THE DEADLINE IS JANUARY 31 AND THERE WAS FUNDING ISSUES WITH THE COVID FUNDING THAT HAD BEEN SHARED IN REGARDS TO THE PROCESS WITH AUDITORS WHICH IS WHY THEY DID NOT MEET THE DEADLINE OF JANUARY 31 AND PROVIDED IT FOR THE NEXT BOARD MEETING. >> THAT WAS OUT OF OUR HANDS? THAT WAS MORE OF THE AUDITING FIRM THAT DID NOT TURN IT IN ON TIME? >> THAT IS CORRECT. >> THIS IS AN IMPORTANT DOCUMENT. IF WE COULD COMMUNICATE TO THEM THAT WE WOULD LOVE TO HAVE THAT AND THEY PROBABLY ARE DOING AS MUCH AS THEY CAN BUT JUST HAVING IT IN FRONT OF US THAT NIGHT WAS VERY DIFFICULT TO READ THROUGH. HOPEFULLY THAT IS COMMUNICATING WITH THEM AND FOR THE NEXT REPORT WE WILL HAVE IT SOMETIME PRIOR. >> THAT HAS BEEN COMMUNICATED WITH THEM. >> PERFECT. >> JUST TO BE CLEAR ALSO YOU GAVE US THE REPORT AS SOON AS YOU COULD IN THE REPORT OF THE BOOKLET WAS FOR US TO REVIEW. WE ACCEPTED IT JUST TO REVIEW AND IF WE HAD QUESTIONS, WE COULD COME TO YOU AND HAVE A DISCUSSION. >> ABSOLUTELY. >> THE THING IS WE WERE GIVEN THAT KNOWING WE DIDN'T UNDERSTAND OR KNOW THE CONTENT BUT WE WERE GIVEN THE BOOK TO REVIEW SO IF WE HAD QUESTIONS WE COULD SPEAK. >> THERE WAS NOT ENOUGH TIME TO REVIEW. THAT'S WHAT I'M SAYING WHEN I WALKED IN IT WAS THIS IT WAS THE SAME NIGHT. >> SORRY TO INTERRUPT BUT I UNDERSTAND WHAT MS. GARZA AND MR. DOWNING ARE SAYING NORMALLY WOULD GO HOME A WEEK BEFORE IF WE HAD IT AVAILABLE. OUR AUDITORS PROVIDED FOR THAT MEETING IT WOULD'VE BEEN SOMETHING WE WOULD'VE HAD TO PULL IF THEY DIDN'T GIVE TO US. THAT HAS BEEN COMMUNICATED. AS YOU SAW ON THE MATRIX WE CHANGED AUDITORS. THAT IS SOMETHING THAT WE HAVE CLEARLY COMMUNICATED IN OUR EXPECTATIONS WITH AUDITORS. >> I'M NOT GOING TO MAKE ASSUMPTIONS BUT I'M HOPING THE NEXT AUDITING WILL BE ABLE TO PRODUCE DOCUMENT WITH TIME TO REVIEW IT, NOT TO SIT DOWN AND SPEED READ. >> THAT WAS ONE OF THE QUESTIONS IN THE INTERVIEW PROCESS OF MAKING THE SELECTION AND OUR REFERENCE CHECKS WHEN WE DID WITH OTHER DISTRICTS USING THE AUDITORS. >> THE PUNISHMENT FIT THE CRIME? >> YES. >> THEY HAD BEEN PUNISHED AND WE ARE GOOD. >> THIS IS GREAT. >> WE HAVE CARDS ADDRESSING NON-AGENDA ITEMS. WHILE MEETINGS OF THE GOVERNING BOARD ARE NOT PUBLIC MEETINGS, THEY ARE OPEN TO THE PUBLIC. INDIVIDUAL SPEAKERS WILL BE ALLOWED THREE MINUTES TO ADDRESS THE BOARD ON EACH AGENDA OR NON-AGENDA ITEM. THE BOARD WILL LIMIT THE TOTAL TIME FOR PUBLIC INPUT TO 21 MINUTES PER BOARD BY LAW 93.22. WILL MISS NICOLE GATES APPROACH THE PODIUM. >> I AM NICOLE GATES. BP USD HAS SO MUCH POTENTIAL TO BE GREAT DISTRICT. THE LACK OF LEADERSHIP AND INTERACTION WITH STUDENTS, TEACHERS AND FAMILIES MAKES THIS [01:50:03] DISTRICT FALSE WERE OF ITS POTENTIAL AS A STAKEHOLDER THERE ARE SEVERAL ISSUES THAT ARE CONCERNING. FIRST THE LACK OF TRANSPARENCY WITH FUNDING. THE STATE AND FEDERAL FUNDING THAT THE DISTRICT RECEIVES IS ON THE DISTRICT WEBSITE EASILY ASSESSABLE FOR ALL TO SEE. NEXT SEVERAL STUDENTS AT MAYFAIR HAVE CHROME BOOKS THAT ARE NOT WORKING. WHEN STUDENTS GO TO SCHOOL TO TRY TO GET A FUNCTIONAL CHROME BOOK. MANY ARE TOLD THEY DON'T HAVE CHROME BOOKS AND PUT ON A WAITLIST. MY SON HAD SEVERAL STUDENTS IN THIS CLASS HAVING TO DO ASSIGNMENTS ON THEIR CELL PHONE BECAUSE THERE WAS NO AVAILABLE CHROME BOOKS. WHY ARE THERE NOT ENOUGH CHROME BOOKS IN THE EVENT A CHROME BOOK IS NOT WORKING OR HAS AN OLD OPERATING SYSTEM. THE DISTRICT HAS RECEIVED MILLIONS OF DOLLARS IN A POST COVID FUNDING. WHY ARE THERE NOT ENOUGH CHROME BOOKS AND MORE IT PERSONNEL TO ADDRESS THE CONCERNS. IN ADDITION, WHY DO SOME SCHOOLS NOT HAVE CHROME CARDS. BRINGING CHROME BOOKS EVERY DAY TO SCHOOL INCREASES THE LIKELIHOOD OF CHROME BOOKS BEING DAMAGED. THE DISTRICT HAS INVESTED A LOT OF MONEY IN CHROME BOOKS. WOULDN'T IT PROTECT THESE COMPUTERS AND BE MORE FISCALLY RESPONSIBLE? THE OTHER PRESSING MATTER IS A LACK OF SUBSTITUTE TEACHERS IN THIS DISTRICT. DUE TO THE SHORTAGE OF SUBSTITUTE TEACHERS. MY DAUGHTER HAD HER PRINCIPAL, COUNSELOR AND INTERVENTION TEACHERS OF HER CLASS. WHEN THE SCHOOL MEMBERS MUST SOLVE A CLASS. THE SCHOOL DOES NOT RUN EFFECTIVELY. WE NEED OUR PRINCIPAL TO RUN THE SCHOOL AND WE NEED THE COUNSELOR TO HELP STUDENTS. WE NEED OUR INTERVENTION TEACHER TO WORK WITH STRUGGLING STUDENTS. WHAT IS THE DISTRICT DOING TO ADDRESS THIS ISSUE. AS THE DISTRICT MAKING THEM PAY MORE COMPETITIVE. WE AS A COMMUNITY WANT TO KNOW WHAT STEPS THEY ARE DOING TO ADDRESS THESE ISSUES AND MANY OTHERS. WE NEED THE AIM TO BE PROACTIVE INSTEAD OF REACTIVE. THANK YOU. [CLAPPING] >> WILL STEPHEN LOPEZ APPROACHED THE PODIUM. >> TO THE SCHOOL BOARD OF TRUSTEES LEADER ARMSTRONG AND DOCTOR ELHESSEN WE STAKEHOLDERS OF THE COMMITTEE WILL SERVE THE LEGAL PROCEEDINGS TO RECALL YOU FROM ELECTED OFFICE. WE ARE RELIEVED THAT MS. SANCHEZ-RAMIREZ HAS RESIGNED. HOWEVER, SINCE HER RESIGNATION IS NOT EFFECTIVE UNTIL APRIL 1. SHE WILL BE SERVED INTEND TO RECALL PAPERS VIA CERTIFIED MAIL. THE GRASS FOR THE RECALL NEGLIGENT, INEFFECTIVE IN FAILING OUR KIDS. YOU FAILED TO DO YOUR JOB WHICH IS TO PRIORITIZE OUR STUDENTS EDUCATION AND REPRESENT THE COMMUNITY. FAILED TO MANAGE DISTRICT FUNDS, TRANSPARENCY LAWS AND RESPOND TO THE COMMUNITY. FAILED TO HOLD THE SUPERINTENDENT FOR INADEQUATE SCHOOL STAFFING WHICH IS UNSAFE LEARNING CONDITIONS. FAILED SPECIAL EDUCATION STUDENTS BY NOT PROVIDING MANDATED SERVICES. FAILED TO ADDRESS THE PLANNING ENROLLMENT, DISGRACED STUDENT ACTIVITY AND POOR WORKING CONDITIONS FOR EMPLOYEES. FAILED TO PROVIDE GOOD OVERSIGHT LEADING TO THE LOSS OF FISCAL INDEPENDENCE AT AN INVESTIGATION BY THE CALIFORNIA STATE AUDIT. FAILED TO SUPPORT FROM PARENTS IN A NEW QUALIFIED SUPERINTENDENT. FAILED TO PROVIDE EFFECTIVE OVERSIGHT OF PANDEMIC RELATED FUNDS, LEARNING RECOVERY MEASURES, TECHNOLOGY NEEDS AND COMMUNICATION. FAILED TO BE TRANSPARENT BY NOT PROVIDING PUBLIC RECORDS ACCORDING TO THE LAW. FAILED TO BE ETHICAL BY PAYING MONEY TO AN ATTORNEY MORE THAN A HUNDRED THOUSAND PER YEAR. 13 TIMES MORE THAN THE OTHER DISTRICTS OUR SIZE. AT THIS TIME I WILL LEAVE THE DOCUMENTS FOR THE SECRETARY FOR DOCTOR ELHESSEN AND MRS. ARMSTRONG. THAT IS ALL. >> PLEASE APPROACH THE PODIUM. >> I'M SORRY I PRONOUNCE WRONG. >> MADAM PRESIDENT HONORABLE BOARD MEMBERS THANK YOU FOR THE FIRST LIVE STREAMING OF THIS MEETING WE FIRST PETITIONED THE BOARD BACK IN JULY OF 2020. IN JANUARY 2021 AND FINALLY MADE IT ONTO THE BOARD'S AGENDA HERE [01:55:03] WE ARE ON MARCH 10, 2022 WITH THE FIRST LIFESTREAM FOR THE PROCESS TOOK 20 MONTHS. LONGER THAN IT SHOULD HAVE BUT WE CAUGHT UP WITH THE RESTRICTS LIVE STREAMING FOR MANY YEARS LIVE STREAMING WILL HELP STAKEHOLDERS PARENTS AND GUARDIANS TAKING THEM TO SOCCER PRACTICE AND A MIDWEEK BASEBALL GAME AND TEACHER AND STAFF BUSY WITH HOMEWORK AND GETTING READY FOR THE NEXT DAY OR THE STAKEHOLDERS WORKING LATE BENEFICIAL TO VIEW THE BOARD MEETING WHEREVER THEY ARE AND AFTER THE MEETING IS OVER. EVEN OUR STUDENTS WHO WILL HAVE A REPRESENTATIVE ON THE BOARD THAT CAN TUNE IN AND GET THEIR HOMEWORK DONE. I SAW ON THE WEBSITE THAT YOU HAVE AN OPTION TO VIEW ARCHIVED MEETINGS. I HOPE TO SEE IN THE FUTURE OF YEARS WORTH OF VIDEOS AVAILABLE ON THE WEBSITE FOR ALL OF THOSE WHO CANNOT COME TO MEETING IN PERSON OR CATCH THE LIFESTREAM. I'M HAPPY WERE TAKEN A SMALL STEP TO BETTER COMMUNICATION AND TRANSPARENCY. IT MUST ADVOCATE FOR THE CONSTITUENTS AND SHOULD NOT TAKE SIX MONTHS TO GET AN ITEM OF INTEREST ON YOUR AGENDA OR 20 MONTHS TO RESPOND TO THE CONSTITUENTS REQUESTED NEEDS. WE LOOK TO THE BOARD TO USE YOUR POWER TO OVERSEE AND DIRECT THE ADMINISTRATION IS ONLY WITH THE LEADERSHIP THAT THIS DISTRICT CAN MOVE FORWARD AND SERVE THE FAMILIES AND CHILDREN OF THIS COMMUNITY. THANK YOU. [CLAPPING] * This transcript was compiled from uncorrected Closed Captioning.
